ICPNC Commemorates International Day of Peace

The Independent Commission for Peace and National Cohesion (ICPNC), commonly known as the Peace Commission, marked the International Day of Peace on Monday, September 23, 2024, in a significant event held at the Bintumani Conference Hall in Aberdeen, Freetown. The gathering brought together local and international partners, dignitaries and community members to celebrate the global commitment to peace and solidarity.

Observed annually on September 21, the International Day of Peace aims to promote peace and highlight the importance of global cooperation for a sustainable world.

In his welcome address, Chairman of the event, Dr. Idriss Mahmoud Tarawallie, emphasized the vital significance of peace for Sierra Leoneans, particularly in light of the country’s historical challenges. He stated that this year’s theme, “Cultivating a Culture of Peace,” is particularly relevant given the myriad crises, geopolitical tensions and increasing societal divisions witnessed worldwide.

Rev. Shodankeh Johnson, Board Chairman of ICPNC, expressed gratitude to international and local partners, civil society organizations and supporters for their contributions to the Commission’s establishment. He remarked, “Peace is not a destination; it’s an ongoing journey. We must remain committed to this journey together, understanding that peace should become our daily lifestyle and eventually our culture.”

He reflected on Sierra Leone’s recovery from war, acknowledging the progress made while underscoring the need for continued effort.

Rev. Shodankeh Johnson emphasized the importance of correcting historical narratives, stating, “It was not diamonds that brought the war, but bad governance. We must write our own story.”

The Board Chairman called for unity against tribal conflict, emphasizing the shared goal of building a peaceful nation for future generations.

UN Resident Coordinator, Seraphine Wakana delivered a keynote address, stressing the complexities of sustaining a culture of peace amid global challenges, including technological warfare and social divisions. She noted, “This year marks the 25th anniversary of the UN General Assembly’s declaration on a culture of peace, a testament to our collective commitment. Peace is not merely the absence of conflict; it’s an active, participatory process that encourages dialogue and understanding.”

Seraphine Wakana emphasized that peace is essential for all humanity and urged attendees to recognize their role in fostering it. She asserted that cultivating a culture of peace involves promoting justice, equality and hope while addressing discrimination.

The ECOWAS Country Representative, H.E. Arouna Moussa, spoke about the persistent challenges in West Africa, particularly the resurgence of terrorism, which hampers regional development efforts. He noted that youth engagement remains a significant issue in promoting peace.

An Irish Ambassador representative, who is the Deputy Head of Mission, Carol Hannow, echoed the appropriateness of the day’s theme in light of current global crises, reinforcing Ireland’s commitment to sustainable development, governance and democracy.

The Civil Peace Service representative highlighted the importance of partnerships with the ICPNC and encouraged all Sierra Leoneans to embrace peace and unity.

Hon. Kemokoh Conteh, Chairman of Public Administration Political Affairs in Parliament, commended the Commission’s efforts, asserting that Sierra Leoneans share more commonalities than differences. He celebrated intermarriage and cultural ties as unifying factors in the nation.

Gerald Hatler, representing the EU Ambassador, emphasized the critical need for peace and national cohesion, while Joseph Ben-Kaifala of the Monument and Relics Commission called for collective remembrance of the war’s victims to prevent future conflicts.

The event featured speeches from representatives of the National Youth Commission, Women’s Forum, MARWOPNET, Children’s Forum Network and Talking Drum Studio, interspersed with traditional performances and a theme song to conclude the celebration.

Earlier on Saturday, September 21, 2024, the Independent Commission for Peace and National Cohesion commenced the commemoration of International Day of Peace with a peace march or flout parade themed: “Cultivating the Culture of Peace for National Cohesion.” The march, which was aimed at spreading the message of peace across the country, saw participants walk from Up-Gun to Bus Halt on Brookfields in Freetown.

The event marked the third consecutive year the Peace Commission has joined the global celebration of peace, which is recognized worldwide.

On that day the Deputy Executive Secretary of the Independent Commission for Peace and National Cohesion, Moses Margao, thanked the attendees for their participation and underscored the importance of cultivating peace as a daily practice.

He explained that fostering peace involves rejecting divisive elements like tribalism and corruption while promoting Sierra Leone’s positive values.

