NP-SL Remains a Reliable & Dependable Development Partner

National Petroleum Sierra Leone Limited (NP-SL-Ltd)

By Amin Kef (Ranger)

From a conducted nation-wide survey conducted by this medium, geared towards gauging the percentage of people who are aware of the existence of and the activities NP-Sierra Leone, what came out vividly from the outcome was that the vast majority captured during the survey acknowledged that they are well aware of the existence and viability of one of the country’s leading and exemplary indigenous business entities dealing in petroleum products. It was really amazing to realize that NP has become a household name within the country.

Some people opined that with the dynamic and result-oriented Management team at the helm of affairs at NP, commendable strides will be continued that would definitely catapult the company to higher heights thereby putting it at a very vantage position to expand and positively continue to contribute towards national development.

“From a humble beginning, NP has indisputably become one of the giant and most successful companies in the country with a remarkable reputation of rolling out cutting edge petroleum-related services within the business landscape,” Abdul Sheriff a seasoned engineer and former worker of the then Sierra Leone Refinery Company commended.
The company was extolled for timely honouring its tax obligations to Government via the National Revenue Authority (NRA) and for effectively implementing its Corporate Social Responsibility that have been improving the wellbeing of the vast majority of Sierra Leoneans.
One thing why the company is highly regarded nationally  hinges on its pro-activeness with regards ensuring that affordable petroleum products are always on the market.

Erroneously, some have been misinforming that NP is unsavorily dominating the petroleum market in the country, which has turned out to be very misleading, as it was confirmed that there are other Companies marketing petroleum products that are registered with the Petroleum Agency.

There are NP-SL Filling Stations in different parts of the country, not only selling petroleum products, but also rendering other useful services to its numerous customers.
It can be asserted that NP is one that has grown by leaps and bounds. It has made its mark and become a household name.
The company has provided employment for many within the West African sub-region as it has branches in Liberia, Guinea, Ivory Coast and The Gambia more so as it is keen on employing citizens instead of foreigners, thereby promoting Local Content.

It also markets NP Gas which is used for cooking purposes and it has been attested that is environmentally friendly and quick.

Besides, the company introduced what is known as NP Smart Card which could be credited with money and used to purchase fuel at Filling Stations without the exchange of physical cash. It is said to be a safe way of conducting transactions. It is now in vogue.

Regardless of the challenges encountered the company, it was learnt, is committed to dominate the petroleum landscape here and in other countries in the sub-region where it has a presence.

Permanent Secretary of Transport Ministry in Big Mess for Over Le1.3 Billion Bad Contract

Remove term: Ministry of Transport and Aviation Ministry of Transport and Aviation

By Amin Kef (Ranger)

It has been established that one of the unsuspecting conduits through which corrupt practices are channeled is procurement. Evidences could attest to the fact that sometimes public officials in Ministries, Departments and Agencies circumvent procurement processes with the objective of personal aggrandizement by diverting public funds meant for specific development programmes just to suit their selfish desires.

This medium came to learn of how on the 18th May 2021, the Ministry of Transport and Aviation  signed a contract with Tropical Autos worth Le1,390,000,000 for the supply of two new vehicles to be assigned to different functional units at State House.

Lamentably, although a cumulative payment to the tune of Le983,000,000 (71%) was made there has been no  evidence of the vehicles being delivered, which is contrary to the terms of the contract.

Compounding the situation was that the advance payment guarantee and the performance bond expired on the 17th August, 2021 without any evidence of renewal to ensure that the State is indemnified against potentially defaulting suppliers.

According to the Permanent Secretary and the Procurement Committee, within the Ministry of Transport and Aviation, the supplier, Tropical Autos, was to supply two vehicles for Head of Hospitality & Communications Department, State House at a total cost of One Billion, Three hundred and Ninety Million Leones (1,390,000,000). A contract was signed and advance payment of 30% was triggered upon signing.

They furthered that upon submission of bill of lading, a follow-up payment of 40% was also made adding that for the same reasons surrounding global supply chain disruptions, the supplier was unable to deliver as per contract delivery date.

It was learnt from them that several engagements were made and the supplier promised to deliver by the end of September, 2022 adding that recently, a follow-up on the status of delivery has been made.

Although they maintained that whilst the Ministry awaits response from the supplier it stands ready to follow through the process of termination in case the deadline of 30th September, 2022 was not met by the supplier the issue remains unresolved.

