Alhaji Musa Tarawally Embarks on Rolling Out MT Agenda 2028

Alhaji Musa Tarawally, the erudite political figure cum business magnate has embarked on the implementation of what he refers to as Agenda 2028 which is geared towards maintaining unity and solidarity within the rank and file of the SLPP ahead of 2028.

Known as a valiant party supporter and strategic fighter for SLPP, he is regarded as a renowned politically savvy tactician with a deep understanding of party and national politics. His tacit support to the now President of Sierra Leone, Rtd Brigadier Julius Maada Bio in achieving his political ambitions in 2018 and 2023, to many  is a testimony of his loyalty and commitment to see and ensure that the SLPP succeeds in its future political bids.

It goes without saying that Alhaji Musa Tarawally is an unadulterated believer in the doctrines and values of SLPP seeing the party as the most potent vehicle for sustained peace, progress and development in the country.

Very adept to the invaluable role of the grassroots and other structures  of the party, he is at a strategically vantage position to make meaningful contributions to  keep the party in power as he is aware and very conscious of the ever present problems of frustration and  disillusionment that the grassroots of the party is faced with over jobs and opportunities.

He is mindful of the fact that the Government cannot provide jobs for every party member but he is equally of the belief  that there is need for continued  support  for President Bio’s Agenda in order to accelerate development and usher in a new era of transformation through which lives will be touched and  the well being of majority of the party supporters will be enhanced.

According to Alhaji Musa Tarawally, though it may seem difficult for party supporters and members at this material time,  he is of the strong conviction that those challenges and difficulties will pass as they are short lived and that the more all come together, as a party, to  support the President  and defend  his delivery the easier it will be for the party in 2028.

Against that backdrop, Alhaji Musa Tarawally’s Agenda 2028 envisages to renew hope in SLPP members across the country, it also wants the structures of the party to engage in propagating the ideals of the party, to facilitate activities that will keep the party energized and prepared for 2028.

Also, Agenda MT 2028, as it is dubbed, is geared towards facilitating opportunities for grassroots party members and through its activities, it wants a party that is united, peaceful and cohesive, even in its diversity

Undoubtedly, Alhaji Musa Tarawally knows and strongly believes that President Bio’s agenda is his agenda and that it is only through collective will that success will be delivered.

A Political Commentator opined how it is timely for the brilliant Agenda propagated by  Alhaji Musa Tarawally to embrace and respect  those who were sacked from their various jobs to ensure that they continue to support the SLPP party and the Presidency of HE Bio.

He also maintains that those currently employed in various political jobs to be focused on delivering His Excellency’s big 5 Agenda, rather than engaging in undercover networking for leadership positions in the party.

NP (SL) Commissions New Filling Station in Bunumbu, Kailahun District

NP-Sierra Leone Limited (NP-SL Ltd) has on Saturday, 10th February, 2024, impressively translated into reality one of its core commitments of making it a possibility for easy access to its petroleum products, that the company imports and markets, through expanding its scope of operations, when the indigenous petroleum marketing business entity inaugurated a new Filling Station in Bunumbu Township, a community that is located within Kailahun District, Eastern Sierra Leone.

Situated in Bunumbu Town, Peje West Chiefdom, the newly established Filling Station is strategically located to serve the petroleum needs of not only residents within Bunumbu but also those in neighboring chiefdoms within the District, including Malema, Mandu and Penguia.

Chief Executive Officer of the NP-Sierra Leone Limited, Ambassador Kobi Walker, in his address during the commissioning event, assured residents of Bunumbu and its environs that the operation of the new NP-SL Fuel Station will definitely put behind them the issue of unavailability of fuel and other petroleum products as such will soon become things of the past in that part of the country.

He mentioned how they were mindful of the constraints that they, as residents, used to face in efforts made to access petroleum products, especially fuel, comprising of petrol and diesel.  The CEO empathized with them having to cover long distances going to as far Daru and Kenema and went on to say that such is now over as he assured them of how the   new NP-SL Filling Station they are about to commission in  Bunumbu  will surely address those constraints, a statement that was greeted with joy and a thunderous applause.

