NP’s Pragmatic Managerial Initiatives Keep it Afloat Amidst Economic Challenges

NP-Sierra Leone Limited (NP-SL Ltd)

By Amin Kef (Ranger)

Commendations are showered on NP-Sierra Leone Limited (NP-SL Ltd) for the company’s pro-active efforts, over the years, to ensure timely importation of petroleum products, with the avowed objective of avoiding the occurrence of any shortage that will lead to negative repercussions.

NP-SL Ltd continues to gain recognition for its efficient service delivery to its many esteemed customers evident in the bagging of accolades and awards from reputable institutions in and out of the country.

An attribute that has made NP-SL Ltd to stand tall among other entities hinges on putting premium on effective customer care service delivery.

The company is highly distinguished for being 1st for Customer Care as it strives to give optimal satisfaction to its esteemed customers right across the country.

In all its petroleum transactions the company does so transparently as it has modern calibrated machines in all its Filling Stations which are highly capable of pumping and displaying the exact quantity of fuel demanded for, be it petrol or diesel, as well as the price. This gives buyers the feeling that they are not cheated when purchasing fuel.

In the same direction, the company has a very good arrangement with transporters that operate tanker vehicles transporting fuel from the fuel depot to various Filling Stations across the country. Maintenance is always done on these vehicles to ensure that they are road worthy; something which the Management of the company takes very serious.

The importance of regularly doing so is to really ensure that petroleum products are timely delivered to various parts of the country cannot be overemphasized in order to prevent the occurrence of any form of shortage that may affect daily activities and lives.

A company that was established by thirty-five (35) Sierra Leoneans years back, it was made a laid down policy by the Shareholders and Management  that special preference must be given to indigenes who have the requisite qualifications in terms of  consideration for jobs.

Interestingly, that decision is in tandem with the country’s Local Content Policy which aims at making use of our local resources, both human and material, instead of depending on external resources.

Such has made it possible for indigenes, who were hitherto unemployed, to now be gainfully employed and be at vantage positions to take care of individual responsibilities. With all amount of justification it could be said that NP-SL is a very caring business entity.

The company has been a shining example of expanding its operations in the West African sub-region by establishing branches in Guinea, Liberia, Ivory Coast and the Gambia where they are effectively marketing petroleum products. By doing so it is providing job opportunities for locals in those countries and by extension regularly paying taxes to the Governments of those countries which are used to fund different development projects.

This bold step undertaken by the company is a mark of a serious entity that is taking business to a higher pedestal.

NP-SL is very notable for making available NP Smart Card and introducing NP Gas. In this modern age when efforts are being made to operate cashless societies and going digital there is no other moment than this when transactions in petroleum products should not follow suit. With the NP Smart Card, a particular customer could purchase fuel via using the card, just stating the quantity required which is debited from the amount in the card.

The customer can credit it again in order to make future purchases. The biggest advantage is that a customer can properly schedule or budget for the amount of fuel he or she will need over time, meaning that he or she has saved the headache of having to raise cash for the sole purpose of fuelling his or her vehicle. Using the card makes it less time consuming to buy fuel and prevents the movement of physical cash which maybe a customer could use for another emerging need or the cash could be stolen. NP Smart Card is now trending and many are now going for it.

With NP Gas, the cooking needs of individuals are easily solved as it is quick in terms of performance as a cooker. Environmentalists have validated its safety in terms of less emission of dangerous gases and it is manufactured in different cylinder sizes, very portable and easily refilled by purchasing gas at the company’s Filling Stations or its authorized dealers.

In all estimation, NP-SL is a thriving company among the myriad challenges it is surmounting. The company is indeed a true development partner that is positively contributing to the socio-economic development of individuals, entities and the country as a whole.

“The vision of President Bio is to make sure that industries are spread across the country, but he has prioritized Koya Chiefdom to be the first point of call for same. This simply means, the Government through its partner (ARISE IPP) is going to establish different manufacturing industries in this Chiefdom which would create job opportunities for thousands of your people and also boost economic activities for you,” Amb Tamba Lamina  informed the gathering while stating the purpose of their visit to Chiefdom.

He assured that the benefits that surround the establishment of the special Economic Zone in the said Chiefdom would surpass the Airport that the past Government intended to construct therein. In his statement, the Minister of Trade and Industry Dr. Edward Hinga Sandy, said President Bio has a special interest in Koya Chiefdom which was why he chose there for the establishment of his farm land and secondly, the fact that he identified the same Chiefdom to start his dream of establishing the Special Economic Zone in Sierra Leone is another manifestation of his love for them.

