Sierra Leone News: OMCs in Salone Grapple with Easy Access to Foreign Exchange

Oil Marketing Companies (OMCs), operating within the country, are presently going through difficult financial straits   amidst turbulent socio-economic variations. According to a thorough research conducted, one of the most pressing hurdles that these companies have been grappling with is easy accessibility to the dollar. In a country where the legal tender, the Leone, has considerably depreciated such is having serious impact on the viability of the affected companies all using the dollar to procure petroleum products overseas.

Ironically, in spite of this foreign exchange constraint, which had lingered for some time, it was only shortly that fuel price was increased to Le 8,500.00 for petrol and diesel when comparatively it is sold above Le9, 000.00 in Liberia, Guinea, The Gambia.

The oil companies have reportedly recorded massive losses lately and one of them, NP-SL, up to the tune of over Le 96 billion (ninety six billion Leones).

NP-SL General Manager, Kobi Walker during a recent radio interview disclosed that one of the major factors that have been responsible for the present status quo antebellum is the fact that there has been a huge difference between the actual price of PLATTS and the average purchase price of USD $ to the Leone when matched against that of the Petroleum Regulatory Agency Pricing Formula.

According to him this is a big challenge that NP cannot easily handle.

He further divulged that foreign exchange owners are really challenged and for that reason foreign currency is not freely available for them to continue the process of purchasing and selling.

Kobi Walker also stated that looking at the current prices of petroleum products within the context that NP is subsidizing, has further compounded the situation, which he said is a contributory reason why they are encumbered with such huge losses, highlighting how that is not their sole responsibility as a company.

He said that it is not their business to give subsidies and sell below what they are buying,, pinpointing how they are willing to continue to supply their products.

The GM disclosed that Sierra Leone is consuming over 400 million litres of fuel every year.

He added that if the price for fuel remains less competitive and somehow profitable such will pose serious difficulties for the survival of OMCs, but expressed optimism that they are sure to address the issues with the relevant stakeholders.

He postulated how the company cannot determine the increase in price of fuel as there is the Petroleum Regulatory Agency which is the regulatory body of all OMCs operating in the country.

“They have the onus to determine increase of prices having looked at the PLATTS, foreign exchange rates and other variables,” Kobi Walker posited, adding that they as a company cannot continue in the present manner but that the relevant stakeholders are seriously looking into the situation.

Against this background, it should be noted that for any government to successfully govern and manage its economy well anywhere in the world it can only do so by actively engaging oil producing companies and give them the necessary attention and treatment required, because, as the saying goes: without energy, no development.

Needless to say, in Sierra Leone, the state of oil companies is such that they are challenged and if nothing is quickly done by the relevant authorities to address the quagmire in which these companies currently find themselves then the future will be bleak for the very survival of these companies.

It is understandable that the whole country relies on petroleum products for certain activities to be accomplished that lead to development.

But what the oil companies are saying is that they are exposed to a lot of bottlenecks that greatly hamper their profitability margins vis-à-vis  running costs in what is considered to be a highly volatile market that is subject to the vicissitudes of international economic forces.

Without any doubt, we all see how quickly the whole economy grinds to a halt whenever there is no fuel in petrol stations. People can no longer travel easily and cheaply from one place to another. The cost of transportation goes up and food prices shoot up as well, affecting the smooth operations of industries, sometimes causing job losses.

As such, whilst we understand the financial stress that the government is going through, but at the same time, the government must keep in mind that it is a fact that survival of society depends on the availability of petroleum products in the market at all times.

The depreciation in the value of the Leone should not be a factor in the Central Bank prioritizing foreign exchange to oil companies at official exchange rate because fuel has a very huge multiplying effect on the rest of the economy, as well as vital for investor confidence.

Realistically, if the government cannot subsidize, then it should allow market forces to prevail so that the industry does not collapse.

As things now stand, oil marketing companies are suffering at the detriment of its own survival.

