SLCAA Hosts 4th BAGASOO Technical Safety Committee Meeting in Freetown

The Sierra Leone Civil Aviation Authority (SLCAA) successfully hosted the 4th meeting of the BAGASOO Technical Committee on Safety (TCS) from March 10 to 14, 2025, in Freetown, bringing together aviation safety experts from across West Africa. The high-level gathering convened representatives from the member states of the Banjul Accord Group Aviation Safety Oversight Organization (BAGASOO), including Cape Verde, The Gambia, Ghana, Liberia, Nigeria, Sierra Leone and Guinea. With Arnold Hassan Bangura, Director-General of SLCAA, presiding as chair, alongside Nigeria as Vice Chair and The Gambia and Ghana serving as secretaries, the meeting marked a significant step in strengthening aviation safety oversight in the region.

Over the course of five days, participants engaged in extensive deliberations aimed at enhancing safety protocols and regulatory frameworks across member states. The primary focus was the refinement of critical aviation safety oversight documents, including the BAGASOO Generic Civil Aviation Regulations (CARs) and proposed amendments to Part 19. These regulations are vital to maintaining uniform safety standards in alignment with international best practices. Key discussions also centered on the Compliance Checklist and Electronic Filing of Differences (CC/EFOD) for Annex 19 on Safety Management, as well as the proposed BAGASOO Generic State Safety Programme, both of which are instrumental in strengthening member states’ adherence to global aviation safety requirements.

A crucial segment of the meeting was dedicated to the development and assessment of Safety Management System (SMS) manuals and procedures for evaluating SMS implementation. This initiative aims to enhance the capability of member states in proactively managing aviation risks and ensuring safer skies. A standout moment was the comprehensive demonstration of the BAGASOO Safety Oversight Portal by the BAGASOO Secretariat team. This digital tool is designed to bolster safety oversight capabilities, enabling member states to monitor, assess, and improve aviation safety compliance through a streamlined and data-driven approach.

Further enriching the discourse, Sierra Leone and Ghana shared insights into their experiences with Aviation Safety Management and State Safety Programmes, offering valuable lessons and practical solutions that can be adopted across the region. Their presentations underscored the importance of regional collaboration and the exchange of best practices in fostering a robust aviation safety culture.

As the meeting concluded, a strong sense of commitment prevailed among the participating states, reinforcing BAGASOO’s mission to harmonize safety regulations and ensure all member states remain aligned with the latest advancements in aviation safety. With the adoption of key resolutions and a renewed dedication to continuous improvement, the 4th BAGASOO Technical Committee on Safety meeting solidified its role as a pivotal platform for advancing aviation safety oversight in West Africa. The outcomes of this gathering are expected to drive significant progress in regulatory harmonization, safety management, and technological advancements, ensuring safer and more efficient air travel across the region.

Africell Sierra Leone has been recognized for its outstanding contributions to community radio, receiving high praise during the 20th anniversary celebration of MODCAR 94.9 FM on February 28, 2025. The event, held on the eve of Ramadan, highlighted Africell’s commitment to strengthening local media and ensuring access to information for communities across the country.

During the ceremony, Alhaji Manika Kamara, Secretary General of the Sierra Leone Association of Journalists (SLAJ), was presented with a Certificate of Recognition on behalf of Africell. The award, given by the people of Moyamba and MODCAR, acknowledged the company’s unwavering support, exceptional service, and significant contributions to the district’s media landscape.

Delivering the keynote address under the theme “Community Ownership of the Radio Be Visible,” Kamara emphasized the critical role that community radio plays in empowering citizens and fostering public awareness. He reflected on a past engagement in Moyamba, where discussions organized by the Independent Radio Network (IRN) and SLAJ shed light on the severe electricity challenges faced by MODCAR Radio.

Recognizing the urgency of the situation, Kamara took the initiative to reach out to Africell Sierra Leone through Abdul Karim Sesay, a key figure within the company. His appeal was met with swift action.

“Understanding the vital role of community radio, I reached out to Africell Sierra Leone, and Abdul Karim Sesay assured me that the company would intervene,” Kamara recounted. “Within weeks, I received an elated call from the station manager, informing me that MODCAR now enjoys a 24-hour electricity supply.”

