NCPD Engages NCRA to Expand Free ID Cards to PWDs Nationwide

The National Commission for Persons with Disability (NCPD) has intensified advocacy by engaging the National Civil Registration Authority (NCRA) on extending free Identification Cards to Persons with Disabilities (PWDs) across Sierra Leone.

On Friday, 26th September 2025, NCPD Chairman Brima Abdulai Sheriff and Executive Secretary held a strategic meeting with NCRA Director General Mohamed Mubashir Massaquoi at the Authority’s headquarters in Freetown.

During the engagement, Brima Abdulai Sheriff expressed appreciation to the NCRA for piloting the provision of free ID cards to a group of PWDs in Freetown. He described the move as “a show of inclusion and a model worth emulating by other partners,” emphasizing that such efforts align with his PRIDE strategy, which seeks to promote the welfare and full participation of PWDs in national development.

The NCPD Chairman further appealed for the initiative to be rolled out nationwide, ensuring that PWDs in all districts benefit. He also urged the NCRA boss to serve as an ambassador for disability rights by adhering to Section 19 of the Persons with Disability Act of 2011, which calls for a specific employment quota for PWDs.

In response, Director General, Mohamed Mubashir Massaquoi, assured the NCPD that the Authority’s decision was intentional, aimed at removing barriers for PWDs who cannot afford identification cards. “PWDs form a critical part of our society and they shouldn’t be left out,” he said, reaffirming his institution’s commitment to inclusion under his leadership.

Mohamed Mubashir Massaquoi also welcomed Brima Sheriff’s appeal and revealed plans to convene a meeting with development partners working with the NCPD. The proposed dialogue will explore ways to expedite and support the registration of PWDs nationwide, thereby guaranteeing equal access to national identification and public services.

RSLAF and SLP Lead Massive Beach Cleanup at Aberdeen and Lumley

The Republic of Sierra Leone Armed Forces (RSLAF), in collaboration with the Sierra Leone Police (SLP), on Sunday 28th September 2025 embarked on a large-scale cleaning exercise along Aberdeen and Lumley beaches, clearing seaweed and waste materials that have plagued the coastline since 2009.

The initiative forms part of the Armed Forces’ Defence Mission and Tasks, designed to boost the tourism sector and promote environmental hygiene. Over 1,100 military personnel supported by engineering equipment and 300 police officers were deployed to execute the operation.

Chief of Defence Staff, Lieutenant-General Amara Idara Bangura, said the exercise was aimed at sending a message of peace and stability to tourists while preparing the beaches for the festive season. “We want tourists to enjoy the natural beauty of these beaches, assured that Sierra Leone is tranquil and welcoming,” he stated.

Minister of Tourism and Cultural Affairs, Nabeela Farida Tunis, praised the effort, describing it as a milestone in the sector’s transformation. She noted that it was the first time the two beaches had been thoroughly cleaned since the spread of seaweed more than a decade ago. She further disclosed that her Ministry would sign a Memorandum of Understanding (MoU) with the RSLAF to extend and sustain the exercise at other beaches nationwide.

General Manager of the National Tourist Board, Fatmata Mida-Carew, stressed that her institution has never collected dues from beach bar operators for waste management, underlining the significance of such coordinated state-led action.

The cleanup was made possible through the use of engineering equipment donated to the RSLAF in 2022 by President Julius Maada Bio, with support from the Government of the People’s Republic of China. The equipment, including bulldozers, excavators, graders, dump trucks and tractors, are also used for revenue generation, road reconstruction within military barracks, disaster response and other public operations.

Nabeela Farida Tunis emphasized that maintaining beach cleanliness requires collective responsibility, urging citizens to adopt proper waste disposal habits. She expressed hope that the Freetown City Council will strengthen its role in sustaining the effort.

The exercise concluded with a strategic meeting among the RSLAF, SLP and the Ministry of Tourism to chart long-term solutions for cleaner and safer beaches. A significant portion of the waste was cleared during the day, with officials pledging to continue the process to ensure a hygienic environment for both locals and tourists.

President Bio Calls on Sierra Leoneans in U.S. to Join Nation’s Development Drive

Sierra Leone’s President Julius Maada Bio has renewed his call for Sierra Leoneans in the diaspora to play a more active role in national development, urging them to return home with their skills and resources to help transform the country into what he described as a “land of endless opportunities.”

