Yvonne Aki-Sawyerr’s Incompetence Sends Hundreds of Freetonians out of Job

By Fatmata Jengbe

Ex-Mayor of Freetown, Yvonne Aki Sawyerr who was in office from 2018 to 2023, is very eloquent and sounds very convincing but is however being questioned by members of the general public about her sweet promises to the people of Freetown and why she failed to deliver on these sweet promises.

Concerns raised by the public include the concession to redevelop the Cape Sierra Hotel in June 2010. This hotel is in a prime location at Aberdeen, Freetown that was put out for tender. IDEA (UK), of which Yvonne Aki-Sawyerr was the Investment Promotion and Marketing Director, won the bid but since that time, work on the hotel is yet to be completed

It was believed that with Yvonne Aki Sawyerr at IDEA (UK), they will execute the bid to redevelop the Cape Sierra Hotel as it is of strategic importance to the Mape Project because branded hotel operators, such as Hilton Worldwide, prefer to be established in the capital city before extending their operations to other locations.

Most people would have loved to have respected the ex-Mayor of the Freetown Municipality,  Yvonne Aki Sawyerr whose husband Keith Aki Sawyerr woefully failed as Director of Cape Sierra Hotel at Aberdeen in Freetown to the point that the edifice is still uncompleted, never mind the millions of dollars on it.

But then, one can expect that behind every man (Failure or successful) there is a woman. In the same vein, Yvonne Aki Sawyerr who was elected Mayor of Freetown in 2018, has throughout her tenure demonstrated that she is not only incompetent and incapable but also shown that she is bereft of ideas on developing a city in need of change.

In June 2010, a concession to redevelop the Cape Sierra Hotel, a hotel in a prime location in Aberdeen, Freetown was put out for tender and the IDEA (UK) won the bid to redevelop the hotel under the Hilton Worldwide Project after recognizing the clear and considerable synergies that would exist between the Cape Sierra Hotel and the Mape Project which was an exciting and innovative proposal to create a new , high quality town and associated resort closely linked to the nearby international airport and across the river from Freetown that provides a special opportunity to create a new centrally planned and administered settlement, independent of existing urban areas.

It was expected that both projects would greatly assist the development of the Sierra Leone economy.  Yvonne Aki-Sawyerr was the Investment Promotion and Marketing Director for the IDEA (UK) and she led the project with specific goals:

IDEA (UK)’s bid to redevelop the Cape Sierra Hotel would be of strategic importance to the Mape Project because branded hotel operators, such as Hilton Worldwide, prefer to be established in the capital city before extending their operations to other locations.

The Cape Sierra Hotel project would benefit from the knowledge acquired in the preparation of the Mape Project, use of the same management systems and the realization of cost savings evident from bulk purchases.

The enhanced reputation of Sierra Leone through a revamped Cape Sierra would help attract residents, businesses and tourists to Mape.

IDEA (UK) therefore decided to bid for the redevelopment of the Cape Sierra Hotel, identified and secured Hilton Worldwide as the hotel operator for the new Cape Sierra Hotel. The supposedly new Cape Sierra Hilton was to operate under the flagship Hilton brand and with 200 rooms and Construction was scheduled to begin in October 2010 and the hotel completed in 2011.

Yvonne demolished the famous Cape Sierra Hotel that gave jobs to hundreds of Freetonians for a failed project. Until today, the Hilton Project is a ghost with hundreds of Freetonians languishing in poverty for over a decade because of the incompetence and poor managerial skills of their former Mayor – Yvonne Aki-Sawyerr.

On the other hand, the Mape Project was an exciting and innovative proposal to create a new, high quality town and associated coastal resort. Closely linked to the nearby international airport and across the river from Freetown, it provided a special opportunity to create a new centrally planned and administered settlement, independent of existing urban areas. It sought to achieve a high standard of development and quality of life that was to appeal to Sierra Leoneans at home and abroad as well as tourists and related businesses. The associated inward investment spin-off benefits were to make the project have a significant positive impact on existing local communities and that was to strengthen and enrich the wider economy. Konakridee and Mape are found in the heart of Kaffu Bullom chiefdom in the Port Loko district of Sierra Leone. Konakridee is situated 7 miles north of Lungi International Airport and Mape is 4.5 miles North East of the airport. The focus of Konakridee was leisure and entertainment – a beautiful resort environment with a variety of recreational activities. A wide range of different restaurants, bars, places of entertainment and features will all be set in a verdant and carefully tended landscape.

