Caritas Engages Men of Makorbeh Community to Combat Sexual Gender-Based Violence

Caritas Sierra Leone, through its Strengthening Behavioural Change on Sexual Gender-Based Violence (SGBV) Project, recently engaged men of Makorbeh Community in Songo, Western Rural Area to discuss the critical role men could play in the fight against SGBV.

The meeting, held on Friday, April 19, 2024, under the shade of trees in front of the Makorbeh R.E.C Primary School, saw a diverse group of men, both young and old, coming together to discuss this pressing issue.

Head of the project, Kumba Emmanuella Gando, outlined the project’s objectives, emphasizing the need to strengthen institutions and engage state actors, focused on SGBV, to educate the public about their mandates. She highlighted that the project is targeting twenty communities in the Western Rural Area, with an extension of six months from its initial one-year period to achieve its goals.

Kumba Gando stressed Caritas’ commitment to ensuring women live in a violent-free society and underscored the importance of men serving as ambassadors in the fight against SGBV.

Abu Bakarr Sesay, the Youth Chairman of Makorbeh Community, shared how the project had heightened awareness about SGBV issues in the community. He expressed a newfound sense of responsibility among men to protect women and girls, positioning himself as an advocate against SGBV in Makorbeh and surrounding areas.

Regarding the current status of SGBV in the community, he noted that while there are presently no reported cases, historical records indicate a prevalence of violence against women and girls in society.

Ahmed Turay, Senior Social Service Officer of the Ministry of Gender in the Western Rural Area emphasized the marginalized status of women, who often suffer various forms of abuse from men. He highlighted the provisions of the Gender Equality and Women Empowerment Act, 2022, designed to protect and empower women to assume leadership roles in society.

Ahmed Turay stressed the importance of viewing women as vital contributors and agents of change rather than targets of violence. He also reminded men that the law protects them as well, urging them to report instances of violence perpetrated against them by women.

Andrew Kponeh, speaking on masculinity and SGBV issues, attributed some men’s abusive behavior toward women to innate physical characteristics. He suggested that if men could better control these tendencies, instances of violence and sexual assault would decrease.

The engagement marked a significant step forward in involving men as allies in the fight against SGBV, highlighting the importance of community-driven initiatives in addressing this pervasive issue.

In a move to bolster personal security, streamline public services and fortify national identity infrastructure, Sierra Leone is translating a transformative initiative centered around the issuance of Biometric National Identity Cards.

These cutting-edge cards, equipped with advanced features including a chip embedded with biometric data, are rapidly emerging as indispensable tools for citizens and non-citizens alike.

The initiative, spearheaded by the National Civil Registration Authority (NCRA), aims to provide citizens with a secure and multi-purpose form of identification that facilitates seamless access to government facilities, financial services, and other essential transactions. With an emphasis on security and efficiency, the Biometric National Identity Card promises to revolutionize identity verification processes while enhancing the overall security architecture of the country.

One of the key milestones in this initiative is the mandate by the NCRA for the use of National Identification Numbers (NIN) for pupils in public examination classes, underscoring the growing significance of the Biometric Identity Cards in the education sector. The cards are set to play a pivotal role in not only verifying identities but also in facilitating remote Know-Your-Customer (KYC) checks in the financial sector, thus bolstering efforts to combat fraud and enhance financial inclusion.

Highlighting the importance of this initiative, the NCRA has urged Sierra Leoneans to prioritize obtaining their Biometric ID Cards, citing its role in personal security, national development, and access to essential services. The institution emphasizes the statutory obligation and the unique National Identification Number (NIN) as pivotal security elements, urging citizens to fulfill their civil responsibility by acquiring the cards.

To facilitate the application process, the NCRA has established specific offices and designated centers across Sierra Leone, strategically located for easy accessibility.

Furthermore, in a bid to enhance accessibility and efficiency, the NCRA has introduced specialized corporate services tailored for organizations and institutions.