The President made the appeal during a high-level engagement with Sierra Leonean community leaders on Saturday 27th September 2025 in Washington DC, held on the sidelines of the ongoing United Nations General Assembly. The meeting formed part of his administration’s wider strategy to strengthen ties with Sierra Leoneans abroad and to harness their contributions toward sustainable development.

Addressing the gathering, President Bio outlined the significant strides his Government has made since assuming office. He pointed to investments in education, healthcare, infrastructure, governance reforms and the empowerment and protection of women and girls as clear evidence of progress under his leadership.

According to the President, Sierra Leone is now on a more promising trajectory, not only in terms of national growth but also in shaping its role on the global stage. He noted that Sierra Leone’s growing voice in international forums is an indication of the country’s rising profile.

President Bio described his interaction with the diaspora leaders as both “exhilarating” and “inspiring,” emphasizing the need for Sierra Leoneans abroad to stay engaged with the nation’s journey.

“I had an exhilarating encounter with passionate Sierra Leoneans in Washington, D.C. and I am truly inspired by your unwavering love for our beautiful motherland,” he remarked. “Our Government is relentlessly committed to turning Sierra Leone into a vibrant, prosperous nation we can all be proud of. Come back home, bring your skills and be part of our incredible journey to transform Sierra Leone into a land of endless opportunity.”

He urged diaspora leaders to serve as ambassadors for Sierra Leone, projecting a positive image of the nation internationally while also fostering unity among their communities abroad. However, he stressed that their physical presence and expertise in Sierra Leone were equally important in consolidating the gains his administration has made.

The engagement drew strong responses from the community leaders, many of whom expressed admiration for the President’s leadership style and his administration’s reforms. They praised the Government’s visible progress, especially in social service delivery and governance and pledged to support efforts to build the country’s human capital and institutions.

Some participants noted that the diaspora has always played a key role in remittances, investments and advocacy for Sierra Leone but emphasized that President Bio’s call provides fresh momentum for greater involvement in the country’s development drive.

The meeting reaffirmed the Government’s recognition of the diaspora as an essential partner in nation-building. By leveraging their expertise, networks and resources, the administration hopes to accelerate economic growth, foster innovation and promote Sierra Leone’s image abroad.

President Bio’s Washington engagement reflects his wider policy of fostering inclusive development and global partnerships, while also tapping into the patriotic energy of Sierra Leoneans living outside the country.

Foison Resources Supports Education with Distribution of School Bags and Learning Materials

Foison Resources SL Limited has demonstrated its strong commitment to education and community development by distributing school bags and learning materials to pupils across several schools in its operational areas. The three-day exercise, held from 23rd to 25th September 2025, was warmly welcomed by teachers, pupils and community stakeholders.

The initiative commenced on 23rd September at the District Education Committee (DEC) School in Semabu Village, Sogbini Chiefdom, Bonthe District. Upon arrival, the Foison team was welcomed by the Head Teacher and local leaders, who expressed deep gratitude for the gesture, describing it as the first of its kind in the school’s history. Every pupil received a school bag along with essential learning materials, sparking joy and excitement among students and teachers alike.

On 24th September, the distribution exercise continued in Jong Chiefdom at Mosavi Primary School and Gendenma Primary School. The event was conducted in collaboration with representatives from the Ministry of Basic and Senior Secondary Education, as well as traditional authorities including the Section Chief and Town Chiefs. The Ministry’s representative commended Foison’s intervention, noting that it provided a timely complement to Government’s efforts to address shortages of teaching and learning materials.

The final phase of the distribution took place on 25th September at NYFA Primary School in Taninihun Village, Kongbora Chiefdom, Moyamba District. The Section Chief, Town Chief, Head Teacher and community stakeholders all participated in the event. Pupils and educators expressed their heartfelt appreciation for the company’s continued investment in education, describing the gesture as a timely boost to learning.

Across all three days, the initiative highlighted Foison’s role not only in improving access to quality education but also in building strong partnerships with its host communities. The smiles on the faces of pupils and the gratitude of teachers underscored the impact of the initiative.

