NP (SL) Expands Operations, Inaugurates New Fuel Station in Bunumbu Township

In a significant step towards enhancing accessibility to petroleum products in Sierra Leone’s Eastern region, NP Sierra Leone Limited (NP-SL Ltd) marked a momentous occasion on Saturday, February 10th, 2024, with the inauguration of a new filling Station in Bunumbu Township, situated within Kailahun District.

This expansion underscores NP-SL Ltd’s commitment to its core values of accessibility, quality, and community engagement. The newly established Filling Station, strategically positioned in Bunumbu Town, Peje West Chiefdom, is poised to cater to the petroleum needs not only of Bunumbu residents but also those in neighboring chiefdoms within the District, including Malema, Mandu, and Penguia.

During the commissioning event, Ambassador Kobi Walker, Chief Executive Officer of NP Sierra Leone Limited, addressed attendees, emphasizing the company’s dedication to addressing the longstanding challenge of fuel scarcity in the region. He acknowledged the difficulties residents faced in accessing petroleum products, often having to travel long distances to Daru or Kenema. Walker assured the community that the new NP-SL Filling Station would alleviate these challenges, ensuring reliable access to fuel and other petroleum products.

His remarks were met with enthusiastic applause, reflecting the community’s anticipation and appreciation for the new infrastructure. He expressed optimism that the presence of the Filling Station would not only meet immediate fuel needs but also attract additional investments to the chiefdom, fostering economic growth and development.

Highlighting the advanced technology employed at the new Filling Station, the Chief Executive Officer mentioned the installation of sophisticated pumping machines, which are among the most advanced in the country. He also hinted at future plans to introduce a card system for purchasing petroleum products, further streamlining transactions and enhancing customer experience.

The inauguration of the Bunumbu Filling Station was met with widespread support from various stakeholders, including local authorities and community members. Deputy Superintendent of Police Ansumana Conteh commended NP-SL Ltd for its investment, emphasizing the importance of security in safeguarding the facility and its patrons.

Yusuf Alusine Moigua, Chairman of the Bike Riders Union in Bunumbu, echoed the sentiments of improved accessibility and convenience brought about by the new Filling Station. He expressed confidence that it would alleviate the challenges faced by residents during times of crisis.

In his vote of thanks, Alhaji Amara James, the Proprietor of the new Bunumbu Filling Station, expressed gratitude to NP Sierra Leone Limited’s Management and community stakeholders for their support throughout the project’s development. He reiterated his commitment to serving not only Bunumbu Township but also neighboring communities within the district.

The ceremonial cutting of the tape by CEO Kobi Walker and Sales Manager Vandi Bockarie marked the official opening of the Bunumbu Filling Station, a moment celebrated by attendees from all walks of life.

Obtain Your Biometric ID Cards Now as March 31 Deadline Looms

With the clock ticking towards the looming deadline of March 31, 2024, citizens and non-citizens alike are urged to take prompt action in obtaining their Biometric ID Cards issued by the National Civil Registration Authority (NCRA), as failure to do so risks being left out of crucial services and compliance with legal mandates.

Recognizing the significance of this deadline, authorities stress the importance of acting swiftly to avoid last-minute rushes. The mandate for acquiring these ID cards stems from a collaborative effort among the NCRA, the Sierra Leone Police (SLP), and the Office of National Security (ONS), as per a Cabinet Directive ratified by Parliament in March 2022.

The directive requires mandatory linkage of Identification Cards (National, Non-National, and ECOWAS) with the National Identification Number (NIN) for accessing essential services, including financial transactions, vehicle registration, public and private institution recruitment, and more.

According to officials, obtaining National and Non-National ID Cards is obligatory, while the ECOWAS ID Card is optional. Joint efforts aim to ensure compliance with the Cabinet Directive and its Parliamentary Ratification, effective April 1, 2024, emphasizing the importance of reliable identification for all residents to maintain national security and consistency in personal information.

Authorities appeal to the public to initiate the ID card acquisition process immediately, utilizing designated registration centers across the country. These centers, including six specific offices and mobile units deployed to remote areas, aim to facilitate widespread access to identification services.

For those unable to visit physical centers, online registration options are available. Additionally, specialized corporate services are provided for organizations and institutions.

As the deadline approaches, securing Biometric ID Cards not only ensures compliance with legal mandates but also contributes to a more connected, transparent, and prosperous Sierra Leone. Don’t wait until the last minute; act now and skip the queue.

It should be noted that the NCRA has established several registration centers nationwide to streamline this process. These centers, along with six designated offices strategically located across the country for easy access, aim to facilitate the ID registration process. The designated centers are as follows:

Sierra Rutile Limited, one of Sierra Leone’s leading rutile mining companies, has announced a temporary suspension of its operations in the country. In a notice issued by Barry Honnah, the Company’s Human Resource Manager, the decision was made to allow for negotiations between the company and the Government regarding a fiscal regime.

