The 38th Ordinary Session of the African Union (AU) Assembly of Heads of State and Government has successfully adopted the 25th Report of the African Union Committee of Ten (C-10) Heads of State, along with a groundbreaking Decision on the reform of the United Nations Security Council. The report, presented by Sierra Leone’s President, Dr. Julius Maada Bio, who also serves as the Coordinator of the C-10, was unveiled on February 16, 2025 at the AU Headquarters in Addis Ababa.

In his address, President Bio underscored the honor and privilege of leading the efforts to drive the reform agenda of the United Nations Security Council. He expressed confidence that the report reflected the collective determination of African leaders to secure meaningful reforms in the Security Council, emphasizing the importance of promoting the Common African Position (CAP) as outlined in the Ezulwini Consensus and the Sirte Declaration.

The Sierra Leonean President acknowledged the tireless support and collaboration of his fellow African leaders, whose efforts have been instrumental in making substantial progress in the push for a more inclusive Security Council. He emphasized that the CAP is gaining widespread recognition and growing global support, furthering Africa’s path toward achieving enhanced representation on the Council.

“The structure of the UN Security Council is outdated and imbalanced, undermining its legitimacy and effectiveness,” President Bio declared. He pointed out that Africa’s exclusion from the permanent category of the Security Council, alongside its under-representation in the non-permanent category, represents historical injustices that must be addressed.

President Bio highlighted Africa’s significant contributions to global peace and security, noting the continent’s financial support, military personnel and even lives lost in the service of peace. He stressed that these sacrifices should be recognized through enhanced representation in the Security Council.

With a population of over 1.4 billion people, Africa stands as the world’s second-largest and second-most populous continent, making its under-representation in the Security Council increasingly untenable. “Africa deserves a greater voice and presence in both categories of the Security Council,” President Bio asserted, calling on African nations to strengthen their diplomatic engagement with member states, the five permanent members of the Security Council and other key stakeholders to maintain momentum for reform.

The President informed the Assembly of the C-10’s significant strides in advocating for the Common African Position, asserting that the progress made thus far should inspire optimism and hope for future advancements. “We have witnessed unprecedented advancements in the reform process, which should inspire optimism and hope in all of us,” he said.

President Bio presented the 25th Report of the C-10, along with the draft Decision and the annexed Ministerial Outcome, urging the Assembly to adopt the documents and maintain unity throughout the reform process. “Our collective strength is crucial in achieving our goals. Let us speak with one voice,” he appealed.

The report received unanimous support from the Assembly, with several key recommendations reaffirming the Common African Position as the only viable solution to address Africa’s historical injustice. Member states reaffirmed the necessity of treating Africa as a priority in the reform process. President Bio received widespread praise for his exemplary leadership and unwavering commitment to advancing Africa’s interests on the global stage, further solidifying his role as a leading advocate for the continent’s future at the United Nations.

It should be noted that, at a pivotal high-level side event during the 38th African Union Summit, President Dr. Julius Maada Bio urged African leaders and citizens to unite in the pursuit of universal immunization across the continent. The event, titled “Reaffirming Africa’s Commitment to Immunisation: A Call for Action to Strengthen Health Systems,” was held at the Sheraton Hotel on February 16, 2025 in Addis Ababa, Ethiopia.

In his keynote address, President Bio stressed the importance of bold leadership and immediate action to safeguard the health and well-being of African populations. The event reviewed the continent’s progress in immunization, drawing upon the Addis Declaration on Immunisation (ADI), a landmark initiative that has, since its inception in 2017, greatly enhanced vaccine coverage, political support and delivery systems in Africa.

“There is no greater measure of a nation’s progress than the health and well-being of its people. Vaccines are the silent architects of a nation’s strength; they fortify our communities and save lives,” President Bio declared in his opening remarks. He emphasized that universal access to immunization not only safeguards public health but also ensures economic stability, helping African economies remain resilient in the face of health crises.

Reflecting on Sierra Leone’s experiences with health emergencies such as the Ebola outbreak and the COVID-19 pandemic, President Bio underscored the vital role of robust immunization systems in national security. “One of the most important lessons we have learned is that a strong immunization system is not optional; it is fundamental to national security,” he stated.

