RSLAF Cadet Umaru Mattia Commissioned at Royal Military Academy Sandhurst

Sierra Leone has once again been placed on the global stage of military excellence as Officer Cadet, Umaru Mattia, of the Republic of Sierra Leone Armed Forces (RSLAF) successfully graduated from the prestigious Royal Military Academy Sandhurst (RMAS) in the United Kingdom.

Officer Cadet, Umaru Mattia ,was among the 238 cadets of Commissioning Course 243, comprising 203 British Army Officer Cadets and 35 international cadets, who completed the Academy’s rigorous 44-week training programme. The journey culminated in the world-renowned Sovereign’s Parade on Friday, 8th August 2025; a historic ceremony marking the formal commissioning of new officers into their respective armies.

The Royal Military Academy Sandhurst is celebrated as the cradle of British Army leadership, where cadets undergo intense training designed to sharpen leadership, tactical planning and combat readiness. As part of the commissioning course, Officer Cadet Mattia and his colleagues trained in Germany during Exercise Dynamic Victory, where they navigated complex terrains, engaged in realistic combat simulations and tested their mission planning and soldiering skills against a free-thinking enemy force.

This exercise integrated cutting-edge military technology, including unmanned ground vehicles for casualty evacuation, drones for reconnaissance and AI-enhanced moving targets ensuring that cadets are prepared to outthink, out-manoeuvre and outfight adversaries in modern warfare.

Representing Sierra Leone at such a globally recognized institution, Officer Cadet Umaru Mattia’s achievement underscores the professionalism and growing stature of the RSLAF on the international stage. His success also reflects Sierra Leone’s commitment to producing highly trained officers capable of contributing to both national security and international peacekeeping operations.

His Excellency Dr. Morie Komba Manyeh, Sierra Leone’s High Commissioner to the United Kingdom, was present at the ceremony to honour the achievement. He described Officer Cadet Umaru Mattia’s graduation as a source of pride for Sierra Leone, reaffirming the country’s long-standing defence and diplomatic ties with the United Kingdom.

“The success of Officer Cadet Umaru Mattia is a testament to the resilience and excellence of Sierra Leone’s Armed Forces,” Dr. Morie Komba Manyeh noted stressing that the nation takes pride in every citizen who achieves such distinguished recognition.

With his commissioning as an officer, Umaru Mattia sets an example for young Sierra Leoneans while reinforcing the RSLAF’s ongoing contributions to national and global security.

SLAJ Executive Meets IGP Fayia Sellu, Calls for Review of Historic MoU

The newly elected Executive of the Sierra Leone Association of Journalists (SLAJ), led by immediate past President Ahmed Sahid Nasralla, has paid a courtesy call on the Inspector General of Police (IGP), William Fayia Sellu, at Police Headquarters in Kingtom, Freetown.

The high-level engagement, held on Wednesday, August 13, 2025, served to formally introduce the new SLAJ leadership and to present an Award of Appreciation to the IGP for his role in strengthening ties between the media and the Sierra Leone Police (SLP) over the past six years.

Ahmed Sahid Nasralla, who led the delegation, recalled that before his tenure, SLAJ’s relationship with the police was strained, often marked by clashes over press freedom and journalist safety. However, he noted that the 2021 signing of a historic Memorandum of Understanding (MoU) had dramatically reshaped the partnership, ushering in a period of cooperation and mutual respect.

“Before the MoU, journalists often saw the police as the main perpetrators of assault and harassment against the Press. That agreement changed the narrative and promoted joint trainings to help both professions understand each other’s roles in our democracy,” Ahmed Sahid Nasralla said.

Introducing the new Executive, Ahmed Sahid Nasralla, presented SLAJ President. Alhaji Manika Kamara, Vice President, Richard L. Gevao, Secretary General Edward Marrah, Assistant Secretary General Theophilus Egbenda, Financial Secretary Mohamed Konneh, and Organizing Secretary Alice Turay. He also commended the SLP’s Media Team, noting that senior officers ACP Brima Kamara and Deputy ASP Mohamed B. Senu are themselves SLAJ members.

