As He Celebrates Birthday with a Legacy of Diplomacy & Leadership… Who’s Alhaji Fanday Turay Esq.?

Alhaji Fanday Turay Esq., the Minister of Transport and Aviation, celebrates his birthday on Monday, September 23, 2024. Born on this day, Turay has had an illustrious career marked by numerous achievements in various sectors, particularly in diplomacy, military, and now transportation and aviation in Sierra Leone. Since assuming office in August 2023, he has played a pivotal role in modernizing and advancing Sierra Leone’s transport infrastructure, ensuring regulatory compliance, and enhancing public transport systems.

Before his appointment as Minister of Transport and Aviation, Alhaji Fanday Turay had an extensive career in diplomacy and international relations. His most prominent role was as the Permanent Representative of Sierra Leone to the United Nations (August 2021 to August 2023). In this capacity, Ambassador Alhaji Fanday Turay championed Sierra Leone’s voice on the global stage, playing a crucial role in the UN Security Council reform advocacy. As Coordinator of the African Union Committee of Ten (C10), Alhaji Fanday Turay advanced the Common African Position, which seeks Africa’s rightful representation on the UN Security Council. He has been at the forefront of efforts to rectify the historical injustice of Africa’s exclusion from permanent membership in the council.

During his tenure, he led several key diplomatic initiatives, such as tabling two significant resolutions at the UN General Assembly:

  1. The International Cooperation for Access to Justice for Survivors of Sexual Violence, adopted on September 2, 2022.
  2. The World Day for the Prevention and Healing from Child Sexual Exploitation and Abuse, adopted on November 15, 2022.

He also served as the Vice Chair of the United Nations Special Committee on Decolonization (C-24) and Chair of the Group of Seven Countries (g7+), advocating for fragile states and post-conflict recovery.

Since taking over the Ministry of Transport and Aviation, Alhaji Fanday Turay has demonstrated his exceptional ability to lead and implement strategic reforms. His leadership is evident in the following key areas:

– Policy Development and Oversight: He has overseen significant policy reforms aimed at improving the country’s transport infrastructure, including roads, bridges, and airports. His forward-thinking policies are geared toward enhancing transportation safety, regulatory compliance, and promoting the growth of the aviation sector.

– Infrastructure Development: A critical priority of his tenure is the modernization of transport infrastructure. This includes the construction of new roads and the rehabilitation of key transport hubs like Lungi International Airport. Under his leadership, Sierra Leone’s aviation sector is becoming more competitive and is gaining recognition in regional air traffic safety initiatives.

– International Representation: His diplomatic acumen continues to be an asset in his current role, where he represents Sierra Leone as a Board Member of the Regional Maritime University and Chairman of the Banjul Accord Group Safety Oversight Organization.

Alhaji Fanday Turay’s public service career spans over three decades. He began his journey in the military, serving in various capacities within the Republic of Sierra Leone Armed Forces, and rising to the rank of Colonel. His service included participation in ECOWAS peacekeeping missions in Liberia (ECOMOG).

In 2011, Alhaji Fanday Turay transitioned to international roles, including as a Security Adviser at the United Nations Disengagement Observer Force (UNDOF) in Syria, where he played a crucial role in safeguarding UN personnel in volatile environments. His extensive experience in peacekeeping, spanning 14 years with the UN, includes missions in Liberia, Ethiopia, Mali, the Central African Republic, and Somalia.

As Chairman of the National Commission for Privatization (NCP), he led critical reforms in public enterprise management, attracting private investments in sectors such as telecommunications, housing, and infrastructure.

Alhaji Fanday Turay’s educational background is as impressive as his professional career. He holds:

– A Bachelor of Laws Degree from Thames Valley University, UK (2002).

– A Master of Laws in International Transport and Maritime Law from London Metropolitan University, UK (2004).

– A Master of Arts in International Affairs from the University of Ghana (2010).

– Certification in Strategic Planning for Security Development and other related fields.

In recognition of his invaluable contributions to international peacekeeping, Alhaji Fanday Turay has been awarded the United Nations Medal by the Secretary-General of the United Nations. This award highlights his role as a key figure in global security and his dedication to public service.
