The inaugural African Maritime Gender Network (AMGN) Conference, titled “Gender Considerations in Maritime Security,” is being held on January 14-15, 2025, at the Radisson Blu in Freetown, Sierra Leone. The event is organized by U.S. Naval Forces Europe and U.S. Africa Command (AFRICOM) in collaboration with the U.S. Embassy in Freetown and the Mission of Iceland to Sierra Leone.

The conference will feature prominent speakers, including Hon. Ambassador Bryan D. Hunt, Head of Mission at the U.S. Embassy Freetown; Hon. Ambassador Robert Scott, AFRICOM Deputy Commander for Civil-Military Engagement; Hon. Ásdís Bjarnadóttir, Chargé d’affaires of Iceland to Sierra Leone; and Mr. William Moeller, Foreign Policy Advisor at U.S. Naval Forces Europe and Africa.

Attendees will include Maura Barry, Senior Development Advisor at AFRICOM representing USAID, along with military and civilian representatives from several African nations, including Sierra Leone, Senegal, Gambia, Guinea-Bissau, Côte d’Ivoire, Ghana, Benin, Namibia, Gabon, Liberia, and Nigeria.

The conference will cover critical topics such as gender considerations in combating Illegal, Unreported, and Unregulated Fishing (IUUF) in the Gulf of Guinea, increasing female participation in security sectors and decision-making, the impact of gender on international, humanitarian, and maritime law, and the economic empowerment of women in the maritime sector.

The primary objective of the conference is to foster dialogue on addressing maritime threats through a gender lens. It aims to provide a platform for experts and stakeholders to exchange insights, discuss challenges, and explore opportunities for enhancing gender inclusion in the maritime industry. This initiative highlights the commitment of the U.S. and its partners to advancing gender equality and strengthening maritime security in Africa through defense, diplomacy, and development.

Welcoming Sofiane Chaib and his delegation, Sierra Leone’s Minister of Foreign Affairs and International Cooperation, Timothy Musa Kabba, emphasized that the visit was a direct result of President Bio’s ongoing efforts to strengthen ties between the two nations. The Minister recalled President Bio’s state visit to Algeria in March 2023, which set the stage for renewed cooperation and paved the way for this engagement.

The Holy Spirit Hospital in Makeni marked a historic milestone with the official opening and dedication of the Dr. Julia Marie Scott Memorial Intensive Care Unit (ICU) on January 10, 2025.  The ceremony brought together dignitaries, healthcare professionals and members of the local community to honor the memory of Dr. Julia Scott, whose generosity and compassion have left an enduring legacy despite her never having visited Sierra Leone.

The event opened with a Mass celebrated by Bishop Bob John Koroma of the Catholic Diocese of Makeni. Adding a deeply personal touch to the service, three of Dr. Scott’s children; Olivia, Ben and Elliana, participated by doing readings.

Dr. Alexis Iccarino, a Board Member of the Healey International Relief Foundation (HIRF), highlighted the organization’s dedication to improving healthcare in Sierra Leone since 2001. Speaking about Dr. Scott’s contribution, she said:

“This ICU is a gift from Dr. Julia Scott, who passed away from cancer but was deeply moved by the stories of Sierra Leone shared by her husband, also a member of our Board. This general ICU is designed to serve every patient in need of critical care and we are proud to support a country that continues to face tremendous healthcare challenges.”

The ICU, equipped with five beds and advanced medical equipment, is a significant addition to the hospital’s services, addressing the dire need for intensive care facilities in the region.

Osman Kofi Tarawallie, Chiefdom Speaker of Gbanti Chiefdom in Bombali District, emphasized the significance of the project for the local community.

“While we may not have diamonds in our chiefdom, our healthcare system is growing. The establishment of this ICU fills a major gap,” he said. “As a Muslim, I am honored to be part of this Mass and dedication, believing it to be a prayer for those who are sick and suffering.”

Dr. Patrick Turay, Medical Director of Holy Spirit Hospital, expressed his excitement and gratitude for the new facility.

“We have longed for an ICU within this hospital. Previously, we had to refer critically ill patients to the Makeni Government Regional Hospital or even to Freetown. Now, with this well-equipped ICU, we can provide life-saving care right here,” he said. “We are immensely grateful to our donor partners for making this project a reality.”

The dedication of the ICU represents a transformative step forward for healthcare in Northern Sierra Leone. The facility was funded by Dr. Julia Scott’s family and implemented by the Healey International Relief Foundation, reflecting a shared commitment to improving health outcomes in the region.

As He Continues to ‘Blackmail’ the Vice President… Deputy Minister KLM’s Social Media Outburst Raises Questions of Indiscipline in Governance

In a recent video message that has gone viral on social media, Deputy Minister of Sports, Kai Lawrence Mbayo aka KLM, has made unfounded allegations against Vice President Dr. Mohamed Juldeh Jalloh, accusing him of using his power to influence a legal case involving a disputed diamond. This baseless claim, which Kai Lawrence Mbayo has threatened to expand on in a press conference, has raised serious concerns about his motivations and the lack of substance behind his accusations.

In his message, Kai Lawrence Mbayo asserts that Vice President Dr. Mohamed Juldeh Jalloh exerted undue influence in the case of a 20.28-carat diamond, which was allegedly stolen and sold in Koidu, Kono District. Kai Lawrence Mbayo claims that after suspects in the case were detained at the Criminal Investigation Department (CID), they were mysteriously released after a few hours. He further alleges that the Vice President had personally ordered their release, citing a past connection where the suspect’s father had paid the Vice President’s school fees.