Designated centers and six specific offices have been opened throughout the country in locations that are easily-accessible, as part of efforts to facilitate the ID registration process. The centres are:

Named in honor of Dr. Manfred Jäger, the educational center stands as a testament to the enduring legacy of philanthropy and commitment to education. Autism Consortium Launches Fundraising Initiatives to Empower Persons with the Disability

In a groundbreaking initiative aimed at providing support and raising awareness for individuals with autism in Sierra Leone, the Autism Consortium, a coalition comprising four local autism organizations, is spearheading a series of events and fundraising activities. The consortium, comprising Junior’s Place of Hope, Life of an Autistic Mum, Puzzle Pieces and Sierra Leone Autistic Society, launched their efforts on Saturday, April 20th, 2024, with a walk and various fundraising initiatives aimed at empowering those affected by the disability.

The primary focus of the consortium is to raise awareness about Autism Spectrum Disorder (ASD) while also generating funds to support individuals with autism, their families, caregivers, educators, and schools.

Their multifaceted approach includes projects like the Kids Club and Skills Training Center with the aim to assist children and young people with autism to acquire essential skills for integration into society.

Recognizing the critical importance of early intervention the organization stresses the need for support from parents and the community to ensure the well-being and development of individuals with autism.

One significant project launched by the consortium is the establishment of a special education school catering to children with autism and other special needs who require additional care and attention. The school not only provides education but also empowers parents and caregivers to create nurturing environments conducive to the holistic development of these individuals, enabling them to reach their full potentials.

Members of the Autism Consortium emphasize the urgent need for increased awareness and understanding of autism within the Sierra Leonean society. They highlighted the importance of combating stigma to ensure that individuals with autism have equal access to education and social opportunities like any other children or young persons. Confucius Institute FBC Commemorates 2024 International Chinese Language Day

The Confucius Institute at Fourah Bay College, University of Sierra Leone (USL), marked the 2024 International Chinese Language Day with a commemorative event held on Saturday, April 20th, 2024.The ceremony, which also marked the 15th United Nations Chinese Language Day, has been celebrated annually on April 20 since 2010 at the Confucius Institute of Fourah Bay College on the University of Sierra Leone (USL) Campus in Freetown.

In his address, Professor Chen Xuebin, Chinese Director of the Confucius Institute, expressed gratitude for the opportunity to host the event on behalf of the Chinese Embassy.

He revealed that the International Chinese Language Day, established by UNESCO, honours the cultural significance of the Chinese language worldwide, underscoring the rich history of the Chinese language, spanning millennia and its embodiment of Chinese civilization’s wisdom and traditions.

Prof. Chen Xuebin said due to the scheduling difference between the lunar and solar calendars, International Chinese Language Day falls on April 19th this year, differing from its typical date of April 20th and that the celebration at the Confucius Institute was postponed by one day to allow broader participation, emphasizing inclusivity in commemorating the special occasion.

He maintained that the event featured various activities showcasing the beauty and depth of the Chinese language and culture. These included a Chinese dictation competition, a Chinese Film and TV Series Dubbing Show, as well as demonstrations of Taiji and Chinese Dance. Participants engaged in immersive experiences aimed at fostering greater appreciation and understanding of Chinese language and culture.

Prof. Chen expressed gratitude to all participants, organizers and supporters whose dedication contributed to the success of the event. He highlighted their commitment to cross-cultural exchange and cooperation, reflecting the Confucius Institute’s mission.

As attendees embarked on a day of learning and celebration, Prof. Chen encouraged them to reaffirm their commitment to promoting linguistic diversity and cultural understanding, hoping that the festivities would inspire continued language learning and exploration, fostering connections that transcend borders and enrich lives.

Brima Bah, Deputy Registrar of FBC, underscored the pivotal role of the Confucius Institute in Sierra Leone’s educational landscape.

He advocated for its expansion to accommodate more local participants and pledged Fourah Bay College’s support in facilitating this growth.

