Sierra Leone’s Urban Transformation: New Book Highlights Decade of Community-Driven Research

A groundbreaking open-access book, Urban Transformations in Sierra Leone: Knowledge Co-Production and Partnerships for a Just City, published by UCL Press in 2025, showcases the transformative work of the Sierra Leone Urban Research Centre (SLURC) over the past decade. Authored by Joseph M. Macarthy, Braima Koroma, Andrea Rigon, Alexandre Apsan Freidiani and Andrea Klingel, the 1994-page volume celebrates SLURC’s mission to improve the lives of residents in informal settlements through collaborative research and equitable partnerships.

Since its founding in 2015, SLURC has redefined urban development in Sierra Leone by centering the expertise and aspirations of informal settlement residents. The book details how SLURC’s innovative knowledge co-production processes have reshaped urban policy, moving away from top-down approaches to inclusive, community-driven decision-making. “This work demonstrates the power of collaboration,” said co-author Joseph M. Macarthy. “By bringing together residents, academics and policymakers, we’ve created new narratives about who shapes our cities.”

The book is divided into four parts, exploring urban transformation through various lenses. Part I provides context, detailing SLURC’s establishment, Freetown’s urban development patterns and the principles of knowledge co-production. Part II highlights research partnerships with institutions like University College London and the University of Sussex, addressing critical issues such as urban health, mobility, disability and resilience. Notably, Chapter 9 introduces the Community Action Area Planning (CAAP) methodology, which empowers residents to lead planning, design and budgeting processes.

Part III delves into SLURC’s diverse research methods, including participatory photography, massive open online courses (MOOCs) and community learning platforms. Those approaches amplify residents’ voices and foster collective visions for urban development. Part IV offers personal accounts from academics, activists and policymakers, revealing the challenges and triumphs of building SLURC into a trusted partner across local and global stages.

SLURC’s impact extends beyond research. The organization has influenced national development plans, securing recognition for informal settlements and highlighting residents as key city-makers. The book also critiques externally imposed urban agendas, advocating for equitable partnerships that reflect local needs.

“This book is both a reflection on SLURC’s achievements and a call to action,” said co-author Andrea Rigon. “It shows how knowledge co-production can drive just urban transformations, while acknowledging the complexities of sustaining change.”

Hon. Chericoco Receives Lifetime Achievement Award for Advocacy and Democratic Leadership

Hon. Chernor Ramadan Maju Bah, popularly known as Chericoco, has been awarded a Lifetime Achievement Award by the 50 Most Influential Sierra Leonean Women Awards Committee, led by the Kids Advocacy Network. The ceremony, held on Wednesday, 30th July 2025, celebrated his outstanding contributions to peace, democracy and his tireless advocacy for women and children in Sierra Leone.

The event highlighted Hon. Chericoco’s 15-year parliamentary career, during which he has consistently promoted inclusive governance, gender equality and the protection of vulnerable groups. His leadership as Deputy Speaker of Parliament and later as Leader of the Opposition has been defined by his dedication to national unity and democratic principles.

Chairman Edmond Alim B. Fornah of the organizing committee praised Hon. Chericoco as “a selfless leader whose influence continues to echo through generations.” He emphasized that the award recognized both his defense of democracy and his bold stance in advocating for women and children, often in the face of political challenges.

Deputy Executive Director of the Kids Advocacy Network, Alimatu Jalloh, applauded Hon. Chericoco’s long-standing commitment to women’s empowerment and child protection. She recalled his critical role in overturning discriminatory policies against pregnant schoolgirls, ensuring young mothers retained the right to education. “He did not just speak for us; he fought for us,” she said.

In his acceptance speech, Hon. Bank of Sierra Leone Cuts Key Interest Rates to Stimulate Economy

The Bank of Sierra Leone (BSL) has announced significant cuts to its key interest rates in a bid to boost the national economy amid easing inflationary pressures. Following an emergency Monetary Policy Committee (MPC) meeting held on July 24, the Bank’s Board of Directors approved on July 28 a 2 percentage point reduction in the Monetary Policy Rate (MPR), bringing it down to 21.75%.

