NCRA Resumes National Automated Biometric Identification System (ABIS) Services

The National Civil Registration Authority (NCRA) has announced the successful restoration of its National Automated Biometric Identification System (ABIS) services. In a public notice on October 24, 2024 signed by the Director General, Mohamed Mubashir Massaquoi, the NCRA informed the public that the mandatory maintenance of the ABIS Engine, a vital component of the National Identification Management System (IDMS), has been completed. The ABIS Engine plays a critical role in biometric de-duplication and the assignment of National Identification Numbers (NIN) to new registrants.

The maintenance, which commenced on October 10, 2024, caused a temporary suspension of some registration services. With the maintenance now concluded, the NCRA has resumed the registration and assignment of NINs for individuals aged 12 and above who were impacted by the system upgrade.

In addition to the resumed services, the NCRA clarified that other key operations, such as the issuance of identity cards, registration of minors under 12, verification and authentication of identities, updates of personal information and certifications of births, deaths, marriages and divorces, remained unaffected during the maintenance period. These services have continued without interruption, reflecting the Authority’s dedication to providing seamless civil registration and identity management for both citizens and non-citizens residing in Sierra Leone.

The NCRA is reassuring the public of its commitment to offering continuous and high-quality services. Its offices, centers and outlets across the country are open and ready to serve. Citizens and residents are encouraged to visit any of these locations to access the full range of services provided by the NCRA.

Registration is available at multiple NCRA offices throughout Sierra Leone, including key locations nationwide:

– NCRA Branch Office, 230 Lumley Road (Roundabout)

– NCRA Office, Waterloo, along Freetown Highway (Opposite Police Station)

These offices, alongside regional branches, cater to both public and private entities, ensuring that citizens can efficiently access essential identity services.

One satisfied registrant, Barton Cole, recently shared his experience with the NCRA. After needing a national identity card for an urgent clearance, he visited the King Harman Road office, expecting a long and tedious process. To his surprise, the entire process was swift and efficient. “I walked in and was directed to a desk where I gave my phone number. Within moments, all my details appeared on a screen. After confirming my information, my height was taken and I proceeded to another room for photo verification,” Barton Cole explained.

He completed the process in under 15 minutes and received a message just three days later, notifying him that his card was ready for collection. “The professionalism and efficiency of the NCRA staff were truly shocking, given the usual inefficiencies in many public services. I hope other institutions can learn from this example,” Barton Cole added, applauding the NCRA’s remarkable service delivery.