In his keynote address, H.E. Ambassador Wang Qing, Chinese Ambassador to Sierra Leone, expressed gratitude to the Confucius Institute team for their diligent organization of the event. Reflecting on the global interest in learning the Chinese language, Ambassador Wang highlighted several compelling reasons driving its popularity.

He underscored the significance of the Chinese language as the most widely spoken language globally, serving as a gateway to understanding China’s rich culture and heritage. He referenced H.E. President Julius Maada Bio’s recent state visit to China, where the President expressed a growing desire among Sierra Leoneans to learn the Chinese culture and language, evident in the popularity of the Confucius Institute.

Ambassador Wang emphasized the practical benefits of learning Chinese, citing its status as one of the United Nations’ six working languages and its integration into national education systems worldwide. With China’s economic development and global influence on the rise, proficiency in Chinese opens doors to career opportunities and enhances international cooperation, he added.

The ambassador emphasized the role of the Chinese language in fostering mutual understanding and cooperation between China and other nations, aligning with President Xi Jinping’s Global Civilization Initiative. He highlighted Sierra Leone’s commitment to strengthening collaboration with China, promoting people-to-people exchanges and deepening friendship and cooperation.

In closing, Ambassador Wang expressed gratitude to the Confucius Institute team and the Government of Sierra Leone for their support in promoting cultural exchanges. He encouraged participants to embrace Chinese language and culture, fostering closer ties between China and Sierra Leone for a brighter future.

The event, featuring Taiji, Chinese singing and dancing performances, a Chinese character dictation competition, Chinese dubbing display, and various other activities, was filled with a warm and lively atmosphere. It concluded with heartfelt wishes for a pleasant day, resonating with the spirit of unity and learning that defined the International Chinese Language Day commemoration at the Confucius Institute of Fourah Bay College.

DoFA Concludes 4th Symposium, Emphasizing Respect for Elderly Citizens

The Dorwontony Organization for the Aged (DoFA) concluded its 4th symposium on Tuesday, April 23, 2024 in a bid to enhance the well-being of the elderly in Sierra Leone. Held under the theme: “Bridging the Gap Between the Youth and the Aged,” the symposium brought together stakeholders, youth and elderly participants at the 50/50 Group Hall on Tower Hill in Freetown.

Reflecting on the symposium’s purpose, Doreen Barrie, the Founder and Chief Executive Officer of Dorwontony Organization for the Aged (DoFA), highlighted its annual role in addressing issues affecting the elderly in the country. She emphasized that this year’s 4th edition is aimed to foster better understanding and connections between the younger generation and the elderly.

She underscored that the symposium serves as one of the organization’s initiatives dedicated to enhancing the welfare and status of aging individuals, particularly during challenging times further emphasizing the importance of ongoing support from the Government and other institutions for the elderly.

Moreover, Doreen Barrie pointed out the longstanding gap between the youth and the elderly, stressing the necessity of bridging this divide. She emphasized the need to combat neglect toward the elderly and advocated for a renewed commitment to caring for them.

She concluded by stating that the symposium provided a platform for stakeholders to engage in dialogue, brainstorm solutions and chart a path forward to change the narrative related to the elderly.

Ibrahim Mohamed Sesay, a Social Service Officer at the Ministry of Social Welfare and Children’s Affairs, acknowledged his Ministry’s responsibility for elderly care in the country.

He mentioned the Ministry’s efforts in that regard, despite resource limitations and other challenges disclosing how a section has been created within the Ministry to facilitate collaboration with organizations like DoFA to provide assistance to the elderly.

Moreover, he affirmed that the Ministry is actively working toward the enactment of regulations aimed at promoting and protecting the interests of the elderly population in Sierra Leone.

Mohamed S. Bah, the Chief Executive Officer and Founder of Healthcare for the Aged, referenced the 2019 Sierra Leone Demographic and Health Survey (2019 SLDHS), which revealed that there are over 200,000 elderly individuals in the country.

He noted that 80% of them are illiterate, while only 3% have university education, highlighting the educational disparity among the elderly population.