In addition, the Standing Lending Facility Rate (SLFR) and the Standing Deposit Facility Rate (SDFR) were cut by 3 percentage points each, to 23.75% and 14.25% respectively. These adjustments took effect on July 29, 2025.

The decision follows signs of a softening inflation rate, with headline inflation declining to 7.10% in June from 7.55% in May. The MPC also noted a sharp drop in the 364-day Treasury Bill rate from 20.40% in mid-June to 15.17% by mid-July, reflecting ongoing government fiscal consolidation efforts.

Despite a slight slowdown in economic activity during the second quarter of 2025 and a marginal decline in private sector credit—from 3.72% of GDP in March to 3.69% in May—the Leone’s exchange rate against the US Dollar has remained relatively stable. This stability is attributed to coordinated monetary and fiscal policies and improved market sentiment.

Dr. Ibrahim L. Stevens, Governor of the Bank of Sierra Leone, underscored the central bank’s commitment to maintaining price stability while fostering private sector credit growth and investment. “The MPC recognizes improvements in the domestic macroeconomic environment and is prepared to ease monetary policy further if necessary, to support economic growth without compromising price stability,” he stated.

The Bank’s next MPC meeting is scheduled for September 25, 2025, where policymakers will review economic conditions and adjust policies as needed.

SLRSA Introduces Tougher Vehicle Safety Measures with Enforcement Starting October 2025

The Sierra Leone Road Safety Authority (SLRSA) has announced the introduction of tougher measures aimed at ensuring vehicles across the country comply with national safety standards. The new regulations will be rolled out between August and October 2025, with strict enforcement beginning in October.

In a public notice issued on Tuesday, the Authority revealed that operations of its Mobile Station will begin on Monday, 4th August 2025, to provide more efficient and accessible services to the public. The Mobile Station will also utilize the WANGOV payment platform for all transactions, with SLRSA staff on board to assist customers and process fees.

Among the key measures, the Authority confirmed that it will enforce Regulation 55(6) of the Road Traffic Regulations, 2011, which requires all vehicles to be fitted with safety equipment, including a First Aid Kit. The kits will now be available for sale and will be mandatory for all new vehicle registrations.

The SLRSA also announced that from 1st September 2025, all motor vehicle registrations will require proof of ownership, specifically the Title of Ownership from the country of origin, in line with Regulation 2(1) of the 2011 Road Traffic Regulations.

To further strengthen compliance, the Authority reminded vehicle owners of the legal requirement under Section 70 of the Road Traffic Act 2007 for all vehicles to undergo Motor Vehicle Testing (MOT) at designated Vehicle Testing Centres. The SLRSA assured the public that no additional fees will be charged for the inspections.

In addition, the Authority underscored that all vehicles transporting containers from the quay must meet minimum road safety standards before being cleared to operate on public roads.

Vehicle owners have until 1st October 2025 to comply with the new requirements. The SLRSA warned that enforcement actions will commence immediately after the deadline, stressing that ignorance of the law will not be accepted as an excuse. The Authority urged all owners to ensure their vehicles meet the stipulated safety standards, noting that both the public and the SLRSA share a collective responsibility to promote safer roads in Sierra Leone.

Bio Sends Strong Message of Neutrality: “I Have Not Endorsed Any Candidate”

President Dr. Julius Maada Bio urged delegates of the Sierra Leone People’s Party (SLPP) to uphold unity, discipline and democratic principles as the party elected its new national executive during the 14th National Delegates Conference, which commenced on July 30 and concluded on July 31, 2025, at the Freetown International Conference Centre.

Delivering his keynote address on the opening day, President Bio clarified that he had not endorsed any candidate for any position, emphasizing the importance of a free and fair process. “Let the delegates decide. May the best candidate win,” he stated.

