Lack of Water Facility Hinders Operations of Kassirie Community Health Center

The Midwife at the Kassirie Community Health Centre in the Samu Chiefdom, Kambia District, Madam Kargbo, intimated during an exclusive interview, some of the constraints they are facing especially stressing on the lack of a basic water facility maintaining how such is negatively impinging on health care delivery within that region.

She further pointed out that the hospital is currently serving over thirty villages, catering for a population exceeding three thousand people but lamented how the constraint in easily accessing water supply frequently affects their operations sometimes bringing them to a grinding  halt.

The Midwife disclosed that regardless of those challenges, she and her colleagues remain grateful for the Free Health Care (FHC) drugs supplied quarterly to the clinic by the Kambia District Health Management Team (DHMT).

She, however, made a passionate appeal to the Government of Sierra Leone (GoSL) to increase access to crucial medications and other essential medical facilities, emphasizing that they are vital for the well-being of the region’s poor and vulnerable population.

Chief Health Officer (CHO) for the hospital, Abu Bakarr Kamara, buttressed the assertions made by Madam Kargbo, noting that the health center distributes the FHC drugs to different categories of beneficiaries: pregnant women, children under five, lactating mothers, and people with disabilities.

He maintained that despite the hurdles, his members of staff are always ready to fulfill their duties saying some are even residing at the center to ensure uninterrupted service delivery to the community.

The CHO also reiterated the claim made by Madam Kamara on the water crisis issue and stressed that it is important for the hospital to gain access to clean water supply.

APC Elected Representatives Endorse Party’s Position to Abstain from State Governance

Newly elected Members of Parliament (MPs) of the main opposition APC Party, on Wednesday 5th July, 2023, signed a public notice in support of their party’s position not to take part in State Governance until their demands are met. That non-participation decision emanated from a resolution adopted by the APC’s National Advisory Committee (NAC) as expressed in a Press Release dated 30th June, 2023.

It was made crystal clear in the resolution that the party and its representatives would not be involved in any governance process in Sierra Leone. The resolution was later endorsed by elected APC Members of Parliament who unanimously supported the stance and have pledged not to participate in the 6th Parliament of Sierra Leone until the party’s demands are met.

The APC Mayors and Chairpersons of Local Councils elected have likewise also pledged to refrain from participating in the local governance of Sierra Leone.

It must be noted that this unprecedented action by the APC’s elected officials  has raised questions about the future functioning of Sierra Leone’s governance system and what this means for the country’s political future.

In a Public Notice issued by the elected representatives it was stated that whereas  the National Advisory Committee of the All Peoples Congress (APC) had resolved at a meeting held on Friday 30th June 2023 (and as contained in the Party’s Press Release of instant date) that the Party and its elected representatives SHALL NOT participate at all levels of governance in Sierra Leone they, the elected representatives of the Party, for Parliament, hereby wholeheartedly endorse the Party’s position.

They furthered that: “We shall not participate in the 6th Parliament of Sierra Leone in line with the resolution of the Party, referred to above, until the demands of the Party are fully met.”

High Court Dismisses APC’s Lawsuit Against ECSL & Orders Payment of Legal Costs

A lawsuit filed by the All Peoples Congress (APC) against the Electoral Commission of Sierra Leone (ECSL) and presided over by Justice Adrian Fisher, was on the 5th July, 2023 dismissed by the High Court of Justice.

The case was heard at Court No. 1 located in the Main Law Courts Building in Freetown. The lawsuit was initiated by APC on June 7, 2023, with the hearing scheduled for the morning of July 5. However, the APC and their legal representation failed to make an appearance in court, leading to the dismissal of the case.

In a development that added insult to injury for the APC, Justice Fisher also ordered the party to pay the legal costs associated with the case, citing them as wasted costs.

The full judgment, bearing the citation number Misc. App. 116/23 A6 Division, was officially handed down by Justice Fisher, with copies made available for public perusal.