The Konakridee Beach Resort included: Beach hotel (incl. villas and chalets) with wellness centre, spas and gymnasium, Leisure and recreational facilities (beaches, squash/tennis courts, swimming pools, marina and water sports centre), Residential accommodation (bungalows and villas) and Commercial accommodation (shops, restaurants, bars and night clubs)

The town of Mape was to contain a rich tapestry of recreational parkland and waterways. The central lake was to be a defining feature and greenways will extend alongside the tributaries, providing an attractive series of inter-linked spaces for recreational enjoyment. An 18- hole golf course and driving range was located in the north of the site as well as a hotel with a range of associated culinary experiences and sporting activities including tennis and swimming.

The vibrant town centre was to provide a range of opportunities to work or invest with high quality commercial spaces.

Mape Town was to provide a modern and desirable living experience and will include the following range of facilities: Hotel(s) & Conference Centre, Residential accommodation (houses, villas and apartments), Leisure and recreational Facilities (18 hole golf course, swimming pools, cinema/theatre, gymnasium, spa, sauna), Commercial accommodation (shops, offices and workshops) and Civic and community facilities (school, hospital, heritage centre, places of worship and emergency services)

The Mape Project was to deliver reliable and modern infrastructure and utility services that were to also benefit the existing local communities within the region. These were: New or upgraded road network linking the town, coastal resort and Lungi Airport, Dedicated and reliable sources(s) of electrical power, Potable water supply from groundwater source and Eco friendly and sustainable sewerage and sanitation system. Until today, the Mape Project is nowhere to be seen or completed under the leadership of Yvonne Aki-Sawyerr who is seeking reelection after shattering families and plunging them into perpetual sufferings by rendering them jobless.

What beats the imagination of most people is the fact that, Yvonne Aki Sawyerr since she left office is preoccupied and making serious efforts at acting as if she is still Mayor, going around carrying herself and posturing as if any serious and right-thinking Sierra Leonean is taking her prank of a deposed Mayor as serious.

She should have actually reclined herself to charitable deeds and church service, rather than her continuous ridiculous efforts pretending she is still Mayor of Freetown and is hoping for re-election, forgetting the fact that she woefully failed the people of Freetown by not fulfilling her many promises.

One last joke she landed on the people of Freetown is the one about bringing cable car transport to the capital city. Most people do not even know or remember whether Yvonne Aki Sawyerr mentioned cable car or car cable. Which is which?

Yvonne Aki Sawyerr with all her sincerity and belligerence ended up paying back a colossal two hundred million, eight hundred and forty-two thousand, three hundred and thirty-three Leones (Le 200,842,333) to the ACC in order to escape conviction. With her intelligence and political clout why did she put herself in such a lowly state?

A social commentator asked why is it that Yvonne Aki Sawyerr is on record for allegedly using this exorbitant amount in the form of travelling expenses (air tickets and per diem) on one Manja Isata Kargbo, who was Head of the Yvonne Aki Sawyerr’s unauthorized Mayor’s Delivery Unit (MDU). Though it is reported that this Unit has been dismantled, the said Manja Isata Kargbo was never an employee of the FCC. But why did Yvonne Aki Sawyerr on her own auspice form this Unit without seeking clearance from the central government?

One of Yvonne Aki-Sawyerr’s development projects was the faecal sludge plant in Kingtom and Kolleh Town communities respectively. These projects are supposed to improve health and save the lives of people in these communities.

But why are the people in these communities saying their situation has not changed despite the fine talk and huge promise from Yvonne Aki-Sawyer?

Then in her bid to transform Freetown into a more inclusive city, which will be easily accessible and visibly attractive to investors, tourists and residents, Yvonne Aki-Sawyerr informed the nation that she had engaged international Consultants, Markus Hagspiel, a Ropeway/Cable Car expert, Teferra Sileshi of GFA Heat and members of the American Institute of Architects in April 2023 to strategize and plan well as Freetown is about to institute its first Cable Car.

However, the general public wants to know why the Cable Car Project feasibility study although launched way back in June 2022 by Yvonne Aki-Sawyerr is still sitting on the ground.