Mohamed Bah pointed out that many elderly individuals do not work in the formal sector and therefore lack contributions to NASSIT, the national social security scheme. Consequently, he stated that numerous elderly individuals are suffering without access to NASSIT benefits, underscoring the absence of regulations to safeguard and support the elderly.

Dr. Julius Spencer, on his part, emphasized that many young people underestimate the importance of aging. He highlighted the role of NASSIT in supporting elderly individuals and stressed the necessity for young people to contribute to the scheme to safeguard their own old age.

In her keynote address, Mayor of the Freetown Municipality, Yvonne Aki-Sawyerr, expressed gratitude to the Dorwontony Organization for the Aged (DoFA) for organizing the symposium, particularly focusing on the theme: “Bridging the Gap Between the Youth and the Aged,” which she deemed highly significant.

She highlighted the unfortunate reality in Sierra Leone, where not all elderly individuals have the opportunity to enjoy old age, noting that many elderly people suffer due to lack of care-giving support, while some are childless. She also called upon the youth of Sierra Leone to demonstrate respect and compassion toward the elderly population.

“Young people should honor and support the elderly because aging is a stage that every individual will eventually experience. Instead of neglecting them, we should approach them, learn from their wealth of experience, and show them care,” she emphasized.

The highlight of the event was a panel discussion centered on the theme: “Bridging the Gap Between the Youth and the Aged,” featuring Christiana M. E. Sutton-Koroma Rev, Mariama Mabel Janneh, James M’batilo Lumeh, and Dr. Julius Spencer as panellists, with the Marketing Director of Afrimoney serving as the moderator.

The session was followed by an interactive question-and-answer segment, providing an opportunity for the elderly attendees to share their experiences.

With Government to Offset Outstanding Debt…   Karpowership Commences Partial Electricity Supply to the Capital City of Freetown

 Residents of Freetown will now breathe a sigh of relief as it was reliably learnt by this medium that an agreement has been reached between Karpowership Management and the Government of Sierra Leone. Based on the agreement reached, Karpowership has decided to partially supply electricity to the capital city of Freetown.

As Freetown was plunged into darkness for over a week as a result of frequent electricity outage affecting various facets of life, on Thursday April 18, April 20, 2024, President Dr. Julius Maada Bio convened a high-level meeting at State House with key stakeholders from the energy sector in response to the dire energy situation plaguing Freetown. The aim of the meeting was to urgently address the power outage crisis gripping the capital city of Freetown.

The meeting, attended by a high-powered delegation and representatives from crucial energy sector entities, sought prompt solutions to alleviate the energy woes afflicting the capital.

According to the Directorate of Communications, Office of the President, the discussions centered on devising immediate measures to tackle Freetown’s energy crisis and restore reliable electricity supply to its inhabitants.

An understanding was reached between the Government and Karpowership on Saturday, April 20,2024 for electricity supply to be partially provided for the Western Area. However, both parties agreed to continue negotiations on payments this week.

Whether this understanding reached will hold is a wait and see situation as previously similar agreements had been made to establish a payment plan but the Government failed to fulfill its commitments to settle millions of dollars owed to Karpowership.

Details of the new agreement have not been disclosed yet and the Government of Sierra Leone is yet to issue a press release regarding the payment.

Prior to the understanding arrived at the meeting, Karpowership stated its stance on taking the difficult decision to scale down its supply from 65MW to 5MW which was made known in its recent Press Release that it had to limit its energy generation in Sierra Leone, where it has met 80 percent of the country’s electricity needs since 2018.

The service provider revealed that it has not received payment from the country for a long time forcing it to reduce its electricity production because it could not pay fuel suppliers. It categorically pointed out that they regretfully had to reduce production but will continue to have low production in order to continue to provide service to critically important institutions such as hospitals and schools.

According to Karpowership, since 2018, it has been a proud partner of Sierra Leone, providing reliable energy generation through their innovative Powership technology furthering how they take their responsibilities to partner countries seriously and do the utmost to accommodate challenging circumstances.

