Protest Erupts Over SLRSA’s Failure to Issue Licenses

Sierra Leone Road Safety Authority (SLRSA).jpg

By Alvin Lansana Kargbo

On Thursday, July 18th, 2024, frustration reached a boiling point as agents of the Sierra Leone Road Safety Authority (SLRSA) staged a peaceful protest, demanding immediate action over the prolong delays in the issuance of drivers’ licenses. For months, individuals who have paid for their licenses have been left without the crucial documentation needed to legally operate, severely impacting their livelihoods.

The consequences of this delay are far-reaching. Drivers without valid licenses are routinely stopped and penalized by police, creating a cycle of harassment and financial strain. Agents acting as intermediaries between customers and the SLRSA have borne the brunt of the backlash, facing constant demands from frustrated customers who have entrusted them with their payments.

Foday Bangura, Public Relations Officer for the Agents of the SLRSA, addressed the Press to shed light on the dire situation. According to him, customers have been unable to obtain or renew their licenses for over three months, despite making the necessary payments. He said the lack of clarity and communication from the authorities has only exacerbated the problem, with always vague assurances that the issue would be resolved.

During the protest, a significant police presence was noted. Instead of engaging with the protestors to understand their grievances, officers forcefully removed them from the premises, further fueling discontent. The PRO voiced his dissatisfaction with the authorities’ dismissive attitude and called on the Government to address the mounting crisis.

One of the affected customers, Abdul Rashid Kamara, recounted his ordeal with the licensing process. Abdul Rashid Kamara, who has been waiting for his bike license for over two months, described a pattern of bureaucratic inefficiency and broken promises. Despite fulfilling all requirements and making the necessary payment of NLe 850, he remains without his license, unable to legally operate his bike and earn a living.

Abdul Rashid Kamara experience is emblematic of the widespread frustration felt by many. He detailed how repeated follow-up visits to the authorities yielded no concrete answers, leaving him in a perpetual state of uncertainty. The financial burden is also significant, with him willing to pay even more if it meant finally receiving his license.

Efforts to reach out to SLRSA officials for comments were unsuccessful, leaving many to question the Authority’s commitment to resolving the issue. As the protests highlight, the delay in issuing licenses is not merely an administrative oversight but a crisis that affects the daily lives and economic stability of countless individuals.

The Government and the SLRSA must take immediate and transparent action to address the backlog and restore trust among customers and agents. Without a swift resolution, the discontent is likely to grow, further destabilizing an already strained road transport system in Sierra Leone.

Labour Minister Highlights ‘Quiet Revolution’ in Ministry of Labour

Ministry of Employment Labour and Social Security.jpg

In a statement at the weekly Government Press Conference on Tuesday, July 17, 2024, Mohamed Rahman Swaray, the Minister of Employment, Labour and Social Security, announced a transformative shift within the Ministry of Labour. Hosted by the Minister of Information and Civic Education, Chernor Bah, the conference revealed ambitious goals aligned with the President’s Big 5 Agenda, aiming to create jobs for over 500,000 Sierra Leoneans.

The Minister highlighted the introduction of a Market Information System, a tracker that monitors employment data from the informal sector, migration trends, enterprise data and occupational safety. Another key initiative is the Labour card, designed to aid Government planning and reform. These efforts address critical areas needing more Government intervention.

“The primary purpose of the platform is to encourage job seekers to access posted jobs and register with the Ministry of Labour,” Minister Swaray stated. “It facilitates job matching and tracks employment history.” He also announced that the Ministry, historically understaffed, now has clearance to employ up to 200 more Sierra Leoneans in decent jobs.

A review of work permits has led to significant reforms, generating over 16 million Leones this year, a notable increase from last year’s less than 9 million Leones. Mohamed Rahman Swaray emphasized that these proceeds go to the Consolidated Fund, expecting even better results by year’s end.

“In the next 90 days we will be fully digital enabling us to trace workers anywhere,” he announced.

Addressing middle manpower level opportunities, the Minister reported resolving payment benefit disputes at organizations such as Standard Chartered Bank, Sierra Rutile, and the Sierra Leone Airports Authority. A significant area under reform is workmen’s compensation. A new bill introduced in parliament aims to overhaul workplace compensation, ensuring non-compliant employers face shutdowns.

“We are aware that the current minimum wage is inadequate, and discussions to review it have commenced,” Swaray acknowledged.

Regarding labour migration, the Minister revealed measures to combat unethical practices. The Ministry has registered 23 private recruitment agencies to provide legal migration pathways. These policies ensure decent job opportunities for Sierra Leoneans seeking work abroad.

