Vice President Reveals $480 Million MCC Grant Plan to Tackle Energy Challenges

In an exclusive interview with AYV TV , the Vice President of Sierra Leone, Dr. Juldeh Jalloh, detailed the country’s  strides in the Millennium Challenge Corporation (MCC) initiatives. Highlighting the nation’s significant progress, Dr. Juldeh Jalloh emphasized the critical advancements in modernizing the country’s electricity infrastructure.

He revealed that the MCC has approved a comprehensive program to construct modern transmission and distribution lines, aiming to enhance the generation and nationwide distribution of electricity. Additionally, there is a concerted effort to modernize the Electricity Distribution and Supply Authority (EDSA) to improve its operational efficiency, including better sales of electricity and improved payment collection, which will help reduce technical and commercial losses.

Since 2018, the Sierra Leonean Government has been actively overseeing MCC projects, with Dr. Jalloh at the helm of the $42 million threshold program. According to him, he chairs the Unit responsible for managing MCC’s activities and played a key role in developing the compact, ensuring robust governance structures and securing the program’s approval. He reassured that the implementation of the compact will be carried out efficiently over the next five years under Government supervision.

Dr. Juldeh Jalloh expressed pride in Sierra Leone’s record-setting achievement in developing the compact, noting the country’s ability to anticipate and address challenges by learning from countries like Senegal and Ghana. Impressively, Sierra Leone developed the compact without external consultants, relying instead on internal expertise, he said with pride.

The Vice President recounted his proactive lobbying efforts in Washington D.C., which were instrumental in securing the compact. He emphasized the compact’s importance for Sierra Leone’s economic development, stating that it will unlock the country’s economic potential. The successful lobbying led to a commitment to the compact, which was subsequently awarded the following year, he maintained.

From what he divulged, the Government plans to allocate approximately $226 million to the transmission backbone project, $128 million to distribution and access, $50 million to power sector reform, $72 million to program administration and control, and $7 million to monitoring and evaluation, all under the MCC Compact Program aimed at addressing the country’s energy challenges.

Dr. Jalloh has been appointed Chairman of the Board supervising the implementation of the $480 million grant from the United States Government, pending Congressional approval. The MCC Board of Directors approved the grant investments, recognizing Sierra Leone’s progress in implementing the Agreement for National Unity and the impending finalization of the draft Electoral Review Committee report.

“This is a momentous occasion and a tangible step towards transforming Sierra Leone’s energy sector and ensuring our people will have access to reliable and affordable power. It will accelerate private sector development and sustainable economic development,” Dr. Juldeh Jalloh tweeted.

The $480 million investment signifies the MCC Board’s acknowledgment of Sierra Leone’s advancements and commitment to national unity, paving the way for substantial improvements in the country’s energy sector.

The distribution kicked off in Kangama and Koindu, reflecting Orange SL’s commitment to supporting education through access to Information Communication, Technology (ICT). Each school kit includes essential tools such as laptop computers, smart projectors, Raspberry Pi units, power banks, JBL Bluetooth speakers, Android tablets, and more. Solar panel kits are also provided for schools without electricity.

Sekou Amadou Bah, CEO of Orange SL, emphasized the importance of digital literacy in primary education, stating, “This initiative is a significant step towards enhancing digital literacy for pupils and resonates with Orange’s commitment to supporting Education.”

Since its inception in 2022/23, Orange has already donated 20 kits to primary schools, benefiting over 3,000 pupils. This year alone, more than 600 pupils across the country will benefit from these kits. The first phase includes schools like Roman Catholic Primary School in Koindu and Kailahun District Education Committee Primary School in Kangama, East Kailahun.

Minister Salima Monorma Bah of the Ministry of Communication, Technology and Innovation, together with Sekou Amadou Bah, will oversee the first phase distribution, with plans for additional donations to be made to other primary schools in the coming months.

The initiative, which began in 2022/23, has seen Orange already donating 20 kits to 20 schools thereby providing access to more than 3000 pupils in primary schools. This year, over 600 pupils will benefit from these kits.

Chief Minister Unveils Vult, the Ultimate Digital Wallet for Secure Transactions

Metro Cable SL Ltd, a leading open-access Fiber-to-the-Home infrastructure company, digital wallet ,known as Vult,  designed to enhance online transactions, money transfers and bill payments was launched by the Chief Minister, who also doubles as the country’s Chief Innovation Officer,  Dr David Monina Sengeh. The launch event took place on Friday June 28, 2024 at the company’s Head Office on 37 Wilkinson Road, marking a significant milestone in the business entity’s journey to provide secure and convenient digital financial services. The groundbreaking digital wallet solution is aimed at transforming financial services in Sierra Leone.