On assumption of office, Yvonne Aki Sawyerr promised also that she would build more community health centres. But why is it that, five years after making that promise, people are still asking: “Where are the community health centres you promised?

In her wisdom, market dues were doubled on 1st January 2019. This according to Yvonne Sawyer was necessary in order to enable FCC to take responsibility for the daily sweeping of all markets, roll out public toilets in the markets and eventually repair and construct stores in markets as required. But market women are now asking the ex-mayor: Where are the facilities you promised and what did you do with the money?

It is said that history repeats itself; but in the case of the Ex-Mayor Yvonne Aki Sawyer, it would be disastrous and dreadful if she were to come back as Mayor according to many Sierra Leoneans that are desperate and willing to push her as far away as possible from the Freetown Mayor’s seat.

Samura Kamara’s Lawyers Call on Supreme Court to Strike Out Injunction

By Amin Kef (Ranger)

In the 19th May, 2023 edition, it was reported how two senior members of the All People’s Congress (APC) Party in the persons of former Minister of Sports, Paul Kamara and former Deputy Ambassador to the USA, during the presidency of Dr Ernest Bai Koroma,  Hon Alimamy Coleson Turay, on the 17th May, 2023 filed a court injunction at the Supreme Court  in which they raised objections bordering on the eligibility of the APC Flagbearer, Dr Samura Kamara, to contest in the forthcoming Presidential election slated for the 24th June, 2023. It could be recalled that in their application they sought the Supreme Court’s interpretation and determination of the following:

Whether the Transitional Interim Independent Election Management Committee (TIIEMC) of the APC was right to conduct the National Delegates Conference when a Perpetual Injunction stands preventing the old APC Executive participating but went on to constitute the ITMC that elected Dr Samura Kamara when it was the Interim Transitional Governance Committee that should have conducted the National Delegates Conference.

Whether the ECSL took into consideration the Commission of Inquiry’s  adverse finding of dishonesty against Dr Samura Kamara during the nomination process; findings that were upheld or by the Court of Appeal as well as him being currently standing criminal trial involving fraud at the High Court of Sierra Leone.

Finally, they want clarification of the National Constitution of Sierra Leone that No Political Party shall have as a Leader a Person who is not qualified to be Elected as a Member of Parliament and Section 76 (1) (D) of the said National Constitution that No Person shall be qualified as a Member of Parliament if he has been convicted of fraud or dishonesty on the premise of the findings of the Commission of Enquiry on dishonesty against the said 3rd Respondent (Dr Samura Kamara).

This new political event, however, took a dramatic twist on the 19th May, 2023 when Lawyers representing the APC presidential candidate Dr Samura Kamara, led by Joseph Fitzgerald Kamara (JFK) ,acted swiftly by filing an application calling on the Supreme Court to strike out the application filed on behalf of Paul M Kamara and Rev Coleson Turay, citing numerous errors and irregularities they say are evident within the application submitted to the Supreme Court.

On behalf of his client and his colleagues, Lawyer Joseph Fitzgerald Kamara (JFK) categorically intimated that he acknowledges the submission of a Motion to the Supreme Court claiming to challenge the candidacy of Dr. Samura Kamara in the APC party further maintaining that the document is currently under review and an appropriate response will be provided in due course. He was also quick to state that the nomination of Dr. Samura Kamara remains unaffected expressing the view that the petition is an attempt to cause trouble and referred to it as mere mischief.

“We are in receipt of a Motion filed with the Supreme Court, purportedly objecting to APC Presidential candidate Dr Samura Kamara. It is being reviewed & response will be delivered accordingly. By law, the nomination remains unaffected. Mischief is the scent of the candle,” he said.

The lawyers representing Dr Samura Kamara and the APC Party raised objections to the motion filed by Paul Kamara and Hon Coleson Turay on the grounds that the application “is not properly before” the Supreme Court and further cited several irregularities.

“The said originating notice of motion dated 17th day of May 2023 is irregular in form and content in that it failed to invoke the original jurisdiction of the Supreme Court as required by the Constitution of Act No. 6 of 1991,” the APC lawyers said.

They added that Paul Kamara’s application failed to invoke the appropriate Supreme Court rules of Public Notice No. 1 of 1982.

The first defendant (APC Party) also has an issue with Paul Kamara’s intention. Its lawyers noted that the said application lacked “reasonable cause of action and is frivolous, vexatious and scandalous“.

