Rokel Commercial Bank Customers Reveal Better Lives Due to Better Service Delivery

Rokel Commercial Bank is set to unleash what could  go down in history as the biggest spread of Automated Teller Machines (ATMs) across the country. With 15 already installed in branches and other designated areas, 20 more will soon be added into what would become the biggest ATM distribution in Sierra Leone’s modern banking history.

In September this year, Rokel Commercial Bank made a statement of intent. The bank’s quest to become Sierra Leone’s most forward-looking financial institution was expressly demonstrated with the launch of up-scaled, user-friendly and highly securitized Electronic Banking (E- Banking) products and services.

The launch, attended by prominent actors in the financial industry including the Ministry of Finance and the Bank of Sierra Leone was equally a statement that further lend credence to the all-two- familiar narrative that the bank’s Management, headed by a seasoned finance and economic expert, Dr Walton Ekundayo Gilpin, has not wavered in its ambition to promote financial inclusion – a Government commitment for the country’s attainment of Middle Income Status by 2035.

Apparently, this resonates well with President Julius Maada Bio’s call for a sound financial management system in Sierra Leone. The grand launch was also testament to RCBank’s level of consistency in maintaining an upward growth trajectory as shown by yearly bigger profit margins and impressive prudential statistics.

The products and services unveiled at the E-Banking launch like the enhanced and securitized Prepaid Card, Visa Card, Proprietary/Local Card, Card-less Transaction on ATM, ATM Terminals and Money Transfer platforms like MoneyGram, Western Union and Ria, have become instant hits in the financial market with customers sharing appetizing testimonies barely two months after they were launched. In fact, the cards are so exceptional that the Bank intends to roll them out to other institutions.

The Rokel Commercial Bank prepaid cards and visa cards are certainly not the usual banking transaction card. According to a customer who has utilized a Rokel Bank prepaid card;

“These cards are on a whole new different level. Aside from the feel as a good element in using them as a customer, I feel my transactions are now far more smoother and secured than any other card I have used from another bank…..I am filled with pride and enjoy each time I use the card because not too long ago some of these things were simply not available in our indigenous banks….”

49 year old Kainde Mary Sesay, a petty trader in Freetown said other card-less transaction products like the  Rokel Sim Korpor application now  holds a special place in her heart as she can directly deal with customers whether they are RCbank account holders or not.

“Nowadays, I do not have to worry about being paid in cash as my customers and I can easily transact business using the Rokel Commercial Bank Simkopor app….it has made life a lot easier and I have started seeing growth in my business…,” she said.

According to many observers, the bank’s recent exploits holds greater promise for customer satisfaction, its growth and overall contribution to the economy. “Indeed, this new flavor of RCBank under the sound professional counsel of Dr Gilpin has made us proud as Sierra Leoneans  to see one of our local institutions growing with such finesse,” they maintained adding that it is exemplary.

SLAJ, US Ambassador Hold Fruitful Discussions on Media Successes/Challenges

The leadership of the Sierra Leone Association of Journalists (SLAJ) on Friday October 13, 2023 held a productive meeting with the United States Ambassador, Bryan David Hunt, at the US Embassy in Freetown. The discussions focused on SLAJ’s work, the media landscape in Sierra Leone and a range of industry challenges.

In his capacity as SLAJ President, Ahmed Sahid Nasralla, provided an insightful overview of SLAJ’s key accomplishments as well as ongoing challenges during his four-year tenure, emphasizing the historic repeal of the criminal libel law, which, he said, has paved the way for significant developments in the country’s media sector.

Nasralla pointed out notable achievements, such as the establishment of the SLAJ Golden Jubilee Journalism Welfare Fund, the National Fund for Public Interest Media, the Media Manifesto: “The Media We Want”, and the SLAJ Gender Equality Policy. Additionally, he highlighted the improved relations between the media and national security forces.

President Nasralla turned his attention to the crucial role played by SLAJ in preparing journalists for the national elections on June 24, 2023. He underlined the importance of training and capacity building for journalists across Sierra Leone, supported by various international donors, including the National Democratic Institute, the National Endowment for Democracy, the European Union through IDEA International, the Embassy of Ireland, UK Aid-FCDO, and UNDP. Nasralla also stressed the effectiveness of initiatives like the I-Verify platform and the NDI SuperNewsRoom in countering disinformation, misinformation, and hate speech during the elections.