According to an official of Metro Cable SL Ltd, Vult is a digital wallet that caters to both individuals and businesses, providing a seamless experience for handling online payments. He revealed that the platform supports a wide range of payment methods, including credit and debit cards, prepaid cards and mobile payments adding that it also offers an innovative app that facilitates seamless transactions, robust security and unparalleled convenience on a user-friendly platform.

He went on to highlight how Vult provides both virtual cards for online shopping and physical debit cards for everyday use, ensuring secure, convenient and versatile payment options.

Also disclosed was that the innovative solution is part of the Bank of Sierra Leone Sandbox program, guaranteeing its compliance with the Central Bank’s regulations and policies designed to safeguard customers’ interests.

“By integrating Vult into its service offerings, Metro Cable SL Ltd aims to empower users with a feature-rich and secure digital wallet that meets the evolving needs of the digital age,” the company’s official intimated.

In his keynote address during the launch, the Chief Minister, Dr. David Moinina Sengeh, expressed gratitude for the opportunity to speak and introduce their intention to discuss the intersection of Government actions, technology and its significance in Sierra Leone. He shared an experience about the Minister of Communication’s recent trip to Koindu, highlighting a situation where local knowledge was initially preferred over technology for navigation, but technology ultimately proved more accurate.

Expanding on the theme, the Chief Minister recounted a personal experience in Kenya where reliance on Google Maps led them to the wrong destination due to elevation differences stating that the stories illustrate the necessity of combining technology with human critical thinking and local knowledge for effective decision-making. He argued that technology alone is not infallible and must be complemented by human input.

The Chief Minister spoke about the recent launch of Starlink in Sierra Leone, making it the hundredth country to adopt that service. He addressed concerns among local telecom operators about potential business impacts, reassuring them that Starlink has not displaced any mobile network operators in other countries but instead improves connectivity in previously underserved areas, which can drive demand for mobile services and foster partnerships between telecoms and Starlink.

He emphasized the transformative potential of enhanced connectivity, supported by a new $50 million investment in fiber infrastructure. The Chief Minister stressed that this improved connectivity will revolutionize service delivery in Sierra Leone. He also highlighted  the importance of shaping these technological advancements with appropriate policies and regulations to maximize their positive impact on society.

He underscored the impact of these innovations on financial inclusion, particularly benefiting women and small enterprises furthering that laws like the GEWE Act and the Land Rights Act have revolutionized access to financial services, enabling women to obtain loans and other financial products more easily. The Chief Minister emphasized that these legal changes are critical in transforming the economic lives of women and thereby lifting the entire country.

He also mentioned the challenges faced by creatives and startups in the past, particularly the difficulty in accessing financial services and making digital payments. However, he said, the advent of mobile money and other fintech solutions has started to alleviate those issues, making it easier for people to save, invest and pay for services digitally stressing how there has been a shift from a cash-heavy society to one embracing digital financial services.

Dr David Moinina Sengeh commended the efforts of the team at Vult for their contributions to financial inclusion saying Vult’s focus on women, SMEs and inclusion aligns with the broader goal of radical financial inclusion.

He expressed optimism about the future, recognizing the unique opportunities within Sierra Leone’s expanding digital infrastructure and supportive policies and encouraged continued innovation and participation from young people, entrepreneurs and creatives.

The Minister of Communications, Technology and Innovation, Salima Bah, expressed excitement for the progress and potential of Sierra Leone in the tech and innovation sector also highlighting the significance of the Ministry’s recent convening of a Tech Summit that showcased the innovative capabilities of over 4000 young innovators in the country. She stated that the event served as evidence that Sierra Leone is ready to position itself as a leader in the tech industry, despite skepticism from some quarters.

She emphasized the substantial investments made by the Government and private sector to develop the necessary infrastructure key initiatives that include the installation of fiber cables, which have significantly improved network infrastructure and extended internet access to 14 out of 16 districts. She said this expansion is considered a basic human right, and private sector partners have played a crucial role in achieving that goal.

She dilated on the importance of financial inclusion, noting the rollout of mobile money services as a transformative development for Sierra Leone stating that such has made financial services more accessible and convenient, reducing the reliance on cash transactions.

The Minister  said the introduction of digital wallets, developed locally, is a significant step toward integrating Sierra Leone into the global financial system and moving towards a cashless economy.

She concluded by underscoring the Government’s role in creating a conducive environment for private sector innovation rather than doing everything themselves.

The C Technology and Innovation Minister expressed optimism about the future, inviting more private sector participation and creativity in the tech space, reiterating the positive impacts such will have on various sectors of the economy.

Chairman and CEO of Zoodlabs,, Davar Fazaeli, in his statement emphasized that their aim extends beyond profitability to positively impact lives. He highlighted that empowering Sierra Leone and realizing the potential of its educated population is a collective responsibility,  urging the private sector and other key stakeholders to collaborate in achieving that vision.