President Bio also highlighted Sierra Leone’s impressive achievements in immunization under his leadership. By the end of 2024, the country had reached historic vaccination coverage rates, with 95% of children receiving measles vaccinations, 97% coverage for DPT3 vaccinations, and 71% coverage for the newly introduced malaria vaccine.

“Sierra Leone is not just talking; we are leading,” President Bio asserted, noting the country’s commitment to eliminating preventable diseases. “We refuse to accept a status quo where preventable diseases continue to claim lives.”

In a powerful call to action, President Bio urged his fellow African leaders to ensure that every child on the continent has access to life-saving vaccines, regardless of their geographical location. “THIS IS NOT CHARITY; IT IS COMMON SENSE,” he emphasized, stressing the moral and practical imperative of immunization.

In his closing remarks, President Bio appealed to African leaders, international partners, civil society and other stakeholders to take ownership of the continent’s immunization agenda. He warned that Africa cannot rely indefinitely on external funding and must move from a reactive to a proactive stance. “Immunisation must be seen as a non-negotiable pillar of national security because, without a healthy population, nothing else matters,” he stated.

The event concluded with a statement from Dr. Austin Demby, Sierra Leone’s Minister of Health and Sanitation, who spoke on behalf of the African Union Ministers of Health. Dr. Demby reaffirmed the continent’s commitment to advancing the immunization agenda and commended Sierra Leone’s leadership in championing this crucial cause.

ICPNC Urges Peaceful Conduct in SLPP Intra-Party Elections

The Independent Commission for Peace and National Cohesion (ICPNC) has expressed deep concern over incidents of violence and unrest reported during the Sierra Leone People’s Party (SLPP) intra-party elections. Despite efforts to conduct the elections peacefully, disturbances have been recorded in several regions, including Kono, Kailahun, Bo, Kenema, Koinadugu, Pujehun, Tonkolili, Bombali, Port Loko and Kambia.

In a Press Release dated February 17, 2025, the ICPNC reiterated its mandate to prevent, manage and resolve conflicts while promoting sustainable peace in Sierra Leone. The Commission called on all parties involved to exercise restraint and prioritize national unity.

“We urge all stakeholders, including party members, candidates and supporters, to refrain from actions that could escalate tensions or lead to further violence,” the statement read.

The ICPNC commended the SLPP for establishing Regional Elections Complaints Committees to address grievances and investigate reported infractions. It emphasized the need for these committees to operate with transparency and impartiality to ensure that all complaints are handled fairly.

Highlighting the significance of dialogue and peaceful dispute resolution, the ICPNC encouraged all parties to engage in constructive discussions and trust established mechanisms for addressing electoral concerns. It warned that violence and destruction undermine the democratic process and national unity.

Furthermore, the Commission called on law enforcement agencies to remain vigilant and ensure the safety and security of all citizens throughout the electoral process. “Any acts of violence or intimidation must be swiftly addressed to prevent further escalation,” the ICPNC urged.

Reaffirming its commitment to fostering peace, reconciliation and national cohesion, the ICPNC called on all Sierra Leoneans to work together to maintain stability.

“Peace is the foundation of development and progress. We must all play our part in ensuring that the intra-party elections are conducted peacefully and that the democratic process is upheld,” the statement concluded.

Deadly Clashes Erupt in Eastern Sierra Leone Between Secret Society & Muslim Community

A longstanding dispute between the Muslim majority and the “Wonde” Secret Society in Gorama Mende Chiefdom, Eastern Sierra Leone, has intensified into a major crisis. Gorama Mende Chiefdom in Eastern Sierra Leone has become the epicenter of violent clashes between the Muslim community and members of the “Wonde” Secret Society, following escalating tensions over the imposition of traditional rituals.

Reports from the Chiefdom indicate that efforts by the Secret Society to enforce its practices on the predominantly Muslim population, to which the Paramount, Chief Haja Mariama Gassama Kanja IV, belongs to have been met with strong resistance, culminating in violent confrontations.