The APC had filed the suit seeking several orders from the court, mostly centered around the Public Elections Act No 17 of 2022. Specifically, they sought an order to quash all regulations, manual rules, and procedures that were inconsistent with several sections of the Act. They also requested an order of mandamus directing the ECSL to provide the APC with the national register of voters, which the ECSL had promised to release.

The dismissed case was supported by affidavits filed by Lansana Dumbuya and Dr. Richard Konteh, complete with ten exhibits attached. The failure of the APC and its legal team to appear in court led to their requests being struck out.

 Chinese President Congratulates Re-Election    of President Bio

Chinese President Xi Jinping on Tuesday, 4th July, 2023, sent a congratulatory message to Julius Maada Bio on his reelection as President of Sierra Leone.

In his message, Xi said that China and Sierra Leone enjoy a long history of friendship. In recent years, the two countries have continuously enhanced political mutual trust, achieved fruitful results in practical cooperation and coordinated closely in international affairs, he added.

Xi said he attaches great importance to the development of China-Sierra Leone relations and stands ready to work with President Bio to support each other and work in solidarity and coordination to promote the continuous development of the comprehensive strategic cooperative partnership between China and Sierra Leone to better benefit their people.

Sick Pikin Project Appeals for Financial Support to Save Mohamed Fofanah & Baby Aminata Medma Kargbo

The Sick Pikin Project is passionately seeking financial assistance  to help foot the medical bills of a ten year old boy, Mohamed Fofanah and a girl by the name of Baby Aminata Medma Kargbo both who are chronically ill and need urgent medical attention and treatment.

Mohamed Fofanah, a ten year old boy, had been suffering from a Muliloculated Cyst Lesion for several months. Muliloculated cystic is a rare benign renal tumor characterized by a typically unilateral, solitary,  cystic mass consisting of small, non-communicating cysts with flat, cuboidal or hobnail epithelial lining. It is a condition that has been causing him a great deal of pain and discomfort as well as affecting his daily life.

Mohamed had always been an active and outgoing child, but the pain and discomfort has caused him to shy away as he is always feeling weak, to even go the rest room is a burden.  He will toss and turn all throughout the night as his hardened protruding stomach discomfort him greatly. Besides, he is unable to do the things he loved such as playing football as any other child would do and has even stopped going to school due to provocation and because of his protruding stomach he is been labeled by so many disgusting names by his peers and elders of his village.

Mohamed’s family has taken him to several health facilities in the provinces but no solutions were proffered until they reached the Sick Pikin Project, which contacted Dr. Lebbie whom has consented to do his surgery for an estimated sum of Thirteen Thousand Leones (Le 13,000)

His pre medical review was funded by a kind gentleman named Claude Sellu who has also equally pledged to cover the projected cost of additional 4,000 for Mohamed’s medication.

The family members of Mohamed are reaching out to kindhearted people, through the Sick Pikin Project, for help in raising funds to cover the cost of his treatment with the conviction that with the right medical care, Mohamed can recover from his condition and live a healthy and fulfilling life.

However, the Sick Pikin Project is still on the tussle to raise the remaining seven thousand Leones (NLe 7,000) to end the suffering of the little angel.  Whatever little can be given will help the organization  as it intends to do immediate intervention because the situation of Baby Aminata is getting worse on a daily basis.

Anthony Navo Jnr, addressed a galaxy of important and eminent personalities who converged to grace the important event that was characterized or laced with elegance, pomp and pageantry.

Amb. Anthony Navo Jnr started by succinctly intimating that he is very excited as the Global Chairman of AWOL to be in their midst again as they celebrate people and enterprises that are excelling and making a difference in what they do.

He heartily thanked AWOL UK (the Executive and members) for working hard to keep the AWOL flame burning.

The Global Chairman underscored that the biggest success story for them is the creation of AWOL Chapters in the Diaspora: in the UK, in the US, in Europe, in Australia saying now Africa is also joining the wagon as The Gambia is on the verge of launching their own AWOL Chapter.

