His Excellency President Dr. Julius Maada Bio has successfully concluded what many observers have described as a landmark chapter in Sierra Leone’s diplomatic history after presiding over the 69th Ordinary Session of the Economic Community of West African States (ECOWAS) Authority of Heads of State and Government, leaving behind an enduring legacy of regional leadership, strategic infrastructure, strengthened cooperation and renewed confidence in Sierra Leone’s ability to host world-class international engagements.
Held on 18–19 July 2026 at the newly commissioned Julius Maada Bio International Conference Centre in Lungi, Port Loko District, the summit brought together Heads of State, Prime Ministers, Ministers, diplomats, development partners, business executives and hundreds of delegates from across West Africa and beyond. The successful organization of the summit showcased Sierra Leone’s growing diplomatic influence while reaffirming its emergence as a preferred destination for high-level regional and international conferences.
Throughout the summit, President Bio demonstrated statesmanship by steering discussions focused on regional peace, democratic governance, economic transformation, food security, climate resilience and deeper regional integration. His leadership ensured that the summit produced practical outcomes aimed at strengthening cooperation among ECOWAS Member States at a time when West Africa continues to confront complex political, economic and security challenges.
One of the defining achievements of the summit was the official commissioning of the Julius Maada Bio International Conference Centre and the ECOWAS Logistics Depot, two landmark facilities regarded as major investments in Sierra Leone’s future and the wider ECOWAS region. President Bio described both institutions as symbols of a stronger Sierra Leone serving a stronger West Africa, emphasizing that nations are remembered not only for overcoming challenges but also for the institutions they leave behind.
The President explained that although the conference centre and logistics depot serve different purposes, they are united by a common vision of promoting regional integration, diplomacy, peace, security and sustainable economic development. According to him, the commissioning of those facilities marks the beginning of a new era in Sierra Leone’s national development and significantly enhances the country’s capacity to host major continental and global events.
Describing the conference centre as a strategic national investment, President Bio noted that Sierra Leone has steadily evolved from being recognized primarily for post-war recovery into a respected nation contributing meaningfully to regional leadership, democratic governance, peacebuilding and economic opportunity.
He further observed that every international conference hosted at the facility would generate employment, stimulate tourism, strengthen the hospitality industry and create business opportunities for transport operators, entrepreneurs, hotels and restaurants throughout the country.
Speaking on the ECOWAS Logistics Depot, President Bio highlighted its strategic importance in strengthening the operational readiness of the ECOWAS Standby Force, enabling faster responses to humanitarian emergencies, peacekeeping missions and regional security threats. He noted that ECOWAS’ decision to establish the depot in Sierra Leone reflected the confidence Member States have in the country’s stability, strategic location and unwavering commitment to regional peace and cooperation.
During the Summit of the Future and the 69th Ordinary Session, President Bio urged ECOWAS leaders to move beyond declarations by implementing practical policies that improve the lives of citizens. He called on Member States to invest in food security, climate-smart agriculture, regional trade, disaster preparedness and accountable governance.
“A region that thinks together strengthens every Member State. A region that acts together secures a more peaceful, prosperous and resilient ECOWAS for all its people. It is a future that we must build together,” President Bio declared.
He further emphasized that the next fifty years of ECOWAS would be defined not by policy statements alone but by measurable outcomes capable of transforming the lives of West Africans through stronger institutions, industrial growth and regional cooperation.
President Bio’s achievements during his tenure as ECOWAS Chairman also included overseeing important regional initiatives aimed at strengthening economic integration, expanding agricultural productivity, improving food security and reinforcing peace and security cooperation. The summit further witnessed strategic agreements between ECOWAS and the Mano River Union as well as the International Fertiliser Development Center (IFDC), both expected to accelerate regional development and cross-border collaboration.
Vice President Dr. Mohamed Juldeh Jalloh described the newly commissioned projects as defining symbols of President Bio’s enduring legacy. He said Sierra Leone is writing a new national narrative by evolving from a nation once associated with conflict into a trusted centre for regional and global dialogue. He noted that the conference centre would remain one of Sierra Leone’s most enduring national landmarks and a lasting testament to President Bio’s visionary leadership.
Regional leaders also paid glowing tribute to President Bio’s leadership throughout his tenure. President Adama Barrow of The Gambia described the conference centre as a monument to President Bio’s vision and statesmanship, noting that it would serve future generations as a centre for diplomacy, commerce, knowledge-sharing and African cooperation.
Similarly, President of the ECOWAS Commission, Dr. Omar Alieu Touray, praised President Bio for providing exemplary leadership during one of the region’s most challenging periods, marked by political transitions, terrorism, violent extremism, economic shocks and climate-related crises. He commended both the Government and people of Sierra Leone for the exceptional hospitality and professional organization of the summit, describing the ECOWAS Logistics Depot as a practical demonstration of regional integration in action.
The United Nations Deputy Secretary-General, Amina Mohammed, also congratulated President Bio for investing in infrastructure that simultaneously advances national development and regional integration. She reaffirmed the United Nations’ continued commitment to supporting West Africa’s efforts in addressing climate change, conflict prevention and sustainable development.
Another significant milestone of the summit was the peaceful transfer of the ECOWAS Chairmanship from President Bio to the President of Senegal, His Excellency Bassirou Diomaye Faye. The orderly transition reflected ECOWAS’ commitment to democratic governance, institutional continuity and collective leadership while bringing to a close President Bio’s widely acclaimed tenure characterized by strengthened regional cooperation, dialogue and renewed momentum for integration.
