Executive Director of Pikin Bizness Cautions Politicians not to Involve Kids in Politics

One of the foremost and prominent diplomats in the country, who doubles as the Executive Director of Pikin Bizness, Dr. Adonis Aboud, has cautioned politicians, especially the representatives of the two dominant political parties in the country, the Sierra Leone People’s Party (SLPP) and the All People’s Congress (APC) Party to whom he passionately appealed for them to exclude school children from politics.

Dr Abboud categorically stated that politicians should not be going to schools for whatever reason because such may create a tendency of diverting their attention from concentrating on their studies.

He accepted the fact that there are school children that have reached eighteen years and are therefore eligible to register to vote but underscored that these children should not be canvassed by politicians  to vote.

According to him,  in recent months several political parties were found guilty of canvassing pupils’ right inside their school premises and sometimes with tacit or active approval from school authorities.

He added that some of these political parties even went to schools to dish out scholarships and other gifts to children that have reached voting age with promises that they stand to benefit more if they register and vote for the party dishing out the gifts.

The philanthropist disclosed that it is on record that school children (first time voters) are gullible and some of them fell for that trick which is why he, who is a philanthropist with passion for children spoke with representatives of the two main political parties about this issue and the way forward.

Dr. Adonis Aboud is the Executive Director of Pikin Bizness a philanthropic organization which has contributed immensely in the treatment of children with heart problems and other serious illness needing urgent surgical treatment abroad. He is also contributing to the education of children through provision of scholarships, schooling and teaching materials for hundreds of children across Sierra Leone.

New WHO Country Rep Extols Sierra Leone for Drastic Reduction in Maternal Mortality

The new Country Representative of the World Health Organization, (WHO), Dr. Innocent Nuwagira, was received by His Excellency President Dr Julius Maada Bio at State House on the 6th April, 2023. He congratulated the Government on becoming the biggest success story in the maternal mortality ratio per 100,000 live births in Africa.

It must be noted that the integrated African Health Observatory report released in March 2023, revealed that “Sierra Leone was among the top three countries in the African Region with high maternal mortality rates in 2017 with 1,120 deaths per 100 000 live births. In 2020, the maternal mortality rate dropped by nearly 60% (443 deaths per 100 000 live births)”.

“Your Excellency, I am here to congratulate the country on the drastic reduction in maternal mortality that has occurred. We are proud of that achievement at WHO. Sierra Leone used to be one of the countries with the highest maternal mortality, which it has moved away from. In this year’s estimation that we have released recently, Sierra Leone was the number one country. You are at the top for reducing most deaths by 60 percent in the region. None was comparing to your country,” said the new WHO Rep.

Some have attributed that remarkable feat to an accomplishment of the 2018 New Direction Manifesto Commitment 11, which promised to improve health care under Cluster One of the Government’s Human Capital Development agenda in Sierra Leone’s Medium-Term National Development Plan 2019–2023 aiming at the United Nations Sustainable Development Goal 3, which seeks to ensure healthy lives and promote well-being for all at all ages.

Dr Nuwagira, who took over from Dr Steven Velabo Shongwe, also told the President about the UN agency’s 75th anniversary this year, adding that while they were happy to announce that the celebration would last for the whole year, they also wanted to call on the President to be part of the story of their partnership and achievements.

“But also, I am here to thank you for the good job you are doing with WHO, especially for the recent event on accelerating momentum for immunization, which you have sponsored on the sideline event of the Africa Union.

“His Excellency, sharing the experience of Sierra Leone on how you have scaled down during the routine immunization and the HPV among young people is a leading example in the region. Many countries are asking how Sierra Leone was able, in a short time, to ensure the young girls are vaccinated as a result of your good leadership.

“As you might be aware, Sierra Leone has volunteered to pilot the Universal Health Preparedness Programme, which is expected in the first week of May with high-level representations from WHO. A team of high-level experts from other countries is coming to learn from what Sierra Leone has done in controlling the epidemic, especially when it was one of the very few countries in Africa to attain a 70 percent COVID-19 vaccination,” he confirmed.

Dr. Nuwagira said they were very happy that Sierra Leone had transitioned from COVID-19, adding that the Universal Health Preparedness Review would showcase the achievements of Sierra Leone as the second country in Africa and the only stable country in the region that many people would look forward to learning from its experience and the vision of its leadership.

