NP (SL) Justifies Denial of Bike Riders’1 Litre Fuel Purchase

By Amin Kef (Ranger)

In a recent Social Media Post captioned, “𝙁𝙞𝙡𝙡𝙞𝙣𝙜 𝙎𝙩𝙖𝙩𝙞𝙤𝙣𝙨’ 𝙍𝙚𝙛𝙪𝙨𝙖𝙡 𝙩𝙤 𝙎𝙚𝙡𝙡 𝙊𝙣𝙚 𝙇𝙞𝙩𝙚𝙧 𝙤𝙛 𝙁𝙪𝙚𝙡 𝘾𝙖𝙪𝙨𝙚𝙨 𝘿𝙞𝙧𝙚 𝙋𝙧𝙤𝙗𝙡𝙚𝙢𝙨 𝙛𝙤𝙧 𝙊𝙠𝙖𝙙𝙖 𝙍𝙞𝙙𝙚𝙧𝙨 𝙖𝙣𝙙 𝙩𝙝𝙚 𝙊𝙧𝙙𝙞𝙣𝙖𝙧𝙮 𝙈𝙖𝙣” the author, vented out frustration over the refusal by a NP-SL Pump Attendant to sell One Litre (1 Litre) of Fuel to a bike rider. The writer also deemed the attitude of the NP Pump Attendant as not only “𝙢𝙖𝙠𝙞𝙣𝙜 𝙡𝙞𝙛𝙚 𝙪𝙣𝙗𝙚𝙖𝙧𝙖𝙗𝙡𝙚 𝙛𝙤𝙧 𝙩𝙝𝙚𝙞𝙧 𝙘𝙪𝙨𝙩𝙤𝙢𝙚𝙧𝙨” but also bordering on “𝙨𝙚𝙡𝙛-regulation, 𝙗𝙚𝙮𝙤𝙣𝙙 𝙥𝙧𝙤𝙝𝙞𝙗𝙞𝙩𝙞𝙤𝙣”.

The writer’s assertion, though it may appear plausible and reasonable, is based on sheer unawareness of what one of the standard procedures entails in marketing fuel, with particular reference to measurement in litres at Filling or Fuel Stations.

For this reason and with due respect to the writer for raising up the issue , which has provided an opportunity for enlightening him and others who may be thinking along the same line, it is but necessary to shed light on this mundane but vital matter . As far as acceptable or best practice in Fuel Marketing is concerned, the minimum floor rate of almost all standard calibrated pumping machines is Five Litres (5L) and such is written on the pumps. As far as this aspect is concerned in marketing, the Management of NP-SL Limited has intimated Pump Attendants, in various training programmes that were conducted with an objective for them to explain to customers that the minimum floor rate is 5L. The point being established here is that the sale of a minimum of 5L is what is legally acceptable in line with international standard and in compliance with the Standards Bureau.

Against such a backdrop, if Pump Attendants decide to market or sell below 5L they may only be doing so discretionally, probably out of compassion vis-à-vis the current economic challenges. What must be reiterated is that it is not legally compelling on the part of NP Pump Attendants to sell 1 or 2 litres of petrol or diesel.

The regulatory agency of Oil Marketing Companies, the Petroleum Regulatory Agency (PRA) is fully aware of that and cannot hold any oil marketing company culpable of “𝙢𝙖𝙠𝙞𝙣𝙜 𝙡𝙞𝙛𝙚 𝙪𝙣𝙗𝙚𝙖𝙧𝙖𝙗𝙡𝙚 𝙛𝙤𝙧 𝙩𝙝𝙚𝙞𝙧 𝙘𝙪𝙨𝙩𝙤𝙢𝙚𝙧𝙨” for refraining from selling below 5L.

With regards the aspect of resorting to “Jebbu” buying the least said the better. But what is certain is that if impure fuel is being fed into machines, be they bikes or otherwise, there is the possibility for malfunctioning to take place. It is therefore advisable to go in for qualitative petroleum products.

It is crystal clear that NP (SL) Ltd has solidified its reputation as an exceptional and resilient company that has earned substantial acclaim for its outstanding performance in marketing high-quality petroleum products.

