11 Thousand Customers Bag Le 2.3 Billion from Mercury International

Already known as the millionaires’ ball, the popular 1-90 has on Tuesday 9th June 2020, put a food on the table of over 11 thousand customers who took away a whooping sum of over Le2.5 billion after the National Draw Edition 98.

The National Draw provided an increased number of winners and amount with another drop of, 1-90 amongst the winning balls: 9-30-1-3-90 (Extra 6-(24), Extra 7-(86) which saw the lucky winners in massive celebration.

The last time the said ball played, Mercury International made a payout of over One Billion, Five Hundred and Fifty-Five Million, Two Hundred and Fifteen Thousand, Four Hundred Leones (Le1, 550,215,400.00).

This massive winning came just three weeks after Mercury International Sports Betting and Lottery Company (SL) made over Le 1.7 Billion payout to more than Seven Thousand, Five Hundred lucky winners from the Saturday night ‘Lucky Draw’ Edition 94 with the popular 5/90 lottery ball ’44-4′.

Meanwhile the highest single winner of the Tuesday’s National Draw walked away with Fifteen Million Leones (15, 000,000).

Ministry of Technical and Higher Education Receives IOM Donated Equipment

The youth population in Sierra Leone makes up more than one third of the country’s total population, and the rate of youth unemployment still remains very high. Lack of employable skills is among many other factors that is responsible for the high rate of youth unemployment in the country.  Many Sierra Leonean youths lack both technical skills to secure gainful employment and also entrepreneurship education as an option for self-employment.

As a result of these challenges, a good number of these young people settle for jobs that are low paying or unsafe. There is also an increasing number of youths, especially those without formal jobs that are now turning into irregular migration as a solution to the lack of opportunities at home. A lot of Youths in the country have come to perceive irregular migration as a way to escape from poverty. They embark on perilous ‘backway’ journeys with the intention of reaching Europe or in the Middle East where they think they could get employment to support their families.

“To effectively combat irregular migration in Sierra Leone, we need to address youth unemployment and underemployment in the country through vocational and entrepreneurial education”, says Dr. James Bagonza, IOM Sierra Leone Head of Office .

Technical Vocational Education and Training (TVET) is a crucial element for youth empowerment as it can link youth skills with employers’ needs. So, bringing technical and vocational training closer to the needs of a changing labour market can help young people move into more productive and sustainable jobs.

On the 2nd of June, IOM, as part of the Reducing the Risk of Irregular Migration through Promotion of Youth Employment and Entrepreneurship in Sierra Leone project, funded by the Government of Japan donated equipment and materials to the Ministry of Technical and Higher Education (MTHE) to help vocational centers deliver the hard and soft skills needed by young people to enter the local labour market.

The equipment donated includes laptop computers, motorbikes and equipment necessary for the smooth operation of the TVET directorate, and government technical institutes (GTIs) in Bo and Kailahun districts.

“We are proud to collaborate and support MTHE through the directorate of TVET and GTIs to strengthen the capacity of TVET training in the country and as well to equip youth with market -driven skills and create sustainable employments and livelihoods”, said Dr James Bagonza, IOM Sierra Leone Head of Office a.i. . “TVET education is not cheap by any measure. The donated items will go a long way to strengthen the capacity of TVET training in the country. I have no doubt that this is a positive step towards that desired capacity we all want.”  Dr Bagonza added.

The Deputy Minister of Technical and Higher Education, Dr Turad Senesie, in his statement noted the relevance of TVET in reducing the risk of irregular migration.

“What you are doing now in terms of supporting skills training is more or else helping people not to take the risk to embark on irregular migration, and that is a laudable venture, and it is what we supposed to be doing for people in Africa’’, said Dr Senessie.

In February this year, IOM collaborated with MTHE to organize a TVET  workshop for officials from vocational training centers and private companies to disseminate the IOM “Technical and Vocational Education Training” (TVET) methodology which consists in providing a demand driven technical and vocational education that matches youth skills training and targeted companies’ occupation skills and demands.

IOM will work closely with some of the vocational centers/GTIs to conduct high quality technical and vocational skills trainings for youths in Bo, Kailahun, Western Urban and Rural districts. The trainings which will target youths mostly outside the formal educational system will be done to respond to the country’s labour market demand, improve young people’s skills, and boost their chances of finding employment thereby dissuading them from embarking on dangerous journeys.