Kobi Walker expressed optimism that the new Filling Station will definitely attract other investments in the chiefdom and its surroundings.

He added how the completion of the ongoing construction of Bunumbu Teachers College will attract a lot of people saying such could be one of the main objectives why they believe their presence would make a big difference by making available petroleum products.

According to him, it is imminent that with NP-SL in that part of the country other business ventures will be established soon, some which will be closely linked to the availability of fuel further expressing hope that such will help in bringing back the past glory of Bunumbu when cognizance is taken of how Bunumbu contributed immensely in offering  quality education to numerous people.

“NP Sierra Leone has taken a very long journey with the Proprietor of the new Filling Station, Alhaji Amara James, including difficult times culminating finally in making the commissioning of this Filling Station a success. The pumping machines installed here are the most sophisticated in the entire country and very soon NP Sierra Leone will unveil a card system to be used for the purchase of petroleum products and also will be made available to the new Bunumbu Filling Station,” he disclosed, another statement that resonated well with the development aspiration of the residents as they welcomed it as a positive development.

He pointed out how currently the new Filling Station has already created employment opportunities for residents further urging all to patronize the business and take ownership of it in order to enhance sustainability, adding that as the Filling Station continues to grow it will create more job opportunities for residents.

The Officer in Charge of the Sierra Leone Police, Bunumbu, Deputy Superintendent of Police, Ansumana Conteh, expressed gratitude to NP-Sierra Leone Limited, (NP-SL Ltd) for the construction and commissioning of the new Filling Station adding that such has changed the face of Bunumbu as he noted how the investment is not only important but its establishment is also timely for the people of Bunumbu.

He encouraged members of the public to see the investment as their own saying in that regard they must be watchdogs for NP-SL stressing how security is everyone’s business.

The Officer in Charge assured of their security presence in order to protect life and properties which, he said, underpins their mandate as a Force for Good.

Chairman of the Bike Riders Union, Bunumbu, Yusuf Alusine Moigua, praised NP-Sierra Leone and partner for commissioning the new Filling Station in Bunumbu highlighting undesirable issues that were related to accessing fuel in Bunumbu and its environs especially in times of crisis  lamenting how they had to go to Daru or Kenema just to secure fuel. He said he is strongly convinced that with this new Fuel Station those will be things of the past.

In his vote of thanks, the Proprietor of the new Bunumbu Filling Station, Alhaji Amara James, expressed profound thanks and appreciation to the entire Management of  NP Sierra Leone Limited for their tireless support in ensuring the establishment of the Filling Station.

He also extended gratitude to the community stakeholders of Bunumbu for their support since the commencement of the project to its completion, disclosing that they went through a lot of hiccups but said he is satisfied that they were able to overcome the challenges thanking them for their efforts which he said has culminated in the commissioning of the Filling Station and went on to underscore that commitment and determination do yield fruitful dividends.

Alhaji Amara James noted that seeing the constraints that residents went through in securing fuel was what prompted him to invest in the business venture expressing hope that  the Filling Station will not only serve residents of Bunumbu Township, Peje West Chiefdom but also others from other chiefdoms within the district including Malema, Mandu and Penguia etc.

Climaxing the historic event was the cutting of the tape by the Chief Executive Officer of the NP-Sierra Leone Limited Kobi Walker and the Sales Manager of NP-Sierra Leone, Vandi Bockarie amidst a lot of jubilation by many from all walks of life that graced the auspicious occasion marking the official opening of the new Filling or Fuel Station to the public.

Secure Your Biometric ID Cards Before March 31 Deadline & Skip the Queue

It is high time for Citizens and Non-Citizens to desist from sitting on the fence and instead get onboard to ensure that they secure the Biometric ID Cards that are now issued right across the country by the National Civil Registration Authority (NCRA). It is important to realize that such a move is very crucial at this material time when cognizance is taken of the fact that a deadline has been set to do so and it is the 31st March, 2024.

