Hon. Abdul Turay & Others Declared Wanted for Tombo Protest, Sierra Leone

Various human rights activists in the country have raised serious concerns over the rampant unlawful and wrongful arrests of politicians, especially from the main opposition APC Party, and other young people across the country. According to sources from the Sierra Leone Police, it is alleged that these identified individuals are the real perpetrators of the violent protests that erupted in the Tombo Community, claiming the lives of some Police Officers, injuring civilians and burning down the community police post, all carried out by angered youths.

It all happened in the early hours of Wednesday, May 6, 2020, when hundreds of angry fishermen and youths from the fishing town of Tombo, Western Area Rural, went on a rampage, setting the Family Support Unit (FSU) of the Sierra Leone Police (SLP) and the community hospital on fire, while also vandalizing the main police station.

This violent protest stemmed from a policy and restrictions released by the country’s Ministry of Fishery and Marine Resources, allowing only 10 fishing boats to operate per day as a precautionary measure to curb the spread of COVID-19 in a community predominantly reliant on fishing for livelihood, involving over 500 people. This restriction angered the fishermen and youths, seeing it as a deprivation of their livelihoods, leading them to stage a peaceful demonstration to express their frustration and disappointment.

However, upon undertaking a thorough fact-finding investigation, it became clear that these false identifications and arrests were mainly politically motivated, perpetrated by supporters of the ruling SLPP Government against those deemed to oppose the political establishment. The situation has become alarming, with certain vigilante groups, reportedly comprising supporters of the ruling SLPP Government, clandestinely killing those seen as diehard supporters of the opposition APC Party. These extrajudicial killings have instilled fear and panic, especially in nearby communities within the Tombo Community, further exacerbated by unconfirmed reports of similar incidents.

Lumpa Waterloo, an emerging community situated in Waterloo, became a hotspot during the violent protests, with tensions high as crowds attempted to advance towards the city center, met by police officers firing tear gas canisters and, in some cases, live bullets. Young people protested violently, attributing their actions to unbearable economic hardship.

As the situation calmed, a curfew was imposed in Tombo Community, followed by a manhunt initiated by armed individuals targeting Hon. Abdul Turay, a political figure in the community and Member of Parliament for Constituency 105. He was accused by irate youths, believed to belong to the ruling SLPP, of supporting the violent protest and encouraging youths to riot. A reliable anonymous source stated that Hon. Abdul Turay was not present in the community during the Tombo protest, as he was fulfilling his parliamentary duties. He was arrested on May 9, 2020, and released on May 12, 2020.

Additionally, strange voices have been reportedly heard near Hon. Abdul Turay’s residence late at night, but investigations in the morning failed to identify the source. Speculation suggests these voices belong to individuals searching for Hon. Abdul Turay and two others accused of killing a police officer during the Tombo protest.

While some individuals identified, arrested, and charged for their involvement in the Tombo protests have been tried in various Magistrate courts and heavily sentenced, reports indicate that some people have gone missing for days.

Despite this protest, Hon. Abdul Turay has been under scrutiny by the ruling government, viewed as one of the most outspoken Members of Parliament from the main opposition party. He has been targeted on multiple occasions, including during the forceful removal of 10 Members of Parliament from the main opposition party, where he was subjected to police brutality. His house in his hometown in Kerena District, Rokulan village, was burnt down prior to the 2023 general elections.

Moreover, he was among those targeted at the APC Party headquarters in Brookfields, where gunmen from the military and police attacked the party office. He is currently in the United Kingdom, fearing reprisal if he returns to his country after receiving cogent information from family members and members of his political party that he shouldn’t return as the government is still pursuing and apprehending strong members of the main opposition party.

President Bio Decongests Wage Bill to Salvage Economy

Sierra Leone faces an unprecedented economic crisis as an overburdened wage bill forces the government to take drastic measures, including the removal of fuel subsidies. The consequences of this decision have been severe, causing widespread suffering among the citizens. In these challenging times, it is imperative for President Bio to embrace radical action to salvage the economy and steer the nation towards sustainable growth and prosperity.

In light of the recent creation of new ministries and departments, the government of Sierra Leone faces mounting pressure to address the strain on the country’s wage bill. The burgeoning wage bill has led to the unfortunate decision of removing subsidies from fuel, causing significant suffering among the citizens.