The lawyers also said Paul Kamara’s intention is to waste the court’s time and powers.

“The Originating Notice of Motion dated the 17th day of May 2023 amounts to an egregious abuse of process of this court and for it to be struck out,” they said.

The APC lawyers also prevailed on the court to strike out the said application with cost.

It must however be noted that the application for clarifications by the Supreme Court filed by Paul Kamara and Hon. Coleson Turay also included the Chief Electoral Commissioner, Mohamed Kenewui Konneh and the Electoral Commission for Sierra Leone (ECSL).

MRCG Schools Journalists on Media Professionalism & the Safety of Journalists

By Foday Moriba Conteh

As part of their efforts towards achieving one of the recommendations in the report , “The Safety of Journalists in Sierra Leone: A Study on the State of Safety of Journalists’ Policies and Practices in Media Houses in Sierra Leone 2020”, the Media Reform Coordinating Group (MRCG), in partnership with Media Foundation for West Africa, with support from the Embassy of the Kingdom of the Netherlands in Ghana, has on Friday 19th May, 2023 held a one day training programme for selected journalists from various media houses on Media Professionalism & the Safety of Journalists in Sierra Leone. The one day training was held at GGEMS Hall on John Street in Freetown.

Giving a background and overview of the study, the National Coordinator of the Media Reform Coordinating Group, Dr. Francis Sowa said the report was commissioned by the Media Foundation for West Africa in 2020, adding that the study looked at whether there were policies that guarantee the safety of journalists and whether the practices manifest the reality as to whether there were safety and security for journalists in the country.

He maintained that the study examined the Safety of Journalists’ Policies and Practices in Media Houses in Sierra Leone’ taking into consideration forty-four media outlets spread across the country, stating that the key issues assessed are the trends of safety of journalists’ issues in Sierra Leone (including types of violations, perpetrators, gender of victims), number of media outlets that have  safety policies or manuals, and number a specific policy for female journalists, what the practices are etc.

Dr. Francis Sowa revealed that according to the report findings it shows that majority of the media houses studied lack safety and security policies and there are no specific safety and security policies in those media institutions, although most of them stated that such issues are addressed in their editorial policies.

The National Coordinator concluded by highlighting the recommendations of the report which includes firstly that there was a need to develop a template of a Safety and Security Policy which the media institutions can use to develop their own, in accordance with their peculiar circumstances and needs, secondly that the Independent Media Commission (IMC) and the Sierra Leone Association of Journalists (SLAJ) should add and intensify issues of safety and security of journalists in the Media Code of Practice and the Code of Ethics, thirdly that massive training of journalists on safety and security is required and finally support for the monitoring and reporting of safety and security issues in the country would be imperative.

The Representative of the Sierra Leone Association of Journalists, Christian Conteh, commended the Media Reform Coordinating Group and partners for organizing such a training which he described as very important towards enhancing the safety and security of journalists in the country.

He said that MRCG has been complementing the work of SLAJ of which he said the Association is very grateful. He concluded by stating that SLAJ will continue to partner with MRGC in order to support the development of journalists in the country.

In her statement, the President for Women in the Media Sierra Leone, Madam Eastina Taylor, applauded MRCG and its partners for recognizing the urgency of this matter and joining forces to organize this Forum on Media Professionalism and the Safety of Journalists in the country.

She said that the media, as the watchdog and agenda-setter, plays a crucial role in holding duty-bearers accountable for upholding openness and accountability in governance and public services of which she added that, however, they must create an environment that allows journalists to work freely and safely, ensuring that their voices can be heard without fear or intimidation.

Madam Eastina Taylor maintained that they are of the strong belief that the training will address the pressing issues of media professionalism and the safety of journalists. She urged all present to have robust discussions, share best practices and experiences, with the goal of charting a path towards a more accountable, responsible, and secured media landscape in Sierra Leone.

She concluded by reaffirming their commitment to media professionalism and the safety of journalists and to collaboratively address the challenges journalists face, ensuring that the media remains a beacon of truth, accountability, and democracy in Sierra Leone.

One of the beneficiaries, Ishmael Koroma an Editor of Vindicator Newspaper, expressed appreciation to the Media Reform Coordinating Group and partners for training journalists on their safety and security.

He said that the training has equipped them as journalists to know the dos and don’ts that have to do with their safety.