The two-day conference, which began with interfaith prayers and the adoption of the agenda, is widely seen as a pivotal moment in the SLPP’s preparations for the 2028 General Elections.

President Bio described the gathering as “a moment of pride, purpose and responsibility,” commending the outgoing executive led by Dr. Prince Alex Harding for guiding the party to victory in the 2018 and 2023 elections. “It is now our collective duty to build upon that legacy,” he noted.

He urged delegates to conduct themselves with political maturity. “Politics is not war. Debate is not destruction. Disagreement is not betrayal. Let this be a contest of character, not chaos; of vision, not vitriol,” he emphasized.

Reflecting on the SLPP’s historic legacy since its founding in 1951, the President paid tribute to pioneering leaders such as Sir Milton Margai, Madam Ella Koblo Gulama, PC Bai Shebora Yumkella and Banja Tejan-Sie. “We are not gathered as factions but as one family united in purpose,” he told delegates.

Outgoing National Chairman Dr. Prince Alex Harding, in an emotional farewell, praised President Bio’s leadership and called on members to unite behind the party’s future flagbearer. “I may be stepping down as chairman but I will remain committed to the SLPP,” he assured.

The event also drew attention from other political stakeholders. Ambassador Osman Foday Yansaneh, Acting Chairman of the opposition All People’s Congress (APC), extended fraternal greetings, commending the SLPP’s internal democratic process. “The leadership you elect today strengthens not only your party but our democracy as a whole,” he said.

Secretary-General of the All Political Parties Association (APPA), Ibrahim Sorie Sesay, lauded President Bio’s efforts in fostering peace, national cohesion and gender empowerment, calling for leadership that would sustain those achievements.

Outgoing SLPP Secretary-General, Umaru Napoleon Koroma, highlighted the party’s milestones under his tenure, including two consecutive election victories, expanded parliamentary representation, acquisition of party-owned properties and stronger international relations. “We have laid the foundation for future success,” he declared.

As the two-day conference closed on July 31, 2025, the newly elected leadership team was tasked with steering the SLPP towards consolidating unity and shaping the party’s political strategy ahead of the 2028 General Elections.

Vice President Praised as Architect of $480 Million MCC Energy Program

Vice President Dr. Mohamed Juldeh Jalloh has been widely recognized as the driving force behind Sierra Leone’s successful approval of the $480 million Millennium Challenge Corporation (MCC) Compact; one of the largest U.S. investments in the nation’s history.

The MCC Compact, formally approved by the U.S. Government in July 2025, seeks to transform Sierra Leone’s energy sector by expanding the national grid, improving electricity distribution and strengthening governance within the power industry. The landmark deal, signed in 2024, is expected to unlock economic growth, create jobs and enhance essential services such as education and healthcare through reliable electricity access.

As Chair of the National MCC Steering Committee, Dr. Mohamed Juldeh Jalloh played a pivotal role in steering the process. His leadership ensured policy reforms, fostered inter-agency collaboration and demonstrated Sierra Leone’s readiness to development partners and MCC officials. “This compact reflects Sierra Leone’s commitment to policy reform and investment in infrastructure that will drive long-term growth and reduce poverty,” remarked MCC CEO Alice Albright, underscoring the Vice President’s efforts.

Dr. Mohamed Juldeh Jalloh has long championed energy access as “the backbone of our economy,” using his office to advocate for reforms aimed at boosting productivity and improving living standards. Under his guidance, the country successfully completed the MCC threshold program, which focused on anti-corruption and regulatory reforms, earning commendation from the U.S. Embassy. “Sierra Leone’s completion of the MCC threshold program, especially reforms led by the Office of the Vice President, demonstrates a real commitment to transparency, accountability and impact,” noted U.S. Ambassador David Reimer.

Beyond domestic reforms, Dr. Mohamed Juldeh Jalloh served as Sierra Leone’s chief diplomatic envoy for the compact. He led high-level engagements with MCC officials in Washington, represented the country at the United Nations General Assembly and highlighted Sierra Leone’s progress at international forums, including his role as Co-Chair of the 4th International Conference on Financing for Development in Sevilla, Spain.