On Monday 31st July, 2023 while presenting the Supplementary Government Budget in Parliament the Minster of Finance, Sheku Ahmed Bangura, said total expenditure and net lending is revised upwards by NLe3.5 billion to NLe18.6 billion (24.8 percent of GDP) for FY2023 which he said reflects the increase in recurrent expenditures by NLe2.6 billion toNLe13.5 billion and capital expenditures by NLe861.6 million to NLe5.1 billion.

He disclosed that the increase in recurrent expenditure covers additional budgetary allocation to Wages and Salaries of NLe434.2 million; Goods and Services NLe642.8 million; Subsidies and Transfers NLe844.7 million and Interest payments NLe 678.8million.

He however noted that the additional allocation to wages and salaries will cater for the impact of the depreciation of the exchange rate on foreign-denominated salaries and allowances especially for foreign missions and the wage costs of the newly-established sub-vented agencies and that the increase in Goods and Services covers mostly increased allocations to the security sector and start-up costs for the newly established MDAs including the Presidential Initiative on Climate Change, Renewable Energy and Food Security.

However, it is evident that due to the establishment of new MDAs and agencies by the government of Sierra Leone has resulted to a great increase on government expenditure of which this among others things has resulted to the removal of subsidies on fuel.

In order to address the country’s unprecedented economic crisis due to the overburdened wage bill forces the government should take drastic measures which includes dissolving conflicting Ministries, Department and Agencies in the country which will eventually cut down on the country’s wage bill. For example, government should dissolve the Environmental Protection Agency (EPA) and empower the Ministry of Environment and Climate Change.

Government should also dissolve the National Council for Civic Education and Democracy and empower the Ministry of Information and Civic Education and the National Commission for Democracy owing to the fact that all these institutions have similar mandate.

Government should dissolve the Directorate of Science, Technology and Innovation and empower the Ministry of Communications and Innovation and Technology.

Government should dissolve the Presidential Initiative for Climate Change, Renewable Energy and Food Security and empower the Ministry of Energy, Ministry of Agriculture and Food Security and the Ministry of Environment and Climate Change.

Government should dissolve the Ministry of Western Region and give more support to Freetown City Council.

The citizens of Sierra Leone have been grappling with the repercussions of this decision, as the removal of fuel subsidies has resulted in increased living costs and hardships on everyday necessities. The rising fuel prices have affected transportation, food prices, and overall economic stability, adding to the burden already faced by many.

With the government taking immediate action to decongest the wage bill, evaluating the recently-created ministries and departments for possible consolidation or streamlining is essential to curbing excessive spending on salaries. By effectively managing the wage bill, the government can redirect funds to essential services and prioritize targeted measures to support those affected by the subsidy removal.

Addressing the issue of the wage bill will not only alleviate the suffering of citizens but also demonstrate the government’s commitment to fiscal responsibility and prudent financial management. Responsible governance and careful allocation of resources can pave the way for sustainable economic growth and improved livelihoods for Sierra Leoneans.

As the government navigates through these challenging times, a collective effort is required to ensure that the burden of fiscal adjustments is shared equitably. The people of Sierra Leone look to their leaders for decisive actions to ease their hardships and build a more stable and prosperous future.

Electoral Systems Review Committee to be Established

In a bid to improve the Electoral Commission of Sierra Leone’s continued planning and conduct of transparent and fair elections in the country, His Excellency President Julius Maada Bio in his address during the opening of the Sixth Parliament of the Second Republic of Sierra Leone in the Chamber of Parliament Building on Tower Hill in Freetown on Thursday, 3rdAugust 2023has revealed that a National Electoral Systems Review Committee will be established to assess the planning and management of the 2023 electoral cycle in the country.

President Bio also recalled that the June 24 multi-tier elections identified some logistical limitations that were, however, assessed as not negatively impacting the overall outcome of the elections. He disclosed that the Committee would have a broad membership that would eventually produce a report to lay the foundation for critical reforms in the electioneering process with reference to the ECSL and all other election management bodies in the country.

“In this very Parliament, where no party has attained a two-thirds majority, the need for dialogue and negotiation resonates with utmost urgency. We must find common ground within the political divides. Through unity, we can achieve stability, progress and prosperity in our democracy,” the President affirmed.

He said that the recent elections witnessed a commendable 15% rise in women’s representation, with 30.4% of directly elected representatives now being women, adding that women are not merely women, as they have erroneously defined them in the past but that women are also policymakers and leaders, constituting the backbone of our society, the very anchor of various families.