The Minister also highlighted a successful meeting with the International Labour Organization (ILO), noting that for the first time since 1976, the Ministry is fully paid up, unlocking numerous capacity-building opportunities.

On social safety nets, Swaray announced a program supported by the World Bank, targeting over 11,000 aged individuals, with details to be disclosed soon.

In conclusion, Minister Swaray introduced a policy on volunteerism, offering young people the chance to acquire skills and experience. “Our efforts are transforming the Ministry of Labour, ensuring that we provide better opportunities and protections for workers across the nation,” he said.

These initiatives contribute to the nation’s socio-economic development, reflecting the Ministry’s commitment to creating a more equitable and efficient labour market in Sierra Leone.

Jihad Basma.jpg

By Amin Kef (Ranger)

Jihad Basma, a distinguished and long-standing figure in the legal diamond trade, has emerged victorious against series of malicious and unfounded accusations that recently cast a shadow over his impeccable career. Known for his unwavering commitment to ethical practices, Jihad Basma faced a barrage of false claims that threatened to undermine his reputation and integrity.

The controversy began when baseless allegations surfaced, accusing Jihad Basma of stealing 150 carats of diamonds. Those claims, rooted in misinformation and devoid of credible evidence, quickly began to unravel. As the investigation progressed, the accusers drastically reduced their assertions to 40 carats. In a further attempt to defame him, they unjustly branded Jihad Basma and his family as terrorists.

However, a meticulous review of the facts has thoroughly debunked these unfounded accusations. It was conclusively proven that Jihad Basma legally acquired the diamonds in question, strictly adhering to all legal protocols and ethical standards governing the diamond industry. The transaction was conducted with full transparency, backed by comprehensive documentation and required permissions, unequivocally establishing his innocence.

As the legal investigation unfolded, it became increasingly clear that the allegations against Jihad Basma were without foundation. The claims of theft and terrorism were systematically dismantled, reinforcing his status as a law-abiding and principled diamond trader. Jihad Basma’s long history of ethical business practices in Kono starkly contrasted the baseless accusations levied against him.

Despite facing severe and false allegations, Jihad Basma has displayed remarkable resilience and integrity. His ordeal serves as a potent reminder that truth and justice will ultimately triumph over misinformation.

The resolution of this case not only exonerates Jihad Basma but also underscores the necessity of factual accuracy and fairness in all allegations. It calls on the accusers to reconsider their stance and acknowledge Basma’s decades-long dedication to ethical diamond trading in Kono.

Treason Trial of Ex-President Koroma Adjourned to November 18

President Ernest Bai Koroma.jpg

By Foday Moriba Conteh

In a recent development, the treason trial of former Sierra Leonean President Ernest Bai Koroma has been adjourned once more. Magistrate Santigie Bangura of Pademba Road Court No. 2 made this decision after both the prosecution and defense counsels failed to appear in court for the scheduled hearing. The Director of Public Prosecutions (DPP), Osman I. Kanu, and Defense Counsel, Saidu Bangura, held a closed-door meeting with the magistrate prior to the adjournment.

Ernest Bai Koroma faces four charges: one count of treason, one count of misprision of treason and two counts of harboring individuals with the intent to commit treason, all in violation of Sierra Leonean law.

The indictment details that between November 5 and November 26, 2023, Ernest Bai Koroma allegedly prepared to overthrow the Government of Sierra Leone through unlawful means. It further accuses him of harboring Soriba Mansaray, Yapo Sesay, Ibrahim Thorlu Bangura, Sergeant 10020 Emmanuel Salifu Kamara and Kabba Dumbuya at his premises between November 20 and November 25, 2023, in preparation for such an unlawful act. Additionally, on November 29, 2023, in Makeni, Ernest Bai Koroma is accused of unlawfully concealing knowledge of the treasonous plans of Soriba Mansaray, Ibrahim Thorlu Bangura and Yapo Sesay.

It could be recalled that on January 17, 2024, Justice Samuel Taylor of the High Court in Freetown granted Ernest Bai Koroma permission to travel to Nigeria for urgent medical treatment. That decision followed a successful bail review application by Ernest Bai Koroma’s legal team, allowing a ninety-day period for medical attention.

Currently, Ernest Bai Koroma’s Defense team is seeking an extension of his medical leave from the High Court. Due to the absence of both the prosecution and defense counsels in the recent court session, Magistrate Bangura has adjourned the case to November 18, 2024.

This ongoing legal battle continues to draw significant attention both domestically and internationally, as the former president faces serious allegations that could have far-reaching implications for Sierra Leone’s political landscape.
