UNFPA Leads Launch of Sierra Leone’s National Condom Strategy on International Condom Day

In commemoration of International Condom Day, the United Nations Population Fund (UNFPA) joined the Ministry of Health, the National AIDS Secretariat, UNAIDS, AIDS Healthcare Foundation (AHF), young people and other stakeholders to officially launch the National Strategy for Condom Programming in Sierra Leone. The event, held at the New Brookfields Hotel in Freetown on February 14, 2025, aimed to enhance access to and utilization of condoms, particularly among young people and underserved communities.

The newly launched strategy is designed to prevent unintended pregnancies, HIV and Sexually Transmitted Infections (STIs) through four key pillars: increasing condom accessibility and utilization, enhancing demand and promoting correct and consistent usage, strengthening supply chain management and reducing stigma while addressing misconceptions surrounding condom use.

Deputy Minister of Health, Prof. Dr. Charles Senessie, expressed gratitude for the collaborative efforts of key partners in advancing Sierra Leone’s health sector. He acknowledged the country’s ongoing challenges in addressing STIs and emphasized the importance of partnerships in achieving national health objectives.

“As a Ministry of Health, we cannot achieve our goals alone and we deeply value our partners’ alignment with our mission. The statistics on condom use, less than 5% among women and 20% among men, call for urgent action to ensure availability, accessibility and consistent use,” said Dr. Charles Senessie. He further stressed the need for condom customization to encourage greater acceptability and use.

The Deputy Minister highlighted the strategy’s objectives, which include improving coordination, boosting demand, strengthening supply chain systems and enhancing data collection for policy development over the next five years. He also urged continued engagement and digital access to the strategy, reinforcing the Government’s commitment to safeguarding future generations through informed sexual health choices.

Representing UNFPA, Sebeso Lumuma emphasized the agency’s unwavering support for Sierra Leone’s reproductive health goals, particularly in ensuring condom availability and utilization.

“This strategy marks a significant milestone in Sierra Leone’s efforts to improve sexual and reproductive health outcomes. Despite condoms being safe, affordable and effective, their consistent use remains a challenge for many, especially among key and marginalized communities,” Sebeso Lumuma stated.

She highlighted the comprehensive nature of the strategy, which integrates education, awareness and community engagement to foster a culture of informed condom use. The UNFPA representative further outlined Agency’s commitments, including: strengthening reproductive health supply chains to ensure condom availability nationwide, expanding access to youth-friendly reproductive health services, empowering young people with knowledge and informed choices, advocating for increased investments in family planning and condom programming, including addressing a $4.4 million funding gap for full implementation of the strategy.

“As we launch this strategy, our work is just beginning. The success of this initiative depends on collective action from the Government, development partners, private sector and young people. We must challenge the stigma surrounding condom use and advocate for sustained investments in reproductive health,” she concluded.

The Director General of the National AIDS Secretariat, Abdul Raheem Sesay, lauded the collaborative efforts behind the strategy’s development. He described the document as a crucial guide in addressing public health challenges, created through extensive consultations with multi-sectoral partners, including civil society and the private sector.

He acknowledged initial challenges in drafting the strategy, noting that early versions failed to meet quality standards. However, through continued collaboration, a comprehensive and effective framework was developed. He also recognized the support from UNFPA and UNAIDS in strengthening HIV and STI prevention efforts and urged continued dialogue to ensure successful implementation.

UNAIDS Country Representative, Jane Kalweo ,underscored the urgency of intensifying HIV prevention efforts as the global community approaches the 2030 target of ending AIDS as a public health threat. She emphasized the need for equitable access to prevention tools, including condoms, Pre-Exposure Prophylaxis (PrEP), post-exposure prophylaxis and voluntary medical male circumcision.

“Despite the wide availability of prevention tools, new infections persist, highlighting gaps in accessibility and education. Governments must prioritize robust prevention programs that meet people where they are, ensuring all options remain affordable and accessible,” Jane Kalweo stated.

