ECOWAS & AU Delegation on Fact-Finding Mission Ahead of June 24 Elections

A delegation, comprising officials of the Economic Community of West African States (ECOWAS) and the African Union (AU), met with President Dr Julius Maada Bio at State House in Freetown on Wednesday 12th April ,2023.  The delegation is on a fact-finding mission and to gauge the level of the country’s preparedness for the June 24 multitier elections.

Leader of the delegation, Commissioner Ambassador Dr. Abdel-Fatau Musah thanked the President for the reception stating that their visit was in fulfillment of the two main protocols of the regional economic blocs ECOWAS and the AU.

“The ECOWAS Supplementary Protocol on Democracy and Good Governance and the African Charter on Democracy, Elections and Governance obligate these two bodies to render necessary assistance to member States on the eve of the organization of their elections,” he said.

Dr Musah added that the team would also engage the different political parties, Civil Society groups, traditional leaders and other parties that were part of the electioneering processes.

“After our visit, we will put our report together for the attention of the President of the African Union, who will give assistance where needed,” he ended.

In his brief response, President Bio welcomed the team and informed its members that he once led a process to a democratic rule after 30 years of authoritarian rule adding that he was also pleased to lead the country again into another democratic election.

He made reference to his Government’s efforts at taking anti-democratic laws and barriers out of the way including expunging sections of the 1965 Public Order Act that criminalized free speech and abolishing the death penalty, which political opponents feared in the past.

“I have, therefore, broadened democratic space. I also, urge the election steering committee, which our international partners are also part of, to discuss the rules and agree on them, way ahead of time. That way, we can go into the elections with a clear mind,” he said.

Women’s Forum Pleads with Women to Collect Voter ID Cards

President of the national women’s umbrella organization Women’s Forum Sierra Leone, (WFSL), Sallay Adams has on Saturday 8th April, 2023 disclosed that WFSL, in partnership with the Electoral Commission of Sierra Leone (ECSL) and funded by the Economic Community of West African States (ECOWAS), signed a Memorandum of Understanding (MoU) or partnership agreement to appeal to registered women voters to collect their voter identity cards.

She threw light further by furthering how the agreement is geared towards appealing to women, especially first time voters, female youths eighteen years and above to collect their voter identity cards at  various registration centers nationwide that would make them eligible to vote in the June 24th 2023 elections.

Sallay Adams maintained that the WFSL and its National Executives are currently making passionate pleas to women, especially first time voters, female youths and eighteen years and above to collect their voter identity cards from the 7th– 16th April 2023 from 7am-5pm daily with the clear message that they must remember that it is their right to vote as it is a civic responsibility stressing that rights go with responsibilities as part of their contribution to national development.

The WFSL President stated that it is the fundamental human right of every citizen to exercise the franchise in order to have improved social services, infrastructural development among others reiterating that all women who registered must go and collect their voter identification cards saying in doing so they must exercise patience and be disciplined.

According to the President, the aims and objectives of WFSL are the advancement of the status of women, the promotion of gender equality and the empowerment of girls and young women in Sierra Leone while their vision visualizes a Sierra Leone in which women in all parts of the country, irrespective of tribe, religion, culture, education or status are empowered to access available opportunities to develop their talents and qualities in a violent free and peaceful environment, where women and children’s rights are respected and protected.

“The general objective of WFSL is to promote a platform for building effective alliances among women, by sharing information and ideas on current and emerging issues of common concern to women in Sierra Leone, taking collective action on issues affecting women and children,” she also intimated.

April 29, 2023 Slated as National Peace Matching/Walking/Jogging Day

On the 29th April, 2023, the Independent Commission for Peace and National Cohesion (ICPNC) will be organizing a National Peace Matching/Walking/Jogging Day under the theme “I STAND FOR PEACE”. This event is hoping to attract up to Five Million Citizens from all works of life across all 16 political and administrative districts in Sierra Leone. Participants will include members from the following groups:

  • Youth Groups
  • Women’s Groups
  • Market Women
  • Old Folks
  • School Groups
  • Football and Athletics Groups
  • Bike and Kekeh Riders Association
  • Ghetto Boys and Girls
  • Professional Institutions (Bankers, Lawyers, Journalists etc)
  • The Business Class (Mobile Companies, Mining Companies, Trade and Export Companies etc)

Prior to the event, IPCNC will engage Leaders of these various groups in all the districts and hold meetings with them to plan this Nationwide event. Some of the issues to be discussed in the meetings will include: Time, Assembly areas, Routes to be used, Security arrangements, Duration of the event, Logistical arrangements (Tee Shirts, Banners, Placards, etc that will be carrying Peace Messages).

