11 Oil Wells Awarded to Innoson & Gas Limited

In an impressive economic development, IVM Innoson Group of Companies has ascertained the award of 11 offshore oil wells to the newest member of the conglomerate, Innoson Oil & Gas Limited, by the Government of Sierra Leone during a highly competitive bid process that featured other companies from different countries, including Nigeria.

A close aide of Dr. Innocent Chukwuma, the IVM Innoson Group Chairman, informed this medium that Innoson Oil & Gas team of experts in the industry had months ago presented a bid that was technically impressive and was warmly acknowledged by the authorities in Sierra Leone.

During the lincensing round, Innoson Oil & Gas was provisionally awarded offshore blocks 96, 97, 114, 115, 116, 117, 133, 134 and 135, while 15 went to Cluff Energy Africa, a joint venture between British oil tycoon, Algy Cluff and billionaire, Michael Spencer.

“I believe they must have also looked at our trajectory of growth and achievements, from a small trading firm, to the first indigenous manufacturer of motorcycles and automobiles, with interests in many other sectors of the economy,” the top manager in the group said.

He further disclosed that a couple of big Nigerian oil and gas companies operating locally and abroad, participated in the bid exercise in Sierra Leone.

An officially statement from the Sierra Leonean Presidency announcing Innoson and Cluff Energy as the successful bidders, stated that there were a total of six applications for offshore concessions in the round, which was opened two years earlier.

It also stated that Sierra Leone carried out a detailed assessment of companies whose applications were shortlisted, particularly their capacity to operate in the local environment and commitment to local content.

With the successful berthing on the oil and gas industry, Innoson has further expanded the group’s areas of operation which currently includes automobile, motorcycle, plastics, tyres and tubes, wood processing and others.

Calls For Easing Of Curfew Order…

The people are complaining in many quarters that President Bio is not democratic; in that they say when taking decisions he does not most times consider how they affect the downtrodden masses whose welfare and wellbeing he solemnly when been sworn in pledged to take care of.

Take the issue of the curfew from 9pm to 6am. Tens of thousands of urban dwellers complain bitterly that the only effect it has had on the fight against COVID-19   is to take away theirs and their families and dependants livelihood; not to talk of the extreme discomfort, and mad rush that it causes to them in the evening hours finding non-existent transport to take them to their different locations in the extreme West and extreme East of the Western Area.

As such, they are kindly, humbly pleading with the Inspector General of Police and other security authorities that whilst they remain fully compliant with the Government in the fight against COVID-19, they  should think of easing the curfew, even up to a decent 11`pm, to allow them to “pick-pick” to provide for their families and dependants , against what  those living in the Waterloo axis and beyond are reporting  bordering on  hundreds if not thousands of them daily are bogged down in Freetown by the curfew and have to find places to “carch” until the next morning. The men state that when they return home the next day, as well as the women, their wives and husbands disbelieve their stories that they were unable to get transport to go home.

The economic argument for pleading for a slight lifting of the curfew hour to 10 or 11 o clock at night, the poor say, is purely economic; that the more hours they have at night selling their “fry-fry”, pega, and other consumables to those that have “dregged”  the whole day keeps the pot boiling the next days.

Then to the IG and his commanders, the other set of people who call for lifting of the curfew are shop and store owners, of whose shops and stores have been broken to because according to them, when the streets and corners are deserted, the night robbers have a field day as they can patrol freely and choose their targets with ease.

For example, the other day, a mobile phone seller whose shop is close to the Jui OSD barracks has everything stolen by robbers who broke into his shop.

For these and other reasons (not however that forwarded by the prostitutes that business is bad for them), because of the curfew, a sizeable proportion of urban dwellers are appealing to the authorities to consider easing the curfew.

The Managing Director of Guaranty Trust Bank (GTB) Sierra Leone, Adekunle Adebiyi, recently stated that the Bank is still operating at it in highest level and they are poised to change the landscape of banking in Sierra Leone after they started operations in 2002.

Mr Adebiyi said that when they started operations the concept of banking was just ordinary and it was GTB that brought class in dress code, started the marketing aspect of banking and opened up various types of banking to cater for every sector of people in the economy.

“GTBank radically transformed the entire banking landscape and brought it in line with the fast-paced, customer-centric, technology-driven banking of modern transactions. The suite of innovative financial products and services that are designed to meet the divergent needs of the people, which has helped to expand the economy is going.”

He said the vast expansion in the branch networks has helped some of the under-served and unbanked population to be reached.