She also noted the alarming decline in condom use across several countries, despite their proven effectiveness in preventing STIs and unintended pregnancies. Jane Kalweo called for increased investment in condom distribution, education and social marketing to ensure widespread and sustained condom use.

The launch of Sierra Leone’s National Condom Strategy represents a pivotal step toward addressing sexual and reproductive health challenges in the country. With strong backing from UNFPA, UNAIDS, the Ministry of Health and other stakeholders, the strategy aims to foster a healthier and more informed population through comprehensive condom programming.

The Sierra Leone Road Safety Authority (SLRSA) ushered in a new leadership chapter with its incoming Board Chairman, Thomas Mustapha Lahai, on February 14th, 2025. The Kissy Road headquarters, brimming with energy and enthusiasm, became the epicenter of excitement as Thomas Mustapha Lahai, donned in immaculate white attire and a distinguished traditional African cap, was welcomed with a ceremonial guard of honor by the Traffic Wardens Corps, symbolizing the occasion’s significance.

The transition, which unfolded seamlessly under the guidance of the Company Secretary, Abu Bakarr Sheriff Esq., marked a pivotal moment for the SLRSA, as it bids farewell to its outgoing Chairman and embraced a new leader poised to chart a course toward progress, efficiency and impactful road safety management. This moment, imbued with optimism, represented a collective step forward as the Authority anticipates a brighter future under the stewardship of the experienced Thomas Mustapha Lahai.

Reverend Smart Senessie, Executive Director of SLRSA, spoke passionately about the Authority’s foundational role in complementing the Sierra Leone Police’s efforts in traffic management. He lauded the Authority’s key contributions to facilitating the free movement of citizens and its ongoing community programs aimed at enhancing public safety.

With reverence, he highlighted Thomas Mustapha Lahai’s credentials, noting the tremendous value his extensive experience as a retired police officer would bring in addressing the multifaceted challenges of traffic management, strengthening the institution’s operational framework and enhancing the Authority’s capacity for tackling the nation’s growing road safety needs.

In his inaugural address, Chairman Thomas Mustapha Lahai reflected on the breadth of his distinguished career, pledging to use his wealth of expertise to foster positive change within the SLRSA. Drawing upon his legacy as an Assistant Inspector General of the Sierra Leone Police, Thomas Mustapha Lahai expressed his heartfelt gratitude for the opportunity to serve in this new capacity. He reaffirmed his commitment to aligning his leadership with President Bio’s transformative Big Five Changer Agenda, focusing on vital sectors such as Infrastructure, Innovation, Technology, Human Capital Development, Youth Employment and the pressing need for systemic reforms in public service architecture. He implored the staff to embrace professionalism, integrity and operational excellence, warning against the dangers of corruption and stressing the importance of collaboration, discipline and a shared commitment to organizational success.

Chairman Thomas Mustapha Lahai’s vision for the future was clear: the SLRSA must prioritize the creation of a cohesive, productive and transparent work environment where communication and teamwork are key. Land Grabbers Challenge President Bio’s Commitment to Protect National Park

In a bold defiance of President Julius Maada Bio’s commitment to protecting the Western Area Peninsula National Park and its Green Belt zone, illegal land encroachers continue to expand their activities, raising serious environmental and legal concerns.

On Friday, February 7, 2025, officials from the National Protected Area Authority (NPAA), Guma Valley Water Company, the Conservation Society of Sierra Leone and community representatives from Sussex conducted an inspection of the national park following a series of devastating bushfires.

The team discovered widespread destruction allegedly caused by land grabbers linked to influential figures, including military officers and a senior parliamentary official. Construction caretakers at various sites identified high-ranking officials as the purported owners of unfinished buildings in areas such as Bio Barray and One Ose (No. 2 River community), both located within the protected zone.

The bushfires, believed to be acts of arson by land speculators, serve as a crucial test of President Bio’s determination to enforce environmental protection laws and prevent unauthorized settlements in the Western Area Peninsula National Park.