Effective March 11th, 2024, Sierra Rutile Limited will cease operations until further notice. The suspension comes as the company aims to collaborate with the Government of Sierra Leone (GoSL) to establish a mutually agreeable fiscal framework for Area 1. During this period, only essential staff, such as security personnel, will remain on-site to safeguard the company’s assets. All other employees will be required to stay at home, with full salary payments guaranteed unless otherwise directed.

The temporary suspension is a strategic move by Sierra Rutile Limited to focus on restructuring its operations, reducing costs, and adjusting production plans in response to current global market conditions impacting rutile demand and prices.

“This decision, albeit challenging, is necessary as we navigate through negotiations with GoSL and reshape our business for a sustainable future,” stated Sierra Rutile’s Board and Management.

However, the situation has introduced uncertainty among the workforce. The company urges patience as it endeavors to secure an agreement with the Government that supports production under conducive market conditions.

The fiscal dispute stems from the Government’s decision, as conveyed by Minister of Finance, Sheku Fantamadi Bangura, in January, to reverse tax incentives granted to Sierra Rutile Limited through a Parliamentary agreement in 2001. Despite attempts to reach Minister of Mines and Mineral Resources, Julius Mattai, for comment on the company’s suspension, no response has been provided.

Sierra Rutile Limited remains committed to finding a resolution that benefits both parties and ensures the long-term sustainability of its operations in Sierra Leone.

SLAJ President Leads Community Engagement to Combat Disinformation at Ataya Bases

In a proactive move to address the proliferation of misinformation, the President of the Sierra Leone Association of Journalists (SLAJ), Ahmed Sahid Nasralla, spearheaded a significant community engagement initiative, visiting two prominent Ataya Bases in Freetown late last month.

The visit to Lumley Car Park Ataya Base in the far West and Maxwell Street Ataya Base in Wellington in the far East was part of the Combating Disinformation in Sierra Leone’s 2023 electoral cycle project, supported by the National Democratic Institute and funded by Global Affairs Canada. The project aimed to leverage social structures at the community level to actively combat disinformation.

During the visits, Nasralla and his team engaged in meaningful dialogue with community members, emphasizing the importance of countering disinformation and fostering a commitment to truthful information dissemination. The initiative sought to raise awareness and empower communities to discern and counter misinformation effectively.

Addressing approximately 25 young individuals, predominantly men, at the Lumley Ataya Base, Nasralla introduced the Combating Disinformation Project and highlighted the dangers of misinformation, citing incidents that resulted in unrest and loss of lives in various areas. He provided practical examples and introduced trusted news sources to verify information received from different channels.

Community members expressed gratitude for the initiative, with Pa Brima, Chairman of the Attaya Base, pledging to disseminate the information within their community.

At the Maxwell Ataya Base, Nasralla reiterated the importance of countering disinformation across all media channels and engaged in a lively question-and-answer session. Attendees, including Adama Sesay, acknowledged the value of the guidance provided by Nasralla, expressing their commitment to spreading the knowledge within their community.

These community engagements underscored the efforts to combat disinformation and empower communities to navigate the information landscape effectively. Ahmadiyya Muslim Mission Holds 59th Jalsa Salana Conference in Bo

The Ahmadiyya Muslim Mission ended its 59th Jalsa Salana conference has on Friday, February 11, 2024 at the Ahmadiyya Secondary School in the Southern City of Bo, reaffirming the commitment to religious tolerance within the Ahmadiyya Muslim Jama’at worldwide. The conference aimed to remind followers of Allah’s deeds, peace, tolerance, love, and compassion among mankind.

Amir Musa Mewa Esq., the Amir of Ahmadiyya Mission in Sierra Leone, during the opening session, expressed gratitude to President Bio, First Lady Madam Fatima Maada Bio, guests, and attendees for their participation. He emphasized kindness, tolerance, and peaceful coexistence, echoing the teachings of the Ahmadiyya faith to bring mankind closer to God.

Maulana Azhar Haneef, a special guest from Markaz, conveyed a message from His Holiness the Khalifa of Islam Ahmadiyya, Hazrat Mirza Masroor Ahmad (atba). He commended the organization of the Jalsa Salana and prayed for its success, highlighting its significance as a gathering for spiritual enrichment and the fulfillment of divine promises.

THE TRUE STATE OF OUR POLITICAL ENVIRONMENT

In reflecting on the recent elections, it becomes evident that the predominant issue was not unemployment, inflation, or foreign policies, but rather the pervasive influence of hypocrisy in Sierra Leonean politics. While civilization and patriotism should have eradicated such insincerity, the specter of discrimination loomed large, perpetuated by certain political entities entrenched in despotic ideologies.