“If the current fiscal regime is not reviewed many companies including Sierra Leone’s fully indigenous National Petroleum Company will go down a painful and dreadful route,” stated a seasoned economist.  He added that sound policies must be urgently rolled out to ensure stability.

The economist maintained that it is regrettable that the company finds it extremely difficult to purchase US Dollars in the marketplace currently.

It is recommended therefore that the Central Bank develop a mechanism wherein foreign currency is provided for the oil marketing companies to enable them pay for badly-needed petroleum products.

Of course to promote transparency of goods that are brought into the country and ascertain the required taxes that must be paid to Government, the ASYCUDA digital software was introduced at the Port.

However, what was gathered from the conducted research was that the method of implementation of the ASYCUDA system has been negatively impacting Oil Marketing Companies for which it was recommended that the relevant authorities put in place measures to ensure seamless flow of products free of interruption and long delay at the Quay.

The current pricing formula dictates that the pump price of petroleum products be adjusted upwards or downwards periodically as and when the combined effect of the changes in world market prices (quoted in PLATTS) and the exchange rate (measured by the average selling rates quoted by the Oil Marketing Companies, commercial banks and Bank of Sierra Leone) causing a +/- 5% change in the Leone-based landed cost of the product (s).

It was noted that prices should be changed upwards or downwards in small increments that will not create panic in the market place. The way it is currently, allows for a big jump at any time which makes it difficult for Government to effect change at the right time.

Oil marketing companies are further encumbered with other charges that are not provided for in the price build up formula, and these include: Toll Gate fees, ASYCUDA processing fees, Environmental Protection Agency fees, storage fees and other fees imposed by the Petroleum Regulatory Agency.

Thus, to help the oil companies, government must review some of its policies, especially those affecting vibrant companies in the country, as well as ensuring that economic measures are rolled out in order for the value of the Leone to appreciate.

Failure to take drastic steps to protect locally owned companies will definitely lead to closure or restructuring with dire consequences that could take the form of labour downsizing, no-payment of taxes to government among other salient issues.

NP continues to steadily climb up the development ladder and it is doing so with alacrity.

The Sierra Leone Brewery Limited (SLBL), the country’s premier manufacturer of alcoholic and non-alcoholic beverages in the country, continues to make impressive inroads not only by gaining more customer base but also for rolling out solid developmental projects in certain communities. In other words the company is commendably honouring its corporate social responsibility that is impacting positively on the lives of people.

The Sister’s Choice Award seeks to inspire and motivate women to work together and accomplish great things; therefore, celebrate those women who have excelled in their fields as they stand as mentors and coaches for the upcoming women leaders empowering the next generation of budding entrepreneurs

Speaking to this medium after receiving the Award, Mbawah, expressed delight underscoring how it is a sign of appreciation in relation to the various activities she has been undertaking geared towards empowering the lives of young people and her great roles in the movie industry

“I felt good to receive such an award because I worked for it,” she proudly stated.

Mbawah dedicated her award to all those who supported her in diverse ways her work in.

This is not the first award Mbawah has received as she has participated in the biggest contest in the world, Miss Manor River Union Entertainment. Sierra Leone News: SLLCA & SMEDA STRENGTHEN SMEs NATIONWIDE

The Sierra Leone Local Content Agency (SLLCA) and the Small and Medium Enterprises Development Agency (SMEDA) in partnership with the International Labour Organization (ILO) recently held a two day training session in Kenema Town for participants operating local businesses in the Eastern region including Kailahun, Kenema and Kono districts on the theme: ‘Improve Your Exhibiting Skills (IYES)’.

Giving an overview of the two agencies, Director General of SLLCA, Fodeba Daboh said that the two agencies were simultaneously established by Acts of Parliament in 2016 to create the enabling environment and provide the space for small and medium businesses to thrive.

He said that both the SLLCA and SMEDA Acts give the two agencies the mandate to collaborate in the implementation of their acts stressing that the Acts established several aspects including training, market linkages, job creation and access to finance.

