NCRA, MoCTI Sign MoU to Develop Data Exchange Layer in Support of E-Governance

In a pivotal moment for Sierra Leone’s digital landscape, the National Civil Registration Authority (NCRA) and the Ministry of Communication, Technology, and Innovation (MoCTI)  signed a Memorandum of Understanding, earmarked as a cornerstone for advancing digital governance. The signing ceremony took place in the MoCTI Conference Room, Youyi Building on the 10th May, 2024. Present were Senior Management from both institutions, representatives from various MDAs and key figures from the Presidential Delivery Unit and other stakeholders.

The significant event not only reinforces intergovernmental collaboration between the two pivotal entities but also lays a robust foundation for future partnerships with other crucial stakeholders in data sharing and protection.

Salima Bah, Minister of Communication, Technology, and Innovation (MoCTI) briefly spoke with rigor about the essential nature of the partnership noting the foundational role of data identification. She stated, “Initiating our efforts with the NCRA is a strategic move. Data is the bedrock of digital governance, and streamlining access across services is critical to our collective success.”

In his statement the Director General the National Civil Registration Authority (NCRA) , Mohamed Mubashir Massaquoi, emphasized the importance of the occasion, marking a pivotal moment in Sierra Leone’s journey towards a digitally empowered society. He pointed out how the collaboration between NCRA and MoCTI signifies a strategic commitment to revolutionizing national digital frameworks, placing “Identity at the Centre” to enhance governance, accountability and efficiency.

Dilating on driving efficiency through collaboration, Mohamed Mubashir Massaquoi, intimated the audience that historically, bureaucratic barriers and fragmented data systems have hindered service delivery and eroded public trust.

He posited that, however, with the signing of the MoU, Sierra Leone is breaking free from traditional silos, embracing synergy over isolation adding how by synchronizing data systems and digital processes, the collaboration aims to streamline governance, eliminate redundancies, and prioritize citizen-centric service delivery.

Touching on introducing the Data Exchange Layer (DEL), the NCRA Director General underscored that at the heart of the collaborative effort lies the Data Exchange Layer (DEL), which he said is a revolutionary infrastructure facilitating secure inter-agency communication.

He furthered how the DEL represents a paradigm shift in data management, ensuring seamless transmission of vital information across Government departments. According to him, by consolidating data streams, the DEL promises to enhance operational efficiency and bolster service delivery standards.

Highlighting NCRA’s role in Digital Governance he informed how the institution plays a central role in the initiative, dedicated to unifying and standardizing Sierra Leonean identities.  He pointed out that through the issuance of National Identification Numbers (NINs), NCRA not only provides identification but also opens doors to various services and opportunities.

As custodians of data integrity, he said, NCRA pledges to uphold security and confidentiality standards, fostering a transparent and citizen-centric Government.

Delving on the benefits of the DEL he emphasized how it promises a host of benefits, including enhanced interoperability, improved data security, streamlined operations, data-driven decision-making, and increased transparency and accountability.

He said the benefits signify a transformative leap towards a digitally empowered Sierra Leone.

Expressing a vision for the future, Director General Mohamed Mubashir Massaquoi stressed that the signing of the MoU is more than a ceremonial act underscoring how it symbolizes Sierra Leone’s commitment to digital innovation and inclusive governance.

He maintained that guided by visionary leadership, Sierra Leone aims to become a trailblazer in digital governance, prioritizing citizen-centric service delivery and operational excellence.

Mohamed Mubashir Massaquoi ended by stating that as Sierra Leone embarks on the transformative journey, NCRA is inviting steadfast support to shape a future where technology drives progress and prosperity.  He asserted that together, Sierra Leoneans can realize the vision of a digitally empowered nation, where digital identity is a fundamental right and inclusivity prevails.

On his part the Director of Information Communication and Technology at NCRA, Alieu Kallon, expressed the meticulous coordination with MoCTI counterparts to crystallize roles and responsibilities enshrined in the MOU. He unveiled that the NCRA will serve as the primary host for identity data, facilitated by its cutting-edge Tier-3 Primary Data Center which will provide MDAs with essential data hosting services, establishing a new benchmark for efficiency and accessibility.

Kumba Musa, an ICT specialist at MoCTI, highlighted the intrinsic necessity for institutions to have the capability to share data seamlessly, noting: “At the heart of digital governance is the critical need for interoperability  that allows for secure and streamlined data sharing across platforms—a cornerstone concept that drove this initiative.”