He continued that the Special Economic Zone would be the first in Sierra Leone after the formation of the policy and that the drive is geared towards increasing export and foreign exchange. He added by stating that the partner of Government in the said establishment is well-known in Africa for such investments and that it was his belief that ARISE IPP will hit the ground running.

He ended by calling on the residents of Koya Chiefdom to believe in the leadership of President Bio as his love for Sierra Leone is beyond words.

In his remarks, Paramount Chief, Kompa Bomboli III of Koya Chiefdom, expressed gratitude on behalf of his Chiefdom residents to the Government for such a manifestation of love to his Chiefdom. He added that he has always told his subjects that President Bio is going to make Koya Chiefdom his retirement home owing to the fact that he has his farm land there.

Africell Launches Artist Residency In Angola

A new Artist Residency scheme is launching in Angola, enabling artists from across Africa to pursue research, build networks and bring creative ideas to life in a contemporary African setting. The residency is a collaboration between Africell, the only US-owned mobile operator in Africa, and ANGOLA AIR, an Angolan arts programme.

‘Africell x ANGOLA AIR’ offers four one-month long residencies per year. Candidates are initially selected from Africell’s operating markets of Sierra Leone, Democratic Republic of Congo (DRC), The Gambia and Angola. Artists take residence in Luanda, Angola’s capital, but have opportunities to travel to other parts of the country. At the end of each annual cycle, a special group exhibition will highlight work produced by participating artists. During their residencies, artists undertake most of their creative work at the ANGOLA AIR studio in Luanda.

Africell x ANGOLA AIR is exciting because it will spark creative connections in Africa”, says Ziad Dalloul, CEO, President and Founder of Africell.  “There are plenty of opportunities for African artists to travel elsewhere, but fewer opportunities for them to travel on the continent. By enabling the movement of young artists within and between our operating markets, the residencies will establish new networks, deepen cross-border ties, and enrich Africa’s artistic landscape”.

The first artist to take residence is Hawa Jane Bangura, an artist from Sierra Leone. A former lawyer, in 2015 Hawa Jane set up ‘The Barray’, a collective of 15 Sierra Leonean artists which holds biannual exhibitions in Freetown. She specializes in acrylic and oil painting in addition to sculpture and installation art. She believes that spending time in Angola will develop her practice.

Angola is known for its experimental creative scene”, Hawa Jane Bangura says. “It is a perfect environment for me to explore the questions I find most interesting, focusing on the concept of identity: how we, as African women, depict ourselves and tell our stories in terms of our history, our culture and our place in the world. I am excited to be part of Africell x ANGOLA AIR because it will add new angles to my work”.

Artists selected for Africell x ANGOLA AIR must have track records of collaboration with other artists and show intent either to use digital elements in their work or to reflect on digital themes (such as the social impact of digital technology) through their work. Artists are expected to not have party political alignment, and those who have not previously participated in international residency programmes are prioritised.

Commenting on the opportunities available in Angola, Founder of ANGOLA AIR Dominick A Maier Tanner says: “Since 2018, ANGOLA AIR has brought international artists to Angola, immersing them in local culture and encouraging them to absorb Angolan influences. Through this collaboration with Africell, we are enabling even more artists to travel to Angola and establishing fresh connections between Angola and other parts of Africa. Africell x ANGOLA AIR is a major addition to the Angolan contemporary arts scene and will help entrench Angola’s reputation as an arts hub”.

Africell x ANGOLA AIR is an initiative of the Africell Impact Foundation.

Created in 2022, the Africell Impact Foundation streamlines and structures Africell’s cultural and community-focused investments, connecting the work the company does across its operating markets and maximizing its positive social impact. Promoting contemporary African art is a key focus area, and Africell x ANGOLA AIR advances this objective.

Africell Sierra Leone CEO Shadi Gerjawi says that in Sierra Leone, as in Africell’s other operating markets including Angola, developing a corporate presence on the arts landscape is important for differentiating the Africell brand. It also provides valuable support to Sierra Leone’s art community.