For some it may appear that there is still time to make the wise decision by undertaking the positive move but knowing how time flies and that procrastination is the thief of time, it is but prudent to ensure doing so now as a stitch in time saves nine.

Somebody recently commented that Citizens and Non-Citizens should not be forced to obtain the Biometric ID Cards but it must be equally said that such an expressed view is totally erroneous against the backdrop that urging Citizens and Non-Citizens cannot be tantamount to forcing them but informing them of the fulfillment of a statutory responsibility or obligation.

It must be made known that the reason why this medium is highlighting the importance for Citizens and Non-Citizens to make the necessary move fulfill this obligation is because there was a recent collaborative agreement among the NCRA, the Sierra Leone Police (SLP) and the Office of National Security (ONS) to robustly embark on implementing a Cabinet Directive Ratified by Parliament in March, 2022 which made  provision for the mandatory link of the Identification Cards (National, Non-National and ECOWAS) with the National Identification Number (NIN) inscribed on the ID Cards to access services that includes: Transactions with Financial Institutions (Banks, Forex Bureau, Insurance, etc), Vehicle Registration and Licensing, Recruitment into Public and Private Institutions for consistency in personal information and verification, NASSIT Enrolment, Land and Property Registration, Enrolment into Educational Institutions including Public Exams, Sim Card Registration, Vital Events Registration, Immigration Services, Residence/Work Permits, Business Registration and Incorporation.

These  three public entities have made it abundantly clear that it is advisable for citizens and non-citizens to obtain any of the Identification Cards (National, Non-National and ECOWAS) as may be applicable from any of the NCRA Offices or other Centres designated for issuance of ID Cards across the country by Friday, 31s March, 2024.

They underscored how  the National and Non-National ID Cards are mandatory while ECOWAS ID Card is optional stressing that they have jointly collaborated to enforce compliance with the aforementioned Cabinet Directive and its Parliamentary Ratification effective 1s April, 2024.

According to them, such is to ensure that all residents (citizens and foreign) are reliably identified and have consistency in their personal information irrespective of the use or purpose further maintaining how Identification Cards bearing the National Identification Numbers (NIN) is by law the primary source of personal identification in Sierra Leone.

The National Security Coordinator  at the Office of National Security (ONS) Abdulai Caulker maintained that, “Every resident in Sierra Leone must have a National Identity Card as it not only helps in identifying individuals accurately but also plays a vital role in maintaining national security.”

On his part, the Inspector General of Police, William Sellu, averred that: “Having a standardized form of identification will greatly assist law enforcement in carrying out their duties effectively and efficiently.”

They joined the NCRA to make a passionate appeal to all and sundry concerned to begin the process of obtaining their Identity Cards as soon as possible to avoid any last-minute rush.

It must be noted that the NCRA has set up various registration centres across the country to facilitate this process. Designated centers and six specific offices have been opened throughout the country in locations that are easily-accessible, as part of efforts to facilitate the ID registration process. The centres are:

  1. NCRA Headquarters: 2 Walpole Street, Freetown.
    2. NCRA Office: 23B Off Kingharman Road, Freetown.
    3. NCRA Office: Kennedy Street, Freetown.
    4. NCRA Branch Office: 230 Lumley Road, Freetown (By the Round- About).
    5. NCRA Office: Waterloo along the Freetown High Way (Opposite the Police Station).
    6. NCRA Offices: Regional Headquarter Towns of Bo, Kenema, Makeni, and Port Loko.

The NCRA has also introduced specialized corporate services designed for organizations and institutions. Mobile registration units will be deployed to remote areas to ensure that every resident, no matter where they are located, has access to this essential form of identification. It is hoped that through embracing the ID Cards, Sierra Leoneans will pave the way towards a more connected, transparent, and prosperous nation.