Mr Adebiyi averred that there is also an improvement in efficiency, triggered by the introduction of more advanced technology and increased competition among industry players. The performance of GTBank in the country market has transformed it into a household name in the corporate and consumer banking industry.

“With consistent delivery of efficient services, innovation and year-on-year growth, the bank has been among the most profitable and best run in the country over the past 15 years. This performance has been in the face of challenging market conditions and fierce competition in the industry.”

In recent times the Managing Director says even though they have been having challenges that have been hyped by the media, they are still making sure that they do everything possible to adhere to the Bank of Sierra Leone rules and regulations and they have made sure that their customers are well treated with respect to make sure there is no iota of doubt in the bank.

“We are very strong financially and because of our international partners and our sister GTBanks in other countries it has has given us that impetus to continue to lead in Sierra Leone with passionate staff coupled with quality services delivery at all of our branches in the country.”

Mr Adebiyi called on all Sierra Leoneans to look at the banking industry especially GTB as a development partner that is here to help grow the economy of the country by making sure the banking transactions are legitimate, employing Sierra Leoneans and protecting Sierra Leoneans assets and cash.

He said if the banking industry collapses it will have a telling effect in the country’s financial and economic system and can’t even create serious crisis in the country. Mr Adebiyi called on all to help build the financial system and not destroy it. “Let us work together and build the country’s economy as this is a challenging time for us all. The banks in the country are doing their best at this time when businesses have closed. We have kept all our workers, continue to pay them and make sure all our customers continue to get their monies when they need it.”

He said GTBank (SL) has achieved market dominance in both the upper corporate banking and middle commercial banking segments of the market, and they intend to achieve the same in the lower retail and SME segments of the market with a view to achieving financial inclusion objectives, the accumulation of social capital and mobilising cheap deposit liabilities.

“As we have launched our five years plan, which was based around the expansion of our retail footprint across the country, the strategy had involved leveraging partnerships with Fintech companies to provide customers with innovative digital products designed to meet diverse needs and are  delivered in a cost-effective manner. Through these partnerships, we have set the pace in digital banking in Sierra Leone.’

Mr Adebiyi averred that this has rollout several products including SMS banking, the first MasterCard debit card denominated in the local currency and internet banking.

“The bank was also instrumental in the deployment of ATMs across the country and the installation of Point of Sale (POS) terminals at various merchant locations to facilitate cashless transactions within the economy.”

Mr Adebiyi called on all Sierra Leoneans to continue to stay safe by following all the instructions given by the health workers to wash hands regularly, observe social distancing as he said they are very fussy about those in their banking transactions and keen on  wearing  masks stating that all should be a must to all customers entering their branches.

“Corona is real and we must stop the denial and do what is right to save our lives, that of our families and friends as well as those that are special around us in public places. We cannot afford to be lackadaisical in protecting our lives, but to be very careful, as we traverse though inconveniences to stay safe. It is better for us to wear masks at all times than to be locked up.”

 

Kerry Town to Get 150-bed Ultra-Modern Teaching Hospital

Through the Ministry of Health and Sanitation, the Government of Sierra Leone on Friday, 12th June 2020 signed an agreement with EASI Construction and Trading Limited for the construction of a 150-bed ultra-modern teaching hospital at Kerry Town in the Western Area Rural District.

The hospital will house an outpatient department, private clinics, laboratories, teaching facility, maternity wards, paediatric wards, surgical wards and provide services for Endoscopy, Chemotherapy, Dialysis, IVF, etc.

The completion of the hospital will create over 600 jobs in the health sector and it is estimated to cost around $52.5 million USD. The agreement for the construction of the hospital is on a Build-Own-Operate (BOO) Model which means the EASI Construction and Trading Limited will provide the entire funding whilst Government provides the land. The EASI Construction and Trading Limited has yielded the call of President Bio to expand health facilities and increase health infrastructure.

The agreement was signed by Mr Hashim Hashim, representative of EASI Construction and Trading Limited and Dr Alpha T. Wurie, Minister of Health and Sanitation.

 

UN Recognizes Sierra Leone’s Progress Towards Digital Cooperation

President Julius Maada Bio on Thursday 11 June 2020 thanked the United Nations Secretary General, UNSG, António Guterres, for recognising the tremendous progress Sierra Leone has made towards digital cooperation.

At a high-level UN hosted online conference to launch the roadmap and moderated by Fabrizio Hochschild-Drummond, Special Adviser to the UNSG, President Bio said his country had launched a National Innovation and Digitization Strategy as an overarching document with three key clusters – digital governance, digital identity, and digital economy.

