As it Continues to Contribute to Socio-Economic Development… NP-SL Always Stands by the Side of Sierra Leoneans in Good and Bad Times

By Amin Kef Sesay

The National Petroleum  Sierra Leone Limited (NP-SL Ltd) has once again demonstrated that it is a very compassionate (Kombra) company that is always ready and willing to support Government’s efforts in effecting positive interventions during good and bad times. At this crucial stage when the country is fighting tooth and nail to contain the spread of the deadly Coronavirus that is currently decimating developed as well as developing nations, the company wasted no time but to offer the huge sum of one billion Leones to the Government and People of Sierra Leone in order to scale up the fight against a very dreadful enemy.

Just recently, on Thursday 2nd April, 2020 the petroleum marketing giant in the country donated one Billion Leones to the Covid-19 Fund. The cheque was received on behalf of the SLPP led Government by the Chief Minister, Professor David Francis. Indeed, this was no mean offer or gesture to the Government and People of this country to scale up the containment of the spread of the killer virus and it is expected that it will go a long way to make the Government financially solvent to give all the needed necessary support to health workers as well as assist in the procurement of basic medical equipment.

Indisputably, NP-SL Ltd stands tall as the leading petroleum marketing company in the country, well renowned for its customer care posture. The Shareholders and Management of the company do place high premium on customer care as they are very mindful of the fact that with a large customer base the company will not survive very challenging times. It was against this backdrop that the owners of the company decided to invest hugely in importing state of the art calibrated pumping machines which are installed at its various Filling Stations highly capable of pumping the exact amount of fuel, petrol or diesel, and at the same time display the prices. What this means is that the company’s esteemed customers derive utmost satisfaction as they know they are getting back their money’s worth. In other words, these machines are helping in dispelling the presumption that customers are being cheated whenever they purchase fuel by getting less for what they are paying for.

To again give its customers the best device for cooking purposes, the shareholders and Management thought it fit to introduce NP Gas which is manufactured in different cylinder sizes and powered by gas which is marketed by the company. According to a thorough investigation mounted by this medium it was uncovered that NP Gas is environmentally friendly, very portable and safe for domestic use. They could be secured at the company’s different Filling Stations right across the country.

Along the same line of giving their customers utmost satisfaction and make life somehow comfortable for them, the company also introduced NP Smart Card which is also a memory chip that could be used to purchase fuel. As long as the card is loaded with money, a customer could easily procure the amount of fuel required. It is indeed a latest way of transacting business, preventing a customer from the hassle of having to rush to the bank to withdraw funds especially on a Friday evening just for the purpose of securing fuel to last over the weekend. This has been described as the most convenient way of purchasing fuel as it saves time and is very secure.

When it comes to the full implementation of the country’s Local Content Policy NP-SL has been well commended for honoring it to the fullest. The company is strictly adhering to an internal policy of giving employment preference to Sierra Leoneans except otherwise. This 100% indigenous company considers Sierra Leoneans first when it comes to offering jobs and that has considerably contributed towards poverty reduction and in helping to boost the morale and profile of the company.

It can be stated with all amount of certainty that NP-SL is one of the few indigenous companies that has successfully opened branches in Guinea, Liberia, Ivory Coast and The Gambia and all of these branches are doing extremely well within the same ambit of its modus operandi. In all these countries the company is timely paying huge taxes to the Governments and such is putting those political entities at vantage positions to fund certain development projects.

It can be safely concluded that NP-SL is indeed greatly contributing towards the socio-economic development of the various countries where it is soundly operating.

The Homily of Hostility and Hope – Hammered by One Hip-Hop Intellectual (Corona Virus Pandemic)

Covid-19

By Paul A. Conteh

First, Europeans invaded our land. They captured us as slaves, exploited our resources, eroded our culture, and instituted a colonial system of governance. After independence from the United Kingdom, we thought our chance to build a better society was here. Sadly, that dream was shattered by a barbaric dictatorship. Next, we suffered civil war for 10 years. Later, an Ebola outbreak ravaged our country. This killer disease consumed lives, lines and legacies. To our greatest surprise, the twin disaster was on its way. The mudslide and flooding of August 2017 perished households around the water catchment areas of Mount Sugar Loaf. It took us back to square one. With this background, you wonder if life is worth living (for the ordinary Sierra Leonean), as Tupac blasted himself in the Changes.

