Labour Ministry Slams Koidu Limited Over Premature Statement Amid Industrial Dispute

The Ministry of Employment, Labour and Social Security (MELSS) has on Thursday March 13, 2025 expressed its disappointment over a unilateral statement issued by the management of Koidu Limited while negotiations aimed at resolving the ongoing industrial action are still in progress.

In a public notice titled: ‘Impasse Between The Management Of Koidu Limited And General Workforce – The Way Forward,’ the Ministry criticized Koidu Limited’s leadership for making public pronouncements that could undermine efforts to de-escalate tensions and find an amicable solution to the dispute.

According to the Ministry, it had proactively engaged in various efforts to prevent the industrial action due to its potential negative impact on the company and the broader economy. A proposed roadmap was presented to Koidu Limited’s Management, leading to the commencement of online negotiations with the Board of Directors on March 6, 2025.

Both parties initially expressed optimism in resolving the dispute and restoring a constructive working relationship. However, the Ministry noted that while discussions were making progress, Koidu Limited’s Management issued statements that could derail the negotiations through veiled threats and intimidation.

MELSS also refuted Koidu Limited’s persistent characterization of the strike as illegal. The Ministry clarified that the company had allegedly compromised the workers’ union to such an extent that its leadership failed to represent employee grievances, leading to widespread dissatisfaction. As a result, workers withdrew their membership from the union, a move that Koidu Limited attempted to obstruct until recent developments forced recognition of the employees’ decision.

Despite these challenges, the Ministry reiterated its commitment to resolving the impasse and called on Koidu Limited to allow the negotiation process to proceed without interference. The Ministry warned that statements issued by the company’s leadership could erode the progress made and prolong the unrest.

It could be recalled that prior to the Labour Ministry’s public statement, Koidu Limited during a public address at the Koidu Diamond Mine on March 12, 2025,  had maintained that the safety and well-being of its employees and the surrounding community remained its top priority.  The company emphasized its commitment to legal compliance and constructive dialogue to resolve the ongoing grievances.

Koidu Limited stated that it operates under a strict zero-tolerance policy towards violence, intimidation or incitement. The company acknowledged the Government of Sierra Leone’s (GoSL) support, including assistance from security forces, to ensure order and a safe working environment.

The company pointed out that the ongoing strike, which it deemed illegal under Sections 64 and 67 of the Industrial Relations and Trade Union Act 2023, was primarily related to wage concerns, the reinstatement of dismissed workers and overall working conditions. While expressing a willingness to negotiate, Koidu Limited insisted that discussions could only take place if workers immediately returned to their duties.

Koidu Limited further warned that continued disruptions could lead to the withdrawal of staff from the mine, potentially resulting in a full shutdown of operations. Such an outcome, the company cautioned, would pose a severe threat to the mine’s future viability.

The company disclosed that it had engaged various Government stakeholders, including the Minister of Employment, Labour and Social Security, the Minister of Mines, the National Minerals Agency, the Chief Minister and President Julius Maada Bio, in efforts to resolve the impasse.

As part of its proposed resolution, Koidu Limited stated that it had introduced initiatives such as a workforce salary review, a quarterly diamond price-based bonus scheme and other incentive programs, which would be implemented upon reaching a mutual agreement.

Addressing allegations of misconduct, Koidu Limited firmly denied claims of corruption or dishonest practices, stressing that all diamond extractions are conducted under full Government supervision and in compliance with the Kimberley Process Certification Scheme.

Looking ahead, Koidu Limited affirmed its commitment to the long-term sustainability of the mine and the broader hard rock diamond industry in Sierra Leone. The company announced plans to strengthen collaboration with key Government officials, local stakeholders and regional partners to ensure continued operations and address workers’ concerns through lawful and structured engagement.

As negotiations continue, both the Ministry and Koidu Limited remain under close public scrutiny, with stakeholders hoping for a resolution that balances industrial harmony with economic sustainability.