“We have also ensured that development planning and policymaking, resource allocation, monitoring, and evaluation are driven by accurate and relevant data. Often, we render complex data as 3-D models.

“We have created various up-to-date, comprehensive, and geo-referenced data hubs that are central to key Government priorities in the areas of education, the economy, healthcare, access to justice among others.

“We are also increasingly using digital technology and innovation for automating governance processes – budget processes, revenue collection etc. This technology-mediated processes are more effective, more transparent and more streamlined,” he said.

The President was also on the forum with President of the Swiss Confederation, Simonetta Sommaruga; Crown Prince of Dubai and Chairman of the Executive Council of Dubai, H.H. Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum; Sir Tim Berners-Lee, inventor of the World Wide Web and Executive Chairman of the World Economic Forum, Klaus Schwab.

He told them that the small West African nation was also using science, innovation, and technology in the areas of resource governance with a view to bringing more sanity and transparency to that sector.

“We have recently completed a national airborne geophysical survey through which we have acquired high-resolution, high-precision data sets that will be used to drive the development of that sector. By automating processes, we are making it easier to register, start, and do business. We are also using forms of digitalisation to support entrepreneurship and business.

“The basis of an inclusive digital economy is a national digital identity platform. This is based on a biometric permanent civil registry. We have strengthened our civil registration and vital statistics systems. Through partnership with KIVA and the UN, Sierra Leone developed the first block-chain digital ID platform in Africa. This will enhance financial inclusion, public safety,service access and delivery right across board when fully implemented,”

President Bio, who was talking on ‘Digital Challenges and Opportunities that Governments Face’, said that Sierra Leone was wrestling with challenges but assured that they were also working to develop a national digital infrastructure and connectivity that would further enhance digital penetration.

“So in the last one year, we have increased mobile cell phone penetration by 7.6% to 87%, and we have increased internet penetration by 8.1% to 25%. We are still contending with low levels of digital literacy across the country and especially in non-urban areas and we are mindful of the persistent threat of digital/cybersecurity. But that, to my mind is the raison d étre for such international engagements – to learn and discuss best practices and solidify cooperation agreements and productive partnerships that will help our small countries deal with these issues. But even before becoming President, I was firmly focused on leveraging digitalisation, science, technology, and innovation for national development,” he said.

 

Seed Multiplication Programme on Course

Edward Gbappie, National Programme Coordinator of Seed Multiplication Programme in his determination to boost the food production in line with the New Direction Agenda of President Bio has made wonderful strides to take the Organisation to another improved level.

He inherited a mismanaged office where a whole national program was concentrated in two districts, Makeni site in Bombali District and Kobia site in Kambia District, depriving other districts without benefits and access to seed supply for farming.

Today, under his management, Mr. Gbappie has extended and expanded the Programme into three additional districts; Bo, Kenema and Kono with a strong determination to reach every district in the country.

Seed Multiplication Programme under the Ministry of Agriculture and Forestry was established in 1976 with a clear mandate to provide quality modified seeds for food production in the entire country and not for one or two districts as it had been before he took over.

The President in his agenda, promised to provide food enough for citizens in the country. One of the measures to achieve this dream is to have potentially rich administrative staff with vast Agricultural skills to promote the dreams.

To hit the development trajectory in the preparation of quality seed production as  post coronavirus  recovery that will support farming projects in the country, a brand new truck and two brand new tractors are currently off-loaded as equipment boost for SMP Operations in the country through the efforts of Mr Edward Gbappie and staff.

More implements are expected to arrive soon.

Since his inception, Management of SMP has provided job opportunity to citizens of the country. There is a sigh of relief that indeed SMP is a transformed, viable hub and with qualified staff to implement Agricultural programme in food production.

With the arrival of these materials, farming communities, local and International Organisations in farming, will access quality planting seeds in the next farming season.

Stats SL and World Bank Kick-Started Covid-19 Impact Monitoring Survey

On Monday 8th June 2020 Stats SL, with support from the World Bank,  commenced training of enumerators and supervisors for the Sierra Leone Covid1-19 Impact Monitoring Survey (SL-CIMS).

The survey implemented by Stats SL and funded by the World Bank hopes to provide the Government of Sierra Leone and the International community with timely, policy-relevant information regarding knowledge of, responses to and the socio-economic impacts of Covid-19 and related restrictions in Sierra Leone.

In particular, the survey will give information to effectively design, target and evaluate the policy interventions envisaged under the Quick Action Economic Response Program (QAERP) to face the Covid-19 challenge.