In his remarks, President Alhaji Manika Kamara, expressed appreciation for the IGP’s open-door leadership and reaffirmed SLAJ’s commitment to deepening collaboration. He called for a review and expansion of the 2021 MoU, particularly through joint training sessions for journalists and police officers ahead of the 2028 elections.

“These trainings will help reduce tensions by ensuring journalists and police alike understand their roles, journalists seeking to report the news while police focus on protection,” Alhaji Manika Kamara explained. He further appealed for media professionals to be included in police training curricula to enhance mutual understanding.

Responding, IGP William Fayia Sellu praised the cordiality achieved during Ahmed Sahid Nasrallah’s tenure and welcomed the new leadership’s proposals. He endorsed joint training initiatives and committed to involving SLAJ in shaping the police training curriculum, including inviting journalists to lecture recruits at the police academy.

“We are partners, the police make the news and the journalists report it. It doesn’t make sense to be at war with each other,” the IGP stressed. He assured SLAJ that his office would remain open and receptive to dialogue.

The meeting ended with the presentation of an Award of Appreciation to IGP William Fayia Sellu for his contribution to fostering media-police relations.

The 2021 MoU between SLAJ and the Sierra Leone Police is widely regarded as a landmark achievement, transforming what was once a strained relationship into a model of cooperation that supports press freedom, law enforcement and democratic governance.

Court Slams Kamarainba with NLe 300,000 Penalty for Defaming Kobi Walker

The High Court of Sierra Leone has on 30th July 2025 ruled in favour of businessman, Kobi Walker, in a high-profile defamation case, declaring that allegations made against him by politician, Mohamed Kamarainba Mansaray, were false, malicious and without lawful justification.

Delivering judgment on July 30, 2025, the Court awarded Walker NLe 250,000 in damages and NLe 50,000 in legal costs, further declaring that audio recordings circulated by Mohamed Kamarainba Mansaray amounted to libel. The Court stressed that while freedom of speech remains a constitutional right it does not extend to the deliberate propagation of falsehoods calculated to destroy reputations.

In a statement after the ruling, Kobi Walker welcomed the decision as both a personal vindication and a wider victory for integrity in public life. “This judgment is not just a personal vindication; it safeguards the future of our children,” he said. “It signals that it will no longer be business as usual for those who defame innocent individuals. It ensures that future generations can aspire, achieve and break ceilings through dedication, passion, commitment and determination, without fear of being unjustly maligned.”

Legal analysts have described the ruling as a landmark decision that sends a stern warning to individuals who weaponize misinformation for personal or political advantage, underscoring the judiciary’s role in upholding truth and justice. The Court also expressed expectation that Mohamed Kamarainba Mansaray will fully comply with the ruling to avoid further consequences, including potential contempt proceedings.

Observers have questioned why Mohamed Kamarainba Mansaray, who in other instances displayed evidence such as photographs of the fugitive “Jos” seated in a church at Tihun, Bonthe District, where President Julius Maada Bio and other dignitaries were present, as well as details about Jos’s wife in Turkey, houses allegedly purchased for former Immigration boss Ahmed Kanneh and gifts given to him, failed to produce any credible evidence in the case involving Kobi Walker. Instead, Mohamed Kamarainba Mansaray’s claims remained unsubstantiated, raising doubts about his motives.

It could be recalled that on February 2, 2025, Mohamed Kamarainba Mansaray publicly alleged in a Facebook post and WhatsApp audio that Kobi Walker was involved in drug trafficking and money laundering related to the acquisition of Sierra Rutile Limited. He further claimed that Kobi Walker was harboring a notorious drug trafficker, identified as “Bello Jos,” at his under-construction resort near York Village and accused him of using Leonoil Company Limited as a channel for illicit financial dealings. Mohamed Kamarainba Mansaray went on to suggest that Sierra Leone was becoming a hub for drug-related money laundering.

Kobi Walker categorically denied all accusations, describing them as “completely false, malicious and baseless.” Both Leonoil and Sierra Rutile issued statements discrediting Mohamed Kamarainba Mansaray’s assertions. Leonoil reaffirmed its commitment to transparency and corporate integrity, while Sierra Rutile stressed that its acquisition process fully complied with regulatory standards.