Africell is a popular technology brand in Sierra Leone,” he explains.“Our approach has always been to focus on and support what people care about. Sierra Leone has a heritage of creative expression, which manifests in art, food, fashion and music. Africell x ANGOLA AIR relates directly to this side of Sierra Leone’s character, and we are delighted to be facilitating artistic exchange between Sierra Leone, Angola and other African countries”.

Africell Angola launched services in April 2022. Since then, it has won almost ten million customers and expanded into multiple provinces, including Luanda and Benguela. Africell is the leading mobile operator in Sierra Leone and The Gambia and a major challenger in DRC. Other ongoing Africell Impact Foundation initiatives include sponsorship of the Congo pavilion at the London Design Biennale 2023, in collaboration with the DRC’s national museum.

The Finance Act 2023: A Rethink Will Be In Place

By Amin Kef (Ranger)

It is being mooted within business circles across the country that, the Finance Act 2023, represents a short-sighted approach to addressing revenue shortfalls and may harm economic growth and development in Sierra Leone.

Financial and economic experts are of the view that while it is good to recognize the Government’s need for revenue to fund essential services, relying on overtaxing a small group of taxpayers is not a viable long-term solution.

The new tax and regulatory changes will have a significant impact on the Aviation and Tourism industry no doubt, but with higher taxes and charges on air tickets and operations in the new terminal, this could potentially discourage tourism growth and drive more people to using the boat service to Sierra Leone via Guinea.

It is important to note that, the revised GST Act Exempt Supplies list reduces the scope of GST exemptions, increasing the tax burden for businesses operating in certain sectors, including air transportation and financial services. In effect, this could lead to a further decline in the scope of such businesses making any profit to manage operating costs.

The amendment to Section 8 of the Goods and Services Tax Act, 2009 to include digital marketplaces and services is likely to result in increased tax revenue collection from online businesses operating in Sierra Leone. However, the only snag is that how many people or businesses will migrate  to the digital marketplaces and services.

The introduction of a new 2% Tourism Levy on accommodation, food, drinks, and related services offered by tourism establishments, coupled with the Annual Circulation Permit Levy of SLE 200 imposed on all vehicles (including boats and airplanes) except motorbikes and bicycles, is also likely to impact businesses negatively.

The new Minimum Alternate Tax (MAT) of 3% of turnover increases the tax burden on businesses in Sierra Leone and may hamper their growth potential, lead to job losses, reduction in expenses and investment, and see an increase in prices as companies look to increase their margins to find the 3% burden.

We understand that these measures were taken at the behest of the Bretton Woods institutions. Nonetheless, we believe that a more comprehensive approach is necessary, one that involves expanding the tax base, reducing Government spending and promoting economic growth.

Business owners are therefore urging the Government of Sierra Leone to consult more with the business community and explore alternative solutions that ensure fairness and equity in the tax system and foster a healthy and sustainable economy.

It is against this background that we at The Calabash are adding our voice to the fact that there is no economy in the world which grows when the business community of that country is facing an unfair and disadvantageous tax system.

We too want to believe that maybe, it is time for the Government to do a rethink!

Special Investigation Committee Releases Findings, Impact & Recommendations

By Amin Kef (Ranger)

The 15-Member Special Investigations Committee Report on the August 8 – 10, 2022 insurrection that took place in the East End of Freetown and in some parts of the country has been submitted to President Julius Maada Bio at State House on Thursday 13 April 2023 by the Chairman of the Committee, Dr. Emmanuel Saffa Abdulai Esq.

According to the Executive Summary of the Report, “The insurrection was well-planned, financed, organized, timed and geared towards destroying public property and undermining the peace and stability of the State by removing the legitimate and democratically elected President of the Republic of Sierra Leone, Brigadier Retired Dr. Julius Maada Bio, from political power”.

It further contained confirmation of “the use of dangerous weapons, including machetes, guns, and sticks against security personnel, to the point of murdering six of them in cold blood, injuring another who later died, and about twenty-one civilians losing their lives…”

The Report also maintained that,   “in all the hotspots, stakeholders shared names of politicians loyal to the opposition who were providing guardianship and support to the protesters. The Lungi Fuel Stations, Kaffu Bullom Chief Sisters, the APC office, the Makeni Councillor, the Magburaka-Kamakwie area.

Stated also is that there are videos and transcripts available to the effect and also that there is also an indicator that the protest was politically motivated and they were well planned, organized, and executed in a coordinated manner”.