The name NP is synonymous with “1st for customer care.” This isn’t mere rhetoric but a genuine embodiment of the company’s ethos, unwaveringly dedicated to maintaining the highest standards. For both the shareholders and Management, ensuring utmost satisfaction in service delivery is paramount. Strong emphasis is placed on marketing premium-grade products that optimize vehicle, bike, tricycle and equipment performance.

The company’s commitment to customer care is reflected in its modern and standardized fuel dispensing machines at Filling Stations. These transparent machines display pumped liters and corresponding prices, fostering transparency and trust.

NP Smart Card is a technologically advanced device with embedded security features that facilitates the easy and cashless purchase of fuel at Filling Stations, helps in planning and budgeting for fuel purchases and can be easily recharged to be ready for the next purchase.

For NP Gas, another customer-oriented offering for cooking purposes, is available in various cylinder shapes at the company’s Filling Stations and authorized dealers. It has been certified to environmentally friendly with a high performance rate. Gas for refills could be easily secured at NP Filling Stations.

Also, noteworthy is NP-SL-Ltd’s unwavering focus on employing local talent and utilizing indigenous materials, aligning with the Local Content Policy.

Indisputably, NP-SL Ltd is a company that operates according to international best practices, is geared towards giving optimal satisfaction to all its customers and ethically poised in not making life become unbearable for those that it operates for. Worthy to further reiterate is that the standard floor rate of almost all Standard Pumps is 5L and such is written boldly on the pumps in Filling Stations.

Obtain Your Biometric ID Cards as Deadline Expires this Month

By Amin Kef (Ranger)

As the clock ticks towards March 31st, 2024, Sierra Leonean citizens and non-citizens alike are reminded of the impending deadline to obtain their Biometric ID Cards. This crucial step, mandated by a Cabinet Directive and ratified in Parliament, marks a significant milestone in the country’s efforts to enhance security and streamline public services.

From financial transactions to vehicle registration, recruitment processes and even vital events registration, the Biometric ID Card will become the key to accessing a range of essential services. Underpinning this requirement is the mandatory linking of these ID cards—be they National, Non-National, or ECOWAS—with the National Identification Number (NIN), thereby ensuring a standardized and reliable means of personal identification.

Beyond the deadline, the National Civil Registration Authority (NCRA) will continue issuing Biometric ID Cards, but without any grace period for accessing services. Strict enforcement will be applied, underlining the seriousness with which this initiative is being pursued.

It’s important to note that while National and Non-National ID Cards are mandatory, possession of an ECOWAS ID Card is optional, albeit highly recommended.

The rationale behind this initiative is clear: to establish a robust identification system that ensures all residents, regardless of citizenship status, are reliably identified and their personal information remains consistent across various platforms. Moreover, these Biometric ID Cards, with their embedded chips and unique features, are poised to become the primary source of personal identification in Sierra Leone, as mandated by law.

The significance of Biometric ID Cards extends far beyond mere identification. They serve as a cornerstone of national security, equipped with features that help prevent identity theft and fraud, thereby contributing to a more secure environment.

Furthermore, the implementation of Biometric ID Cards promises to streamline Government services, enhancing efficiency, reducing bureaucracy, and combating corruption. This, in turn, fosters a more transparent and accountable governance framework.

In the realm of economic development, Biometric ID Cards play a pivotal role in promoting financial inclusion. By granting access to financial services and formal economic participation, they empower individuals and catalyze economic growth, ultimately improving quality of life.

Moreover, in the electoral arena, Biometric ID Cards ensure the integrity of the democratic process by preventing electoral fraud and safeguarding the rights of every eligible citizen.

For non-citizens, obtaining a Biometric ID Card is not only a legal requirement but also a means of promoting accountability and inclusion within Sierra Leonean society.

In essence, the Biometric ID Card initiative represents a multifaceted approach towards enhancing security, improving public services, and fostering economic and social development. It’s a testament to Sierra Leone’s commitment to progress and inclusivity in the digital age.
