ARISE Integrated Industrial Platforms (ARISE IIP) is making substantial strides in transforming the Sierra Leone Industrial Zone (SIZ) at Koya Chiefdom, Port Loko District. The ongoing massive infrastructural development project, which began in May of this year, is a significant step towards realizing President Bio’s vision for the country’s industrialization. This initiative is the result of a groundbreaking Public Private Partnership (PPP) agreement between ARISE and the Government of Sierra Leone, officially launched by President Bio on April 26, 2023.
The Project is set to inject a significant boost into Sierra Leone’s economy by creating over five thousand jobs and facilitate the development of a world-class industrial ecosystem. The investment will integrate the Rail and Ports corridor, which is expected to unlock Sierra Leone’s industrial potential.
ARISE IIP, renowned for developing and operating cutting-edge industrial ecosystems across Africa, has committed a staggering USD 120 million to the development of the SIZ – Koya (Sierra Leone Industrial Zones) as part of Phase 1. This initial phase, spanning 150 hectares, will include the establishment of 16 production units, primarily focused on import substitution industries. The private investment generated during this phase is estimated at a remarkable $165 million, with the creation of 2,500 direct jobs.
Phase 2 of the SIZ – Koya Project will encompass the establishment of 37 production units over 350 hectares within the zone. This phase will also emphasize import substitution industries and the local processing of raw materials into high-value-added products. A substantial investment of $140 million is anticipated, attracting an additional 6,500 jobs to the region.
The integrated industrial zone at SIZ-Koya is designed to accommodate companies specializing in various sectors, including agro-industry, timber processing, pharmaceuticals, consumer goods manufacturing, electric vehicle manufacturing, and cement and tile manufacturing.

ARISE IIP has experienced remarkable expansion across more than a dozen African countries, with a track record of catalyzing industrial growth and job creation. In Gabon, for example, the company’s management of the Gabon Special Economic Zone (GSEZ) has resulted in the creation of 16,000 jobs, the attraction of 120 investors, and the transformation of Gabon into the world’s second-largest producer and exporter of veneer, as well as the first in Africa.