With the compact now entering its implementation phase, the Government of Sierra Leone has pledged $14.2 million as part of its commitment to national ownership. Dr. Mohamed Juldeh Jalloh is expected to continue overseeing progress to ensure that the investment delivers tangible benefits.

For a country where electricity access remains a major hurdle to development, the MCC Compact symbolizes hope. Africell Teams Up with MiKashBoks to Roll Out ‘Save to Buy’ Samsung Smartphone Scheme

A bold move to deepen digital inclusion and economic empowerment in Sierra Leone has seen Africell partner with MiKashBoks to launch the ‘Save to Buy’ initiative, a savings-based program that enables customers to gradually pay for Samsung smartphones and other digital products.

The launch event took place on Wednesday, 30th July 2025, at Africell’s Headquarters on Pivot Street, Wilberforce, Freetown.

Speaking at the event, Joe Abass Bangura, Chief Corporate Affairs Officer at Africell, emphasized the importance of the collaboration, noting that Africell is the authorized representative of Samsung in Sierra Leone. He described the “Save to Buy” scheme as a flexible savings plan primarily targeted at Afrimoney subscribers who want to own a Samsung smartphone but may not have the means to pay the full cost at once.

“In today’s digital age, smartphones, especially Samsung devices, are no longer luxuries but essential tools for education, communication, economic participation and accessing Government services,” said Joe Abass Bangura. “This partnership will not only improve access to Samsung technology but also promote financial responsibility and digital inclusion.”

Joe Abass Bangura added that the initiative aligns with Africell’s mission to connect and empower Sierra Leoneans through affordable and innovative technology solutions. He lauded MiKashBoks for their commitment to designing a customer-friendly platform that makes structured savings possible.

Rashidatu Sankoh, Sales and Marketing Manager at MiKashBoks, described the initiative as a game-changer for people who desire Samsung smartphones and other electronics but struggle with upfront payments or lack access to traditional credit.

“The ‘Save to Buy’ program gives customers a structured way to save small amounts, starting from as low as 50 Leones per week, towards owning Samsung phones,” Rashidatu Sankoh explained. “It replaces the inconsistent informal saving practices with a transparent, goal-oriented system. There are no loans, no debts and no hidden charges.”

She added that users only need to download the MiKashBoks app, select the Samsung phone of their choice under the “Save to Buy” feature and choose either a weekly or monthly payment plan.

John Konteh, Marketing Director of Afrimoney, highlighted how the partnership leverages digital wallets to make saving effortless and accessible.

He noted that Afrimoney users can join the scheme by downloading the MiKashBoks app or *dialing 352# to start saving for a Samsung smartphone or any other eligible product.

NDMA Public Advisory Warns of Heavy Rainfall and Flood Risks Across Sierra Leone

The National Disaster Management Agency (NDMA) has issued a public advisory warning of heavy rainfall expected over the next three days, from July 30 to August 2, 2025. The alert follows projections from the African Union’s Climate Centre (ACMAD/OCHA) and aligns with forecasts released by the Sierra Leone Meteorological Agency (SLMet).

According to the agencies, Sierra Leone and other West African countries are set to experience deep convective cloud activity, resulting in cumulative rainfall levels estimated between 100mm and 150mm over a five-day period. The anticipated downpour poses a significant risk of flash floods, landslides and infrastructure damage, particularly in urban areas with poor drainage systems and flood-prone communities.

Low-lying coastal areas, hillside settlements, erosion-prone slopes and neighborhoods with inadequate waste management or blocked waterways are expected to be among the most vulnerable.

In response to the potential hazards, the NDMA has urged the public to adopt preventive and safety measures, including:

Relocation from high-risk locations: Residents living in floodplains, near riverbanks or on unstable slopes are advised to consider temporary relocation during the rainfall window.

Clearing gutters and waterways: Communities are encouraged to ensure proper drainage to reduce localized flooding.