The Sierra Leone story has segments of sorry wrapped around it. Ice Cube clearly stated in the rap biopic, Straight Outta Compton – “our arts is a reflection of our reality”. The history of Sierra Leone is scrambled around these ugly realities. This is something we as a people cannot erase, but just live with it. Amid these harsh realities, we have constantly shown response, reaction, and resilience.

Fast forward – Prezo Bio declared 2020 as “the year of delivery” from his Government. This statement by Prezo Bio is parallel to J.Cole’s poetic genius in Middle Child.  He has chanted this policy statement in public gatherings and cabinet meetings. We as citizens watch in anticipation for the goodies of greatness to come down falling on us. Well, here we go! The global Corona Virus pandemic is threatening to stall development drives. The signs of hostility from this satanic agent are visible in Mama Salone. One is left to ponder on this question from Black Eyed Peas “what is wrong with the world, mama?”

The rulers of Mama Salone have asked us to practice individualism; they have deployed 2 weeks of quarantine for people from nations that have over 50 numbers of Covid-19 infection; they have stopped the tic-tac of scientific birds from our air space; they have placed a temporal pause on the houses where the teachings from the Christ and Holy Prophet are studied and they have given closure date to the campuses of the Athens of West Africa. The spots that provide food, family-time, fashion shows, and fantasy clusters have been slammed with indefinite measures. The good news – people are complying with these trends.  Even with this positive vibe – “dis tin don really monah wi oh”, as Kao Denero rapped fifteen years ago.

Walk down the streets of Freetown, you feel the impact of this horrible outbreak. The prices of commodities are heading heaven high; the free flow of information is distorted by corona cry; the bonding religion offers is ceased, and people are losing jobs like breeze. The banks and bureaus have seen a drop in money transfer into Sierra Leone. The western world is on lockdown! The people who send money into Sierra Leone cannot leave their houses, cannot go to work,  cannot make additional income and are saving for any eventual economic catastrophe…And the struggles of the brothers and the folks, as rapper Common, expressed in The People.

Kendrick Lamar shared his story in “I” soundtrack. He went through his struggles, trials, and tribulations. But he knew God is going to sail him.

In the case of Sierra Leone, we are going to resist this plague. The other countries will defeat this viral venom. And the planet is going to return to the pathway of prosperity. Twista gave us great words of encouragement in Hopeful. The fortunes of this country would change from Jazzy to Jay-Z. The former was this young kid from Brooklyn selling dope. The latter is a billion-dollar worth, Grammy award-winning rapper.

At the end of the day, we are going to join The Game, Tyga, Wiz Khalifa, Lil Wayne & Chris Brown for a celebration. Right now, we need to heed to the advice of Nas – stay Sabali (Patience).

Jack Ma & Alibaba Foundations Donate Medical Equipment

By Foday Moriba Conteh

On April 1st, 2020, the Ministry of Health and Sanitation displayed donated medical equipment by both Jack Ma and Alibaba Foundations in China. The ceremony was graced by the Chinese Ambassador HU Zhangliang, the Hon. Minister of Health and Sanitation Dr. Alpha T. Wurie, the Hon. Ambassador Hu commended both the Jack Ma and Alibaba Foundations for their generosity. The Ambassador said the donation vividly reflects the Chinese positive attitude in building a community with a shared future for mankind as advocated for by H.E. President Xi Jinping and the friendly sentiments of the Chinese people towards their African brothers and sisters. He said, under the staunch leadership of H.E. President Xi Jinping, the pandemic had been basically kept under control and the situation keeps turning for the better in China.