President Bio had previously emphasized the urgency of tackling illegal encroachment. During a visit to the Guma Dam in April 2022, he underscored the existential threat posed by deforestation and land grabbing, declaring: “The Western Area Forest Green Belt is protected by law. This is very annoying and concerning. All those responsible should face the law. This is an existential threat that will not be tolerated. We are going to re-establish the Green Belt and protect it.”

He further stressed the importance of responsible urban development, stating: “As much as we want everyone to build homes, we should do it within the confines of the law. Guma (Dam) is a major water source for Freetown and encroachment into the land will limit water storage and access. If you undermine the environment, it will not protect you.”

Despite these strong pronouncements, illegal encroachment has continued at an alarming rate. In September 2023, Dr. Isata Mahoi, co-chair of a special investigative committee on land encroachment, reported that the Western Area Peninsula National Park had lost 24% of its protected area between Mile 13 and Tokeh, with over 900 unauthorized structures identified.

The committee recommended an immediate ban on all illegal activities within the Green Belt, including quarry mining and unauthorized construction. Additionally, it proposed the establishment of a physical boundary to clearly demarcate the protected area.

In response to these findings, President Bio authorized the Minister of Climate Change and the Environment in May 2024 to lead the demolition of illegal structures within the national park. During a town hall meeting in July 2024, he reiterated his warning to Government officials and other prominent individuals who had acquired fraudulent land documents, stating that any unauthorized buildings within the park and Green Belt area would be demolished.

Despite these efforts, satellite imagery and environmental reports indicate that illegal deforestation and encroachment persist. A recent study by the World Food Programme’s HQ Asset Impact Monitoring from Space (AIMS) team revealed that between December 2023 and March 2024, the Western Area Peninsula National Park lost 550 hectares of forest. Since 2000, a total of 4,000 hectares (22% of the park’s total land area) has been deforested.

Meanwhile, the Guma Valley Water Company and other environmental stakeholders have expressed grave concerns about the latest bushfires between River #2 and Baw Baw communities, warning that these fires endanger the sustainability of Freetown’s primary water source. The destruction of vegetation weakens the soil, increasing the risk of erosion, landslides and mudslides, which could further jeopardize water supplies.

As land grabbers and their powerful sponsors continue to defy the law, environmental advocates are calling on all stakeholders to support Government efforts in protecting the national park. The NPAA, Guma Valley Water Company and other conservation groups urge immediate and decisive action to safeguard the Western Area Peninsula National Park, ensuring that future generations benefit from its rich biodiversity and water resources.

President Bio’s administration now faces a critical test: will it stand firm against encroachment and enforce the rule of law or will powerful land grabbers continue to undermine Sierra Leone’s environmental security?

The Director General of the Sierra Leone Civil Aviation Authority (SLCAA), Madam Musayeroh Barrie, actively participated in the prestigious International Civil Aviation Organization (ICAO) Global Implementation Support Symposium (GISS) 2025. The high-profile event, held on February 11, 2025 in Abu Dhabi, United Arab Emirates (UAE), brought together aviation leaders, policymakers and industry experts from around the world to discuss key issues related to training, sustainability, and workforce development in the aviation sector.

The symposium, which ran from February 10-12, was held under the patronage of His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President, Prime Minister, and Ruler of Dubai. With over 1,500 participants, including more than 35 ministers responsible for air transport and aviation, the event underscored global efforts to drive sustainable and innovative solutions for the aviation industry. This year’s theme: “The Next Flight: Innovating for a Sustainable Tomorrow,” set the stage for critical discussions on advancing aviation.

Madam Musayeroh Barrie’s presence at ICAO GISS 2025 reaffirmed Sierra Leone’s commitment to strengthening its aviation sector and aligning with international standards. She engaged in high-level discussions that addressed challenges faced by emerging aviation markets, particularly in the areas of skills development, workforce retention and resource constraints.