E.E Lions Chairman Translates Promise of State of the Art Football Pitch into Reality

Amb. Anthony Navo Jr., the charismatic and result-oriented Chairman of one of the oldest and renowned Football Clubs in Sierra Leone, the East End Lions Football Club (EE Lions FC) was in an exhilarating and exuberant mood on the, 8th February, 2024, when he publicly revealed that , “As promised two (2) years ago, I am excited that the shipment/container has arrived in Sierra Leone with the required equipment and contractors to build a state-of-the-art pitch at the Trade Centre.” The passionate football promoter continued by expressing utter satisfaction when he furthered, “Today is the start of this journey and I am delighted to see this project finally come to fruition – many thanks to everyone – elders, players, fans, executives.”

Conspicuous at the site was a 40-ft container containing an artificial turf, floodlights and other assorted materials that were being offloaded as well as the contractors that will be working on the site.

It must be underscored that two years back when the Chairman of the East End Lions Football Club (EE Lions FC), Amb. Anthony Navo Jr., made that intention known some doubting Thomases thought it was just a mere bluff. However, knowing him as a man of his words, his love for football and his intense dedication to take EE Lions to higher heights, that promise has not only materialized into reality but will etch the Club’s name in a dignified way as one that took positive moves to build a state of the art artificial football pitch at what is popularly known as the Lions Practicing Field also known as the Trade Centre Field in the East End of Sierra Leone along the road leading to the Kissy Ferry Terminal.

The Chairman’s ultimate aim is to transform this playing field into a Mini Ultra Stadium which will also be utilized in the continuation of playing the club’s home matches. Its materialization , which is certain, will assuage the yearning of East End Lions’ ubiquitous fans for a Local Football Club, that has emerged as Champions of  the Sierra Leone Premier League ten times, to own a home ground.

In an exclusive engagement with this medium, Chairman Amb. Navo Jr. further revealed that as part of the new era, this year, he has started a full-scaled transformation of the Club, adding that since its establishment 95 years ago, the Club has represented Sierra Leone in Africa’s Club Championships many times and has recorded lots of positive histories in the game.

He said, however, on the side of infrastructure, it is now that the Club is making headways, adding that this time, he is not only focus on infrastructure but entirely restructuring the Club under the new era.

Chairman Amb. Navo Jr. said: “As we speak, I have brought in 6 foreign players—5 Ghanaian and 1 Nigerian, including a foreign Coach for the team. Our aim at the moment is not only to compete locally but to get our boys to play international friendlies in countries like Ghana, Nigeria, Tunisia, Morocco and other countries in Europe in the near future.

“The new era transformation and restructuring agenda will also see International Football Clubs being invited to come play the East End Lions in Sierra Leone on friendlies”.

Known as “The Killers”, the East End Lions Football Club was formed way back in 1928 and for a long time has maintained professionalism in football.  In the history of Sierra Leone’s football its main rival has been the Mighty Blackpool and it has been very successful in raising the bar of football in the country.

The remarkable achievements made by the club so far could be attributed to committed Management teams although the club has faced certain challenges in the past, some which have shaken its very foundation and existence. However, the current crop of Executive or Management at the helm of the Club headed by its Chairman, Amb. Anthony Navo Jr., who is a go-getter the club is been steered in the right direction to the admiration of many.

A retired footballer, Abdul Akim Sesay fondly called Maradona, praised Chairman Navo’s commitment and strides towards the development of the game. He said if Sierra Leone could have more of the Chairman Anthony Navo’s, the country would be high in Global Development ranking.

Maradona said: “We have witnessed on several occasions Chairman Navo stating that the Trade Centre Pitch will be upgraded to a modern Pitch and will be made accessible to not only the Club but the community and the whole country. The commencement of the Pitch construction represents a significant step forward for the East End Lions Football Club in particular and Sierra Leone in general”.

As the required equipment and contractors to build a state-of-the-art pitch at the Trade Centre are now at hand, work has commenced that will usher in a significant transformation. It is expected that after the completion of the pitch it will be used not only by the Club but also by every Sierra Leonean, including residents within the East End of Freetown.