“China’s resolute measures and huge sacrifices are contributing in combating the virus in other countries,” he disclosed adding that China’s experience will be demonstrated through strong leadership highlighting how social mobilization, concerted national efforts and rigorous measures are key to the success in combating COVID-19.

Ambassador HU said just as H.E. President Xi Jinping pointed out in his speech at the recent Extraordinary G20 Leaders’ Summit, “Major infectious disease is the enemy of all.”

He said: “The community of nations must move swiftly to stem the spread of the virus.” The Ambassador commended H.E. President Julius Maada Bio and his Government for demonstrating strong leadership to combat COVID-19.

The Ambassador emphasized that what the world needs now is solidarity and cooperation rather than accusation or stigmatization. He stressed that the acts of certain people in terms of distorting facts, calling black white and viciously attacking China were repugnant, despicable and totally unacceptable. He said he believes that through hard work and concerted efforts, the pandemic will be defeated.

On behalf of H.E. President Julius Maada Bio and the Sierra Leonean Government, the Minster of Health, Prof Alpha Wurie thanked Jack Ma Foundation, Alibaba Foundation and the Chinese people for their prompt support. He highlighted that China is always one of the most reliable partners of Sierra Leone adding that on March 31, the first positive COVID-19 case was registered in this country. He noted that at this crucial moment, these items would significantly enhance the capacity and confidence of the Sierra Leonean Government in facing the challenges.

Dr. Liyosi, the Country Director of WHO and Dr. Taal, the Country Director of WFP also spoke highly of the donation and appealed to the international community to work together.

Dr. Staneala M. Beckley

Dr. Staneala M. Beckley, the Chairperson of the Teaching Service Commission (TSC),  on the 1st April 2020 asserted that teachers are the best asset in the country and assured that untrained and unqualified teachers would not be neglected as a lot of them are serving in most parts of the country.

She articulated that they want to change the narrative, minds and disposition of the pubic to influence decision-making and support the Free Quality Education, that the TSC has come a long way highlighting the recruitment of staff, establishment of offices in all 16 districts, that they are proud of the work done so far and that the TCS has taken over the key functions from the Ministry of Basic and Senior Secondary Education like teacher management, payroll and finance, monitoring, supervision and movement of teachers.

She made the statement at the conference room of the TSC on Pricilla Street in Freetown in the presence of various stakeholders including representatives of the Sierra Leone Teachers’ Union, the Conference of Principals of Secondary Schools, the Head Teachers’ Council, Civil Society Organizations, the Ministry of Basic and Senior Secondary Education, the media and other stakeholders as partners discuss pertinent issues affecting teachers.

“Registration and Licensing of Teachers, Teacher Management and Performance, Corporate Services are some of the departments in the TCS,” she informed reiterating that teachers play a key role in the development of any country but stressed that the TSC wants quality teachers to increase the performable of pupils in public examinations observing that it is a long and difficult journey and disclosed plans to invite the media to various parts of the country to assess the situation of teachers on the ground.

She further enlightened that there are 33,000 teachers on Government payroll, a number that would further increase to respond to the needs of the Free Quality Education, that some teachers are doing well in spite of the challenges, that a pilot study has been conducted to license trained and qualified teachers that has been approved by Parliament.

On teacher development performance, the chairperson said teachers would be sensitized about what is expected of them, that teachers are the best asset in Sierra Leone, that teachers are part of Government’s vision and welfare, that the TSC would leave no stone unturned to realize that vision and affirmed that Sierra Leone still has remnants of its past glory stressing that they would not do away with untrained and unqualified teachers adding that the TSC does not want a concentration of trained and qualified teachers in urban areas.

Residents of Lunsar Appeal for a Review of Termination of  Operations of S L Mining

By Hassan Bruz – Northern Bureau Chief

In a latest development, residents of Lunsar in the Northern District of Port Loko have called on the Government to review a decision by the Government of Sierra Leone to terminate the operations of SL Mining. This move on the review of the decision is anchored on a couple of concerns ranging from the dare need for gainful employment to the desire for a standard condition of living for the inhabitants of Marampa Chiefdom and the District of Port Loko as a whole.

