Sierra Leone Embraces Biometric National ID Cards to Enhance Security and Services

National Identification Card.jpg

By Amin Kef (Ranger)

The National Identification Card in Sierra Leone has transformed from a mere identification document to a crucial element of legal identity, offering a multitude of benefits. Its role in identity verification is particularly significant within the financial sector and various transactions.

Biometric Identity Cards are now widely recognized in Sierra Leone as a reliable solution for resolving identity issues in critical situations, such as confirming citizenship status or accessing essential services. These cards, issued to both nationals and non-nationals, feature unique chips containing biometric data to ensure precise identity verification.

The National Civil Registration Authority of Sierra Leone (NCRA) is urging citizens and residents to obtain the biometric national ID cards introduced early last year. X Infotech provides personalization for the cards with ICAO-compliant biometrics and public key infrastructure for signing data, according to a company case study.

The campaign aims to enhance personal security for cardholders and facilitate easier access to Government and private sector services. Citizens who have reached the age of 12 are eligible for the card and can apply at any NCRA branch in their district. The government hopes to see an increase in registrants throughout 2024.

It must be noted that the NCRA is emphasizing the importance of the highly secure and innovative ID card, urging citizens to fulfill their civil responsibility by obtaining it.

The ID card, embedded with a chip carrying the holder’s facial biometric information, enables easy ID authentication. It also includes an 11-digit National Identification Number (NIN), acting as a unique identifier linked to the cardholder’s personal details in the national population registry. The NIN is now a requirement for primary education students preparing for public examinations and for those traveling around the country.

Each Biometric ID Card’s unique NIN links individuals’ records in the National Identity Database for life, improving personal security and differentiating individuals with identical names. The NCRA highlights the card’s crucial role in enhancing personal security and facilitating access to services from both government and private sectors.

Mohamed M. Massaquoi, Director General of the NCRA, underscores the necessity of obtaining the National Identification Card, urging citizens to apply before the March 31, 2024 deadline. Residents aged 12 and older can obtain their cards at designated NCRA centers, while non-citizens must apply for the Non-National ID Card for relevant permits.

To ensure accessibility, the NCRA has established offices and centers nationwide, including its Headquarters and regional offices in Bo, Kenema, Makeni, and Port Loko. Specific NCRA locations include:

  1. NCRA Headquarters: 2 Walpole Street, Freetown
  2. NCRA Office: 23B Off Kingharman Road, Freetown
  3. NCRA Office: Kennedy Street, Freetown
  4. NCRA Branch Office: 230 Lumley Road, Freetown (By the Roundabout)
  5. NCRA Office: Waterloo along the Freetown Highway (Opposite the Police Station)
  6. NCRA Offices: Regional Headquarters in Bo, Kenema, Makeni, and Port Loko

Citizens and non-citizens are encouraged to act promptly as time goes by. Law enforcement officials stress the importance for compliance and smooth access to services.

For more information about obtaining Biometric Identity Cards, individuals can contact the NCRA at +232-33-433-333, +232-30-500-000, +232-78-221-812, or via email at idverification@ncra.gov.

Sierra Leoneans are urged to prioritize obtaining their Biometric ID Cards, recognizing their importance in enhancing security and contributing to national development. The NCRA’s initiative aligns with the Government’s commitment to fostering a safer, more efficient and accessible environment for all.

In a significant step to unify efforts and enhance youth engagement in environmental issues in the country, the Chief Director of Environment and Climate Change, Edward Bendu, on Thursday, July 25, 2024 officially launched the Youth Climate Council Sierra Leone (YCCSL) on the theme: “Bridging Intergeneration Gap for Equitable Climate Action & Policy Formulation in Sierra Leone.”

The launching, which brought together key stakeholders, including the Chief Director of the Ministry of Environment and Climate Change, Edward Bendu, the Senior Youth Engagement Manager at C40 Cities, Sallieu Kanu, a representative of the GIZ Country Director, representatives from UNICEF Sierra Leone, National Disaster Management Agency, among others was held at the Ministry of Foreign Affairs Conference Hall on Tower Hill in Freetown.

Delivering his keynote address, the Chief Director of Environment and Climate Change, at the Ministry of Environment and Climate Change, Edward Bendu, noted the significance of such a milestone that is geared to promoting the inclusion of youth in national development, stressing the need for collaborative efforts in the fight against climate change amidst the alarming increase in temperature across the globe.

As he frowned at frequent deforestation, the Director pointed out that one of the major resources in Sierra Leone is the nation’s forest reserve. Therefore, he craved the indulgence of all Sierra Leonean citizens to maintain it since it contributes immensely to the development of the country in terms of all standards, explaining how it could as well serve as an attractive touristic site for potential investors.