Captured in the Report is that the International Community, particularly the United Nations Special Rapporteur on Freedom of Association and Assembly, was sending conflicting messages that inflamed and aggravated the situation, adding that protesters used their tweets to claim that the international community was in support of the action to remove the sitting government.

“Several tweets and audio files from the protesters support these claims. This gives the impression that the international community supports the protesters’ actions, despite the fact that the state was almost under siege. This goes against the international jurisprudence, which provides that the survival of the state takes precedence over rights during emergencies,” according to the Report.

Also, in the Committee’s findings  there were incessant complaints of youth unemployment and marginalization, substance abuse, economic hardship and food insecurity maintaining that these were not a justification for the level of violence perpetrated in the country.

The Committee is of the view that the indications are that they may have genuinely contributed to the August 8th to 10th incidents with rogue politicians exploiting that reality to their political advantage adding how Social Media was awash with hate messages and tribal bigotry perpetrated by one Will Kamara, alias Adebayor, and his cohorts under the umbrella of the People’s Power in Politics (PPP).

It concluded that therefore, from the evidence gathered, its members will not attribute the activities of 8th to 10th August 2022 solely to socio-economic problems confronting Sierra Leone but that the incidents connoted an insurrection against the Central Government, underpinned by strong political vendetta exhibited on Social Media and other platforms.

It further pointed out that the Government and its international partners should not be seen publicly disagreeing in a crisis situation of the magnitude of August 8–10,” he warned.

According to the Report, while at the national level, there was no evidence that the leadership of the main opposition All People’s Congress (APC) supported the insurrection based on their public condemnation of the incidents, at the sub-national level it was found that the ringleaders of the insurrection were all active members of the APC.

The Special Investigation Committee Report stated how members of the Committee were  it was provided in Lungi, Port Loko, Kamakwie and Makeni with names of individuals who were involved in the planning and execution of the incidents by providing PPP t-shirts, placards, water and food to protesters.

Included in the Report also is that Senior members of the party were also seen publicly associating with rioters who were arrested and detained at various Police Stations, and some even provided free legal services for them giving a semblance of tacit support for the insurrection.

The Committee said claims of extra-judicial killings following the August 10th protests could not be ascertained based on evidence collected from engagements with various stakeholders, including the security sector in all the areas visited.

Based on the Report, there was no information provided on either missing persons or summary executions despite repeated enquiries but said, however, public allegations of extra-judicial killings especially during curfew hours following the insurrection should further be looked into.

It was further noted in the Report that the insurrection of 8th-10th August 2022 had devastating consequences, firstly on individuals and their families who lost their loved ones and on the State of Sierra Leone, in general.

Contained also in that Report is that the wanton destruction of lives and property has created a spectacle to the world that Sierra Leone has not learnt any lessons from the conflict it went through two decades ago (1991-2002).

The Report also  underscored that the August incidents will significantly affect Foreign Direct Investment (FDI) into the country which will subsequently affect the country’s developmental strides as outlined in the Medium-Term National Development Plan (2019-2023).

Stated also was that more worrisome, is that the deep tribal, regional and political divide manifested before, during and after these incidents will continue to further undermine national cohesion and stifle socio-economic development.

Certain recommendations were proffered in the Report which Members of the Special Investigation Committee strongly believes if implemented will prevent a recurrence of the ugly incident and that will be the focus on in our next Edition.

Gento Provides Iftar for Thousands of Muslims Observing the Month of Ramadan

By Amin Kef (Ranger)

The leading SLPP Mayoral Aspirant for the Freetown City Council (FCC), Mohamed Gento Kamara, popularly known as Gento, has once again on the 12th and 13th April, 2023 demonstrated his God-given generosity to, especially, the poor and needy, by donating large quantities of bags of rice and sugar plus a handsome sum of money to Muslims in Freetown, who are observing the Holy Month of Ramadan through fasting, a mandatory obligation which is part of the Five Pillars of Islam.

This of his latest philanthropic and humanitarian gesture clearly and vividly mirrors the sort of compassionate person that he is, who is always willing and desirous to put smiles on the faces of people and to wipe tears from the eyes of the needy.

It further confirms his selflessness and love for his fellow man with no iota of doing so for personal aggrandizement, especially in such economically tough contemporary times, which most times drive some individuals to hypocritically extend certain offers.