“The theme this year, ‘Cultivating the Culture of Peace for National Cohesion,’ reminds us that peace must be a habitual part of our lives,” he underscored. He also highlighted the Commission’s initiatives, including the establishment of a Peace Situation Room and a toll-free hotline (898) for citizens to report issues that may threaten national peace and security.

The Deputy Executive Secretary stated that the Peace Situation Room serves as a proactive platform where community members can raise concerns about potential threats, with the Commission working to ensure prompt responses to maintain national cohesion.

Paul Brima, Project Officer of Taking Drum Studio-SL in his address highlighted the importance of inclusivity in building a peaceful society. He emphasized that achieving peace requires considering all individuals equally, without bias or discrimination.

“To cultivate a culture of peace, we must involve marginalized groups and foster tolerance for one another,” he stated. He noted that conflicts often arise in public spaces, such as markets or transportation hubs, due to unaddressed emotional burdens and called for collective efforts to eliminate prejudices based on tribe, religion or background.

He concluded his remarks with a strong call for inclusivity, stressing that a peaceful society can only be achieved when all voices are valued in governance.

Kamanda Bongay, Chief Fire Force Officer of the National Fire Force, linked peace to broader issues such as justice, food security and education. He praised the Government’s efforts to ensure food sufficiency and equitable access to justice, noting that these achievements contribute to national peace.

He also reflected on a significant upcoming milestone for Sierra Leone, its role as chair of the United Nations Security Council in August 2024. “This is a moment of national pride,” he said, emphasizing that Sierra Leone’s leadership on the global stage is a testament to the country’s efforts to maintain peace.

He encouraged continued engagement with hard-to-reach communities, stressing the importance of national cohesion in sustaining peace.

Superintendent Samuel S. Conteh, Deputy Head of the Community Relations Department of the Sierra Leone Police, highlighted the coordinated efforts of various police teams in ensuring public order during the peace march. He extended gratitude to the Inspector General of Police, the Operations Support Division (OSD) and the broader police force for their contributions.

He underscored the significance of International Peace Day for Sierra Leone, known locally as Mama Salone and called for a shared commitment to peace. “Peace is our most valuable asset,” he said, urging the public to embrace mutual respect and acceptance, regardless of regional differences.

In his concluding remarks, he reaffirmed the Police Force’s dedication to promoting non-violence, emphasizing that peace is at the core of their mission.

Other speakers, including the representative of Marwopnet, made salient statements in which they underscored the importance of the prevalence of peace for development to thrive.

As Schools Reopen… Civil Rights Coalition Unveils Key Findings, Challenges & Proffers Recommendations

As Sierra Leone’s schools reopened on 9th September 2024 for the 2024/2025 academic year, the Sierra Leone Civil Rights Coalition, under the leadership of Alphonso Manley, outlined a detailed review of the first week. He said the Coalition’s assessment aimed to evaluate teacher and pupil turnout and the condition of Water, Sanitation and Hygiene (WASH) facilities across various schools.

According to him, the Coalition’s findings revealed a promising start with high attendance rates at schools like St. Edward Secondary School and St. Joseph Secondary School, where over 80% of pupils and teachers were present on the first day maintaining how that was a notable improvement from previous years.

Alphonso Manley, however, pointed out that challenges persisted at Government Secondary School Kingtom, Services Primary and Secondary Schools and St. Luke’s Primary and Secondary School, where pupils turnout were notably lower, particularly among examination classes.

In an exclusive interview, Alphonso Manley, expressed the view that a major concern identified was the condition of WASH facilities underscoring that while some schools were well-prepared others, especially in less advantaged areas, struggled with shortages of water and inadequate sanitation facilities citing schools such as Services Primary and Secondary and St. Luke’s Primary and Secondary as among those facing such critical issues.

He revealed that to address those challenges, the Coalition has proposed two key recommendations:

  • The Immediate Supply of Water to ensure a consistent and adequate supply of water to all schools.
  • To Enhance WASH Facilities by upgrading and expanding WASH facilities in schools with identified deficiencies.

“The reopening period presents an opportunity to address longstanding issues in our schools,” Alphonso Manley stated adding: “Our recommendations are intended to help create a safer and more equitable learning environment for all pupils.”

The National Coordinator disclosed plans to continue monitoring those lapses and advocate for necessary improvements throughout the school year.

