Giga Technology Centre to Train First Cadre of Indigenous Technologists

The Minister of Communication, Technology and Innovation, Salima Mornoma Bah has revealed, during SD Digital Day, a sideline event at the United Nations General Assembly in New York on September 17, 2023 that in a groundbreaking move aimed at bolstering internet connectivity in schools, they will dispatch an inaugural cadre of technologists for training and skill development at the Giga Technology Center in Barcelona, Spain.

Giga, a joint initiative spearheaded by the United Nations Children’s Fund (UNICEF) and the International Telecommunication Union (ITU), is dedicated to extending internet access to every educational institution worldwide.

In Sierra Leone, this visionary initiative is being implemented by The Directorate of Science, Technology, and Innovation (DSTI). The Giga Technology Center, a testament to the collaborative efforts of the Governments of Spain, Catalonia, and Barcelona, stands as the epicenter of Giga’s open-source technological endeavors, aimed at providing innovative connectivity solutions to Governments globally.

In early 2024, Sierra Leone is set to dispatch a team of five young and exceptionally talented developers to collaborate closely with Giga’s technology experts at the Giga Technology Center. These pioneers, alongside technologists from other Giga partner nations, will actively participate in the co-development of cutting-edge products in the fields of mapping, data science, and blockchain-based accounting platforms.

Minister Salima Monorma Bah expressed her enthusiasm about this transformative partnership: “Sending our young developers to the Giga Technology Center presents a golden opportunity for them to acquire invaluable skills and co-create technology solutions tailored to our specific needs and contextual realities, ultimately benefitting our nation.”

She further elaborated on the progress Sierra Leone has made in its partnership with Giga: “Through our collaboration with Giga, we have successfully mapped every school in the country, a crucial step towards formulating a comprehensive plan for school connectivity. Over the past year, we have also achieved the successful connection of 42 schools through this initiative, leading to the unlocking of US$5 million in support from the Islamic Development Bank for our connectivity projects. This new collaboration with Giga in Barcelona signifies a significant milestone and brings us closer to our ambition of connecting every school and every student in Sierra Leone to the Internet.”

Hashim, the CEO of VIP Group SL Ltd, a prominent rice importer and business tycoon, has revealed that a substantial supply of premium parboiled rice is in progress for all Police Officers nationwide.

Ahmed Hashim expressed his dedication to providing quality products for the people and highlighted the role of VIP Group in fulfilling this responsibility. “As a responsible company, it is always good to have quality products for our people, and that is exactly what the VIP company is doing,” he stated.

This collaborative effort to ensure timely and consistent rice supply to the Sierra Leone Police Force was lauded by Inspector General William Fayai Sellu. Deputy Mines Minister Showcases Sierra Leone’s Investable Mineral Resources in Istanbul

Deputy Minister of Mines and Mineral Resources, Umaru Napoleon Koroma has told a gathering of business leaders in Istanbul, Turkey that Sierra Leone is a better destination for investment into the minerals sector as the country boasts of vast mineral resources including an estimated 600 million tons of natural rutile ore deposits – the largest in the world. He said a recent geophysical survey carried out in the northern region has also led to the discovery of lithium – a high value mineral used to produce a variety of goods used in the electrical and automobile industries.

The Deputy Minister of Mines and Mineral Resources was speaking as a special guest at the World Cooperation Industries Forum held between the 18th and 19th September 2023 in Turkey. He further enthused the audience when he asserted that; “Our Mineral deposits offer significant opportunities for high returns in investments and we welcome investors from all over the world especially Turkey to explore these opportunities….”

He said diamonds from Sierra Leone have been recorded among the largest finds in the world. adding that a 970-carat stone dubbed the “Star of Sierra Leone” was the at the time of discovery, recorded the third largest diamond in the world.

A more recent discovery of a 709 carat, according to the Deputy Minister still occupies the position of 13th largest diamond in the world. Umaru Napoleone Koroma also maintained that Small and Medium Enterprises (SMEs) have been critical to the growth and development of Sierra Leone. He said an SME Agency had been established by government to develop SME’s which make up 75% of all businesses in Sierra Leone, accounting for 85% employment and contributes to about 70% to our GDP.

“My presence here today as a delegation from the government of Sierra Leone is a testament to our continued positive relations which we share with the people of Turkey whose businesses are providing us electricity under the Karpowership, managing the entrance into our country, our new airport under the Summa company and many other businesses. We are inviting Turkish business people into our mining sector as we set about to create mineral wealth for the development of our country under the Big Five of the Agenda of His Excellency the President…” he concluded.

