President Dr Julius Maada Bio has reaffirmed the importance of military discipline, ethical leadership, operational preparedness and the welfare of service personnel in building a professional, resilient and effective Republic of Sierra Leone Armed Forces (RSLAF), as he decorated and administered the oath of office to 12 newly promoted senior military officers.
The ceremony, held at State House in Freetown on Tuesday, 20 October 2026, witnessed the formal decoration and swearing-in of one Major General and 11 Brigadier Generals, marking an important milestone in their military careers and reinforcing the leadership structure of Sierra Leone’s defence establishment.
President Julius Maada Bio, who serves as Commander-in-Chief of the Republic of Sierra Leone Armed Forces, used the occasion to remind the newly promoted Generals that advancement to higher military ranks carries responsibilities extending beyond personal achievement, requiring exceptional integrity, sound judgement, unwavering discipline and an enduring commitment to national service.
Congratulating the officers on their elevation, the President described their promotions as recognition of years of dedicated service, professional commitment and contributions to the Armed Forces. He maintained that the confidence placed in them must be justified through exemplary conduct, responsible command and effective leadership.
“Promotion comes with responsibility but that is not strange to all of you as senior officers in the Republic of Sierra Leone Armed Forces. You have served with dignity and that is why you have been promoted,” President Julius Maada Bio stated.
The President placed particular emphasis on the human dimension of military leadership, reminding the Generals that the strength of any defence institution depends not only on its equipment, infrastructure or operational capabilities, but fundamentally on the morale, professionalism and wellbeing of the men and women serving within its ranks.
“Your greatest assets are your men and they must be treated fairly and responsibly because, of all things that you command, it is the men and women that are the most important assets,” he emphasized.
His remarks underscored the responsibility of senior commanders to establish a culture of fairness, mutual respect and accountability, while ensuring that personnel under their command receive appropriate guidance, mentorship and institutional support.
President Julius Maada Bio further stressed that ethical and moral leadership remains indispensable to maintaining confidence within the military hierarchy. He reminded the officers that respect cannot be sustained through rank and authority alone, but must be earned through honesty, fairness, competence and consistent adherence to established military principles.
Drawing on his personal experience as a former military officer who served during Sierra Leone’s civil war, President Julius Maada Bio recalled the demanding circumstances under which promotions and command responsibilities were undertaken during periods of national instability.
He disclosed that his own promotion during the conflict occurred in the field without the benefit of a formal decoration ceremony, illustrating the difficult operational environment in which members of the Armed Forces served at the time.
Reflecting on the institution’s historical challenges, the President encouraged the newly promoted Generals to appreciate the progress made over the years while drawing practical lessons from previous difficulties to strengthen military professionalism, institutional stability and leadership accountability.
He emphasized that discipline must remain the defining characteristic of military service, particularly when officers and soldiers are confronted with operational pressure, limited resources or other institutional challenges.
“Whatever happens, let your discipline show the difference between you and the ordinary people. So we expect a lot from you, especially with this appointment,” President Julius Maada Bio declared.
His message reinforced the principle that military leadership demands a higher standard of conduct, with senior officers expected to demonstrate restraint, respect for lawful authority and unwavering commitment to the constitutional responsibilities of the Armed Forces.
Speaking on behalf of the newly decorated officers, Major General Mohamed M. Kposowa expressed appreciation to President Julius Maada Bio for the confidence reposed in them, describing their elevation as both a significant professional honour and a solemn responsibility to the nation.
Major General Mohamed M. Kposowa assured the Commander-in-Chief that the newly promoted Generals fully recognize the expectations accompanying their appointments and are determined to justify the trust placed in them through dedicated service, professionalism and responsible leadership.
He pledged their collective commitment to strengthening the operational readiness of the Armed Forces, reinforcing internal discipline and supporting the Chief of Defence Staff in advancing the institution’s strategic and professional development.
According to Major General Mohamed M. Kposowa, the changing nature of national and international security threats requires the RSLAF to continually improve its capabilities, modernize its operational approaches and invest in the professional development of personnel at every level.
He identified technological advancement and emerging forms of warfare as important considerations for military preparedness, stressing the need for continuous training, improved strategic planning and greater adaptability in responding to evolving security challenges.
The newly promoted Generals, he assured, would support regular military training programmes, strengthen mentorship for junior officers and encourage the development of a professional command culture capable of preparing future military leaders.
Major General Mohamed M. Kposowa also placed considerable emphasis on the welfare of military personnel, pledging that the physical, mental and emotional wellbeing of soldiers would remain a central consideration in the exercise of their command responsibilities.
He acknowledged that operational effectiveness depends significantly on the motivation, confidence and preparedness of personnel, making troop welfare an essential component of military leadership rather than a secondary administrative concern.
On financial accountability, Major General Mohamed M. Kposowa committed the newly promoted officers to ensuring that public resources entrusted to the Armed Forces are managed transparently, responsibly and efficiently, with particular attention to improving combat readiness and institutional performance.
He further reaffirmed their collective commitment to defending the Constitution of Sierra Leone, protecting the country’s territorial integrity, safeguarding citizens and respecting the democratic institutions that underpin the nation’s constitutional order.
The ceremony concluded with renewed assurances of loyalty, dedication and service from the newly promoted Generals, who pledged to work collectively towards strengthening the professionalism, efficiency and operational capacity of the Republic of Sierra Leone Armed Forces.
President Julius Maada Bio’s central message was that the true measure of military leadership lies not merely in rank or authority, but in the ability to command with integrity, maintain discipline, protect the welfare of personnel and faithfully discharge the responsibility of defending Sierra Leone’s sovereignty, constitutional order and national security.