However, the electricity supplier stated how the inability to procure fuel due to outstanding payments, not only to Karpowership but also to third-party suppliers, has forced them as a company to take that difficult step.

It reiterated that in light of the situation, they have made the decision to maintain a low level of generation to ensure that essential public services, including hospitals and schools, have access to electricity.

“We recognize the impact of the suspension of operations will bring disruption to Freetown and other areas. We deeply regret we have had to take this difficult decision, but without fuel we simply can’t produce electricity,” Karpowership stated adding that it remains committed to working closely with officials underscoring how they understand the importance of reliable electricity supply for the development and well-being  of the country stressing that they are dedicated to finding a sustainable solution.

As for now it is not really clear as to whether the Government is prepared to offset the outstanding debt of over $40 Million it owes the service provider

But what is sure so far is that the energy service provider, Karpowership, is a business entity that definitely depends on the availability of capital to continue its operations. In the absence of funds it cannot continue to operate effectively.

Also calls that were made for the removal of the Minister of Energy, Alhaji Kanja Sesay, were not the panacea to the energy problem because for him to function effectively, resources have to be provided.

According to a School of Thought whether the Minister, Alhaji Kanja Sesay, goes or not, the problem hinges on lack of adequate resources.

In a bid to enhance accessibility to petroleum products, NP-Sierra Leone Limited (NP-SL Ltd) on Saturday 20th April, 2024 inaugurated a new Filling Station named Abyei Gas Station in Zimmi Makpele Chiefdom, Pujehun District, Southern Sierra Leone. The Filling Station, situated along the Liberia Border highway, aims to address the longstanding challenge of fuel scarcity in that region.

Welcoming the gathering, Bintu M. Jalloh, representing the Paramount Chief of Makpele Chiefdom, expressed gratitude for converging to commission the Filling Station, emphasizing the alleviation of fuel shortages in Zimmi and its environs.

She highlighted the community’s reliance on a single Filling Station over the years, causing inconvenience for residents of which she expressed optimism that this new one they are about to commission will put to an end the constrains they had been facing.

Speaking on behalf of the Chief Executive Officer of the Filling Station, the Deputy Chief Executive Officer, Lahai Sandi Koroma, expressed gratitude to community stakeholders and NP-Sierra Leone for their unwavering support throughout the project’s duration.

He highlighted the commitment of the CEO, who is currently serving with the United Nations Interim Security Force in Sudan, to invest in Sierra Leone by establishing Filling Stations across the country.

Lahai Sandi Koroma noted that the CEO has already completed two Filling Stations, one in Bo Township and another to be commissioned in Zimmi plus one nearing completion in Gendema, scheduled for commissioning later on.

He emphasized that the new Filling Station has provided job opportunities for residents of Zimmi and surrounding areas as well as addressing the longstanding issue of fuel scarcity in the locality.

Lahai Sandi Koroma assured the availability of petroleum products at the Station and also urged residents to take ownership of the facility, emphasizing its benefits not only for his family but also for the majority of residents of Zimmi and beyond.

On his part, Ambassador Kobi Walker, the Chief Executive Officer of NP-Sierra Leone Limited (NP SL-Ltd), assured residents of Zimmi that the new NP-SL Filling Station they are commissioning will effectively address the issue of fuel shortage, making it a thing of the past. He emphasized that the commissioning of the new Filling Station signifies growth and increased sales for the company.

He reiterated that the new outlet will not only ensure the availability of fuel at all times but also provide job opportunities for local residents. He highlighted that this initiative aligns with one of the Government’s key agendas of creating 500,000 jobs for young people in the country.

Furthermore, Amb Kobi Walker emphasized the company’s commitment to empowering local entrepreneurs and contributing to nation-building by facilitating easy access to petroleum products.

He encouraged others to follow the example set by Lahai Sandi Koroma, the CEO of the Filling Station, who despite residing abroad, has demonstrated his love for the country by establishing Fuel Stations in Bo, Zimmi and the nearing completion one in Gendema.