As Sierra Leone prepares for the 2028 multi-tier elections, momentum is steadily building within the All People’s Congress (APC) around Hon. Chernor Ramadan Maju Bah, popularly known as Chericoco. Many within the party and beyond see him as the most credible, tested and trusted figure to lead the APC back into governance after years in opposition.

For decades, Hon. Chericoco has been more than just a politician; he has been the embodiment of loyalty, resilience and consistency in a party that has weathered significant political storms. At times when many walked away from the APC, he stood firm with the grassroots. He invested his time, resources and energy into sustaining party structures, financing critical activities and providing inspiration to supporters. In the darkest days of opposition, he remained the torchbearer, holding the faith for the APC base. Now, his supporters say, this same spirit is what Sierra Leone urgently needs if the nation is to reclaim its lost political glory.

What sets Hon. Chericoco apart is his human touch. Born on April 29, 1972, Hon. Chericoco is a lawyer by profession and one of Sierra Leone’s most experienced lawmakers. He has served as a three-term Member of Parliament, a Deputy Speaker of Parliament and as Leader of the Opposition; roles that placed him at the very heart of national decision-making.

Notably, he was the running mate to Dr. Samura Kamara in both the 2018 and 2023 general elections. His repeated selection for such a role underscores the trust and confidence he commands within the APC. Over the years, he has not only helped shape party strategy but has also been a driving force in positioning the APC as a party that values inclusivity, transparency and national unity.

His marriage to a woman from Kenema District, in Sierra Leone’s Eastern Region, also provides a strategic electoral advantage. It strengthens his connection to a region that is often seen as decisive in national politics, adding to his national appeal and bridging a gap that has historically challenged the APC.

Hon. Chericoco has consistently championed youth empowerment and education, recognizing them as the backbone of Sierra Leone’s development. He has advocated for improved educational infrastructure, better access to opportunities and policies that prioritize human capital development. For the APC’s youth base, which represents the energy and strength of the party, his leadership is viewed as a chance to usher in meaningful reforms that secure both the future of the party and the nation.

SLCAA Deepens UK Partnership as Musayeroh Barrie Rises in Global Aviation Leadership

Sierra Leone Civil Aviation Authority (SLCAA), Director-General, Musayeroh Barrie, has on 27th September 2025 held high-level talks with senior officials of the United Kingdom’s aviation sector aimed at deepening bilateral cooperation on safety and regulatory development.

On the sidelines of the 42nd ICAO Assembly (A42) in Montreal, Canada, Ms. Musayeroh Barrie met with Dr. Rannia Leontaridi OBE, Director-General for Aviation, Maritime and Security at the UK Department for Transport (DfT) and Fiona Hau, Chair of the UK Air Safety Committee. Discussions focused on strengthening aviation safety collaboration between the two countries, advancing regulatory standards and exploring strategies for expanding Sierra Leone’s aviation industry.

During the engagements, focus was also placed on strengthening the UK–SL relationship when it comes to co-operation and collaboration in aviation safety, capacity building and trade opportunities via air cargo. Further engagements were also held on Sierra Leone’s application to be relieved from the blacklist.

Ms. Musayeroh Barrie reaffirmed Sierra Leone’s commitment to aligning with international aviation standards, stressing that the Government of Sierra Leone is prioritizing safety reforms and infrastructure modernization to boost air transport services and confidence in the country’s aviation sector.

The meeting is part of Sierra Leone’s broader effort to forge global partnerships aimed at enhancing regulatory oversight, improving passenger experience and expanding opportunities for growth within the sector.

At just 35 years old, Musayeroh Barrie made history in August 2023 when she was appointed Director-General of the SLCAA, becoming the youngest person worldwide to head a national civil aviation authority. Her appointment was hailed as a milestone for Sierra Leone and the African aviation sector.

Since assuming leadership, Musayeroh Barrie has spearheaded critical reforms, including:
• Reintroduction of the national carrier, Air Sierra Leone.
• Issuance of the first Air Operator Certificate (AOC) since 2008.
• Resumption of direct flights between Freetown and London after nearly 20 years (April 27, 2025).
• Development of a national aviation master plan in partnership with ICAO.

At the 42nd ICAO General Assembly in Montréal (23rd September – 3rd October 2025), Musayeroh Barrie was elected Vice-Chairperson of ICAO’s Administrative Commission, where she will help shape global aviation policy on finance, budgeting and administrative efficiency.