Sierra Leone’s Permanent Representative to the United Nations, Ambassador Michael Imran Kanu, has on Friday September 20, 2024 raised alarm over the potentially catastrophic consequences of an all-out war in Lebanon. Speaking at a United Nations emergency meeting convened to address the deteriorating situation in Lebanon, Ambassador Michael Imran Kanu called for urgent diplomatic intervention to prevent further escalation.

In his remarks, Ambassador Michael Imran Kanu underscored the need to protect the already fragile Lebanese economy and society from the fallout of intensified conflict. “Lebanon’s history of turmoil and fragility should remind us of the grave consequences of allowing the situation to spiral into a full-blown war,” he stated, urging the international community to prioritize peace efforts through the United Nations.

He condemned the recent surge in violent attacks that have claimed civilian lives, stressing the importance of adhering to international law and the United Nations Security Council Resolution 1701, which calls for a cessation of hostilities in the region. “We must work collectively to de-escalate tensions and uphold the tenets of peace and security,” Ambassador Michael Imran Kanu said, emphasizing the importance of implementing existing UN resolutions.

Sierra Leone is taking significant steps to modernize its national identity system, urging citizens and non-citizens alike to obtain Biometric ID Cards issued by the National Civil Registration Authority (NCRA). These cards, which come with a unique National Identification Number (NIN), form a crucial part of the government’s efforts to strengthen identity verification and enhance service accessibility across the country. The introduction of this modernized system is designed to reduce fraud and safeguard individuals’ identities.

As part of a broader national security initiative, the NCRA has announced that all mobile phone users are required to link their NIN to their SIM cards between September 1 and November 30, 2024. This move is critical to securing personal identities and preventing mobile phone services from being exploited for illicit activities. Failure to comply with the directive could result in disruptions to mobile services, including the inability to make or receive calls, send SMS messages, or conduct mobile money transactions.

Unauthorized Aircraft Seized at Lungi Airport: Four Passengers in Custody, Investigation Underway

The Sierra Leone Civil Aviation Authority (SLCAA) has confirmed the impounding of an aircraft that landed at Lungi International Airport on September 19, 2024, without an approved landing permit. The aircraft, a private non-scheduled flight, touched down at 11:54 PM and was immediately seized by State Security forces.

According to a Press Release signed by Musayeroh Barrie, Director General of the SLCAA, on September 20, 2024, the four passengers aboard the aircraft are currently in police custody and under investigation. The SLCAA’s Directorate of Flight Safety Standards and Aviation Security were promptly on-site to assist in the initial interrogation of the individuals involved.

The incident has raised security concerns, but the SLCAA has assured the public that investigations are ongoing and further updates will be provided as they become available. The Authority emphasized its unwavering commitment to the safety and security of civil aviation in Sierra Leone.

This latest action underscores the vigilance of Sierra Leone’s aviation authorities in safeguarding national security and maintaining stringent aviation protocols at Freetown International Airport.

Pavi Fort Al-Associates Secures $100 Million Deal for Road, Hospital & Investment Zone in São Tomé

Pavi Fort Al-Associates Group Ltd has signed a $100 million Memorandum of Understanding (MOU) with the Government of São Tomé and Príncipe to embark on three major infrastructure projects: road construction, hospital development and real estate initiatives.

The agreement, finalized on September 19, 2024, outlines the construction of a 40-kilometer highway, a state-of-the-art hospital and an expansive investment zone near the São Tomé airport. Pavi Fort, an African infrastructure powerhouse, has already established its presence in six African countries: Guinea, The Gambia, Liberia, Nigeria, Sierra Leone and now São Tomé and Príncipe.

Highway Construction: Pavifort will collaborate with Afreximbank and other financial institutions to construct a 40-kilometer highway, with 18 kilometers located in the northern region and 22 kilometers in the south. This development is crucial to improving national connectivity and supporting economic growth.

Hospital Development: A new hospital, designed to cater to both local residents and tourists, will be built at an estimated cost of $35 million. Pavifort has already secured $17 million in funding from the Kuwait Fund, with the remaining costs covered by the company. In addition to the main hospital, seven health centers will be constructed across the nation.

Investment Zone: The construction of a 700-hectare investment zone near the airport will offer real estate opportunities for foreigners seeking citizenship through land purchases. This zone will feature conference centers, entertainment venues and sporting facilities, as well as a medical clinic. The second phase of the project is expected to expand the area to over 1,000 hectares.