However, President Nasralla expressed concern about the issue of “media poverty” in Sierra Leone, which he attributed to the proliferation of approximately 500 registered media outlets, many of which are small, one-person operations. While media pluralism is a democratic principle, Nasralla argued that in Sierra Leone, it might be counterproductive and undermine the media’s core function. He suggested that media outlets should consider merging, pooling resources, and establishing well-structured and professionally managed media houses that can produce high-quality content.

Ambassador Hunt was taken aback by the large number of media outlets in Sierra Leone and expressed his support for SLAJ’s efforts to promote consolidation within the media industry.

The Ambassador offered valuable insights and recommendations to SLAJ on several media-related issues:

1. Consolidation of the Media: Ambassador Hunt emphasized the importance of media consolidation, especially in a country as small as Sierra Leone. He suggested that the country could realistically support only a few print media houses and encouraged members and owners to focus on the economic viability of the media as a business. Hunt also stressed that not everyone should aspire to be an editor or media owner, as there are successful journalism careers that don’t involve ownership.

2. Editorship: Hunt highlighted the distinction between journalism and editorship, stating that they require different skill sets and career paths. He recommended changing the cultural perception that everyone in journalism must aspire to be an editor or media owner.

3. Standards: The Ambassador underscored the need for higher standards in the media and called for attention to issues such as passing editorials as news and not properly identifying paid advertising as such. He suggested working with the Independent Media Commission to enforce standards in a non-partisan manner.

4. Safety and Security of Journalists: Hunt stressed the importance of ensuring that journalists can carry out their work without fear of harassment, intimidation, or violence.

5. US Intervention: Ambassador Hunt expressed the US Government’s willingness to continue working with SLAJ to support initiatives like the I-Verify platform and the NDI SuperNewsRoom.

6. Making Media Viable: Hunt urged SLAJ to explore ways to make the media a viable business proposition and underscored the challenge of sustaining 500 different media outlets in a small economy like Sierra Leone’s.

7. Inclusion: The Ambassador emphasized the importance of inclusivity in journalism programs, especially in reaching historically disadvantaged communities, including women, to ensure equal benefits for all.

Sierra Leone’s Minister of Finance, Sheku Ahmed Fantamadi Bangura, made a compelling call for urgent global action to combat rising inequality during the 2023 IMF/World Bank Annual Meeting held in the picturesque city of Marrakech, Morocco on Monday October 16, 2023.

This high-profile event brought together a diverse assembly of up to 14,000 delegates representing 190 countries, including Central Bankers, Finance and Development Ministers, private sector leaders, Civil Society representatives, members of the media, and academics. The discussions at the meeting encompassed crucial global topics, such as the state of the world economy, international financial stability, and poverty alleviation.

The gathering’s central focus was twofold: the strategies required to eradicate poverty while preserving a sustainable planet and addressing the interlinked global challenges. It also offered an invaluable platform for the IMF and World Bank to respond to mounting criticisms about the underrepresentation of poorer nations within these institutions and to explore reform measures that would better aid vulnerable nations in tackling poverty and climate change.

Minister Bangura delivered his speech as part of a high-level panel discussion titled, “Closing the Divide: Strengthening World Bank Goals to Fight Inequality.” He emphasized that addressing inequality is a complex and gradual process, asserting that meaningful change in this realm does not occur overnight. He outlined the Sierra Leone Government’s strategy, which includes a strong emphasis on education to foster human capital development and increased investments in the agriculture sector.

Minister Bangura also underscored the Government’s commitment to protect its most vulnerable citizens through a revamped tax policy that includes broad-based taxation and exemptions for essential services. In a separate discussion, Minister Bangura highlighted the increasing importance of capacity development in the context of tax and spending policies, emphasizing two critical factors for effective capacity development in Africa: absorptive capacity and financial constraints. Addressing these strategic aspects, he argued, could substantially contribute to Africa’s economic empowerment.

Speaking on the issue of financial constraints, the Minister acknowledged the cost implications of implementing certain reforms, including the potential need for additional investments. He cautioned that inadequate planning for these financial considerations could undermine the effectiveness of training and support programs. Minister Bangura stressed the crucial role of addressing absorptive capacity and financial constraints in promoting Africa’s economic development and resilience.

Minister Bangura revealed Sierra Leone’s intent to maintain its engagement with the International Monetary Fund (IMF) as the country’s three-year arrangement under the Extended Credit Facility (ECF) nears its conclusion after the eighth review. He anticipates a disbursement of approximately $20 million from the IMF upon the completion of this review. The minister reaffirmed Sierra Leone’s commitment to a sustained partnership with the IMF, continued efforts to secure financial support, and responsible debt management practices in the face of economic challenges and shocks.

