Afrimoney & SALWACO Partner to Launch Digital Water Bill Payment System

In a significant step towards digital transformation, Afrimoney has partnered with the Sierra Leone Water Company (SALWACO) to enable digital water bill payments. The official launch event took place on Friday, May 24, 2024, at SALWACO’s Head Office on Tower Hill in Freetown.

SALWACO’s Managing Director, Ing. George Lamin Vandi highlighted that the partnership aims to optimize revenue collection and improve service delivery for Sierra Leoneans. “This initiative will reduce administrative burdens, lower the carbon footprint, provide easy payment access, increase revenue mobilization, ensure sustainability and boost customer satisfaction,” said Lamin Vandi. He emphasized that this move is part of a broader strategy to modernize the company and embrace digital trends.

Dr. Emmanuel Mannah, Director General of the Electricity and Water Regulations Commission, outlined the benefits of using Afrimoney’s mobile system for tariff setting, revenue generation and collection. He urged other Government entities to adopt similar digital solutions.

Afrimoney’s Managing Director, Martison Obeng Agyei, noted the importance of water in daily life and praised the seamless service provided through the partnership.

“Customers can use the short code 16121111# to pay their water bills and will receive a digital receipt. Their payment details will be updated in the system even if their phone is lost,” he explained. He assured that the service is available 24/7, offering convenience and reliability.

Minister of Water Resources and Sanitation, Dr. Sao-Kpato Hannah Max-Kyne, underscored the Government’s commitment to digitalization.

“This partnership demonstrates the Government’s focus on ensuring every citizen has access to safe, affordable and clean water. Digitalization brings efficiency and transparency to SALWACO’s operations,” said the Minister. She highlighted the elimination of administrative errors and encouraged other Ministries to adopt similar practices for improved institutional integrity and customer payment insights.

The event concluded with representatives from various sectors commemorating the milestone, marking a significant step in Sierra Leone’s journey towards digital transformation.

Health Minister Launches $3.5 Million Project for Basic Medical Sciences Building at COMAHS

During a well-attended ceremony held on Thursday, May 23, 2024 at the College of Medicine and Allied Health Sciences (COMAHS) Kosso Town campus, the Minister of Health, Dr. Austin Demby, alongside Deputy Minister of Technical and Higher Education, Sarjoh Aziz-Kamara and Deputy Vice Chancellor of COMAHS, Professor Mohamed Samai, officially broke ground for the construction of the new $3.5 million Faculty of Basic Medical Sciences Building.

In his address, Dr. Austin Demby emphasized the urgent need for more medical professionals in Sierra Leone. “We need 5,000 doctors to serve a population of eight million, yet we currently have only 500,” he noted. “If we continue producing just 50 doctors annually, it would take 100 years to meet our goal. Therefore, we must significantly increase our output of well-trained doctors.”

He praised the progress made by COMAHS in increasing student enrollment. “I challenged the faculty to increase the number of medical students from 50 to 200. Today, I am thrilled to announce that we have 600 students on track to become doctors,” Dr. Demby stated. “This remarkable growth is a testament to the dedication of our educators and the commitment of our students.”

The Minister highlighted the importance of not only training more doctors but also providing them with the necessary infrastructure to practice effectively. He outlined several ongoing and upcoming projects aimed at improving healthcare facilities across the country. These include the soon-to-open Lumley Children’s Hospital, a state-of-the-art 166-bed facility with advanced medical equipment and two surgical theaters.

He also informed the gathering about plans to establish an ultra-modern medical campus between Bo and Kenema. This facility will include a 300-bed hospital and extended medical, nursing and midwifery schools. Additionally, a new $50 million state-of-the-art hospital will soon break ground in Kerrytown and a modern 166-bed hospital is being constructed in Kono to enhance healthcare services in the region.

Dr. Demby acknowledged the invaluable support from the Ministry of Technical and Higher Education and the National Council for Technical and Vocational Awards (NCTVA) in recognizing and accrediting the new medical programs. He shared a motivational message with the students of COMAHS, urging them to seize the opportunities provided by these new facilities. “You are the future of healthcare in Sierra Leone,” he said. “With the skills and knowledge, you acquire here, combined with the state-of-the-art infrastructure we are building, you will be well-equipped to transform the healthcare landscape of our nation.”

The highlight of the event was the announcement of a $3.5 million donation from a benefactor, which will fund the construction of the new Faculty of Basic Medical Sciences building. This facility will feature cutting-edge technology, enabling students to participate in lectures from renowned universities worldwide via an electronic platform.