Commenting on what the Ministry is expecting from YCCSL, he entreated members of the organization to embark on advocacy and also build resilience around the health sector where they would be part of the WASH system to enhance food and nutrition security of vulnerable communities that resonates with the Government’s big five game changers such as Food self-sufficiency, Feed Salone, Youth Employment, Infrastructure and Technology and Job Creation.

According to Edward Bendu, the Ministry of Environment and Climate Change and its agencies are steadfast in their commitment to addressing the pressing climate challenges that the nation faces. He emphasized that the fight against climate change is not just a battle for the present generation but a quest for the survival and prosperity of future generations, noting that is why the Ministry is dedicated to involving the youth in every step of the nation’s climate action journey.

“We recognize that youth-focused and youth-led organizations bring invaluable energy, creativity and perspectives to the table. To this end, the Ministry has been actively working to integrate these voices into our policy-making processes. We have established youth advisory committees, which serve as platforms for young people to share their insights and contribute to the development of our national climate.

Furthermore, the Ministry has prioritized the participation of youths in international conferences like the Africa Climate Week in Kenya 2023 and COP 28 in Dubai respectively” Director Bendu revealed adding that the national focal person through the Ministry regularly organizes consultations to ensure continuous dialogue between the Ministry and Youth Organizations.

The goal of the Ministry, he said, is to create an environment where young people could thrive as leaders and innovators in the climate movement.

Speaking on behalf of the Head of Climate Change Department, Sierra Leone Meteorological Agency- Ministry of Environment and Climate Change, Peter Rogers stated that the initiative is a significant milestone in the collective journey towards a sustainable future and that it fills him with hope to see such enthusiastic and committed young people leading the charge.

Touching on the challenges in youth engagement, he asserted that despite significant efforts, he acknowledged the immense challenges in engaging youth in policy processes at both national and regional levels.

He maintained that one of the primary challenges is the disparity in resources and access to information. Many youth
organizations, especially those in remote areas, he said, face difficulties in accessing the tools and platforms necessary for meaningful participation therefore ensuring sustained engagement, is most often another hurdle.

According to Peter Rogers, young people often encounter barriers such as limited opportunities for skill development, insufficient support for their initiatives and a lack of platforms for continuous involvement. He noted that such barriers could hinder their ability to contribute effectively to policy discussions and implementations.

To address the above mentioned challenges, Peter Rogers disclosed how the Ministry is committed to strengthening its outreach efforts. He updated that the Ministry is working to expand its networks and provide more comprehensive support to youth organizations, which would include improving access to information, enhancing capacity-building initiatives and securing additional resources to support youth-led projects. “We believe that by fostering a more inclusive and supportive environment, we can empower our youth to become pivotal agents of change”, he asserted.

Peter Rogers concluded by stating that the launch of the Youth Climate Council Sierra Leone is a testament to the Ministry’s shared commitment to the said goals, stating that the Council will serve as a vital platform for young climate leaders to collaborate, innovate and drive meaningful change.

“We are excited to work closely with the Council and leverage the collective strengths of our young people to advance our national and regional climate agendas. I also want to express my heartfelt gratitude to all the young leaders who are dedicating their time and energy to this crucial cause. Your passion and determination inspire us all and together, we can build a sustainable and resilient future for Sierra Leone,” he affirmed.

One of the Council members of the Youth Climate Council Sierra Leone, Esther Yellie Kamara, stated that YCCSL is a consortium of youth climate organizations but that it does not only limit to climate organization rather they incorporate other organizations that also focus on their thematic areas like awareness raising, education, integrating women into climate advocacy and women’s empowerment.

The organization, she said, aims to create a platform for everyone from different backgrounds to have their voices heard whenever issues of climate related matters are being discussed.

Esther Yellie Kamara further revealed that the organization currently has eight member organizations, but that more members are going to come onboard after the launching of the organization, assuring that there would be an application link for individuals and organizations on their website.

Considering the fact that climate change is a major cause of concern in Sierra Leone, the founder of YCCSL stressed that the organization would be embarking on effective education and capacity building which is one of their key thematic areas to beat the frequent occurrence of flooding in the country.

The launch event marked a pivotal moment to empower the youth of Sierra Leone and ensure their meaningful participation in climate action provide a platform for stakeholders to discuss strategies geared towards enhancing youth engagement in climate action and policy formulation, ensuring that young voices are at the forefront of environmental decision-making processes.