The Sierra Leone delegation actively participated in discussions addressing global issues concerning Africa and other developing nations. These discussions revolved around debt management, development financing, and desired reforms from institutions such as the Bretton Woods institutions, aiming to enhance support for developing countries, especially in Africa.

During the one-week conference, the IMF took noteworthy steps to enhance Africa’s representation and influence within the institution. These actions included expanding the executive board from 24 to 25 members, thereby granting Africa an additional seat, and increasing contributions to the global lender. Sub-Saharan Africa secured a third seat on the IMF’s executive board, strengthening the continent’s voice within the organization.

Boosting the International Monetary Fund’s quota resources and affording Africa a more prominent role within the institution emerged as key priorities during the week-long deliberations of the IMF and World Bank in Marrakech.

Labour Minister Wraps Up Three-Tier Engagement With  Sierra Tropical Ltd Stakeholders

In a recent development, the Minister of Labour, Employment, and Social Security, Mohamed Rahman Swaray, has wrapped up an extensive three-tier engagement with stakeholders, aggrieved staff  and Management of Sierra Tropical Limited, a significant multi-million dollar investment in pineapple production located in Sumbuya, Lugbu Chiefdom, Bo District. This critical dialogue sought to address the recent industrial unrest involving workers of Sierra Tropical Limited.

Accompanied by a distinguished delegation, which included Dr. Denise Sandi, Minister of Works and Public Assets, Alfred Moi Jamiru, Deputy Minister of Local Government, and Mohamed E.K. Allie, Resident Minister South, Minister Swaray first engaged with traditional authorities to determine the root causes of the ongoing labor issues in the Chiefdom.

Paramount Chief of Lugbu Chiefdom, PC Mensa Badara Nallo, expressed gratitude for the delegation’s visit and vehemently denied allegations of cannibalism stories circulating in connection with the unrest. He also shared information regarding a missing person whose whereabouts remained unknown.

Minister Mohamed Rahman Swaray, also the leader of the delegation, reiterated President Bio’s commitment to generating 500,000 new jobs for the youth within the next five years and emphasized the need to protect investments and promote economic growth for job opportunities. He stressed the Government’s determination to attract viable investments and called for peace and stability.

During discussions with the disgruntled workers, they brought up numerous grievances, including mistreatment by foreign experts, non-compliance with NASSIT obligations, lack of training for local staff, interrupted lunch breaks, unpaid overtime and incentives, unfair dismissals, suppression of freedom of expression and violations of labor laws.

Kwame Wiafe, the Managing Director of Sierra Tropical Limited (DOLE), denied some of these allegations but acknowledged disrespectful statements made by certain foreign experts that had led to their repatriation. He pledged the company’s commitment to complying with labor laws and community regulations. He also appealed for the safety and protection of foreign nationals who felt threatened by the recent labor disputes, which disrupted company operations and blocked roads, causing concerns for expatriate staff who had come to contribute to the country’s development.

Sierra Tropical Limited, according to Wiafe, employs a significant number of foreign experts and provides employment for over 1,975 local residents in Lugbu Chiefdom and beyond. The company also expressed its commitment to enhancing the skills of its local workforce.

Minister Mohamed Rahman Swaray reassured the Managing Director of the safety and security of foreign staff and reaffirmed President Bio’s commitment to protecting foreign investments and creating multiple job opportunities, thereby addressing the issue of youth unemployment, which is considered a national threat.

Dr. Denise Sandi, the Minister of Works and Public Assets, disclosed plans for the construction of the Sumbuya-Koribondo road, a 67-kilometer project with a budget of $30 million, set to commence in November 2023. The construction of this road is expected to bring significant development to the area and improve the lives of local residents.

The Marigold Initiative unveiled its groundbreaking “Beyond Access Report” during a launch that took place at the Africell American Corner located on Bathurst Street in Freetown on Tuesday, October 17, 2023. The comprehensive report delves into the digital knowledge and rights awareness of senior secondary school girls..

The report also revealed that 73% of girls surveyed have access to technology, but there exists a significant disparity between girls in private and public schools, with the former enjoying greater technological access. Alarmingly, 21% of these girls reported experiencing cyber-bullying.

Furthermore, the report highlights that 46% of girls lack the knowledge to protect themselves online. One-quarter of the surveyed girls admitted to sharing sensitive information that they later regretted, while a staggering 90% of them have never received digital rights training.

The keynote speaker, Millicent Kargbo, the Executive President of SLAWIJ (Sierra Leone Association of Women in Journalism), commended the organization for the timely report. She emphasized the rampant issue of cyber-bullying and its devastating effects on its victims. Kargbo disclosed that in 2022, a similar report was conducted, focusing on the attacks faced by members of her organization and other women in public positions. She stressed the importance of continuing to advocate for a safe online environment for women and girls.