Dr. Demby concluded his speech with a promise to support the students every step of the way. “We are committed to providing you with the tools and resources necessary to achieve greatness. Study hard, and together, we will build a healthier Sierra Leone.”

Deputy Minister of Technical and Higher Education, Sarjoh Aziz-Kamara, reflected on the long journey since the vision for a medical school was conceived 36 years ago in 1988. “Today, we are sowing the seeds of development once again,” he remarked. “This $3.5 million investment is a significant achievement and we must be grateful and proud of this milestone.”

He highlighted the importance of collaboration and the ambitious vision set forth by the Government. “We have been challenged by His Excellency Julius Maada Bio to advance the agenda of human capital development under the Big Five game changers,” he said. “Achieving this requires collective effort and securing this funding is a major win for us all.”

Aziz-Kamara acknowledged the pressing need for more medical professionals in Sierra Leone, noting that producing 5,000 doctors annually is essential for meeting the country’s healthcare needs. “The health sector is pivotal to human capital development. Investing in education without ensuring the health of our population would be a missed opportunity,” he stated.

In his remarks, Professor Mohamed Samai, Deputy Vice Chancellor of COMAHS, reflected on the significant progress since the initial vision for a medical school was conceived. “Today, we are sowing the seeds of development once again,” he said. “This $3.5 million investment is a significant achievement, and we must be grateful and proud of this milestone.”

Professor Samai recounted a pivotal meeting with Health Minister, Dr. Austin Demby, where they discussed the critical need for more medical professionals. “On average, we are producing about 50 medical doctors a year. For a nation that needs 5,000 doctors to provide 24/7 services, this is insufficient,” he explained. “At our current rate, it would take 100 years to meet this target.”

The Deputy Vice Chancellor emphasized the importance of infrastructure and resources to increase the number of medical graduates. “It’s crucial to dream big, but we must ensure that the basic building blocks for development are in place,” he noted. “We need adequate infrastructure and a sufficient number of trainers to produce well-qualified doctors.”

Professor Samai praised the efforts of Dr. Demby in securing donor support for the college. “The Health Minister has worked tirelessly to bring in donors to assist COMAHS,” he said. “Our students, who are among the top in the country, were able to articulate their needs to these donors effectively.”

The identified needs included new lecture blocks and dormitories to accommodate the growing number of students. “We need more hostels to house students on campus, which will facilitate their education,” he stated. “I’m pleased that we are about to witness the commencement of these crucial infrastructure projects.”

In conclusion, Professor Samai expressed deep gratitude to the Minister of Health, Dr. Austin Demby and all involved in making this project a reality. “This is a dream come true,” he said. “Let’s give a big round of applause to the Minister of Health for his unwavering support.”

The ceremony ended with the official turning of the sod, symbolizing the start of construction for the new Faculty of Basic Medical Sciences building, which promises to significantly enhance the educational landscape for future medical professionals in Sierra Leone.

 

NP (SL) Lands 15,000 Metric Tonnes of Petrol to Salvage Fuel Shortage

NP (SL) Ltd received 15,000 metric tonnes of petrol on Saturday 25th May, 2024 with the berthing of MT Kriti at the petroleum importing and marketing entity’s Kissy Terminal in the East End of Freetown. As usual, immediately the fuel consignment is discharged from the vessel the company will embark on nationwide distribution to its various Filling Stations across the country for onward sale to the public.

This 15,000 metric tonnes of petrol came in timely especially with the recent  resurfacing of long queues at various Filling Stations, with NP (SL) being the leading petroleum marketing company that has been selling limited quantities of petroleum products on a rational basis amidst a seemingly shortage of fuel across the country.

It could be recalled that it is not the first time that NP(SL) has salvage what were appearing as dire situations where inaccessibility to petroleum products, especially petrol, by motorists could have posed varying rippling effects on the political and socio-economic fabric of the country.

Just recently the company imported 7.4 metric tonnes of fuel, equivalent to over 10 million liters, through the arrival of MT Seaways Juju at its Kissy Terminal in Freetown.

The various significant strides made by the business entity continue to earn it widespread commendations for effectiveness and efficiency in service delivery.