The President maintained how the presence of more women within the current Parliament and the country’s democracy enriches the tapestry of the nation, infusing it with compassion, empathy and resilience.

He pointed out that the Sixth Parliament presents an opportunity to showcase the maturity of the country’s democracy and that any political party’s absence of a two-thirds majority necessitates constant engagement, encouraging all to amplify all voices and engender a more harmonious, stable and prosperous Sierra Leone. “By fostering collaboration, cooperation, and negotiation we can transcend political divides for the ultimate benefit of the people,” the President enjoined.

“Today, I stand before you with immense pride as we embark upon a new five-year mandate that echoes the call for continuity. With great honour, I present the “New Direction: Consolidating the Gains and Accelerating Transformation Agenda”.

He informed that the ambitious vision builds upon the principles outlined in the 2023 People’s Manifesto of the SLPP furthering how the agenda encapsulates the spirit of progress, seizing the new found opportunities the country has forged while confronting emerging challenges and propelling Sierra Leone towards a middle-income status by 2035.

President Bio pointed out that his new administration’s national development agenda will emphasize five key initiatives that will shape the course of the nation of which he said first and foremost, “Feed Salone” which, according to him, will ignite agricultural productivity, safeguard food security and foster inclusive economic growth, laying the foundation for sustained prosperity.

Secondly, he said Human Capital Development,” with a deliberate focus on gender equality, will nurture the skills required for the industries of the 21st Century, empowering the country’s workforce for a transformative future.

Thirdly, he mentioned the Youth Employment Scheme which he said will unleash a focused initiative to create abundant job opportunities, providing young talents with a platform to flourish and contribute to the nation’s progress.

Fourthly, he highlighted “Technology and Infrastructure Initiative” which will serve as an engine for sustained economic growth, harnessing the power of innovation and robust infrastructure to propel Sierra Leone to middle-income status and finally “Revamping the Public Service Architecture” will usher in a new era of delivery, efficiency and professionalism, enhancing the efficacy of the country’s public sector institutions.

The President underscored that these strategic initiatives form the bedrock upon which they shall usher in profound change, serving as catalysts to revolutionize economic growth, alleviate hunger and poverty, elevate public service efficiency, generates abundant employment prospects and foster resilience in adversity.

The President called on other national leaders to put the nation’s interest first, transcending party lines and forging alliances beyond political affiliations, adding that it was the duty of Parliamentarians to embody the spirit of statesmanship and seek dialogue and common goals, even in the face of differing opinions.

The President used the opportunity to express gratitude to the country’s security forces, Judiciary, the Media and Civil Society, describing them as a pillar of strength in advancing the cause of democracy in Sierra Leone.

He pledged to uphold their independence, for there can be no democracy without the rule of law, no democracy without security, and no democracy without a Free Press that informs, educates and holds public officeholders accountable.

Julius Mattai Takes Over Mines Ministry

During a well-attended handing over ceremony held on Friday 4th August, 2023 at the Ministry of Mines and Mineral Resources Office at Youyi Building on Brookfield’s in Freetown, the out-gone Minister of Mines and Mineral Resources Timothy M. Kabba has officially handed over to the new Minister of Mines and Mineral Resources Julius Mattai.

Present at the ceremony were the out-gone Minister of Mines and Mineral Resources Timothy M. Kabba, the new Minister of Mines and Mineral Resources Julius Mattai, staff of the National Minerals Agency, the staff of Ministry of Mines and Mineral Resources and the media.

In his handing over address, the out-gone Minister of Mines and Mineral Resources, Timothy M. Kabba said that the President Julius Maada Bio in his 2018 Manifesto among other things promised to transform the country’s mining sector to become a key driver to the country’s economic growth and development, adding that the Ministry of Mines and Mineral Resources and the National Mineral Agency have been spare heading the transforming drive.

He said that since his appointment as Minister of Mines and Mineral Resources in July 2020 he has had the privilege of overseeing the country’s most critical sector, noting that the sector accounts about 90% of the country’s export and 20% of the fiscal revenue of the country.

Timothy M. Kabba stated that throughout his effective management of oversight of the mining sector and despite the disruptions and challenges to the sector brought on by the global economic difficulties as a result of COVID-19 Pandemic and the Ukraine and Russian War the country is now witnessing an expansion in mining activities and its contribution to national development.