The Permanent Secretary and Procurement Committee promised that the Ministry was doing all it could to follow stipulated processes leading to the termination of the contract if the vehicles were not supplied against 30th September, 2022.

However, some have raised eyebrows over the issue bemoaning such a bad contract not wanting to believe that it should take up to a year and more just to procure two vehicles.

Others have expressed the view that the lame excuse given by the Permanent Secretary of disruption in the global chain of supply was just a smokescreen to divert attention from the issue.

Whether it was the Transport Ministry that erred or Tropical Autos in the whole process will be unearthed by this medium as it is in an advanced stage in its investigation of the matter.

Although it cannot be totally concluded what went amiss however, logically from the look of things it is most likely that the money has been chopped but very soon time will tell and heads will begin to roll.

NDMA Commissions Newly Constructed Facilities for Mudslide Victims at Mile Six

National Disaster Management Agency (NDMA),

By Abubakarr Harding

The National Disaster Management Agency (NDMA), with funding support from the African Union (AU), through the Solidarity Assistance Disaster Relief Fund, has commissioned a community market, a solar panel water well, distribution of food and non-food items and provision of direct cash transfer to the August 2017 Mudslide victims at Mile Six.

On the 14th of August 2017, Sierra Leone experienced massive floods that led to a mudslide at Mortomeh destroying hundreds of buildings, killing 1,141 people and leaving more than 3,000 homeless.

The Government of Sierra Leone was able to establish a resettlement camp comprising 52 housing units at Mile Six through the support of three indigenous construction companies; Pavi Fort, Seacon and Gento Group – as gratis to the Government for the survivors of the disaster.

The housing units, which lie on 206 Acres of Land, are under the management of the Sierra Leone Housing Corporation (SALHOC); and are being monitored by a Committee comprising victims of the mudslide survivors.

Speaking at the ceremony, the Director General of the National Disaster Management Agency (NDMA) Lt. Gen. (Rtd) Brima B. Sesay disclosed that it was a result of the intervention of the Sierra Leone Ambassador to Ethiopia, Ambassador Adekunle King, that the African Union, through its Solidarity Disaster Assistance Relief Fund, provided the funding for the project.

“The Sierra Leone Ambassador to Ethiopia, Ambassador Adekunle King, advocated on behalf of the NDMA to the African Union for the provision of basic social amenities for the mudslide survivors. The sum of $99,975 was provided,” he disclosed.

“A community-based approach involving all stakeholders such as SALHOC, mudslide survivors, and Ministry of Social Welfare amongst others was used in the identification of the basic needs of the victims. All procurement procedures were followed in the implementation of the project,” he added.

The General Manager of the Sierra Leone Housing Corporation (SALHOC), Ing. Charles Musa narrated that the camp was first identified to resettle the 2015 flash floods victims. He said when the 2017 mudslide occurred, the Government with support from three indigenous construction companies resettled the survivors at Mile Six. He, however, expressed concerns that there have been encroachments into the allotted land and promised to put systems in place to ensure that there is enough land to relocate potential victims.

The Deputy Minister of Energy, who doubles as the SLPP Western Area Rural District Chairman, Dr Eldred Taylor stated that the Government is very committed to human capital and infrastructural development. He pointed out some of the developments achieved in areas of electricity, road networks and education within the district by the Government. He spoke on unity and patriotism and encouraged everyone to support the vision of H.E. President Julius Maada Bio.

Representing the Chief Minister as the guest of honour, the Western Region Resident Minister,  Nabila Tunis, sympathized with the survivors for their loss. She stated that the August 2017 mudslide caused the nation to lose a lot. She informed everyone that the President cares for every Sierra Leonean, especially disaster victims, and that is why he established the NDMA under the direct supervision of the Chief Minister, Jacob Jusu Saffa.

“During Ebola in 2015, the President, the opposition leader then, travelled from the UK to sympathize with the affected population and helped the Government then to fight the Ebola disease. He did so because he believed that Sierra Leone is ‘One Country’ and that we are all ‘One People’.

“As a listening President who believes that every Sierra Leonean is important and that their lives matter, he established the NDMA to manage disasters and has been providing direct support to the NDMA to effectively manage disaster-related matters in the country. The Government has been providing the required funds to respond to affected victims and the prevention of disasters. All this is done because it is the Government’s responsibility to protect and provide for its people,” she noted.

Chairlady of the camp, Madam Rugiatu noted that the facilities, especially the market, will boost their economic activities and reduce the financial burden faced by women who had to trek long distances to buy foodstuff. She thanked the NDMA for working tirelessly to improve their living conditions.

