Afrimoney Partners with MiKashBoks to Boost Financial Accessibility

In a significant move aimed at formalizing financial practices and expanding access to a broader population, Afrimoney Sierra Leone has officially partnered with MiKashBoks. The partnership was sealed on Thursday, February 22, 2024, at Africell Sierra Leone Headquarters in Freetown.

Alfred Lavallie, Corporate Sales Manager, Afrimoney, welcomed attendees to the signing ceremony, stating that MiKashBoks joins Afrimoney to enhance financial inclusion and provide better solutions for all.

Nafisatu Jones, Marketing and Communications Lead for MiKashBoks, introduced MiKashBoks as a mobile application revolutionizing savings in Sierra Leone, emphasizing its motto: “It Pays to Save.” Through innovative features like “Osusu Na Yu Phone” and “Personal Cashbox,” MiKashBoks facilitates safer and more convenient savings for individuals and groups, revealing that the partnership with Afrimoney is seen as a significant step towards formalizing financial practices and extending access to a wider population.

She disclosed that ‘Osusu Na Yu Phone’ was inspired by founder, Salton Masaalay’s personal experience, aiming to bridge financial gaps faced by individuals and foster trust and inclusivity within the community.

Marketing and Communications Lead said that the partnership between Afrimoney and MiKashBoks seeks to bolster efforts to provide formal financial services to all Sierra Leoneans, with only two out of every ten adults currently having access to financial services, the collaboration aims to address the country’s pressing need for improved financial inclusion.

Nafisatu Jones said MiKashBoks offers excluded communities access to a comprehensive range of financial services, enabling them to earn competitive interest rates on savings, establish credit history, and access a marketplace offering fair opportunities for loans at better rates.
She informed the gathering that MiKashBoks was granted a financial services license by the Bank of Sierra Leone in November 2023, solidifying its status as a legally registered entity committed to upholding the highest ethical and quality standards in the financial sector.
She further stated that MiKashBoks is readily accessible to users, available on the Google Play Store for Android users, and accessible via dialling *352# for iPhone or basic feature phone users, ensuring inclusivity and ease of access for all.

Reginald Campbell, the Regional Deployment Lead at Mikashbox, emphasized the app’s efficiency and robust features, aiming to address concerns about irregularities while underscoring their dedication to providing exceptional customer support and education, outlining forthcoming plans for an extensive financial literacy campaign designed to empower users and combat fraudulent activities.

Campbell affirmed the availability of Mikashbox on the Google Play Store for Android users, along with accessible sign-up options for iPhone and basic feature phone users, ensures inclusivity and ease of access for all.”

He highlighted Mikashbox’s significant impact, boasting over 7,000 customers since its launch, and expressed confidence that it will revolutionize Sierra Leone’s financial landscape by offering a straightforward yet effective solution for savings and financial management.

On his part, Martison Obeng-Gyei, Managing Director of Afrimoney, emphasized that the collaboration, the safety and convenience of Afrimoney’s mobile cash transfer services.

He assured that the partnership with MiKashBoks is not only about financial inclusion but also about safety and convenience, highlighting the importance of saving regardless of the amount.

Obeng-Gyei reiterated Afrimoney’s commitment to the Osusu scheme, assuring that it will continue to be supported by the network. He also noted that the partnership aims to digitalize the Osusu scheme, ensuring its sustainability.

Go-Circular Pitch Competition Awards NLE30,000 to Winners: Recognizing Plastic Pollution Solutions

In a collaborative effort led by the Sierra Leone Economic Diversification Project (SLEDP), in collaboration with the Resilient Urban Sierra Leone Project (RUSL-P), Limkokwing Innovation Hub, Directorate of Science, Technology and Innovation (DSTI), and supported by the World Bank through PROBLUE, the Go-Circular Pitch Competition concluded on February 23, 2024, at Limkokwing University on Hill Station in Freetown.

The competition featured six young innovators presenting their ground-breaking contributions to developing alternatives to single-use plastics, with a specific focus on the tourism sector in the country. Following a competitive round of presentations, Fatmata Osman Kamara, a student of the University of Management and Technology, emerged as the winner with her project, NICOSTA Initiatives. Fatmata received the top prize of 15,000 New Leones.