Raising the Bar for African Air Connectivity: Transport Ministry Puts Sierra Leone on the Map with SAATM Airshow Conference

Transport Minister, Alhaji Fanday Turay

By Amin Kef (Ranger)

The Ministry of Transport and Aviation, under the dynamic leadership of its Minister, Alhaji Fanday Turay will be hosting the Single African Air Transport Market (SAATM) Conference at the scenic Mamba Point Lagoonda in the West End of Freetown. Promising to be a landmark occasion for Africa’s aviation sector, the event is scheduled to take place on the 29th and 30th July, 2024. Sierra Leone is set to witness a significant boost in its aviation and tourism sectors as it hosts the prestigious event.

This year’s SAATM-PIP Coalition Airshow aims to accelerate the liberalization of air transport in Africa, a mission crucial for improving continental connectivity and integration. The implementation of the Yamoussoukro Decision (YD) and SAATM are pivotal to achieving this goal. These initiatives are designed to foster a sustainable and robust aviation sector, which is a cornerstone for Africa’s recovery strategy post-COVID-19.

A recent study highlights the immense potential of SAATM, projecting a 51% increase in intra-Africa traffic volume within 2-3 years of full implementation. This increase is expected to be accompanied by a 26% reduction in average fare levels, resulting in annual fare savings of USD 1.46 billion. The study also anticipates improved connectivity, with an additional 145 country-pairs receiving direct service and a 27% increase in flight frequencies on existing routes.

The benefits of enhanced air connectivity are far-reaching. Improved air transport is projected to contribute up to USD 4.6 billion in economic growth, create nearly 60,000 additional jobs, and spur investment and innovation. This will lead to significant socio-economic development across the continent, promoting better jobs, well-being, environmental support, and gender inclusion.

However, challenges remain. Currently, only 14.5% of African flights utilize 5th Freedom Traffic rights, missing out on 15.9 million passenger trips due to high costs, limited availability, or inconvenient services. The SAATM-PIP aims to address these issues, making the call for rapid and complete liberalization of African air markets clear and urgent.

The airshow will showcase the efforts of the 20 SAATM-PIP States—Cabo Verde, Côte d’Ivoire, Congo, Cameroon, Central African Republic, Ethiopia, Gambia, Ghana, Gabon, Kenya, Morocco, Mozambique, Namibia, Nigeria, Niger, Rwanda, Senegal, South Africa, Togo, and Zambia. These States, chosen for their favorable environments and readiness for full SAATM implementation, are leading the way towards increasing 5th Freedom Traffic Operations from 14.5% to 30% by 2025.

Sierra Leone, as a signatory to the Solemn Commitment to implement SAATM, has recently shown its readiness to join the SAATM-PIP States. As an active member of the Banjul Accord Group of States (BAG), Sierra Leone’s participation is crucial for advancing the full implementation of the YD/SAATM among BAG member states, aiming to create a single air transport market within this group.

A key agency under the Ministry of Transport and Aviation, the Sierra Leone Civil Aviation Authority (SLCAA), under its result oriented Director General, Madam Musayeroh Barrie, played an instrumental role in making the hosting of this important two day conference a possibility.

Madam Musayeroh Barrie, Director General of the Sierra Leone Civil Aviation Authority (SLCAA)

Madam Musayeroh Barrie, renowned for her extensive knowledge of Sierra Leone’s aviation environment, has been a key figure in the industry for over a decade. As the Country Director for Westminster Aviation Security Services (WASS), she played a pivotal role in ensuring the security and efficiency of operations at Freetown International Airport. Her close collaboration with state authorities during the 2019 ICAO Security Audit resulted in Sierra Leone achieving an impressive pass mark of 71%.

Sierra Leone’s selection as the host for the SAATM conference is a testament to both the Minister of Transport and Aviation, Alhaji Fanday Turay’s and the Director General of the Sierra Leone Civil Aviation Authority, Madam Musayeroh Barrie’s tenacity, diplomacy and profound  understanding of international aviation. Their contributions have not only elevated the country’s aviation standards but also positioned Sierra Leone as a vital player on the global aviation stage.

It must be reiterated that to enhance air connectivity and foster economic growth across the African continent, the Single African Air Transport Market Pilot Implementation Project (SAATM-PIP) Coalition Airshow will be hosted in Freetown.

The synergy between the Ministry and the Aviation Authority This has significantly driven this progress. Madam Musayeroh Barrie’s dedication and strategic vision have been instrumental in positioning Sierra Leone as a key player in the SAATM initiative, ensuring the country is at the forefront of this transformative journey.

