Vice President of the Republic of Sierra Leone, Dr. Mohamed Juldeh Jalloh, has reaffirmed the country’s steadfast commitment to the West African Monetary Zone (WAMZ) and the broader ECOWAS single currency initiative. Speaking at the 53rd Meeting of the Convergence Council of Ministers and Central Bank Governors of WAMZ on Friday February 14, 2025 at the Freetown International Conference Centre in Freetown, he emphasized Sierra Leone’s dedication to fostering regional economic integration and stability.

Dr. Mohamed Juldeh Jalloh, who officially opened the high-level meeting, stressed the importance of strengthening regional economic ties and addressing stability challenges as crucial steps towards achieving a sustainable monetary union. The event brought together key financial leaders, including the Honourable Ministers of Finance of the WAMZ, other Ministers from the WAMZ, Central Bank Governors of the WAMZ, a representative of the ECOWAS Commission President, Director Generals of WAMA, WAMI and WAIFEM, the Chairman of the Technical Committee of the WAMZ, representatives of regional and specialized institutions, members of the diplomatic and consular corps, development partners, esteemed delegates from WAMZ member countries and members of the Press.

In his address, the Vice President extended a warm welcome on behalf of President Julius Maada Bio, inviting participants to appreciate Freetown’s rich history while engaging in critical discussions on financial cooperation. “Despite the setbacks we have faced, our resolve remains strong to advance the WAMZ single currency project and deepen regional integration,” he stated.

Dr. Mohamed Juldeh Jalloh acknowledged that various challenges have delayed the introduction of the ECOWAS common currency, including the Ebola outbreak, the COVID-19 pandemic and global economic disruptions stemming from the Russia-Ukraine crisis. However, he commended regional institutions such as the West African Monetary Agency (WAMA) and the West African Monetary Institute (WAMI) for their continued efforts in keeping the vision of monetary unification alive.

“Our commitment is not just in words but in action, as we continue implementing economic policies that support integration and stability,” he noted. He urged member states to remain resilient and collaborate effectively to realize the shared goal of a unified West African economy.

During his speech, Dr. Mohamed Juldeh Jalloh reflected on the long journey towards economic and monetary integration in West Africa, which began in the 1980s. He highlighted that the launch of a single currency for the WAMZ, comprising The Gambia, Ghana, Guinea, Nigeria, Liberia and Sierra Leone, has been postponed multiple times since the initial target dates of 2003, 2005, 2009, 2015 and 2020.

He emphasized that the primary objective of the single currency is to promote economic stability, boost trade and enhance the movement of people and capital, ultimately improving living conditions across the region. “We must acknowledge the invaluable role played by ECOWAS Heads of State, regional bodies and financial institutions such as the African Development Bank and ECOWAS Bank for Investment and Development (EBID) in driving this initiative forward,” he stated.

Dr. Mohamed Juldeh Jalloh underscored the significant economic and security challenges facing the region, including inflation, public debt, currency depreciation and insecurity threats. He called for a collective approach to tackling these issues through regional infrastructure projects, including road, rail, electricity and sea transportation networks.

“We must bolster efforts to tackle insecurity and counter terrorism to create a safe environment that attracts foreign investment and facilitates the free movement of people and goods,” he asserted. He also highlighted Sierra Leone’s progress in upgrading its national payment systems and establishing a regional payment system to promote seamless trade.

The Vice President detailed several economic reforms being implemented by the Government of Sierra Leone to support regional integration. These include:

  • The Feed Salone Programme: A national initiative aimed at increasing domestic food production, reducing food prices and ensuring food security.
  • Investment in Infrastructure: Expansion of roads and bridges linking Sierra Leone to neighboring Guinea and Liberia.
  • Economic Stability Measures: Reforms under the International Monetary Fund (IMF) program to stabilize the economy.
  • Education and Human Capital Development: The Government continues to allocate 20% of its national budget to education, preparing the workforce for a larger regional market.
  • Financial Sector Innovations: Implementation of the National Payment Switch, facilitating interbank transactions and improving financial inclusion.