The situation worsened with the recent suspension of Paramount Chief Haja Mariama Gassama Kanja IV and the appointment of a caretaker chief, Wahid Kallon, by the Minister of Local Government and Community Development, Tamba Lamina. That decision intensified unrest in the region, with supporters of the suspended Paramount Chief denouncing the move as “unjustified and politically motivated.”

A senior resident, speaking on condition of anonymity, revealed that members of the Secret Society have attacked the Muslim community, including Imams, leaving several individuals stabbed. In response to the violence, many residents have fled the Chiefdom, fearing for their safety. Some of the injured victims are currently receiving medical treatment at Government hospitals in Kono and Magburaka.

Multiple reports suggest that several Imams, Chiefs and Muezzins (prayer callers) have been arrested and transported to Freetown, where they are allegedly being held at the Pademba Road Correctional Centre. Disturbingly, recent accounts from the capital allegedly claim that the detainees are being subjected to mistreatment and torture.

A senior member of the Muslim community in Gorama Mende described the detentions as “unjust,” asserting that the Imams were arrested solely because of their religious leadership roles.

Despite a high-profile visit by Government officials, the situation in the Chiefdom remains tense. The delegation, which included the Minister of Local Government, Minister of Internal Affairs, Inspector General of Police, Chief of Defense Staff, National Security Coordinator and Senior District Officer, was expected to de-escalate tensions. However, their visit appears to have had little impact, as the underlying issues remain unresolved.

Inspector General of Police William Fayia Sellu confirmed that the violence has resulted in widespread destruction, including the burning of homes, motorbikes and other valuable property. In a telephone interview, he stated that an investigation is ongoing and assured that a detailed briefing will be provided upon its completion.

Dr. Habib Sheriff, President of the United Council of Imams, acknowledged the severity of the situation and confirmed that the matter has been looked at seriously at their regional office in Kenema. A report was also to be compiled for submission to the Council’s head office in Freetown for further action.

Attempts to obtain comments from the Minister of Local Government and other relevant stakeholders have so far been unsuccessful.

Meanwhile, citizens of Gorama Mende, both at home and abroad, are urging the Government of President Julius Maada Bio to intervene decisively to protect the rights of the Muslim community and prevent further bloodshed. They are also demanding the immediate reinstatement of Paramount Chief Haja Mariama Gassama Kanja IV and the establishment of effective conflict resolution mechanisms to restore peace and stability in the region.

Gorama Mende Chiefdom, located in Kenema District, Eastern Province, has been a longstanding flashpoint of tensions between the Muslim majority and the Wonde Secret Society, underscoring the urgent need for sustainable peace-building efforts.

Efforts made by this news medium to get the side of the Minister of Local Government and Community Development, Tamba Lamina, proved futile. However, due consideration, diligence and relevance will be given to any plausible response if such is presented.

At 53rd WAMZ Meeting In Freetown… Vice President Calls for Deepened Regional Economic Integration and Stability

Vice President of the Republic of Sierra Leone, Dr. Mohamed Juldeh Jalloh, has reaffirmed the country’s steadfast commitment to the West African Monetary Zone (WAMZ) and the broader ECOWAS single currency initiative. Speaking at the 53rd Meeting of the Convergence Council of Ministers and Central Bank Governors of WAMZ on Friday February 14, 2025 at the Freetown International Conference Centre in Freetown, he emphasized Sierra Leone’s dedication to fostering regional economic integration and stability.

Dr. Mohamed Juldeh Jalloh, who officially opened the high-level meeting, stressed the importance of strengthening regional economic ties and addressing stability challenges as crucial steps towards achieving a sustainable monetary union. The event brought together key financial leaders, including the Honourable Ministers of Finance of the WAMZ, other Ministers from the WAMZ, Central Bank Governors of the WAMZ, a representative of the ECOWAS Commission President, Director Generals of WAMA, WAMI and WAIFEM, the Chairman of the Technical Committee of the WAMZ, representatives of regional and specialized institutions, members of the diplomatic and consular corps, development partners, esteemed delegates from WAMZ member countries and members of the Press.