The NP-SL CEO urged residents to take ownership of the new Filling Station by supporting it through patronage.

Officer in Charge of Zimmi Police Station, Inspector Juldeh Jalloh, expressed appreciation to NP-Sierra Leone Limited, (NP-SL Ltd) for the construction of the newly Filling Station in Zimmi adding that this has changed the face of the community further noting that such an investment is not only important but timely for the people of Zimmi and its environs.

He also encouraged members of the public to see the investment as their own and stated that they will also serve watchdogs for NP-SL.

Inspector Jalloh assured all of their security presence in the Filling Station in fulfillment of their mandate as a Force for Good to protect life and properties.

Vandi Mansaray, a bike Rider of Zimmi expressed appreciation to NP-SL for commissioning the Filling Station, noting that as` bike riders they have been faced with a lot of constraints in securing fuel furthering that they had to go to as far as Bo to secure fuel but said with this new NP-SL Filling Station in Zimmi it will surely address those fuel constraints in that part of the country.

The event was climaxed by the official unveiling of the new Filling Station by the Chief Executive Officer of NP-Sierra Leone Limited, (NP SL-Ltd), Kobi Walker, the representative of the  Paramount Chief of Makpele Chiefdom, Bintu M. Jalloh and other stakeholders of Zimmi.

Since President Dr. Julius Maada Bio officially appointed, Musayeroh Barrie, on August 29, 2023 to serve as the Director General of the Sierra Leone Civil Aviation Authority (SLCAA) it has been a completely different story for the country’s aviation sector as there is now seamless remarkable transformation taking place within that institution.

Her appointment was widely acclaimed the new Director General, Musayeroh Barrie, came with her over a decade of experience, having served with distinction at Westminster Aviation Security Services Ltd, where she played a key role in ensuring the effective operation of airport security at the Freetown International Airport.

With a background enriched by academic prowess and practical experience, she brought to the table a unique blend of expertise, strategic insight and managerial acumen. Her illustrious career trajectory, coupled with a passion for aviation, put her in the stead to effectively navigate the complex landscape of civil aviation regulation and governance with finesse and proficiency.

As a matter of fact it was not a misnomer when the Head of Services for Westminster Group PLC, Joanna Fowler, expressed confidence in her ability to excel in her new role.

True to her ability, the new Director General wasted no time in leveraging her expertise and leadership to enhance Sierra Leone’s aviation landscape. Indisputably, one of her notable achievements was leading the SLCAA delegation to the International Civil Aviation Organization (ICAO) Western and Central Africa Office in Dakar, Senegal, where she demonstrated Sierra Leone’s commitment to aviation excellence on the international stage.

Without exaggeration, under her stewardship, Sierra Leone has made significant strides in strengthening bilateral relations with Italy’s Civil Aviation Authority, led by President Pierlugu Umberto. That was evidenced by the signing of a historic Bilateral Air Service Agreement (BASA) during President Umberto’s visit to Sierra Leone. The agreement, which was built upon initial discussions at the ICAN summit in Riyadh, laid the foundation for enhanced cooperation and the development of air transport links between the two nations.

As a matter of fact, during President Umberto’s visit, Musayeroh Barrie, facilitated discussions aimed at expanding bilateral ties and fostering socio-economic growth through aviation initiatives. The delegation’s engagements included meetings with high-ranking officials, highlighting Sierra Leone’s commitment to aviation advancement and collaboration.

Such was evident at the 1st Workshop of Air Transport Consumer Protection Focal Persons in West African States, where she joined representatives from ECOWAS Member States to discuss the importance of safeguarding passenger rights and enhancing regulatory frameworks to promote a harmonized approach to air travel.

Significantly, another of her distinguished achievements included her unwavering commitment to safety and regulatory compliance. Recognizing safety as the cornerstone of a robust aviation ecosystem, she has instituted rigorous safety protocols, regulatory frameworks and oversight mechanisms to ensure the highest standards of safety and security in Sierra Leone’s airspace.