The Chairman of the Resettlement Camp, Abu Bakarr Kamara expressed his appreciation to the NDMA and by extension the Government and the leadership of President Julius Maada Bio for restoring the dignity of survivors and alleviating their suffering. He cautioned the beneficiaries to handle the facilities provided. He went on to admonish the victims to judiciously utilize the direct cash transfers provided to them.

All 68 households residing at the camp received a bag of rice (50 kg), two gallons of vegetable cooking oil, a direct cash transfer of Nle2,000 (Two Thousand New Leones) each and building materials to rehabilitate some units that were destroyed by wind storms.

The symposium was geared towards starting the full engagement on the ratification of the African Disability Protocol and also to campaign for the speedy parliamentary review and amendment of the Reviewed Persons with Disability Act 2022.

Its ratification will not only bring Africa to its five member requirement for its enforcement but it will subsequently place Sierra Leone as the first country in West Africa to take the lead in the ratification and implementation of the continental disability and human rights frameworks.

Giving his welcome address, Saa Lamin Kortequee , Executive Secretary, National Commission for Persons with Disability (NCPD), welcomed everybody on behalf of the Commission and the Ministry of Social Welfare.

He intimated that they want to look for a way forward on how their programmes can be lucrative and how issues related to persons living with disabilities in the country would be inclusive adding that to foster an inclusive drive they must ensure persons with disabilities are included, especially women and girls.

Kortequee noted that they need innovative ways to achieve a just world for disables to thrive maintaining how they need an agenda according to him not just mere words but actions.

He underscored that the African Disability Protocol pushes for ‘Leaving No One Behind’ in order to have an accessible and equitable world furthering how the Act has been there but how it lacks the necessary strategies, and how the UN is finding a way to facilitate the Act for it to achieve Inclusion.

The Executive Secretary further stated that as elections are drawing closer they need to be included in political participation and how they want parliamentary symbols to be awarded to them stating that if there are disables in Parliament they will champion the issues of persons with disabilities in the country.

India Concludes Two Days Voice of Global South Summit

Voice of Global South Summit

By Foday Moriba Conteh

As part of their efforts towards bringing together countries of the Global South to share their perspectives and priorities on a common platform, India has on Friday 13th January 2023 concluded a two days Voice of Global South Special Virtual Summit on the theme, “Unity of Voice, Unity of Purpose.” The Special Virtual Summit brought together more than 120 countries across the world.

The Special Virtual Summit initiative was inspired by Prime Minister of India Sh. Narendra Modi’s vision of ‘Sabka Saath, Sabka Vikas, Sabka Vishwas and Sabka Prayas’ and  underpins India’s philosophy of Vasudhaiva Kutumbakam (the whole world is a family).

“Most of the global challenges have not been created by the Global South, but they affect us more,” said Prime Minister Narendra Modi during the inaugural leaders’ session of the Summit attended by Bangladesh Prime Minister Sheikh Hasina, Thailand’s Gen. Prayut Chan-ocha and Uzbekistan President Shavkat Mirziyoyev, among others.

“In the last Century, we supported each other in our fight against foreign rule. We can do it again in this Century, to create a new World Order that will ensure the welfare of our citizens,” he said.

“India has always shared its developmental experience with our brothers of the Global South. As India begins its G20 Presidency this year, it is natural that our aim is to amplify the Voice of the Global South,” he added.

Prime Minister Modi also gave his mantra to deal with the challenges of the global South: “To re-energize the world, we should together call for a global agenda of Respond, Recognize, Respect, Reform,” he said.

Prime Minister Modi called for a ‘human-centric globalization’ one that does not create a climate crisis or debt crisis.

“We all appreciate the principle of globalization. India’s philosophy has always seen the world as one family. However, developing countries desire a globalization that does not create climate crisis or debt crisis,” the Prime Minister said in his opening remarks at the Concluding Leaders’ Session of the Summit.

The two days Summit envisaged ten sessions of which four sessions were held on 12th January 2023, and six sessions on the 13th January 2023. Each of those session witnessed the participation of Leaders/Ministers from 10-20 countries.

The inaugural and concluding sessions were held at Head of State / Government level, and hosted by the Prime Minister. The theme of the Inaugural Leaders’ session was, “Voice of Global South – for Human-Centric Development” and that of the Concluding Leaders’ session was: “Unity of Voice-Unity of Purpose”.

