Director of Country Planning Hosts Committee Meeting on Structural Plans for Six Cities

Resilient Urban Sierra Leone Project

The Ministry of Lands, Housing and Country Planning, led by Director of Country Planning, Sahr M. Kanawa, recently convened a critical Planning Committee meeting to assess the progress of the Resilient Urban Sierra Leone Project. This World Bank-supported initiative is aimed at guiding the spatial development of Freetown and six secondary cities: Bo, Bonthe, Koidu New Senbehun, Makeni, Port Loko and Kenema, by creating comprehensive structural plans to address urban challenges across the nation.

Joseph Macarthy, Executive Director of the Sierra Leone Urban Research Center, emphasized the project’s importance in tackling the long-standing issues of urban development in Sierra Leone. “We are all aware of the chaotic trajectory of our urban development, both in cities and settlements across the nation,” he said, highlighting the Government’s concern about unregulated urban expansion and its commitment to structured, long-term development plans.

He clarified that while the project’s primary focus is not on relocating residents, some areas may require resettlement for effective urban planning. The Executive Director stressed the importance of collaboration between local and central Governments, alongside other stakeholders, to ensure the project’s success. “We provide recommendations to the Government which should work in coordination with local authorities and other partners to achieve those objectives,” he added.

Sarmad Waqas, Project Manager from Osmani & Co. (Pvt.) Ltd., the consultancy firm leading the project, presented the detailed concept plans for five of the secondary cities, including a structural plan for Kenema. He highlighted one of the key challenges of the project: the lack of existing geospatial data.

To address that, he revealed that his team had conducted extensive field surveys, mapping nearly every street in the project cities to collect crucial urban data. “We covered almost every street, capturing geo-referenced photographs to process geo-data for all structures in the project cities; data that was previously unavailable,” he explained.

Sarmad Waqas also mentioned the use of advanced technology, including drone mapping and land-use surveys, to generate comprehensive geospatial datasets. In addition, detailed training sessions were conducted in each city to equip local officials with the skills needed for active participation in data collection and urban analysis, he furthered.

Rebecca Vanathan, an Urban Planner from Iyer, presented the draft structural plan for Kenema, forecasting the city’s transformation into a competitive urban center by 2040, with a significantly increased population and expanded economic activities. “Kenema will be a competitive city by 2040,” Rebecca Vanathan affirmed, stressing the need for Government intervention through bylaws and policies to regulate human activities and mitigate climate change risks. She emphasized the importance of strategic planning in sectors such as forest reserves, agriculture, residential development and local service areas to improve productivity and quality of life.

Director Sahr M. Kanawa acknowledged the severe challenges posed by Freetown’s poor urban planning and stressed the absence of urban planning programs in Sierra Leone’s universities. “It’s devastating that we don’t have any planning programs in our universities,” he lamented, calling for capacity-building in the field. He also urged the consultants to ensure that new developments preserve the unique identities of cities like Kono, known for its mining industry and Makeni, a major trade hub. “We must also explore opportunities such as Kono’s fertile agricultural land and Makeni’s potential as an educational center with the establishment of the University of Technology,” he added.

The meeting concluded with a strong commitment from all stakeholders to collaborate in shaping a sustainable and resilient future for Sierra Leone’s cities.

Delivering a keynote address to hundreds of stakeholders from across Africa, President Bio underscored that food security is not merely an issue of agricultural production but is intrinsically linked to economic growth, climate resilience, health and national stability.

“I firmly believe that research, innovation and technology are the forces we must harness to drive Africa forward,” President Bio stated. He highlighted the complexity of food security, describing it as a systemic challenge requiring coordinated action across multiple sectors, strong political will and strategic investments.

The President’s visit to Nigeria aligns with his Government’s efforts to mobilize expertise, innovation and resources to build a sustainable food system in Sierra Leone through his flagship initiative, Feed Salone. NRA Strengthens Measures to Block Revenue Leakages and Enhance Development Funding

In a decisive move to fortify revenue collection essential for national development and security, the National Revenue Authority (NRA) has rolled out a comprehensive strategy comprising 21 corrective measures. These initiatives are designed to eliminate revenue leakages and bolster the integrity of tax administration.

A key component of this initiative is the enhanced security of Classification and Valuation Certificates (CVCs), which are issued by Integrated Trade Service (ITS), a Government-contracted entity. Under the new measures, the NRA’s Customs Services Department will gain direct access to these certificates, ensuring that valuations remain unaltered before being processed by Customs. This step aims to prevent forgery and increase transparency in the valuation process.

While these reforms are expected to enhance fiscal responsibility, they may face resistance from individuals who previously benefited from lax enforcement. However, the NRA remains committed to implementing these corrective actions to safeguard national revenue streams.

It is crucial to highlight that the Government has not introduced any new taxes, as reaffirmed by the recent Finance Act 2025. Instead, the administration is focused on improving tax compliance and minimizing revenue leakages to achieve better financial outcomes without imposing additional tax burdens on citizens.

The NRA is urging the public to support its efforts in fostering revenue integrity by discouraging practices such as under-declaration, misclassification, forgery and collusion with revenue officials. These illicit activities undermine tax collection and national development.

Demonstrating its commitment to transparency and accountability, the NRA remains open to engaging with taxpayers to address concerns while steadfastly executing its mandate of revenue mobilization. Through these strategic interventions, the Authority aims to not only secure essential funding for Government projects but also strengthen public confidence in the country’s tax administration system.

Peace Commission Engages Paramount Chiefs and Stakeholders to Safeguard National Stability

The Independent Commission for Peace and National Cohesion (ICPNC) has intensified its efforts to promote peace and prevent conflicts across Sierra Leone, particularly in the wake of escalating tensions during intra-political party lower-level elections. These tensions have, at times, resulted in violence, posing a significant threat to national security and stability.

In response, the Peace Commission, in collaboration with the International Institute for Democracy and Electoral Assistance (International IDEA), has initiated engagements with Paramount Chiefs, Civil Society Organizations (CSOs), political party members and other key Governmental stakeholders. These discussions aim to identify existing threats and risks that could undermine peace and security in various regions, as well as explore effective strategies to mitigate these emerging challenges as the electoral process unfolds at the grassroots level.

Speaking during the engagement sessions, the Executive Secretary of the ICPNC, Madam Hawa Sally Samai, urged Paramount Chiefs from the Eastern, Southern, Northern and North-Western regions, alongside other relevant stakeholders, to take proactive roles in sensitizing their communities on the need for peace and stability. She emphasized that their involvement in advocating for peaceful participation in the ongoing intra-party elections is crucial to ensuring that these processes are conducted without violence or disruptions.

Furthermore, Madam Hawa Samai reaffirmed the Commission’s commitment to addressing conflicts swiftly and effectively. She reminded the public that the ICPNC’s toll-free line (898) remains open for citizens to report complaints or incidents that have the potential to disrupt peace and security in Sierra Leone.

As the lower-level intra-party elections continue, the collaborative efforts of the ICPNC, traditional leaders, CSOs and political stakeholders are expected to play a vital role in fostering a culture of peaceful political engagement across the country.