Campaigns often pivot on discriminatory tactics rather than addressing pressing concerns such as unemployment, foreign policy, and inflation. It is imperative that we condemn any actions that undermine our democracy and instead champion initiatives that foster its growth and development. Unfortunate ly, such principles seem neglected by both politicians and their supporters in Sierra Leonean politics.

This administration seems more inclined to assign blame for past shortcomings rather than take responsibility for the current economic challenges and chart a course for the future. Leadership devoid of vision tends to attribute failure to preceding systems, deflecting accountability. The alarming rise in unemployment can be attributed to ineffective policies and the politicization of critical issues. Had the government prioritized transparency and accountability, diligently implementing recommendations from audit reports, Sierra Leone might have averted its current economic predicament, languishing at the bottom of the GDP rankings.

Upon assuming office, the President declared a war on poverty, corruption, lawlessness, and indiscipline. Regrettably, these proclamations seem more celebratory than actionable. A glaring example is the case of journalist Sallieu Tejan Jalloh, who courageously investigated allegations of corruption involving a senior cabinet minister, only to face intimidation and arrest, undermining the purported anti-corruption stance of the government.

Further revelations of financial misconduct highlighted by the Africanist Press demonstrate a systemic pattern of corruption within government institutions. Despite these damning allegations, the Anti-Corruption Commission and the government have shown a lack of resolve in pursuing justice, opting instead to silence dissenting voices and bolster their political base with public funds.

The government’s indifference to the rampant corruption and poverty plaguing the nation is alarming. Despite the dwindling GDP growth, the administration continues to inflate the wage bill to reward party loyalists, exacerbating the economic strain. The proliferation of redundant ministries and agencies only compounds the inefficiency and waste plaguing governance.

Our Presidential Lodge, intended as a bastion of political discourse and development, has devolved into a frivolous social club, emblematic of the broader decay in governance. The census, meant to inform development initiatives, is cynically manipulated to consolidate political power rather than address the nation’s needs. Sierra Leone’s reputation is tarnished by pervasive corruption, escalating unemployment, and currency devaluation, pushing the nation perilously close to collapse.

It is imperative that we acknowledge these challenges and demand accountability from our leaders to steer the nation toward a path of genuine progress and prosperity.

Gov’t Urged to Honour Backlog Payments to Contractors & Service Providers

It is an acceptable fact that for development, in all its forms, to truly transpire availability of reliable and constant flow of electricity or power supply must be achieved.  Far from being a theoretical hypothesis this is an undisputed reality of human existence which modern States or functional democracies must fulfill as a benchmark. As a matter of fact sustainable electricity supply is a key component of the Sustainable Development Goals (SDGs). The importance of providing dependable electricity supply has been a key aspect of political parties’ manifestoes including the 2018 SLPP Manifesto as was marketed by the party’s Presidential aspirant by then, the current President of Sierra Leone, Rtd Brigadier Julius Maada Bio.

Indeed, it is an open secret that for quite a long period of time now, Sierra Leone, as a country, has been grappling with erratic power supply and efforts have been made to overcome the challenges including revamping the Bumbuna Electric Dam, capacitating thermal stations in Freetown and the provinces etc. However, lamentably we have not been able as a country to attain sufficient or adequate power supply.

Commendably, when President Bio took over State Governance impressive strides were made to revamp the energy sector in the country. In a bid to actualize his 2018 manifesto promises into reality, the SLPP Government headed by President Julius Maada Bio ushered in certain reforms within the Energy Sector that translated into enhancing electricity supply and distribution.

His Government ensured that the Fiscal Risks Division of the Ministry of Finance provided technical support in the successful renegotiation of several Power Purchase Agreements (PPAs) signed by the previous  political administration, which would have otherwise culminated in considerable financial losses to his Government  including those  with Karpowership and Planet Core Solar Energy Group.

His Government drew support for renegotiating the Karpowership Agreement from which the SLPP Government was able to secure a net savings of US$20 Million over the two year duration of the contract.

Other strides included his Government paying substantial subsidies to the sector to keep tariffs lower for citizens, the replacement of transformers, damaged cables, erecting electric poles all geared towards providing reliable and affordable electricity to Sierra Leoneans.

Also, Energy access was increased  from 16% to 32% in just five years and renewable energy use grew from less than 35% in 2018 to over 75% in 2022. It succeeded in extending renewable and clean off-grid solar electricity to 97 towns and villages in all districts of the country. Work on grid extensions are under consideration in different parts of the country.

Commendably, the rehabilitation of the Western Area distribution network were undertaken and peri-urban areas of Freetown are now connected to the grid. The installation of electricity distribution infrastructure for all district headquarter towns commenced within five years of his administration.