According to him, the training would increase knowledge and enhance development of the participants as well as enable them to do their businesses effectively and efficiently.

Speaking on the outcome of the training he noted that this would create the platform for networks and market access for their products and services locally and internationally.

He added that the training would also provide detailed information- sharing between the two agencies, pinpointing their operations and operations of businesses.

Daphine Foday, Head of Media and Communications disclosed that the training was designed to develop more women businesses in order to boost their skills, partnership through strategic communication.

The training, he said, is in a pilot phase which will be implemented in the four regional headquarter towns of Bo, Makeni, Kenema and Port Loko.

In another engagement, Administrative Officer, Outreach and Public Education, Julius Kandeh Kanu, said the training was developed as part of ILO’s strategy to enhance the contribution of women entrepreneurs in creating meaningful and sustainable business and employment opportunities in reducing poverty.

According to a survey conducted in January 2019  it was realized that SMEs across the board lacks the necessary business skills especially in the areas of record keeping, income and expenditure and business communication skills.

 

Sierra Leone News: Pikin Bizness Clears the Air

Pikin Bizness, an organization established to support children by providing health related assistance, economic and educational support to the child survivors of the post-conflict period in Sierra Leone has on Thursday 4th July 2019 thrown light on an audio making the rounds on social media highlighting that “the Chairman of Pikin Bizness, Adonis Aboud is using his humanitarian organization to take sick babies out of the country with the aim of selling their kidneys”.

Fredrick Tarawallie, Media and Communication Officer of the organization in a press release disclosed that their attention has been drawn to the baseless and hoax audio being circulated on social media which is an act perpetrated by certain unscrupulous and unknown person (s) bent on making false allegations against the Chairman of the said organization, Pikin Bizness, Dr. Adonis Abboud of using his humanitarian organization to take sick babies abroad to sell their kidneys.

He said their organization was established in January 2001, by three people who came together; Dr Adonis Abboud, Shellac Sonny Davies and Barbara Bangura, culminating into its launching as a Charitable Organization called Pikin Bizness.

He said four years later, in 2005, having spotted a campaign, launched by the Exclusive Daily Newspaper, advertising and appealing for help on behalf of one Abu Bakarr Jalloh, a six year old with a hole in his heart, Pikin Bizness embarked on a larger campaign targeting mainly children with heart deficiencies, especially children with holes in their hearts and other related diseases.

He further stated how since November 2005 to date, 23 children have been flown for cardiac treatment and 2 waiting to be flown to Dubai which has cost the organization more than ten thousand euros per child. Apart from heart cases, the organization has helped other children suffering from other diseases. The organization does not only deal with children suffering from heart deficiencies it also caters for children afflicted by different diseases such as Hydrocephalus, liver, kidney, urinary leakage and a lot more diseases.

Pikin Bizness, Fredrick Tarawallie, informed the entire nation that their organization mainly deals with heart cases and few others if the need arise and they have no business or any idea about a hospital called Green Hospital stressing that they are flying those kids who have congenital heart problems to seek medical procedures abroad through their partners Chain of Hope, Rcpch and Chaine De L’Espoir.

Pikin Bizness, as an organization will continue to work tirelessly to track those persons and bring them to book as soon as possible with accordance with the laws of Sierra Leone and called on Sierra Leoneans at home and abroad to always cross-check information with them.

It was made known that nobody will frustrate their efforts and the humanitarian activities they have undertaking since its establishment.

 

Ibrahim Seray Koroma on the Run

Reports from Lungi reaching this press indicate that a suspected homosexual, Ibrahim Seray Koroma, commonly known as I.S. Koroma narrowly escaped lynching by his family and residents in the community and is presently wanted by the police.

In a bid to get a clearer picture of the state of affairs, this medium mounted an investigation on the matter and engaged friends and a family member, believed to be very close to the suspect. During our investigation it was revealed that Ibrahim seray koroma former worker of ponka influencer who is a resident of 56 brima Lane rotifunk, lungi had been a practising gay, unknown to his family. Coming from a family where the father, Ali Foday Koroma, a popular business man and highly respected elder in the mosque having his son as gay is a taboo.

