NaCOVERC Presents Two Significant Reports to President Bio

The National COVID-19 Emergency Response Center (NaCOVERC), presented two crucial reports to President Bio at State House on the 14th November, 2023 during which the President highlighted the Government’s well-informed strategies and response to the global pandemic, which garnered admiration from across the globe.

Dr. Amara Jambai, Head of the NaCOVERC delegation, conveyed pleasure in presenting two significant reports to the President: the Intra-Action Review Report (IAR) and the National COVID-19 Report spanning the period 2020-2022.

The IAR findings focused on reviewing Sierra Leone’s COVID-19 response in crucial areas like Surveillance, Laboratories, Case Management, Risk Communications, Food and Nutrition, and National Coordination, held on the 22nd and 23rd of September 2020. Dr. Jambai highlighted the exceptional efforts of strategic individuals—a military personnel, a finance expert, and a technical specialist—whose collective coordination set a benchmark for other nations. He credited President Bio’s leadership in guiding the nation through uncharted territory.

Acknowledging the inter-multi-sectoral approach led by the Presidential Task Force, Dr. Jambai stressed its pivotal role amid the global impact of COVID-19.

President Bio extended congratulations and appreciation to all involved, commending their resilience, collaboration, and effective crisis management. Drawing from the Ebola outbreak experience, he recognized the crucial roles played by the Police, Healthcare Workers, and Paramount Chiefs, emphasizing their significant contributions.

It’s notable that Sierra Leone confirmed its first COVID-19 case on March 31, 2020, becoming the last country in West Africa to do so. Shifting focus from prevention to delaying the spread, the Ministry of Health escalated its response on April 2, 2020, formally handing over lead response coordination to NaCOVERC, leveraging the institutional memory from the Ebola response structures.

Minister of Employment Explores Job Prospects in Qatar

Minister of Employment, Labour, and Social Security (MELSS) of Sierra Leone, Honourable Mohamed Rahman Swaray, recently engaged in discussions with Qatar’s Minister of Labour, Dr. Ali Bin Samikh Al Marri, aiming to facilitate job opportunities for skilled Sierra Leoneans in Qatar.

Hon. Mohamed Rahman Swaray, expressing gratitude for the opportunity during his visit, highlighted Qatar’s support in Sierra Leone’s development programs. This engagement forms part of ongoing efforts to strengthen relations between both nations.

Recalling President Dr. Julius Maada Bio’s State Visit to Qatar in June 2022, where several bilateral agreements were signed, including one related to Sierra Leonean Employment in Qatar, Swaray emphasized the  country’s commitment to implementing this agreement. He underscored youth employment as a significant focus within President Bio’s development agenda and reiterated Sierra Leone’s interest in leveraging labor migration to address unemployment, recognized as a national security threat.

Swaray emphasized Sierra Leone’s eagerness to collaborate with relevant authorities in recruiting skilled individuals for diverse sectors in Qatar. He urged further discussions to identify and explore additional employment prospects benefiting both countries.

The Minister also urged his counterpart to address residency issues faced by Sierra Leoneans currently employed in Doha. He extended an invitation for the Qatari Minister to visit Sierra Leone, fostering firsthand experiences regarding potential employment and investment opportunities.

In response, Qatar’s Minister of Labour, His Excellency Dr. Ali Bin Samikh Al Marri, stressed the importance of strengthening bilateral ties, suggesting the establishment of an annual joint committee to implement the employment agreement. Dr. Al Marri highlighted Qatar’s employment reforms aimed at improving conditions for migrant workers and invited participation in the Doha Forum in March 2024 to discuss labor-related matters.

Accompanying Hon. Swaray were Sierra Leone’s Non-Resident Ambassador to Qatar, Her Excellency Haja Ishata Thomas, Minister Counsellor/HOC, Momodu Wurie, Deputy Commissioner for Labour and Employment, Chiblee Kamara, and other Embassy officials.

Є7.35M Makolo Junction to Mabang Bridge Road Project Launched

Vice President of Sierra Leone, Dr. Mohamed Juldeh Jalloh, inaugurated the commencement of construction for a 14-kilometer asphalted road between Makolo junction and Mabang on November 15, 2023. The Project, co-funded by the European Union (EU) and the Sierra Leonean Government, aims to connect Makolo and Mabang through a 7.35 Million Euros initiative.