He noted that the Minister of Mines and Mineral Resources and the National Mineral Agency has made significant progress in promoting the mineral sector which includes the completion and launch of the Countrywide Airborne Geophysical Survey, granting of numbers of licenses and the enactment of the Mines and Mineral Acts 2022 and the National Mineral Agency Acts 2022.

The Out gone Minister said the handing over note covers from August 3rd2020 to March 31st 2023 which happens to be his effective tenure as Minister of Mines and Mineral Resources, adding that his tenure came to be tragic halt after his involvement in a car crass of which his den deputy was appointed to act as Minister. He however, informed the gathering that for the period of April, 12th to July 10th 2023 the acting Minister of Mines and Mineral Resources Ann-Marie Harding, submitted an account of her stewardship which he said is added to his handing over note.

Underscoring some of the key changes in the new Mines and Mineral Act 2022, the out-gone Minister said the institutional changes are geared towards clarifying policy formulation and oversight functions of the Ministry and the regulatory functions performed by the NMA.

He said that transparency assurance, Gender and Social protection provisions were introduced, adding that government of Sierra Leone to acquire 10% interest on new companies registered to operate in the mining sector after the enactment of the act.

He informed the gathering that in 2023 68 billion Old Leones was paid by two mining companies which includes Marampa Mines paid 38 billion Old Leones and Leone Rock Mining Company paid 20 billion Old Leones to the chiefdoms affected by the operations of these two mining companies.

He said that mining companies continue to pay surface rent to land owners across the country, stating that in 2018 it was recorded that about 12 billion Leones was paid to communities, in 2019 about 13.8 billion Leones was paid, in 2020 about 13.9 billion Leones and in 2022 over 15 billion Leones paid to land owners.

These and many other achievements were highlighted by the out-gone minister during his tenure as Minister of Mines and Mineral Resources including challenges and recommendations.

On his part, the New Minister New Minister of Mines and Mineral Resources Julius Mattai, expressed appreciation to the outgone Minister of Mines and Mineral Resources Timothy M. Kabba for his outstanding leadership as Minister of Mines.

He said that having serve as the Director General of the National Mineral Agency it pleased his Excellency to appoint him as Minister of Mines and Mineral resources of which he expressed appreciation to His Excellency Julius Maada Bio for giving him another opportunity to serve in his government.

Julius Mattai said that there is continuity in leadership of which he said the foundation has been laid and he will continue in that regards. He said that he is not new in the mining sector and with the wealth of knowledge he has acquired over the years in the mining sector will contribute towards the development of the sector during his tenure as Minister of Mines and Mineral Resources.

He said that the mineral sector is a very critical sector and to be given the opportunity to provide stewardship over the mining sector that is supposed to benefit the people of Sierra Leone comes with a big challenge that also comes with opportunities, adding that he is with the strong conviction that with him as the Minister of Mines together with stakeholders can work with some amount of dedication, passion, transparency, accountability and non-partisan way there will be more achievement within the sector.

The Minister called on staff of the Ministry and all other stakeholders to throw their fullest support to his leadership at the Ministry in order to achieve their mandate and contribute towards the development of the mining sector.

Giving the vote of thanks, the Assistant secretary of the Ministry of Mines and Mineral Resources, Marvel Bassie (Mrs) applauded the out-gone Minister of Mines and Mineral Resources Timothy M. Kabba for what she described as outstanding leadership and dedication during his tenure as Minister at the Ministry.

She also used the opportunity to welcome the newly appointed Minister of Mines and Mineral Resources Julius Mattai to the ministry and on behalf of the staff of the ministry pledge their support to him.

Choithram Hospital Introduces Laparoscopic Surgery in Sierra Leone

In a bid to enhance the skills and knowledge of local medical professionals in using laparoscopic equipment for diagnostics and surgical procedures in the country, Choithram Memorial Hospital, in a ground-breaking medical development, in cooperation with Ministry of Health, Sierra Leone and collaboration with Max Healthcare from India has on Sunday 6th August, 2023 concluded two days’ workshop on Laparoscopic Surgery.

The two days’ workshop which was exclusively designed to equipped surgeons and aspiring medical students from Government medical facilities, teaching hospitals, and private practitioners with the skills and knowledge in using laparoscopic equipment for diagnostics and surgical procedures was held at the Choithram Memorial Hospital on Hill Station in Freetown.