On the Day of the event, IPCNC and Partners, alongside Security Personnel will accompany participants in all the 16 districts during the match/walking/jogging. Everyone participating in the event will be wearing printed Tee shirts with the inscription “I STAND FOR PEACE”. Citizens will be encouraged to come out with traditional social event instruments like; drums, trumpets, Vuvuzelas, Pot Covers etc, to make the loudest noise for Peace. There will also be School and National Brass Bands to accompany the processions.

The media will be invited to cover such events and broadcast through news bulletins and other media programs.

It is expected that there shall be a Presidential Address and other state personalities will also make salient contributions.

Indian Govt. Supports ECSL with Indelible Ink ahead of Upcoming Elections

The High Commissioner of India to Sierra Leone, it is reported, has on the 6th April, 2023 handed over to the Electoral Commission of Sierra Leone (ECSL) Indelible Ink said to be very expensive as support from the Government of India to Sierra Leone to be used in the forthcoming June 24, 2023 General Elections.

The handing over ceremony took place at 15 Industrial Estate, Wellington, ECSL Warehouse, East End of Freetown.

21 boxes of permanent ink were given to the Electoral Commission of Sierra Leone to be used in the June 2023 elections.

The Indian High Commissioner, Neerat Kumar Saint, stated during the handover ceremony that the indelible ink that was donated by the Indian Government is a demonstration of a friendly gesture to Sierra Leone for the upcoming 2023 General Elections.

Neerat Kumar further revealed that the request for Indelible Ink was received from the National Electoral Commission of Sierra Leone in August-September last year and considering the cordial and strong bilateral relations between India and Sierra Leone, the Indian High Commission immediately sent the draft request to the Ministry of External Affairs, New Delhi.

He added that the Ministry of Foreign Affairs also positively accepted the proposal and immediately started the process of purchasing Indelible Ink, noting that the 40,000 unit batch of Indelible Ink arrived in Freetown on the 31st March, 2023.

He also disclosed that India had earlier donated permanent ink to Sierra Leone for elections adding that India has always been a time-tested friend of Sierra Leone.

On his part, the Chief Electoral Officer and National Returning Officer, Mohamed Konneh, reiterated the humanitarian gesture of the Indian Government to ECSL in the area of human capacity building for the IT staff of ECSL who were sent to India for training for about a month. He said they were therefore able to manage the voter registration process without external support.

He also highlighted the cordial relationship that ECSL has with the Government of India, which he said is an ongoing relationship that will grow to the next level.

The Chief Election Commissioner and National Returning Officer noted that the donations made by the Government of India will reduce the burden on the Government.

He expressed profound appreciation and gratitude to the Government of India.

Parliament Enacts the 2023 Finance Act

 Parliament has on Tuesday, 4th April, 2023 debated and passed into law, the Bill entitled: ‘The Finance Act 2023″, for the economic growth and development of Sierra Leone.

The Bill seeks to provide for the imposition and alteration of taxes, to give effect to the financial proposals of the-Government and to provide for related matters for the Financial Year 2023.

Presenting the Bill to Parliament, the Minister of Finance, Ahmed Fantamadi Bangura said the Bill is predicated on the Government’s commitment to domestic revenue mobilization, in light of improving economic aspirations, payment of salaries and building confidence in growth amidst multiple crises across the world.

The Minister told Parliament that the purpose of the Bill is to support the Government’s efforts to improve domestic revenue collection of various taxes that have no adverse effect on the welfare of the vulnerable people.

Speaking further, the Minister told MPs that the Bill is set to introduce minimum alternative on taxes, restore taxes on aviation, and GST on plant machinery equipment amongst many others. He comprehensively highlighted several important aspects of the Bill.