In his response, President Julius Maada Bio welcomed the new WHO Country Representative, adding that the content of their statements at the meeting was refreshing and welcomed news.

“It is a reaffirmation of the work my Government has been doing to get to this point. We should not forget the fact that health is part of the human capital development initiative in my government. I have said that in order to develop the human capacity of our country, we need to focus on health, education, and food security. These are the three components of my government’s human capital development agenda,” he said.

He recalled that his Government’s interventions had been many, noting that they had tried a lot of options desperately in order to remove that stigma of being a country with the highest maternal and infant mortality rates in the region. The President disclosed that a lot of efforts had gone into that drive, also because he ran an ambitious government.

“In exactly five years in governance, with what we have done in the education sector, this is welcome news. As a government, we will continue this partnership. We have always worked with the WHO and anything that needs to be done to improve the health of our people, as a government, we will always support and collaborate with you for a healthier world.

“Universal health coverage is an aspiration that is quite tough, but as a government, we are determined to have a healthy nation for a more productive future. We need to be part of the 21st century, from having an educated population to having a healthy and food-sufficient nation. We are open to sharing and opening our books to learn from others. Once again, you are welcome in Sierra Leone,” the President assured.

Former Chinese Ambassador Wu Peng Engages Journalists on Africa, Europe & Other Issues

Former Chinese Ambassador to Sierra Leone, Wu Peng, who doubles as Director General of African Affairs in China’s Ministry of Foreign Affairs, has held a round-table conference with a galaxy of journalists in Freetown.

According to him, he is on a tour to African countries to learn and discuss how China-Africa relations should grow and become meaningful to the people.

He disclosed how he held talks with the Foreign Affairs Minister, Professor David Francis, on how to bolster the agricultural sector in order for Sierra Leone to be capable of feeding itself adding that China and Africa have similar history , especially Sierra Leone and it is high time for Africa, especially Sierra Leone, to chart its way.

The former Chinese Ambassador also intimated that his role is to assist Sierra Leone reach its fullest potential as he has been an Ambassador to Sierra Leone from 2016 to 2019 adding that he will do his best to work with the Government to improve agriculture by making sure that farmers are well equipped to gain from their efforts.

The historic event took place on Thursday 6th April, 2023 at the Chinese Embassy, 29 Spur Loop, Wilberforce. It took the form of an interactive question and answer session. Questions bordering on the bilateral, economic and other ties of China with Sierra Leone, China’s involvement in the development of the African continent, Europe and elsewhere on the globe and discussions around China’s stance on the Russia-Ukraine conflict were adequately answered by the former Chinese Ambassador to Sierra Leone, H.E Wu Peng.

He noted among other things that, in the Russia-Ukraine conflict, China is not taking sides, but supports peaceful overtures from any side involved in the conflict and that China will also provide humanitarian support to the needy.

At the end of the round-table discussion, journalists learnt a lot from the Chinese Ambassador on what China is doing around the world.

Witnessing the round-table discussion was H.E Wang Qing, Ambassador Extraordinary and Plenipotentiary of the People’s Republic of China to the Republic of Sierra Leone.

Choithram/NATCO Boosts Constituency 115 with Solar Lights

During a brief engagement with journalists at its Rawdon Street Office in Freetown on the 11th April, 2023, the Head of Choithram Groups, Harish Agnani, disclosed that it is mandatory, according to the Environment Protection Agency (EPA), for companies operating within certain communities to be honouring, on a yearly basis, Constituency Development Community Action Plans.

He further revealed that the two companies situated at Wellington, namely NATCO and Choithram, have been committed to honouring this important statutory obligation to the tune of Le40M every year.

According to him, this year, 2022-2023, because of the prevailing tough economic times most are going through, they thought it but fit to increase the amount from Le40M to Le55M.

He categorically stated that out of the Le55M, Le40M was given in response to the request of residents of the Wellington Community, where the two companies are located, to assist them with the provision of community solar lights maintaining that such will help greatly in improving security, especially at night, which he said is a grave concern for most of the residents who have been complaining of insecurity at night.

Harish further stated that they decided to respond to the request of residents of the community request by contracting a company that has installed lights with powerful beams within the community to the very satisfaction of the residents who applauded the initiative.