Chairman of the Parliamentary Oversight Committee on Communications & Technology, Hon. Boston Munda, expressed his enthusiasm for being part of the program.

NCRA Extends ID Card Issuance Deadline to December 31, 2024

The National Civil Registration Authority (NCRA), in collaboration with the Sierra Leone Police and the Office of National Security, has on Friday June 27, 2024 announced an extension for obtaining National, ECOWAS and Non-National ID Cards. The new deadline is now December 31, 2024, providing the general public additional time to acquire their identification cards.

This extension aligns with a Cabinet Directive ratified by Parliament in March 2022, which mandates the linkage of the National Identification Number (NIN) on ID Cards for accessing various services, including:

  1. a) transactions with Financial Institutions (Banks, Forex Bureau, Insurance, etc)
    b) Vehicle Registration and licensing
    c) Recruitment into Public and Private Institutions for consistency in personal information
    d) NASSIT Enrolment
    e) Land and Property Registration
    f) Enrolment into Educational Institutions including Public Exams
    g) Sim Card Registration
    h) Vital Events Registration (Birth, Death, Marriage, Divorce, Adoption etc)
    i) Immigration Services, Resident/Work Permits i Business Registration and Incorporation

    Residents are encouraged to obtain their ID Cards from NCRA Offices or designated centers across the country against December 31, 2024, between 08:30 am and 17:30 pm, Monday to Friday. The National and Non-National ID Cards are mandatory, while the ECOWAS ID Card is optional.

    The NCRA and the Security Sector will conduct routine checks to ensure reliable identification. Foreign residents must obtain their Non-National Identity Cards as required by law. These Biometric National Identity Cards are crucial for personal security and access to essential services, featuring an advanced ID verification system.

Iconic TV Presenter Stella Bangura Returns with Third Season of “On The Spot With Stella”

Stella Bangura, a former beauty queen and renowned media, communication and branding professional, has announced her comeback with the third season of her popular talk show, “On The Spot With Stella.” This announcement follows months of anticipation and headlines in major Sierra Leonean newspapers. The iconic TV presenter is collaborating with local broadcasters, marking a significant return to the screens after a break of over two years.

In a social media post, Stella Bangura revealed her partnerships with major media houses including the Sierra Leone Broadcasting Corporation (SLBC), Star Television and SLIK TV, among others. These collaborations will bring the third season of “On The Spot With Stella” to local audiences. The new season, which includes 26 to 27 episodes, will feature content from the UAE, France, Belgium and Sierra Leone.

“Viewers should expect our usual high-quality, engaging and timeless content that sets us apart,” Stella Bangura said during an interview. She disclosed that the second season ended in late 2021 and she has since been off the screen. During her break, she focused on developing her talk show and business activities, pursued a Master’s program and frequently appeared on the BBC’s “Business Matters,” where she offered a Sierra Leonean perspective on global issues.

“These past two years have been both incredibly busy and fascinating for me,” she shared. “After a much-needed rest, I embarked on pursuing a Master’s program and resumed production for the new season of my talk show.”

The third season of “On The Spot With Stella” is currently airing in Nigeria on TEN URBAN TV Channel 135 on Startimes and NIGEZIE XTREME on Startimes Channel 427.

Ministry of Health Launches Nationwide Measles Rubella Vaccination Campaign

The Ministry of Health has officially launched the Measles Rubella Vaccination campaign, aimed at protecting children from the highly infectious disease. The landmark event took place on June 28, 2024 at Family Kingdom in Aberdeen, Freetown.

Dr. Austin Demby, the Minister of Health, emphasized the importance of the vaccination, urging parents to ensure their children receive the vaccine. Sharing a personal story, Dr. Demby recounted how his niece became deaf due to a measles infection, highlighting the severe consequences of the disease. He reiterated the existence of laws mandating vaccination and affirmed that it is every child’s right to be vaccinated.

“These children’s lives matter,” Dr. Demby stated. “Measles is a killer and can leave a lasting impact on its victims. Vaccination is crucial to preventing these outcomes.”

Dr. Desmond Maada Kangbai, Program Manager for the Expanded Programme on Immunization (EPI), provided an overview of the event. He explained that the initiative to launch the Measles Rubella Vaccination campaign began two years ago in response to sporadic cases of the disease. In 2024, an increase in reported cases underscored the urgency of the campaign.

“We are starting the vaccination campaign immediately, not only in Freetown but across all 16 districts in the country,” Dr. Desmond Maada Kangbai announced. “The health of our children is paramount and the recent surge in measles cases poses a significant threat to their well-being.”

Evans Majani Liyosi, the Resident Coordinator of the World Health Organization (WHO), praised the launch as a critical step in combating diseases affecting children. He stressed that investing in preventive measures like vaccination would significantly improve child health and reaffirmed the WHO’s commitment to supporting the Government’s efforts.