Kamara expressed deep gratitude to Africell for its prompt and generous response to the community’s needs. “This recognition is truly humbling. I am honored to have played a part in ensuring that the people of Moyamba continue to receive uninterrupted access to critical information through their local radio station.”

He also commended the management and staff of MODCAR 94.9 FM for their dedication to serving the community. “Your commitment to keeping the public informed and engaged is truly commendable. I look forward to further collaboration in advancing media accessibility across Sierra Leone.”

Choithram Hospital Pioneers Dual Healthcare Initiatives, Free Cataract & Pediatric Surgery

In a cutting-edge initiative to expand healthcare accessibility, Choithram Memorial Hospital, in partnership with the Ministry of Health and international medical organizations, has launched two transformative programs aimed at addressing preventable blindness and providing life-changing pediatric surgeries. These initiatives reaffirm the hospital’s commitment to equitable healthcare and position it at the forefront of medical outreach in Sierra Leone.

Shortly after the nationwide Cataract Surgery Outreach Program, which began on March 10, 2025, a free cataract camp commenced on Saturday 15th March, 2025 and will end on the 15th July, 2025. The program will deliver free cataract surgeries and advanced ophthalmic care to thousands of visually impaired individuals.

Before commencement in order to enhance accessibility, the country was divided into four operational zones, with screenings taking place in district hospitals. The program is backed by global health organizations, including Choithram Netralaya in India, Noor Dubai under the Mohammed Bin Rashid Al Maktoum Global Initiatives and the Choithram International Foundation, ensuring world-class eye care at no cost to beneficiaries.

With a target of restoring sight to 2,000 individuals, the program incorporates both traditional cataract extraction and the advanced Phacoemulsification technique. The program is overseen by the National Eye Health Program Manager to maintain global best practices. A structured three-stage screening process has been implemented, starting with initial assessments by District Eye Health specialists, followed by remote evaluations via telemedicine conducted by ophthalmologists at Choithram Memorial Hospital. Candidates of the final selections will continue to be transported to Freetown for expert-led procedures.

To remove logistical barriers, Choithram Memorial Hospital is covering transportation, accommodation and daily allowances for all surgical candidates during their three-day stay. Post-operative care will be seamlessly integrated into district hospital services, with free medications provided to ensure full recovery. Additionally, the program is set to enhance the country’s medical expertise by training local healthcare professionals in advanced ophthalmic procedures. The acquisition of state-of-the-art surgical equipment, including high-precision operating microscopes and Phacoemulsification machines, will further elevate the quality of eye care in Sierra Leone.

Simultaneously, the hospital has partnered with the Bintumani Association to offer free pediatric surgeries from March 21 to April 4, 2025, benefiting children under fifteen suffering from treatable conditions. A team of expert German surgeons will conduct specialized procedures for ailments such as neck fistulas, cysts, soft tissue tumors, hernias, undescended testes and congenital urogenital and gastrointestinal abnormalities. With all expenses covered, this initiative provides a crucial lifeline for families unable to afford essential medical care.

Registration for pediatric surgeries began on February 24, 2025 and has seen overwhelming participation from parents and guardians. Screening processes are currently underway at designated centers, with eligible cases referred for surgery at Choithram Memorial Hospital. However, conditions such as hydrocephalus, myelomeningoceles, clubfoot and cleft lip and palate will not be included in this year’s program.

A key contributor to the success of this initiative is Sierra Leone’s Ambassador to Germany, H.E. Dr. M. L. Baryoh, whose efforts in facilitating the partnership with the German medical team have been instrumental.

Harish Agnani, Chief Administrator of the Choithram Group, reaffirmed the hospital’s unwavering commitment to making quality healthcare accessible for all. He emphasized that these programs represent a significant step in bridging the gap for underserved communities, ensuring that medical care reaches those who need it most.

NP (SL) Prioritizes Industry Stability and Responsible Pricing to Safeguard Sierra Leone’s Fuel Market

NP (SL) Limited, as the largest and most reputable oil marketing entity in Sierra Leone, has long been at the forefront of industry best practices. Its extensive and efficient supply chain ensures nationwide fuel availability, even amidst economic uncertainties. The company’s unwavering commitment to stability has been instrumental in preventing supply disruptions and shielding the economy from fuel-related shocks.