Following the High Court ruling, it has also emerged that Kobi Walker has initiated legal proceedings against Mohamed Kamarainba Mansaray in the United States and plans to pursue another defamation suit in Sierra Leone after being labeled “unscrupulous” by the politician.

This latest judgment not only clears Kobi Walker’s name but also reinforces the principle that reputational attacks grounded in falsehood will not be tolerated under Sierra Leonean law.

SLCAA Rises Under Musayeroh Barrie, Secures Top 3 in Transport Sector Ranking

The Sierra Leone Civil Aviation Authority (SLCAA) has continued to make notable progress under the leadership of its Director General, Madam Musayeroh Barrie, who has positioned the institution as a key player both nationally and internationally.

In the Ministry of Transport and Aviation’s 2025 Mid-Term Agency Performance Scores, released on August 14, 2025, the SLCAA ranked third among sector agencies, securing a Grade C with 49.4% for the January to June period. The evaluation, part of the Ministry’s Performance Contract initiative, measures Agencies’ service delivery and operational alignment with national development priorities.

Minister of Transport and Aviation, Ambassador Colonel (Rtd) Alhaji Fanday Turay Esq., praised SLCAA’s efforts, noting that the performance review was aimed at inspiring improvement, not criticism. Assistant Director of Transport, William Morgan, highlighted that SLCAA’s score reflected strong contributions across five criteria; policy support, service delivery, administration, accountability and financial stewardship.

While the Sierra Leone Ports Authority (SLPA) topped the rankings with 70.1% and the Sierra Leone Maritime Administration (SLMA) followed with 55.5%, SLCAA outperformed several Agencies, including the Sierra Leone Road Safety Authority (SLRSA) and the Sierra Leone Airports Authority (SLAA). William Morgan urged Agencies to strengthen internal processes and documentation for even stronger results in future evaluations.

Beyond the national stage, Madam Musayeroh Barrie, has been raising Sierra Leone’s profile in the global aviation arena. She recently represented the country at the International Civil Aviation Organization (ICAO) Next Generation of Aviation Professionals (NGAP) Global Summit 2025 in Durban, South Africa. Themed “The Flight Plan for Future Aviation Talent: Innovate, Educate, Inspire”, the two-day summit gathered global aviation leaders to address the sector’s workforce needs.

Speaking during a high-level panel on “The Future of Work in Aviation,” Madam Musayeroh Barrie called for greater action in attracting and empowering young people and women in the sector. She emphasized the importance of continuous learning, adaptability and fostering innovative work environments. She also urged regulatory reforms to integrate emerging technologies like artificial intelligence while ensuring digital solutions remain accessible.

Highlighting Sierra Leone’s aviation progress, Madam Musayeroh Barrie pointed to the successful launch of Air Sierra Leone which has renewed national pride and interest in aviation. She reaffirmed SLCAA’s commitment to expanding training opportunities, promoting gender diversity and aligning strategies with ICAO’s NGAP framework.

“As the youngest Civil Aviation Director General in the world, I carry both the responsibility and privilege of ensuring Sierra Leone’s aviation story is one of progress, inclusion and sustainability,” she said.

Shri Gurudwara Sahib Lumley and Indian Diaspora Award 198 Children Scholarships

The Shri Gurudwara Sahib Lumley, in collaboration with the Indian diaspora in Sierra Leone, reaffirmed its commitment to education and community development by awarding the Baba Guru Nanak Scholarship 2025 to 198 underprivileged yet high-performing children across Freetown. The event, held on August 16, 2025, at the Sierra Palms Hotel Conference Hall in Aberdeen, West End of Freetown, brought together students, parents, local dignitaries, members of the Indian community and government officials to celebrate the transformative power of education. Launched in 2022 with 60 beneficiaries, the program has grown to support approximately 198 children, reflecting the success and sustainability of this initiative.

Philanthropist and founder of the scholarship, Mohinder Bir Singh Sachdeva, widely known as Pa Jetty and CEO of Jetty Trading Company, welcomed attendees with heartfelt remarks emphasizing the life-changing nature of the program. “This is not an ordinary event; it could be life-changing for some of these children,” he said. “It is not the amount of charity that matters, but the impact it creates. When parents see their children’s school fees fully covered for the year, it provides them relief and renewed hope. For children who might have lost hope of continuing their studies, this program gives them a reason to dream again and strive for excellence.” Pa Jetty also expressed gratitude to sponsors, devotees and the Indian community, urging them to continue their support so that more children can benefit in the coming years.