Recognized for her efforts in rebranding SLCAA and contributing significantly to international aviation bodies, Madam Musayeroh Barrie  was invited to participate in the first-ever All-Female ICAO Panel – Panel 5B: “Evolving Training for Sustainable Aviation.”

During the session, she joined other distinguished panelists to discuss:

  • Strategies for attracting, training, and retaining aviation professionals.
  • The role of lifelong learning and professional development in bridging the skills gap.
  • Challenges in integrating sustainability within aviation training programs.
  • Collaborative approaches to strengthening workforce resilience and industry growth.

Madam Musayeroh Barrie  provided an insightful analysis of Sierra Leone’s aviation landscape, acknowledging the country’s challenges in developing a sustainable sector while emphasizing the opportunities available through regional collaboration, international partnerships and technological advancements.

“Sierra Leone is a country with youthful, forward-thinking leadership, which creates a tremendous opportunity for aviation development. Events like this panel provide invaluable knowledge and open doors for training and human resource development, which are crucial for the country’s progress,” she stated.

She highlighted the lack of exposure to aviation careers in Sierra Leone due to minimal integration of aviation-related subjects in the education system. This gap, she noted, has resulted in a limited pool of homegrown talent to sustain the industry. However, she remains optimistic that with increased visibility, structured learning programs and Government intervention, aviation can become an attractive career path for young Sierra Leoneans.

Beyond workforce attraction, Madam Musayeroh Barrie identified resource constraints as a major hurdle, particularly in retaining skilled aviation professionals. Given the technical nature of the industry, trained personnel often become prime targets for recruitment by larger, well-funded aviation bodies.

“Aviation is a small but highly specialized industry. When we develop a strong pool of technical staff, they often become prime targets for recruitment by bigger CAAs and countries with greater financial resources,” she explained. “Through continuous collaboration and access to funding, smaller CAAs like Sierra Leone’s can work toward overcoming this issue.”

In a landmark achievement, Madam Musayeroh Barrie signed an ICAO Training Agreement under the Management Service Agreement (MSA) with Sierra Leone, a move aimed at boosting aviation workforce development. The agreement facilitates the delivery of five major ICAO training courses in 2025, covering:

  1. Training Instructors Course (TIC EN)
  2. Training Developers Course (TDC EN)
  3. Universal Safety Oversight Audit Programme (USOAP EN) Auditor Preparation
  4. USOAP Continuous Monitoring Approach Phase 1 (Online Training)
  5. USOAP Continuous Monitoring Approach Phase 2, covering:
    • Personnel Licensing
    • Aircraft Operations
    • Airworthiness of Aircraft
    • Air Navigation Services
    • Aerodrome and Ground Aids

These training programs will be delivered through a combination of online and instructor-led sessions in Sierra Leone by ICAO experts, ensuring accessibility and relevance to the country’s specific aviation needs.

ICAO GISS 2025 commenced with keynote addresses from global aviation leaders, including ICAO President Salvatore Sciacchitano, who emphasized the need for collaboration in achieving global aviation goals. He also announced a $25 million fund for capacity building and highlighted the transformative role of AI in aviation management.

The symposium witnessed the signing of multiple international agreements, with commitments from Mauritania, Yemen, Japan, Kazakhstan, and Trinidad and Tobago. Additionally, the UAE General Civil Aviation Authority (GCAA) and ICAO launched the Sheikh Mohammed bin Rashid Al Maktoum Global Aviation Award, a $1 million initiative supporting alternative fuel research.

A ministerial session featuring top aviation executives focused on:

  • The economic and societal impact of aviation.
  • Balancing growth with sustainability.
  • Strengthening support for resource-constrained states.