The road project, supported by 2.75 Million Euros from Sierra Leone’s Government and 4.6 Million Euros from the EU, is part of a larger commitment of 48 Million Euros. This commitment includes funds for the construction of bridges in Mabang and Magbele, both inaugurated in 2022, and the Moyamba Junction to Moyamba Town Road.

Apart from funding the road’s construction, Sierra Leone’s Government will compensate affected property owners along the route, offer duty waivers to the contractor and ensure security measures.

Vice President Dr. Juldeh Jalloh emphasized that the Makolo-Mabang Road aligns with President Bio’s Infrastructure for Economic Competitiveness Pillar, enhancing connectivity between the agricultural South and markets in the North and West. He highlighted the Project’s goal to uplift farmers in the region economically, emphasizing President Maada Bio’s dedication to developing various sectors across Sierra Leone, free from political affiliations.

EU Ambassador, Manuel Müller, praised the project as a testament to the collaborative efforts between Sierra Leone and the European Union, contributing to enhanced connectivity, turning Sierra Leone into a global gateway. Over the years, the EU has supported the construction of 365 kilometers of major roads and five major bridges in Sierra Leone, playing a significant role in regional connectivity within the Praia-Abidjan axis.

Commencing on November 1, 2023, the project will rely on expertise from West Africa and Europe. The construction, scheduled for completion in 2025, signifies a substantial joint effort between Sierra Leone and the EU to bolster connectivity and infrastructural development.

NaCSA Commissioner Hands Trucks to FCC, Launches Green Initiative

The Commissioner of NaCSA, Ambassador Ernest Mbaimba Ndomahina, along with his Deputy, Jimmy Batilo Songa, representing President Julius Maada Bio, handed over two waste collection trucks to the Mayor of Freetown City Council (FCC).

This initiative marks the initiation of the Green Public Works (GPW) under the Productive Social Safety Nets and Youth Employment (PSSNYE) project.

GPW aims to provide temporary employment for 7,000 youth in rural areas and 6,000 youth in urban areas. Over 50% of supported youth will be females, with 15% being persons with disabilities. The Project will make inclusive design adjustments to encourage participation among persons with disabilities.

The Senior Director and National Coordinator for the National Social Protection Secretariat highlighted the GPW’s objective to offer short-term employment opportunities to inactive and unskilled youth, women, and individuals with disabilities from vulnerable households, enhancing urban environmental and sanitary conditions.

Dr. Abu Kargbo, World Bank’s Senior Social Protection Specialist, reaffirmed the commitment to collaborate with Sierra Leone’s Government in achieving the PSSNYE Project’s development goals.

Ambassador Ndomahina stressed the role of the GPW subproject in creating temporary jobs for 13,000 youth across the Western Area’s urban and rural parts. He emphasized collaborative efforts to realize the nation’s objectives, aligning with Sierra Leone’s overarching developmental agenda.

He concluded by officially handing over the vehicles to the Mayor and FCC management on behalf of President Bio.

The Mayor acknowledged the fruitful collaboration with NaCSA and assured continued partnership. She expressed gratitude for the trucks and pledged their optimal use for the city’s sanitation efforts, urging Freetown residents to maintain cleanliness.

SLURC & Partners Hold Synthesis Workshop on ARISE Project

The Sierra Leone Urban Research Centre, with support from GCRF, and in partnership with Liverpool School of Tropical Medicine, Brighton University of Success, CODOHSAPA, COMAHS, and FEDURP have organized a Synthesis Workshop meeting on their Accountability and Responsiveness in Informal Settlements for Equity (ARISE ) Project, which  was held on the 15th November, 2023 at the YMCA Conference Room.

The workshop was geared towards charting major activities, events and achievements they have made over the past years. It must be noted that the ARISE Project is to span five years Project and started in 2019 after which they have been working in three Communities in Freetown, Dwarzack, Moiba and Cockle Bay.

Dr. Joseph McCarthy, Executive Director of SLURC intimated that where people live have a lot of influence or effects on their health situation adding that they have been implementing the project in those Communities because residents suffer a lot in terms of health, without sufficient data to be able to show for it which is why they try to influence policies and programs that deal with health situations.

He continued that a research they undertook is not only focusing on health but also wellbeing and accountability systems.

“It is also about how the health system and infrastructure in the country interface with community structures and how that particular connection help prevent how health care is delivered and how residents benefit from health services,” he pointed out.