Additionally, the Spark Team, presenting on Refilament, secured the first runner-up position and was awarded 10,000 New Leones. Maurice Joseph Bangura, a student at Limkokwing University, claimed the second runner-up position with his project, ECO-Furnish, earning a prize of 5,000 New Leones.

In his submission, the Director at Directorate of Science, Technology and Innovation, Abdul Malik Tejan-Sie, commended the move by the Sierra Leone Economic Diversification Project (SLEDP) and partners for staging the Go-Circular Pitch Competition involving young innovators on their contributions to developing alternatives to single-use plastics in the country.

He said that Director at Directorate of Science, Technology and Innovation is open to work with innovators to innovate ideas geared towards solving societal issues in the country.

The Planning & Outreach Officer at National Tourist Board, Bashiru Kamara, said that the Ministry of Tourism and Cultural Affairs is aware that the country’s tourism asset is more in nature including the country’s beaches, wild life, biodiversity etc.

He said that they are also aware of the impact of plastic pollution on the environment disclosing how in most cases when they are developing strategic plans, projects etc. they factor the issue of waste management, specifically to reduce, reuse and recycle plastic waste.

Bashiru Kamara also used the opportunity to commend the Sierra Leone Economic Diversification Project (SLEDP) and partners for staging the Go-Circular Pitch Competition involving young innovators on their contributions to developing alternatives to single-use plastics in the country.

On her part, Fatmata Osman Kamara, a student at University of Management and Technology (UNIMTECH) and the founder of the Nicosta Initiative Recycling Business that crafts products from plastic and fabric wastes, took the podium, overwhelmed with emotion as she expressed appreciation to the Sierra Leone Economic Diversification Project (SLEDP) and partners for the opportunity provided by the competition.

Her dedication to creating wealth through sustainability was evident, addressing the challenges of high competition and the need for machinery of which she revealed that the said amount won will be used to purchase the machine.

Refilament, represented by the Spark Team, tackled the issue of plastic waste by converting it into 3D printing filaments, aiming to create economic opportunities while addressing environmental concerns.

Maurice Joseph Bangura, CEO of Eco Furnish, outlined his project’s innovative approach to recycling waste plastics into eco-friendly furniture for educational institutions, emphasizing the importance of educating younger generations on sustainability.

The competition highlighted the commitment of Sierra Leonean youth to combating plastic pollution and promoting sustainable practices, promising a brighter, greener future for the nation.

Biometric Identity Cards Are Instrumental In Resolving Identity Doubts

In Sierra Leone, Biometric Identity Cards are gaining recognition as a reliable solution for resolving identity doubts during critical moments, whether determining a resident’s citizenship status or facilitating access to essential services. These cards, categorized for Nationals and Non-Nationals, are embedded with unique chips containing biometric data, ensuring accurate identity verification.

Moreover, each Biometric ID Card features a unique National Identification Number (NIN), linking individuals’ records in the National Identity Database for a lifetime. The National Civil Registration Authority (NCRA) underscores the importance of the NIN, particularly in distinguishing individuals with identical names and enhancing personal security.

Highlighting the significance of these cards, the NCRA emphasizes their role in improving personal security and facilitating access to Government and private sector services. Notably, the NIN has become mandatory for pupils in public examination classes and foreign nationals applying for work and residence permits.

The Director General of the NCRA, Mohamed M. Massaquoi, stressed the mandatory nature of obtaining the National Identification Card, urging citizens to acquire them promptly before the March 31st, 2024 deadline.

In contemporary Sierra Leone, the National ID Card transcends being a mere identification document, serving as a cornerstone of legal identity with multifaceted benefits. Its role in identity verification streamlines processes within the financial sector and is increasingly required for various transactions and services.

Residents aged 12 and above can easily obtain the National ID Card at designated NCRA centers across the country. Non-citizens must also apply for the Non-National ID Card for permits.

To ensure accessibility, specific NCRA offices and centers have been established nationwide, offering corporate services and promoting efficiency in identity verification processes.These include NCRA Headquarters and various regional offices in Bo, Kenema, Makeni, and Port Loko.