As a senior official in the mosque, the father will stay longer after the usual prayers, holding meetings with other members. Whilst the father and his step-mother had gone for evening prayers at the mosque, sources close reveal that on June 27th 2019, at around 8.00 pm, his parents return from prayers, his step-mother heard some screening in the room of Ibrahim from that later realized that Ibrahim was making love with Jonathan. She then raised the alarm and inform community members who rush to the scene .report further state that while people where forcing to open the  door , Jonathan jump through the window and escape to save his life, but was however arrested few days later according to  police Inspector Ibrahim bangura .

Overwhelmed by pressure and anger, his family joined by residents in the community, Ibrahim decided to open the door, He was severely beaten until he lost consciousness and had to be rushed to the lungi government hospital by the Sierra police. Few days later police declared Ibrahim wanted following his escape from hospital where he was initially hospitalized for treatment pending investigation by the police.

Hospital sources believed that Ibrahim surreptitiously sneaked out of the hospital following the death of a section chief who was admitted at the hospital. The death of the late chief attracted the attention of many people in the hospital including some of the patients who were his subjects. Everybody was shocked and people were crying all around the hospital and as such almost everyone was going towards the hospital Ward where the late chief died. Thus, the report suggested that it was during that disorderly moment which occurred around 9:00pm, Ibrahim may have used the opportunity to find his way out of the hospital.

According to the Local Unit Commander in Lungi, police have arrested Nurse Kadiatu and Nurse Fatmata who were believed to be on duty at the Ward where the fugitive was hospitalized and they are currently helping with investigations.

As at press time, the whereabout of Ibrahim Seray Koroma is yet unknown and the police have put out a warrant of arrest for him.

Homosexuality is an offence in the country and anyone caught in the act should count himself lucky to be arrested by the police, otherwise they are often lynched by the community and nothing is done about that (just ‘good riddance’).

Sierra Leone News: LAB Opens Child Maintenance Account

The Sierra Leone Legal Aid Board has opened the first child maintenance account at the Siaka Stevens Street Branch of the Rokel Commercial Bank.

The Human Resource Manager of the Board, Ms. Audrey Williams oversaw the opening of the account. According to Ms. Williams, the accounts will be opened at the Rokel Commercial Bank and the Union Trust Bank. The Board will open accounts in other banks in areas of the country where Rokel Commercial Bank and the Union Trust Bank do not have a branch.
The Board and the Banks agreed that Savings Accounts will be opened for Child Maintenance. Also, a minimum balance of Le20,000 ( twenty thousand Leones) will be allowed for each account.

‘In the coming weeks, we will open accounts for over 500 women and caregivers whose children have been awarded child maintenance by the Board,’ she said. ‘At the end of the day, we will ensure we open accounts for all child maintenance awarded by the Board.’

With the opening of the account, Fatmata will no longer have to come to the Finance Office of the Board to collect child maintenance money of Le 200,000 (two hundred thousand Leones). She will now have to go to the bank to withdraw money deposited into her account by the Board. According to the settlement reached by the Board’s Alternative Dispute Resolution (ADR) Department the amount will increase to Le 250,000 (two hundred and fifty thousand Leones) after three months.

The opening of the child maintenance account comes as a huge relief to the Board which has been struggling to cope with the increasing number of mothers and caregivers coming to the office at the end of the month to collect monies received from fathers of their children.
This is because child maintenance matters account for the majority of cases mediated by the Board’s ADR. Also, the fact that the Board has been securing court orders for maintenance cases has increase compliance with settlement reached.

‘We have been able to achieve this much because of the support of the Chair of the Board, Justice Miatta Samba, who had pushed for court orders for all settlements reach for maintenance matters by the Board’s ADR Department,’ the Executive Director of the Legal Aid Board, Ms. Fatmata Claire Carlton-Hanciles said.