However, with all these gains made by the Government, it now seems that will fade in time as it has become noticeable that of late there have been loud hue and cries related to the erratic power supply that has now become a perennial problem, especially in Freetown.

Some have postulated that the situation is not unconnected with the way and manner in which of late the Government has been treating  certain service providers or contractors, both foreign and local. They have squarely blamed the Ministry of Finance for unfairly treating service providers or contractors with levity and less seriousness particularly when it comes to timely payments for works or services provided.

References have been made to how some ongoing projects that are been implemented by road contractors, suppliers have been slightly slowed down or delayed with some being put on hold out of sheer frustration emanating from non or delayed payments. Slowing down, delaying or putting on hold are understandable when cognizance is taken of the fact that these contractors or service providers have to pay salaries, take care of other overhead costs.

This brings to the fore a contemporary thorny issue that is now like a powder keg that will explode at any time , a very sensitive one as a matter of fact that relates to the sustainability of continued electricity supply, especially to Freetown.

It could be recalled that  it was stated this Government, at its initial stage in Governance, took a wise decision when it renegotiated the Karpowership Agreement from which it was able to secure a net savings of US$20 Million over the two year duration of the contract.  This was done to enhance electricity supply.

This contractual agreement encompasses Karpowership providing Sierra Leone with approximately 65 megawatts of power generation capacity, the implementation, which has been ongoing since 2020, with power supply assuaging 80 percent of the nation’s total electricity needs. The service provider supplies 95% of electricity to Freetown alone.

Through this, Karpowership has been serving as one of three primary sources of electricity for Freetown, with the others being the country’s hydro dam and power supplied through an interconnection with Ivory Coast, which also provides electricity to Guinea and Liberia.

However, of late the symbiotic relationship between the Government and the service provider, Karpowership seems to be hitting the rock.

It is public knowledge that Management of Karpowership claims that the Ministry of Finance is frustrating their operational capability by not being sincere to them. They disclosed how the Government is in huge arrears of payment that they should have offset, amounting to over Thirty Million Dollars ($30M).

According to what was learnt, the Government, through the Ministry of Finance promised to honour payment of the said arrears towards the end of 2023 but has so far failed to do so.

It was also understood that on November 17, 2023, Karpowership’s management issued a written 21-day notice of disconnection to the Government of Sierra Leone due to non-payment for services rendered.

Again, on December 13, 2023, Management issued another written notice giving 14 days deadline, expressing their intent to disconnect services if outstanding payments were not settled.

Since no positive development has materialized, as the situation now stands, there is an impasse between the Government and Karpowership.

Within reliable corridors, it is mooted that Management of Karpowership has resolved that finally on Wednesday, 14th February, 2024 they are going to shut down operations.

When such occurs it is obvious that power outages will soon hit Freetown that will affect different facets of life and various business enterprises in adverse ways.

USAFRICOM, NAVAF Assess SL Navy to Support Maritime Security

A five-person team from the United States Africa Command (USAFRICOM) and the United States Naval Forces Africa (NAVAF) have completed a five-day assessment visit from January 29th to February 2nd, 2024,with the Sierra Leone Navy to support the development of its maritime security capability to fully control Sierra Leone’s Exclusive Economic Zone.

Explaining their mission and scope of assessment, the Team Lead Kevin Bryne of NAVAF noted that the focus of their assessment will be on Maritime Domain Awareness and Maritime Response for the Navy. Co- Team member from the Defense Security Cooperation Agency forwarded to USAFRICOM, Benjamin McMullen, emphasized the importance of strategy and doctrine development as part of the Institutional Capacity Building.

Briefing the visiting team, the Commander Navy, Commodore Philip Juana noted that the mission of the Sierra Leone Navy is to protect the territorial waters of Sierra Leone. However, with its limited capabilities, it’s a continuing challenge. Commodore Juana highlighted the strategic aspiration of the Navy, which is to acquire optimal assets to effectively patrol, monitor and surveillance the maritime borders for the enhancement of the blue economy, national and regional stability.

During their visit, the team engaged with the Deputy Minister of Defense, Retired Colonel Muana Massaquoi, Acting Chief of Defense Staff of the Republic of Sierra Leone Armed Forces Major General Dauda Alpha, the Commander Navy-Commodore Philip Juana and team, the Leader of Government Business in Parliament, and the Parliamentary Oversight Committee on Defense.

In Parliament, the Leader of Government Business Honourable Matthew Nyuma expressed appreciation for the intervention by the visiting team and called for concrete and realistic support. The Chairman for the Parliamentary Oversight Committee on Defense, Honourable Alex Mattia Rogers called for collaboration between the US Embassy and the Committee and reiterated that the Defense Committe is committed to the issues of maritime security and legislations around it.
