NatCA Boss Intensifies Nationwide NIN–SIM Integration Campaign Ahead of November 1 Deadline

The Director General of the National Communications Authority (NatCA),  Amara Brewah, has on 20 October 2026, intensified nationwide efforts to ensure compliance with the National Identification Number (NIN)–SIM integration initiative, describing the exercise as a critical step towards strengthening cybersecurity, combating telecommunications-related fraud and safeguarding national security.

With the 1 November 2026 compliance deadline fast approaching, NatCA has stepped up public sensitization campaigns, stakeholder engagements and media outreach activities to encourage mobile phone subscribers across Sierra Leone to link their National Identification Numbers to their SIM cards.

The initiative forms part of the Authority’s broader regulatory efforts to strengthen subscriber identification, improve accountability within the telecommunications industry and reduce opportunities for identity theft, impersonation, SIM-related fraud and other cyber-enabled criminal activities.

Under the leadership of Director General Amara Brewah, NatCA has adopted a coordinated approach involving the National Civil Registration Authority (NCRA), mobile network operators, relevant Government institutions and media organizations to ensure that information about the registration requirements reaches subscribers nationwide.

Through sustained public education and stakeholder collaboration, the Authority is working to ensure that citizens understand the importance of NIN–SIM integration, the potential security risks associated with inadequate subscriber identification and the need to complete the process before the stipulated deadline.

The nationwide campaign also reflects Amara Brewah’s determination to strengthen regulatory compliance while promoting consumer protection and responsible telecommunications practices.

Recognizing the increasing sophistication of cyber threats, NatCA has emphasized that effective subscriber identification remains an important component of a secure and accountable digital communications environment.

The Authority’s position is anchored on the principle that cybersecurity is national security, particularly as Sierra Leone continues to expand its digital infrastructure and increase reliance on mobile telecommunications for financial transactions, business activities, public services and everyday communication.

Weak subscriber identification systems can create opportunities for criminal exploitation, including fraudulent SIM registration, identity theft, impersonation and other telecommunications-related offences. Strengthening SIM registration procedures is therefore considered an important preventive measure that can support lawful investigations and improve accountability across the sector.

Although NIN–SIM integration cannot independently eliminate cybercrime, NatCA maintains that effective identification procedures, supported by strong data protection safeguards, secure registration systems and sustained public education, can significantly contribute to a safer telecommunications environment.

Beyond the immediate registration exercise, the Authority’s ongoing engagements demonstrate its broader commitment to building a telecommunications industry that prioritizes consumer interests, regulatory accountability and national security.

Amara Brewah’s leadership has placed particular emphasis on collaboration among telecommunications operators, public institutions and consumers, recognizing that the success of the initiative depends on collective participation and effective coordination.

As the deadline approaches, NatCA is encouraging subscribers who have not completed the integration process to contact their respective mobile network operators and take the necessary steps to link their NINs with their SIM cards before 1 November 2026.

The Authority’s nationwide sensitization drive underscores the importance of public cooperation in achieving a secure, transparent and reliable telecommunications system capable of supporting Sierra Leone’s growing digital economy.

For NatCA, securing digital identities goes beyond fulfilling a regulatory obligation. It represents a collective responsibility to protect citizens, strengthen confidence in telecommunications services and safeguard the country’s digital future. NatCA… Connecting the Future.