On the 12th April, 2023 Gento donated 2,500 of bags of rice, 500 of 50 kg bags of sugar plus Five Hundred Million Leones (Le500M) to Mosques in the Municipality of Freetown as “Sunakati”, meant for the purpose of breaking the fast in the evening hours.

Out of the 2,500 bags of rice, 1,250 bags were donated to Mosques in the East End of Freetown and the remaining 1,250 were offered to Mosques in the West End of Freetown.

Availing four big trucks of his road construction company, two trucks conveyed the bags of rice to various destinations in the East End of Freetown and equally so, the other two dropped the items at strategic locations in the West End of Freetown, where they were collected to be distributed to the Imams of various Mosques.

Considerable quantities of bags of rice were dropped at Rokupa Mosque, Calaba Town close to the SLPP Ataya Base, Allen Town, Brima Lane and Taylor Street in the East End of Freetown.

The same was done at different locations in the West End where thirty Mosques benefitted.

According to plan, from those points, the Imams from the different Mosques collected assigned quantities to be used for the preparation of food, Sunakati, for members of the beneficiary Mosques for the purpose of breaking the fast.

Receiving the bags of rice and sugar, the last item which was distributed on the next day, 13th April, 2023, the Imams of the various Mosques thanked Gento profusely for what they described as a kind and an exceptional gesture. One of them expressed the view that it is indeed rare to see such a selfless person who willingly uses his resources to provide for the have-nots adding that he will be richly rewarded by the Almighty God for doing so. They blessed him and expressed the wish that he will triumph in his aspiration.

The Imams also prayed for the country to peacefully go through the multi-tier elections with no incidences of violence.

On his part, a prominent Tribal Head in Freetown stated that for an individual like Gento to demonstrate such a humanitarian gesture to Muslims in Freetown is indeed a commendable feat worthy of praise and support. He prayed that the Mayoral Aspirant will succeed in attaining his political aspiration and called on all to vote for him, come June 24th.

A former Councillor, who was representing one of the Wards in Aberdeen, where Mosques also benefitted from the gesture, highly commended Gento. He stated that for the singular reason that the Mayoral Aspirant thought of them and decided to render assistance big time, there is every reason why Freetonians should vote massively for him in the upcoming election. The former Councillor underscored that he is of the firm conviction that, when elected as the Mayor of the Freetown City Councillor, Gento will transform Freetown to the utmost satisfaction of majority of the residents.

As inter alia stated, it is well known that it is only when certain people are eagerly sorting or looking out to gain something for personal aggrandizement that they pretend that they very humanitarian.

However, in the case with Gento, it is a different story as his personality speaks volume of someone who is compassionate, generous with love for humanity regardless of whatever orientation or background people come from.

It is indisputably on record of how on countless occasions this fine gentleman, who is the man of the moment, has supported various successful initiatives including the promotion of sports, aiding traders to improve  their business ventures , providing employment for many among other laudable gestures he has made.

Besides, he is also a pious Muslim who is conscious of the challenges that thousands are going through in such difficult economic times and therefore deemed it but fitting to assist in the area of food preparation for Muslims in Freetown in this Holy Month of Ramadan. Such a person who feels for others could only be  better described as a selfless person.

Known as someone who always keeps to his promises, this aspiring gentleman recently spent a whooping sum of money to rehabilitate a bridge in one of the slum communities in Freetown, Kroo Bay, costing close to a Billion Leone, to the astonishment of some naysayers who arguably expressed the negative view that it was just an empty promise he made.

Also, just recently, he also took the bold step to electrify another community in the West End of Freetown, Madina Community within the Cockerill axis by providing another whooping sum of Le74 Million Leones (New Notes) and told the community residents to use the money that they have previously generated for the electrification of the community.

With his latest donation of 2,500 bags of rice, 500 bags of sugar and Le 500 Million Leones to Mosques in Freetown , many have maintained that Gento is indeed the most suitable Mayoral candidate that will honestly and sincerely transform the Freetown metropolis and bring it up to speed to be at par with other well planned cities in the West African Sub-Region underscoring that based on his pedigree, humanitarian attributes and not only as a result of his political ambition there is every need for Freetonians to elect him as the Mayor of Freetown.