“The Le40 Million went towards the installation of solar street lights at strategic locations within the community and by this I mean not just any simple lights but powerful ones,” he reiterated giving assurance that work will commence soon as well as furthering how Le15 Million was handed over to the Member of Parliament representing the Constituency on behalf of the Constituency which brought the total amount given to Le55 Million.

On his part, the Member of Parliament representing Constituency 115 where the two companies are located, Hon Amadu Bah expressed profound gratitude to Choithram for honouring its 2022-2023 statutory obligation to the community. He commended Choithram for their timely honouring or response to their Community Action Plan going further to praise the two companies in his community for all the goodwill assistances it has been offering including providing employment for some community residents amongst other impressive gestures.

“The companies have been compliant in terms of honouring their Corporate Social Responsibility and I want to implore them to continue to do more,” he said adding that residents of Maxwell City, Upper Philip Street, Fular Lane in Peacock Farm are among those who will benefit greatly from the solar lights.

The highpoint of the engagement was the handing over of a cheque of Le15 Million to the Member of Parliament in lieu of honouring its statutory obligation.

Independent Representative of Qnet-SL Donates to Calabash Newspaper

Infinity, the independent representative of Qnet-Sierra Leone, as a way of  following best practice,  on Monday 10th April, 2023 donated Ramadan gifts to The Calabash Newspaper during a snap but momentous event took place at the office of The Calabash Newspaper on 79 Campbell Street in Freetown.

Presenting the items, which included bags of rice, cooking oil and onions, was the Infinity Head of Security, Abubakar Marrah, who stated that he is extremely happy on behalf of his company to present such gifts to The Calabash Newspaper during the month of Ramadan.

He went on to point out that the relationship between The Calabash and his company has been very cordial and stressed that the importance of a sound media cannot be overemphasized.

He urged The Calabash staff to continue the good work they have been doing, adding that the Newspaper is one of the few in Sierra Leone that provides correct, unbiased, balanced and fair news reports.

Receiving the items, Managing Editor of the newspaper, Amin Kef (Ranger) thanked the Infinity representative for the donated items. He said it is good that they singled out his medium for the donation, adding that “this serves as a form of motivation as we fight bad news and it is a boost for us to do more for the overall development of the country.” He recalled that the company at one time suffered bad press but with professionalism exhibited by The Calabash in investigating and reporting accurately certain related issues devoid of subjectivity, the company was vindicated of all alleged and unfounded wrong-doing. He thanked and appreciated them for the items.

Also expressing their thanks and appreciation was a senior staff of The Calabash Newspaper, Foday Moriba Conteh. He re-echoed the good relationship between Infinity, the independent representative of Qnet-SL and stressed the importance of the media in aiding the overall development of the country, adding that The Calabash will continue to do its best at reporting the news in an accurate manner.

Apart from The Calabash Newspaper, Infinity, the independent representative of Qnet-Sierra Leone is presenting Ramadan gifts to other institutions and beneficiaries in Sierra Leone.

Gento Kamara Collects Voter ID with an Assurance of Credible, Peaceful Elections

Mohamed Gento Kamara, the outstanding SLPP contender for the Mayoral position in the Freetown City Council, on Friday 7th April, 2023, collected his Voter ID Card together with President Julius Maada Bio and First Lady Dr. Fatima Bio at the Hockey Pitch, Wilberforce Barracks in Freetown. He also made a surprise donation of 500 bags cement to the Ashobi Corner Mosque among other things.

After collecting his Voter ID Card, the favorite aspiring Mayoral candidate headed to Banana Water-Oloshoro community, Murray Town, where he addressed members of the Masjid Nurr Muslim Jamaat. With sincerity and patriotism, Chief Gento Kamara emphasized the need for peace amongst Sierra Leoneans before, during and after the June 24 elections.

During his brief speech to the Muslims, he also stated that as they all know, he is going for the position of Mayor of Freetown.

Earlier on Thursday 6th April, Chief Gento Kamara made a surprise visit to the Ashobi Corner community in Freetown. Here he was informed by Muhammad Hamza Bangura, a Muazim of Masjid Udaah while giving a factual testimony on their building project, that they had been deceived by APC’s Jagaban who had promised building materials but failed to deliver.