The Chairman of the Finance Committee in Parliament, Hon Francis Amara Kai-Samba used the opportunity to reiterate their functions, in light of law-making. He emphasized on the purposes and importance of the Bill. The MP went on to say, the Bill when approved would cushion the economy through the responsibilities and activities of the National Revenue Authority (NRA). He asked colleague MPs to enact the Bill into law, to close tax mobilization leakages and many tax exemptions.

“The Bill is of no mistake,” he said and asked the House not to raise concern on the time of arrival of the document.

Hon. Abdul Karim Kamara said at a time like this, Government should not raise taxes and went on to raise concerns over the certain imposition of taxes. On tax surrounding aviation, the MP said Sierra Leone is the most expensive country to travel, relative to the cost of air tickets. According to him, compatriots are traveling through a neighbouring country, in light of paying alternative low cost of air tickets.  He expressed pessimism over the Bill, adding that, soon there would be drop in the mobilization of revenue.

He alleged that there is an exemption on taxation on foreign diplomats at Lungi International Airport, but Sierra Leoneans with diplomatic passports are asked to pay.  Referring to taxation, on tourism, he said the internal hotel has promoted the economies of other countries, and added that such taxes would affect the ordinary people. He reiterated that every year, the Government adds taxes, but inflation and economic burden continue unabated.

Hon. Hindolo Moimo Ngevao said the Bill is not contentious and Government development is predicated on taxation. He referred to the calculated Government developments and transformations and insisted that, it is only through taxation the State would achieve growth. He used the opportunity to advise the Minister and NRA Commissioner-General to be considerate with tax levied on buyers of properties.

He decried the previous speaker on the payment of taxes by the holders of diplomatic passports, adding he has never paid for such a tax at the airport. He also lauded the tax percentage levied on tourism and alluded that, the Bill is appropriate and would support the Government to annex developments.

Hon. Dr. Mark-Mahmoud Kaloko said to run a State, required resources, but raised concern that it is spelled in the Constitution that the sovereignty belongs to the people and their interest must be considered. “Tax mobilization is prudent, but the interest of the people is very paramount,” he stated. The MP made mentioned of ordinary citizens holding passports and paying high taxes at the airport.  He insisted to appeal for some reduction of certain taxation on the people. “No Sierra Leonean is against tax mobilization, but due consideration be made,” he concluded. He urged the House to approve the document with positive amendments.

Hon. Muniru Lansana described the Bill as an important document, in light of several tax exemptions, especially for goods meant for persons living with disability as well as ordinary compatriots.

Hon. Mohamed Lansana predicated his debate on the global crisis and informed the House that, minimal levy and exemptions of taxation by the Bill would not affect low-income earners. He also expressed positive concern, relative to the amendment of the Bill especially on alcohol and beverages in light of health considerations.

In rounding up the debate, the Acting Leader of Opposition, Hon. Hassan Sesay said it is good to hear that Government is adding revenue to cater for some elements, but the timing must be considered. The MP expressed serious concern over the interest of the people, relative to the current economic burden. He described the Bill as additional taxation and would amount to an overburden on the people.

Speaking on corporate taxation, he said it would discourage investment and reduce employment.

The Leader also buttressed the previous speaker and denounced the payment of USD $25 tax by people with diplomatic passports and went on to disclose to Parliament, that people now travel through Guinea, because of the high price of air tickets.  The MP continued to say that, Bill of such nature would also affect taxation on tourism and also increase the burden on the people.

In concluding the debate, the Leader of Government Business, Hon. Mathew Sahr Nyuma advanced several clarifications, in light of concerns raised earlier and informed the House that, taxation has always created contention and recalled some of the conflicts related matters. He recalled the positive aspects of the expert presentation regarding the consultation on the Bill. He spoke on the importance of tax collections, in light of transparency, accountability, and responsibility of the citizens as well as visibility and tangible developments.

The Leader asked the Minister to make some waivers very clear, relative to past experience. Amidst previous waivers on some goods, he said prices are still shooting up and pointing out demand and supply chain, in lieu of taxation. In light of the tax levied he suggested awareness raising and other responsibilities. “Taxes are not always friendly, but must be paid to develop the country,” he revealed.  The taxes, he reiterated are not for the poor, but for those who are in high Corporate Business. The Leader explained comprehensively the positivity of the Bill on tourism, economic growth and developments.

In another development also, Parliament on Tuesday 4th April,2023 at around 6;00 PM passed into law,  the Bill entitled: “The Bank of Sierra Leone (Amendment) Act, 2023”.