Dr. Mohamed Juldeh Jalloh reaffirmed Sierra Leone’s unwavering commitment to the WAMZ single currency project and the broader ECOWAS Monetary Union, which aims for full implementation by 2027. He encouraged further collaboration among member states to ensure the successful launch of the ECO, the proposed common currency.

“Despite the challenges, we must demonstrate resilience and unwavering dedication to realizing one of the dreams of the founding fathers of ECOWAS, the ECOWAS Monetary Union,” he concluded.

LEGAL LINK Appeals for Pre-Emptive Pardon for Hawa Madiana Hunt

The Executive Director of LEGAL LINK and former Commissioner for Human Rights in Sierra Leone, Rashid Dumbuya Esq, has written an official letter to His Excellency, Rtd. Brigadier Dr. Julius Maada Bio, President of the Republic of Sierra Leone, appealing for a pre-emptive pardon for Hawa Madiana Hunt, a Canadian citizen currently detained at the Female Correctional Centre in Freetown. Copies of the letter were also sent to the Office of the First Lady, the Attorney General and Minister of Justice, the Chief Justice of Sierra Leone and the Press.

In the letter dated February 14, 2025, LEGAL LINK commended President Bio’s leadership in passing progressive laws in Sierra Leone, citing key legislative milestones such as the Gender Equality and Women’s Empowerment Act, the amended Sexual Offences Act (2019), the removal of Part V of the Public Order Act and the Prohibition of Early Child Marriage Act (2024). The organization also praised the First Lady for her advocacy efforts, particularly through the “Hands Off Our Girls” campaign.

However, LEGAL LINK urged the President to intervene in the case of Hawa Madiana Hunt, a Social Media Commentator and Reality TV personality with dual Sierra Leonean and Canadian citizenship. Hawa Madiana Hunt was arrested on December 22, 2024, during a live broadcast of the Reality TV show: “House of Stars.” Her arrest was linked to a video she posted in May 2023, in which she criticized President Bio and the First Lady.

Hawa Madiana Hunt was subsequently charged under Section 44 (2) (b) of the Cyber Security and Crime Act of 2021 for “sending insulting messages by means of a computer system.” State prosecutors claim the video damaged the reputations of the President and the First Lady. Following a preliminary investigation at the Magistrate Court, Hawa Madiana Hunt was found guilty and committed to the High Court for further trial. Her requests for bail were denied and she has remained in detention for nearly two months.

LEGAL LINK highlighted concerns raised by human rights organizations, including Amnesty International, regarding Hawa Madiana Hunt’s prolonged detention and its implications for freedom of expression in Sierra Leone. The organization cited previous cases involving cyber-related charges where individuals were granted bail, including Zainab Sheriff and Abdul Kadiru Kaikai, a senior member of the Sierra Leone People’s Party (SLPP), who was released without charge after making incendiary statements.

LEGAL LINK argued that Hawa Madiana Hunt’s case demonstrates “selective justice” and urged President Bio to act prudently, emphasizing that she is also a Canadian citizen. The letter pointed out the strong diplomatic ties between Sierra Leone and Canada, warning that the case could strain relations if not resolved through diplomatic means.

The organization further stressed that Hawa Madiana Hunt is a mother of three children in Canada and her prolonged detention has severely impacted her family’s well-being. It also noted the involvement of the Canadian Consulate in following the case closely. According to LEGAL LINK, Hawa Madiana Hunt’s detention has attracted international media attention, with reports portraying Sierra Leone in a negative light.

It should be noted that Alicia Hunt, the daughter of Hawa Madiana Hunt, who is based in Calgary, AB, Canada, wrote to His Excellency the President of the Republic of Sierra Leone and the Office of the First Lady, expressing profound remorse for her mother’s actions and pleading for clemency. A copy of the letter was also sent to Rashid Dumbuya Esq., Lead Defense Counsel for Hawa Madiana Hunt in Sierra Leone, on February 13, 2025.

In her letter, Alicia acknowledged that her mother’s words were “harsh and unnecessary,” and she assured that Hawa Madiana Hunt had learned from her experience. She emphasized the emotional and psychological toll the situation has taken on their family, particularly her younger brother, who has struggled with depression during this period.