On Saturday 5th August, 2023 which happens to be one day of the work shop relates to the inaugural ceremony of “Minimally Invasive Laparoscopic Surgery,” a revolutionary surgical technique in the country which was attended by the Minister of Health, Dr. Austin Demby, the Deputy Chief Medical Officer, Ministry of Health, Dr. Mustapha S. Kabba, the Medical Superintendent of Choithram Hospital, Dr. Gowrinath M. George, the Laparoscopic Surgeons, Staff of the Choithram Hospital and the media.

Following the inaugural ceremony of “Minimally Invasive Laparoscopic Surgery was a free treatment being offered for Oncology/Hematology and Orthopedic complications. Individuals with various malignancies, joint problems, and spine disorders were attended to by leading specialists from MAX Super Specialty Hospital, Dr. Nagender Sharma and Dr. Akshay Kumar Saxena. They also offered free expert consultation sessions in Oncology/Hematology and Orthopedics, respectively.

Speaking duringthe inaugural ceremony, the Medical Superintendent for Choithram Memorial Hospital, Dr. Gowrinath M. George, said the introduction of the Invasive Laparoscopic Surgeryin the country underscores Choithram Memorial Hospital’s commitment to improving quality healthcare delivery in Sierra Leone, aiming to bridge the gap in medical services and make healthcare more accessible.

He however, expressed the hospital’s dedication to the Ministry of Health in Sierra Leone, emphasizing the importance of bringing specialized experts to provide pro bono medical treatments for patients who may not have the means to seek treatment abroad.

Dr. Gowrinath M. George noted as part of the introduction of the Invasive Laparoscopic Surgery will also include workshop geared towards equipping surgeons and aspiring medical students from Government medical facilities, teaching hospitals, and private practitioners with the skills and knowledge in using laparoscopic equipment for diagnostics and surgical procedures.

The Deputy Chief Medical Officer, Ministry of Health, Dr. Mustapha S. Kabba, described the event as a historic ceremony towards the health sector in the country.

He said that the Ministry of Health advocated for it and now they are impressed that the new technology coming into the country, adding that the Ministry is working to ensure that it be sustained and maintained and established within the healthcare system of the country.

The Laparoscopic General Surgeon, Dr. Atul Wadhwa from Max Healthcare, India said during the event they provided free expert consultations to pre-screened patients, ensuring that specialized medical attention is available without any financial burden. All surgeries conducted during the event were entirely free of cost, generously covered by the Choithram Hospital Management.

He said that as Laparoscopic surgeons they are very pleased to share their ideas with aspiring medical students from Government medical facilities, teaching hospitals, and private practitioners with the skills and knowledge in using laparoscopic equipment for diagnostics and surgical procedures.

Giving the keynote address, the Minister of Health, Austin Demby, expressed appreciation to the Choithram Memorial Hospital for the introduction of the Laparoscopic survey in the country. He described the ceremony has a historic and mark a crucial milestone in the country’s medical landscape.

He said that the President His Excellency Julius Maada Bio believes that health is a critical component in human capital development, adding that the ingredient of building a solid nation includes an educated, healthy, food secure populace and solid infrastructure of which he said the President has committed towards those ingredients.

The Minister said the government believes that health-care activities are not a one side but with the strong investment in the private sector of which he said the government creates room for complementing the private sector.

Austin Demby said that technology is moving on and the populace is growing so Sierra Leone as a country can afford to use 1950s, 1960s and 1970s technology to be able to address 2023 and beyond issues but however noted that now is the time to raise the bar for healthcare development in country of which he further thanked Choithram Hospital for the introduction of the Invasive Laparoscopic Surgery and the workshop to train locals in using laparoscopic equipment.

“Adding the Laparoscopic Surgery to the many facilities you have already makes me as a Minister of Health very happy and comfortable, makes Sierra Leoneans comfortable that they have Laparoscopic Surgery at the Choithram Hospital in Country” he maintained.

He concluded by reaffirming the government of Sierra Leone support to the hospital.

Harish Agnani, Chief Administrator of Choithram Memorial Hospital, highlighted the hospital’s commitment to adopting the latest and most advanced medical equipment to ensure accurate and effective treatments for patients. He reiterated that patient welfare remains the hospital’s top priority, and every effort is made to provide timely and professional medical attention.

He noted that Choithram Memorial Hospital’s collaborative efforts with Max Healthcare and the Ministry of Health reflect a commendable initiative to elevate healthcare standards and provide specialized medical care to those in need within Sierra Leone.

