Poverty Has Become Urbanized… Govt. Needs To Reshape Economic Development Policies

Population in the Western Area and the provincial cities will inevitably continue to grow by leaps and bounds well into 2050 because of uncontrolled birth rate and one-way migration from the rural areas by mostly young people in search of greener pastures.

With a population nearing 2 million, it can be safely guessed that over half of the Western Area population live in slums along the extensive coastline and in highly overcrowded communities where those that earn less than $2 a day box themselves with very little housing, water, sanitary and employment facilities.

What should worry the Government’s policy makers is that the locus of poverty is rapidly moving to the cities, a process known as the ‘urbanization of poverty’.

Without concerted action on the part of municipal authorities, the central Government, civil society actors and the international community, the number of slum dwellers will continue to increase dangerously.

This is against the background that with real incomes of the poor falling because of inflation, the larger the informal sector, the lower is its fiscal capacity—the maximum amount Government can collect in tax revenue on a sustained basis.

On the other hand, to meet the demand for public services in the face of reduced fiscal capacity, Government is forced to impose high tax rates on formal-sector income and turn to other revenue sources that are inherently inefficient, resulting in highly distortionary fiscal systems.

This diminished revenue-raising capability, relative to the size of the economy, restricts the scale and scope of expenditure programs that Governments can and should undertake, and encourages the use of regulation, both to direct the economy and to collect revenue. What many poor citizens honestly ask is: what does the Government do with all the money that it collects in taxes and other forms of revenue to impact on the living conditions of the poor?

The consensus amongst the educated poor is that redistribution of wealth to favour the majority poor living in the urban areas would go a long way in drastically reducing poverty as inflation continues to relentlessly shrink the purchasing power of citizens living on low fixed incomes and those that are underemployed and unemployed. This can best be undertaken by the central Government since doing so reduces welfare-induced migration.

Within the context of decentralization, local Governments and community organizations are better able than the central Government to identify the truly needy, which argues for more decentralized redistribution.

First, poverty cannot  be  reduced  in  isolation  from  economic  growth—an  observation  that  has  been  overlooked  in  the  thinking  and  strategies  of  all the Governments that we have had since independence – hence the continued mass poverty.

All countries have a formal economy and an informal economy. But, on average, in  developing  countries  the  relative  size  of  the  informal  sector  is  considerably  larger  than  in  developed  countries.  In our case, this has important implications for the growing number of poor people in the country.

Most poor households derive their income from informal employment which effectively precludes income-contingent transfers as a method of redistribution.

Also,  holding  fixed  real  economic  activity,  the  larger  the  relative  size  of  the  informal  sector,  the  lower is fiscal capacity, and the more distortionary is Government provision of a goods and services, which restricts the Government’s   policy of poverty reduction.

Against this background, Government and its local and international development partners need to start a serious debate on how the economy can be calibrated to move into high productivity gear within the short to medium term in order to meet growing demands for employment and social welfare facilities by especially the youths.

IOM & Government Support Young People to Start Businesses

The International Organization for Migration (IOM), in collaboration with Sierra Leone’s Ministry of Youth Affairs (MOYA), Ministry of Agriculture and Forestry (MAF) &  the National Youth Commission (NAYCOM), have on the 13th July, 2021successfully held a handing over ceremony of start-up kits to support young people in the Western Area.

The project is funded by the Government of Japan, represented at the official ceremony by the Ambassador of Japan to Sierra Leone, His Excellency Tsutomu Himeno.

Fifteen youths in Freetown received start-up kits, bringing the number to 58 young people who have been provided with start-ups in Bo and Western Area respectively. More than one hundred and ninety young entrepreneurs will also be receiving their own items within the framework of IOM’s Entrepreneurship Training and Mentorship in the coming days and weeks.

The programme is part of IOM’s Youth Empowerment Project implemented with funds from the Government of Japan. The start-up kits distributed are based on the business plans of the entrepreneurs- geared towards business ventures including hair dressing, catering, and motor bike transportation services among others.

The project’s initiative is borne out of IOM’s desire to empower and equip young people with entrepreneurial skills and start-ups to dissuade them from embarking on irregular migration.

“Unemployment is among the many factors that drive young people to seek greener pastures through dangerous journeys,” explained Akao Kunikazu, Project Manager and Officer-In charge at IOM Sierra Leone.

“The entrepreneurial skills gained and equipment received through the programme will enable them to begin their businesses, create employment and improve their livelihoods and income generation opportunities,” Akao Kunikazu furthered.

Kunikazu stated that, “IOM is not only providing equipment and training, we will work with the Government to ensure that we put in place follow up mechanisms and effectively monitor these businesses.”

“The business management skills we learned and the items we received will go a long way to help us re-establish and improve our businesses,” said Milton Komeh Lahai, a BOB Tech Youth Group member in Freetown.