Amb. He expressed pride that they were able to establish such an institution for the good of all Sierra Leoneans.

The AWOL Global Chairman said back home in Sierra Leone, the parent body has been going through some challenges since they last organized the prestigious and popular National Achievement Awards in 2019 but was quick to say that, however, challenges are meant to be surmounted and make one stronger.

Amb. Anthony Navo Jnr said they are pleased to announce the return of the National Achievement Awards this year in December furthering how they  have also announced their comeback with the feeding of homeless children in the Northern District headquarter town of Makeni in commemoration of the Day of the African Child on June 16th, 2023.

He, on behalf of the Global family of AWOL, congratulated their members who contested for various positions in the June 24 public elections in Sierra Leone- Hon. Chernor R. M. Bah, Mohamed Gento Kamara, Kweku M. S. Lisk Esq., and Majid Aminu saying they are very proud of them.

Bar Association Unveils Report on its Observation of June 24, 2023 Elections

In a report presented by the Sierra Leone Bar Association (SLBA) it was stated that  based on observation of the 24th June, 2023 multi-tier elections in Sierra Leone ,the SLBA at its Annual General Meeting on 17th March 2023, facilitated the undertaking by all key stakeholders in the electioneering process including but not limited to the incumbent Sierra Leone People’s Party (SLPP) and main opposition party the All Peoples Congress (APC) to commit to a peaceful, fair and fair electioneering process through the signing the York Declaration.

It continued that two (2) weeks prior to the day of the polls and as part of efforts to promote voters’ education, they implemented “KNOW YOUR LAWS” Series from 9th – 23rd June 2023 maintaining how the objective of the series was to roll out a nationwide sensitization of citizens about the “dos and don’ts” of all electoral laws in Sierra Leone.

Revealing that such climaxed with community engagements in Freetown, Bo, Kenema and Kono on both electoral laws and peace messages the SLBA noted that it was of the view that those exercises would help promote and achieve a free, fair, and non-violent elections.

The SLBA disclosed further that it was accredited by the Electoral Commission of Sierra Leone to observe the June 24th 2023 multi-tier elections.

Accordingly, it said it deployed 63 observers in all the 16 districts in Sierra Leone for the June 24th Elections pointing out that one (1) week prior to elections day and as part of strengthening collaboration with other election observation groups, they had productive engagements with various International Election Observation Missions such as European Union Election Observation Mission, Commonwealth Observer Group and Carter Center.

In a summary of its findings, the  SLBA said it noted that the Public Elections Act 2022 was enacted with the objective to address the gaps identified in the Public Elections Act 2012, as raised by political parties, election observers, civil society groups and other stakeholders following the previous public elections in Sierra Leone stressing that the Public Elections Act 2022 complements the Constitution of Sierra Leone, Act No. 6 of 1991.

The SLBA maintained that the Electoral Commission of Sierra Leone (ECSL) in the election process has not acted at variance with the applicable law.

In terms of Early Voting, the SLBA observed that citizens who were to embark on pilgrims were allowed to exercise their franchise and were thus allowed to vote on the 15th June, 2023.

It noted that the process met the standard required by the applicable law and acceptable national practice.

With regards the Media, the SLBA said it observed that media Regulations and Codes of Conduct were adhered to and journalists were largely professional.

However, the SLBA pointed out that it observed the blatant misuse and abuse of social media, with serious misinformation, disinformation and falsehood posted and circulated across major social media platforms such as WhatsApp, Facebook, Twitter, Instagram, Tik Tok; and among others were fueled by political agents, leading to heighten political and ethno-regional tensions.

On Polling Day, the SLBA revealed that it observed that late start in voting was recorded in all 16 districts of Sierra Leone but stated that, however, a high voter turnout was also observed, and voters were not prejudice by the late start of voting adding that all eligible voters that wanted to vote in the June 24 multi-tier elections had the opportunity to do so.