Choithram Hospital Leads Medical Outreach with Free Cataract and Pediatric Surgeries

In a cutting-edge initiative to expand healthcare accessibility, Choithram Memorial Hospital, in partnership with the Ministry of Health and international medical organizations, has launched two transformative programs aimed at addressing preventable blindness and providing life-changing pediatric surgeries. These initiatives reaffirm the hospital’s commitment to equitable healthcare and position it at the forefront of medical outreach in Sierra Leone.

The nationwide Cataract Surgery Outreach Program, which began on March 10, 2025, is set to deliver free cataract surgeries and advanced ophthalmic care to thousands of visually impaired individuals. To enhance accessibility, the country has been divided into four operational zones, with screenings taking place in district hospitals. The program is backed by global health organizations, including Choithram Netralaya in India, Noor Dubai under the Mohammed Bin Rashid Al Maktoum Global Initiatives and the Choithram International Foundation, ensuring world-class eye care at no cost to beneficiaries.

With a target of restoring sight to 2,000 individuals, the program incorporates both traditional cataract extraction and the advanced Phacoemulsification technique. Scheduled from March 26 to July 15, 2025, it will be overseen by the National Eye Health Program Manager to maintain global best practices. A structured three-stage screening process has been implemented, starting with initial assessments by District Eye Health specialists, followed by remote evaluations via telemedicine conducted by ophthalmologists at Choithram Memorial Hospital. Final selections will determine candidates for surgery, who will then be transported to Freetown for expert-led procedures.

To remove logistical barriers, Choithram Memorial Hospital is covering transportation, accommodation and daily allowances for all surgical candidates during their three-day stay. Post-operative care will be seamlessly integrated into district hospital services, with free medications provided to ensure full recovery. Additionally, this program is set to enhance the country’s medical expertise by training local healthcare professionals in advanced ophthalmic procedures. The acquisition of state-of-the-art surgical equipment, including high-precision operating microscopes and Phacoemulsification machines, will further elevate the quality of eye care in Sierra Leone.

Simultaneously, the hospital has partnered with the Bintumani Association to offer free pediatric surgeries from March 21 to April 4, 2025, benefiting children under fifteen suffering from treatable conditions. A team of expert German surgeons will conduct specialized procedures for ailments such as neck fistulas, cysts, soft tissue tumors, hernias, undescended testes and congenital urogenital and gastrointestinal abnormalities. With all expenses covered, this initiative provides a crucial lifeline for families unable to afford essential medical care.

Registration for pediatric surgeries began on February 24, 2025 and has seen overwhelming participation from parents and guardians. Screening processes are currently underway at designated centers, with eligible cases referred for surgery at Choithram Memorial Hospital. However, conditions such as hydrocephalus, myelomeningoceles, clubfoot and cleft lip and palate will not be included in this year’s program.

A key contributor to the success of this initiative is Sierra Leone’s Ambassador to Germany, H.E. Dr. M. L. Baryoh, whose efforts in facilitating the partnership with the German medical team have been instrumental.

Hon. Osman Timbo Esq., Deputy National Secretary General of the All Peoples Congress (APC) and Member of Parliament representing the Western Area Urban District, has officially resigned from his position as Deputy National Secretary General of the party. His resignation was announced during a Press Conference held on Wednesday, March 12, 2025 and became effective immediately.

Addressing the media and party supporters, Hon. Osman Timbo Esq. expressed deep gratitude to the APC leadership, party members and supporters for the confidence they had placed in him. He stated that his tenure had been marked by dedicated service to both the party and the nation.

“Today, in this holy month of Ramadan and Lent, I address you with a heart full of gratitude and a strong commitment to our shared dream of making Sierra Leone better. After deep reflection and a sense of duty, I officially announce my resignation from my position as Deputy National Secretary General of the APC, effective immediately,” he declared.