“The training and mentorship have been interesting and taught me useful steps to start a business,” explained Ngadie Buanie, one of the participants who will be establishing a hair salon in Bo.

“Over time, we have enjoyed an excellent relationship with IOM. Our partnership in this project to deliver youth empowerment initiatives resulted from Government’s commitment to develop the youth sector,” said Mohamed Orman Bangura, Minister of Youth Affairs. “If young people are empowered today, we will have a better Sierra Leone tomorrow,” the Youth Minister added.

“The Government of Japan is happy to support this project because of its good bilateral relationship with Sierra Leone and the importance of the project in providing opportunities to young people,” said Tsutomu Himeno – Japan’s Ambassador to Sierra Leone.

Contributing Immensely to Socio-Economic Progress… NP-SL Ltd Remains a Top Notch Oil Marketing Company

Without contesting the undiluted fact, this 100% indigenous company has left its footprint on the sands of time as it continues to bag wide commendations for its timeliness in always ensuring that qualitative petroleum products are imported into the country, distributed country wide to its sales points or Filling Stations across the country in order for its esteemed customers to easily gain access to them.

Orange Foundation Donates Bags of Rice & Baby Packs to Residents of Kroo Bay Community

Orange Foundation-Sierra Leone, an appendage of the parent company, Orange-Sierra Leone and its partner, the International Centre for Aids, Care and Treatment Programme (ICAP) on the 15th July 2021 reached out to the Kroo Bay Community where they rendered support to residents of that slum community taking the form of donating bags of rice and baby packs to three lactating mothers.

The Human Resource Director of Orange Foundation, Madam Agnes Songa, extended thanks to residents of the Kroo Bay Community for their continued support and confidence reposed in the company. She said the telecommunications company is passionate about giving out support to the needy saying they are always in their hearts further maintaining that demonstrating love is part of their modus operandi also underscoring that is why they have brought goodies for them as residents of the community.

Program Manager of Orange Foundation, Alpha Bundu, on his part stated that the company is extending  love to every Sierra Leonean  as they work towards advancing their interests and as well as believes in investing in the next generation.

Jestina Betts, the Director of Orange Foundation-Sierra Leone expressed how much she cherishes the people of Kroo Bay revealing that they want the residents to know that they are close to her heart as most of the people living in that community are vulnerable.

“According to a survey conducted, the Kroo Bay Community is in a  more critical condition compared to the other slum areas,” she  emotionally stated further disclosing how it is in the heart of the Chief Executive Officer of the telecommunications company to support the Government in providing support to vulnerable people saying it forms part of their Corporate Social Responsibility.

Head of Public Relations, Orange Sierra Leone, Annie Wonnie Katta in her statement said Orange-SL is ahead in giving life and happiness to Sierra Leoneans also stating that is why the Foundation was formed in the first place to give back to society.

She made mention of their first visit to the community during which time they provided maternal health care service stating how they are now reaching to everybody within the community by providing rice which, she expressed hope, each household will benefit from.

The Company also provided three baby packs to lactating mothers that have been visiting the hospital four times or more during their pregnancy. Isatu Bangura, Victoria M. Gbako and Bom Posseh Kargbo benefited from the donated baby packs respectively.

Receiving the items, the Chief of the Kroo Bay Community thanked Orange and ICAP for remembering his community as well as Mohamed T. Koroma for bringing Orange Foundation to his community.

He made a plea to Orange Foundation -Sierra Leone to build for the community a quality Early Child Learning Centers as the company did in some parts of the provinces, saying such will be of great help to the current and future generations of their children.

Abdulai Jalloh Declared Wanted For Practicing Gay

In contemporary Sierra Leone, reports of isolated physical attacks on persons allegedly accused of being homosexuals is becoming scary and there seems to be no concrete actions taken by rights based organizations to protect them from cruel treatments that take the forms of family discrimination, isolation and even mob justice or action sometimes leading to deaths in cases where the victims are trapped and find it difficult to escape. The case of one, Abdulai Jalloh, is the latest that this medium came to learn about and thoroughly investigated.

According to reliable sources, Abdulai Jalloh, who was residing at Newcastle Street, Bus Station Shell Company in the East End of Freetown, was said to have come under serious intimidation and harassment from members of his family and the community after allegedly being caught practicing homosexuality with his male partner in his room.
Infuriated family members and community youths were alarmed at the discovery and whist they were about to break the door of the room where it was said they were having the “abominable” affair, both of them acted swiftly by jumping through the window before they were reached at, according to our reporter, when  he secretly interviewed Abdulai , in his hiding place, who was at that time very panicky as he was shaking and speaking in trembling tones fearing the danger that lies ahead of him if their assailants lay hands on them.