The survey which will be conducted via mobile phone as opposed to the conventional  face- to – face interview, will let enumerators call households and ask questions bearing on the impact Covid has had on their livelihoods  and following each completed interview, each household will be compensated in-kind, in the form of mobile airtime top up/ credit

The households were determined by a random sample of currently active mobile phone numbers from those that had been interviewed from the 2018 round of the Sierra Leone Integrated Household Survey (SLIHS).

In his keynote address at the opening of the training, the Deputy Statistician General, Andrew Bob Johnny, stated that the Covid-19 impact monitoring survey is a similar survey to the Annual Economic Survey of Enterprises (AESE), which was done using survey solutions.

He intimated all present that the enumerators who did very well during AESE are the ones that have been selected this time to work with Stats SL on the survey. He admonished all participants to uphold the integrity of the institution and their own personal integrity as well, because any slight falsification of the data will be discovered and punished heavily.

The Deputy Statistician General explained that all phone calls on the distributed phones lines, will be registered and monitored. The DSG further warned participants that monitoring of field activities will be done very vigorously, and any culprit caught, will forfeit their payment and subsequently turned over to the police for criminal investigation.

After the launch, participants were trained on how to use the training equipment, including the tablets and the phone in conjunction with the training manual. A general training was conducted and hands-on training was later conducted for 108 enumerators and 18 supervisors; amounting to a total 126 who will conduct the survey, that is due to commence on Monday the 15th June, 2020 and lasting for 19 days.

Also in attendance at the launch were The Director of Communication of Stats SL, Samuel Ansumana, The Technical Assistant to the Statistician General and his Deputy, Dr Mohamed Korjie, The Director of National Accounts and Economic Statistics Division, Mwaluma Andrew Gegbe, The Director of Demographic, Health and Social Statistics Division, Sonnia Jabbi and the Senior Human Resources Manager, Aboud John George.

Finance & Education Ministries Launch TVET Policy & Skills Development Project

On Thursday 11th June 2020, the Ministry of Technical and Higher Education launched the National Technical and Vocational Education and Training (TVET) Policy and the Sierra Leone Skills Development Project at the Ministry of Information and Communications Conference Room in Freetown.

Minister of Finance, Jacob Jusu Saffa launched the Skills Development Project while the Policy was launched by the Minister of Technical and Higher Education.
In his opening remarks, the Minister of Information and Communications, Mohamed Rahman Swaray, maintained that multiple studies have shown that TVET is concerned with the acquisition of knowledge and skills to improve oneself, communities, country and the world at large. He maintained that the launching of the project is in fulfilment of His Excellency Julius Maada Bio’s avowed interest in Human Capital Development as enshrined in the new Direction Manifesto.

According to the Minister, the launching of the project is typical of the ‘Talk and Do’ Government, led by H.E Rtd Brigadier Julius Maada Bio, whilst reiterating that the TVET project will not only help develop the middle man power of Sierra Leone, but would also address the unemployment problem in the country.
Mohamed Raman Swarray further commended the Minister of Technical and Higher Education and his team for a job well done. In a very special way, the Minister in addition expressed his thanks and appreciation to the World Bank for their support toward the project.

The World Bank Operations Officer, Social Protection and Labour, Abu Kargbo assured the Government of his institution’s commitment towards supporting the TVET project in order to ensure that the Government empowers the middle man power in the country.

He disclosed that the World Bank has provided $20 Million towards the project and assured that the Bank is ready to give additional support in order to achieve the aims and objectives of TVET.
The Director of NCTVA, Engineer Mohamed Jalloh, stated that “the key to success is education but the master key to success is TEVET.” He explained that vocational skills training provide individuals with the necessary knowledge and skills to be meaningfully engaged or self-employed.

He commended the President for delivering on this key manifesto promise and further assured him of their fullest support to ensure that the implementation of the project is done successfully.
Launching the TVET Policy, the Minister of Technical and Higher Education, Professor Aiah A. Gbakima, expressed his thanks and appreciation to his team, the Minister of Finance, and World Bank for their relentless efforts in ensuring that the project came to reality.

He felt extremely happy to officially launch the TVET Policy alongside the Skills Development Program, and stressed; “The skills development project cannot function well without a well-defined TVET Policy.” These two documents, according to Professor Gbakima, would help change the lives of the average Sierra Leonean and also keep Polytechnics alive in the country. “We need to put our hands together and train our children so that they can be employed or be self-employed,” he said, adding that it’s extremely important that we train our youth for them to be engaged in something productive.

The Minister of Finance, Jacob Jusu Saffa, said that the President had wanted to launch these projects in grand style but due to the fight against COVID-19 and the strict compliance to the precautionary measures, he was unable to do so.