The strategic alliance is set to redefine the interactions between the NCRA and key Ministries, Departments and Agencies (MDAs), enhancing identity verification, securing data exchanges and bolstering the entire digital service delivery framework. Leveraging local data hosting and robust fiber connectivity, the initiative promises to heighten both privacy and the reliability of digital services.

From the deliberations  it is deduced that the path forward for Sierra Leone’s digital governance looks promising indeed, with the MOU laying the groundwork for a more connected, efficient and transparent Government interaction framework.

The event marks a significant stride towards realizing a digitally empowered Sierra Leone, driven by integrity, innovation and inclusivity.

 

Undertaking a Float Parade with Banners & Flyers… College of Digital Excellence (CODE) Raises Awareness on ‘Say No to Drug Abuse’

The College of Digital Excellence (CODE), a premier private tertiary institution offering top-tier ICT and Management Educational Courses in the country, has taken a proactive stance against drug abuse. On Saturday, May 11, 2024, CODE spearheaded a vibrant campaign urging citizens to say no to drug abuse.

The campaign unfolded in the form of a float parade, commencing from the college premises located on Congo Cross, traversing through the bustling streets of Freetown and culminating at Lumley Beach in the West End of Freetown. With banners waving and voices raised in unison, participants marched with determination, advocating for a drug-free society.

Led by CODE’s staff, and students, the campaign garnered significant attention from residents and passers-by alike. Along the route, students displayed fly cards, urging all to say no to drug abuse.

In a statement, the Public Relations Officer for the College of Digital Excellence (CODE), Abass Abdulai Bangura, underscored the institution’s commitment to nurturing not only academic excellence but also a holistic well-being among its students and the wider community.

He added that as an institution dedicated to shaping future leaders and professionals, they recognize the critical importance of addressing social issues that impact society.

Abass Abdulai Bangura pointed out that the campaign emphasized the detrimental effects of drug abuse on individuals, families and communities, while also promoting a message of hope and recovery. “We believe that by raising awareness and fostering a culture of prevention, we can collectively combat the scourge of drug abuse and create a healthier, safer environment for all,” added the Public Relations Officer.

He said that the campaign also served to break down stigma and encourage open dialogue about substance abuse furthering how by bringing the issue out into the open and fostering conversations within the community, they can reduce the shame and secrecy that often surrounds drug addiction, making it easier for individuals to reach out for help without fear of judgment or discrimination.

The PRO used the opportunity to inform all that the College of Digital Excellence (CODE) is a TEC-registered and NCTVA – accredited higher education institution in Sierra Leone offering various Information, Communications and Technology courses.

He stated that the curriculum incorporates use of state-of-the-art technologies and training methods to ensure that students emerge with skills that are in line with industry requirements.

Abass Abdulai Bangura underscored that the curriculum progresses by giving the students the ability to learn, understand and grasp series of problems, which increase in its level of scope and context to give the students the desired profile of  ICT experts at the end of the program.

Janet M. Nenger, a student of the College of Digital Excellence (CODE), on behalf of her peers, expressed their appreciation to the college for the proactive approach in addressing such a pressing issue.

She stated that drug abuse is a pervasive issue that not only affects individuals but also undermines the fabric of society of which she added that through their collective efforts in raising awareness and advocating for prevention, they have the power to effect positive change and create healthier, safer communities.

She concluded by stating that the “Say No to Drug Abuse” Campaign is not just a one-time event, but a call to action for sustained efforts to combat substance abuse and promote the health and well-being of communities. Stressing how together, they can make a difference and build a brighter future for generations to come.

On his part, Mohamed Turay, a passer-by commended the “Say No to Drug” Campaign by CODE. “As I passed by the College of Digital Excellence (CODE) and witnessed their “Say No to Drug” Campaign in action, I couldn’t help but pause and reflect on the significance of such an undertaking” he expressed admiration.

He continued by saying : “As a member of the community, I commend CODE for their efforts in organizing this campaign and shining a spotlight on the importance of saying no to drugs,” adding that campaigns of such nature are not only important for raising awareness about the dangers of drug abuse but also for mobilizing communities to take a proactive stance against substance misuse in the country.