Economics Professor Dilates On “Gambling on Development” Vis-à-vis Roles of Elites

Prof. Stefan Nicholas Dercon, a Professor of Economic Policy at the Blavatnik School of Government and the Economics Department, and a Fellow of Jesus College at the University of Oxford, during an interactive breakfast engagement held on Thursday, February 8, 2024, at the Hub Hotel Conference Room, on Wilberforce in Freetown dilated on his book titled: “Gambling On Development”. He was speaking in an event, titled “How Ready is Sierra Leone for a Development Bargain,”  organized by the International Growth Center (IGC).

Speaking at the conference, the author, Prof. Stefan Dercon intimated that  he is here to explore the country’s readiness for a development bargain.

He noted that, in the last thirty years, the developing world has undergone tremendous changes. Maintaining that overall, poverty has fallen, people live longer and healthier lives, and economies have been transformed and that yet many countries have simply missed the boat. Why have some countries prospered while others have failed?

The Economist argued that the answer lies not in a specific set of policies but rather in a key ‘development bargain’, whereby a country’s elites shift from protecting their own positions to gambling on a growth-based future. He furthered  that, despite the imperfections of such bargains, China is among the most striking recent success stories, along with Indonesia and more unlikely places, such as Bangladesh, Ghana and Ethiopia.

“‘Gambling On Development’ is about these winning efforts, in contrast to countries stuck in elite bargains leading nowhere,” he stated.

The Professor also revealed that his key areas of research interests concern what keeps some people and countries poor: the failures of markets, Governments and politics, mainly in Africa, and how to change that.

He revealed how he has worked extensively as a policy Advisor, providing strategic economic and development advices and promoting the use of evidences in decision making, including as the Chief Economist of the UK Department of International Development (2011–2017).

Building on three decades’ experience across forty-odd countries, Dercon winds his narrative through Ebola in Sierra Leone, scandals in Malawi, beer factories in the DRC, mobile phone licences in Mozambique, and relief programmes behind enemy lines in South Sudan.

Prof. Stefan, disclosed that he has weaved together conversations with prime ministers, civil servants and ordinary people, and that this is a probing look at how development has been achieved across the world, and how to assist such successes.

He emphasized that  for a development bargain to thrive, it must embody three key features: long-term stability, self-awareness, and accountability adding how  political commitment to development should be genuine and credible, backed by concrete actions, rather than mere official statements.

According to him, restraint among elites is significant  as everybody yearns to be rich, including business persons as well as politicians  urging restraint, especially in economic governance, where personal gain should not take precedence over the country’s development interests.

He said though corruption exists but it must not be seen as a symptom instead of the root cause maintaining the need for restraint in extreme behaviours, such as poorly implemented procurement contracts with massive costs or attempts to divert natural resource revenue for personal gain.

In proffering recommendations he mentioned the prudent management of natural resources the importance of  thinking carefully about natural resource contract saying personal interests must surpass other things.  He also admonished how in working with natural resources it must be ensured that incentives are in place and that the revenue is utilized for capital investment. because that’s how you should use natural resources. The Professor also cautioned how to spend adding that the Government must have certain restraints. He talked about putting a workable and judicious tax regime in place to drive revenue mobilization.

On his part the Country Director of the International Growth Centre Chukwu-Emeka Chikezie, intimated that Professor Dercon’s visit is geared towards engaging with a diverse audience in Sierra in order to explore ideas that are very pertinent to development. He underscored the importance of assessing State effectiveness with the objective of addressing recent challenges in order to navigate development in successful ways.

“In that context, the recent challenges we’ve been having in Sierra Leone are important signals that we should lean-in on and do more to think through how we navigate a potentially treacherous path and keep our eye on the development prize,” Chikezie stated. “If it works, it will lift many people out of poverty and frustration” he concluded.

Concerns That May Hinder the Work of the Tripartite Committee

First and foremost, I want to emphasize that democratic elections are the acceptable means through which the people can change a government and elect their representatives and President. In order to achieve this, the credibility of the electoral process, as well as the acceptance of its outcome by all stakeholders, is crucial for maintaining peace and national cohesion.