In his address, the Vice President extended a warm welcome on behalf of President Julius Maada Bio, inviting participants to appreciate Freetown’s rich history while engaging in critical discussions on financial cooperation. “Despite the setbacks we have faced, our resolve remains strong to advance the WAMZ single currency project and deepen regional integration,” he stated.

Dr. Mohamed Juldeh Jalloh acknowledged that various challenges have delayed the introduction of the ECOWAS common currency, including the Ebola outbreak, the COVID-19 pandemic and global economic disruptions stemming from the Russia-Ukraine crisis. However, he commended regional institutions such as the West African Monetary Agency (WAMA) and the West African Monetary Institute (WAMI) for their continued efforts in keeping the vision of monetary unification alive.

“Our commitment is not just in words but in action, as we continue implementing economic policies that support integration and stability,” he noted. He urged member states to remain resilient and collaborate effectively to realize the shared goal of a unified West African economy.

During his speech, Dr. Mohamed Juldeh Jalloh reflected on the long journey towards economic and monetary integration in West Africa, which began in the 1980s. He highlighted that the launch of a single currency for the WAMZ, comprising The Gambia, Ghana, Guinea, Nigeria, Liberia and Sierra Leone, has been postponed multiple times since the initial target dates of 2003, 2005, 2009, 2015 and 2020.

He emphasized that the primary objective of the single currency is to promote economic stability, boost trade and enhance the movement of people and capital, ultimately improving living conditions across the region. “We must acknowledge the invaluable role played by ECOWAS Heads of State, regional bodies and financial institutions such as the African Development Bank and ECOWAS Bank for Investment and Development (EBID) in driving this initiative forward,” he stated.

Dr. Mohamed Juldeh Jalloh underscored the significant economic and security challenges facing the region, including inflation, public debt, currency depreciation and insecurity threats. He called for a collective approach to tackling these issues through regional infrastructure projects, including road, rail, electricity and sea transportation networks.

“We must bolster efforts to tackle insecurity and counter terrorism to create a safe environment that attracts foreign investment and facilitates the free movement of people and goods,” he asserted. He also highlighted Sierra Leone’s progress in upgrading its national payment systems and establishing a regional payment system to promote seamless trade.

The Vice President detailed several economic reforms being implemented by the Government of Sierra Leone to support regional integration. These include:

  • The Feed Salone Programme: A national initiative aimed at increasing domestic food production, reducing food prices and ensuring food security.
  • Investment in Infrastructure: Expansion of roads and bridges linking Sierra Leone to neighboring Guinea and Liberia.
  • Economic Stability Measures: Reforms under the International Monetary Fund (IMF) program to stabilize the economy.
  • Education and Human Capital Development: The Government continues to allocate 20% of its national budget to education, preparing the workforce for a larger regional market.
  • Financial Sector Innovations: Implementation of the National Payment Switch, facilitating interbank transactions and improving financial inclusion.

Dr. Mohamed Juldeh Jalloh reaffirmed Sierra Leone’s unwavering commitment to the WAMZ single currency project and the broader ECOWAS Monetary Union, which aims for full implementation by 2027. He encouraged further collaboration among member states to ensure the successful launch of the ECO, the proposed common currency.

“Despite the challenges, we must demonstrate resilience and unwavering dedication to realizing one of the dreams of the founding fathers of ECOWAS, the ECOWAS Monetary Union,” he concluded.

With Sierra Leone’s firm support for regional economic integration, the nation remains optimistic about the prospects of achieving a unified financial system that will drive sustainable growth and prosperity for West Africa.

LEGAL LINK Appeals for Pre-Emptive Pardon for Hawa Madiana Hunt

The Executive Director of LEGAL LINK and former Commissioner for Human Rights in Sierra Leone, Rashid Dumbuya Esq, has written an official letter to His Excellency, Rtd. Brigadier Dr. Julius Maada Bio, President of the Republic of Sierra Leone, appealing for a pre-emptive pardon for Hawa Madiana Hunt, a Canadian citizen currently detained at the Female Correctional Centre in Freetown. Copies of the letter were also sent to the Office of the First Lady, the Attorney General and Minister of Justice, the Chief Justice of Sierra Leone and the Press.

