NP (SL) to Bolster Guinea’s Fuel Supply with a Shipment of 5,000MT of Petroleum Products

NP (SL) Ltd, Sierra Leone’s premier petroleum products importer and marketer, has set the wheels in motion to supply 5,000 metric tons of fuel to the Republic of Guinea. The process is under the diligent oversight of Sierra Leone’s Vice President, Hon. Dr. Mohamed Juldeh Jalloh, Deputy Minister of Trade and Industry, Madam Fatmata Wurie, and officials from the Petroleum Regulatory Agency (PRA), who visited the NP SL Terminal on December 22, 2023.

This move comes in the wake of NP (SL) Ltd’s recent announcement of the arrival of over 40,000 metric tons of petroleum products towards the year-end, a substantial effort to curb potential fuel scarcity and ensure a steady supply for consumers.

The arrivals comprise various types of fuels, with the first delivery of 10,000 metric tons of petrol recorded on December 5 aboard the MT Taurus vessel. Following this, the MT TBN vessel is set to bring in an additional 14,000 metric tons of petrol on December 17 and a significant shipment of 20,000 metric tons of diesel on December 20, as part of a collaborative agreement between NP and its partner, Addax.

Over the years, NP has maintained a steady reputation as the leading petroleum importing and marketing entity in Sierra Leone, given its history of shipping the country’s largest fuel consignments.

In a statement, NP-SL Ltd’s CEO, Mr. Kobi Walker iterated the company’s commitment to maintaining an adequate stock of petroleum products in the country despite challenges with foreign exchange and pricing. He affirmed that NP and Leoneoil are the primary importers supporting several other oil marketing companies in the country.

“As a responsible corporate citizen, NP will persistently work to ensure an abundant supply of petroleum products in all towns, cities, and villages throughout Sierra Leone. Our efforts aim to keep the market consistently supplied and support the nation’s fuel needs,” Walker assured.

Echoing his sentiments, Dr. Williette James, NP-SL Ltd’s Communications Manager, stressed the company’s commitment to meeting the nation’s energy needs during peak periods such as the festive season. She assured the timely delivery of petroleum products to filling stations across the country, thereby preventing potential disruptions.

ECOWAS Leaders Converge in Freetown to Discuss Democracy, Security, and Regional Stability

In a strong show of commitment to safeguard and deepen democracy in Sierra Leone, His Excellency President Julius Maada Bio on Saturday December 23, 2023 played host to his Ghanaian and Senegalese counterparts, His Excellencies President Nana Akufo-Addo and President Macky Sall, respectively, at the State House in Freetown.

This high-profile meeting was also attended by Dr Omar Alieu Touray, the President of the Economic Community of West African States (ECOWAS) Commission. The leaders gathered to advance ongoing discussions on mechanisms to guard the West African sub-region against unconstitutional changes of government.

At the heart of the agenda was the examination of the failed coup attempt that occurred on November 26th, as well as the ongoing investigations surrounding the incident. The leaders expressed their collective disapproval of any forms of undemocratic changes of government and pledged to maintain their vigilance in protecting democratic norms in the region.

In addition to the coup discussion, the Heads of State also deliberated on the ECOWAS Security Mission to Sierra Leone. They explored strategic security plans and their implementation within the region. Such collaborative efforts are expected to bolster regional security, thereby ensuring a stable environment that is conducive for the growth of democracy.

Significantly, President Bio’s role as the ECOWAS Envoy on the political situation in Niger was also a subject of consideration. As an Envoy, President Bio is expected to monitor and facilitate processes that will strengthen the democratic fabric of Niger. Citizens must prioritize, as a civic obligation, to obtain National Biometric ID Cards as the nation is nearing the conclusion of its extensive drive to ensure widespread acquisition of Biometric ID Cards, aiming to bolster personal security and streamline local transactions.

Commendably, the National Civil Registration Authority (NCRA) has spearheaded this initiative, advocating for the adoption of these advanced identity cards equipped with cutting-edge verification systems.

Introduced earlier this year, the Biometric ID Cards mark a pivotal stride towards fortifying safety and simplifying day-to-day interactions across the nation. Beyond mere identification, these cards serve as secure repositories for personal data, promising improved access to essential services while safeguarding individual rights. They symbolize not just  cards but a gateway to an expansive future, a sentiment underscored by the NCRA.