Reporting emergencies: The NDMA’s toll-free line 1199 remains available on all networks for prompt reporting of incidents.

The NDMA emphasized that this advisory serves as an early warning and confirmed ongoing coordination with the Sierra Leone Meteorological Agency and the African Union to monitor the situation closely and respond swiftly to any emergencies.

The agency has called on the public to remain vigilant and prioritize safety during the forecasted rainfall period.

Chinese Embassy Celebrates 98th Anniversary of the People’s Liberation Army

The Chinese Embassy in Sierra Leone on Wednesday, 30th July 2025, commemorated the 98th anniversary of the founding of the Chinese People’s Liberation Army (PLA) with a reception at its Spur Loop premises in Wilberforce, Freetown.

The event brought together senior Chinese and Sierra Leonean officials, diplomats and military representatives to celebrate the historical achievements, global contributions and enduring partnerships of the PLA.

In his address, Senior Colonel Pu Lin, China’s Defence Attaché to Sierra Leone, reflected on the PLA’s journey since its establishment in 1927, underscoring its vital role in safeguarding China’s sovereignty, national security and territorial integrity. He paid tribute to the sacrifices of the Chinese people during the Second World War, noting China’s central role in sustaining the eastern battlefront against fascist aggression.

“Under the leadership of the Communist Party of China and guided by President Xi Jinping’s vision for a strong military, the PLA has transformed into a modern, multi-branch force committed to peace, stability and development,” Pu Lin said. He emphasized that the PLA pursues a defensive national defence policy while actively participating in global security governance, including peacekeeping missions, maritime escort operations and humanitarian disaster relief.

He revealed that China has deployed over 50,000 military personnel in international peacekeeping missions and continues to contribute to global rescue operations. In Africa and particularly in Sierra Leone, military cooperation has flourished through high-level exchanges, joint training programmes and personnel development initiatives.

Highlighting recent collaborations, Pu Lin spoke of the PLA’s medical capacity-building efforts in Sierra Leone, which have seen over 2,000 participants trained in a six-month programme to improve healthcare response, particularly in combating outbreaks such as COVID-19 and Mpox. He also pointed to China’s infrastructure support, including the construction of office facilities for Sierra Leone’s Defence Headquarters and the provision of essential medical equipment.

“We remain committed to capacity building, fostering cooperation and strengthening the traditional partnership between our militaries,” Pu Lin affirmed.

Representing the Government of Sierra Leone, Deputy Minister of Defence, Colonel (Rtd) Muana Brima Massaquoi, praised the PLA as “an exemplar of military excellence,” acknowledging its role in global peace and stability as well as its longstanding friendship with Sierra Leone.

He recalled China’s substantial assistance during critical periods, including the Ebola crisis in 2014, when China provided medical teams and equipment, and during the COVID-19 pandemic, when the PLA delivered prevention supplies valued at $280,000 and donated 40,000 vaccine doses in 2021.

“Between 2016 and 2025, eight batches of Chinese fleet experts were dispatched to Sierra Leone and the establishment of the PLA Defence Attaché’s office here in 2024 has further deepened our cooperation,” Colonel (Rtd) Muana Brima Massaquoi noted. He commended China for increasing the number of training opportunities for Sierra Leonean military personnel and supporting the renovation of key defence infrastructure, including the Major Officers’ Mess and barracks accommodations.

He further appealed for China’s continued support in equipping Sierra Leone’s newly constructed 600-bed military hospital with specialized medical facilities as part of the Government’s broader vision to strengthen the nation’s defence capabilities.

In proposing a toast at the ceremony, Chinese Ambassador to Sierra Leone, H.E. Wang Qing, expressed confidence in the continued strengthening of bilateral relations. He proposed the toast to “the peace, stability and prosperity of China, Sierra Leone and the world” and to the “everlasting friendship between the two nations.”

The evening concluded with a reaffirmation of both countries’ commitment to advancing their strategic partnership, deepening defence cooperation and promoting a shared vision of peace and development.