Abdulai Bah, Chairman of the Organizing Committee, further explained the rigorous and transparent process behind the scholarship awards. He noted that the program targets children from financially challenged households, including orphans, children from single-parent families and those from struggling two-parent homes. “We received over 200 applications this year and each child was carefully assessed,” he stated. Abdulai Bah emphasized the importance of academic accountability, noting that parents must provide termly reports on their children’s progress. “Our priority is to support those most in need. Benefiting this year does not guarantee the same child will benefit next year, as we aim to assist as many deserving children as possible.”

“We have set 70 percent as the threshold for academic performance, but we will evaluate children based on termly results” he maintained. He further admonished parents against attempting to manipulate the system by moving children to expensive schools urging sincerity and regular termly updates on academic progress.

The scholarship program covers full-year tuition, school bags, books, water bottles and other essentials. This year, beneficiaries received NLe 400 in cash, an increase from NLe 250 in previous years, allowing parents to purchase uniforms and footwear. To maintain transparency, all school fees are paid directly to the institutions, with receipts and supplies presented to parents as confirmation of payment.

The ceremony was graced by India’s High Commissioner to Sierra Leone, Shri Baisnab Charan Pradhan, who spoke about the significance of the scholarship and its connection to India’s 79th Independence Day. “Education is more than a pathway to personal success; it is the foundation for prosperous communities and nations,” he said. “Through this scholarship, young minds are empowered and barriers to education are removed. This initiative embodies the values of Sri Guru Nanak Dev Ji, promoting equality, compassion and service to humanity. It is an investment not only in individual students but in the leaders, innovators and change-makers of tomorrow.” He also praised Pa Jetty for his consistent generosity and dedication to community development, highlighting his efforts in providing meals, medical aid, clean water and educational opportunities for disadvantaged communities.

Members of Parliament Hon. Princess Kadie Daramy and Hon. Mamoud Kamara echoed those sentiments, commending the Indian community for its ongoing contributions to Sierra Leone’s development. Hon. Kadie Daramy emphasized the importance of parental involvement in education, advising parents to closely monitor their children’s academic progress. “Education is the foundation of future success,” she said. “Parents, your active participation in your children’s learning will help shape their future and ensure that these opportunities are fully utilized.”

India High Commission Celebrates 79th Independence Day, Highlights Decade of Growth

The Indian High Commission in Freetown has commemorated the 79th Independence Day of India with a solemn and vibrant celebration. The ceremony featured the unfurling of the national flag, the singing of the national anthem, the reading of a message from Hon’ble Rashtrapatiji (President of India) and cultural performances that showcased India’s rich culture.

Speaking at the event, High Commissioner of India to Sierra Leone, Baisnab Charan Pradhan, welcomed guests and shared a message on behalf of the Government and People of India. He offered warm greetings to the Government and people of Sierra Leone calling the day a time to remember the sacrifices of India’s freedom fighters and the values of democracy, unity and peace.

He noted that since gaining independence in 1947, India has made progress in many areas like education, science, health care and technology. He also spoke about the strong relationship between India and Sierra Leone which has grown in recent years through collaboration in health, education, agriculture, infrastructure and digital technology.

The High Commissioner said India is proud to support Sierra Leone’s development through South-South cooperation and expressed hope that the friendship between the two countries will continue to grow.

The event also highlighted India’s progress over the past 11 years. Under Prime Minister Narendra Modi, India has become one of the world’s fastest-growing economies. Since 2014, India has improved its ease of doing business, attracted more foreign investment and become a global centre for start-ups with over 1.6 million registered start-ups, including more than 100 unicorns.

The High Commissioner shared that over 500 million Indians have been brought into the formal banking system and major reforms in infrastructure and services have improved lives across the country. India has also made big steps in fighting climate change by increasing clean energy use and creating global partnerships like the International Solar Alliance and Global Biofuels Alliance.