Undoubtedly, progressive electoral reform is the solution to the recurring disputes that undermine the credibility of elections in Sierra Leone.

It is through this path that the government and the APC have embarked upon in order to reduce political tension and strengthen peace and national cohesion.

They have done so by signing the Terms of Reference for the Cross-Party Committee on Electoral Systems and Management Bodies Review.

In my pursuit of truth and the desire for peace and national cohesion, I am writing to highlight concerns that may undermine the important task of electoral reforms and render it futile.

Firstly, I believe that such a significant and challenging task cannot be effectively and efficiently completed within the next five months.

The methodology adopted in the Terms of Reference (ToR) will be implemented in seven phases. These phases will include activities such as desk review, data collection, plenary sessions, and public engagements.

Additionally, the implementation will require the involvement of international experts and collaboration with key stakeholders, including government officials, election management bodies (EMBs), and political party representatives.

It is also crucial to extensively consult with the public in order to determine the recommendations that the Committee will present in its final report to the President.

Given the nature of these activities, it is important to allocate sufficient time and not rush through them without proper diligence.

In my opinion, a five-month timeline seems quite tight to effectively and efficiently complete this task, considering the significance it holds for our nation.

One of the provisions in the ToR grants the Committee the privilege to access all relevant documents, records, and information necessary for the task.

Additionally, the Committee will engage with various stakeholders and the public in order to gather valuable input.

Given that the Committee is not a creation of an Act of Parliament or a product of statutes, access to some relevant documents, records, and information has regulations.

This brings to mind the much-touted independence of the Electoral Commission of Sierra Leone (ECSL) and how it may hinder the work of the committee.

Any insistence that there are constitutional provisions that restrain ECSL from collaborating with the Committee questions the commitment of government and public service institutions to the much-needed electoral reforms.

There can be no serious examination of electoral systems, structures, and processes without the participation of ECSL.

According to the scope of the ToR, the Committee will examine procedures for the communication of results from polling point to announcement, the results announced in the 2007, 2012, 2018, and 2023 elections, and the procedures of the certification of the results, consistent with the law.

It will slur the essence of the scope of the mandate of the Committee if the participation of ECSL is discretionary because of its ‘independence’ and that a court order will be required to ‘compel’ them to release election data.

Another serious concern is that while the business of electoral reforms requires a national approach, the Committee lacks a national character.

The process of electoral reforms requires the involvement and participation of key stakeholders, such as EMBs, political parties, current Members of Parliament, and councillors.

The process of electoral reform should not be solely controlled by the government and APC. The Committee will engage with stakeholders and the public during the implementation of its ToR, but there should be greater inclusion of stakeholders, including other political parties and the people, as they should have ownership of the electoral reform process.

Some of the recommendations made by the Committee will need to be turned into legislation. It is crucial to involve the Office of the Attorney General, the law officers department, and the Legislative Committee in Parliament to steer the reform process.

The government and the APC should avoid pursuing political gains that could hinder the committee’s work.

At the maiden press conference of the Committee, Dr. Emmanuel Gaima and Dr.Kaifala Marah, the respective lead representatives of the government and the opposition APC, were not on the same page when explaining the scope of the mandate and the terms of reference of the Committee.

This disconcerted approach raises questions about the sincerity of both the government and the APC and the unity of purpose in implementing the mandate of the Tripartite Committee.

The interchange of the words ‘examine’ and ‘investigate’ in an attempt to avoid addressing whether the Committee has the authority to recommend a rerun of the June 24, 2023, elections is also concerning. The resolution that established the Committee and outlined its mandate and terms of reference does not mention the word “investigate”.

According to the agreement for national unity, the Committee’s mandate is to “examine” Sierra Leone’s electoral systems, structures, and processes.

This examination should be informed by previous elections as well as the 2023 elections, with the goal of identifying and addressing contentious issues and proposing progressive electoral reforms consistent with international best practices to enhance the credibility of future elections.

This context does not involve an investigation.