Hon. Osman Timbo Esq acknowledged the support of his colleagues, particularly the National Secretary General, Lansana Dumbuya, the National Chairman and other Executive members of the party. He also extended appreciation to Dr. Samura Kamara for his leadership in the 2023 elections, which he described as having been unfairly taken from the people of Sierra Leone.

“This decision to step aside at this moment has not been an easy one, especially considering the pivotal role I have been playing, but it is a necessary one. I have always lived by the principle of fairness and with the upcoming activities within the party, I believe that stepping down from this position will help maintain the integrity of the Secretariat and ensure a fair and level playing field for all,” Hon. Osman Timbo Esq. stated.

Despite resigning from his position, he reaffirmed his commitment to the APC and stated that he would continue to work towards strengthening the party and contributing to the development of Sierra Leone.

“Let it be known that I am not leaving politics, nor am I leaving the APC. I remain fully committed to the party and will continue to do my best to support and strengthen it,” he emphasized.

According to an official resignation letter dated March 12, 2025, and addressed to the APC National Secretary General, Hon. Osman Timbo Esq  explained that his decision was motivated by a desire to explore new political opportunities while ensuring fairness in the party’s upcoming internal elections.

“My resignation from this role is necessitated by my desire to pursue new steps in my political journey. I recognize that continuing in my present position may compromise the integrity of the Secretariat and the leadership’s commitment to ensuring a level playing field in the upcoming internal party elections. Furthermore, stepping down at this time will afford me the necessary space to adequately focus on my next political steps,” he wrote in his letter.

Hon. Osman Timbo Esq , widely known as “Youngest” within the political sphere, has played a significant role within the APC. He was a principal draftsman of the party’s 2022 Constitution and has contributed immensely to key technical works executed by the Secretariat. He was elected as Deputy National Secretary General in February 2023 and has since been actively engaged in shaping the party’s policies and strategies.

A well-respected lawyer and politician, Hon. Osman Timbo Esq is also the Proprietor of ABT Law: Barristers and Solicitors. He has built a reputation for his commitment to fairness, integrity and public service.

As he moves into a new phase of his political career, Hon. Osman Timbo Esq assured Sierra Leoneans of his continued dedication to national progress.

Deputy Minister Saptieu Saccoh Champions Passage of Counter Terrorism Legislation

Sierra Leone’s Parliament has enacted the National Counter-Terrorism Act of 2025, a landmark piece of legislation aimed at bolstering national security and curbing terrorism-related activities. The bill, which was passed with amendments on Tuesday, March 11, 2025, establishes the National Counter-Terrorism Coordination Committee and introduces stringent measures to combat terrorism financing, prohibit financial support for terrorist activities and enforce penalties for terrorism-related offenses.

The bill was piloted in Parliament by the Deputy Attorney General and Minister of Justice, Saptieu Elizabeth Saccoh, who played a pivotal role in leading discussions and securing its passage. Following extensive deliberations and amendments, the bill received unanimous approval from both ruling and opposition Members of Parliament (MPs), reflecting a shared commitment to national security.

Once signed into law by His Excellency the President, the Counter-Terrorism Act of 2025 will:

  • Criminalize terrorism and terrorism-related offenses.
  • Establish enforcement measures to seize terrorist funds and assets.
  • Prohibit financial and material support to terrorist organizations.
  • Provide a legal framework for counter-terrorism efforts in Sierra Leone.

The Chairman of the Legislative Committee, Hon. Abdul Sulaiman Marray-Conteh, presented the Committee’s report, highlighting key amendments, including revised sentencing guidelines, imprisonment terms, fines and other technical refinements.

In a move to ensure the law does not infringe upon fundamental human rights, Parliament incorporated provisions from the African Union Model Anti-Terrorism Law, which explicitly exclude certain activities from being classified as terrorism. These include:

  • Freedom of expression and peaceful assembly
  • Peaceful labor actions, strikes and protests
  • Democratic political opposition and advocacy
  • Acts of civil disobedience that do not involve violence or pose a threat to public safety

This balanced approach aligns with international best practices, ensuring that while Sierra Leone strengthens its security apparatus, it also upholds civil liberties and democratic freedoms.