The event served as a powerful reminder of the collective responsibility to safeguard the well-being of individuals and communities, reinforcing the notion that together, we can overcome the challenges posed by substance abuse and pave the way for a brighter and healthier future.

Polio Vaccination Campaign of 1.5 Million Children in Sierra Leone Ends Today

In a collaborative effort spanning six West African nations, including Sierra Leone, Liberia, Guinea, and others a synchronized supplementary oral polio immunization campaign commenced on Friday, May 10th, 2024. Targeting children under the age of five (0-59 months), the campaign, provided free of charge to families, aims to safeguard young children’s health and curb the spread of the polio virus.

Joining Sierra Leone in this crucial initiative are Liberia, Guinea, Ivory Coast, Mali and Burkina Faso. With a whopping 1.8 million doses of vaccines allocated for the campaign, the vaccination drive will span four days, concluding today Monday 13th May 2024.

Across these six West African nations, a staggering ninety million children are slated to receive the polio vaccine, with Sierra Leone alone aiming to vaccinate 1.5 million children through house-to-house visits.

Harold Thomas, Head of Risk Communication at the Ministry of Health, underscored the campaign’s significance, particularly in the wake of the recent detection of the polio virus Type 2 in the sewage of Mabella Community earlier this year. While affirming that polio has been eradicated in the country, he stressed the necessity for proactive measures to prevent its resurgence and safeguard children’s lives.

Highlighting the importance of the supplementary campaign, Harold Thomas emphasized its role in disrupting the transmission chain of the polio virus. He urged parents to ensure their children under the age of five receive the vaccine, reiterating its critical role in maintaining public health.

Dr. Thompson Igbu, speaking on behalf of the World Health Organization (WHO), emphasized the regional implications of the polio outbreak, noting that the variant detected in Sierra Leone originated from Guinea.

He commended Sierra Leone’s swift response to contain the potential spread of the virus and reiterated the ongoing risk posed by the outbreak.

Representing UNICEF, Rudolf Schwenk expressed gratitude for the opportunity to collaborate with the Ministry of Health in this vital vaccination effort.

He emphasized the significance of partnership and confirmed UNICEF’s unwavering commitment to supporting Sierra Leone throughout the campaign.

Dr. Mohamed Alex Vandi, Deputy Executive Director of the National Public Health Agency (NPHA), reassured the public that Sierra Leone remains polio-free, clarifying that the detection in Marbella Community was a mere sample and not a confirmed case.

He stressed the importance of vaccination in averting the devastating effects of polio and urged parents to actively participate in the campaign.

With thousands of trained vaccinators deployed and ample doses of vaccines distributed, Sierra Leone stands prepared to protect its children and uphold its polio-free status through this concerted effort.

In a bid to foster technological innovation and empower women in Sierra Leone, the 6th edition of the Orange Social Venture Prize (OSVP) has been officially launched in the country. There are two categories with the first specifically dealing with Promoting Women in Tech and Innovation and the second calling for submission of Technological and Innovative Projects.

Orange, a leading telecommunications company, aims to support and reward entrepreneurs who are making a positive impact through their tech-driven social ventures.

The OSVP is offering a platform for tech enthusiasts and innovators to showcase their projects that address social and environmental challenges. This year, the focus is on promoting women in technology and innovation, encouraging gender diversity and inclusivity in the tech sector.

In another development, the Orange Sierra Leone Digital Center is launching a free high-level certification training program in partnership with Coursera, the world leader in online learning.

This partnership aims to offer young people in Africa and the Middle East the opportunity to acquire essential skills in digital professions, free of charge and at their own pace.
The Orange Digital Center (ODC) network is driving digital inclusion for young people and entrepreneurs across Africa and the Middle East through its 16 centers.

High Taxes Leads to Escalating Smuggling & Socio-Economic Hardship

The economic landscape of Sierra Leone is facing turbulent times as businesses across the nation grapple with the suffocating burden of high import and excise duties imposed by the Government, facilitated through the National Revenue Authority (NRA). The repercussions of these fiscal policies are not only felt among business entities but resonate deeply within communities, exacerbating the struggle for sustenance among the populace.

One of the most pressing concerns is the 5% Import Duty on rice, a staple food in Sierra Leonean households. This levy, ostensibly aimed at protecting local rice production, paradoxically burdens consumers with escalated prices, rendering this essential commodity less accessible to low-income families. Consequently, this has affected the standard of living, as having a square mean is beyond the reach of many.