Sonoco Celebrates Graduation of 86 Students from Bread Avenue Academy

In a landmark event on Friday, May 24, 2024, Sonoco, a leading conglomerate, in partnership with the Ministry of Technical and Higher Education, certified its first cohort of 86 graduates from Bread Avenue Academy. These graduates successfully completed courses in Baking, Pastry and Entrepreneurship, marking a significant step in their professional journeys and opening up new opportunities in the culinary industry.

The certification ceremony, held at Bread Avenue in Wellington, Freetown, was attended by key stakeholders, including Government officials, Sonoco representatives and the graduates’ families. The event celebrated the hard work and dedication of the students, who are now equipped to launch their own businesses or advance their careers in the culinary field.

Mark Pritchard, General Manager of Sonoco, addressed the graduates and attendees, emphasizing Sonoco’s commitment to nurturing talent and promoting entrepreneurship among young people in Sierra Leone. “This certification is just the beginning,” Pritchard said. “Our Diploma courses are designed to be completed in four months, providing intensive training to ensure our students are well-prepared for the challenges ahead.”

Saying with a Bullet, you will be Sent Back with a Bullet… President Bio Confirms 2028 Elections, Dispels Rumours of Re-Run of Elections

In a recent announcement, President Julius Maada Bio confirmed that Sierra Leone’s next national elections will be held in 2028. Speaking at a ceremony in Bo on Thursday May 23, 2024, President Bio addressed rumors spread by some politicians about an upcoming election in June, denouncing them as false and aimed at creating confusion.

“The country belongs to everyone, and a group of people will not decide to cause confusion and make the lives of others miserable,” President Bio stated. He issued a stern warning: “We came through ballots, and anyone who comes with a bullet, you will be sent back with a bullet.”

This strong statement comes amidst claims by members of the main opposition party, the All People’s Congress (APC), that a Tripartite Committee was set up to ensure a rerun of the June 2023 elections. U.S. Ambassador ,Bryan Hunt, an initiator of the Committee, has publicly denied these claims. The Tripartite Committee, including representatives from the opposition APC, the ruling Sierra Leone People’s Party (SLPP), and the government, is expected to present its report to President Bio next month.

On May 24, 2024, the APC issued a press release, signed by the National Secretary General of the Party, Lansana Dumbuya, expressing profound disappointment in President Bio’s recent speech. The APC criticized the President’s threatening rhetoric, especially in light of the ongoing economic hardships facing the nation. The APC emphasized the importance of the Agreement for National Unity, which condemns hate speech and violence, urging both parties to work towards national cohesion.

Also, the opposition Whip in Parliament labeled Bio’s statement as a genocidal threat to the citizenry, highlighting the escalating tension between the ruling Sierra Leone People’s Party (SLPP) and the APC.

“The APC reaffirms its unwavering dedication to the fundamental tenets of democracy, freedom and the rule of law,” the statement read. The party called for unity and peaceful dialogue, in line with the Bintumani Agreement, to ensure the political stability and peace of Sierra Leone.

The APC urged citizens to remain calm and to be patient as the Tripartite Committee completes its crucial work, expressing hope for collaborative efforts to guide the nation towards a peaceful and prosperous future.

In another development, the APC also frowned at recent Government actions, accusing the SLPP-led administration of undermining national unity and democratic principles.

In a letter dated May 2024, the Party outlined their grievances, focusing on the reappointment of Edmond Sylvester Alpha as the Electoral Commission of Sierra Leone (ECSL) Commissioner for the Southern Region and the ongoing constitutional review process.

The APC claims these actions violate the National Unity Agreement established in October 2023 and compromise the efforts of the Tripartite Committee on Electoral Systems and Management Bodies Review. This Committee, which includes the opposition APC, the ruling SLPP, and the government, is expected to present its report to President Bio next month.

Furthermore, the APC argues that the constitutional review process is being conducted unilaterally, without necessary engagement with political parties, stakeholders, and the public. They accuse the government of amending the 1991 National Constitution without proper participation, despite a consensus from the October 2023 National Dialogue to pause any constitutional changes pending the Tripartite Committee’s report.

The reappointment of Edmond Sylvester Alpha has particularly angered the APC, who claim it was done without the mandated consultations with registered political parties, including the APC, as required by Section 32 of the 1991 Constitution. The APC sees this as a blatant disregard for constitutional provisions and legal norms.

In response to these issues, the APC has requested a meeting with President Bio to discuss their concerns and has indicated they may pursue legal remedies if their grievances are not addressed satisfactorily. Emphasizing the importance of maintaining peace and stability in Sierra Leone, the APC expressed a desire for a constructive response and reaffirmed their commitment to democratic values and the rule of law.