He said India’s digital systems, such as Aadhaar, Jan Dhan bank accounts and mobile networks have helped deliver Government services directly to people especially during the COVID-19 pandemic. India has also made progress in health care and food security with programs that support hundreds of millions of people.

The High Commissioner also mentioned achievements in clean water access, rural development and women’s empowerment.

He ended his speech by saying, “Our journey over the last 11 years has been one of inclusive growth, innovation and resilience. As we work towards becoming a developed nation by 2047 we remain determined to strengthen our partnership with Sierra Leone for the mutual prosperity of our peoples.”

Mpox Outbreak Shows Significant Decline After Intensive National Response

The Ministry of Health, through its Communications Unit, concluded a national panel discourse on the Mpox response on Thursday, August 14, 2025, at the Atlantic Hotel, Lumley Beach Road in Freetown.

Dr. Austin Hinga Demby, Minister of Health, announced that the Government of Sierra Leone, under President Julius Maada Bio, has invested $1.7 million to support the national response to the Mpox outbreak. He emphasized that while health partners have provided essential support, the Government has been the primary financier of the fight against the virus, which continues to challenge both developing and developed countries worldwide. Despite global financial constraints, the Bio administration remains committed to curbing the spread of Mpox.

Minister Austin Demby reported significant progress, with active cases decreasing from over 2,000 at the onset of the outbreak to just over 80 cases currently being managed in holding centers across the country. He credited this achievement to the Government’s timely intervention and the establishment of robust Mpox Response Management Teams nationwide. The $1.7 million allocation has funded immediate response efforts and provided essential equipment for health teams. Additionally, public engagement surveys have been conducted to gauge citizens’ perceptions and gather input for strengthening the fight against Mpox.

The Minister urged Sierra Leoneans to remain vigilant by reporting suspected cases early and cooperating with health authorities, assuring survivors of continued care and support.

Brigadier General Professor Foday Sahr, Executive Director of the National Public Health Agency (NPHA) announced that Sierra Leone’s Mpox outbreak is showing a steady decline following months of intensive national response. He recalled that Sierra Leone detected its first Mpox case on January 10, 2025 and within days declared a public health emergency. By mid-May, the country was recording triple-digit daily cases with nearly 2,000 confirmed infections. Sequencing later revealed the virus had mutated into a more transmissible strain.

To tackle the surge, the NPHA rolled out a second Incident Action Plan in May, which included expanding bed capacity from fewer than 100 to more than 700, intensifying community engagement, scaling up testing to 10 laboratories nationwide and introducing local genetic sequencing. Vaccination campaigns reached over 150,000 people, including healthcare workers and high-risk contacts.

By July, cases dropped from daily triple-digit figures to single digits, despite intensified case-finding operations. The current Enhanced Integrated Response Strategy now prioritizes community-led surveillance at the chiefdom and zonal levels.

As of August 14, Sierra Leone has recorded 5,132 confirmed cases, 4,997 recoveries, 51 deaths, and 84 active cases. The majority of cases are among young adults aged 20–39, with mounting evidence pointing to sexual transmission as a significant driver of spread. Looking ahead, the NPHA pledged to sustain community engagement, ensure all cases are moved to health facilities for treatment, strengthen surveillance systems, and coordinate with neighboring countries to prevent cross-border transmission.

Professor Sahr emphasized the goal of zero cases, stating, “With strong community participation, vaccination, and vigilant surveillance, Sierra Leone will overcome this outbreak.”

Dr. Thompson Igbu, Cluster Lead for Communicable and Non-Communicable Diseases at the World Health Organization (WHO), emphasized the global and regional context of the outbreak. He noted that while Mpox was declared a Public Health Emergency of International Concern by WHO in 2022, the virus has since evolved, with increased transmission across Africa and beyond. Dr. Igbu commended the Sierra Leonean government for its decisive actions, including the declaration of a national emergency in January 2025. He highlighted the collaborative efforts between WHO and the Ministry of Health, as well as partnerships with organizations such as UNICEF, the Africa Centres for Disease Control and Prevention (Africa CDC), and Médecins Sans Frontières (MSF), among others. These partnerships have been instrumental in providing technical, financial, and logistical support to combat the outbreak.