Closing the inaugural ceremony of the Laparoscopic Surgery was a vote of thanks by the Gynecologist Specialist of the Choithram Hospital, Dr. Feba Panda who expressed appreciation to the Minister of Health, Dr. Austin Demby and other dignitaries for gracing the ceremony.

On Sunday, August 6, 2023, a press conference marked the conclusion of an impactful two-day workshop, where specialist doctors shared their expertise and groundbreaking medical advancements. The highlight of the event was the live surgeries performed by distinguished Laparoscopic General Surgeon, Dr. Atul Wadhwa from Max Healthcare, India, and the highly skilled Dr. Mustapha S. Patients with various malignancies, joint problems, and spine disorders received expert care from leading specialists, Dr. Nagender Sharma and Dr. Akshay Kumar Saxena, from MAX Super Specialty Hospital.

Caritas Freetown Engages Youths on Politics & Peace Building

Caritas Freetown in partnership with CRS, and with support from United Nations Peace Building Fund has held a Town Hall reflection and discussion on 4th August, 2023, with first-time voters to know their experience during and after the elections. This event was held at the Sherimem Hotel, Waterloo, Western Rural.

Giving an overview of the event, Eliza Sillah, Program Cordinator, intimated that this event is part of their implementation of their Youths in Politics and Peace Building Project will last for 24 months and how their target groups are youths within the ages of 18-24 years, which includes young women and persons with disability youths.

“This is to raise the awareness about peace and educate youths on civic rights, responsibilities, and involvement in decision making processes amongst others.” She asserted.

According to her, this Project is implemented in five districts in the country, they are, Eastern, Southern, Northern, Western Union,(Kenema, Bo and Port Loko), and Western Rural regions.

“We targeted 8 communities from Western Urban(Kissy Shell, Fullah Town, Brookfields, Bonga/Crab Town, Lumley, Kolleh Town, Kroo Bay and Fourah Bay), and  8 from Western Rural, (Monkey Bush, Kossoh Town, Deep Eye Water, 5-5 Community, Hastings, Grafton, Lakka and Goderich.” Eliza Sillah said.

“The goal of this project is to foster cohesion and dialogue for women, youths, and PWD involvement in Civic engagements at the national and community levels.” She stated.

Eliza noted that, at the end of the Project, they hope to enhance participation of youths in decision-making processes, ensure youths are capacitated to mitigate conflict, and promote social cohesion, and also for them to engage in diversified livelihoods.

Mariama Fofanah, one of the first-time voters gave her own experience about the elections, and what they did to maintain the peace as youth groups in their community. She claimed that there were lots of irregularities, for instance, delayance in issuing ballot boxes to polling stations amongst many others, from the side of ECSL that day.

She continued that, there wasn’t enough sensitization on the PR system which led to lots of invalid votes. She further stated that the issue of fake news and violence made many people unable to exercise their franchise.

Ishmael Bangura, the President for the Lakka Youths Organization, and also a first-time voter, said the entire process was stressful for him, according to him, he encountered stress during the registration, and even on the verification, and the day for election as well.

He disclosed that as an organization they were going house to house sensitizing their fellow youths on elections violence.

Addressing the youths, John P. Simbo, District Election Manager Western Rural, said that the P.R System is the best Electoral practice all over the world, and he caters for others.

He said that in the PR system, a political party wins a seat in parliament by 11.9 thresholds and that the number of thresholds they get decides the number of seats.

The Representative of the Political Parties’ Registration Commission said they settle disputes among political parties and even in fight. He said they regulate all political parties, and if they breach the rules, they are fined 25,000 New Leones.

He disclosed that, the Commission is now a different body now, and how more powers have been given them, after the repealing of the Act in 2022.

The event was climaxed with presentations from others speakers, and with a question and answer session.

Termination of SLAWIJ Interim Executive is Totally Illegal -Millicent Kargbo

The Executive President of Sierra Leone Association of Women in Journalism (SLAWIJ), Millicent Kargbo, has responded, on the 3rd August, 2023, to a termination letter dated 31st July 2023 and titled, “Termination of Interim Executive for Breach of Corporate Governance Principles”, addressed to her by the Corporate Secretary of the Association, Yeama Thompson.

She stated that the Corporate Secretary has chosen to mislead the general public by presenting a facade Board that took an illegal decision to terminate the interim executive, which she heads.

She disclosed that it is an open secret that they are working hard to hold the Association’s Annual General Meeting (AGM) at which they plan to establish their Board of Directors, among other things.