IOM will also work with private companies including Sierra Tropical Limited to provide internship opportunities for the trainees.

Radio Viascity 100.5FM Donates Food Items to Quarantine Homes

In a bid to complement Government’s efforts geared towards combating COVID-19 in the country, the Radio Viascity 100.5 FM situated at Waterloo in the Western Rural Area District has on Sunday 7th June, 2020 donated a consignment of food items worth millions of Leones to Quarantine Homes within the Central Part of Freetown.

The items that were donated include Bags of Rice, Bags of Onion, Bags of Sugar, Gallons of Oil etc.

Speaking to this Press, Deputy Station Manager of Radio Viascity, Augustine W. Lebbie, expressed appreciation to officials of the Emergency Operation Centre (EOC) for the tireless efforts they have been putting towards the fight against the COVID-19 pandemic in the country, adding that as a responsible media institution they thought it fit to dish out the consignment of food items to Quarantined Homes within the Freetown municipality on behalf of the Chief Executive Officer, Hadija Aminata Kabba and Management and that they are doing so with the strong belief that such could be helpful especially at this decisive moment.

He encouraged them to utilize the said items for their intended purposes and to also continue to observe the preventive measures in order to curtail the spread of the covid-19 in the country.

He also admonished to strictly practice what the Government, through the Ministry of Health and Sanitation and other stakeholders have put together in terms of the protective measures that have been outlined stressing how all must treat with all amount of seriousness the advices that these experts are churning out.

He commended the Chief Executive Officer of Radio Viascity ,Hadija Aminata Kabba, for her tireless support in making the donation a success.

Mabinty Kamara, a beneficiary, expressed appreciation to Radio Viascity for the kind gesture in terms of  remembering them in this difficult time and that the said the donation came in at the right time when they are fraught with many challenges especially food items.

She assured them that the items will be used for the intended purpose and encouraged all to adhere to the preventives measures in order to curtail the spread of the virus in the country saying such will enhance the country’s potency to have an upper hand over COVID-19 in the country.

ECOWAS Committee of Experts Discusses Ease of Trade

On the 8th of June 2020 the Committee of Experts, set up by the Economic Community of West African States (ECOWAS) for Transport, Logistics, Free Movement and Trade in the fight against the Covid-19 pandemic, held a virtual meeting to firm up guidelines for the harmonization and facilitation of Cross Border Trade and Transportation in the region.

The experts are providing sectorial technical advice to the statutory decision-making bodies of ECOWAS to ensure uniform and coordinated improvement of the transport and logistics sectors, while enhancing the growth of intra-regional trade, free movement and economic growth in the ECOWAS region.

Addressing participants, the ECOWAS Commission’s Commissioner for Infrastructure, Mr. Pathe Gueye, said besides the coordination and strengthening of the fight against the Covid-19, the meeting is meant to help the region to navigate itself out of the difficult situation where it now finds itself.

Chair of the meeting and representative of Nigeria’s Minister of Aviation and Chairman of the meeting, Captain Musa Nuhu stressed the importance of finding the balance between the health well-being and economic well-being of Community citizens by ECOWAS Member States while achieving desired synergy in handling the COVID-19 pandemic.

The proposed guidelines for the harmonization and facilitation of cross-border trade and transportation are in line with the West Africa Health Organization (WAHO) and other specialized international organizations such as World Health Organization (WHO), World Customs Organization (WCO), International Migration Organization, International Civil Aviation Organization (ICAO), International Maritime Organization (IMO), African Union Commission, Africa Civil Aviation Council and the International Air Transport Association (IATA) among others.

Among others, the experts are expected to identify appropriate trade and transport humanitarian corridors and propose measures to ensure these corridors are open for medical supplies and personnel so that the fight against Covid-19 is efficient in the short medium term while ensuring continuity in community trade, transport, free movement and cross border businesses in the medium to long term.

The recommendations and the proposed guidelines from the experts will be submitted to the ECOWAS Ministers in charge of Transport and Trade who meet today the 12th of June 2020 for validation.