A key component of the response has been the vaccination campaign. Dr. Igbu reported that WHO, in collaboration with partners, has facilitated the delivery of approximately 230,000 doses of Mpox vaccine to Sierra Leone. Despite challenges in vaccine supply, including a donation of 75,000 doses from the Democratic Republic of Congo, efforts continue to ensure adequate coverage.

Looking ahead, Dr. Igbu stressed the importance of sustained vigilance and community engagement. He called on all stakeholders, including health workers, community leaders, and international partners, to intensify efforts to achieve zero new cases. “Together, we can ensure that the Mpox response leaves Sierra Leone with a stronger and more resilient health system,” he concluded.

Following the opening statements, a panel discussion titled “National Panel Discourse on Mpox Response in Sierra Leone” was held, moderated by BBC journalist Umaru Fofanah. The panel included Minister of Health Dr. Austin Demby, Brigadier General Professor Foday Sahr, Executive Director of the National Public Health Agency (NPHA), Alhaji Manika Kamara, President of the Sierra Leone Association of Journalists (SLAJ), a nurse involved in the response efforts, and an Mpox survivor sharing personal experiences. This discussion provided valuable insights into the ongoing efforts to combat the Mpox outbreak in Sierra Leone, highlighting the roles of various stakeholders and the importance of community engagement in the response strategy.

Planning Minister Launches NEWMAP Constitution & 2025-2030 Strategic Plan

Madam Kenyeh Barlay, Minister of Planning and Economic Development, officially launched the Network of Women Ministers and Parliamentarians (NEWMAP) Constitution and its 2025–2030 Strategic Plan at the New Brookfields Hotel in Freetown on Thursday, August 14, 2025. The initiative highlights the Government’s commitment to advancing women’s leadership and strengthening their participation in Sierra Leone’s political sphere.

In her keynote address, Madam Kenyeh Barlay commended the Minister of Gender and Children’s Affairs and other women leaders for revitalizing NEWMAP describing it as a vital platform to strengthen political participation, foster collaboration and empower women across Sierra Leone. She emphasized that NEWMAP is more than just a name; it is a roadmap to map the entire environment for women’s empowerment in Sierra Leone. It is about ensuring that both men and women have equal trunk roads and feeder roads to leadership.

Highlighting progress under the Gender Equality and Women’s Empowerment (GEWE) Act of 2022, Kenyeh Barlay noted that women now hold 30% of parliamentary seats, 41% of local council positions and 41% of Ministerial and Deputy Ministerial appointments, a development she credited to President Julius Maada Bio’s political will. “This significant boost has strategically positioned women in leadership, creating space where gender equality can thrive and where policies that empower women are shaped with a gender lens,” she stressed.

The Minister further explained that the NEWMAP Strategic Plan is closely aligned with the Medium-Term National Development Plan (2024–2030), particularly its “Big Five Game Changers,” which prioritize human capital development and gender mainstreaming. She emphasized that women’s economic and political empowerment remain at the heart of the Government’s development agenda adding that NEWMAP will serve as a unifying platform to mentor, support  and elevate women leaders across party lines.

Charles Vandy, Deputy Chief of the Ministry of Gender and Children’s Affairs (MoGCA), reaffirmed Government’s commitment to advancing women’s political leadership through the revival of NEWMAP. Tracing the network’s history, Charles Vandy recalled the vision of trailblazers such as Hon. Veronica Kadie Sesay, Hon. Bernadette Lahai and other remarkable female leaders, who founded NEWMAP over two decades ago to provide women in public and political life, a platform for collaboration, advocacy and empowerment. “From its inception, NEWMAP gave women a space to support one another, harmonize activities across party lines and advocate for issues that mattered,” Charles Vandy said, noting that the platform unfortunately became dormant about 15 years ago.