The case of Abdulai Jalloh is one that is very complex to understand in a society that heavily frowns on homosexuality based on strict fundamental religious beliefs that individuals were not created to mate as same sexes. In his situation,  he hails from a strict religious  family background where such a thing is not in the least encouraged and bisexuality is never entertained and is even considered as one of the worst forms of  sinful ways of living.

It must also be noted that both national and religious laws in the country totally forbid individuals from practicing such acts. Community members were completely disappointed at Abdulai’s action, which they noted goes contrary to their customs and traditions.

According to a resident of Newcastle Street, Bus Station Shell Company East End of Freetown, whom our reporter contacted to shed light on the issue, he had known Abdulai Jalloh since childhood furthering that he had been very secretive about his sexual orientation since they were early teenagers and realized that he was intimately attracted to both men and women.

He said Abdulai used to spend his free time with other boys of  his age, also  maintaining that the attraction was not just usually physical, but also mental. He continued that even though Abdulai dated girls, but he saw that he was leaning more toward other boys and noticed how he used to tenderly touch and hug them.

He concluded that if Abdulai is accused of being a gay, that will not be a big surprise to him because the signs were noticeably subtly evident in his behaviour and attraction to other people.
According to an in-depth investigation mounted by this medium, it was revealed that Abdulai Jalloh and his male partner has been in a friendship since when he was 12 years and during their friendship they discovered that they have developed feelings for each other, although they knew that it is forbidden in the country.

However, even though they had tried to hide their feelings, however, as a result of the close intimacy to each other at a time when others of their same age were competitively trying to date girls their closeness started to raise doubts and suspicions especially among their girlfriends.

Our investigation further revealed that on the  2nd July 2021 when Abdulai Jalloh was celebrating his birthday at home with others in their company he and his intimate friend later ended up retiring in his room where they were about to have sexual intercourse when suddenly they had a heavy bang on the door of the room whilst others were in the living room dancing. Hearing the accusation of having caught them red handed they knew it was a decisive moment and therefore had no alternative but to escape through the window before they could be pounced at.

After their escape, a manhunt was mounted for both of them as angry family members and community youths were desperately on the lookout for them. Abdulai’s family members said he has brought shame and disgrace to them and considered him as the black sheep of the family.

The house where he was staying was constantly under surveillance as irate community youths were desperately hoping that they will return in order to teach him that such a lifestyle is unacceptable and beat the sense out of him during which time if he is lucky he could survive the ordeal.

However, luckily for him, in particular that did not transpire but does not mean that his safety is assured as time elapses. Since then his whereabouts has not been known or discovered.

And up to the time of this medium going to Press our reporter was unable to contact Abdulai Jalloh, whom it is expected has gone underground based on the intensity of the situation. However, we will continue to monitor the situation and as things unfold this medium will shed more light on this complex issue that has to do with LGBTQIA, bisexuality or homosexuality.

Hoodlums on the rampage in Bathurst as… Tacugama & Congo Dam Catchment Area Under Serious Threat

Encroachers are rapidly damaging the Tacugama Chimpanzee Sanctuary (TCS) catchment areas at Bathurst Village outside Freetown.

In spite of several complaints to the line Ministries of Lands, the Environment, Water Resources, Energy and Tourism respectively, the land grabbers are having a field day and even State House has not helped the worsening and alarming situation that is a clear affront to Government.

People are wondering and frustrated that it is getting too late to protect the buffer zone that the TCS has protected for over 30 years as the benefits of the buffer zone are so numerous to mention for both flora and fauna and the very survival of Sierra Leone.

On 8th July 2021, officials of the National Protected Area Authority (NPAA) stopped the land grabbers but the lunatics came back in large numbers and are causing massive destruction by clearing the area.

From all indications, it seems as if no one has the guts to challenge them to put an end to this insanity once and for all.

It must be highlighted that the areas the hoodlums are clearing are next to such a sensitive place as the dam that supplies water to Regent and its environs and is also the site for the Number One Tourist Destination in the country.

“Government is just paying lip service to promoting TCS as the Number One Tourist Destination in the country when in actual fact it is unserious. This is a fallacy:,” Fitzgerald Ellis observed.

Secondly, the World Bank, through the Ministry of Tourism and Cultural Affairs, is financing a multi-million dollar innovation center project surrounded by a botanical garden in the area.

This area has been protected for over 30 years to create a buffer zone for the wildlife sanctuary. It is also one of the catchment areas that are feeding the Charlotte mini-hydro-power facility, the reason the Ministry of Energy must swiftly intervene.

The question the public is now asking is how can people grab land without signed documents from the Ministry of Lands and why can’t all these Ministries come together to put a stop to this madness and find a permanent solution to an issue that threatens state security. In fact, one Ministry alone has the wherewithal to nip this stupidity into the bud let alone four.