The Bill is seeking to amend the Bank of Sierra Leone Act, 2019 to provide for and prescribe circumstances and conditions under which other currencies, other than the Leone, may be used as a medium of exchange in Sierra Leone and to provide for matters incidental thereto.

2023 Financial Year Citizen’s Budget Officially Launched

The 2023 Financial Year Citizen’s Budget was officially launched on the 5th April, 2023 by the Ministry of Finance, in collaboration with the National Council for Civic Education and Democracy (NACCED), Foreign Commonwealth and Development Office (FCDO), and Non-State-actors

It is a simplified version of the FY2023 National Budget in the form of a video skit and a reader-friendly pamphlet, at the Ministry of Finance Conference Hall in Freetown.

In giving the overview of the Citizen’s Budget, Acting Director of Budget Bureau at the Ministry of Finance, Dr Ilara Mahdi, stated that this simplified version of the FY2023 budget is not replacing the more detailed budget document which was presented to Parliament by the Minister of Finance and approved by Parliament in December 2022, but seeks to provide a piece of less technical, budgetary information that the citizens of Sierra Leone can easily understand.

She emphasized that this abridged version will enable the public to understand the revenue and expenditure plans of the Government and help them participate as stakeholders and hold the Government accountable.

Dr Mahdi further reiterates the Government’s commitment to an open, transparent and participatory budget preparation, execution and reporting process.

Senior Deputy Financial Secretary (SDFS), Samuel E.B Momoh, who also doubles as the Chairman of the ceremony, stated that this document would help the citizens and civil society to hold the Government accountable.

He went on to state that the Citizen’s Budget highlights areas of revenue and expenditures priorities of the Government for FY2023 in a simple form.

SEB Momoh noted that jargon used when writing a budget is usually not easy to understand by the layman, thus preventing them from appreciating the reason for the implementation.

He furthered that the budget also espouses effective management of expenditure in a bid to maintain a transparent atmosphere for public scrutiny.

He also stated that the Ministry of Finance is not the only player in the budget implementation process but a key facilitator in implementing policy commitments.

The Chairman National Council for Civic Education and Democracy (NACCED), Kalilu Totangi, appreciated all stakeholders that participated in producing the video clip and the reader-friendly pamphlet to help educate the public.

A representative from Foreign Commonwealth and Development Office (FCDO) said the abridged version would help the citizens understand the content of the budget document.

The climax of the program was an interactive session with Non- State-Actors, journalists and officials of the Ministry of Finance.

Voter ID Cards Need Urgent Remedial Steps!

It is no longer news that His Excellency President Dr. Julius Maada Bio and First Lady Fatima Maada Bio have collected their voter identification cards at the Hockey Pitch, Wilberforce Barracks in Freetown where the President urged all registered voters to collect their own Voter IDs.

However, not quite twenty four hours later when hundreds of citizens across Sierra Leone collected their own Voter ID cards, there was hue and cry about the authenticity and poor quality of the cards.

It is not unreasonable to suggest that ordinary citizens are of the view that the ECSL was very meticulous in ensuring that printing of the Presidential, including the First Lady and other high profiled citizens’ Voter ID cards was done to internationally-accepted standards.

But that when it came to the printing of Voter ID cards for the rest of the “ordinary citizens,” this was done in a warped and wishy-washy manner. Some citizens even suspect that the money meant for the procurement of the cards could have been sliced; the reason why the printing was poor. But of course, this would need to be investigated.

So as a result of the poor quality of the voter IDs, citizens are raising serious concerns, saying the Electoral Commission of Sierra Leone (ECSL) produced Voter ID cards that are substandard and mediocre.

Many cards contain errors, such as incorrect gender and blurred photos, making identifying the voter difficult or impossible. This would have been comical if it were not for the exorbitant cost of printing them.

Additionally, the security features on these cards are questionable at best. A high-quality voter identification card should contain holograms or other visible and invisible marks that cannot be easily replicated or forged.

Moreover, the QR code on the card should facilitate quick and accurate identification of the voter and not just repeat the registration number.

The poor management and printing of the voter identification cards raise serious concerns for the upcoming elections and could lead to severe consequences. These mistakes in the voter identification process can create confusion and frustration among voters and could potentially result in voter suppression if eligible voters are wrongly deemed ineligible to vote.