However, he emphasized that momentum to resuscitate the network gained traction in 2003 under the leadership of Hon. Dr. Isata Mahoi, Minister of Gender and Children’s Affairs and was further reinforced by the passing of the Gender Equality and Women’s Empowerment (GEWE) Act of 2022. Following a series of engagements with female Ministers, Deputy Ministers and Parliamentarians, NEWMAP was officially relaunched by President Julius Maada Bio. Regional consultations were also held with female councillors to ensure inclusivity and representation. “NEWMAP’s revival is more than the restoration of a platform; it is a call to reshape narratives, open doors and ensure gender equality becomes a lived reality in Sierra Leone,” Charles Vandy declared.

Programs Manager CGG, Sahr Kendema, said the network will play a pivotal role in promoting gender equality, women’s rights and representation in governance. He recalled that NEWMAP was first established in 1999 under the late Vice President Joe Demby and later became part of the continental network of African Women Ministers and Parliamentarians in 2004. Despite early successes, Sahr Kendema noted that the platform struggled after 2008 due to financial and operational challenges.

“After the 2023 elections, momentum returned. The passage of key gender laws, including the Public Elections Act and the Political Parties Act, created a renewed need to re-energize NEWMAP,” he explained. Sahr Kendema commended the Minister of Gender and Children’s Affairs, Dr. Isata Mahoi, for steering the relaunch, which has since re-engaged women Ministers and MPs in lobbying, networking and collaboration. He also highlighted the support of development partners such as Irish Aid and USAID, which have been instrumental in strengthening the initiative.

The plan, he emphasized, was developed through a participatory process involving stakeholders, validation sessions and a SWOT analysis to ensure inclusivity and practical implementation. “Our vision is for a Sierra Leone where women and men enjoy equal rights and opportunities in every sphere of development,” Sahr Kendema said. “Unity for Women’s Leadership and National Development, that is our motto ,because no nation can truly develop without women playing their full role.”

Racheal Newbery, Head of Programs at Trocaire described the launch as “an important milestone” in the revitalization of NEWMAP noting that the constitution and strategic plan will serve as guiding documents to advance the interests and voices of women in Sierra Leone. “As Trocaire, we are very proud to be here today to support this important work. Ensuring women and girls’ voice, leadership and protection is a core goal for us and we are committed to supporting women both as individuals and as collectives,” she said.

She highlighted that Trocaire’s support for NEWMAP has been made possible through funding from Irish Aid, implemented through local partners rather than directly. She commended the efforts of the Campaign for Good Governance (CGG) at the national level, alongside partners SEND, NMJD, ABC and WOLFRAB at district level, who are working with female councillors to strengthen women’s leadership at the grassroots. Newbery further pledged Trocaire’s continued support and called for greater collaboration in strengthening women’s leadership and governance at all levels. “Women in Sierra Leone can be powerful agents of change and it is critical that their voices are heard and supported,” she emphasized.

Cecilia Adeline Bangura, Vice President I of the Women’s Forum, hailed the initiative as a bold declaration of women’s determination to lead, legislate and transform Sierra Leone. “This strategic plan is a compass for women. It outlines priorities such as strengthening political participation, building leadership capacity, advocating for gender-responsive policies and fostering sisterhood across party lines and professions,” she stated.

She emphasized that while challenges remain including entrenched patriarchy, limited access to campaign financing and persistent underrepresentation Sierra Leonean women have consistently demonstrated resilience by leading peace efforts, rebuilding communities and standing firm in the face of adversity. “We are no longer content with symbolic representation. Women are here to claim their space in governance and we must use it well,” she added.

On behalf of the Women’s Forum, Cecilia Adeline Bangura, pledged solidarity and partnership with NEWMAP noting that the Forum, the umbrella body for women’s organizations in Sierra Leone, is committed to advancing women’s empowerment, equality and development. “Our motto is Solidarity for Empowerment, Equality and Development. As women, we must continue to support each other because Sierra Leone cannot rise without its women,” she declared.

The event included a panel discussion on the role of NEWMAP members in advancing the strategic objectives for gender equality in Sierra Leone: Exploring success stories, opportunities and challenges. The panel featured Dr. Isata Mahoi, Minister of Gender and Children’s Affairs; Hon. Rebecca Yei Kamara, Secretary Female Parliamentary Caucus; Hon. Mariama Zombo, Member of Parliament; and Madam I.J. Kabba, Gender Adviser to the President, among others.