The issue of youth unemployment is not new to politicians. These unemployed youths are often mobilized by politicians during campaigns. In addition, Mr. Saffa indicated that HE Julius Maada Bio during his campaign for the presidency, expressed commitment to address the problem of youth unemployment in the country, and hence it was captured in his New Direction Manifesto. “You cannot address the issue of youth unemployment without developing their skills,” he said, adding that they will not be able to earn sustained income if their skills are not properly developed. “When they are trained, they can go for high income jobs or better still, be self-employed.

This is the bread and butter issue the President has been talking about,” JJ Saffa maintained. He urged the Ministry of Higher Education to be effective and ensure that they work in high speed to actualize the project as there is more funding on the pipeline.

He revealed that in order to make the project successful, the Government has already constructed and renovated about ten Government Technical Institutes in ten districts, while the construction of six Technical Institutes in the remaining districts will soon be done.

SLAJ President Schools Press Attaches during Two-Day Induction Training

During an induction training that was conducted on the 10th and 11th June, 2020 for Press Attaches, the President of the Sierra Leone Association of Journalists (SLAJ), Ahmed Sahid Nasralla, in his address started by thanking the Ministry of Foreign Affairs and International Cooperation and the Ministry Information and Communications for organising the training for the beneficiaries who were recently appointed by the Government of Sierra Leone to work in various diplomatic missions.

The SLAJ President informed the newly designated Press Attaches that they will begin a journey on a new path as they embark on the road to become Ambassadors of the country which, to him, is a national call to service.

He underscored their new positions is in similar line of duty to journalism but said is a very different profession.

The President intimated that in journalism the beneficiaries are taught to speak truth to power, to write bluntly and most times in an abrasive manner but highlighted that in their new profession they will be taught to write and talk differently.

“For me, today is a sad day. Sad because I will be losing all of you who are among the finest crop of journalists in the country,” he bemoaned but was quick to state that he is heartened that as the saying goes ‘once a journalist, always a journalist’ pinpointing how he knows most of them will not abandon the profession but, fondly said, they will be going on a sabbatical leave and will come back later.

He implored them that as they begin the journey to put Sierra Leone first in everything they do they should remember that they are servants of the people of Sierra Leone.

The SLAJ President cautioned that whenever the beneficiaries finally go to their different stations they must remember to deal kindly with all Sierra Leoneans.

“Today you have been appointed by the SLPP Government but ensure you treat every Sierra Leonean with dignity and respect regardless of their party affiliation, tribe, region and status,” he further admonished maintaining how they must always try to promote unity among people.

He said as journalists any and everything they do out there will reflect back home and implored them to be on their very best behaviour and make the country proud.

The prolific SLAJ First Gentleman pointed out that as the Press Attaches  learn about diplomacy they must pay due attention to the protocols of how to greet, how to seat and how to dress saying some of those protocols have largely been flouted of late.

He concluded by urging these newly appointed Press Attaches to get a copy of Ambassador Soulay Daramy’s book as it teaches a lot of things within the context of ‘All Protocols Observed’.

Complacency Has No place in the Management of NP-SL Ltd

The National Petroleum Sierra Leone Limited (NP-SL Ltd) is a thriving company that is not basking on its successes which it has consciously earned over the years or resting on its oars, to degenerate into complacency with regards the importation and marketing of various high grade petroleum products in the country. Rather, the company is well positioned and very well determined to positively turn around the petroleum landscape in a more positive and well mapped out direction to create a congenial situation that will be very beneficial to its numerous customers.

Renowned for 1st for Customer Care, this leading petroleum company has been rolling out sound entrepreneurial initiatives that are  well thought out and all geared towards availing utmost satisfaction and creating the feeling amongst customers that their interests are  considerably taken into consideration by the shareholders and Management of the company.

It was against such a backdrop that the safety of customers was highly prioritized as factored into cautioning them that whenever they are purchasing fuel at the company’s Filling Stations they should not spark any naked flame, advised to switch off their mobile phones at Filling Stations, switch off vehicle engines while procuring fuel is being pumped among others admonitions. Many whom this medium interviewed recently in relation to the operations of NP-SL Ltd expressed the view that the company’s manufactured cooking gadget, known as NP Gas is a must to possess in terms of high speed performance. Besides, they opined that they find it safe to make use it as opposed to relying on wood or charcoal on the basis that NP Gas produces less hazardous gaseous emission that could be inimical to the health of individuals.  The product, it was reliably learnt, is easily refilled with gas that could be secured at any of the company’s Filling Stations and are manufactured in different cylinder sizes.