With the deadline approaching, both citizens and non-citizens are urged to act promptly to avoid last-minute rushes. Law enforcement authorities stress the importance of meeting this deadline for compliance and ease of access to services.

Beach Bar Owners Demand Fairness Amidst Demolition Threats

In recent times Sierra Leone has made and witnessed significant gains within the Tourism and Hospitality Sector which to a large extent has been attributed to the strong political will in driving meaningful and impactful transformations. Series of policies and programmes so far rolled out by the Ministry of Tourism and Cultural Affairs and its affiliates or departments, especially the National Tourist Board have helped positively in shaping and enhancing the tourism and hospitality sector, providing meaningful engagements for many young people.

It is an indisputable fact that with the choice of Sierra Leone  serving as the country where the finishing line for the Budapest-Bamako- Freetown Rally recently took place, greatly helped in spotlighting  the nation as a safe tourist destination further instilling hope that the tourism will be enhanced to be a viable conduit for meaningful revenue mobilization.

There is no iota of doubt that these are trying times for most Sierra Leoneans due to the varying economic challenges affecting the vast majority as evident in skyrocketing prices, high currency exchange rates amidst less employment opportunities.

With limited accesses to lucrative employment opportunities within the public or private sectors some ambitious Sierra Leoneans therefore are turning to invest in various business ventures as conduits from which income or revenue could be derived.  Among this group of Sierra Leoneans are individuals who have ventured into the Hospitality Sector, with a sizable percentage being beach bar owners mainly doing business along the Lumley Beach in the West End of Freetown.

Beach Bars are offering important services to indigenous Sierra Leoneans and foreign tourists who visit the country’s beaches, especially in the Western Rural District, to relax, get fresh air and enjoy the sea view. Beach Bar owners avail beach visitors, on sale, various alcoholic and non-alcoholic beverages as well as special delicious foods of different varieties. In as much as these entrepreneurs are trying to make a living, however, the hospitality services they are rendering cannot in anyway be underestimated or trivialized as they are helping greatly to enhance the tourism sector.

Against this backdrop, it highly significant that any policy or action that is to be instituted that has the propensity of seriously affecting the investments of Beach Bar owners must be thoroughly considered , weighed against the dislocations  and ramifications that will come in its wake.

It is important that certain things must be taken into account: Will such a decision contribute to improve the welfare of the affected persons or improve their lot? Will it portray the public sector ,from where the policy or action emanated ,in any positive light, add any significant political clout vis-à-vis the important expectation that Government should improve the welfare of citizens? Are representatives of the people consulted and most importantly was thought given to the relevance of existing Acts of Parliament, that seemingly appear outdated, to ensure that they match with contemporary trends under which such a policy or action is executed?

Having said that,  this medium reliably learnt that a decision that is about to be executed by  the National Tourist Board (NTB) to demolish  beach bars along Lumley Beach has not gone down well with the owners. A National Tourist Board (NTB) notification, dated February 12, 2024, and signed by Fatmata Mida Hamid Carew, General Manager of the NTB, giving beach bar owners a compliance deadline of the 29th February, 2024 or face demolition has noticeably sent shockwaves through the community of beachfront businesses.

In an interview conducted recently, most of the beachfront business owners averred that there is no possibility of blockage of beach access mainly because the business structures are not fencing the entire beach line. They pointed out that there is no way an individual could be prevented from accessing the beach as there are vast areas where accessibility could be attained at any given time.

They also mentioned that they are not averse to compliance with the Policy Guidelines for Lumley Beach but said it could be more plausible if adequate time is provided for the adjustments to be made by them rather than subject them to an expedited process that will seriously affect them.  To underscore that point they maintained that their investments relate to fixed assets which if any demolition exercise is executed could result to irreparable damages, with no insurance to be claimed.

As the situation now stands amidst this imminent threat, beach bar owners, who constitute a significant portion of the affected establishments, are expressing disappointment and anxiety over the potential loss of their businesses.

With this ugly situation looming,  they said for now they want to make a passionate appeal to the  President, His Excellency Julius Maada Bio and the Chief Minister , Dr. David Moinina Sengeh,  to intervene maintaining how the demolition would render thousands of Sierra Leoneans jobless.

