That significant gesture follows a request made by the community two years ago, seeking the allocation of the land for developmental purposes.

At the handover ceremony, Dr. Turad Senesie emphasized that the allocation of the land aligns with President Julius Maada Bio’s commitment to preserving the history of Charlotte. He stressed the Government’s ongoing efforts to reclaim state land from illegal encroachment, underscoring the administration’s determination to allocate land to deserving Sierra Leoneans for residential and developmental uses.

The crime of larceny has emerged as the most prevalent offense in the ongoing criminal session at the High Court in Pujehun District, marking the return of the court after a two-year hiatus. The February High Court Criminal Session commenced on February 28, 2025, with Honourable Justice Francis Banks-Kamara presiding over 43 cases, the majority of which are larceny-related.

The session, which began on February 27, 2025, includes a wide range of charges, such as sexual offenses, robbery with violence, attempted human trafficking and grievous bodily harm. Out of the 43 cases, 23 are related to larceny, highlighting the extent of this crime in the district. Among the other charges are one case of rape, eight sexual penetration cases and charges of wounding with intent.

In his opening address, Honourable Justice Francis Banks-Kamara emphasized the judiciary’s commitment to enhancing access to swift justice, especially in areas without resident judges. He praised the initiative of Chief Justice, Komba Kamanda, noting his bold leadership in facilitating the court’s return to Pujehun. Justice Francis Banks-Kamara urged residents to stay law-abiding, assuring them that the two-week session would be used efficiently to deliver justice.

Paramount Chief of Kpanga Chiefdom, Chief Ginah Salia, expressed gratitude to the judiciary for the thoughtful initiative of bringing justice closer to the people of Pujehun. He assured full support from local authorities for the smooth execution of the court proceedings.

Several accused persons were discharged during the session, including 24-year-old Alpha Massaquoi and Mohamed Wundu, who faced charges of wounding with intent. Other discharged individuals included Abdulai Jasil Sillah, who was cleared of charges of grievous bodily harm and Mohamed Massaquoi, who was discharged of killing animals with intent to steal.

Honourable Justice Francis Banks-Kamara handed down several convictions. Power-saw operator Idrissa Kargbo, 23, and Naffie Kamara were both sentenced to ten years in prison after pleading guilty to housebreaking and larceny. Moses Amara, 22, was sentenced to seven years for wounding with intent, while Lamin Tarawallie, 28, received a three-year sentence for housebreaking and larceny. Mustapha Sawanneh, 22, was sentenced to five years for larceny in a dwelling house.

The session also saw the prosecution, led by Senior State Counsel Augustine Sheku, alongside Defense Counsel, Jack Harris, from Legal Aid, present their cases.

Justice Francis Banks-Kamara reassured the people of Pujehun that the court would continue to work towards the expeditious resolution of cases, with the goal of ensuring verdicts are delivered within three months. He noted that many accused individuals were between the ages of 18 and 30 and urged the youth to avoid criminal behavior.

The session has been met with optimism from local leaders, with the representative of the Pujehun Correctional Centre, Augustine Songu, reporting concerns over overcrowding at the center. He urged the court to expedite hearings, as many inmates have been awaiting trial since 2023.

As the session progresses, residents and stakeholders hope the court’s return will restore faith in the judicial system and provide greater access to justice for the people of Pujehun.

Delay in Enacting a New Constitution: Sierra Leone’s Long Road to Reform

Sierra Leone’s journey toward a new constitution has been a protracted and arduous one, spanning decades and multiple administrations. The 1991 Constitution, adopted during a period of political transition and civil unrest, has long been criticized for its inadequacies in addressing the needs of contemporary Sierra Leoneans. Despite repeated efforts to draft a more inclusive and participatory constitution, the process has been marred by delays, political inertia, and a lack of transparency.

The call for a new constitution was first articulated in the 2004 Truth and Reconciliation Commission (TRC) report, which recommended a document that is simple, readable, accessible, and easily interpreted by citizens. Sections 38 and 123 of Volume 2, Chapter 3 of the TRC report emphasized the need for a constitution that reflects the aspirations of the people and fosters national unity. Yet, nearly two decades later, Sierra Leone remains tethered to its outdated 1991 Constitution, a document increasingly seen as ill-suited to the nation’s evolving democratic and socio-economic landscape.