Following the bill’s passage, Deputy Minister of Justice, Saptieu Elizabeth Saccoh, expressed her satisfaction, emphasizing the Act’s critical role in strengthening Sierra Leone’s counter-terrorism framework.

“This legislation not only addresses immediate national security concerns but also underscores Sierra Leone’s commitment to fulfilling its international obligations in combating terrorism and protecting its citizens,” she stated.

With Parliament’s approval, the bill now awaits Presidential assent to officially become law, marking a significant milestone in Sierra Leone’s ongoing efforts to safeguard national security while preserving democratic freedoms.

As Iftar Donation… FPU & Fullah Tribal Administration Donate 1,000+ Bags of Rice to the Needy

In the spirit of Ramadan, a time of reflection, generosity and compassion, the Fullah Progressive Union (FPU), in collaboration with the Fullah Tribal Administration, has extended a helping hand to the less privileged across Sierra Leone. With the support of FPU diaspora branches in Germany and Georgia (USA), the organizations donated 1,050 bags of 25kg rice to both Muslims and non-Muslims as part of their annual Iftar donation.

The distribution, which will take place nationwide, officially commenced on Wednesday, March 12, 2025, at the FPU Headquarters on Sir Samuel Lewis Road, Aberdeen in Freetown.

Speaking at the ceremony, FPU Presidential Spokesperson, Alhaji Mohammed Bailor Jalloh, welcomed attendees and noted that this marked the fourth edition of the donation since the leadership of Alhaji Umaru Sanu Barrie took over in 2019.

He emphasized that the primary goal of the initiative is to seek the blessings of Allah, especially during the Holy Month of Ramadan.

Financial Secretary of FPU, Alhaji Abdul Rahman Abdul Razak Bah, highlighted that for the past four years, the organization has remained consistent in supporting the Muslim community during Ramadan. He expressed appreciation to all donors whose contributions have made the initiative a success.

Deputy Fullah Tribal Head, Chief Alhaji Mohammed Lamarana Sow, reaffirmed the strong partnership between the FPU and the Fullah Tribal Administration, likening their relationship to that of the sun and the moon. He urged both organizations to remain steadfast in their commitment to unity and humanitarian service.

FPU President, Alhaji Umaru Sanu Barrie, echoed similar sentiments, describing the bond between FPU and the Tribal Administration as remarkable. He assured that their collaboration would continue to strengthen in the coming years.

In her vote of thanks, Women’s Leader, Haja Isatu Turay-Jalloh, stressed that the donation transcends tribe and political affiliation, affirming that it is meant for every Muslim in need. She also pledged the unwavering support of women towards the progress of both organizations.

UN Women, India High Commission Mark International Women’s Day with Call for Women’s Empowerment

In a bid to promote gender equality, women’s empowerment and girls’ rights, UN Women in Sierra Leone, in collaboration with the High Commission of India, commemorated International Women’s Day on Saturday, March 8, 2025. The event, held at the Sierra Palms Hotel on Lumley Beach Road in Freetown, was themed: “For All Women and Girls: Rights, Equality and Empowerment.”

Setecheme Jeronime Mongbo, Head of Office at UN Women Sierra Leone, emphasized the importance of reinforcing gender equality and women’s empowerment for the benefit of all. Addressing the Indian community at the event, she stressed the need for collective efforts to achieve those goals.

She highlighted that UN Women’s focus in celebrating International Women’s Day is to foster unity and engage women on empowerment issues. Setecheme Jeronime Mongbo also underscored the Government’s responsibility in defining, coordinating, assessing and reporting on policies related to women’s rights, equality and empowerment.

“Women are underrepresented in leadership roles. However, research shows that when private companies deliberately empower women as agents or business partners, they achieve greater success. Investing in women is not just the right thing to do it is a smart business strategy,” she stated.