Moreover, the imposition of a heavy Import Duties on various goods exacerbates the strain on businesses, stifling their competitiveness in the market and amplifying the cost of living for citizens. This indiscriminate tax regime not only hampers economic growth but also fosters an environment ripe for illicit trade activities, such as smuggling, further eroding the integrity of the formal economy.

The burden on businesses doesn’t end with import duties; excise taxes add another layer of financial strain. The 10% Excise Tax levied on certain goods, such as butter, escalates importation costs and drives up retail prices for consumers. Consequently, affordability becomes a distant dream for many, pushing them towards sub-standards lifestyles.

Furthermore, the 15% Goods and Services Tax (GST) on butter, as an example, further exacerbates the cost burden on consumers. This regressive tax disproportionately impacts low-income families, relegating them to a perpetual cycle of financial strain and limiting their access to essential commodities.

The cumulative effect of these desperate but unfriendly fiscal measures is the proliferation of smuggling networks that undermine national regulations and compromise public health standards.

Ironically, as smuggled goods flood the market, the Government loses significant revenue, further straining its ability to provide essential services and support socio-economic development initiatives.

In light of these challenges, there is an urgent need for the Government of Sierra Leone to reassess its fiscal policies in consultation with stakeholders from the private sector and civil society.

It must be noted that a more equitable tax regime that fosters economic growth, encourages formal sector participation and prioritizes the well-being of its citizens is imperative to steer the nation towards prosperity and stability.

As businesses continue to struggle and standards of living deteriorate, the onus rests on policymakers to enact reforms that promote inclusive growth and alleviate the burdens imposed by high import and excise duties. Failure to do so risks perpetuating socio-economic disparities and perpetuating the cycle of poverty for generations to come.

Dr. David Sengeh Secures $412 Million for Sierra Leone’s Energy Sector

The U.S. International Development Finance Corporation’s (DFC) Deputy Chief Executive Officer (DCEO), Nisha Biswal, and the Chief Minister of Sierra Leone, Dr. David Moinina Sengeh, on Wednesday May 8, 2024, in Dallas, Texas announced up to $412 million in financing and political risk insurance in support of the country’s plans to address rolling blackouts and expand its power system through renewable energy solutions in the future.

DFC approved a new loan of up to $292 million to the Freetown-based Western Area Power Generation Project to help develop and upgrade the power plant’s infrastructure, promoting reliable access to power throughout Sierra Leone. DFC will also provide up to $120 million in political risk insurance to crowd-in private investment. The financing package is bolstered by a $40 million loan from ECOWAS Bank for Investment and Development (EBID).

“Sierra Leone’s vision for a sustainable energy future is becoming a reality,” DCEO Biswal said.  “DFC is proud to support the country’s first, large, utility-scale, independent power project and lay the foundation for reliable and affordable electricity in Sierra Leone.”

Project sponsors Milele Energy and TCQ Power are developing the project – the first utility-scale, independent power project in Sierra Leone, which will be constructed by Shapoorji Pallonji with gas and steam turbine equipment as well as long-term servicing, operation and maintenance from Siemens Energy. The project will become Sierra Leone’s main source of power generation upon completion.

The Chief Minister Dr. David Moinina Sengeh said, “The Government of Sierra Leone is committed to providing reliable, clean, affordable and sustainable energy solutions to support our national development efforts. We are happy to do so via innovative public and private sector programs like this one that prioritizes impact. We will provide all the requisite support for this partnership.”

U.S. Ambassador to Sierra Leone Bryan David Hunt said, “The Western Area Power Generation Project is poised to revolutionize Sierra Leone’s energy landscape, bringing opportunity to communities across the nation. Its impact will be profound, fueling progress, prosperity and a brighter future for all Sierra Leoneans. The United States is proud to support this private sector initiative.”

“The unwavering commitment shown by DFC and EBID to ensure that this transformational project is realized will improve the lives of millions of Sierra Leoneans,” said Milele Energy CEO Erik Granskog. “Milele Energy is dedicated to unlocking some of Africa’s most critical energy projects and we applaud the Government of Sierra Leone to conclude this project that will lower cost, improve reliability and allow for the expansion of industrial demand.”