Alicia’s heartfelt plea detailed how her mother had missed Christmas, New Year’s celebrations and her birthday while in detention, further highlighting the distress faced by the family. She expressed confidence that her mother now understands the importance of expressing opinions without resorting to offensive language and assured the President and First Lady that such an incident would not happen again.

LEGAL LINK concluded its appeal by calling for an end to the criminalization of free speech under the Cyber Security and Crime Act, advocating instead for civil remedies in cases of alleged defamation. The organization warned that continued arrests and detentions for online expressions could undermine the Government’s efforts in promoting human rights, women’s empowerment and freedom of expression.

The appeal for clemency now rests in the hands of President Bio, as Hawa Madiana Hunt’s family, legal representatives and human rights organizations await a response from the Government.

 

12 Military Personnel Found Guilty of Treason; One Acquitted

The Court Martial proceedings at the Army Headquarters, Cockerill Barracks in Freetown, unfolded on February 12 and 13, 2025, marking a pivotal moment in Sierra Leone’s legal and military history. In a highly anticipated judicial exercise, the military tribunal adjudicated two high-profile cases: “The State versus Major Patrick Abu Ordende Sesay alias PAO and Five Others” and “The State versus Major Bai Sesay and Six Others”, both of which carried grave implications for national security and constitutional order.

Against the backdrop of heightened public interest and institutional scrutiny, the tribunal meticulously examined the evidence, deliberated on the gravity of the charges and ultimately delivered its long-awaited verdicts. The accused, all serving military officers, stood trial over allegations of conspiring to subvert the legitimate Government through clandestine machinations, a case that underscored the unwavering resolve of the state to safeguard democratic governance, uphold military discipline and reinforce the inviolability of constitutional rule.

On Thursday, February 13, 2025, at 9:00 AM, the Court Martial President and Board Members delivered judgments in the case of:  “The State versus Major Bai Sesay and 6 Others”. The accused individuals were linked to a BLOODY COUP, during which 18 security personnel and two civilians were brutally killed. The court convicted six soldiers convicted for subversion against the state, while one was acquitted and discharged.

In the case of “The State versus Major Patrick Abu Ordende Sesay alias PAO and 5 Others” on February 12, 2025, all six military personnel that stood trial for subversion against the state were found guilty and sentenced to various jail terms.

The convicted military personnel were alleged to be involved in an attempt to unseat President Julius Maada Bio following his re-election in June 2023. The trial concluded on February 12, 2025, with the following sentences:

  1. Major Patrick Abu Ordende Sesay (1st Accused): Found guilty of all five counts and sentenced to a maximum of 75 years in prison.
  2. Major Juana Kabbah (2nd Accused): Found guilty of four counts and sentenced to a maximum of 60 years.
  3. Major Foday Sumana Kamara (3rd Accused): Found guilty of four counts and sentenced to a maximum of 60 years.
  4. Major Ibrahim Abu Bakarr Bangura (4th Accused): Found guilty of four counts and sentenced to a maximum of 50 years.
  5. Lieutenant Zainab Amara Suwu (5th Accused): Found guilty of four counts and sentenced to a maximum of 50 years.
  6. Corporal Mohamed Koroma (6th Accused): Found guilty of all five counts and sentenced to a maximum of 75 years.

On February 13, 2025, in the case of The State versus Major Bai Sesay and 6 Others, in which the court addressed a bloody coup attempt that occurred on November 26, 2023, which resulted in the brutal killings of 18 security personnel and two civilians the trial concluded with the following verdicts:

