PAC Vindicates Rokel Bank on User ID Concerns, Commends Dr. Gilpin’s Leadership

During a public hearing held at Parliament’s administrative building on June 12, 2024, the Parliamentary Public Accounts Committee (PAC) unanimously cleared Rokel Commercial Bank of any wrongdoing regarding duplicate user IDs in its X-100 operating system, as cited in the 2022 Auditor General’s report.

The report had flagged the existence of duplicate user IDs on the X-100 banking application which contravenes banking regulations. In response, Rokel Commercial Bank’s Management clarified that rather than deleting users from the system, they moved them to a permanent deactivation category. They also explained that user IDs are updated when staff transition from contract to permanent status.

Following a thorough examination, the PAC resolved the issue, with Committee members praising the bank’s Management, led by renowned economist, Dr. Walton Ekundayo Gilpin. They described Rokel Commercial Bank’s system as one of the most effective in Sierra Leone and the wider sub-region.

In recognition of its exemplary record-keeping and operational efficiency, members of the Committee suggested that Rokel Commercial Bank could be in line for a Presidential Award this year.