Reflecting on her participation at ICAO GISS 2025, Madam Barrie expressed optimism about Sierra Leone’s aviation prospects:

African Parliamentary Press Network Urges Parliament to Reinstate Banned Journalist

The African Parliamentary Press Network (APPN) has called on the leadership of the Sierra Leone Parliament, led by Rt. Hon. Segepoh Solomon Thomas, to urgently resolve the indefinite ban imposed on parliamentary journalist Melvin Tejan Mansaray.

In a Press Release issued on February 10, 2025, the APPN emphasized the need for a thorough investigation into the circumstances leading to Melvin Tejan Mansaray’s exclusion from covering parliamentary proceedings. The ban, which took effect on January 10, 2025, was declared by Speaker Hon. Solomon Segepoh Thomas, citing allegations of reckless and insulting criticism. The decision has since sparked reactions from various stakeholders, including the Sierra Leone Parliamentary Press Gallery (PPG) and the Sierra Leone Association of Journalists (SLAJ).

Despite interventions from the PPG and SLAJ, as well as concerns raised by media watchdogs, there has been no formal complaint lodged by Parliament with the Independent Media Commission (IMC), the appropriate regulatory body for media-related disputes. The APPN has expressed concern that the delay in addressing the matter undermines Press Freedom and sets a dangerous precedent for journalism in Sierra Leone.

The APPN reaffirmed its commitment to ethical and professional journalism while stressing the importance of journalistic freedom as a fundamental pillar of democracy. It warned that silencing journalists through indefinite bans stifles dialogue, weakens accountability and erodes democratic principles.

“Democratic accountability requires that public officials and institutions remain open to scrutiny and criticism. A more balanced approach is needed to protect both institutional integrity and democratic values,” the statement read.

The indefinite suspension of Melvin Tejan Mansaray has raised broader concerns about Press Freedom and transparency in parliamentary reporting. The APPN noted that restricting journalists from performing their duties could deter media practitioners from engaging in critical and investigative reporting, ultimately undermining the public’s right to information.

In line with calls from SLAJ and the PPG, the APPN has urged Parliament to adopt a more constructive approach in handling disputes with journalists. It recommended that grievances related to journalistic misconduct be addressed through independent regulatory bodies such as the IMC and SLAJ, rather than imposing outright bans.

The APPN also proposed engaging all relevant stakeholders in dialogue to find an amicable resolution that upholds both press freedom and institutional integrity. Furthermore, it expressed willingness to collaborate with the leadership of the Sierra Leone Parliament in developing a code of conduct to govern interactions between Parliament and the media. Such a framework, it argued, would provide clear guidelines for handling future disputes in a structured and transparent manner.

The APPN reiterated its dedication to fostering constructive relationships between parliamentary institutions and the media, with the goal of promoting good governance and sustainable development. It pledged to facilitate discussions that would help resolve the current impasse and ensure that similar conflicts are managed more effectively in the future.

Addressing the 47th Annual General and Scientific Meeting of the Sierra Leone Medical and Dental Association (SLMDA) in Freetown on Wednesday, February 12, 2025, Vice President Mohamed Juldeh Jalloh emphasized that the Government remains focused on improving health outcomes and ensuring a resilient health sector for future challenges.

“We have made significant strides in improving healthcare delivery, from increasing the number of healthcare workers to investing in critical infrastructure that continues to transform health services across the country,” he stated.

The Vice President stated how the Government has spent over one billion New Leones in the healthcare sector this year. He reiterated key achievements, including a significant reduction in maternal and infant mortality rates and the recruitment of additional healthcare personnel to enhance service delivery nationwide further emphasizing that those advancements reflect the Government’s commitment to improving healthcare access and quality.

He additionally called for strengthened collaboration between the Government and the SLMDA to build on the successes and enhance preparedness for emerging healthcare challenges.

“A well-prepared and resilient health workforce is crucial for sustaining these gains and tackling emerging health issues,” he noted. “It is through partnerships like this that we can ensure long-term improvements in the healthcare sector.”

The annual SLMDA conference serves as a crucial platform for medical professionals to discuss advancements, share research findings and shape policy directions in the country’s health sector.