However, observers have pointed out that these allegations fail to provide any concrete evidence or credible rationale for such claims. The Deputy Minister himself admitted to having called the Vice President to inquire about the release of the suspects, where Dr. Juldeh Jalloh allegedly confirmed his involvement. They asserted that yet, Kai Lawrence Mbayo Mbayo’s attempt to paint the Vice President’s actions as improper appears to be more about personal frustration than objective facts. His repeated insistence that he was being “bullied” by the Vice President, according to observers, does not hold water, particularly when the accusations lack any tangible proof of wrongdoing.

What Kai Lawrence Mbayo conveniently omits from his narrative, it was highlighted, is the crucial context that this is a legal matter still under investigation. The case has gone through a series of legal processes and the delays that Kai Lawrence Mbayo refers to, it was said, can be attributed to the complexities inherent in legal proceedings, rather than any supposed political interference. His claim that no justice has been served after eight months is a broad overstatement, aimed at maligning the Vice President’s reputation without addressing the real challenges faced in any complex legal case, some have opined.

The timing of Kai Lawrence Mbayo’s allegations, which come at a time when his own involvement in the diamond case is under scrutiny, it was claimed, raises further questions. “It is clear that his decision to publicize these accusations; without exhausting internal channels or adhering to professional decorum, suggests a personal agenda rather than a genuine pursuit of justice,” a concerned Social Commentator ascertained.

Moreover, his comparison of the current issue to a similar one involving the Vice President in 2018,without any clear link, some have agreed, further weakens his position. The Deputy Minister’s attempt to draw parallels with past cases, where no legal wrongdoing was found, only serves to show his disregard for truth and his desire to create a narrative that undermines Dr. Juldeh Jalloh’s integrity, it was further pointed out.

Kai Lawrence Mbayo Mbayo’s accusations were not only criticized for their lack of evidence, but for their thoughtless nature, which it was stated could further harm the unity within the Government. According to a School of Thought, as a member of the same administration, he should have pursued a more measured and respectful approach, raising his concerns through the proper channels rather than resorting to public outcry.

It was asserted that his use of social media to air grievances and his threat to hold a press conference may seem like an attempt to gain attention and also risks deepening divisions within the Government and damaging the public trust.

From what was learnt so far it is clear that Deputy Minister Kai Lawrence Mbayo’s public attacks on Vice President Dr. Mohamed Juldeh Jalloh are baseless and driven by personal frustration. His claims lack the substantiation needed to back up his accusations and his approach only serves to tarnish his own reputation. Rather than focusing on unproven allegations, it is essential for him to focus on professional conduct and address any concerns through proper channels, ensuring that justice is pursued in a manner that maintains the integrity of the Government.

This medium is deeply concerned over the Deputy Minister’s allegations against the Vice President and looking forward to his evidential justifications to ascertain his claims otherwise he will be held culpable of blatant blackmailing.

SLAJ and Parliamentary Press Gallery Express Concern Over Journalist’s Suspension

The Sierra Leone Association of Journalists (SLAJ) has on Friday January 10, 2025 expressed deep concern regarding the recent decision by the Speaker of the Parliament of Sierra Leone, Rt. Hon. Segepoh Solomon Thomas, to bar journalist, Melvin Tejan Mansaray, from accessing the Parliament’s precincts. The suspension, reportedly resulting from allegations of “malicious criticism” of Parliamentary decisions, has sparked serious questions about press freedom and accountability in the nation’s democracy.

In a Press Release issued and signed by Alhaji Manika Kamara, SLAJ’s National Secretary General, the Association stressed that such actions undermine the constitutional right to freedom of expression and press freedom. While SLAJ acknowledges the Speaker’s concerns about journalistic standards, it strongly believes that excluding a journalist from covering parliamentary activities sets a dangerous precedent, which may diminish public trust in the institution’s commitment to transparency and accountability.

SLAJ has called on Parliament to reconsider its decision and to refer the matter to both the Association and the Independent Media Commission (IMC) for further review. SLAJ maintains that it is the professional body responsible for addressing concerns related to the conduct of journalists, while the IMC is tasked with regulating media practices.

The Association has also pledged to engage with the Parliamentary leadership to clarify the circumstances surrounding the suspension. In addition, SLAJ has announced the launch of an internal investigation into the allegations against Melvin Tejan Mansaray to ensure fairness and transparency.

SLAJ urges journalists to uphold the highest standards of ethical journalism while reminding public institutions of their duty to protect the rights of journalists to report freely and without fear of retaliation. The Association remains committed to defending press freedom and promoting responsible journalism throughout Sierra Leone.

The Parliamentary Press Gallery – Sierra Leone (PPG-SL), led by Ag. Secretary General Alieu Amara Suwu and Ag. President Moses Lukulay, in a separate press release, also weighed in on the issue. The PPG-SL expressed its concern over the suspension of Melvin Tejan Mansaray, an Executive Member of the Gallery, from covering parliamentary proceedings.

The decision was announced by the Speaker during a parliamentary session on Friday, January 10, 2025, following allegations of unprofessional reporting by Melvin Tejan Mansaray.

While the PPG-SL condemned unprofessional journalism, it expressed apprehension about the suspension and requested Parliament to reconsider its decision. The Gallery reaffirmed its commitment to maintaining professional journalistic standards in all parliamentary reporting and assured the public, Parliament and its members that the matter would be thoroughly investigated.

The PPG-SL has also called on SLAJ to intervene swiftly in this matter. As a key body in promoting transparency and accountability, the Gallery stressed the importance of accurate and balanced reporting and emphasized the need for a constructive and collaborative relationship between the Press and Parliament. The Press Gallery urged all parties involved to resolve the issue amicably for the greater good of Sierra Leone’s democracy.