Muhammad Hamza Bangura, Muazim of Masjid Udaah further informed his audience that they are not the only victims deceived by Mohamed Jagaban as he had made similar promises to other Muslims in various communities to provide them with building materials for the completion of their respective mosques. He thanked Chief Gento Kamara for coming to their aid unexpectedly and without any political strings attached.

In his brief address to the Jammat, Gento Kamara stated that he was there as a Muslim to provide 500 (five hundred) bags of cement and tons of stone after which, 5 (five) tons of iron rods will be delivered on Tuesday. He added that he was not doing this for political gains but purely in respect of what Allah commands all Muslims to do once they have the resources.

During the respective visits, Gento Kamara informed his various audiences that the importance of collecting one’s Voter ID Card cannot be overemphasized as it creates eligibility for an individual to vote for development and change. He encouraged all and sundry to collect their Voter ID Cards in order to be eligible to vote for the right person who can effect positive change.

It could be recalled that in recent weeks, Chief Gento Kamara disbursed over NLe74, after visiting various slum communities to assess and plan against natural disaster risks. The renowned business magnate decided to foot the bill for the implementation of the project because according to him, he felt for them whenever they were affected by natural disasters.

The reaction of residents was one that could be best described as the expression of profound and sincere gratitude for coming to their aid, heaving sighs of relief as they welcomed the availability of electricity supply among other interventions provided by Gento Kamara.

SLURC Holds Stakeholders Engagement on ‘Beyond the Networked Cities’ Project

The Sierra Leone Urban Research Centre has held a one day stakeholders engagement to present their research findings about their ‘Beyond the Networked Cities’ project  with different actors including Government agencies, private actors, NGOs and community actors involved in  the water, energy and sanitation sectors within Freetown. The engagement was held on the 5th April, 2023 at the New Brookfields Hotel, Brookfields in Freetown.

Braima Koroma, Director of Research and Training, SLURC, said they brought participants together to present the findings of the work they have been doing on their ‘Beyond the Networked Cities’. He continued that it is a three years project which will be ending in September 2023, maintaining how the engagement is for stakeholders to give their inputs about the project.

Giving his presentation, he revealed that the research was done at the Portee-Rokupa community, a sea front settlement located in the East End of Freetown. According to him, their research was done on key areas, energy, sanitation and water.

According to him, Freetown faces acute water challenges particularly in informal settlements which have limited connection to the municipal water grid. Maintaining that in Portee-Rokupa residents use different sources of water for drinking, and how these include sachet, pipe borne water, boreholes, protected wells and other sources such as rainwater harvesting.

‘’Through our qualitative studies, participants expressed concerns about barriers to access water. For the piped water, the most common barriers included damaged pipes, high cost of connection to the water grid and irregular supply of water. For well water sources, long queues and saltiness of the water were the main concerns,’’ he stated.

He revealed how sanitation access challenges are dire in Freetown, particularly in informal settlements. According to him, in Portee-Rokupa these infrastructures are much worse because the community is not connected to the sewer system to enhance safe channeling of liquid waste to a central sewage system.

‘’Residents considered construction and maintenance of toilets as a challenge, which impacts access.’’ Braima Koroma asserted.

‘’ Access to on-grid electricity still remains a challenge for most residents within Freetown. Though it has been significantly increased in most informal settlements in Freetown within the last decade,’’ he revealed.

According to their research, some of the factors impeding access to safe electricity at Portee-Rokupa are high tariffs and affordability of meter and they were part of the residents key concerns they felt can contribute to illegal connections and electricity theft.

One of the residents said, ‘’Some people cannot afford to buy meters; they tend to do illegal connections which we see as taboo because it is one of the things people do that causes fire outbreak.’’

Another resident expressed their constraints in fetching water, ‘’our challenges are with the distance our women and children have to cover to fetch water. Sometimes the children go to school late, and some children absent themselves from school for that day.’’

One of the landlords situated in Portee-Rokupa stated that, ‘’we use hanging toilet, and we share it with tenants and other neighbours. Because it is not suitable for children to use, most parents ask their children to use the seashores to defecate.’’

The engagement was climaxed with different activities like group work, presentations with the proffering of  recommendations by stakeholders on how to improve on the areas the findings captured.