  1. Major Bai Sesay (1st Accused): Found guilty of all seven counts, dismissed from the Armed Forces, and sentenced to a maximum of 125 years in prison.
  2. Staff Sergeant Joseph Conteh alias Boy Pikin (2nd Accused): Found guilty of one out of five counts, dismissed from the Armed Forces, and sentenced to a maximum of 18 months.
  3. Sergeant Alimamy Alhaji Conteh alias Next Man (3rd Accused): Found guilty of all six counts, dismissed from the Armed Forces, and sentenced to a maximum of 120 years.
  4. Corporal Alpha Wurie Conteh (4th Accused): Found guilty of all five counts, dismissed from the Armed Forces, and sentenced to a maximum of 125 years.
  5. Lance Corporal Ibrahim Kuyateh (5th Accused): Found guilty of all five counts, dismissed from the Armed Forces, and sentenced to a maximum of 120 years.
  6. Lance Corporal Lahai Kemoh (6th Accused): Found guilty of all five counts, dismissed from the Armed Forces and sentenced to a maximum of 130 years. Kemoh had also been dismissed previously due to prolonged absence without leave during his flight from justice.
  7. Sergeant Baimba Bangura alias Maggie (7th Accused): Found not guilty of all five counts and was acquitted and discharged.

These verdicts follow the bloody coup attempt, which was the second major plot to unseat President Bio. The first attempt, which occurred in July 2023, was foiled, but the November 2023 coup led to the deaths of several loyal security personnel and civilians.

The Court Martial’s sessions, which began in October 2024, saw the arraignment of military personnel on charges including conspiracy to commit mutiny, mutiny, failure to suppress mutiny, communicating with the enemy, and desertion. The trials have involved several batches of accused individuals, with the second batch being convicted for their involvement in the coup attempt.

The State was represented by 15 prosecution lawyers, led by JAK Sesay and PA Williams from the Law Officers’ Department, along with Colonel MBS Kamara from the Republic of Sierra Leone Armed Forces (RSLAF). The defense team included lawyers I. Bangura, OV Garber, E. Saunders, and others.

The presiding Court Martial panel was headed by Judge Advocate Mark Ngegba, with Colonel SMO George serving as the Court Martial President and several other officers as board members.

The verdicts come as a significant blow to those involved in the subversive activities against President Bio’s Government and serve as a reminder of the consequences of undermining the nation’s security and leadership.

With a considerable portion of locally produced food perishing before reaching consumers, he called for infrastructural enhancements to minimize losses and optimize output. The President emphasized that improving storage, transport, and value addition facilities would be game-changing for the agricultural sector.

Recognizing the significance of South-South Cooperation as a vehicle for knowledge and technology transfer, President Bio sought FAO’s facilitation in deepening Sierra Leone’s agricultural ties with nations such as China and Vietnam. UNFPA Leads Launch of Sierra Leone’s National Condom Strategy on International Condom Day

In commemoration of International Condom Day, the United Nations Population Fund (UNFPA) joined the Ministry of Health, the National AIDS Secretariat, UNAIDS, AIDS Healthcare Foundation (AHF), young people and other stakeholders to officially launch the National Strategy for Condom Programming in Sierra Leone. The event, held at the New Brookfields Hotel in Freetown on February 14, 2025, aimed to enhance access to and utilization of condoms, particularly among young people and underserved communities.

The newly launched strategy is designed to prevent unintended pregnancies, HIV and Sexually Transmitted Infections (STIs) through four key pillars: increasing condom accessibility and utilization, enhancing demand and promoting correct and consistent usage, strengthening supply chain management and reducing stigma while addressing misconceptions surrounding condom use.

Deputy Minister of Health, Prof. Dr. Charles Senessie, expressed gratitude for the collaborative efforts of key partners in advancing Sierra Leone’s health sector. He acknowledged the country’s ongoing challenges in addressing STIs and emphasized the importance of partnerships in achieving national health objectives.

“As a Ministry of Health, we cannot achieve our goals alone and we deeply value our partners’ alignment with our mission. The statistics on condom use, less than 5% among women and 20% among men, call for urgent action to ensure availability, accessibility and consistent use,” said Dr. Charles Senessie. He further stressed the need for condom customization to encourage greater acceptability and use.

The Deputy Minister highlighted the strategy’s objectives, which include improving coordination, boosting demand, strengthening supply chain systems and enhancing data collection for policy development over the next five years. He also urged continued engagement and digital access to the strategy, reinforcing the Government’s commitment to safeguarding future generations through informed sexual health choices.