As the political climate in Sierra Leone grows increasingly tense, all eyes are on the Tripartite Committee’s upcoming report and the government’s response to the opposition’s demands.

NASSIT Engages Parliamentary Oversight Committee to Bridge Communication Gaps

In an effort to foster synergy and address key communication gaps regarding its operations, the National Action for Social Security and Insurance Trust (NASSIT) has on Wednesday 22nd May 2024 organized a day-long seminar for Members of Parliament from the Oversight Committee on Employment, Labour, and Social Security. The seminar, themed: “Understanding Social Security, Employment, Labour Issues; the Role of Stakeholders,” was held at the Radisson Blu Hotel in Aberdeen, Freetown.

The seminar aimed to enhance the understanding of social security, employment and labour issues among Parliamentary Oversight Committee members.

In his address, Mohamed Gondie, Deputy Director of Administration at NASSIT, emphasized the critical importance of the initiative in fostering effective communication and collaboration between NASSIT and the lawmakers. He underscored that such initiatives are pivotal in ensuring that legislative frameworks and policies are aligned with the operational realities and strategic goals of NASSIT.

By enhancing this collaborative relationship, NASSIT can better serve the public, improve the efficiency of social security systems and ensure that the legislative body is well-informed about the challenges and advancements within NASSIT.

Mohamed Gondie further noted that ongoing dialogue and cooperation are essential for the continuous improvement of social security services, ultimately benefiting the entire nation.

Hon. Rebecca Yei Kamara, Chairperson of the Labour, Employment and Social Security Committee, underscored the seminar’s significance, highlighting its role in strengthening the understanding and cooperation between lawmakers and NASSIT.

She emphasized that oversight members should not be perceived merely as enforcers but as crucial supporters and collaborators in the implementation of laws and policies.

Hon. Rebecca Kamara commended the NASSIT scheme for its substantial benefits to the public noting that such seminars are vital for ensuring that all stakeholders are aligned in their efforts to enhance social security and labor systems.

She also stressed the importance of continuous engagement and education for lawmakers to effectively advocate for and support initiatives that improve the welfare of the citizens.

The Chairperson also called for a more proactive approach in addressing the challenges within the social security framework, ensuring that the benefits of the NASSIT scheme reach all segments of society efficiently and equitably.

Fatmata Mustapha, Permanent Secretary in the Ministry of Employment and Labour, delivered a prepared statement on behalf of the Minister, emphasizing the foundational importance of social security in fostering a just and equitable society. She underscored the moral obligation of public officials to prioritize the welfare of the people, particularly in matters concerning social security and labor policies.

The Permanent Secretary further emphasized the pivotal role of the seminar in fostering closer collaboration between NASSIT and the parliamentary committee. By enhancing understanding and communication channels, such initiatives are instrumental in ensuring the effective implementation of social security policies and the protection of workers’ rights, she asserted.

Additionally, Fatmata Mustapha stressed the need for ongoing dialogue and cooperation between Government agencies and legislative bodies to address emerging challenges and uphold the principles of social justice and fairness. She reiterated the commitment of the Ministry of Employment and Labour to work closely with NASSIT and other stakeholders to safeguard the interests of workers and promote inclusive social security initiatives.

The seminar provided a platform for detailed discussions on various aspects of social security, employment and labour issues. It also served as an opportunity for the Parliamentary Oversight Committee members to gain a deeper understanding of NASSIT’s operations thereby enhancing their capacity to support and oversee the implementation of relevant laws and policies effectively.

Through this initiative, NASSIT aims to build a more robust partnership with the Parliamentary Committee, ensuring that social security schemes are implemented efficiently and transparently, ultimately benefiting the people of Sierra Leone.

 

Brewery Appoints Menisa Sesay to Its Top Management Team

Sierra Leone Brewery Limited (SLBL) has appointed Menisa Sesay Esq. as the youngest member of its management team. She will serve as the Legal Manager and Company Secretary, bringing her extensive expertise in Corporate Law to the company.

At 33 years old, Menisa Sesay becomes the youngest person to hold a Management position in SLBL’s over 60-year history, a milestone highlighting her exceptional professional achievements.

“Menisa’s profound knowledge and skills in Corporate Law are invaluable assets to SLBL,” said an SLBL spokesperson. “We are confident that her contributions will be instrumental in driving our future success.”