On the issue of Identification of ECSL Personnel, the SLBA observed that not all ECSL personnel had ECSL personnel ID cards saying upon enquiry, the SLBA learnt that late distribution was the reason for the lack of identification cards.

It reported that, however, in most polling centers save for few the ECSL personnel put on the ECSL overcoat but, however, because of the lack of ECSL ID cards, the voters faced some difficulties in sufficiently identifying ECSL staff from possible imposters.

On its observation of Party agents it noted that party agents were well represented in all polling stations and tally centers across the country revealing how they were vigilant in all the electioneering process on the polling day to the tally centers. It said though the SLBA noted that there were some isolated cases of strong disagreements, those differences were quickly resolved.

With regards Security personnel it said the election was not heavily securitized, but the presence of security forces was visible furthering how at polling stations, there were unarmed security personnel which emphasized the civil nature of elections.

It continued that at some polling centers security personnel were responsive to potential breach of the electoral laws adding how it further observed that security personnel who were deployed in polling stations were not disadvantaged from voting, even when deployed in stations where they did not register.

On the Voting and counting of ballot papers, the Bar Association said that it  noted,the voting process started late (i.e., around 9 a.m.) in most polling centers, but the voting period was extended until the last individual in the queue voted.

It also reported that it observed that after the close of polls, counting of ballot papers were done transparently in the presence of all political parties’ agents and observers.

The Bar Association said where there were discrepancies, the ECSL personnel availed opportunity for verification saying though in few stations the RRFs were not enough, the information was written on a sheet of paper and party agents and observers were allowed to take evidence of same.

It noted, however, that those challenges did not hamper the election, nor affect any contesting candidate.

In the area of Freedom of Movement, the Association said movement was largely a challenge in the previous elections but maintained that ,however, during the 24th June 2023 elections there was free movement of persons and vehicle which contributed to high turn-out of voters.

It commended the security sector, noting the importance of the judgment of the Supreme Court in the case of Augustine Sorie-Sengbe Marrah v The Inspector General of Police (2022 unreported).

The SLBA said it also observed that there were some unofficial bodies accredited by ECSL to observe the 2023 elections that wrongly held a view and misinformed the public about the outcome of the 2023 elections before the official announcement by ECSL which it said created unnecessary political tension and appeared to deliberately undermine the credibility of the electoral process.

In giving out recommendations in the report, the Bar Association said the ECSL should improve on logistics planning to ensure early and effective distribution of election materials to designated polling stations as such will reduce late opening of polling stations.

The Bar Association also recommended that the ECSL should provide adequate essential election materials for all polling stations to prevent delays during voting and should ensure that all ECSL staff at polling stations are clearly and adequately identified to prevent imposters and facilitate smooth voting process on election day.

It also proffered  that the ECSL should improve on its communications with the public to address misinformation and disinformation which have the potential to undermine the credibility of the institution.

According to the Bar, Election Observation Groups should refrain from announcement of election results saying because it is not only a usurpation of the constitutional mandate of ECSL but also it heightens political tension and that  where concerns are raised by any election observation group or political party, the issues should be determined in a court of competent jurisdiction.

The Sierra Leone Bar Association concluded by stating that save for the few challenges which it believes did not materially affect the outcome of the 24th June 2023 multi-tier elections, the Association noted that the June 24th 2023 multi-tier elections were free, fair and largely peaceful and  therefore commends the ECSL as well as the security personnel for their selfless service.

It said in the above regard, it congratulates His Excellency Dr. Julius Maada Bio on his re- election as President of the Republic of Sierra Leone.

APC Rules Out Recourse to Court Action on Disputed June 24 Elections

In a Public Notice dated 3rd July, 2023 ,the All Peoples Congress (APC) stated that it is hereby informing the general public that the Party shall not go to court over the disputed 24th June, 2023 polls because the APC has had a recurrent bad experience relating to the lack of impartiality and competence of the Sierra Leone Judiciary to provide redress for violations of electoral laws, processes and mandates.