She encouraged private companies to place more trust in women leaders and not hesitate to empower them. The Head of Office at UN Women  also applauded the Indian High Commission’s efforts, expressing UN Women’s willingness to strengthen partnerships with the Indian community in future initiatives.

Deputy Chief Director at the Ministry of Gender and Children’s Affairs, Charles Vandy, emphasized that women should be celebrated every day, not just on March 8. He commended the Indian community for supporting gender equality and women’s empowerment in Sierra Leone.

He noted that while the Government has enacted several laws to protect and uplift women, legislation alone is not enough. He called for stronger partnerships between the Government and private sector to drive real progress in gender equality.

Founder and Director of the College of Digital Excellence (CODE), Niharika Agnani, emphasized the need for women to be recognized and safeguarded, questioning societal norms that necessitate laws and regulations to protect them. She underscored the importance of raising children with the right values, noting that empowerment begins at home with mothers playing a vital role in shaping both boys and girls.

“Why do we need to depend on others to safeguard us? Why can’t we be just ourselves?” Niharika Agnani questioned, advocating for a cultural shift where women can thrive without external protection. Reflecting on her own journey, she shared her experiences growing up in India and her involvement in street theater to raise awareness about women’s rights.

Having lived in Sierra Leone for 30 years, Niharika Agnani considers the country her home. She highlighted her long-standing commitment to education, dating back to her work with schools (Sainik School & Army School) before transitioning to education initiatives in Sierra Leone in 2005. As the founder of CODE, established in April 2021 during the peak of the COVID-19 pandemic, Niharika Agnani has been committed to building digital literacy and empowering people, particularly women, to break barriers in technology.

“Most ICT courses are designed with male students in mind. We have to break those barriers,” Niharika Agnani stated, recounting the inspiring story of a former cleaner at CODE who took the initiative to learn computer skills and is now a marketer. “If a cleaner can train and become a marketer, nothing is impossible.”

Indian High Commissioner, Baisnab Charan Prabdhan, underscored that International Women’s Day serves as a reminder of the ongoing struggles for gender equality and empowerment.

“Every woman must have equal access to economic opportunities, healthcare and education,” he said, adding that women’s active participation is crucial to societal progress.

He further emphasized that “an educated woman brings prosperity to society and helps build a strong home. Women’s empowerment also leads to better governance and national development.”

The event marked a significant step toward strengthening collaboration between UN Women, the Indian community and the Government in advancing gender equality and empowerment in Sierra Leone.

The initiative, designed to establish a world-class deep-sea port and modern railway network, aims to link Sierra Leone’s mining regions to global trade routes.

The project, led by Gento Group CEO Mohamed Gento Kamara, has garnered significant national and international interest, with bipartisan backing from Parliament. The CEO provided key updates on the initiative’s progress, highlighting its potential to boost economic growth, create jobs and revolutionize trade and logistics across West Africa.

He emphasized the natural advantages of Banana Island, noting its deep-water capabilities. “The port’s natural depth of over 22 meters eliminates the need for costly dredging, giving it a competitive edge over other West African ports,” Mohamed Gento Kamara stated. “This allows the port to accommodate the largest cargo ships, which currently bypass Sierra Leone for other regional hubs,” he further intimated.

Providing insight into the project’s structure, Mohamed Gento Kamara explained that Gento Group holds a 90% stake, while the Sierra Leonean Government owns 10%. He urged the Government to fulfill its commitment of providing a concessional loan of $20 million at a rate not exceeding 5%, as stipulated in the agreement.

“We have completed the feasibility study for the port and are now seeking financial partners,” he noted. “The railway study is an additional phase aimed at further integrating our infrastructure. Sierra Leone has vast mineral deposits but the lack of adequate infrastructure has been a major constraint.”

Mohamed Gento Kamara highlighted that Sierra Leone’s mining industry suffers from limited transportation options, contrasting it with Guinea and Ghana, which have dedicated mineral ports and railway networks. “We envision a railway system that seamlessly links the mines to the Banana Island Port,” he added. “The existing railway used by Kingho Mining is limited to a threshold of 15 million tons per year. Our proposed railway will have an unlimited capacity, ensuring efficient mineral exports.”