The Airshow will focus on aligning Air Service Agreements (ASAs) with the AFCAC YD-Compliant ASA template to promote new 5th Freedom Traffic penetration and remove barriers to SAATM’s full implementation. It will also promote the application and harmonization of YD/SAATM Regulatory Texts, the revised African Civil Aviation Policy (AFCAP), and guidelines on ASAs with non-African partners.

High-level stakeholders, including Ministers of Transport/Aviation, Trade, Finance, Interior, Tourism, Information, NICs, and SAATM Focal Points, will engage in discussions to promote the use of Key Performance Indicator Tools to monitor and evaluate YD/SAATM implementation. Additionally, the event will address operational and technical assistance needs to improve safety, security, environmental protection, air transport, and other civil aviation areas.

To support these efforts, promotional videos on SAATM Benefits, Country Fact Sheets, and a dedicated SAATM website (https://au.int/en/saatm) have been developed. These resources, coupled with a High-Level Communication Plan (HLCP), will provide a robust foundation for advocacy and engagement.

The SAATM-PIP Coalition Airshow in Freetown is more than just an aviation event; it is a significant step towards unity, economic growth, and social empowerment for Africa. For Sierra Leone, this initiative promises better connectivity, economic opportunities, and improved quality of life for its citizens. As Africa embarks on this journey, the commitment to collaboration, innovation, and unwavering dedication to realizing the full potential of a Single African Air Transport Market is crucial.

Join the Ministry of Transport and Aviation and the Sierra Leone Civil Aviation Authority (SLCAA) in Freetown to witness the dawn of a new era in African aviation, where the skies are not just a limit but a bridge to a brighter, more connected future.

Sierra Leoneans Raise Concerns Over President Bio’s Mineral Wealth Fund Plans

By Esther Wright

Concerned citizens of Sierra Leone are sounding the alarm over President Julius Maada Bio’s ambitions to transform the nation’s minerals sector, fearing that mismanagement and corruption could derail those efforts and result in a national disaster.

These concerns center around the individuals currently advocating for the Mineral Wealth Fund initiative who are seen as trying to deceive the President into approving a highly disadvantageous deal for the country. While the Mineral Wealth Fund concept is designed to mobilize capital for long-term development through the minerals sector, critics argue that some unscrupulous individuals, including high-ranking Cabinet members, are attempting to exploit the initiative for personal gain.

The controversy has intensified with the involvement of Igor Silberud, a foreign national with no prior experience in the minerals sector. Silberud, recently appointed to head the Sierra Leone Mineral Wealth Fund, is viewed with suspicion due to his limited qualifications and dubious track record. Described in his CV as a “Financial and Strategic Assets Management Expert,” Silberud’s highest verifiable qualification is a High School Diploma from Leysin American High School in Switzerland. His claims of negotiating during the Zambia Sovereign Debt Crisis and working with the Uzbekistani state-owned UzmetKombinat are unverified.

Silberud’s Mount View Company, which is set to manage Sierra Leone’s commercial interests in mining, stands to gain substantial financial benefits under the current agreement. According to the deal signed by former Ministers, Mount View would receive 3% of monthly gross revenue from mining proceeds, along with 5% to 10% in bonuses and an additional 2.2% of any funds raised. Critics argue that these terms favor Mount View and its associates at the country’s expense.

High-ranking Government officials and Cabinet Ministers are accused of pressuring President Bio to endorse the deal. However, the President has wisely chosen to take his time in reviewing the agreement.

As investigations into the Mineral Wealth Fund affair continue, further details about Igor Silberud and his backers are emerging. Observers are calling for transparency and caution to ensure that Sierra Leone’s mineral wealth benefits the nation rather than a select few.

President Bio’s commitment to carefully scrutinizing the agreement offers a glimmer of hope and citizens remain vigilant in their quest to safeguard the country’s resources and future. The ongoing investigation promises to reveal more about the key players involved and the true implications of the proposed Mineral Wealth Fund deal.

Sierra Leone’s selection as the host for the SAATM conference is a testament to Madam Barrie’s tenacity, diplomacy, and profound understanding of international aviation. Her contributions have not only elevated the country’s aviation standards but also positioned Sierra Leone as a vital player on the global aviation stage.

To enhance air connectivity and foster economic growth across the African continent, the Single African Air Transport Market Pilot Implementation Project (SAATM-PIP) Coalition Airshow will be hosted in Freetown. The event, set to take place at the scenic Mamba Point Lagoonda, promises to be a landmark occasion for Africa’s aviation sector.

This progress has been significantly driven by the exceptional leadership of Madam Musayeroh Barrie. Her dedication and strategic vision have been instrumental in positioning Sierra Leone as a key player in the SAATM initiative, ensuring the country is at the forefront of this transformative journey.