Millicent Kargbo stated, in very strong terms, that the Corporate Secretary does not have the legal mandate to issue such a termination letter or directive to her and other members of the Interim Executive.

She claimed that the issue was never brought up at any general meeting, and maintained how it was news to the general body and also the majority of the five SLAWIJ Directors, further revealing that the information came as a surprise to all.

It could be recalled that in the “termination letter” scathing allegations were made against the SLAWIJ Executive President bordering on the violation or bastardization of corporate governance, including serious claims of financial impropriety, lack of transparency, failure to convene an Annual General Meeting among other claims.

However, a veteran journalist, who was commenting on the issue wittily  pointed out that SLAWIJ has a Board of Directors made up of five members maintaining that  three out of the five Directors never gave directives to Yeama Thompson to go ahead and terminate the Interim Executive and that the decision never emanated from the general membership.

The veteran journalist also argued that the portion of Yeama’s letter which stated that, “The Corporate Affairs Commission has been duly informed and the status of registration has been reviewed”, is problematic, as the faction has no right to review the status of SLAWIJ without the directives of the Executive President, the consent of other Directors of the Association and the general membership.

“In fact, that decision, if it was to be taken, should have been adopted by the general membership and directives given to Yeama Thomson as Company Secretary to update the files at the Corporate Affairs Commission,” he technically argued maintaining that such a procedure was never followed.

He went further to assert that out of five (5) Directors only two ( 2) of them went to the Corporate Affairs Commission and surreptitiously changed the names of the Directors without recourse to the three (3) other Directors and the general membership.

“What Yeama and others have done is non-procedural and in fact it is a coup d’état against the sitting SLAWIJ executive,” the Sage logically concluded.

He continued how because of their selfish motives, they  have somehow dragged the Association’s name into the mud, ignoring the fact that all the hundreds of women in SLAWIJ depend on the reputation of the entity to help alleviate the challenges of women in the media.

In another development, an insider in Yeama’s disgruntled camp, who confided in this medium on the condition of anonymity, revealed that the plan of Yeama and others is to change the name of the Association.

As the situation stands, there is a stalemate within the Association, which is not an affiliate body of SLAJ and currently moves are been made to settle the impasse in order to chart a way forward.

RUSLP, SLURC & Partners End Flood Risk Assessment & Management Workshop

The Resilient Urban Sierra Leone Project (RUSLP) in association with SWS Consulting Engineering, Sierra Leone Urban Research Centre (SLURC), and HR Wallingford as sub-consultant in partnership with the Government of Sierra Leone and other organizations, on Thursday, August 3rd, 2023, hosted a stakeholders’ workshop at the New Freetown City Council Hall on the theme: “Development of a Strategic Flood Risk Assessment and Management Plan for Secondary Cities in Sierra Leone”

The workshop brought together policymakers from seven cities in Sierra Leone, namely Bo, Makeni, Bonthe, Kenema, Koidu New Sembehun, Port Loko, and Waterloo. Key officials from the Ministry of Land, Housing & Country Planning, the Ministry of Works & Public Assets, and the Ministry of Water Resources & Sanitation, along with representatives from national and international agencies, participated in the event.

The primary goal of the workshop was to foster knowledge exchange and share best practices, ensuring participants gained a comprehensive understanding of developing a Strategic Flood Risk Assessment and Management Plan for Secondary Cities, while providing the groundwork for effective action.

The RUSLP stakeholders workshop hosted discussions with policymakers representing seven cities in Sierra Leone. The participants included key officials from the Ministry of Land, Housing & Country Planning, the Ministry of Works & Public Assets, and the Ministry of Water Resources & Sanitation. Additionally, national and international agencies were also present at the workshop.

The project, implemented by A.R.S. Progetti, in collaboration with SWS Consulting Engineering, Sierra Leone Urban Research Centre (SLURC), and HR Wallingford as a sub-consultant, aims to support the Government of Sierra Leone and Local Authorities in planning and constructing more resilient and sustainable cities.

Bringing stakeholders together, the workshop was geared towards exchanging knowledge as well as share experiences of best practices and  to ensure that participants have thorough  understanding of the development of a Strategic Flood Risk Assessment and Management Plan for Secondary Cities as well as to provide the basis for action.

According to the Executive Director of SLURC, Joseph McCarthy  the overall objective of the project is to provide a solid baseline of flood risk information and data in order to support the Government of Sierra Leone as well as Local Authorities to plan and build more resilient and sustainable cities.