They highlighted the lack of direct engagement from the Tourist Board since the issuance of the first letter in December, with no representatives visiting their establishments to identify specific violations or provide guidance on compliance.

Asserting that their bars contribute positively to the beach environment, attracting tourists and locals alike, the owners express willingness to cooperate with authorities to rectify any issues. “These bars are not just structures; they are our livelihoods,” one owner stated. “We understand the need for regulations but ask for a fair chance to rectify any shortcomings.”

Urging the NTB to engage in open dialogue and conduct on-site assessments to identify specific violations, the owners believe a collaborative approach is key to preserving both the unique beach atmosphere and their businesses.

With the February 29 deadline hanging like the Sword of Damocles, tensions among bar owners are escalating, leaving them uncertain about the future. The onus now falls on the National Tourist Board to address the concerns raised by these local entrepreneurs and find a balanced solution that promotes beach development while safeguarding livelihoods.

IGC Engages the Media on Policymaking Research

The International Growth Centre (IGC) has on Tuesday 27thFebruary, 2023, engaged the media, after a dialogue with members of political parties and youths on ways to improve policymaking during an event that was held at the Swiss Hotel at Babadorie in Freetown.

The IGC works with policymakers in developing countries to promote inclusive and sustainable growth through path breaking research.

In his opening statement, the Country Director, Chuku Emeka Chikezie, intimated that the programme was funded by FCDO to provide world class excellent research for policymakers so that they can be better guided by evidence of what works and in the process move the country forward as well as improve lives.

“One of the areas of work we focus on within the IGC is State effectiveness. As you can imagine when you think about development of the State and its effectiveness, capacity is very important. The IGC has a number of initiatives in the hub in London, one of which is called the State of Fragility Initiative,” he disclosed.

He continued that over the years, IGC has undertaken quite a lot of work around this question of fragility, and that the term itself can be a little bit controversial further maintaining that it’s a key area of work to keep concern in the context of Sierra Leone.

“The term fragility is not to stigmatize Sierra Leone, but it’s a commonly used term, and within the IGC, given the work we have done over the past few years, on the question of fragility, not just in Sierra Leone, but also in the Mano River Union it is an appropriate description,” the Country Director stated.

Brian Ganson of  Stellenbosch University stated that there are people of goodwill, who from what he can tell are getting up every day and working very hard, and how it is not adding up to change. According to him, he has been a part of the conversation for 30 years.

He furthered that he has been receiving the same questions on his table, that how can it be that they are still asking the question of stalled economic development and how can it be that they are still asking questions about political polarization?

“How can it be that they have not yet arrived at  having  mutual trust as an obligation that permeates Sierra Leone and therefore gives trust?” he also asked.

He said to some extent there is hope that we can move forward in the ways that we need and deserve. According to him all were gathered to brain storm on how to approach change that’s not working and how all can influence change .  He said for him it was a hopeful, exciting and energizing conversation saying there was a realization that we can become trapped in our own circles of comfort.

Head of the State Fragility Initiative, Abdi Ali, said they have seen shock and if they utilize that window of opportunity positively, it will create a conducive environment for lasting solutions.

“Experience from other countries show that when nations go through these periods of pivotal moments there is bound to be small shocks here and there.  The alternative is what others have done. What is the classic example? Where shock happens then you utilize it to galvanize as well,” he averred. He said as an economist he sees that the obvious challenges are for everyone.

SLURC Holds Stakeholder’s Meeting to Develop Secondary Cities

In a bid to foster sustainable development in Sierra Leone, the Sierra Leone Urban Research Center (SLURC) recently spearheaded a pivotal one-day stakeholders’ meeting on February 27th, 2024. Held at Family Kingdom in Aberdeen, Freetown, the gathering focused on advancing Spatial Development Plans for six secondary cities within the nation. These cities include Bo, Bonthe, Kenema, Koidu New Sembehun, Makeni, and Port Loko.

Funded by the World Bank, the initiative is steered by the expertise of M/s Osmani & Company (Pvt.) Ltd (OCL), in conjunction with SLURC and IYER serving as sub-consultants. The primary objective of this collaborative endeavor is to establish a robust spatial information framework to aid the Government of Sierra Leone and Local Authorities in their endeavors to construct resilient and sustainable cities.