Join the Sierra Leone Civil Aviation Authority (SLCAA) in Freetown to witness the dawn of a new era in African aviation, where the skies are not just a limit but a bridge to a brighter, more connected future.

“I am the Father of Infrastructure,” – President Bio Declares

By Amin Kef (Ranger)

In an unprecedented town hall meeting on Tuesday July 23, 2024 at the Freetown International Conference Center, President Dr. Julius Maada Bio engaged directly with citizens, discussing the progress of his Big Five Game Changers, the economy, foreign affairs, peace and national cohesion, and other governance-related issues. The event, organized by the Ministry of Information and Civic Education, provided a transparent platform for the President to account for his stewardship and encourage civic participation.

President Bio began with a heartfelt message, sympathizing with those affected by recent heavy rainfall and outlining Government efforts to mitigate environmental disasters. He emphasized the importance of preventing flooding and landslides, urging citizens to be proactive.

Expressing his enthusiasm for the interactive session, President Bio said, “Today, I spoke from the heart in Krio to Sierra Leoneans from all walks of life. Our fambul tok (family talk) highlighted the significant progress on our Big Five Agenda and the achievements over the past five years.”

He recounted the accomplishments in infrastructure, education and human rights, highlighting Sierra Leone’s respected status in the international community. President Bio reiterated his commitment to open and transparent governance, stating that these dialogues with citizens enrich democracy and place their well-being at the center of Government policies.

The President recapped the Free Quality Education initiative from his first term, emphasizing its foundational role in national development. “No one will succeed in the 21st century without education. It helps individuals reach their fullest potential,” he remarked.

Discussing his second flagship program, “FEED SALONE,” President Bio encouraged citizens to engage in agriculture, creating jobs and stimulating economic growth. Sharing his personal experience as a farmer, he said, “I go to my farm every weekend and have started enjoying the produce. If we all embrace agriculture, we can reduce the burden of rice importation on the economy.”

On women and child rights, President Bio highlighted the Gender Equality and Women’s Empowerment Act 2022 and the Prohibition of Child Marriage Act 2024, affirming Sierra Leone’s safer environment for women and children.

Addressing the issue of drug abuse, particularly the synthetic drug “kush,” President Bio announced the formation of a task force to tackle drug abuse, clamp down on dealers and support victims. He assured that those involved in drug trafficking would face strict legal consequences.

Despite international economic challenges, President Bio praised the Economic Management Team’s efforts to reduce inflation. He recalled reducing inflation to single digits during his first term before COVID-19 induced economic shocks. “We are working tirelessly to improve the economy,” he said.

Promoting peace and national cohesion, President Bio urged citizens to avoid inflammatory statements and hate speeches. He stressed, “Without unity, there will be no development. Investors need stability to contribute to our growth.”

Responding to infrastructure queries, President Bio declared, “I am the Father of Infrastructure,” citing the construction of bridges and roads, including the Magbele and Mabang bridges and the Bo-Mattru road. He noted that these developments save lives and facilitate the mobility of people, goods, and services.

He also introduced the Mineral Wealth Fund to ensure Sierra Leoneans benefit from the country’s natural resources through better investor terms.

Reflecting on his first term, President Bio reiterated his focus on human capital development, free education, and addressing challenges in the electricity sector. Despite setbacks, he expressed optimism about Sierra Leone’s economic future, citing efforts to reduce inflation and attract international support.

Concluding with a call to action, President Bio urged citizens to support his vision for Sierra Leone’s prosperity. “I want you all to follow my vision, and if there is any problem, I will address it,” he affirmed.

President Bio’s unprecedented three-hour engagement, moderated by Information Minister Chernor Bah, covered a wide range of topics, including climate change, women’s rights and constitutional review. This interaction demonstrated the administration’s dedication to transparency, accountability and citizen engagement.

Minister Chernor Bah praised President Bio’s courage and commitment to civic discourse, drawing parallels to his military service. “The President is not afraid to answer questions from citizens, just as he wasn’t afraid to fight for them,” he remarked.

The town hall event, surpassing expectations, marked a significant moment in President Bio’s tenure, highlighting his administration’s achievements and setting the stage for continued progress. As Sierra Leone moves forward, President Bio’s vision and initiatives will play a crucial role in shaping the country’s path to middle-income status.

Press Secretary Keketoma Sandy highlighted President Bio’s media engagement, noting his interviews with all major radio stations. This ongoing effort reflects the administration’s commitment to fostering democratic dialogue.