In the letter dated February 14, 2025, LEGAL LINK commended President Bio’s leadership in passing progressive laws in Sierra Leone, citing key legislative milestones such as the Gender Equality and Women’s Empowerment Act, the amended Sexual Offences Act (2019), the removal of Part V of the Public Order Act and the Prohibition of Early Child Marriage Act (2024). The organization also praised the First Lady for her advocacy efforts, particularly through the “Hands Off Our Girls” campaign.

However, LEGAL LINK urged the President to intervene in the case of Hawa Madiana Hunt, a Social Media Commentator and Reality TV personality with dual Sierra Leonean and Canadian citizenship. Hawa Madiana Hunt was arrested on December 22, 2024, during a live broadcast of the Reality TV show: “House of Stars.” Her arrest was linked to a video she posted in May 2023, in which she criticized President Bio and the First Lady.

Hawa Madiana Hunt was subsequently charged under Section 44 (2) (b) of the Cyber Security and Crime Act of 2021 for “sending insulting messages by means of a computer system.” State prosecutors claim the video damaged the reputations of the President and the First Lady. Following a preliminary investigation at the Magistrate Court, Hawa Madiana Hunt was found guilty and committed to the High Court for further trial. Her requests for bail were denied and she has remained in detention for nearly two months.

LEGAL LINK highlighted concerns raised by human rights organizations, including Amnesty International, regarding Hawa Madiana Hunt’s prolonged detention and its implications for freedom of expression in Sierra Leone. The organization cited previous cases involving cyber-related charges where individuals were granted bail, including Zainab Sheriff and Abdul Kadiru Kaikai, a senior member of the Sierra Leone People’s Party (SLPP), who was released without charge after making incendiary statements.

LEGAL LINK argued that Hawa Madiana Hunt’s case demonstrates “selective justice” and urged President Bio to act prudently, emphasizing that she is also a Canadian citizen. The letter pointed out the strong diplomatic ties between Sierra Leone and Canada, warning that the case could strain relations if not resolved through diplomatic means.

The organization further stressed that Hawa Madiana Hunt is a mother of three children in Canada and her prolonged detention has severely impacted her family’s well-being. It also noted the involvement of the Canadian Consulate in following the case closely. According to LEGAL LINK, Hawa Madiana Hunt’s detention has attracted international media attention, with reports portraying Sierra Leone in a negative light.

It should be noted that Alicia Hunt, the daughter of Hawa Madiana Hunt, who is based in Calgary, AB, Canada, wrote to His Excellency the President of the Republic of Sierra Leone and the Office of the First Lady, expressing profound remorse for her mother’s actions and pleading for clemency. A copy of the letter was also sent to Rashid Dumbuya Esq., Lead Defense Counsel for Hawa Madiana Hunt in Sierra Leone, on February 13, 2025.

In her letter, Alicia acknowledged that her mother’s words were “harsh and unnecessary,” and she assured that Hawa Madiana Hunt had learned from her experience. She emphasized the emotional and psychological toll the situation has taken on their family, particularly her younger brother, who has struggled with depression during this period.

Alicia’s heartfelt plea detailed how her mother had missed Christmas, New Year’s celebrations and her birthday while in detention, further highlighting the distress faced by the family. She expressed confidence that her mother now understands the importance of expressing opinions without resorting to offensive language and assured the President and First Lady that such an incident would not happen again.

LEGAL LINK concluded its appeal by calling for an end to the criminalization of free speech under the Cyber Security and Crime Act, advocating instead for civil remedies in cases of alleged defamation. The organization warned that continued arrests and detentions for online expressions could undermine the Government’s efforts in promoting human rights, women’s empowerment and freedom of expression.

The appeal for clemency now rests in the hands of President Bio, as Hawa Madiana Hunt’s family, legal representatives and human rights organizations await a response from the Government.