Kargbo encouraged her audience to assert their rights and speak out against cyber-bullying, reminding them that legal protections exist, and cyber-bullies can face penalties. Notably, she acknowledged that women can sometimes be bullied not only by men but also by their fellow women. Kargbo concluded her speech by officially launching the “Beyond Access Report,” followed by a detailed presentation by a representative from Meraki Analytics, a data research firm.

Tracy Jac-During, Founder and Leader of the Marigold Initiative, expressed her gratitude to all attendees, explaining that the initiative was borne out of a passionate desire to create a secure online space for girls. Jac-During encouraged girls to protect themselves by not sharing their passwords and advised them to create their email and social media accounts independently to prevent password leakage.

The ARISE IIP’s initiative is focused on creating a flourishing economic hub that will draw both domestic and international investments. The construction of the Sierra Leone Industrial Zone is a crucial component of that vision.

Investing an impressive $120 million in the first phase for the development of a Special Industrial Zone known as the Koya Phase 1 (SIZ-Koya Phase 1) Project, ARISE IIP aims at the establishment of 16 production units which will be dedicated to the setting up of import substitution industries that are projected to attract approximately $165 million in private investments and create 2,500 direct job opportunities.

It is worth noting that the Special Industrial Zone in Koya will be meticulously designed to accommodate a wide range of industries, including agro-industry, timber processing, pharmaceuticals plants, manufacturing entities of consumer goods, electric vehicle production, and cement and tile manufacturing.

The other Phase, to be known as SIZ-Koya Phase 2, is envisaged to expand over 350 hectares of land that will encompass 37 production units and create an additional 6,500 jobs as well as attract $140 million in foreign direct investment.

It includes the refurbishment of the Pepel Port and the Pepel Tonkolili, as well as Railway connectivity to Marampa mines and introduction of passenger rail services and rail connection to Guinea. It is estimated that an investment of US$476 million will be required, including preparation of the business plan, financial model and pre-feasibility studies.

Under the terms of the lease agreement signed between the Government of Sierra Leone and ARISE IIP, the Government has a 10% free carry (i.e. a 10% dividend), and other bulk mineral producers in the northern corridor will be also provided access to rail and port facilities.

The project will also improve mobility and trade access through a passenger rail service. Other benefits of the project include job creation and passenger movement from Tonkolili through Bombali to the Port Loko district, an increase in mineral export by an additional 20 million metric tons, payment of surface rent income to landowners, annual royalties, as well as pay-as-you-earn (PAYE) and other taxes generating additional revenue for the Government.

ARISE IIP has procured and shipped seven passenger railcars from Japan, slated to arrive at the Freetown Port on October 26, 2023.

Founder and CEO of ARISE IIP, Gagan Gupta, during the groundbreaking ceremony for the development of the Special Industrial Zone emphasized the positive impact of that the partnership with Sierra Leone will bring forth and highlighted how their integrated investment will ultimately foster job creation and usher in sustainable industrialization.

The reintroduction of passenger train services, which is part of a broader strategy to revamp the mining sector, will offer mining companies improved access to rail and port facilities as well as stimulate and expand economic activities.

It is obvious that the partnership between ARISE IIP and Government holds the potential to usher in unprecedented economic growth and employment opportunities.

With just under five years left in his final term, President Bio is determined to leave a lasting legacy through the reintroduction of passenger railway services. The resurgence of this mode of transportation promises to revolutionize the country’s transportation ecosystem, both now and in the future. Indisputably, it can be stated ,with all amount of certainty, that President Julius Maada Bio’s visionary leadership is solidly  reshaping the country’s  landscape with transformative projects such as ARISE Integrated Industrial Platforms’ establishment of an Economic Zone and the revival of passenger train services.

Amidst uncertainty, when the President assumed office in 2018, he has so far demonstrated unwavering commitment to creating opportunities for all citizens, particularly focusing on empowering the youth and women, improving education as well as enhancing agriculture.

It will go down the annals of history that the President’s first five years in administration really witnessed groundbreaking initiatives or programmes such as the Free Quality Education, free school feeding, and the construction of a state-of-the-art international airport in Lungi. Furthermore, the Government invested heavily in infrastructural development, rural electrification and other key projects.

These initiatives, which were started in May 2023, mark a pivotal moment in Sierra Leone’s industrialization journey, offering prospects for substantial economic growth and job opportunities.