It would be recalled that the Attorney General and Minister of Justice together with the Director General of the National Minerals Agency were in Lunsar recently to deliver what they claimed to be a message from the Sierra Leone Government. It was such a marathon message that dived into the academic background, professional qualifications and work experience of the Messengers. They however zeroed with the disclosure that SL Mining will never again be allowed to carry on with the Mining of Iron Ore at the Marampa.

Those who were privileged to attend the meeting, got bewildered when the Attorney General and Minister of Justice went further to outline the levels of untrustworthiness of the Management of SL –Mining. As buttressed by the Director General of the National Mineral Agency, SL –Mining is recalcitrant in adhering to the rules and regulations of the Agency and even lacks the financial capability to continue with the operations. A particular reference was made to the inability to honor its Corporate Social Responsibility.

This does not only baffled the audience, but also left many people in total disbelief. Mr. Shaka Muntha Kamara is the Secretary General to the Land Owners Association in Lunsar. He said on behalf of his Association, SL – Mining is undoubtedly the best Mining Company that has ever operated in the Marampa Mines. He cited the situation in which this Company has had cause to offset all arrears left behind by previous Mining Companies. He said the Company also doubled the Surface Rent in addition to a lot of other benefits accorded to communities situated along the Concession Areas.

This appeared to be the general belief of the people of Lunsar in particular and Marampa Chiefdom as a whole. Many of those who were closely following the impasse between SL Mining and the Government of Sierra Leone do longed for a situation through which the issue would have been resolved amicably. In fact that was the speculation people had when the announcement for the meeting was done. Most of them went on the rumor that the opposing parties had resolved their differences and that the company was going to be okayed to resume mining operations at the Marampa Mines. They therefore became dumbfounded when the Attorney General and the Director General announced the termination of the company.

Apart from the thousands of people that were gainfully employed by the SL Mining Company and who will now be relieved from work, there is also the concern of several others ,who despite the fact that they were not employed by the company yet they were able to ‘make ends meet’ because SL Mining was operational.

Mrs. Hawa Villa Kabia of the Marampa Women’s Union, Madam Salamatu Mansaray – the Chairlady of the Lunsar Women Traders and Ibrahim Sulaiman Kabia are amongst the scores of those highly perturbed by the decision of Government. They said in an interview that they are so much shattered that they would want His Excellency – President Bio to review the decision.

This view was equally entertained by the Youth Leader – Mr. Frank G. Conteh and quite a lot of other able bodied persons.

According to the Land Owners, the situation is becoming very much unbearable. The Elders of the Land Owners Association disclosed how they have written a letter to the President for him to review the decision and allow SL Mining to continue its operations. Many almost burst into tears while explaining their disappointment. They spoke of their ‘Surface Rent’ which used to be paid in March each year. They explained how their hopes were now hanging on a thin thread as they were now on the tail end of the Month of March.

The Elders said they are worried because there is yet no clear information as to whether they will be at all paid this time around.  They have therefore joined all the other categories of affected persons to plead with President Bio and Government for a review of the termination slammed on SL Mining Company. They maintained that SL Mining is their choice and would like the company to be allowed to continue with its mining operations.

Ambassador Brima Koroma Gives Updates on the status of COVID -19 in Senegal

Brima Koroma Sierra Leone's Ambassador to Senegal

By Fatmata Jengbe

Brima Koroma, who happens to be Sierra Leone’s Ambassador to Senegal has appealed to health workers in Sierra Leone to remain professional at all time, remain committed to the cause and take all the necessary precautions in handling the Coronavirus.

During a Press interview, the Ambassador said following the outbreak in Senegal, no Sierra Leonean has been infected or quarantined and that the Embassy is in touch with them further urging them to adhere to the Government regulations and to take precautionary measures.

Asked about the current situation of COVID-19 in Senegal the Ambassador stated that Senegal reported its first Coronavirus index on 2nd March 2020 after a Frenchman returned to Senegal on board Air France on 26th February.