The project is expected to facilitate the movement of minerals such as chromite, which has been recently discovered in Kenema, along with deposits in Pujehun and Kambia. Mohamed Gento Kamara stressed that a robust railway system is necessary to transport bulk minerals efficiently.

“Our feasibility study initially estimated the project cost at $1.5 billion. However, after extensive assessments by MTBS, a global maritime consultancy, the final projection now stands at $2.7 billion,” he revealed. “Despite the increase, the financial analysis confirms the viability and profitability of the project.”

Mohamed Gento Kamara reiterated that Gento Group is actively engaging with international financiers and port operators to fund the project. He assured that the port will be regulated by the Sierra Leone Ports Authority, while Gento Group will focus solely on its construction.

Dr. Obai Kargbo, Project Ports Manager, provided further insight into the geographical advantages of Banana Island, noting its natural harbor, which reduces the need for artificial breakwaters. He drew parallels with the success of Togo’s Lomé Port, which, despite its shallower 18-meter depth, has significantly bolstered Togo’s economy.

“With a superior depth and strategic positioning, the Banana Island Port is poised to surpass regional competitors and establish Sierra Leone as a key maritime hub,” Dr. Obai Kargbo stated.

The railway component of the project aims to:

  • Enhance mineral exports and revitalize the mining sector.
  • Reduce transportation costs and alleviate road congestion.
  • Improve regional trade connectivity, positioning Sierra Leone as an international trade gateway.

Parliamentarians welcomed the initiative, expressing unanimous support. Hon. Dixon Rogers described it as one of the most promising economic projects in Sierra Leone’s history.

“This project has the full backing of Parliament,” Hon Dixon Rogers declared. “We urge the Government to expedite its support, as it will drive economic growth, create jobs and elevate Sierra Leone’s standing in global trade.”

As It Invites Entrepreneurs… Orange SL Opens National and International Competition for 7th Orange Social Venture Prize

Orange Sierra Leone has officially launched the 7th edition of the Orange Social Venture Prize (OSVP) in Sierra Leone, marking its 15th edition across Africa and the Middle East. The competition, aimed at supporting social innovation and encouraging local entrepreneurship, will open for submissions on Tuesday, March 11, 2025.

The OSVP competition invites applicants from 17 Orange affiliates across Africa and the Middle East, including Sierra Leone, to submit their applications for both the National and International competition. Interested individuals must submit their applications by May 18, 2025. As a responsible corporate and social investor, Orange Sierra Leone aims to contribute to the development of human capital, promote local social and environmental innovations and encourage entrepreneurship within Sierra Leone. The competition is divided into two stages:

  1. The National Stage:
    Applications for the National and Women’s competition will be accepted from March 11 to May 18, 2025. At the end of this application phase, a national pitch competition will be held in August 2025 to determine the winners of the National and Women’s categories. The winners will receive the following prizes:
  • NLe 200,000 for the National Winner
  • NLe 120,000 for the Women’s Winner
  1. The International Stage:
    The winners from the National and Women’s categories in each of the 17 Orange affiliates will automatically be entered into the international phase. After evaluation, 10 finalists will be selected. A final jury, consisting of African tech influencers, will determine the top three winners of the OSVP International Grand Prize, which will be awarded in October/November 2025.

International Women’s Prize:
In line with Orange’s commitment to gender equality, an International Women’s Prize will be awarded for the fifth consecutive year. This prize will recognize a woman who offers a technological solution that improves the living conditions of women, such as enhancing women’s independence, job creation, gender data collection and digital or financial inclusion.

The international and women’s competition winners will receive the following prizes:

  • €25,000 for 1st place International Winner
  • €15,000 for 2nd place International Winner
  • €10,000 for 3rd place International Winner
  • €20,000 for the Women’s International Winner