Defaulting Fathers on Child Maintenance to face Legal Aid Court Action

During thorough investigation mounted by this  medium it was noted that as the number of fathers defaulting on payment of monthly child maintenance payment continues to rise, mothers are piling pressure on the Legal Aid Board to take action.

“I am taking care of my child despite the COVID-19 pandemic, there is absolutely no reason why my daughter’s father should not do the same by paying monthly maintenance he has agreed to,” complained a mother who went to the Legal Aid Board office on Tuesday, 9 June 2020 to call on the Board for tough action.

The Legal Aid Board head office in Freetown receives an average of five complaints on a daily basis against defaulting fathers in respect of maintenance payment. Complaints are also received in Legal Aid Board offices around the country.

The Executive Director of the Legal Aid Board, Ms. Fatmata Claire Carlton-Hanciles on June 10, 2020 issued a strong warning to defaulting fathers to pay child maintenance including arrears or risk being dragged to court. She added that it is an obligation under the law noting that the Board will not countenance any excuse for not paying maintenance due to the COVID-19 pandemic.

“Government and employers in the private sector continue to pay monthly salaries, so fathers have to put their priorities right and first on the list should be their children,” she stressed. “The COVID19 has affected businesses but fathers should be able to take care of their children if they put their priorities right. In a pandemic, the priority for any father should be food on the table for the children,” she underscored.

Ms. Carlton-Hanciles said the Board saw this coming and had therefore engaged the Honourable Chief Justice, Justice Desmond Babatunde Edwards with a view to setting up a court to handle Child Maintenance matters. “Thankfully, a lot of progress has been made to open the Court for Child Maintenance matters and this will happen soon,” she said.

The Board is also calling on women to report domestic violence cases which have been on the increase since the COVID-19 hit Sierra Leone in March 2020. “The Board is already partnering with the Sierra Leone Police to ensure victims access justice and this is why mobile numbers of Police Officers have been given out to women and children to seek help when they are being abused,” Ms. Carlton-Hanciles said: “Equally victims should contact the Police or Board for restraining orders for those who are battered by their partners or their lives are under threat of imminent danger. We implore the general public to be vigilant during this period and intervene in cases of domestic violence,” she concluded.

Local Govt. Ministry Presents New Draft Policy to Planning & Economic Ministry

In a recent development, the Ministry of Local Government and Rural Development (MLRGD) presented a new-draft Local Government Policy to the Ministry of Planning and Economic Development as part of His Excellency Julius Maada Bio’s New Direction Decentralization drive.

During the presentation at MoPED, the Minister of Local Government, Hon. Tamba Lamina briefed the audience that he was mandated by the Hon. Vice President, Dr. Mohamed Juldeh Jalloh to work on the said policy document in line with the New Direction manifesto which seeks to divulge certain functions to Local Governments by December this year.

Hon. Lamina emphasized on the numerous loopholes and bottlenecks in the 2004 Local Government Act, which according to him has been affecting “Effective coordination between local Councils and line partners.”

Head of the Decentralization Secretariat in the Local Government Ministry, Alex Bhonapha, reiterated the commitment of the Ministry in making sure that the policy is in tandem with international best practices.

Bhonapha explained the structure of the proposed new Local Councils which he said will be called “Assemblies” and run by Governors, while changing the designation of the political head from District Chairperson.

The Minister of Planning and Economic Development, Dr. Kai Kai applauded the Local Government Ministry for such a “quality work that works in conformity with the New Direction development plans.”

Other speakers registered their utmost satisfaction with regards the draft policy and pledged their support to see that the policy becomes one of the developmentally driven documents to foster development at the local level.

The Deputy Minister of Local Government, Hon. Melrose Kargbo encouraged development experts from MOPED to feel free in modifying the developmental aspects in the document.

  “There are no Political Prisoners…” -Information Minister Asserts

The Minister of Information and Communications, Mohamed Rahman Swarray during an aired television program said that the Government of President Julius Maada Bio has no political prisoners in detention.

He was responding to the Deputy Publicity Secretary of the main opposition All Peoples Congress (APC) party, Karamoh Kabbah’s accusation that the ruling SLPP led Government is housing political detainees at the Freetown Correctional Center and other correctional centers across the country.