The World Cooperation Industries Forum was the 9th in a series of forums held to bring together top manufacturing companies in Turkey and over 43 African Countries to directly engage and create business opportunities. This engagement would lead to the establishment of cooperative agreements between Turkish businesses and African countries in a win-win situation.

Former Deputy Mines Minister’s Luxurious Makeni Residence Confiscated

In a significant legal development, the Court of Appeal Judges in Freetown, comprising Honourable Justices Komba Kamanda, Fatmatta Bintu Alhadi (presiding), and Tonia Barnett, issued a unanimous ruling on September 18, 2023, ordering the forfeiture of a lavish property owned by the former Deputy Minister of Mines, Abdul Ignosi Koroma, to the Government of Sierra Leone.

The genesis of this decision traces back to the establishment of the Commission of Inquiry by His Excellency Dr. Julius Maada Bio, President of Sierra Leone, under Constitutional Instrument No. 64 of 2018. The Commission, acting pursuant to Section 147 of the Constitution of Sierra Leone, Act No. 6 of 1991, was tasked with scrutinizing the assets and related matters of individuals who had served in the previous administration. Leading this investigative body was Justice Biobele Georgewill, who held the role of Chairman and Sole Commissioner.

Abdul Ignosi Koroma, a former Deputy Minister of Mines who had served in the All Peoples Congress (APC) led Government, mounted an appeal against the findings of the Commission of Inquiry, with his legal counsel, Ady Macauley, presenting ten grounds for contestation.

The Court of Appeal Judges, in their unanimous judgment, contended that the property in question, situated on Old Railway Line, Teko Road, Makeni City, Bombali District, was out of proportion with Abdul Ignosi Koroma’s reported allowances, salaries, and legitimate earnings.

“The appellant’s attempts to rationalize his actions failed to meet the evidentiary burden,” stated the Court of Appeal Judges.

According to Justice Biobele Georgewill, the assessed value of the Deputy Minister of Mines’ extravagant residence on Teko Road was determined to be Le. 6,400,000,000, a sum that exceeded what could be justified by his known sources of income, allowances, and legal earnings.

Additionally, the Commission of Inquiry uncovered that the Deputy Minister had neglected to declare his assets, a violation of the Anti-Corruption Act of 2008 as amended.

Moreover, the COI, in its March 2020 report, with specific regards to the sale of shares in Sierra Rutile Company, unearthed irregularities indicating an intent to defraud the Government of Sierra Leone. The Court of Appeal Judges upheld the COI’s findings in this regard.

Representing the State in this case was Robert B. Kowa.

Justice Komba Kamanda stated that the costs associated with the appeal would be borne by the appellant and would be subject to taxation if not agreed upon.

This ruling signifies a significant development in Sierra Leone’s ongoing efforts to combat corruption and ensure transparency in Government, underlining the commitment of the Judiciary to uphold the rule of law.

President Bio Engages with MCC CEO & Addresses SDG Summit

President Julius Maada Bio, on the 18th September, 2023 engaged in crucial meetings to discuss sustainable economic growth and development partnerships as well as deliver a statement at the 2023 High-level Political Forum on Sustainable Development (SDG Summit).

The President met with Alice Albright, the Chief Executive Officer of the Millennium Challenge Corporation (MCC), on Monday, September 18, 2023. The discussions revolved around reinforcing Sierra Leone’s commitment to sustainable growth and development. During the meeting, President Bio reiterated his Government’s dedication to policies promoting good governance, democracy and the rule of law. He emphasized the enduring relationship between Sierra Leone, the United States, and the MCC, expressing a desire to deepen that partnership. The annual scorecard was acknowledged as an essential tool for engaging citizens in tracking progress toward development goals.

Addressing SDG Summit, President Bio played a pivotal role at the 2023 High-level Political Forum on Sustainable Development, held on the same day. Representing the Group of Seven Plus Countries (g7+), President Bio chaired the Plenary Session. The Summit’s theme, “Urgent Action Needed to Rescue the SDGs, Deliver Progress for People & Planet By 2030,” was highlighted by President Bio as a critical call to action.

As the world reaches the midpoint of implementing the 2030 Agenda and Sustainable Development Goals (SDGs), it faces challenges posed by the COVID-19 pandemic, geopolitical tensions, and environmental threats. President Bio emphasized the importance of taking immediate and ambitious action to achieve the SDGs by 2030.

President Bio also reminded stakeholders of the SDGs’ core principle of inclusivity and the commitment to leaving no one behind. He noted that fragile and conflict-affected States have lagged behind in SDG implementation, a situation exacerbated by global crises such as the COVID-19 pandemic and planetary challenges.