“The assignment was to develop flood risk assessments and flood risk management plans for secondary cities namely Makeni, Kenema, Bo, Koidu New Sembehun, Waterloo, Port Loko and Bonthe,” he stated

He continued by stating how flooding is a key challenge in the country and how it poses a lot of threats not only to Freetown but to secondary cities also.

“We are all aware of the damage it causes to life and properties being one of the critical issues that the Government and other foreign agencies, especially the World Bank, has been very much concerned about,” he furthered.

He revealed how they have been really trying to push for concrete understanding of the project and also to know the kind of actions to undertake.

McCarthy said the workshop will provide participants a unique opportunity to really come together to exchange knowledge but to also experience the kinds of best practices to really put together in order to ensure that they have concrete understanding, and how it will also provide the basis for action, especially by the various organizations that have responsibility to undertake such actions.

“It is really not just about sharing experience and expertise but it is also about how we identify ways to better equip our cities especially the secondary cities that are the focus of the study so as to face the challenges now and in the future, especially now when urbanization is becoming a major threat and climate change is also really threatening as well,” Dr. McCarthy informed.

On his part, Mohamed Wuroh Timbo M&E Specialist for  RUSLP stated that in the long term, the project aims to strengthen institutional and financial capacity of the cities and develop appropriate urban planning tools and instruments to enable the country to fully capture urbanization.

“We adopt a multi-disciplinary approach that integrates technical engineering aspects with climatic, socio-cultural, economic and environmental aspects, previous expertise in similar assignments, strong local knowledge and reputation, as well as central ethos to help and improve the lives and capacities of the local population,” he said.

One of the key outcomes of the workshop was the establishment of a comprehensive baseline of flood risk information and data for secondary cities in Sierra Leone, including Bo, Makeni, Bonthe, Kenema, Koidu New Sembehun, Port Loko, and Waterloo. This crucial information will play a vital role in shaping flood risk management plans for these cities.

The Resilient Urban Sierra Leone Project takes a multi-disciplinary approach, integrating technical engineering aspects with considerations for climate, socio-cultural factors, economics, and the environment. The project also draws upon the expertise of various stakeholders, incorporating strong local knowledge and reputation, with the central ethos of improving the lives and capacities of the local population.

Activities carried out as part of the project include data collection and review, stakeholder consultations, acquisition of high-resolution imagery and Digital Terrain Models (DTMs), hydrological and climate change analysis, flood hazard modeling, exposure and vulnerability analysis for each city, flood risk assessment and mapping, GIS database implementation, a web-based flood risk management tool, flood risk management plans, and training and capacity building.

A crucial element of the project involves acquiring high-resolution imagery and DTMs through a LiDAR survey, wherein a plane equipped with laser technology flies over the targeted cities to capture imagery and terrain data.

The stakeholder workshop was attended by urban actors from relevant Ministries and Government agencies, including representatives from the Ministry of Lands, Housing, Country Planning and the Environment (MLHCP), Ministry of Water Resources (MWPA), Ministry of Energy and Climate Change (MECC), Ministry of Works and Rural Development (MWRS), and the Ministry of Finance (MOF).

Additionally, representatives from the Environmental Protection Agency (EPA), National Protected Areas Authority (NPAA), Sierra Leone Meteorological Department (SL Met), National Commission for Social Action (NaCSA), National Disaster Management Agency (NDMA), Sierra Leone Roads Authority (SLRA), and the National Water Resources Management Agency (NWRMA) were also present.

Several international non-governmental organizations (I/NGOs) such as the International Federation of Red Cross and Red Crescent Societies (IFRC), Save the Children, Catholic Relief Services (CRS), United Nations Development Programme (UNDP), and CARE Sierra Leone were among the attendees.

The engagement with such a diverse range of stakeholders and their valuable knowledge and experience have laid the groundwork for strengthening relationships, incorporating local perspectives into the flood risk management plan, and propelling the project forward.

About the project partners, the Sierra Leone Urban Research Centre (SLURC) was established to increase knowledge about informal settlements and urban issues in Sierra Leone. Through policy-oriented research in areas like Land and Housing, Urban Health, Vulnerabilities and Resilience, Livelihoods and City Economy, Urban Transport and Mobility, and Urban Infrastructure and Services, SLURC actively contributes to the implementation of the transformative commitments of SDG 11 and the New Urban Agenda.