Musayeroh Barrie’s academic and professional credentials reflect her strong grounding in leadership and aviation management. She holds a Bachelor’s degree in Psychology, an MBA, a diploma in Strategic Management and Leadership from the Chartered Management Institute (UK) and certification as an Aviation Security Professional Manager (AVSEC PM).

Before her appointment as DG, she spent over a decade overseeing aviation security operations at Freetown International Airport. Under her leadership, SLCAA has prioritized youth and gender inclusion, with more than half of its staff now under 40 and over 40% under 35.

Her tenure has also emphasized consumer protection, ensuring better passenger rights and Sierra Leone’s ambition to be removed from the EU safety blacklist through rigorous safety oversight and training.

In a recent profile by African Sphere, Musayeroh Barrie was described as a visionary leader blending technical expertise, integrity and international collaboration. Her leadership, the publication noted, is positioning Sierra Leone as a rising force in global aviation governance, with a focus on:
• Expanding international connectivity.
• Attracting investor and airline confidence.
• Improving passenger experience and operational safety.
• Strengthening Sierra Leone’s voice in multilateral aviation bodies.

Speaking on her latest international role, Musayeroh Barrie described it as “not just a personal honor, but a victory for our nation,” pledging to represent Sierra Leone with diligence, excellence and integrity.

Vice President Juldeh Jalloh Resolves Land Dispute at Kissy

Muslims in Sierra Leone have expressed joy and relief following the intervention of Vice President, Dr. Mohamed Juldeh Jalloh, in resolving a long-standing dispute over a 3.1420-acre piece of state land at Bai Bureh Road, Kissy.

The land, originally leased for 99 years to the Sierra Leone Muslim Pilgrims Movement (SLMPM), became the subject of controversy after the Ministry of Lands, Housing and Country Planning rescinded the agreement due to the Movement’s failure to meet lease rent obligations. The Ministry subsequently sold the property to Randlyn Holding, a property development company owned by businessman Haj Fawaz, for US$200,000.

The sale sparked protests within the Muslim community, who appealed for Government intervention to ensure a fair and peaceful resolution. Responding to their concerns, Vice President Mohamed Juldeh Jalloh convened a series of consultations involving the Ministry of Lands, the Ministry of Social Welfare, SLMPM and Randlyn Holding.

After careful deliberation, the Vice President announced that the sale to Randlyn Holding would be annulled. He further directed that SLMPM take immediate steps to regularize its ownership of the land, assuring that the Government would support the process.

In an official statement, the Sierra Leone Muslim Pilgrims Movement expressed gratitude to Dr. Mohamed Juldeh Jalloh and the Minister of Lands, praising their impartiality and commitment to fairness. The Movement noted:

“We extend our sincere appreciation to the Honorable Vice President Dr. Mohamed Juldeh Jalloh and to the Honorable Minister of Lands for their timely and judicious intervention. The Minister’s impartial directive affirming the Sierra Leone Muslim Pilgrims Movement as the rightful custodian of the property demonstrates a steadfast commitment to justice, fairness and institutional integrity. His clear stance has reinforced the public’s confidence in the Government’s ability to protect lawful ownership and defend community interests.”

The resolution has been welcomed by many in the Muslim community as a victory for dialogue, justice and national cohesion.

Albert Academy to Mark 121 Years with Bold Reforms and Renewed Traditions

Albert Academy is preparing to celebrate its 121st anniversary with a month-long program of activities that organizers say will honor the school’s legacy while introducing reforms designed to modernize its identity. Speaking at a Press Conference on Monday, 29 September 2025, at the Africa Young Voices headquarters in Freetown, the Chairman of the Anniversary Committee, Professor Ezekiel Kelvin Duramany-Lakkoh unveiled three major changes under the theme: “The Change We Want Is Here.”

The first of those reforms is the introduction of a formal Leavers’ Day. For the first time, students completing both Junior and Senior Secondary levels will participate in a graduation ceremony, donning academic gowns and receiving a structured send-off. The event will be complemented by a career day, during which alumni in their professional regalia will return to inspire and mentor current pupils.

The second development involves the rescheduling of the Academy’s Thanksgiving Service to the last Sunday in October. Traditionally held immediately after Founder’s Day, the service had often been disrupted by seasonal rains and the new date is expected to improve attendance and ensure more dignified proceedings.