According him the infected person was immediately quarantined and tested afterward.  “Since then the number keeps on soaring. The good news is that doctors at the Pasteur Institute in Dakar where the tests are performed say the use of chloroquine was encouraging and out of a lot of 175 cases as at today 40 have been cured. Yes the numbers keep increasing but no death has been registered,” he responded.

On how safe are Sierra Leonean residents in Senegal and what precautionary measures have been put in place for the Embassy staff he said following the outbreak of the virus, the Government of Senegal declared a State of Emergency and ordered the closure of schools and universities throughout the country, banned all public gatherings and imposed a curfew.

He said military personnel have been deployed to ensure compliance and that no Sierra Leonean so far has been affected.

“As the number of cases increases daily, the Embassy in line with most of the diplomatic Missions temporarily suspended operations so also is our Mission maintaining social distance and the use of hand sanitizers,” he revealed.

Asked what form of sensitization the Embassy is embarking on to Sierra Leoneans, the Ambassador said mostly through the Government directives and adherence to the Coronavirus health rules everybody is complying with the directives. He added that through social Media groups, the Sierra Leone Union is encouraging members to take Government directives seriously to avoid any breach of the law.

He furthered that they have put out notices to encourage them limit their movements in a bid to contain the virus.

Asked whether anyone has being infected or quarantined he said as he stated earlier no Sierra Leonean has contracted the virus as at the time of the interview stating that he hopes we maintain the situation in this way until the virus is declared over.

On lessons from Dakar he said before the virus struck the President, Dr. Julius Maada Bio, was on the right trajectory when he declared a State of Public Emergency and the closure of our borders to contain the virus from entering the country.

He said now that it has been confirmed, the safety rules and compliance have to be pursued vigorously adding that curfew should be declared and anyone found breaking those rules should be dealt with accordingly.

The Ambassador said the virus has been declared by the WHO as a pandemic noting that by enforcing the safety regulations to avoid the spread of the virus no single person or group of persons is being spared the brunt of the virus. “Indeed the petty traders and those plying the route to Senegal are adversely affected as there is no business going on now. The whole country is at a standstill and the effect of the virus on the economy is felt far and wide,” he said.

He stated we should stay at home and avoid unnecessary movement saying with the curfew in place they will urge them to respect the laws of the land.

The Ambassador said as professionals we must remain committed to the cause and take all the necessary precautions in handling the virus.

He said the medical personnel in Dakar in collaboration with the Ministry of Health and Social Action give regular updates on the progression of the virus. With the whole country behind the President’s declaration including Opposition Parties, Civil Society Organizations and the Diplomatic Missions much awareness has been raised.

He disclosed how the Media is at the forefront of the fight against the virus furthering that daily updates are translated in all the major languages in the country and relayed throughout by the various print and electronic media.

“Ours is not as serious as elsewhere, but that perception will change quickly if we narrow this fight to partisan fight and flout all safety regulations Government has put in place. Let us be resilient in this fight and by the grace of Allah ours will vanish as quickly as it came.

Maintain social distance and observe social behaviour. Together we can defeat the virus. Stay at home and May God bless Sierra Leone,” he concluded.

Young Girls are Affected by Teenage Pregnancy

pregnant girls in Sierra Leone

By Aminata Fofanah

Sierra Leone has one of the highest rates of Teenage Pregnancy in the world. 3 in every 10 teenage Sierra Leonean girls are pregnant, according to UNICEF (2015 figures).

Jane Turay was 16 when she got pregnant by a man who gave her money and told her he loved her, but soon after disappeared – a crisis faced by many young mothers in the West African nation, which has one of the world’s highest adolescent birth rates.

The Sierra Leonean teenager hid her pregnancy for three months, long enough to pass her high school exams with top marks and then left home, knowing her family would shun her. “No one tried to reach me. It seemed like, ‘She is gone. Let us just forget her’,” she said, recalling how for years she moved from place to place, sometimes homeless, selling rice or doing housework to support herself and the baby.