Ishmael Koroma assured, on behalf of colleagues, that they will use the knowledge acquired during the training in their day to day activities as journalists in order to enhance their safety and security.

The opening ceremony followed by presentations on various topics which includes “Presentation of Findings on the Safety of Journalists in Sierra Leone: A Study on the State of Safety of Journalists’ Policies and Practices in Media Houses in Sierra Leone 2020” by the National Coordinator of the Media Reform Coordinating Group, Dr. Francis Sowa, Media and “Professionalism in Sierra Leone” Facilitated by Yeama Thompson, “Safety of Journalists in Sierra Leone” facilitated by Dr. Tonya Musa, Preparations with Journalists and Modalities for Journalists Covering Elections”, facilitated by Director of Communications at ECSL, Albert Massaquoi.

At the end of the presentations, journalists present had the opportunity to contribute towards the discussion and they were further divided into groups of which representatives from those groups had the opportunity to do presentations on their findings and recommendations towards the safety and security of journalists in the country.

ECSL Conducts Five District Paramount Chief MP Elections & Determines Election Calendar

By Amin Kef (Ranger)

The 2023 General Elections in Sierra Leone kicked off on Saturday  20th May, 2023 as elections for Paramount Chief Members of Parliament (PCMPs) for five districts namely: Falaba (6 candidates), Bonthe (3 candidates), Kambia (2 candidates), Pujehun (2 candidates) and Bombali (2 candidates) were conducted .

It must be noted that according to Section 74(1)(a) of  the 1991 Constitution of Sierra Leone  residents of every district in the Provinces, shall elect one of their Paramount Chiefs to represent the district in Parliament as a Paramount Chief Member of Parliament (PCMP).

There are now 14 Districts in Sierra Leone and so elections must be conducted for 14 PCMPs who will sit in the next Parliament.

Worthy of note is that PCMPs are differently elected from the other class of Members of Parliament popularly called the OMPs (Ordinary Members of Parliament).

As a result of the impasse or the infamous “32-32” debacle during the 1967 General Elections, all PCMP Elections are now conducted few weeks before OMP Elections.

Hence the PCMP Elections for the next Parliament were conducted on the 20th May, 2023 whilst the OMP Elections are slated for 24th June .

However, only 5 out of 14 districts had ECSL conducting elections for PCMPs on Saturday, 20th May, 2023 simply because the Paramount Chiefs in the remaining 9 districts have, by various means of consensus amongst themselves, decided to choose one of their numbers to go UNOPPOSED.

Initially, it was 7 districts (Tonkolili, Port Loko, Karene, Bo, Moyamba, Kailahun, Kono) with unopposed PCMPs but later on ECSL confirmed the withdrawal of all but one candidate in Kenema and Koinadugu respectively; thus leaving only 5 districts within which ECSL conducted the Elections namely: Falaba, Bonthe, Kambia, Pujehun & Bombali.

In another development, the Electoral Commission for Sierra Leone (ECSL) held a national PPLC/Stakeholders meeting on the 21st May, 2023 at the PPRC Conference Hall, 6th Floor on 9 LAMINA Sankoh Street in Freetown.

The topic that was extensively discussed was the Election Campaign Calendar for all levels: Presidential, Parliamentary, Local Council and Independent Candidates. At the end of the discussions what clearly came out was that all the Political Parties and other actors now have a timetable outlining when and how to embark on their political campaigns and what penalties are in store for any violation.

NP-SL Cares for Customers & is Highly Respected as a Responsible Corporate Citizen

National Petroleum Sierra Leone Limited (NP-SL-Ltd)

By Amin Kef (Ranger)

There is not a single iota of doubt that NP-SL Ltd is the premier oil marketing company in Sierra Leone that has been doing extremely especially in the areas of importing and marketing various petroleum products in the country, notably petrol, diesel, gas and lubricants of which the most outstanding is Castrol oil.

Without contesting the undiluted fact, this 100% indigenous company has left its footprint on the sands of time as it continues to bag wide commendations for its timeliness in always ensuring that qualitative petroleum products are imported into the country, distributed country wide to its sales points or Filling Stations across the country in order for its esteemed customers to easily gain access to them.

The company has never renege in doing so save only certain situations where, as a result of unforeseen contingencies, most often beyond its control, there has been some delay. However, in such circumstances measures are quickly rolled out to address them and restore normalcy in the supply chain.