With mandatory usage at checkpoints nationwide, these innovative cards assure citizens of seamless and secure transactions, offering convenience for all cardholders. Against such a backdrop,the NCRA strongly urges individuals to acquire their National ID Cards from strategically positioned branches across Sierra Leone.

Notably, the National Identification Number (NIN) is now a compulsory requirement for pupils in public examinations classes (NPSE, BECE, and WASSCE).

The National ID Card stands as a legal identity document for both Citizens and Non-Citizens residing in Sierra Leone, featuring the NIN as one of its core security attributes. Individuals aged 12 years and above can visit their nearest NCRA Office in their respective Districts to apply for the National ID Card.

Parliament Approves Jeneba Kpaka-Bangura as NRA New Commissioner General

The National Revenue Authority (NRA) ,on December 20th, 2023, witnessed a familiar face taking the helm as its newly approved Commissioner-General: Jeneba Kpaka Bangura (Mrs.). Her tenure in the tax administration and system within the country has been marked by significant achievements and digital advancements. Previously serving as the Deputy Commissioner-General from November 2018 to July 2023, Mrs. Bangura spearheaded the digitalization initiatives that transitioned manual processes into comprehensive digital systems at the NRA.

She boasts of an impressive career spanning over 25 years as a financial management expert, navigating the intricacies of public and financial policy across Government, private, and non-profit sectors. Her credentials include a Certified Public Accountant certification and a Masters’s degree in Public Administration.

Before assuming the role of Commissioner-General, Jeneba Kpaka Bangura dedicated five months to the position of Deputy Minister of Finance 1 within the Ministry of Finance. Her expertise in tax administration extends globally, being an active member of the African Tax Administration Forum (ATAF), Women Tax Network (AWTIN) and recently elected as Vice-Chair for the AWTIN Board.

Government Reveals Increase in Financial Rewards, Key Developments & Scholarships

The Ministry of Information and Civic Education held a Press Conference on Tuesday, December 19, 2023, chaired by its Minister, Chernor Bah, revealing several significant updates on national matters.

The Minister revealed an increase in the bounty for capturing fugitives, from NLe50, 000 to N Le70, 000. This increase is intended to encourage citizen cooperation with the Police in apprehending the 12 major fugitives, along with others wanted by the law.

He pointed out that all those who helped the police to capture run-away fugitives have all received their rewards. Minister C-Bah further informed the public that, the 12 fugitives on the list are the major ones while stating that the others are also wanted by the Police. He called on citizens to assist the police as the bounty has been increased.

The conference also addressed the pending return of former President Dr. Ernest Bai Koroma to the Criminal Investigation Department (CID) for continued questioning on Wednesday, December 20, 2023.

He informed how the former President Dr. Ernest Bai Koroma’s lawyers asked for a break on Thursday with the break ending Tuesday 19th December reiterating how the former President is expected to return to CID on Wednesday 20th December 2023 to continue with the questioning at CID.

Minister Bah provided updates on the Government’s participation in the COP28 event in Dubai, highlighting that the Sierra Leone delegation’s attendance was fully funded by development partners, resulting in no cost to the Government.

He said organizers of  COP28 invited almost all the Ministries to attend this year’s event in Dubai maintaining that as financially prudent as the Government of President Dr. Julius Maada Bio is, the Government sent very lean but strategic institutions and agencies to attend the event at zero cost to the Government stressing how the Sierra Leone delegation was supported by development partners.

The Minister of Environment and Climate Change, Jiwoh Abdulai, shared that Cambridge University will grant fully-funded scholarships for specific courses benefiting 50 university students and 50 Government officials.

Dr. Henry Musa Kpaka, Minister of Agriculture and Food Security, detailed his role as Co-Chair in the Alliance of Champions for Food Systems, launched at COP28. The initiative positions Sierra Leone alongside Brazil, Norway, Rwanda, and Cambodia as countries with robust plans for future food production. He also said it is a platform for countries with strong plans to produce food for now and in the future.