Although the words “examine” and “investigate” can be used interchangeably to mean “thoroughly reviewing details and facts to reach a definitive conclusion”, an examination is less extensive than an investigation.

According to compare.com, there are subtle differences between the two words that are important to understand.

“Investigate” means to conduct a systematic or formal inquiry to discover and examine the facts of an incident, allegation, or situation. It involves gathering information, analysing evidence, and drawing conclusions.

On the other hand, “examine” means to carefully inspect or scrutinize something in detail to assess its condition or accuracy. It involves closely looking at something to determine its quality or state.

This is precisely what the Committee will be doing: assessing the quality and state of Sierra Leone’s electoral systems, structures, and processes, and making recommendations for reforms that align with international best practices to enhance the credibility of future elections.

Considering the scope of the Committee’s mandate, the drafters of the agreement for national unity may not have made a mistake in their choice of words by stating that the Committee will “examine” rather than investigate.

Posing a further challenge to the work of the Committee are the perceptions of its outcomes. The penultimate phase in its methodology is to prepare a final report in which the Committee shall recommend necessary actions for electoral reforms.

These actions should focus on improving or amending electoral laws, procedures, and regulations to ensure a free, fair, transparent, and credible process for future elections.

The report will be accompanied by a reform roadmap that identifies key reform activities to be implemented, along with a timeline and resources.

Any expectation other than this is a misconception.

Another concern is that the Terms of Reference (ToR) state that if, during the examination, the Committee determines that certain individuals, groups, or institutions bear responsibility for undermining democratic elections in Sierra Leone, including the 2023, 2018, 2012, and 2007 electoral cycles, the Committee shall recommend appropriate action to the President, but not to the judiciary or law enforcement agencies.

This implies that the President’s goodwill is required for any action recommended against those responsible for undermining democratic elections and other recommendations in the final report to be implemented.

It is important to note that even with his supreme executive authority, the President cannot authorize everything.

For example, if the Committee recommends dismissal, prosecution, fines, or jail terms, the President can only carry out actions that the law allows him to.

The President can dismiss his appointee, but he cannot prosecute or impose fines and jail terms. If the President refers matters to the judiciary for prosecution, the courts are not obligated to act according to his directive.

There is a possibility that a person recommended for prosecution may be acquitted and discharged because the strength of a person’s case is dependent on their lawyers.

Therefore, the recommendations of the Committee must be legally applicable, or else the assumption that they should be actionable and implementable may not hold true.

The Tripartite Committee is considered the best thing to have ever happened since the introduction of multi-party democratic elections in 1996.

The importance of getting it right cannot be understated. Ensuring the success of the process of electoral reforms is crucial for peace and national cohesion.

A serious threat to the work of the Committee and its relationship to peace and national cohesion is the expectation of some members of the APC that the Committee will recommend a rerun of the 2023 elections.

Let me reiterate once again that the June 24, 2023, presidential election is concluded and finalized. President Julius Maada Bio is the President of the Republic of Sierra Leone, and that is why the Committee’s examination results will be presented to him.

The fate of the Tripartite Committee is in his hands.

There will be no rerun of the June 24, 2023, presidential election.

The mandate of the Committee, its Terms of Reference, and the scope of its recommendations do not mention a rerun election.

Even if the Committee were to foolishly recommend a rerun, it is not within the President’s supreme executive authority to authorize elections outside the framework of the National Constitution and other statutes.

I am not a fan of the circumstances that led to the APC and Dr. Samura Kamara losing the 2023 presidential election, but I also believe that those misleading our people by claiming that the tripartite committee will recommend a rerun are doing a great disservice to both the party and the country.
When there is no rerun in the end, our already disillusioned grassroots supporters will be further angered.

This could fuel the call for a political uprising.

As Sierra Leoneans who have embraced democratic elections as the acceptable means of changing a government and electing representatives and a President, it is the responsibility of well-meaning individuals to ensure the success of the electoral reform process.