Furthermore, are all Sierra Leoneans and none citizens alike going to be silent spectators and see the demise of the country’s Number One Tourist Destination that has put the country on the global map?

What is Guma Valley Water Company doing about this? Encroachment has passed the main Guma pipeline that delivers water to the Babadorie Treatment facility. Guma Valley has already lost the Sugar Loaf Catchment area and all the forest behind Babadorie. Cant Guma Valley learn from these bitter experiences and act now?

Mr. Roland Reffle, a 70 year-old retired civil servant and resident of Regent Village lamented, “I feel sorry for Sierra Leone that top government functionaries/Ministries and Departments cannot stop heightened lawlessness and unpatriotic hoodlums. How can anyone claim these buffer zones next to such a sensitive area, the country’s Number One Tourist Destination and it seems nobody cares? This will never happen in the developed or serious countries.”

Kingho Empowers Women Farmers in its Operational Communities

This medium reliably learnt that one of the fundamental pillars of the Community Development Action Plan (CDAP) Projects of Kingho Mining Company Limited is geared towards supporting women in agricultural production in the operational communities of Simiria, Dansogoia and Sambaia chiefdoms in Tonkolili District, Northern Province of Sierra Leone.

Against this backdrop, the company through its CDAP project has launched a full swing agriculture project to support women farmers in its operational areas. This comes at the time when the communities are undergoing the planting raining season, an act which has been warmly received by many in the operational communities.

In Mabonthor Town, Simiria Chiefdom, the Community Affairs Team of Kingho Mining Company handed-over to the women the agricultural items including: herbicides, head pans, spade, hand fork, rake and watering cans.  There, the women were very happy to receive the items and promised to cooperate with Kingho Mining Company and to fully engage in agriculture. The Community Coordinator of Kingho Mining Company, Ansu Momoh and team visited the groundnut farm in Mabonthor to monitor the progress of the work undertaken so far.

Similar donation was also done in Bendugu Town, Sambaia Chiefdom where agricultural products were delivered to Yiera Turay on behalf of the chiefdom Mammy Queen, who happens to be the leader of the women group.

The same was done in Bumbuna Town, Dansogoia Chiefdom.

It is worth noting that Women in Agriculture Project is Kingho Mining Company’s adherence to the content of the CDAP which was approved by the Environment Protection Agency (EPA). Also worth noting is that the projects in all three chiefdoms were identified by the community themselves to help the women boost their livelihood and sustenance.

Kingho Mining Company Limited is a subsidiary company of Kingho Investment Company Limited. Kingho Mining is undertaking mining at the New Tonkolili Iron Ore Mines in Sambaia, Dasogoia and Simiria chiefdoms of Tonkolili District, Northern Province of Sierra Leone. It was the Government of Sierra Leone which officially handed over the New Tonkolili Iron Ore Mining site to Kingho Mining Co Ltd on 23rd September 2020.

 

For Unlawful Importation of Arms and Ammunition…   APC MP & Three Others in Court Today for the Second Time

The Police on the 12th July 2021 charged Hon. Emmanuel Saidu Conteh, the All People’s Congress (APC) Member of Parliament for Constituency 129, and three others to court on allegations of conspiracy to commit a felony, unlawful importation of arms and ammunition, among others.

He, Nabie Musa Raymond Bangura, Michael Alpha Fornah and Sheriff Jalloh were arraigned before Magistrate Sahr Kekura of Court No.1 on four counts of conspiracy to commit a felony, illegal importation of arms and ammunition and unlawful possession of arms and ammunition contrary to provisions in the Arms and Ammunition Act of 2012.

It was alleged that the accused persons were found in possession of arms and ammunition at the Queen Elizabeth Quay without lawful authority. Furthermore, it alleged that the accused persons, between Thursday 22nd April 2021 and Friday 2nd July 2021, conspired with other persons unknown to import arms and ammunition into Sierra Leone, without valid license.

The Police further claimed that the accused persons were arrested while in possession of weapons without lawful authority.

No plea was taken by the accused persons.

ASP Ibrahim Sheik Mansaray, the Police Prosecutor, then asked for an adjournment because they could not present their witnesses to testify in the hearing.

Defense counsels, J.M Jengo and Lansana Dumbuya argued that the prosecution had deprived the bench by not bringing any witness to testify in order to test the evidence.

Addressing the court, Lawyer Dumbuya said the 2nd accused, Hon. Emmanuel Saidu Conteh is a parliamentary representative that has no criminal record. He said the accused was not a flight risk and therefore should be admitted to bail together with the other three accused persons.

The Prosecutor objected to bail and same was upheld by the Magistrate. Magistrate Sahr Kekura then remanded the accused persons at the central prison and adjourned the matter to July 14.