In the health sector, Deputy Minister Dr. Jalikatu Mustapha revealed plans to solar electrify 1,000 health facilities by 2025, with a commitment to extend this to all 1,600 facilities nationwide. The Ministry aims to have 2,000 health facilities by 2030, decreasing the distance citizens must travel for healthcare.

Dr. Jalikatu also confirmed that funding was secured at COP28 to solar electrify 11 tertiary and secondary health facilities.

The Minister of Technical and Higher Education, Dr. Ramatulai Wurie, announced a $32 million loan from Eximbank for the construction of the Kono University of Science and Technology, with an additional $2 million contributed by the Sierra Leone Government.

Dr. Wurie also outlined the programs that will be offered at the new University and revealed that admissions are now open, with a call for more women applicants. She disclosed that the following are courses/programs the University of Kono will be offering: BSc. Mining Engineering, BSc. Computer Science, BSc. Information Technology, Diploma in Information Technology, BSc. in Business Information Systems, Bsc. Livestock Management, BSc. Horticulture, BSc. Crop Production, Bsc. Land Resource Management and Diploma in Land Resource Management.

According to her, so far about 80 students have applied and 20% are women adding how the Ministry is encouraging more women to apply.

Minister Bah concluded the conference by thanking Sierra Leoneans for their continuous engagement with the Government’s Press Briefings, encouraging citizens to follow the official social media platforms of the Ministry for cogent and factual information before wishing everyone a Merry Christmas and a Prosperous New Year.

Bank of Sierra Leone Takes Decisive Action to Combat Rising Inflation

The Bank of Sierra Leone’s Monetary Policy Committee (MPC) convened on December 14, 2023, under the chairmanship of Governor Dr. Ibrahim L. Stevens. The meeting was held to assess the global and domestic macroeconomic and financial market trends and their implications on Sierra Leone’s economy. The MPC resolved to increase the Monetary Policy Rate (MPR) by 1.0 percentage point to 22.25 percent, following a comprehensive review of economic factors.

The Committee’s decision stemmed from several key global and domestic economic factors. The International Monetary Fund’s World Economic Outlook for October 2023 projects a decline in global growth from 3.5 percent in 2022 to 3.0 percent in 2023, further dropping to 2.9 percent in 2024. The Committee expressed concern over China’s escalating real estate crisis, which could potentially severely impact Sierra Leone, a key trading partner.

Despite the worrying global trends, the MPC anticipates that the gradual normalization of supply chains and the decline in global inflation will result in lower imported inflation for Sierra Leone.

On the domestic front, Sierra Leone’s inflation rate has been high, peaking at 54.48 percent in September 2023, primarily due to an increase in domestic fuel prices. However, the Committee noted that the Government’s efforts to enhance the supply of commodities and stabilize the exchange rate, coupled with a decrease in global inflation, could help to further moderate inflationary pressures.

The domestic economy, however, continues to face challenges due to global and local factors, including supply shocks, lower output from key sectors such as agriculture and mining, and global uncertainty. The MPC acknowledged the Government’s efforts to implement sectoral reforms, such as The Feed Salone Programme, to bolster agricultural productivity and drive inclusive economic growth.

Sierra Leone’s external sector experienced a widening trade deficit and a decrease in foreign exchange reserves due to excess outflows over inflows. Despite these challenges, the MPC remains hopeful that incoming official inflows and private transfers, as well as Government initiatives to support the productive sectors, will boost the gross external reserve position in the coming year.

The Committee also touched upon fiscal developments, noting an increase in the overall fiscal deficit owing to a rise in Government expenditure. The MPC welcomed the Government’s commitment to implementing a mix of revenue enhancement and expenditure containment measures to achieve a budget deficit target of 5.8 percent of GDP in 2023.

The MPC concluded the meeting by raising the MPR, Standing Lending Facility Rate, and Standing Deposit Facility Rate by 1.0 percentage point each, effective Monday, December 18, 2023. The new rates are as follows: MPR at 22.25 percent, Standing Lending Facility Rate at 25.25 percent and Standing Deposit Facility Rate at 15.75 percent.

The MPC pledged to continue monitoring global and domestic economic developments and is prepared to take necessary action to maintain price and financial system stability.