To address those issues, President Bio, on behalf of the g7+ countries, proposed concrete steps toward achieving the SDGs:

Continuously promoting peace and stability as central themes in SDG achievement, emphasizing resilience as a guiding principle for SDG attainment, strengthening collaboration and partnerships with development partners to address complex political, social, and economic challenges in conflict-affected and fragile countries.

President Bio expressed confidence in overcoming shared challenges to achieve sustained economic growth and SDG milestones through collaborative efforts.

Sierra Leone Overseas Recruiting Agencies Association (SLORAA) Elects New Executive in Freetown

The Sierra Leone Overseas Recruiting Agencies Association (SLORAA) held its highly anticipated elections for a new executive on Sunday, September 17, 2023, at the Freetown Polytechnic, Kissy Dockyard in Freetown. The elections marked a significant moment for SLORAA as it ushered in a new leadership team to guide the association for the next four years.

In a closely contested race, Mr. Boston Olu Clerk emerged victorious as the new Chairman of SLORAA, securing 22 votes. His election sets the course for the association’s direction in the coming years. Mr. Clerk will serve a four-year term in this crucial role.

The chairmanship race also featured other candidates who demonstrated their commitment to the association. Mr. Akim Bangura received 19 votes, Mohamed Kapr Kamara received 12 votes, and Ivan Pratt Johnson secured 11 votes, earning them the second, third, and fourth positions, respectively.

Several other essential positions within the association were filled during the elections. Isha Koker was elected as Welfare Officer with 33 votes, while Gida Timbo won the Organizing Secretary position with 40 votes. Mohamed Jalloh was chosen as Financial Secretary with 35 votes, and Bah was elected as the new Secretary General with 35 votes.

Additionally, several members of the new executive were elected unopposed, including Sylvanus Murray (Vice Chairman), Mohamed M. Bangura (Public Relations Officer), Ivan Johnson (Operations Officer), Victor (Logistics), Latin Kanu (Auditor), Ivan Johnson (Christian Religious Leader), and Sheik Abu Kanu (Muslim Religious Leader).

Jeffery Smith, the chairman of the ceremony from the Ministry of Labour, reassured participants that the elections were conducted with the utmost transparency. He revealed that 27 registered companies participated in the elections, except one. Smith emphasized that only individuals with valid national identification cards were allowed to vote. He wished all contestants good luck and underscored the importance of properly stamped ballot papers to ensure the validity of votes cast.

Mr. Mohamed Bangura, the Public Relations Officer of SLORAA, highlighted the association’s journey since its formation on March 21, 2015. He emphasized SLORAA’s commitment to gaining government approval and eliminating unscrupulous overseas employment companies. Bangura discussed SLORAA’s democratic nature and its collaboration with various government entities and stakeholders to ensure the legitimacy and welfare of workers sent abroad.

He also touched on the challenges SLORAA has faced, including some members pursuing personal agendas. Bangura revealed that the association had played a significant role in providing employment opportunities for Sierra Leoneans abroad, contributing to the reduction of unemployment in the country.

Bangura noted that SLORAA has worked diligently to improve workers’ welfare and conditions of service. The association has established a constitution and executive, with headquarters at 346 Bai Bureh Road, Calaba Town, and offices in Freetown and the provinces. SLORAA has provided jobs for over 2,000 Sierra Leoneans on two-year contracts, with the possibility of renewal based on performance and commitment.

He emphasized that SLORAA takes the welfare of its workers seriously and collaborates with the Migration Department in the Ministry of Labour to ensure their well-being while working abroad. Bangura proudly stated that no Sierra Leonean worker has lost their life abroad, and in cases of illness, their services are terminated to ensure their safety.

Before the elections, attendees came together to offer prayers, seeking divine guidance for the best candidates to win and for unity among winners and losers alike. The elections were seen as an essential step in advancing the interests of SLORAA and the Sierra Leonean workforce abroad.

SLORAA comprises various member agencies, including Explore, Friends Like Family, Global Manpower Supply, Johnson and Johnson, At Your Door Step, Get What You Want, and Solution Sierra Leone. These agencies play a crucial role in facilitating overseas employment opportunities for Sierra Leoneans.

The newly elected executive of SLORAA is expected to steer the association toward continued progress, ensuring the welfare and interests of Sierra Leoneans working overseas are well-maintained and protected.

SLAJ President to Participate in Prestigious International Debate Symposium in Washington D.C.