During the meeting, Dr. Spiro Pollalis of OCL underscored the adoption of a comprehensive multi-disciplinary approach. He said the approach seamlessly integrates technical engineering aspects alongside socio-cultural, economic, and environmental considerations. He emphasized the significance of leveraging expertise from similar assignments, robust local knowledge, and a positive reputation to drive the project’s success.

Echoing Dr. Pollalis’s sentiments, Sahr M. Kanawa, representing the Ministry of Lands, Housing, and Country Planning (MOLHCP), emphasized the project’s focal points. These include crafting tailored spatial development plans for the designated cities, which entail an array of activities such as data collection, stakeholder consultations, high-resolution imagery acquisition, climate change analysis, mapping, GIS database implementation, spatial development planning, capacity assessment, and capacity building.

The methodology for developing Spatial Development Plans for the six secondary cities in Sierra Leone, as outlined by the host, commences with an Inception Report. This report serves as a foundational document, identifying planning challenges, delineating planning areas, creating a detailed work plan, and adopting a methodology. Subsequently, stakeholder engagement is paramount, involving mapping, consultations, and documentation. Feasibility studies and policy prioritization are integral components contributing to the development process. Draft Structure Plans and Zoning Regulations undergo rigorous validation and peer review to ensure a participatory and adaptable strategy tailored to each municipality’s unique needs, were all outlined.

Through robust engagement with relevant stakeholders and the incorporation of a diverse range of perspectives, this project aims to fortify relationships, integrate local insights into Spatial Development plans, and propel sustainable urban development initiatives forward in Sierra Leone.

The commitment and collaboration demonstrated in this stakeholder meeting underscored a collective dedication to fostering resilient and sustainable urban landscapes, ensuring a brighter future for Sierra Leone’s secondary cities and their inhabitants.

President Bio to Hold Official Talks with President Xi Jinping in China

President Julius Maada Bio and First Lady Fatima Bio commence a State Visit to the People’s Republic of China today 28th February, 2024 which will last until the 2nd March, 2024 after arriving in Beijing, China, on Tuesday, February 27, 2024. Their visit aims to fortify the longstanding bilateral ties between Sierra Leone and China, encompassing crucial discussions and engagements.

The invitation for this esteemed visit was extended by His Excellency Xi Jinping, President of the People’s Republic of China, signifying the mutual commitment to enhance cooperation and understanding between the two nations.

During their stay, President Bio is scheduled to convene meetings with prominent figures in the Chinese Government, including Premier Li Qiang and Zhao Leji, Chairman of the Standing Committee of the National People’s Congress. The highlight of the visit will be the official talks between President Bio and President Xi Jinping, fostering dialogue on various aspects of mutual interest and cooperation.

A pivotal event during the State Visit is the Roundtable Investment Forum, designed to bring together investors and representatives from both countries, particularly facilitated by the Chinese Chamber of Commerce. President Bio is set to deliver the keynote address, emphasizing Sierra Leone’s potential as an investment destination and fostering partnerships with Chinese enterprises.

Information Minister Speaks on Disinformation & Attacks on Palestinian Journalists at OIC Conference

Minister of Information and Civic Education, Chernor A. Bah, took the stage at the Extraordinary Session of the Islamic Conference of Information Ministers of the Organization of Islamic Cooperation (OIC) in Istanbul, Turkey, on Saturday, February 24, 2024, to urge for an immediate ceasefire between Israel and Palestine amidst escalating tensions.

The focus of the Organization of Islamic Cooperation Conference of Information Ministers was to address the alarming rise in attacks and hostilities targeting journalists and media personnel, alongside combating the proliferation of disinformation amid the ongoing Israeli military operations in Palestine.

Honorable Bah reaffirmed Sierra Leone’s unwavering commitment to press freedom and the fundamental right to access information, firmly stating that any assault on journalism cannot be tolerated. He vehemently condemned the discourse advocating for the forced displacement of Palestinians and denounced all forms of violence against journalists and media professionals.