The Minister revealed that there are no political detainees at the Freetown Correctional Center or any other correctional center in the country. “All inmates in those facilities are incarcerated based on their individual or collective actions. They are not there because of their political affiliations or belonging, nor are they there because of what they said or did in the course of executing their political rights,” he said adding that, President Bio respects the human rights of all Sierra Leoneans and he will do all he can to protect, prevent and uphold the human rights of all.

He maintained that all those that were arrested in Tombo and Lunsar came about as a result of perpetuating riotous conducts and their arrests and subsequent detention had nothing to do with their affiliation to political parties.

The Information Minister called on the opposition APC party to be constructive in their criticisms underscoring how time for politicking is not now. “We should all come together as citizens to help transform this nation and not to be seen doing the opposite,” he cautioned.

He further urged the opposition parties to be concentrating on pertinent issues of national concern rather than focusing their time and energy on petty issues that are not beneficial to the nation. He assured Sierra Leoneans of President Bio’s continued commitment in protecting and upholding the human rights of all Sierra Leoneans irrespective of their tribe, political affiliation, religion or region.

In a nationwide conducted  survey that this medium recently concluded  mainly geared towards gauging the views of most people as to whether they are aware of the existence of and the activities of the National Petroleum (NP) Limited Company, quite interestingly, what came out vividly from the two weeks exercise was that the vast majority captured acknowledged that they are well aware of the existence and viability of one of the country’ leading and exemplary indigenous business entity that deals in petroleum products.

It was really amazing to realize that NP has become a household name within the country.
Certain people opined that with the dynamic and result-oriented Management team at the helm of affairs at NP, commendable strides will be continued that would definitely catapult the company to higher heights thereby putting it at a very vantage position to expand and
positively contribute towards national development.

“From a humble beginning, NP has indisputably become one of the giant and most successful companies in the country with a remarkable reputation of performing very efficiently within the business landscape,” Abdul Sheriff a seasoned engineer and former worker of the then Sierra Leone Refinery Company maintained.
The company was extolled for its timely honouring its tax obligations to Government via the National Revenue Authority (NRA) and for effectively rolling out its Corporate Social Responsibility that have been improving the wellbeing of the vast majority of Sierra Leoneans.

One thing why the company is nationally highly regarded, hinges on its pro-activeness with regards ensuring affordable petroleum products are always on the market.
Digging into the annals of history, it is very worthy to note that the former British Petroleum (BP) Company decided to sell its shares to the Government of Sierra Leone that was in existence at that time.
In 1996 the Government sold its 60% shares in BP to some of the company’s members of staff. 55 % was paid upfront from the end of service benefits of the workers from BP and the 5% offered to all the other workers. Thus a new company known as LEONEOIL started
operations.

It was the World Bank that proffered advice for the privatization of the company. The 55% sale of Government shares to NP therefore came as a result of the World Bank’s admonition. 4 companies took part in the bid, but it was LEONOIL that won the international competitive bidding that was conducted by Arthur De Little (a United States based Management consultancy firm). LEONEOIL later on metamorphosed into NP, meeting all the set criteria. It was understood that the members of staff were very serious and capable enough to properly manage the company to such an extent that, unlike others, it survived most of the challenges that it had encountered.

This medium also gathered that the 40% PMMC’s stake in the company, owned by the late Jamil Sahid Mohammed and Tony Yazbeck, was given as collateral for a loan from a Bank by one of the parties.

Jamil Sahid Mohammed, later sold to Cape Oil PMMC’s 40% shares to offset a fidelity loan, but LEONE OIL was not satisfied with that move and took the matter to court on the grounds that it was in violation of the M and A, which dictates that the other side has the first option to buy. The outcome of the matter was that the High Court gave judgement in favour of LEONE OIL.
Erroneously some have been misinforming that NP is unsavorily dominating the petroleum market in the country, which has turned out to be very misleading, as it was confirmed that there are other Companies marketing petroleum products that are registered with the
Petroleum Agency.

Relatedly, Petro-Leone is a storage company that was established by both Addax and Leone Oil (NP) so that petroleum products will always be available in the country and avert shortage.
Some have expressed the view that if such is discontinued, it will seriously affect the country, as shortage of fuel will frequently occur, causing a lot of inconvenience.
NP-SL has filling stations in different parts of the country, not only selling petroleum products, but also rendering other useful services to its numerous customers. It can be asserted that the National Petroleum Limited is one that has grown by leaps and bounds. It has made its mark and become a household name.