In addition, there were 8 Ministerial sessions, with the following themes: Finance Ministers’ Session on “Financing People-Centric Development,” Environment Ministers’ Session on “Balancing Growth with Environment Friendly Lifestyles (LiFE)”, Foreign Ministers’ Session on “Priorities of the Global South – Ensuring a Conducive Environment,” Energy Ministers’ Session on “Energy Security and Development- Roadmap to Prosperity,” Health Ministers’ Session on “Cooperation to Build Resilient Healthcare Systems,” Education Ministers’ Session on “Human Resource Development and Capacity Building,” Commerce and Trade Ministers’ Session on “Developing Synergies in the Global South – Trade, Technology, Tourism and Resources,” and Foreign Ministers’ Session on “G-20: Suggestions for India’s Presidency.”

During the Summit, the Finance and Corporate Affairs Minister of India, Smt. Nirmala Sitharaman chaired the Finance Ministers’ Session of the Summit on Thursday the 12th January, 2023.

The session covered issues such as Development Financing, Development Aid and Partnerships, Financial Inclusion and Digital Public Goods under the overall theme: “Financing People-Centric Development”.

Smt. Nirmala Sitharaman also highlighted the role of G20 in helping the world navigate through multiple crises and as a key platform to address global economic issues.

She stated that Voice of Global South Summit would help the G20 Presidency to reflect on common issues affecting their economies, exhorting the Global South to continue to exhibit strong solidarity and expressed India’s intent to incorporate #VoiceofGlobalSouth in multilateral fora in line with the theme ‘Vasudhaiva Kutumbakam’ – One Earth, One Family, One Future.

The Finance Ministers from Belize, Chad, Colombia, Djibouti, Eritrea, Guinea-Bissau, Lebanon, Lesotho, Mauritius, Nepal, Nicaragua, Sierra Leone, Sri Lanka, Sudan, and Zambia shared their views and ideas during the Session of which the Republic of Sierra Leone was represented by the Honorable Deputy Minister of Finance, His Excellency Bockarie Kalokoh.

India is said to work in order to ensure that the valuable inputs generated from partner countries in the Voice of Global South Summit deliberations receive due cognizance globally and further. India’s ongoing Presidency of the G20 provides a special and strong opportunity for those countries that are not part of the G20 process to share their ideas and expectations from the G20 which is in line with the Prime Minister’s statement that India’s G20 Presidency will be shaped in consultation with not just their G20 partners, but also their fellow-travelers in the Global South, whose voices often go unheard.

Shri Narendra Modi’s
Shri Narendra Modi’s

By Foday Moriba Conteh

Thank you for your inspiring words! This has truly been a useful exchange of views and ideas. It reflected the common aspirations of Global South.

It is clear that on several important issues facing the world, developing countries have similar perspectives.

This was seen not just in tonight’s discussions, but also over the past two days of this ‘Voice of the Global South Summit’.

Let me try to summarise some of these ideas, which are important for all countries in Global South.

We all agree on the importance of South-South Cooperation, and collectively shaping the global agenda.

In the field of health, we share an emphasis on promoting traditional medicine, developing regional hubs for healthcare, and improving mobility of health professionals. We are also conscious of the potential of quickly deploying digital health solutions.

In the area of education, we can all benefit from sharing our best practices in vocational training, and in the use of technology to provide distance education, especially in remote areas.

In the area of banking and finance, deployment of digital public goods, can increase financial inclusion in developing countries at great scale and speed. India’s own experience has shown this.

We all agree on the importance of investing in connectivity infrastructure. We also need to diversify global supply chains, and find ways to link developing countries to these value chains.

Developing countries are united in believing that the developed world has not fulfilled their obligations on Climate Finance and Technology.

We also agree that apart from controlling emissions in production, it is equally important to move away from ‘use and throw’ consumption, towards more environment friendly sustainable lifestyles.

This is the central philosophy behind India’s ‘Lifestyle for Environment’ or LIFE initiative – which focuses on mindful consumption and circular economy.

Excellencies,

All these ideas, shared by the wider Global South, will provide inspiration to India as it tries to shape the agenda of the G20, as well as in our own development partnerships with all of your nations.

Once again, I would like to thank you for your gracious presence in today’s concluding Session of the Voice of Global South Summit.
Thank you. Dhanyavaad.