SOS Global SL Unveils Nekotech USA-Canada Work-Study Master’s Program

During a press conference held on Wednesday 5th April, 2023 at Cannon Street in Freetown, SOS Global Investment Sierra Leone informed pressmen that 1000 Sierra Leonean youths with Bachelor’s Degrees are set to benefit from the SOS-Nekotech USA/Canada Work-Study Master’s Degree National Program with 80% Prep School Scholarship and access to $100 Million USA educational loan package that was launched on March 28, 2023, at the Ministry of Labour and Social Security by the Honourable Minister, Dr. Alpha O. Timbo.

Speaking during the ceremony, the Operations Manager at the SOS Global Investment Sierra Leone, Alhassan Baisuma, said that the Work-Study pilot program was approved by Sierra Leone’s Cabinet on April 20, 2021, under the auspices of the Ministry of Labour and Social Security in collaboration with SOS Labour Ghana under the Transfer2Transform initiative.

He said that to date, 11 Sierra Leoneans are successfully pursuing their Master’s degree in the USA at top universities such as the Colorado School of Mines, Duquesne University in Pennsylvania, Stevens Institute of Technology in New Jersey, and others, adding that upon completion of their 2 years Master’s Degrees, these Sierra Leonean youth will be placed in the USA Practical Training program and allowed to legally work for three years earning salaries ranging from $60,000-$150,000/year.

Alhassan Baisuma stated that in order to reach more Sierra Leoneans to benefit nationally, the game-changing program, dubbed:”Level Don Change” now offers an 80% Prep School Scholarship award equivalent to $2,000, which is automatically applied to the Prep School admission process upon pre-qualification, furthering that in addition, the program offers a no-collateral educational loan of up to $100,000 per student – paid directly to the University in the USA and Canada to cover students’ tuition, books and accommodation.

He disclosed that during the launch, the Minister of Labour, Hon. Alpha O. Timbo described the initiative as a unique contribution that levels the playing field to enable Sierra Leoneans, who could normally not afford to send their children overseas, a great opportunity to do so – through this cabinet-approved partial scholarship and educational loan package offered under the Transfer2Transform initiative.

The Operations Manager informed all that students are financially responsible for other costs such as the 20% of the Prep School Fees after the 80% scholarship is applied – which leaves them with a balance of $499 to pay out of the original fee of $2,500, continuing that candidates must also pay US visa and USA Immigration  fees – payable to the US Embassy – totaling $510, medical, as well as tickets and pocket money to the USA.

He said that the SOS-Nekotech USA Canada Work Study Fair Registration is open until April 18 and pre-qualification can be done online at the link stated below of which he added that the virtual prep classes will commence on April 25, 2023. Seats are going fast since the program was launched on March 28.

“The program is being organized by EduCo USA, NekoTech Center’s African STEM & Sports Institute of Excellence (ASSIE), SOS Labour Ghana, SOS Global Investments Sierra Leone, SOS Women Transfer2Transform Malawi, Royal Return Ghana, and the Journalists International Forum on Migration (JIFORM) in collaboration with the Ministry of Labour and Social Security, Sierra Leone,” he revealed.

Alhassan Baisuma stated that the program is now being run across Africa with new countries like Nigeria, Uganda, Cameroon, and Tanzania, recently joining.

He said that the five-year master’s degree program aligns with the Government of Sierra Leone’s human capital development mandate, as well as the UN SDGs 2030 #8 and the African Union Agenda 2063.

Underscoring the programs on the SOS-Nekotech USA/Canada Work-Study Master’s Degree National Program, he said that the program is run in 5 areas which include Science, Technology, Engineering, and Mathematics, Sports Science, Sports Management, MBA, Healthcare, and Multimedia.

“The program Prep School provides students with private counsellors, virtual lectures, admission assistance, industry-led strategic course selections to ensure employment upon completion in the USA, and school loan application assistance among other services for human development spiritually, physically, and professionally,” he maintained.

The 4th April, 2023 marked the fifth anniversary since the ruling SLPP Government, under the Presidency of Dr. Julius Maada Bio, gained control over State Governance and as well marked the last year, out of the five years, that the Government should be in control of governance thereby paving the way for fresh elections to be held on the 24th June, 2023.

Understandably, varied views have been expressed in different quarters as to whether those years in State Governance were either fruitful, in line with development or rather they were wasted and unproductive years.

The resultant arguments that have so far emanated are tailored around individuals’ political loyalties and patronage manifesting themselves in those who strongly believe that the five years that the SLPP had been in control of the political administration of the country were indeed fruitful evident in the transpiration of meaning development policies and projects.