The company has provided employment for many individuals both in this country and other countries in the West African sub-region where it has branches. It offers NP Gas which is a high precision cooking gadget that is easily refilled with gas that the company sells. It is produced in different cylinder sizes and sold at the company’s Filling Stations as
well as its authorized dealers. Also, the company, in a bid to simplify the purchase of fuel introduced NP Smart Card which makes it comfortable and convenient to buy fuel without using physical cash. It is now trending. For its good performances over the years, NP-SL has proudly bagged various awards from reputable organizations.

Speaking to a top Management official of the company, he intimated with dogged determination that they are poised to serve this nation diligently by doing their best to ensure that petroleum products are available and within the reach of individuals and institutions. “Whenever it is possible we will continue to complement Government’s efforts in undertaking development programmes nation-wide,” he promised.
Many are indeed proud of the indigenous  petroleum company. 

White Paper Reveals China’s Fight against COVID -19

On June 7, 2020, China’s State Council Information Office published a white paper titled “Fighting COVID-19: China in Action”, which is an authoritative, fact-based document recording China’s fight against the virus. It aims to keep a complete record of the process on China’s arduous efforts in fighting COVID-19, to share its experience with the rest of the world and to clarify its ideas on the global battle.

The white paper says that facing this unknown, unexpected and devastating disease, China launched a resolute battle to prevent and control its spread. Making people’s lives and health its first priority, China adopted extensive, stringent, and thorough containment measures, and has for now succeeded in cutting all channels for the transmission of the virus.

The white paper states that having forged the idea that the world is a global community of shared future, and believing that it must act as a responsible member, China has fought shoulder to shoulder with the rest of the world. In an open, transparent, and responsible manner and in accordance with the law, China gave timely notification to the international community of the onset of a new coronavirus, and shared without reserve its experience in containing the spread of the virus and treating the infected. China has great empathy with victims all over the world, and has done all it can to provide humanitarian aid in support of the international community’s endeavors to stem the pandemic.

However, for quite a time, some politicians and media in certain western countries kept slandering and scapegoating China to shirk responsibility in their inadequate responses to the pandemic. They deliberately turned a blind eye to China’s contribution in safeguarding the world public health security, claimed that China was the source of the virus and tried to politicize the COVID-19 pandemic. They played up the presumptions that China was accountable for spreading the virus and concealing the facts, which have no factual basis and disrespect science.

The white paper responds to those fallacies with a clear timeline and detailed data. It states that since the first case of pneumonia of unknown cause reported in Hubei, Wuhan on December 27, 2019, China acted immediately to conduct etiological and epidemiological investigations and to stop the spread of the disease. From January 3 on, China began to update the WHO, relevant countries including the US, and regional organizations on the development of the disease on a regular basis. As a crucial step to stem the spread of the virus, the Chinese Government took the decisive measure to close outbound traffic from Wuhan on January 23, by then there was only one officially confirmed case in the US.

The timeline shown in the white paper clearly proves that some countries have been informed of the pandemic information very timely. The reason why situation in a certain country gets out of control at present is entirely the result of their own inaction and incompetence in the fight against the pandemic. The related accusations are totally untenable.

As the white paper points out, China has been doing all it can to support the international community in the fight against the pandemic. It has provided two batches of cash support totalling US$50 million to the WHO and has been active in providing medical aid to other countries. As of May 31, China had sent 29 medical expert teams to 27 countries, and offered assistance to 150 countries and 4 international organizations. China has speeded up its resumption of work and production to produce much-needed medical supplies to support the world’s fighting against the virus.

From March 1 to May 31, China exported protective materials to 200 countries and regions, among which there were more than 70.6 billion masks, 340 million protective suits, 115 million pairs of goggles, 96,700 ventilators, 225 million test kits, and 40.29 million infrared thermometers. At the virtual event of the opening of the 73rd World Health Assembly, President Xi Jinping pledged that COVID-19 vaccine development and deployment in China, when available, will be made a global public good. This will be China’s contribution to ensuring vaccine accessibility and affordability in developing countries.