The Director added that they discovered lots of issues during their research maintaining that the purpose of the meeting is for them to know how they will be able to interpret the research and know from their findings, the key learnings and issues that have been emerging, and the issues that it is already addressing.

According to him, they are also there to not only know what the key issues are that the research will be able to create but to  better influence and inform decisions  in order to improve  health services as well as the governance and activity situations.

“If we must develop as a country, no one side must be left behind. We must talk about influence. When we look at Freetown, we will see that the hills are a disadvantage to the people residing there; so many places have been left out because of how they are connected, including facilities and infrastructure. And we don’t want people to be left out because they are living in informal settlements,” Dr. McCarthy stated.

Rachel Thomas of the Liverpool School of Tropical Medicine, one of the co-leads of the ARISE project, explained that the Project is a partnership between people living in urban informal settlements, researchers and other stakeholders.

She maintained that, they are focusing mainly in four countries Sierra Leone, India, Bangladesh and Kenya working on health and wellbeing in urban informal settlements.

“Together we are collecting data, analyzing data to understand the challenges in terms of health and wellbeing and in terms of Accountability of Governance and other Stakeholders in order to help improve our wellbeing,” Rachel Thomas intimated.

She continued that together they are prioritizing challenges and developing some solutions from ways that Communities and other stakeholders can work together and to improve accountability.

Rachel revealed that they had numerous challenges in implementing the project, and how one is the COVID-19 saying that the time it struck they had just collected their first sample of data and how they had to suspend research activities to focus on relief activities.

“We did a number of activities supporting communities, preventing transmission, and also providing livelihood support. Another challenge we experienced was that the UK Aid dropped in financing the project, so we had to stop the research and focused on solidarity with the communities and progressing some activities of the communities,” she disclosed.

Rachel pointed out that one of their successes is the partnership with the Co-researchers in each of the communities adding how they   partnered with the DICOVERC and NACOVERC to ensure that messaging and their activities like vaccination were accepted and well enhanced in the communities.

According to her, another important success was the Power of Light Project with UK artists and local artists in the Dwarzack community trying to develop light sculptures that represented challenges they face in the communities and also holding a light sculpture parade to communicate those challenges.

She also informed how they raised funds to provide public lights for school children to study and for the safety of everyone especially women.

Hindolo Momoh, Spokesperson Western Rural Area, DICOVERC, said partnering with the ARISE Project was beneficial revealing how many people refused to take the COVID-19 vaccine but with the intervention of ARISE many became willing to take the vaccine, and the project also assisted community residents a lot.

The Chief of Dwarzack, Samuel J. S  Pessima, commended them for bringing the ARISE Project in their community saying it has helped them a lot in terms of their health and wellbeing and commended them for their huge support to the people in his community during the pandemic.

Jamestina Bayoh, one of the Co-researchers in Moiba Community intimated that their community has benefited a lot from the aforementioned project and how the impact has been great because no one is left out.

Group sessions and presentations climaxed the workshop.

John Obey Headman and Associates Accused of Violently Attacking Law Enforcement

Hassan Marrah, the Headman of John Obey Community in York Village, along with committee members Sieh Sesay, Ibrahim Kamara, and others, are accused of orchestrating a violent attack on bailiffs and police officers. The officers were executing a court order intended to assist the Monneh Williams family in reclaiming 176 acres of land rightfully belonging to the late Monneh Williams of Adonkia Road, Goderich in Freetown.

The incident unfolded when the bailiffs and police officers arrived at the John Obey Community to execute a High Court mandate. As they stepped onto the disputed land, they were violently attacked by individuals, including aggressive youths from within and neighboring communities. The attackers used locally-made petrol bombs, stones, bottles, and wielded machetes and knives, posing a grave threat to the law enforcement officials’ safety.

In response to the escalating danger, the police used teargas canisters to disperse the attackers and restore order.

The court rulings and Ministry of Lands, Housing, and Country Planning confirmed the Monneh Williams family as the rightful owners of the land. Marie Kargbo, the Estate Administrator, legally engaged representatives to regain possession of the property and uphold their rights.