UNICEF Country Representative, Rudolph Schwenk, highlighted the extensive resources required for the campaign. He revealed that thousands of frontline vaccinators would be involved in the project, necessitating significant financial and technical support. Rudolph Schwenk noted that more than $1 million worth of measles vaccines from the Global Alliance for Vaccines and UNICEF have been provided to complement the Government’s efforts.

Chief Medical Officer, Dr. Sattie Kenneh, emphasized the need to educate the public on the importance of vaccination. “We must explain why we are vaccinating children and the difference between vaccination and immunization,” he said. Dr. Sattie Kenneh also highlighted the introduction of a second vaccine dose and the administration of Vitamin A supplements for children aged six to fifteen years.

The launch of the Measles Rubella Vaccination campaign, it was underscored, marks a significant step in safeguarding the health of Sierra Leone’s children, ensuring a brighter and healthier future for the nation’s youngest citizens.

MCC Approves $480 Million Energy Sector Investment in Sierra Leone

The Millennium Challenge Corporation (MCC) Board of Directors has on Wednesday June 26, 2024 approved a substantial $480 million compact grant for investments in Sierra Leone’s energy sector.

President Dr. Julius Maada Bio expressed his excitement over the MCC’s decision, stating, “I am thrilled that the Millennium Challenge Corporation (MCC) Board of Directors approved the $480 million investment for Sierra Leone’s Energy Compact. This significant investment in our country’s energy sector will undoubtedly have a positive impact on the lives of citizens. It also reinforces our commitment to promoting good governance and sustainable development.” He extended his profound gratitude to the MCC Board of Directors for their belief in Sierra Leone.

Vice President, Dr. Mohamed Juldeh Jalloh, who has been overseeing the Sierra Leone Compact Development Unit, also shared his enthusiasm. “This is a momentous occasion and a tangible step towards transforming Sierra Leone’s energy sector and ensuring our people will have access to reliable and affordable power. It will accelerate private sector development and sustainable economic growth,” he tweeted on X.

The MCC’s approval of the $480 million investment reflects recognition of Sierra Leone’s progress in implementing the Agreement for National Unity, including advancements such as the draft Electoral Review Committee report, which is expected to be finalized and published soon.

The compact aims to improve the availability of affordable and reliable electricity, addressing the needs of households, businesses and social institutions. In Sierra Leone, where 70 percent of the population lacks access to electricity, this investment is crucial for delivering affordable energy to 4.6 million people.

The decision to approve the compact underscores the MCC’s mission to spark economic growth, reduce global poverty, promote democracy and directly benefit people in need. The $480 million Energy Compact is expected to bring transformational changes by expanding and strengthening the national transmission backbone, increasing access to electricity in major towns, and enhancing the sector’s financial viability through governance reforms and institutional strengthening.

This milestone follows successful negotiations held in May 2024 in Washington, DC, led by Sierra Leone’s Minister of Finance, which ensured alignment with the prevailing challenges in the energy sector. Upon signing, Sierra Leone’s Energy Compact will become one of the largest per capita investments in the sub-region by the MCC.

President Bio highlighted the significance of this investment, stating, “The Energy Compact is a significant investment in our country’s future, ensuring that our citizens have access to affordable and reliable power to drive economic growth and opportunity. This approval paves the way for a transformative partnership between Sierra Leone and the United States. I commend all those who have worked tirelessly to make this milestone a reality.”

The compact is expected to be signed soon, marking a deepened partnership between the Republic of Sierra Leone and the United States, committed to supporting Sierra Leone’s economic development.

He emphasized the necessity of continued professional development and collaboration, particularly in light of technological advancements such as Artificial Intelligence.

The NP Group Executive Chairman stressed that engineering is fundamental to the sustainable progress of any country, encouraging engineers to integrate knowledge from other disciplines to enhance their impact. He highlighted how engineering plays a pivotal role in improving the quality of life by using knowledge, skills, and creativity to design, build, and maintain essential systems and technologies. According to him, the incorporation of innovative ideas could enhance productivity, sustainability, efficiency, and effectiveness in service delivery.

Held at the New Brookfields Hotel in Freetown, the event themed “Contemporary Approaches to Engineering Education and Practices” gathered engineers from across Sub-Saharan Africa, including Liberia, The Gambia, and Kenya.

The symposium, which occurs every four years, aims to induct new members into the engineering profession and promote discussions on the latest trends and practices. This year’s event focused on engineering’s significant impact on societal development and the importance of continuous learning within the field.

Gerjawi underscored the importance of such gatherings, stating, “These events are crucial as they help engineers understand the relevance of their profession and how it can be used as a problem-solving tool in society.” He highlighted that engineering is fundamental to sustainable national progress and encouraged engineers to integrate interdisciplinary knowledge to enhance their impact.