NP (SL)’s business model is built on fostering partnerships with fuel dealers and station owners. The company has heavily invested in dealer infrastructure by providing essential resources such as fuel pumps, spare parts and maintenance services. These investments have empowered petroleum entrepreneurs, enabling them to expand their operations and contribute meaningfully to the economy.

It must be highlighted that recently, a new petroleum marketing company that has only two Filling Stations  in Freetown started selling fuel below the stipulated market price, causing people to give certain interpretations to the issue, with some suggesting that those companies selling at the stipulated price are bent on exploiting the masses, which is not the real situation.

Unlike new entrants that resort to aggressive pricing tactics to gain market share, NP (SL) upholds a pricing model that reflects the realities of responsible business operations. The company absorbs substantial operational costs, including maintaining a network of dealers, sustaining logistical expenses and ensuring full regulatory compliance. These factors inevitably influence product pricing, but they are essential to guaranteeing the quality, sustainability and reliability of fuel supply in Sierra Leone.

The public must understand that the Petroleum Regulatory Agency (PRA), under the astute leadership of its Executive Director, Dr. Brima Baluwa Koroma, carries a profound responsibility in maintaining equilibrium within Sierra Leone’s petroleum sector. It must be noted that any lapse in price regulation allowing market dealers to arbitrarily set prices at their convenience, risks opening the floodgates for substandard as well as potentially contaminated fuel to infiltrate the market. Such a scenario would have disastrous consequences, not only compromising the integrity of petroleum products but also causing extensive damage to vehicles, industrial machinery and the broader economy.

A fundamental tenet of a well-regulated petroleum industry is price harmonization. If all companies are offering the same grade of petroleum products, the PRA must ensure uniform pricing to maintain industry stability and consumer trust. The introduction of pricing disparities, particularly where a company consistently undercuts the stipulated price, warrants serious scrutiny. The likelihood exists that such a company is exploiting regulatory loopholes, evading necessary overheads or failing to operate within the structured framework adhered to by longstanding industry players.

One significant concern is that certain companies licensed as Oil Marketing Companies (OMCs) may be circumventing regulatory requirements by failing to employ authorized dealers and resellers. Unlike established firms that have dutifully invested in dealer networks, infrastructure and employment opportunities, such operators may be minimizing costs in ways that distort fair competition. The PRA must enforce strict compliance measures, ensuring that all players conform to industry regulations and contribute equitably to market sustainability.

A price war fueled by non-compliant entities will only serve to destabilize the sector, risking job losses, declining service standards and a compromised fuel market. The PRA must reinforce its regulatory oversight, ensuring that all players abide by industry standards, employ authorized dealers and contribute equitably to market development. Sierra Leone’s petroleum industry requires strategic regulation to protect consumers, safeguard economic interests and uphold the integrity of fuel supply. The importance of a well-monitored pricing framework cannot be overstated; failure to enforce it will only invite long-term repercussions that could erode public confidence in the industry.

U.S. Ambassador Commends Government and APC for Commitment to National Unity

The United States Ambassador to Sierra Leone, Bryan David Hunt, has on March 14, 2025 praised the Government of Sierra Leone and the All People’s Congress (APC) for their unwavering commitment to implementing the Agreement for National Unity. He highlighted the significance of this progress in fostering national cohesion, democratic governance and justice.

“We stand in support of efforts that promote peace, stability and unity, and we look forward to further advancements in strengthening Sierra Leone’s democratic institutions,” Ambassador Bryan David Hunt stated.

The ambassador also congratulated the Government and the APC for successfully implementing Article IV of the Agreement for National Unity. He emphasized the importance of reinforcing public confidence in the judiciary, ensuring that courts can deliver justice impartially and fairly for all Sierra Leoneans.

On March 6, 2025, Ambassador Bryan David Hunt met with leaders from both the Sierra Leone Peoples Party (SLPP) and the APC during his visit to Falaba. He reaffirmed the United States’ commitment to supporting Sierra Leone’s democratization and urged full implementation of both the Agreement for National Unity and the Tripartite Committee’s recommendations on electoral reforms. Stressing the shared interests of both nations, he underscored the importance of maintaining peace and stability in Sierra Leone.