“We are immensely grateful for this support from DFC and EBID that enables this next stage of development. It demonstrates their belief in and commitment to, the people of Sierra Leone,” said TCQ Power Limited CEO Karim Nasser. “We also extend our profound gratitude to His Excellency President Maada Bio for his steadfast support over the years. We are committed to delivering this sustainable power solution to the people of Sierra Leone and look forward to executing on the next steps and construction.”

In another development Dr. Moinina Sengeh, during the U.S. -Africa Business Summit in a High Level Dialogue on Critical Minerals, engaged with a Conglomerate of Energy Companies in Texas, and in the room with the Chief Minister were the Deputy Minister of Finance, Ms Kadie Allie, and the Minister of Energy Hon. Edmond Nuni, and Sierra Leone’s Ambassador to United States, and people from the private sector investing in Sierra Leone.

The Sierra Leone team on energy extensively explored the opportunity of working with the Energy Conglomerates in Texas. Chief Minister mentioned to energy conglomerates that DFC, MCC are major United States financial institutions that are working with the Government to ensure energy is generated for the people Sierra Leone.

With the Launch of the Digitruck Salone Project… Africell Supports Empowerment of 330 Women & Girls in Digital Skills

Africell, one of Sierra Leone’s leading telecommunication companies, has thrown its weight behind the Digitruck Salone Project. The initiative which is implemented by Media Matters for Women, with support from Close the Gap through Internet Society Foundation, aims to empower 300 female students and 30 female entrepreneurs in rural Sierra Leone by providing them with access to digital skills training.

The project involves the conversion of a 40-foot container into a mobile digital classroom, specifically designed to bridge the technological gap for women and girls in their respective communities. The official launch took place on Wednesday, May 8th, 2023, at the Amie Academy School in Waterloo, Western Area Rural District.

Francisca Mueama, Project Manager for the Close Gap Digital Truck initiative, commended the warm welcome she received in Sierra Leone during her first visit to Sierra Leone, noting the country’s hospitality and commitment.

Reflecting on the journey that began over 10 months ago, Mueama highlighted the goal of Close the Gap, an international social enterprise, to bridge the digital divide by addressing gaps in access, usage, and knowledge management in ICT. She emphasized the significance of the Digitruck Salone Project as the 12th Digitrack in Africa and the first women-led initiative.

Mueama applauded the collaboration with Media Matters Women, Africell, and other partners, recognizing the importance of empowering women in the digital economy to overcome cultural barriers. She underscored the project’s aim to provide basic digital skills to 300 beneficiaries, enabling them to enhance their employability and income generation opportunities.

Through the partnership, Mueama outlined key objectives, including reducing unemployment, empowering women, enhancing knowledge management, and fostering assertiveness among girls. She emphasized the transformative impact of educating women, citing the proverb, “When you educate a woman, you educate a community.”

Launching the project, Foday Mohamed Sesay, Assistant Director of the Western Area Rural District at the Ministry of Gender and Children’s Affairs, described the occasion as a significant step toward advancing digital technology and achieving Sustainable Development Goals 4 and 5, which focus on ensuring access to information and technology for children and promoting gender equality, respectively.

He emphasized the Ministry’s commitment to leveraging digital technology as a powerful tool to amplify women’s progress and achieve gender equality objectives outlined in relevant legislation.

Foday Mohamed Sesay highlighted the importance of addressing online abuse and exploitation, particularly concerning issues such as human trafficking and child exploitation, which are prevalent in the digital realm, underscoring the Ministry’s role in creating opportunities for women to access online banking and entrepreneurial ventures, in alignment with gender equality and empowerment laws.

The African Women Summit 2024 commenced on Wednesday May 8, 2024 in Nairobi, Kenya with a clarion call for the empowerment and betterment of women’s health across the continent. The prestigious event gathered hundreds of female leaders and delegates, initiating a three-day journey of inspiration and collective action.

Tuma Adama Gento-Kamara, at the forefront of the summit, extended a warm welcome to attendees, expressing her profound honor in hosting a convergence of such magnitude. With an emphasis on the event’s theme: “Women’s Health: Empowering Voices, Inspiring Change,” Madam Tuma Adama Gento-Kamara addressed the urgency of prioritizing women’s health as a cornerstone of human rights and sustainable development.

The leader of the summit pointed to concerning World Health Organization statistics delineating the prevalence of serious health issues such as drug use disorders, cardiovascular diseases, cancers and HIV/AIDS among African women.