Furthermore, Bah reiterated Sierra Leone’s enduring advocacy for a “two-state solution,” emphasizing its pivotal role in fostering lasting peace between Israel and Palestine.

“In closing, Sierra Leone hereby calls for concerted efforts to explore diplomatic and political avenues aimed at achieving a peaceful, just, and enduring resolution to this conflict,” he emphasized.

Accompanying the Minister was Sierra Leone’s Ambassador to Turkey, His Excellency Mohamed Hassan Kaisamba, who had previously participated in the Senior Officials Meeting of the Organization of Islamic Cooperation, further underlining Sierra Leone’s active engagement in diplomatic initiatives concerning the Palestinian-Israeli conflict.

UN Country Team to Hold Theory Change Workshop for New Cooperation Framework

The United Nations Country Team (UNCT) in Sierra Leone, headed by UN Resident Coordinator Ms Seraphine Wakana, has started the process of designing its next UN Sustainable Development Cooperation Framework (UNSCDF) for 2025 to 2030 in line with the Medium-Term Nations Development Plan (2024-2030) and the Sustainable Development Goals (SDGs).

Effective 1st January 2019, the UN development reform identified the UNSDCF as the most important strategic document for the UN Development System’s engagement with a host country. Being the UN system’s collective blueprint, the UNSDCF serves as the UNCT strategic plan for its contributions to the development aspirations of Sierra Leone.

The primary role of the collective UN system in Sierra Leone is to support the country on its path to sustainable development. In particular, the UN system supports the implementation of Sierra Leone’s Medium-term National Development Plan and its efforts to achieve the 2030 Agenda for Sustainable Development and other internationally agreed goals and treaties.

Through its Cooperation Framework, the UN agencies, funds, and programmes active in the country provide policy advice, capacity development, technical cooperation, and programme support in many substantive areas and economic sectors.

In preparation for the next Cooperation Framework, which comes into effect in January 2025, a series of regional stakeholder consultations were held, starting with Makeni on Wednesday, 31 January 2024, bringing together participants from the Northwest, including Port Loko, Kambia, Falaba, Kerena, Koinadugu, Tonkolili and Kono district in the East, including Local Council representatives. This was followed by another one-day consultation workshop in Bo town that brought together stakeholders from Pujehun, Bonth, Moyamba, Kailahun and Kenema districts, including Local Council representatives. The third regional consultation workshop was held in Freetown, bringing national-level stakeholders, including Ministries, Departments and Agencies, as well as Local Council representatives from the Freetown City Council, and Western Area Rural District Council, and other key umbrella organizations. They identified challenges in their communities and recommended what development priorities the UN should consider for them in the new plan.

Speaking at the consultations, the Resident Coordinator said that the gatherings signified a pivotal moment for the United Nations and the Government and people of Sierra Leone, as they came together to shape the blueprint for UN development programs in Sierra Leone for 2025-2030. “Our strength lies in our diversity, and these consultations are a testament to our commitment to inclusivity,” she said.

She added that the representatives drawn from various sectors, communities, and backgrounds were expected to bring unique perspectives to enrich the content of our cooperation framework.

Furthermore, the Resident Coordinator said that inclusivity is at the heart of our effort and that “We must ensure that our next cooperation framework addresses the needs of all citizens, leaving no one behind. Our aim is to create an environment where every individual, regardless of background or circumstance, can contribute to and benefit from our collective growth.”

The Resident Coordinator called on the participants to remember that the goal is not merely to contribute to drafting a document but to articulate shared aspirations. She said the next cooperation framework will not be static but a living testament to our commitment to progress, equity, and sustainable development. “It will serve as a reference document that will guide us through the challenges and opportunities that lie ahead.”

She also recognized that the global economic situation and geopolitical risks have put extreme pressure on the country’s financial situation, clouded by headwinds from monetary tightening, weak global trade and investment, and rising debt vulnerabilities.

“That is why we believe sustainability in our development interventions, including financial sustainability, is not an option but a necessity.”

The next step of the CF design process is the Theory of Change Workshop. It is a method that explains how a given intervention, or set of interventions, is expected to lead to specific development change, drawing on a causal analysis based on available evidence.