On the other hand, others have argued that the five years of SLPP rule marked the darkest days in the history of this country as the SLPP Government, under President Julius Maada Bio, sent this country backward and there is nothing good to write home about or to celebrate of those years.

However, one thing that is incontestable but which some are oblivious of or are deliberately refusing to accept is the fact that the SLPP Government took control at a time when indeed the world experienced shocks, with the outbreak of the corona virus, that negatively stalked all development activities and brought even the developed countries to their knees. Economies were seriously shattered as the virus continued to wreck havoc on lives. There were global economic dislocations which were later compounded with the setting in of the Russia-Ukraine War.

However, it is good to say that the SLPP Government managed the situation very well with the establishment of structures that were mandated to lead the fight against the virus. Because of successful interventions by the Government, the spread of the virus was drastically curtailed thereby preventing more deaths caused by contracting the virus.

There is a school of thought which firmly believes that the Government failed woefully in implementing sound economic policies that would have helped to offset inflation. The depreciation of the Leone to the dollar has been a reference point of how rotten the economy has become. Failure, on the part of the Government, to embark on productive activities for exportation to earn foreign currency has been said to be partly responsible for the poor performance of the economy.

Therefore the global economic shocks caused by the COVID-19 pandemic and the failure to undertake productive activities are now manifest in high prices of essential commodities creating serious hardship for many save only those entities that were badly affected and were financially rescued by the Government as well as direct cash transfers to vulnerable persons in society, including disable persons.

In the area of enhancing Freedom of Expression the Bio led administration could be patted on the back for repealing the obnoxious 1965 Public Order Act that criminalizes Libel and Sedition. In the past it was used to muzzle journalists.

However, since it was repealed the country made successful inroads in allowing people to criticize the Government without the latter cracking down hard on critics.

In the same vein, the Government also commendably did well in abolishing the death penalty and replacing it with life imprisonment.

Another area where the SLPP led Government made a mark is enhancing human capital development by introducing the Free Quality Education with its attendant radical inclusion policy that have seen an increasing number of children being enrolled for schooling and giving pregnant girls and disable persons the opportunities to access education. Although fraught with challenges the outcomes have been very positive and welcoming.

Fighting corruption saw a huge leap under Anti-Corruption Commission (ACC) Commissioner Ben Keifala, evident in the recovery of colossal sums of monies that were siphoned by politicians and public officials.

However, some have said that the fight against corruption has been selective with those in opposition and critical of Government are targeted leaving off the hook those who are the real perpetrators simply because they are connected to the system.

In terms of energy supply, no matter what is said, achievements have been made. Though there is still room for improvement, yet energy output increased with many rural communities benefitting from solar grids.

The Government has taken the praise for building an International Standard Airport – Before now, not all flights could venture to land in the country’s airport, which was the main issue why many investors never jet down in the country.

Some have maintained that with the construction of an international standard airport, Sierra Leone is now able to accommodate more airlines, which will lead to increased tourism and investment in the country.

The passage of the Gender Act that gives more opportunities to women to participate in public life has been widely acclaimed by various women groups in the country . Some have called for its popularization to avail women the opportunity to make use of the provisions it offers.

Fighting rape is considered as a sterling achievement as hitherto the rate at which rape cases were reported was very alarming. Under the leadership of President Bio rape was declared a public emergency and with the enactment of tougher laws and established of Sexual Offences Court the spate has drastically reduced.

With the scaling up of the First Lady Hands Off Our Girls Campaign the dignity and respectability of young girls were restored.

President Bio has been heavily criticized for spending hugely on overseas travel with the aim of attracting foreign investments.  Critics have maintained that the amount of money expended on these travels could have been used otherwise to improve the economy and better the lives of the vast majority.

Equally so, the Government has been heavily lampooned for its negative  human rights record as references were made to the Tombo, Makeni , Pa Demba Road Prison insurrection and the August 10, 2022 incident all said to be instances when protesting youths were cold-bloodedly massacred underscoring that it is only a repressive Government that will act in that way.

Indeed, the list will go on and on but one thing which many have expressed indignation over is the fact that there has been too much of marginalization of opposition figures or those who do not see eye to eye with the Government to an extent that those who were up there prior to the five years now find themselves at the lower rungs of society.