Representing UNFPA, Sebeso Lumuma emphasized the agency’s unwavering support for Sierra Leone’s reproductive health goals, particularly in ensuring condom availability and utilization.

“This strategy marks a significant milestone in Sierra Leone’s efforts to improve sexual and reproductive health outcomes. Despite condoms being safe, affordable and effective, their consistent use remains a challenge for many, especially among key and marginalized communities,” Sebeso Lumuma stated.

She highlighted the comprehensive nature of the strategy, which integrates education, awareness and community engagement to foster a culture of informed condom use. The UNFPA representative further outlined Agency’s commitments, including: strengthening reproductive health supply chains to ensure condom availability nationwide, expanding access to youth-friendly reproductive health services, empowering young people with knowledge and informed choices, advocating for increased investments in family planning and condom programming, including addressing a $4.4 million funding gap for full implementation of the strategy.

“As we launch this strategy, our work is just beginning. The success of this initiative depends on collective action from the Government, development partners, private sector and young people. We must challenge the stigma surrounding condom use and advocate for sustained investments in reproductive health,” she concluded.

The Director General of the National AIDS Secretariat, Abdul Raheem Sesay, lauded the collaborative efforts behind the strategy’s development. He described the document as a crucial guide in addressing public health challenges, created through extensive consultations with multi-sectoral partners, including civil society and the private sector.

He acknowledged initial challenges in drafting the strategy, noting that early versions failed to meet quality standards. However, through continued collaboration, a comprehensive and effective framework was developed. He also recognized the support from UNFPA and UNAIDS in strengthening HIV and STI prevention efforts and urged continued dialogue to ensure successful implementation.

UNAIDS Country Representative, Jane Kalweo ,underscored the urgency of intensifying HIV prevention efforts as the global community approaches the 2030 target of ending AIDS as a public health threat. She emphasized the need for equitable access to prevention tools, including condoms, Pre-Exposure Prophylaxis (PrEP), post-exposure prophylaxis and voluntary medical male circumcision.

“Despite the wide availability of prevention tools, new infections persist, highlighting gaps in accessibility and education. Governments must prioritize robust prevention programs that meet people where they are, ensuring all options remain affordable and accessible,” Jane Kalweo stated.

She also noted the alarming decline in condom use across several countries, despite their proven effectiveness in preventing STIs and unintended pregnancies. Jane Kalweo called for increased investment in condom distribution, education and social marketing to ensure widespread and sustained condom use.

The launch of Sierra Leone’s National Condom Strategy represents a pivotal step toward addressing sexual and reproductive health challenges in the country. With strong backing from UNFPA, UNAIDS, the Ministry of Health and other stakeholders, the strategy aims to foster a healthier and more informed population through comprehensive condom programming.

The Kissy Road headquarters, brimming with energy and enthusiasm, became the epicenter of excitement as Thomas Mustapha Lahai, donned in immaculate white attire and a distinguished traditional African cap, was welcomed with a ceremonial guard of honor by the Traffic Wardens Corps, symbolizing the occasion’s significance.

The transition, which unfolded seamlessly under the guidance of the Company Secretary, Abu Bakarr Sheriff Esq., marked a pivotal moment for the SLRSA, as it bids farewell to its outgoing Chairman and embraced a new leader poised to chart a course toward progress, efficiency and impactful road safety management. This moment, imbued with optimism, represented a collective step forward as the Authority anticipates a brighter future under the stewardship of the experienced Thomas Mustapha Lahai.

Reverend Smart Senessie, Executive Director of SLRSA, spoke passionately about the Authority’s foundational role in complementing the Sierra Leone Police’s efforts in traffic management. He lauded the Authority’s key contributions to facilitating the free movement of citizens and its ongoing community programs aimed at enhancing public safety.

With reverence, he highlighted Thomas Mustapha Lahai’s credentials, noting the tremendous value his extensive experience as a retired police officer would bring in addressing the multifaceted challenges of traffic management, strengthening the institution’s operational framework and enhancing the Authority’s capacity for tackling the nation’s growing road safety needs.