The third, and most historic change, is the Academy’s official return to a single-shift system. Having operated on a two-shift arrangement since the civil war, the school has now received approval from the Ministry of Basic and Senior Secondary Education to revert to its original structure. With about 2,000 students enrolled in the new morning-to-afternoon schedule, authorities and alumni believe the move will improve discipline, restore academic excellence and reinforce the Academy’s reputation for producing national leaders.

Board member John K. Ansumana described the one-shift system as a central goal of the Alumni Association’s five-year strategic plan to restore the Academy’s prestige. He emphasized that the Ministry’s approval followed careful inspection to ensure the school was prepared for the transition, stressing that these reforms go beyond anniversary celebrations to establish systems capable of sustaining the Academy’s long-term growth.

Alumni Association President, Bismarck Coker, echoed that sentiment, describing the theme as a shift from “legacy to innovation.” He said Albert Academy’s record of producing exceptional examination results and shaping leaders across governance, politics and education places it in a strong position to compete regionally and internationally.

Cultural traditions will also take center stage during the celebrations. Music Director Bernard Caulker announced that the school’s renowned brass band, widely considered a benchmark in Sierra Leone, will debut a new ensemble made up entirely of pupils. This pioneering initiative, the first of its kind in the country, will see the student-only group perform independently at school and public functions.

Scout Leader, Ishmail Kamara, revealed that the 7th Freetown Scout Troop will, for the first time, lead Foundation Day celebrations, while also launching the Messenger of Peace initiative under the World Scout Movement. He disclosed that the troop will display a crest featuring the Albert Academy logo, another first for Sierra Leone and will begin marking its own centenary with a film documenting the history of Scouting at the school.

The anniversary program will officially commence on 4 October with the rebranded Foundation Day and Social Evening, followed by a month of events blending academic reforms, cultural showcases and community engagement. Organizers are confident that this year’s milestone will be among the most carefully planned in the Academy’s history, a celebration that not only pays tribute to its proud past but also lays a strong foundation for its future.

Associate Professor Duramani Lakoh Appointed Deputy Vice Chancellor of IPAM

The University of Sierra Leone (USL) has confirmed the appointment of Associate Professor Duramani Lakoh as the new Deputy Vice Chancellor of the Institute of Public Administration and Management (IPAM), succeeding Professor Mariam Conteh-Morgan.

The announcement, which forms part of a wider leadership restructuring across USL, has been widely welcomed within the academic community, with many describing Associate Professor Duramani Lakoh’s appointment as timely and strategic for IPAM’s continued growth.

Duramani Lakoh, an accomplished academic and administrator, brings with him a wealth of experience in teaching, research and institutional development. His reputation as a reform-driven scholar makes him well-placed to lead IPAM at a time when the university is seeking to deepen its role in shaping future leaders in public administration, governance and business management.

Observers note that his appointment is not only a recognition of his academic credentials but also of his commitment to innovation and excellence. As IPAM continues to play a critical role in providing practical and policy-oriented education, many expect Associate Professor Duramani Lakoh to reinforce its status as Sierra Leone’s premier management training institution.

Speaking after the announcement, senior colleagues at IPAM expressed confidence that he would build on the foundation laid by his predecessor while spearheading reforms that align the college with global standards. His focus, they say, will likely include modernizing academic programs, strengthening partnerships with the private and public sectors and expanding opportunities for students to gain relevant skills for today’s competitive job market.

The University of Sierra Leone (USL) has also appointed three new Deputy Vice Chancellors following a recruitment process that commenced in August 2025, a move aimed at strengthening leadership across its constituent colleges. At Fourah Bay College (FBC), Professor Andrew Baio has been named Deputy Vice Chancellor. A renowned specialist in Aquatic Resource Economics and Governance, Professor Baio currently serves as Director of the Institute of Marine Biology and Oceanography and his international expertise in natural resource economics is widely respected.

The College of Medicine and Allied Health Sciences (COMAHS) has appointed Associate Professor James Russell as its new Deputy Vice Chancellor. His leadership is expected to further enhance COMAHS’s training of medical professionals and expand vital healthcare partnerships.

In addition, USL confirmed the appointment of  Munda Lebbie as Registrar, a position critical to ensuring smooth administrative operations across the university system.