“When I gave birth to my baby, I cried a lot because I didn’t have any single thing for her,” Bangura, now 22 years old, told the journalist.

Some 21 million girls aged 15 to 19 become pregnant in developing countries each year and complications during pregnancy and childbirth are the leading cause of death for this age group worldwide, according to the World Health Organization. Although the global adolescent birth rate has declined in the last two decades, the number of teen pregnancies is set to rise, it says, because the world’s population is growing.

Sierra Leone had the 13th highest rate of teenage pregnancy globally in 2017, with 113 births per 1,000 adolescents, more than 10 times the rate in Europe according to the World Bank. Pregnancy – driven by low education, poverty and abuse – often precedes child marriage in Sierra Leone, unlike in other African countries with similarly high rates. Girls who become pregnant are typically married off or thrown out.

While the Government and charities have been trying to reduce teenage pregnancy for years – promoting birth control and empowering girls – some researchers are testing new approaches that seek to change broader attitudes and family roles as well.

UNFPA 2015 disclosed that, teenage pregnancy was on the increase in Sierra Leone and that poverty has been identified as one of the major cause, coupled with low use of contraceptives, frequent unprotected sex and illiteracy. “But this isn’t fundamentally a problem of lack of knowledge. It’s actually about power relations and girls’ lack of agency over their own lives.”

Girls in rural areas are more likely to marry, while many single mothers in the capital city, Freetown, fend for themselves with little support, said aid workers.

Pregnant girls were banned from school in 2015. The law is being challenged in West Africa’s regional court, though some locals said most pregnant teens drop out of school anyway due to stigma and the need to support themselves. But teens who get pregnant are often disowned by their parents, who believe they wasted their money educating daughters who now have no prospects.

Girls in rural areas are more likely to marry, while many single mothers in the capital city, Freetown, fend for themselves with little support, said aid workers. In the Waterloo 17-year-old Juan cradled her baby in a shack in the rain. “My parents said I should go stay with the father, but I didn’t want to live with him,” said Jaun, who declined to give her full name. “It was just a mistake.”

She was forced to leave home and now sells corn cobs by the roadside, living with an older sister who provides only a place to sleep.

Juan is training to be a tailor through a scheme run by international charity Save the Children, which has helped about 300 young mothers in Freetown to either return to school, start a business or learn a trade.

The rate of teenage pregnancy is declining in Sierra Leone, but not fast enough, said Bash-Taqi of the Institute for Development, who advised the government on a new strategy published last year. “We’re doing the same things and we’re plateau-ing, so we need to take it to the next level now,” she said.

Key to this is learning more about beliefs and behaviors that drive teen pregnancy, such as why mothers who know their daughters are having sex do not teach them about birth control but then get angry if they fall pregnant, she said.

Save the Children is training young people to examine how social norms influence their behavior, and how to change them – for example the fact that rape and sexual assault are treated less seriously than other crimes.

Concern Worldwide is looking at the motivations and beliefs of men and boys, while the International Rescue Committee is focusing on girls’ role in family decision-making, which is generally minimal. Bangura has managed to turn her life around after her difficult entry into motherhood. Six years on, she is working for a development agency helping teenage mothers, studying for a computer science degree and has reconciled with her parents.

“We need to keep talking to teenage mothers,” Bangura said, crediting her success to a friend who told her life was not over because she was pregnant and she could still pursue a career.

“If they sit at home alone, they will feel like nothing.”

Focus 1000 & Kombra Network Give Support to fight COVID-19

By Foday Moriba Conteh

On the 1st April 2020 an engagement of relevant stakeholders took place at the Conference Hall of the Council of Churches in Sierra Leone during which the National Kombra Network in collaboration with Focus 1000 pledged support towards Government’s efforts in preventing the spread of COVID-19.

The support was made during the one-day engagement for members of the network; market women, Christian and Muslim religious leaders, the media, Focus 1000 staff, Traditional healers, Youth and Women organizations and United Council of Imams among others.