Covid-19: China Doesn’t Merit Condemnation From International Community

(Eric Biegon is a Nairobi-based Multimedia Journalist)

Kenya recently announced that it had no intention to impose any travel restrictions to Chinese travelers. Many other countries such as Australia and Indonesia have adopted a similar stance.

Addressing the move by a number of countries to issue strict travel measures targeting passengers travelling from China, Health Cabinet Secretary Susan Nakhumicha said such a decision was not necessary citing its economic implications on Kenya.

The International Air Transport Association, a major stakeholder in this regard, also weighed in expressing shock at travel curbs on Chinese travelers. IATA Director General Willie Walsh wondered why countries cannot use available tools to manage COVID-19 without resorting to what he described as “ineffective measures” to cut off international connectivity, damage economies and destroy jobs.

He went on to plead with governments to stop what he described as ‘knee-jerk reactions’ and base their decisions on ‘science facts’ rather than ‘science politics’.

What Kenya, the airlines’ association, and many others opposed to the new measures appreciate is that condemnation of one individual country in the face of a devastating virus pandemicis hard to justify. This is especially given the pain and hardship the country has had to endure to see its people safe.

Today, her people will arguably feel condemned when some members of the international community decide to treat them differently from the rest of the world. Hundreds of health experts across the globe, including from countries that have come up with these curbs, have also found the explanations given insubstantial and have expressed doubt whether they are purely medical in nature.

The countries that resorted to these new measures pointed to an increased number of infections in China, yet a surge in infections has also been recorded in many other countries. The regulationscame into force as soon as China reviewed coronavirus situation and reopened its borders. Authorities had established that the virus in circulation was mild compared to the Delta variant. It meant the zero-covid policy that involved extensive measures to track, test, isolate and treat infected personshad been lifted.

China had for three yearsremained a country with minimal or no movement at all because of the highly-infectious and deadly variant. Some have suggested the actions by Chinese government during this time did not bear fruits, but this is far from the truth. It is easy to point an accusing finger, but the reality is that China dealt with the evolving situation aptly and learned a lot about the virus in the process.

It is not long agothat China used to record less than ten positive cases daily, and most of it, if not all, were imported cases.  Again, looking at the numbers, China has had a very low coronavirus death toll, and successfully contained at least 10 outbreaks of the Delta variant. This cannot be regarded as failure. It saved millions of lives.

Right at the beginning, as soon as Chinacontained the unknown virus, it immediately started sharing its valuable experience with the rest of the world. It also shared information about the virus and later made available protective equipment and other materials to fight it. After registering breakthrough in its vaccine development, China immediately begun to airlift the life-saving doses to countries in need.

The reality isthat the country’s leadership made a painful decision to remain in lockdown to safeguard the lives of citizens, especially by ensuring that vulnerable groups did not have their health endangered by the virus. Three years is a long time and this was indeed a sacrifice by everyone involved, both the state and the people.

There is also the question of data shared which has been described as insufficient. But the Covid situation anywhere in the world has been complex. People, for instance, have reacted differently to the virus with others exhibiting symptoms while others do not. With such unpredictable manifestations, numbers can fail anyone.China is also a huge country both in terms of population and size. Even with the best of efforts, it’s hard to get the exact number of people who are infected on daily basis.  Even so, Chinese health authorities publish a daily count of new infections, severe cases and fatalities.

I know a number of colleagues in China who have never stepped in their offices since covid regulations in China came into effect. Many others have had their businesses closed as a result. Others were separated from their families. A good number surrendered the good life they had before coronavirus struck. Those who had to travel, had to withstand isolation before and after travel. Yet, whenever I speak with some of them, they appreciate the sacrifice was necessary.

Here in Kenya, the lockdown has been a tough one for businesspeople and students.A visit to one of the markets in Nairobi that is popular with Chinese goods paints the real picture of businesses that almost came to a halt because they couldn’t get goods from China. Many students pursuing courses in China have also had waitlonger to go back and complete their studies.

Chinese travelers had become a good source of foreign exchange earnings before covid to many countries. Without tourists from China for the last three years, these countries have been impacted economically. China is a huge economy, the second-largest globally. It just cannot stay locked out from the rest of the world and decision to reopen should not be used against visitors from China.

If deemed necessary, the new measures should apply to all travelers. The virus can spring from anywhere. Governments should also acknowledge coronavirus is still here with us and measures such as wearing of masks can be made mandatory for all. Vaccines have also proved crucial and immunizations should be encouraged.

Coronavirus is a common threat to the whole of humanity and the severity of this pandemic calls for solidarity to conquer it.