With the trespass case in the High Court of Sierra Leone (Land & Property Division) between Marie Kargbo as Plaintiff and Charles Davie and Lamin Gbla in 2019, presided over by Justice Binneh Kamara, a ruling was issued on October 18, 2019. Justice Binneh Kamara stated, “The Plaintiff is entitled to possession of all property situated at John Obey Freetown as shown on survey plans LS2121/96 dated October 1997 and LS 1525/88 dated September 2, 1988.” The ruling included the recovery of possession of the land, damages for trespass, and an injunction restraining the Defendants from trespassing or remaining on the Plaintiff’s land.

On February 19, 2021, Justice T Barnett (JA) ruled against Aiah Moore and Amadu Mansaray, granting final judgment to the Plaintiff in the matter. The Plaintiff was declared as entitled to the property, and damages for trespass were ordered, along with an injunction against further trespassing. The court assessed the action’s cost at Le3,000,000.

Subsequently, on July 29, 2022, in the same case involving Marie Kargbo, Abdul Jalloh, and Richard Conteh, Justice SO Taylor granted the orders prayed for and struck out the counter claim. The court directed costs of Twenty Thousand New Leones to be borne by the 2nd Defendant.

Finally, on May 17, 2023, Justice A Binneh Kamara allowed the Plaintiff/Applicant to extend the validity of the Writ of Possession, with the Defendants/Respondents bearing the cost of Le2,500,000 for the application.

In a significant development, the Ministry of Lands, Housing, and Country Planning penned a crucial missive addressed to Ms. Marie Kargbo of 42 Adonkia Road, Goderich, Freetown.

The letter, dated August 28th, 2023, pertained to the contested land situated at Peninsular Road in John Obey. It specifically referenced the verdict issued by the High Court of Sierra Leone (Land and Property Division) regarding the contentious matter involving Marie Kargbo, as the Administrator of the estate of late Monneh Williams, and various other parties from the John Obey Community.

In the communication, the Ministry highlighted the High Court’s decree, affirming Marie Kargbo as the rightful claimant to the property at John Obey. The Ministry explicitly cited survey plans LS No. 2121/96 from October 1997 and LS No. 1525/88 from September 2nd, 1988, supporting Kargbo’s entitlement to the land.

Asserting its endorsement based on the court orders and evidence presented during the legal proceedings, the Ministry formally recognized Mrs. Marie Kargbo’s ownership of the described property.

The Senior Permanent Secretary, Abdul RM Foranah, assured Kargbo of the Ministry’s unwavering support, underscoring the assurance of assistance in the matter.

The missive was copied to several dignitaries, including the Honorable Minister, the Deputy Minister, and the Director of Surveys and Lands, signifying the importance and gravity of the decision conveyed in the communication.

Authorities have initiated arrests related to the violent attack, and ongoing investigations aim to bring those responsible to justice.

German Government Commits €37 Million in Assistance to Sierra Leone

The German Government has pledged to support the country with 37 Million Euros to implement different projects in the country in different sectors. This pledge was made during a two-day bilateral negotiation on development cooperation, marking the revival of a 32-year hiatus in dialogue.  The disclosure was done at the Ministry of Planning and Economic Development Conference Room on the 14th November, 2023.

The negotiation focused on key areas:  Sustainable Economic Development, Training & Employment; Health, Social Protection, Population Policy; & Global/Regional Programs: Energy and Regional Resource Governance, among other new areas of intervention. Technical discussions preceded the bilateral talks between a German Embassy team and the Sector MDAs led by MoPED.

The negotiations culminated in a cooperation agreement signing, in the presence of the Press at the Conference Hall (MoPED) establishing the platform for German support.

The Minister of Planning and Economic Development, Madam Kenyeh Barlay, commended the German Government for the assistances they have provided over the years in different sectors of the country.

“We recognize that this protocol we have just signed will continue in the trend of aligning your developmental interventions with the national agenda. You have now being briefed about the Big Five Game Changers and I am confident that you will continue to support our development agenda,” she expressed optimism.

She disclosed how they have deliberated for two days on a protocol that is finally acceptable to all in the areas of economic development, training and employment, health, social protection amongst others.

“We also discussed the growing goal of Sierra Leone in the area of regional and global peace through its commitment to regional and also the country’s 2 years appointment as a Non-Permanent member in the UN Security Council,” the Minister intimated the Press.

“In this regard we look forward to working with the Federal Republic of Germany on global peace and security,” she continued.

Madam Kenyeh concluded by commending the Government of Germany and the Minister of Labor and other members of the various Ministries, Departments and Agencies for their presence and inputs.