It could be recalled that in a significant move towards national reconciliation,  the Government dropped all charges against ten APC members previously accused of various crimes, including murder and arson. That decision, announced during an ongoing proceeding at the High Court in Makeni, aligns with Resolution 4 of the Agreement for National Unity.

The charges were dismissed based on a list provided by the opposition APC and all ten individuals were immediately discharged and released from custody. The Attorney General and Minister of Justice reiterated the Government’s commitment to fully implementing the Agreement for National Unity, describing the move as a vital step in bridging political divides and fostering national harmony.

Also, as part of the process, charges against Councillor Sheku Alhassan Gibril Turay, commonly known as Councillor Ice T, a prominent APC member, were dropped.

The U.S. Embassy expressed optimism about further releases as the implementation process continues, emphasizing the importance of strengthening trust in the judiciary. In a statement shared on Twitter (X), the Embassy noted: “Congratulations to the Government and the All Peoples Congress on the progress made today in the implementation of Article IV of the Agreement for National Unity. Continuing to build confidence in the courts’ ability to deliver justice for all Sierra Leoneans is a key step on the journey towards enduring democratic reform.”

Freetown’s Mayor, Yvonne Aki-Sawyerr, also welcomed the latest developments, expressing hope for continued progress in implementing Resolution 4 and achieving lasting peace.

The latest developments highlight Sierra Leone’s dedication to democratic reforms and reconciliation, signaling a promising path toward long-term stability and unity in the country.

Diana Konomanyi Galvanizes APC Women For Peace

In a move to foster unity within the All People’s Congress (APC) Party, prominent political figure Diana Finda Konomanyi has embarked on a peace drive, mobilizing women across the party to champion reconciliation and cohesion.

Traversing the South-East of Sierra Leone, Madam Diana Finda Konomanyi has passionately called on APC women to unite, emphasizing that when women take the lead in promoting peace, lasting harmony can be achieved. Addressing supporters in Bo, she reiterated her commitment to uniting women within the party, asserting, “APC women, let’s wake up. This is the time for us to come together and unite to take the power.”

Dispelling speculation about personal political ambitions, Diana Finda Konomanyi clarified that her peace efforts are not motivated by a desire to become the party’s flagbearer but rather to strengthen women’s participation from the grassroots level to the national stage.

“The strength of the party lies in its grassroots. We must take this seriously or we risk losing 2028. The APC’s focus is on 2028. While we acknowledge concerns about electoral justice, we cannot solely rely on it until time runs out,” she stressed.

Highlighting the APC Executive’s stance on peace, Diana Finda Konomanyi maintained that when women commit to a cause, they see it through to fruition. Her peace message has resonated across districts in the South-East, urging female party members to unite, which she believes will set a precedent for the men to follow.

His engagement with the company’s Management centered on critical discussions that could shape Sierra Leone’s agricultural and energy landscape, particularly in alignment with the Government’s ‘Feed Salone’ initiative aimed at enhancing domestic production of essential commodities.

A key highlight of the discussions was Sunbird Bioenergy’s strategic plan to construct a state-of-the-art sugar factory, a project poised to revolutionize Sierra Leone’s agricultural sector by boosting local sugar production, reducing dependency on imports and creating thousands of employment opportunities. Sunbird Bioenergy SL Limited, a leader in renewable energy and biofuel production, currently employs 1,400 permanent staff and engages an additional 5,000 seasonal workers. In addition to renewable fuel, Sunbird Bioenergy also generates low-carbon electricity, producing an estimated 275 GWh of renewable power annually. This capability underscores the company’s potential to significantly contribute to the national grid and support industrial energy needs. Furthermore, their integrated agricultural estate in Mabilifu, Bombali District, serves as a model for sustainable farming, incorporating a robust out-grower program that enables local farmers to actively participate in feedstock production. Such initiatives not only bolster food security but also enhance economic resilience among rural farming communities.

Beyond its core energy and agricultural operations, Sunbird Bioenergy diversifies its portfolio through the production of high-value by-products such as extra neutral alcohol (ENA), carbon dioxide (dry ice), sugar and cassava chips.