Furthermore, this could also lead to an increase in disputes and challenges during and after the election process, eroding the credibility of the elections.

It is against this background, we would wish to advise the Electoral Commission for Sierra Leone to take immediate remedial steps to address these issues and ensure that voter registration cards are accurate and of high-quality.

SLAJ & Guild of Editors Denounce Killing of Policeman

In a Press Release signed and issued on the 9th April,2023 by the National Secretary-General of the Sierra Leone Association of Journalists (SLAJ),Alhaji Manika Kamara, it was categorically stated that the Association condemns the killing of a Police Officer, ASP Mathew Moiwah Gbanya on Saturday night, 8th April 2023 in the Northern Headquarter town of Makeni further adding that it is also concerned about the safety and security of everybody working and living in the country, as the country heads into public elections on 24th June 2023.

According to SLAJ, report of such an unlawful killing is totally unacceptable and puts the nation in a state of fear and uncertainty.

“This is a very worrisome situation developing in our country. If Police Officers become targets then nobody is safe in this country. I am also concerned about the safety and security of journalists covering the elections. We all need a safe and conducive environment to participate freely in the elections,” said SLAJ President, Ahmed Sahid Nasralla.

Further stated was that SLAJ also notes with further concern a report by the Sierra Leone Police of the alleged shooting of a commercial motorbike rider at Mano Corner, Lumpa, Waterloo where Police found a ‘shotgun, cartridges, super glue, and quantity of face masks’ at the crime scene adding how there seems to be a proliferation of arms and ammunition in the wrong hands.

SLAJ stated that it is calling on the SLP to swiftly, thoroughly, and impartially investigate the incidents and bring the alleged culprits to answer to the law.

SLAJ also maintained that it equally condemns the spreading of messages of incitement promoting hate, division, and violence, and appeals to the public, especially supporters of political parties and journalists at home and abroad, to refrain from disseminating speculative and unsubstantiated information to a gullible public.

It concluded that journalists, especially those working in Makeni, can help the Police with reliable information that will lead to the arrest of whoever is/are responsible.

Also in another development, in the wake of the killing of a Police Officer in Makeni, the Sierra Leone Police (SLP), revealed that they have opened investigations.

This was made known by the SLP in a statement it issued in response to the tragic incident.

“The leadership of the Sierra Leone Police is shocked and saddened by the shooting to death in cold blood of the Operational Support Division Regional Coordinator in the North-East Regional Headquarter town of Makeni – Asp Mathew Moiwah Gbanya, on the night of Saturday 8th April, 2023,” they stated.

The Police further informed that they have launched full-scale investigation into the said incident, with the view to identifying not only the perpetrators but also to determine the motive behind the targeted killing.

“The public will be further briefed as the investigations progress,” SLP stated.

“Meanwhile, The SLP is calling on the public to remain calm and to go about their normal lawful business.”

It must be noted that other organizations have also totally condemned the killing of the Police Officer calling for the perpetrators to be brought to book.

Standing in solidarity with the SLAJ, the Guild of Newspaper Editors Sierra Leone (GoNE-SL) in a Press Statement dated 11th April, 2023 said its attention has been drawn to a post by “Change Media Group” claiming that “several journalists including members of the Guild of Editors have unanimously condemned the recent SLAJ press release on the killing of a senior police officer in Makeni”.

Also stated was that in view of the fact that the aforementioned post has been making the rounds on social media, the Guild unequivocally distances itself from the above post and hereby makes the following clarifications:

  • That the said claim is untrue, false, malicious and misleading.
  • That the Guild stands in solidarity with the Sierra Leone Association of Journalists (SLAJ) and commits to working closely with SLAJ in addressing the spread of mis/disinformation in the forthcoming elections.

Furthermore, the Guild made it clear how it joins SLAJ to condemn the killing of ASP Matthew Moiwah Gbanya and urges the Sierra Leone Police (SLP) to thoroughly investigate the incident with the view of bringing the perpetrator(s) to justice.

Also, the Guild conveyed its heartfelt sympathy and condolences to the bereaved family and the entire SLP and encouraged the public to beware of disinformation trends and cross-check every claim with the relevant authorities.