Christoph Rauh, Africa Director of the Federal Ministry of Economic Cooperation and Development, representing  the Federal Republic of Germany said it is a pleasure to have such a negotiation with them bordering on a two years  a cooperation. According to him this is a new start of the two countries bilateral cooperation saying in the past it was on a regional basis.

“The money we pledged is taxpayers’ money and it is a solid basis for continuing existing cooperation,” he asserted.

He expressed delight that the pledge will cover certain areas like vocational training, helping to create employment for people in poor areas in the country, construction of feeder roads, support to the value chain in the agricultural sector.

The Africa Director assured that they will remain active in the health sector, and the traditional areas of cooperation between the two countries further emphasize that the cooperation must remain flexible.

Christoph pointed out that they also discussed new ideas which they will take on board in their future Cooperation which, according to him, are renewable energy, saying they will think of integrating it in a future Cooperation.

He commended the Sierra Leone team for their tremendous cooperation, adding that he is overwhelmed with the presence of other officials of Ministries, Departments and Agencies.

Public Outcry Over Government’s Escalating Overseas Travel Expenses

The Government’s expenditure on overseas travel has soared, causing alarm among the public amidst heightened tax rates in Sierra Leone, as per the recent Annual Financial Statement. The surge in spending, notably led by President Julius Maada Bio, has continued unabated into his second term, prompting concerns over the country’s financial management.

The Finance Acts of 2023 and 2024 have enforced higher taxes on essential goods, while Government spending on travel has spiked significantly. Reports indicate that in 2022, the Bio administration expended a staggering Le87 billion on overseas travel, marking a 20% surge from the Le24.71 billion spent the previous year.

In contrast, the figures from 2020 and 2019 reveal a shift. In 2020, the Government’s expenditure on overseas travel was Le27.48 billion, down from Le40.43 billion in 2019. These numbers are worrisome against the backdrop of global inflation, as citizens navigate increased financial burdens. Yet, there seems to be no slowdown in Government spending, particularly on travel.

During a recent address to Parliament on the Budget, Finance Minister, Ahmed Fantamadi Bangura, expressed apprehension over the escalating Government expenditure. He stressed the urgent need for a balanced approach between revenue generation and managing expenses to reduce the budget deficit and minimize Government borrowing from the banking sector.

Bangura emphasized that enhancing fiscal discipline could create room for increased spending on Governmental priorities. Achieving this equilibrium, he highlighted, requires concerted efforts to boost domestic revenue and prudently control Government expenses.

Paramount Expresses Remorse Before Justice Momoh-Jah Stevens Commission of Inquiry

Justice Alhaji Mohamed Momoh-Jah Stevens, Judge of the Court of Appeal at Guma Building, in Freetown, initiated an investigation into allegations of incitement and breaches of ethics involving Paramount Chief Alimamy Bockarie Yellan Koroma of Dansogoia Chiefdom, Tonkolili District.

PC Alimamy Bockarie Yellan Koroma, suspended by Minister Tamba J.S. Lamina on August 7th, 2023, made his initial appearance before the President’s Commission of Inquiry on November 8th, 2023.

Representing the State, Lawyers E. Sarkoh and T.J. Freeman addressed the inquiry. Paramount Chief Alimamy B.Y. Koroma acknowledged being aware of the need for legal representation but opted against it.

Lawyer Sarkoh clarified that the inquiry focused on allegations against the Paramount Chief, emphasizing the appointment of a Secretariat and the formal gazetting of the inquiry.

A sworn official from the Government Printing Department, Alishia Lebbie, attested to the publication of the Gazette pertaining to the inquiry.

Justice Momoh-Jah Stevens, the Sole Commissioner, elucidated that the Commission investigates allegations of Incitement, Breach of Ethics, Self-Regulation, and Gross Misconduct. He affirmed the impartial conduct of the inquiry.

On his second appearance, Paramount Chief Alimamy B.Y. Koroma admitted guilt to all charges leveled by the State. He expressed profound apologies to President Julius Maada Bio, the Government, Dansogoia Chiefdom, and Justice Alhaji Momoh-Jah Stevens for his “unfortunate behavior.”

The inquiry concludes, and Justice Alhaji Momoh-Jah Stevens will present his Report to the President, who will decide on the recommendations in the Report.