Bio’s 5 Years In Office In The Spotlight

One of Sierra Leone’s most reputable and widely acclaimed Economists, Prince Jacob Macauley, who has been proffering  incisive economic antidotes, in terms of positive recommendations, that could have greatly helped to salvage this country’s economy, if only they were properly implemented or adhered to, as well as making well researched analysis of critical national issues, is all set to officially release his usual Integrity and Ministerial Scorecard of the current SLPP Government, specifically focusing on the five years of State Governance under the leadership of President Julius Maada Bio.

From what he intimated this medium, the report contains the highs and lows of the Bio administration bordering on its achievements as well as its failures.

He went further in underscoring how the scorecard also contains an incisive analysis of the performance of  Eight (8) key Ministries that are central in driving economic growth and how they fared throughout the five years in which the SLPP-Led Government has been in control of State Governance under the leadership of President Bio.

According to him, the analysis is anchored on the use of certain parameters out of which empirical conclusions were drawn on

the performances of these Ministries within the five years framework further maintaining that he also proffered workable recommendations, which he believes could help in positively transforming the country’s economy.

One the key Ministries that the Economist said he analyzed was the Ministry of Finance, under whose purview the Bank of Sierra Leone (the Central Bank) and the National Revenue Authority (NRA) falls.

He highlighted that with regards the Central Bank, the redenomination of the Leone was a wrong economic move  that negatively impacted the country’s economy  further expressing the view that it  greatly undermined the economy as the desired purpose was never achieved as evident in the circulation of both new and old Leone notes.

The Economist highlighted how the auctioning of the country’s dollar reserve, a step that was taken by the erstwhile Governor of the Bank of Sierra Leone, Professor Kaifala Kallon created a high inflationary situation in the country.

He argued that it is completely wrong for a Central Bank to auction dollars in its reserve when there is constant rise of inflation in the country.

The Finance Ministry, he noted, failed to monitor and supervise both the fiscal and monetary policies implemented by the Central Bank, and that resulted in an astronomical and uncontrolled rise in the exchange rate, which concomitantly resulted in the increase in the prices of goods and services.

He again maintained the view that the imposition of additional taxes by the National Revenue Authority (NRA) created more economic burden on entrepreneurs of various business ventures. In his estimation, owners of businesses have no choice but to increase prices and that affects consumers thus resulting in more hardship on the populace, occasioned by high cost of living.

Jacob Macauley recommended a review of both fiscal and monetary policies.

With respect to the Ministry of Planning and Economic Development, Macauley is of the view that since the commencement of its National Development Plan, the Ministry had focused mainly on INGOs and NGOs operations, and not much has been seen in the area of development.

He therefore suggested that the Ministry should be merged with the Finance Ministry, as it was the original situation.

Dilating on the Ministry of Mines and Mineral Resources, which supervises the National Minerals Agency (NMA), Macauley maintained that double standards exist in the Agency, as both the NMA boss and the former Attorney General had a field day, virtually seeking personal interests than the national interest. Referencing Kingho Mining Company, a Chinese iron ore mining company, he said the company came into the country with less than $400,000, and had to take loans to operate.

In relation to Kingho, he stated that both the Director General of the NMA and the former Attorney General displayed conflicting interests in awarding a contract to a company bent on exploiting one of the country’s most lucrative and priced assets.

Questioning the Reviewed Mines and Minerals Act, which he referred to as a ‘Boyfriend and Girlfriend document’, as it was prepared by both the NMA boss and the then AG to favor their interests, with the former AG being the Legal Adviser advising the Government at that time to approve the award of the iron ore mining contract since it was their preferred choice.

He stated how the Mines Ministry failed to recognize the important role that this sector plays in the economy in terms of employment, as the actions taken against SL Mining resulted in laying off staff and creating more unemployment in the country.

Looking at the Trade Ministry, Prince Jacob Macauley noted that there is no price control mechanism in place, and the monopolistic tendencies of some businesses have had a negative effect on the prices of commodities sold.

He also pointed out that since there is not effective monitoring of businesses prices of commodities are dictated by the business owners according to their whims and caprices instead of allowing the market forces to dictate the pace.

According to him, some of these traders or business people create artificial scarcities by hoarding essential commodities with the aim of increasing prices.

He even went to the extent of stating that because of lack of effective monitoring, especially by the Standards Bureau there has been a proliferation of sub-standard goods, including pharmaceutical items on the market.

In the area of Agriculture, Jacob Macauley maintained that this sector is plagued with a lot of problems which led to the failure of the Torma Bum Project.