Ahmed Sahid Nasralla, the President of the Sierra Leone Association of Journalists (SLAJ), has embarked on a journey to Washington D.C., USA, where he will attend the 5th International Debate Best Practices Symposium. The event is scheduled to take place from September 20 to 22, 2023.

The symposium is a collaborative effort of Debates International, The Commission on Presidential Debates, and the National Democratic Institute (NDI). It serves as a platform for both new and seasoned members of the Debates International network from around the world to exchange insights on the organization and production of candidate debates, including common challenges and solutions.

Nasralla, who is also the Chairman of the National Political Debates Committee (NPDC) in Sierra Leone, will not only share his experiences but also contribute as a commentator in a panel discussion titled ‘Building a Debate Culture – Experiences with Non-Election Debates’. He will be joined by other panelists from The Gambia, Malawi, Honduras, and Mexico.

Speaking about the event, Nasralla said, “This is a great opportunity to share the experience of the NPDC in organizing presidential and non-candidates debates, and learn from organizations in other parts of the world as we strive to build a culture of debate and issue-based dialogue in our body politic in Sierra Leone.”

The NDI is sponsoring Nasralla’s trip, and he is expected to return to Sierra Leone in about a month. This international exposure is anticipated to further enrich the debate culture in Sierra Leone, contributing to the growth of issue-based dialogue in the country’s political landscape.

U.S. Accused of Election Meddling by President Bio

President Julius Maada Bio has leveled accusations against the United States, alleging that it attempted to influence the outcome of his country’s June 24, 2023, election.

That claim was made on Friday September 15, 2023 during a lecture at the American University in Washington, where President Bio is an alumnus. The theme of his lecture was: “Building a Prosperous and Secured Future through Human Capital Development – The Sierra Leone Example.” He reflected on the significant role the University played in shaping his leadership style and expressed his gratitude for the opportunity to address the audience.

President Bio defended the integrity of the Election Commission of Sierra Leone (ECSL), asserting that it had performed its duties with due diligence.

He underscored the Commission’s independence, stating, “I have never interfered with their work before, and I have no intention of starting now.”

The President frankly criticized the United States Government saying it is attempting to undermine the integrity of his country’s recently concluded presidential election. He said such actions by the US Government has the propensity of inciting a coup further maintaining that the election was widely regarded as free, fair, and transparent.

President Bio stated that he really does not know the motives behind the US Government’s interference stressing that it is quite ironical that Sierra Leone is being accused of actions akin to what the Americans themselves had done in the past.

It could be recalled that in the aftermath of the election, a joint statement from the United States, European Union, France, Ireland, and Germany raised concerns about transparency related to the process of vote counting. These concerns echoed those of some national and international observers.

Worthy of note is that despite the challenging economic climate and rising inflation in Sierra Leone, which some speculated might tilt the scales in favor of the opposition, President Bio managed to secure 56.17 percent of the votes. That was just above the 55 percent threshold needed to avoid a runoff election.

Reacting to the U.S. State Department’s decision to impose visa restrictions on individuals suspected of undermining Sierra Leone’s democracy, President Bio said dialogue should be the preferred path to resolve any differences rather than resorting to sanctions or threats. President Bio recognized the historical ties and cooperation between the Sierra Leone and the USA. He expressed optimism that through open and constructive dialogue, both nations could strengthen their relationship and continue to work together toward common goals.

Interestingly, though, the identities of the individuals affected by these restrictions have not been disclosed due to U.S. laws regarding the confidentiality of visa proceedings.

In addition to his lecture, President Bio held a meeting with the International Monetary Fund (IMF) Managing Director, Kristalina Georgieva, at the Fund’s Headquarters in Washington, DC. He acknowledged the valuable partnership his Government has with the IMF and reaffirmed his commitment to implementing sound economic policies to maintain macroeconomic stability and foster sustainable, inclusive growth.

Earlier in the week, President Bio spoke at the 4th Observance of the International Day to Protect Education from Attack at the UN General Assembly in New York. He underscored the urgent need to safeguard education from attacks and detailed his Government’s efforts to reverse the decline of Sierra Leone’s education system, a legacy of the 11-year civil war in the nineties. The President also highlighted his Government’s focus on Human Capital Development and its policy initiatives aimed at addressing restrictive policies and actions that had previously made education vulnerable to attacks in Sierra Leone.

It must be underscored that while President Bio acknowledged the concerns raised by the alleged interference in the country’s elections, he, however, expressed optimism that through diplomatic channels and constructive engagement, the two nations can find common ground and strengthen their relationship for the benefit of both countries and their respective citizens.