The 1991 Constitution, while a cornerstone of Sierra Leone’s post-independence governance, is riddled with ambiguities and claw-back clauses that limit fundamental rights. Rashid Dumbuya, CEO of Legal Link, notes that the constitution contains provisions that can be easily misused, particularly in Chapter 3, which allows for the restriction of rights under vague pretexts such as “public safety.” Dumbuya emphasizes that a constitution must be straightforward and accessible, enabling even the layperson to understand and interpret it.

Efforts to revise the constitution have been initiated by successive governments, but progress has been inconsistent. Late President Ahmad Tejan Kabbah began the review process, led by Peter Tucker, but the initiative stalled. Former President Ernest Bai Koroma revived the process during his second term, appointing Justice Edmond Cowan to head an 80-member panel. The Cowan Committee conducted extensive consultations across the country, culminating in a draft constitution and a white paper in 2017. However, the government’s selective adoption of recommendations and rejection of others sparked public dissatisfaction and further delays.

The current administration, under President Julius Maada Bio, has pledged to conclude the constitutional review process. Yet, concerns persist about the lack of transparency in the selection of review panels and the absence of broad public participation. Dumbuya and other stakeholders have called for greater openness, urging the newly appointed Attorney General and Minister of Justice, Alpha Sesay, to clarify the status of the review and ensure that the process is inclusive and accountable.

The media, a cornerstone of democracy, has also been vocal in its demands for constitutional reform. Ahmed Sahid Nasralla, President of the Sierra Leone Association of Journalists (SLAJ), highlights the need for a justiciable right to freedom of expression. While the 1991 Constitution guarantees freedom of speech, it lacks enforceable mechanisms to protect journalists and citizens from abuses of power.

During the Cowan Committee’s review, SLAJ proposed the inclusion of a Charter on Press Freedom and Freedom of Expression in Chapter 12 of the new constitution. Unfortunately, this recommendation was overlooked. Nasralla laments the lack of progress, noting that the current government’s approach to the review process remains opaque. He speculates that the administration may be selectively incorporating provisions that serve its interests, rather than fostering a genuinely participatory process.

The constitutional review process has been hindered by a combination of political, financial, and logistical challenges. Alpha Sesay, the Attorney General and Minister of Justice, acknowledges that the process has spanned three governments, each contributing to the delays. The transition from one administration to another has disrupted continuity, while the high cost of consultations and drafting has strained limited resources.

Despite these obstacles, Sesay asserts that President Bio is committed to concluding the process within his tenure. The administration has pledged to avoid using the new constitution for political gain, with the President explicitly ruling out any provisions that would extend his term. The slogan “Our Constitution” reflects the government’s aspiration to foster national ownership and inclusivity.

The delay in enacting a new constitution underscores the complexities of constitutional reform in a politically and economically fragile context. While there is broad consensus on the need for a more democratic and inclusive constitution, the path to achieving this goal remains fraught with challenges.

For Sierra Leone, a new constitution is not merely a legal necessity but a vital step toward building a more equitable and prosperous society. It is a document that must reflect the hopes and aspirations of its people, ensuring that their voices are heard and their rights protected. As the nation awaits the conclusion of this long-overdue process, the call for transparency, inclusivity, and accountability grows louder. In a major step towards promoting digital inclusion and economic empowerment, the National Youth Commission (NAYCOM) and Orange Foundation Sierra Leone have certified over 100 young women at the Women’s Digital and Learning Centre in Kenema and Makeni. The initiative is aimed at equipping women and young girls with essential digital and entrepreneurial skills for career advancement and self-reliance.

The program primarily targets women who have dropped out of school prematurely, offering them a second chance at education and skill acquisition. It also seeks to improve the livelihoods of women living in underprivileged communities by providing them with marketable digital competencies.

During the certification ceremony, NAYCOM Commissioner Ahmed Atata Mansaray Esq. congratulated the graduates on their successful completion of the training. He underscored the initiative’s alignment with President Julius Maada Bio’s human capital development agenda, emphasizing its role in empowering women and fostering self-sufficiency.

“This training is designed to equip women with the necessary digital and entrepreneurial skills to enhance their independence and productivity. I encourage all graduates to make full use of this opportunity and apply their newly acquired knowledge to better their lives and communities,” Ahmed Atata Mansaray Esq stated.

He further called on development partners to support the graduates by creating platforms that would allow them to showcase their skills. He also highlighted that the entire training program, from application to graduation, was provided at no cost to the participants.

Sia Margaret Mondeh, Program Manager of the Women’s Digital Centre at Orange Foundation Sierra Leone, encouraged the graduates to put their skills to practical use. She noted that demonstrating their capabilities could open doors to opportunities in the corporate world.