Her appointment is also significant for the representation of young women in professional sectors. She is seen as a trailblazer, demonstrating that young women can achieve and excel in high-level positions.

General Legal Council to Probe Lawyers’ Bar Election Misconduct

The General Legal Council (GLC) has on May 24, 2024 issued a strong condemnation following the gross misconduct exhibited by legal practitioners at the Sierra Leone Bar Association’s Annual General Meeting (AGM) held on May 17-18, 2024. The GLC, mandated to regulate lawyer conduct under the Legal Practitioners Act 2000 and its Codes of Conduct 2010, convened an emergency meeting on May 24 to address the situation.

The meeting, which Madam Tuma Adama Jabbi recused herself from, saw Council members express deep disappointment over the violent behavior displayed during the Bar elections on May 18. Disturbing scenes of lawyers storming the stage, throwing tables, chairs and voting materials went viral on social media, causing widespread outrage among the public and the legal community.

“The General Legal Council strongly condemns this violent and dishonourable conduct, which tarnishes the noble profession of law,” a statement read. “Such actions do not reflect the high standards expected of legal practitioners.”

The Council clarified that while the conduct of the Bar elections is under the jurisdiction of the courts, the unprofessional behavior witnessed falls within its purview to address. The Council expressed regrets that the chaos prevented them from delivering a planned address on professional ethics, which might have helped maintain order.

In response to the incident, the GLC has formed a five-member investigation committee tasked with probing the violent actions and recommending appropriate disciplinary measures within two weeks. The committee members are:

The Council reiterated the importance of maintaining professional conduct at all times, including on social media, in line with the Legal Practitioners (Code of Conduct) Rules, 2010.

“The legal profession demands high standards, dignity, and reverence,” the statement concluded. “Good conduct does not go on vacation and should be exercised at all times.”

 

NCRA DG Honored at ID4Africa AGM 2024 in Cape Town

In a momentous occasion at the ID4Africa Annual General Meeting (AGM) 2024, held in Cape Town, South Africa, Mohamed Mubashir Massaquoi, Director General of the National Civil Registration Authority (NCRA) and Ambassador for ID4AFRICA in Sierra Leone, received a standing ovation for his exceptional leadership in advancing digital identity in Africa.

On Tuesday, May 21, 2024, DG Massaquoi led a distinguished delegation from Sierra Leone, comprising technical staff from NCRA, BSL, ECSL, NASSIT, NRA, District Chairmen of Bo and Kailahun, the Chairman of the Parliamentary Committee on Internal Affairs, female parliamentarians, and a leading Civil Society Activist from CARL SL. The delegation joined over 2000 high-level officials, including Government representatives, NGOs, private sector leaders and global identity experts, to discuss and advance legal identity issues across the continent.

The ID4AFRICA movement, which supports African countries on their identity journeys, facilitated the convergence. As DG Massaquoi took the stage, the audience eagerly anticipated his presentation, highlighting Sierra Leone’s significant progress in civil registration and legal identity.

Dr. Joseph Atick, Executive Chairman of ID4AFRICA, lauded DG Massaquoi’s relentless dedication and vision. “DG Massaquoi,” Dr. Atick began, “you embarked on this journey with sheer determination. From the inception, you defied the odds and proclaimed, ‘We will get this done!’ I felt your resolve and believed in your vision. Congratulations on a job exceptionally well done.”

President Julius Maada Bio, a steadfast supporter of the NCRA, played a crucial role in these achievements. His commitment to prioritizing legal identity in public administration, governance and accountability was a beacon for other African leaders.

During his address, DG Massaquoi not only represented Sierra Leone but also called on his African counterparts to emulate President Bio’s example. The presentation concluded with a video of President Bio’s speech at the 74th UN General Assembly, reaffirming his commitment to strengthening Civil Registration and Vital Statistics (CRVS) and Legal Identity through partnerships and innovation.

Following the presentation, identity leaders from Ivory Coast, Guinea, Liberia, Rwanda, Zambia, Nigeria, Tanzania, Ethiopia, and Uganda expressed interest in visiting Sierra Leone to learn from its advancements. DG Massaquoi advised these countries to engage through appropriate channels, beginning with their Ministries of Foreign Affairs, to facilitate this learning exchange.

DG Massaquoi’s journey from the ovation-laden stage to the global podium exemplifies the triumph of visionary leadership and dedication. Under his guidance and with President Bio’s unwavering support, Sierra Leone has become a beacon of progress and an inspiration for the continent.