Sierra Leone News: Development Minister Attends G7+ Meeting in Portugal

The Minister of Planning and Economic Development, Dr. Francis Kai-Kai has over the weekend concluded series of meetings in his capacity as Chair of the G7+ Group of Countries and Co-Chair of the International Dialogue on Peace building and State building (IDPS) in Lisbon, Portugal.

The theme of this year’s 5th Ministerial Meeting of the G7+ was: “Leading the change in Consolidating Peace and Development; G7+ perspective” which seeks to promote and advocate for country-led peacebuilding and state-building as the basis for any development framework and promoting effective institutions through assisting members in improvements in the spheres of politics, public administration, national resources, economics and finance.

In his welcome remarks, Dr. Kai-Kai reminded the meeting of the significant role that the G7+ Group plays in shaping global thinking about the fragility and the group’s objective of ending conflicts and poverty in fragile states. He said, “I want to recall the critical role the G7+ group played in successfully negotiating the inclusion of goal 16 on Peace, justice and strong institutions in the 2030 Agenda. The global community should pay special attention to countries in fragile situations in the implementation of Agenda 2030 due to the peculiarity of their circumstances”.

In a communique signed at the end of the meeting, the member states committed to adopting an introspective approach to tackling challenges that hinder peace and economic resilience in their respective countries; agreed on milestones in consolidating the G7+ as a group for making, building and sustaining peace and development and concretise advocacy and Peer learning to achieve agreed measurable benchmarks.

Sierra Leone was re-elected by consensus to continue as Chair of G7+ Group, which comprises twenty (20) low income countries grappling with mainly (post) conflict and governance related fragility and development challenges.

Speaking at the opening of the Steering Group Meeting of the IDPS, The Minister assured the Group of Sierra Leone’s commitment to continue providing political leadership to the platform and conveyed His Excellency President Julius Maada Bio’s desire to see that development works for the people out there and creates the much needed impact in their lives so that no one is left behind.

Sierra Leone will also continue to Co-Chair with Canada the IDPS, which is a tripartite arrangement between the G7+ countries, national and International NGO’s, and a network of bi-lateral and multi-lateral development partners.

 

 

Sierra Leone News: Kenema Magistrate Court Refuses Bail To 16 Accused Persons

The Kenema Magistrate Court under the Jurisdiction of Magistrate Toby on Monday 1/7/2019 refused Bail to Sixteen out of the Eighteen Bike riders who allegedly attacked and damaged the office of the Sierra Leone Road Safety Authority in Kenema.

Refusing the application for bail earlier submitted by the defense counsel, D. S Ansumana, Magistrate Toby said application for bail can only be entertained after listening to key prosecution witnesses on the matter.

The Eighteen accused Persons are facing several counts of Riotous conduct, malicious damage to property, wounding, throwing missiles etc.

The Prosecution led by Police Inspector Alimu Koroma, informed the court that he has several prosecution witnesses that are ready to testify to prove the case against the accused Persons. The first Prosecution witness Ibrahim S Kamara, a senior Road Marshal in Sierra Leone Road Safety Authority informed the court that he was on duty on Thursday 20/6/2019 at SLRSA office in Kenema when the accused Persons invaded the offices, damaged the gate, forcefully entered the  compound and damaged property worth tens of millions of Leone’s including vehicles. The witness also intimated the court that he was wounded by one of the accused Persons.

The matter was adjourned to Thursday 4/7/2019. Two of the accused Persons (9th and 15th) were granted bail .The 9th accused was granted bail on medical grounds while the 15th accused was granted bail on the grounds of being a teacher.

Incidents of attacks on personnel and premises of the Authority are very common in the Kenema and Kambia Districts. Many observers have expressed concern on this state of affairs and are calling for concerted effort to address this crude method by bike riders to halt the operations of the Authority.

Meanwhile, in the North-eastern District of Kambia, three commercial bike riders who violently attacked personnel of the Authority, have been found guilty by Magistrate Abdul Carew .The three accused Persons were sentenced to three months in prison with no option.