The APC said the  public would recall that the party categorically rejected the outcome of the June 24 elections owing to the blatant violations of the tallying, verification processes and the fact that the results are clearly inconsistent, irreconcilable and totally unacceptable.

It continued that even a casual comparative analysis of what the ECSL announced and what the APC tallied shows widespread ballot stuffing and downright thieving of the APC votes.

According to the APC Party, in a normal society, the expectation would have been to seek redress in the court but said unfortunately the society is one where the President and his Sierra Leone Peoples Party (SLPP) have captured and dismantled the independence of the most critical national institutions to the extent that there is no chance of fairness and justice for the opposition.

It pointed out that amongst other institutions, as all witnessed during the course of the June 24 elections, the behaviour of the Electoral Commission for Sierra Leone (ECSL), the Sierra Leone Police (SLP) and the Republic of Sierra Leone Armed Forces (RSLAF) has confirmed that position.

The Party maintained that even more troubling, as in the above – mentioned institutions, the Judiciary of Sierra Leone (JSL) has demonstrated a relentless commitment to injustice borne out of an unbridle partisan loyalty furthering how such lack of faith in the courts have also been raised by the wider public, several national and international observers and development partners.

“Such sad reality emanates from an aggregate of several facts and issues which have shown a deep lack of independence and fairness in the Judiciary of Sierra Leone,” the APC stated.

It said  following the 2018 elections, the APC filed petitions at the Bo and Kenema High Court Registries, against 33 SLPP elected MPs on a number of issues ranging from dual citizens to election violence but the said matters were never heard.

The Party lamented that, however, at that same time, the SLPP petitions against our MPs were heard by the same judiciary and a controversial ruling was made in favour of the SLPP – cancelling those elections.

APC argued that instead of ordering a rerun for the cancelled elections and the vacant seats, as provided by Section 147 of the Public Elections Act 2012 and rule 45 sub-rule 3 of the Election Petition Rules 2007, (both provisions having now been repealed) the Court turned itself into a rogue electoral commission by replacing their ten APCs elected Parliamentarians with SLPP candidates who were a distance away runners-up in those elections.

The Party said in the case of the petition relating to Constituency 110 in the Western Area, where the runner up was a National Grand Coalition candidate, (not an SLPP candidate) the Court ordered a rerun in the hope that the SLPP will win the seat.

According to the APC, in April 2018, the APC sought redress against malpractices in the presidential elections of that year but the Chief Justice delayed assigning the case until three years later and even with that  administrative abuse of powers to assign, the Chief Justice assigned the case to himself, presided over same, wrote the judgement himself and disposed of the matter by throwing it out of court citing other  high profile political cases which the Chief Justice refused to assign to judges.

The APC said it should be also noted that owing to its monumental failure to dispense justice fairly, the Judiciary is endeavouring to hoodwink the public and the International Community by claiming that they have listed more APC cases than any other party.

According to the claim of the APC, the Chief Justice only assigns cases involving the APC to ‘special judges’ that are in cahoots with him to deliver ‘captured judgements and that a captured Judiciary can’t deliver a fair judgement.

The APC said therefore, going to court for redress for the June 24 electoral violations will only result in a captured judgement and they  will not legitimize the unlawfully proclaimed Government by going to a judicial system headed by a captured Chief Justice.

According to the APC it has the evidence to prosecute a strong case against the ECSL and its thieving proclamation of candidate Maada Bio as winner but said the only way its faith could be restored in the judicial system is for the current Chief Justice to resign and for an uncaptured and independent panel of judges from Commonwealth countries who understand the common law and have no political affiliation to this Country to preside.

The APC said other than that, as with the present set up, and the sad experience the APC has had so far with the Judiciary, they cannot go to that court. The Party added that they shall stand on their decision of NOT recognizing the presidency of Julius Maada Bio and NOT participate in any level of governance until that unprecedented daylight electoral toppling of the people’s mandate is amicably and satisfactorily addressed.