Industrial Park Dispute Becomes Test of Judicial Credibility, Investor Confidence in Sierra Leone

The High Court in Sierra Leone previously granted a sweeping order that effectively shut down an entire industrial park, displacing residents, halting unrelated businesses and raising alarm among international investors about property rights and judicial protection. At the center of the controversy is Zhou Wenjie, a minority shareholder in PPE Company, who, despite holding just 10% of the company’s shares, secured a ruling that forced even the legal owner, Friendship International Company SL Limited, out of its own property. The decision has cast a spotlight on Zhou Wenjie’s alleged activities, with mounting evidence suggesting a disturbing pattern of fraud, forgery and corporate manipulation.

According to PPE’s majority shareholder, who controls roughly 90% of the company, Zhou Wenjie was dismissed from his managerial position in 2024 and no longer had executive powers. Yet, he allegedly continued to act without authority, signing contracts under the name of PPE’s Chief Executive Officer and operating bank accounts said to have been opened using forged signatures of two former major shareholders.

The company claims to have compiled evidence of those acts for the courts. Critics within the business community have described the court’s order as alarming, warning that allowing one shareholder’s dispute to paralyze entire companies threatens Sierra Leone’s investment climate. “If unrelated businesses can be closed and lawful owners denied access to their property because of a single shareholder’s dispute, then no investor can feel secure here,” one international businessman stated.

Further investigations, however, have unearthed an even deeper story of corporate betrayal. Testimonies and documents reviewed reveal that Zhou Wenjie has long been accused of fraudulent behavior, dating back to his time as General Manager of Pioneer Industry Company SL Limited in Cline Town and Pioneer Power Engineering Company SL Limited at Mile 5. Those companies, built over two decades by respected Chinese investor Zhang Ke and his wife, were allegedly taken over by Zhou Wenjie through forgery, deceit and intimidation. Evidence suggests that when Zhang Ke returned to China in 2019 to battle cancer, Zhou Wenjie began diverting revenues from the oxygen plant of Pioneer Industry Company into the accounts of Pioneer Power Engineering without Board approval, marking the beginning of what has been described as a systematic takeover.

Documents reportedly show that Zhou Wenjie orchestrated signature forgeries, using practice sheets found in company offices to falsify ownership papers. With those, he allegedly opened unauthorized bank accounts at Rokel Commercial Bank and Commercial Mortgage Bank, placing himself as the sole signatory and siphoning off funds in both Leones and U.S. dollars. Witnesses claim Zhou Wenjie posed as Chief Executive Officer, signing contracts and diverting payments into fraudulent accounts under his control. The situation worsened after Zhang Ke’s death in December 2023, when his son and heir, Zhang Jiakai, discovered the two companies on the brink of collapse. Staff testimonies describe how employees and lawful tenants were forcibly removed from company properties, in what has been characterized as a hijacking of Zhang Ke’s life’s work.

Family members and former employees further allege that Zhou Wenjie’s erratic behavior was compounded by drug use and violent intimidation, creating a climate of fear within the companies. Zhang Jiakai has since accused him of blatant theft and betrayal, demanding a full audit of bank records and prosecution under Section 349 of Sierra Leone’s Penal Code for forgery and fraud. Prior to giving accessibility to Zhou Wenjie to enter the companies’ premise and bank accounts the courts froze the companies’ accounts and placed injunctions on their operations, underscoring the seriousness of the allegations.

The wider ramifications are significant. With the industrial park now closed, workers have lost jobs, businesses have been interrupted and lawful residents have been evicted, all due to a dispute they had no part in. Analysts warn that the case is more than a private legal battle; it is a test of Sierra Leone’s judicial credibility and its ability to protect legitimate investors. They argue that failure to resolve the matter fairly and decisively could damage the country’s reputation and deter the very international capital the Government is working to attract.

After series of court appearances and adjournments, with Zhou Wenjie as plaintiff and Zhang Ke and Co as defendants, the matter which is before the High Court will come up again on the 19th August, 2025.

For now, the allegations against Zhou Wenjie stand as a troubling reminder of how unchecked corporate manipulation, if left unpunished, can destabilize businesses, destroy livelihoods, and undermine confidence in Sierra Leone’s investment environment.
