The National Revenue Authority (NRA) has issued a stern warning to manufacturers, importers, distributors and businesses across Sierra Leone against the sale of products without valid Excise Tax Stamps, stressing that violations of the applicable regulations could attract severe enforcement measures, including additional tax assessments, seizure of goods and closure of business premises.
The warning was contained in a public notice issued in Freetown on Wednesday, 4 November 2026, by the Authority’s Public Affairs and Tax Education Department, reminding businesses and consumers of their responsibilities under the country’s tax stamp regulations.
According to the NRA, manufacturers, importers and businesses involved in the sale and distribution of excisable goods are legally required to ensure that all products covered by the regulations carry valid Excise Tax Stamps before reaching consumers.
The Authority explained that the requirement applies to several categories of alcoholic beverages, including spirits, wine, beer and stout. Sugar-sweetened beverages such as soft drinks, juices and energy drinks are also covered by the regulations.
Similarly, tobacco and tobacco-related products, including cigarettes, cigars and shisha, must carry valid Tax Stamps. Cement is equally among the products subject to the mandatory stamping requirements.
Beyond traditionally excisable goods, the NRA disclosed that certain non-excisable products are also required to bear Tax Stamps. These include sugar, bottled water, cooking oil and fertilizer.
The Authority emphasized that businesses dealing in any of these products must strictly comply with the applicable requirements, warning that failure to do so constitutes a violation that could result in enforcement action.
The NRA further clarified that responsibility for affixing and activating Tax Stamps rests primarily with manufacturers and importers, who must ensure that the necessary procedures are completed before their products enter the market.
Consumers, however, are not required to purchase or affix Tax Stamps themselves. Instead, they are encouraged to verify that products carry valid stamps before making purchases or consuming them.
To facilitate public verification, the Authority urged consumers to use its CHECK AM App, available for download through the Google Play Store and Apple App Store.
The application allows users to scan Tax Stamps and determine whether they are genuine. It also provides information about the manufacturer and indicates the tax compliance status of the product.
The NRA explained that the digital verification system is intended to strengthen transparency, promote compliance and empower consumers to identify products that may have entered the market without meeting the required tax obligations.
Members of the public were consequently encouraged to report products without valid Tax Stamps to the Authority for appropriate action.
The NRA maintained that the presence of a valid Tax Stamp provides an indication that a product has passed through the appropriate regulatory processes and that relevant tax and customs duty obligations have been fulfilled.
It further noted that the initiative forms part of broader efforts to combat smuggling, protect consumers, safeguard public health and ensure that businesses contribute their fair share of revenue to national development.
The Authority expressed concern over activities that undermine compliance with tax regulations, stressing that manufacturers, importers, distributors, retailers and other taxpayers must take the necessary steps to avoid violations.
In its notice, the NRA specifically cautioned that individuals and businesses found engaging in activities contrary to the Tax Stamp requirements would face appropriate enforcement action in accordance with the law.
Such measures may include additional tax assessments, seizure of products found without the required stamps and closure of business premises where violations are established.
The warning serves as a reminder that the sale and distribution of products covered by the Tax Stamp regulations carry legal obligations that businesses cannot disregard.
The Authority’s position also underscores the importance of maintaining proper documentation and ensuring that goods entering the domestic market satisfy the relevant tax and customs requirements.
For manufacturers and importers, compliance involves ensuring that Tax Stamps are properly affixed and activated before products are released for sale. Distributors and retailers are equally expected to ensure that the goods they handle meet the applicable regulatory requirements.
The NRA reiterated that the enforcement of Tax Stamp regulations is not solely intended to strengthen revenue collection but also to protect legitimate businesses from unfair competition involving smuggled or non-compliant products.
By encouraging consumers to verify stamps before purchasing goods, the Authority is also seeking to promote greater public participation in the fight against tax evasion and illicit trade.
The public notice further highlights the role of technology in improving tax administration, particularly through the CHECK AM App, which enables consumers to verify product compliance directly.
The NRA called on all stakeholders, including taxpayers, manufacturers, importers, distributors, retailers and consumers, to cooperate with the Authority in ensuring full compliance with the regulations.
It stressed that collective responsibility remains essential to promoting a fair, transparent and accountable tax system capable of supporting national development.
The notice, issued by order of the Commissioner General, reinforces the Authority’s determination to enforce the applicable tax laws and discourage the circulation of products without valid Tax Stamps.
The NRA’s central message to businesses is clear: selling products covered by the mandatory Tax Stamp requirements without valid stamps is a violation of the applicable regulations and non-compliance may result in serious enforcement action under the law.