He said farmers needed support and the provision of over 400 tractors for farming has been left in private hands, with the farmers having to pay huge rents for them. This, he furthered, has dampened enthusiasm in the sector. He noted that the President had told the country and the world that under his watch, all his appointees should be involved in agriculture so as to retain their jobs.

However, he lamented that five years down the line, where are the farms, and where are the yields from the farms to help reduce the dependence on importation of rice and other goods adding that even the locally produced rice is far expensive than the imported one.

With respect to the Lands Ministry, Macauley expressed the view that this Ministry has been doing a lot to change the many problems that it has been plagued with.

He noted that moves by the Government to provide land for less privileged in society through a raffle draw, has been a welcome development.

The Ministry, he maintained, was in the past riddled with corruption, as corrupt officials had a field day making deals, but with a proactive Minister, the trajectory has changed.

He commended the setting up of a Commission to address the many disputes over land and since then progress has been recorded. Disputes were addressed, thereby reducing the many Land cases in the Courts.

As for the Information Ministry, Macauley observed that some progress has been made in the area of free speech, with the repeal of the Criminal Libel Law, which was used by crooked politicians to arbitrarily arrest journalists , Civil Society activists and political opponents,

He pointed out that whilst the repeal is laudable, the introduction of the Cyber Crime Law has taken that progress away, as it is more draconian than the libel law, maintaining that it interferes with the privacy of individuals.

The Economist stated that the National Telecommunications Authority (NaTCA), which is under the supervision of the Information Ministry, has the mandate to seek both the interests of citizens and the Mobile Operators.

He, however, asserted that with an increase in the tariff of data and calls levied by telecommunications companies, Orange, Africell, such is adversely affecting the lives of people, especially school pupils and students who rely on the internet to do their research and work.

In his estimation , such high tariff frustrates their efforts, and is also adversely affecting the Free Quality Education of President Bio and his Human Capital Development agenda.

He said that he note there has been a lapse in the regulation of MNOs by the Authority, and that has led to the many dropped calls experienced by subscribers.

Jacob, however, commended the Weekly Press Briefings held by the Ministry, which, he said, brings the Government closer to the people.

The Transport and Aviation Ministry came under criticism for its inability to effectively control transportation fares across the country, especially as it is the case with commercial tricycles and bikes.

He said these are constantly charging exorbitant fares for even short distances, putting blame on the cost of fuel.

According to him , the Transport Ministry also supervises the Airport, and the current Security tax of $25 paid by every inbound and outbound passenger is of great concern, saying when added to the cost of air ticket it renders the ticket cost to be higher than in other countries within the sub-region.

Citing an example, he said the price of air ticket to Dubai, for instance is far higher than the cost of same in Guinea or Liberia, and this has seen many business people going to Guinea to buy ticket to travel than buy in the country.

Macauley observed that even the fee that is paid for security by passengers has not drowned the incessant complaints of missing baggage.

The ferry service, he also noted, is another problem, as there have been instances when people onboard those ferries have held their breath as the ferries go off course, apparently due to breakdowns, adding that not everyone can afford the cost of water taxis.

These lapses , he pointed out, are affecting businesses etc. He stressed that there is urgent need for this Ministry to up its game, as it is one of the most important Ministries in the development of the country’s economy.

Among the worst performing Ministries is the Water Resources Ministry. Macauley observed that with all the monies invested in this Ministry, water supply is a huge problem across the country.

He said in the capital city, which should be an exemplary point , water crisis is everywhere, with young girls and boys moving around in search of running taps or pipes. He furthered that the absence of water supply to communities has been the reason for the cutting of water pipes by people.

He also maintained that the GUMA Valley Water Company sends bills to people for water that they are not supplied adding that those who can afford to pay for water bowzers   are also sent bills, even when it is clear that they don’t get supply from Guma.

Water, Macauley stressed, is a very important commodity that is needed by everyone, and should be a priority of any Government as it is used for various activities, including cooking, bathing, drinking etc. He said the proliferation of mushroom water producing businesses has seen less supervision to ascertain the suitability of the processed water for consumption.

Prince Macauley also critically examined the President’s Addresses to Parliament and his party’s manifesto, with a view of exposing how far the Government has implemented its promises in the manifesto, as well as all what His Excellency proposed to do as captured in his addresses to Parliament.

The tail end of the Report contains recommendations on what steps should be taken to improve the economic situation in the country.