As a sincere and reliable friend and good partner of Sierra Leone, China has provided six batches of much-needed medical materials to Sierra Leone to support its fight against the pandemic. The Chinese medical team, China CDC experts team and military medical experts team have also been working assiduously in case testing and treatment to support their Sierra Leonean counterparts in this battle. In the future, China will continue to provide support to Sierra Leone within its capacity.

As COVID-19 continues spreading, the world is still going through tough times. As the white paper points out, the most urgent task is to defeat it through solidarity and cooperation. The common enemy of humanity is this virus, not any particular country or any particular race. China calls on the international community to come together, acknowledge the facts and truth about China’s efforts in the fight against the pandemic, abandon prejudice and arrogance, resist scapegoating and other such self-serving artifices, and stand against stigmatization and politicization of the virus. He said in doing so, they will see that the spirit of solidarity, cooperation, responsibility and dedication leads people around the world towards victory in the fight against the pandemic.

The Chinese Ambassador said the sun will always shine again after a storm adding that as long as we don’t lose hope, we will prevail on the pandemic and the world will be a better place for all to live in.

 

Finance Minister Assures of Economic Stability

The Minister of Finance, Jacob Jusu Saffa, revealed, while dilating on the impacts of the COVID-19 on the country’s economy. during a radio program that was aired on the 10th June, 2020 via the Radio Democracy 98.1 Good Morning Salone Program, that when he took over the Ministry of Finance  the country was in a very bad situation but as a team they did everything possible to address the situation  further revealing that the national growth rate was staggering around 3.5% in 2017 and in 2019 the overall economic growth rate moved to 5.1%.

He also highlighted how the country lacked donor confidence, credibility and was out of the International Monetary Fund (IMF) programme completely underscoring that when such happens it means that by extension the country will have problems with other partners like the World Bank, Department for International Development (DfID). He said they were able to restore that relationship within eight months, adding that in 2018, they met a situation where inflation was 18% but by the end of 2019 inflation was 14%.

He also said they inherited a situation with less teachers and nurses but said they were able to employ over 5,000 teachers and 4,000 nurses and increased the minimum wage from Le500, 000 to Le 600,000.

Underscoring the impacts of COVID-19 on the economy, he said, the outbreak caused a drop in economic activities in the country, adding that Hotels, Mining companies, Agricultural activities were all affected resulting in a drop in the country’s GDP maintaining how a final assessment conducted by the Government of Sierra Leone and the IMF has projected that the economy by the end of this year will drop by -3.1 percent.

The Finance Minister postulated that when economic activities drop they have immediate impact on revenue, adding that the revenue projected in 2020 which is 6.4 Trillion will drop to 5.4 Trillion in other words 100 Million Dollars lost which will affect the overall revenue.

Jacob Jusu Saffa assured Sierra Leoneans that despite the COVID-19 pandemic the implementation of the 2020 budget and the National Medium term Development Plan may not be affected.

He said that it is expected that when there is a drop in revenue or slowdown in economic activities, budget implementation will be affected saying as a result of  proactive leadership, they anticipated that and moved fast to mobilize external resources so that the revenue lost will not affect the implementation of the 2020 Budget.

He further revealed that under his leadership and support of the entire economic management team, the Government through a credible programme has mobilized additional resources from partners like $143M from IMF which is highly concessional, $25 from the Islamic Development Bank, $25M budget support for energy, $100M from the World Bank and $10M from the European Union.

He stated that Government is going to implement different projects on road, electricity, water, agriculture and youth empowerment as stated in the 2020 Budget, adding that these projects will not only bring service delivery to the people but also create job opportunities that will put food on the tables of Sierra Leoneans.

“This is going to be a big boost for residents in those places as they have been deprived from the national cake for over 40 years running,” he underscored pointing out how electricity and water supply are essential needs to foster development maintaining how the Government is indeed moving in the right direction to address the water and electricity constraints in those townships.

He admitted that the COVID-19 has negatively impacted the economy, but noted that the Government is on track to ensure that they cushion the impact through the Quick Action Economic Response Programme (QAERP) with the overall goal of maintaining macro-economic and financial stability and mitigate the impact of COVID-19 on businesses and households.