Nord Solar Energy Partners with Energy Ministry

In a significant move towards bolstering human capital development and agricultural growth through sustainable means, Sierra Leone has welcomed Nord Solar Green Energy, an Estonian-based company specializing in solar energy solutions. The initiative of facilitating the coming of the delegation was spearheaded by Sorie Obai Kamara, the Head of Sierra Leone Consulate Planning Office in Finland, in collaboration with the Sierra Leone High Commission in the UK as well as the Resident Minister, North-West Region in Sierra Leone, Ambassador Umaru B. Wurie and their aim is to revolutionize the country’s energy sector by harnessing solar power for irrigation systems nationwide.

The Nord Solar Green Energy’s delegation, led by Martin Porman, a Solar engineer, and accompanied by Her Excellency Yvonne King, the Sierra Leone Deputy High Commissioner in UK, arrived in the country on Monday, January 15, 2024 and was received by Abdul Karim Sesay , the representative of the Sierra Leone Consulate Planning Office in Sierra Leone. The delegation engaged in a series of meetings aimed at exploring avenues for integrating solar energy into Sierra Leone’s energy landscape.

On Tuesday, January 16, 2024, Nord Solar Green Energy held a presentation meeting with the Ministry of Energy and its technical team. Martin Porman highlighted the company’s expertise in the installation and maintenance of solar panels, emphasizing their commitment to providing sustainable energy solutions tailored to the needs of various sectors, including industries, Government entities and private businesses. He underscored the potential of off-grid solar parks to bolster the economy particularly in Sub-Saharan countries which according to him have abundant sunlight.

Paying a courtesy visit to, the Energy Minister Alhaji Kanja Sesay, warmly welcomed them lauding their effort of trying to collaborate with his Ministry. The Minister reiterated Sierra Leone’s commitment to global transition from fossil fuels to renewable energy, citing the country’s participation in the Paris Treaty on Climate Change as a testament to its dedication to environmental sustainability.

Sierra Leone’s energy transition aligns with its national development agenda, with a focus on achieving 85 percent renewable energy capacity by 2030, supported by initiatives such as the World Bank. Minister Kanja Sesay emphasized the urgent need for foreign investment in the energy sector to address the country’s energy deficit, which significantly hampers its development efforts.

The delegation also held discussions with the Management of the Electricity Distribution and Supply Authority (EDSA) to explore collaborative strategies for improving the country’s power sector. Currently, Sierra Leone’s energy capacity stands at less than 150 MW, serving less than 150,000 customers. The cost of electricity is heavily subsidized, but the country grapples with unstable and unreliable power supply, leading to significant unmet domestic demand and losses in electricity transmission and distribution.

The collaboration between Nord Solar Green Energy and Sierra Leone is envisaged as a significant step towards harnessing renewable energy to address the country’s energy challenges.

With a shared commitment to sustainability and development, both parties are poised to revolutionize Sierra Leone’s energy landscape and pave the way for a brighter, more sustainable future.

FG Gold & Cross Boundary Energy Sign Power Purchase Agreement

FG Gold Limited (“FG Gold”) has, on the 8th February, 2024,in Cape Town, South Africa  signed a 20-year Power Purchase Agreement (“PPA”) with Cross Boundary Energy Limited (“CrossBoundary Energy” or “CBE”) for the development of a hybrid power plant to supply power to the Baomahun Gold Project.

CBE, as an Independent Power Producer (“IPP”), will develop the Plant on a Build Own Transfer basis. The Plant is composed of a 21MW thermal plant, 23.8MW solar facility and 13.8 MWh battery energy storage system (“BESS”).

FG Gold remains committed to implementing sustainable solutions in its mining activities.

The adoption of a hybrid power plant on an IPP basis is more capital efficient and inclusion of 26% renewable energy penetration to the power mix also reduces the Project’s carbon emissions. At project completion, renewable energy will supply up to 90% of the mine demand during daylight hours and avoid approximately 380,000 tonnes in CO2 emissions over 20 years. The solar facility will be the largest solar farm in Sierra Leone.