An official, speaking on behalf of the Government of Sao Tome and Príncipe, said that the signing ceremony is for an MOU focused on Infrastructure Development. He mentioned that one of the key development goals for Sao Tome is the advancement of infrastructure furthering how the Honorable Prime Minister had talked about the importance of medical tourism facilities as well as general infrastructure. The MOU, he added, is the result of discussions that started the previous day and the aim, he said, is to promote the development of medical facilities that will support medical tourism, along with improving general infrastructure, such as access roads and linkages to these medical facilities.

The official pointed out that the event is being led by the Honorable Minister for Infrastructure on behalf of the Government and the People of Sao Tome. He then invited attendees to proceed to the signature page to begin the first round of signatures.

On his part, Alimu Sanu Barrie, Chairman and CEO of Pavi Fort, expressed gratitude to the Government of São Tomé and Príncipe for entrusting his company with such critical projects. IMF Announces New US$253 M Credit Facility for Sierra Leone, Applauds President Bio’s Leadership

The International Monetary Fund (IMF) has announced a new 38-month Extended Credit Facility (ECF) arrangement with Sierra Leone, worth approximately US$253 million on Friday September 20, 2024 in Washington, D.C. The agreement, reached after a series of consultations, underscores the confidence the global financial institution has in Sierra Leone’s leadership under President Dr. Julius Maada Bio.

The ECF is designed to restore macroeconomic stability, reduce debt vulnerabilities and rebuild international reserves while promoting inclusive growth and targeted social spending. It also aims to strengthen governance and address the objectives set forth in Sierra Leone’s 2024-30 Medium Term National Development Plan (MTNDP).

President Bio was lauded for his role in restoring confidence among international financial institutions. He expressed gratitude to Minister of Finance, Sheku A.F. Bangura and the nation’s economic team for their tireless efforts during challenging economic conditions. “Strengthening trade and investment cooperation between the United States and Sierra Leone is vital for our enduring relationship,” President Bio stated, emphasizing the broader implications of the IMF agreement.

The President further noted that the new arrangement presents an opportunity to attract private sector investments, particularly in the energy and agriculture sectors. “I had the honor of addressing a United States Government Roundtable with Trade and Investment Agencies, where I shared my Government’s key priorities,” he added.

Mary Catherine Phee, Assistant Secretary of State for African Affairs, highlighted Sierra Leone’s pivotal role in regional and international partnerships during her meeting with President Bio. She praised the country’s leadership in the United Nations Security Council and the African Union Peace and Security Council.

The IMF mission led by Christian Saborowski, conducted consultations from September 4 to 13, 2024 to finalize the ECF arrangement. Christian Saborowski commended Sierra Leone’s new economic team for taking decisive steps to address the nation’s economic challenges, which included a significant cost-of-living crisis. “The authorities reduced the domestic primary deficit by 2.8% of GDP in 2023 and are on track to reduce it by another 2.1% this year,” he reported.

Significant progress has been noted, with inflation decreasing from a peak of 55% in October 2023 to 25% in August 2024. While challenges such as high Treasury bill rates and low international reserves persist, the IMF remains optimistic about Sierra Leone’s economic prospects. Economic growth exceeded 5% in both 2022 and 2023, largely driven by robust mining activities.

The ECF arrangement aims to restore stability by addressing fiscal risks, reducing inflation and strengthening reserves. It will also promote inclusive growth through structural reforms and targeted social programs, including initiatives aimed at reducing gender inequality and addressing climate-related risks.

Following discussions with senior Sierra Leonean officials, including President Bio and Finance Minister Bangura, Saborowski expressed gratitude for the constructive dialogues. The IMF Executive Board is expected to review and approve the agreement in the coming months.

In a warm meeting with IMF Managing Director Kristalina Georgieva, President Bio expressed his appreciation for the IMF’s support. Georgieva congratulated Sierra Leone on reaching the staff-level agreement for IMF assistance and reaffirmed the organization’s commitment to supporting the country’s economic stabilization efforts.

The ECF arrangement will play a crucial role in achieving fiscal and debt sustainability, improving monetary policy operations, and addressing various economic challenges, including inflation and external sector stability.

“We have been engaged with the IMF for a very long time. When we came in, the country was out of program, but we implemented measures that restored their confidence in us,” President Bio reflected. “This is an opportunity to thank our country team and the IMF leadership for their support as we continue to pursue necessary reforms at home.”