It must be noted that for any petroleum marketing company to maintain such a solid and unshakable posture could only be attributed to prudent business management initiatives. Indeed, it could be said with all amount of certainty that the selflessness and dogged determination on the part of the 35 Sierra Leoneans who established the company have greatly influenced most of the policies that were adopted, effectively implemented which saw the transformation of a small business enterprise to a towering entity.

One of those laid down policies is that which places premium on enhancing or maximizing customer care to create a situation where its customers are always made to feel good and satisfied. The company’s Shareholders and Management are also conscious of the fact that by taking customer care to a higher pedestal such could serve as a leeway to attract other individuals to come on board its customer platform.

Indeed, it is in that light that a conscious move was made to make the company’s Filling Stations very attractive and welcoming. Built in state of the art fashion, painted with yellow and green paints, these sales points are very spacious to accommodate fleet of vehicles, are very eye catchy and in some of them there are shopping marts where customers could purchase basic items and even relax to socialize.

To promote transparency and win the trust of its numerous customers as well as match up with international standards, it was decided on the part of the company to invest so much in procuring and installing calibrated pumping machines. These have the capacity to pump the exact quantity of fuel in vehicles and containers to the utmost satisfaction of buyers. “I always feel gratified whenever I do purchase petrol at NP Filling Station because I am always satisfied that I am getting my money’s worth,” a banker divulged to this medium adding that the Managers of the company are doing a fantastic job ,referencing the orderliness of how business transactions are taking place.

One very striking feature which NP-SL has so far exhibited, to the admiration of many, is its strict adherence to the country’s Local Content Policy. Development Economists have recommended that one viable route to be used to boost a country’s economy is to make effective use of indigenous resources, both material and human, as long as they are available. Enhancing local content has its attendant merits one of which is creating employment opportunities and ensuring that monies paid workers are not remitted overseas.

The entity is one of the few companies in this country that has successfully implemented its internal policy of giving employment preference to Sierra Leoneans. This is indeed very impressive and is helping in major ways to reduce poverty.

If today NP Gas is going at the pace of a Supersonic Jet , in terms of sales, then this is simply because it has been discovered that it is very fast, efficient and environmental friendly for cooking purposes. Besides, it can be refilled without going through the hassle of having to find gas elsewhere as the company markets gas alongside petrol, diesel and other lubricants. They are manufactured in different cylinder sizes and are easily accessible.

“NP Gas is my kitchen partner and I am finding it very cooperative. It is easy to handle and for me it poses no danger. I am therefore recommending it and for anyone to secure it there will be no regrets,” Mariatu Sesay a resident, living in Makeni recommended.

What is now trending within social circles is the NP Smart Card. As the name suggests the card is so smart to such an extent that as long as it is loaded with money it can be slotted in the calibrated pumping machine and after demanding the amount of petrol or diesel requested for, it churns out the exact amount plus displaying the price. It is trending, secured and convenient to use.

“NP Smart Card works well and since I have been using it I always procure fuel for my car and generator in record time. Using it, there are many benefits one can derive,” a Civil Servant, Mohamed Jusu, underscored.

The company does not joke with rolling out its Corporate Social Responsibility fully aware that it is a responsible Corporate Citizen. This is all the more reason why it has been complementing the Government’s development interventions. The Shareholders and Management have always stood by the side of Sierra Leoneans in thick and thin always endeavouring to give succour and deepen development. The good things it had done are so many to catalogue that time plus space could not permit one to narrate all of them.

The company stands tall for having vibrant branches operating in Guinea, Liberia, Ivory Coast and The Gambia where they are operating efficiently, offering jobs and paying taxes to Governments.

NP (SL) Ltd is immensely and steadily contributing  towards the improvement and development of individuals, communities and the nation as a whole.

US Congratulates Sierra Leone for Adopting Strategic Sustainable Plan to Combat Neglected Diseases

By Amin Kef (Ranger)

Through the support of Helen Keller International and partners, Sierra Leone, on the 18th May, 2023,  adopted and launched a plan to tackle neglected tropical diseases (NTDs) sustainably, marking a milestone in the country’s efforts to eliminate or control four life-threatening diseases that affect more than 8 million of the country’s poorest and most marginalized people.

On the 19th May, 2023, in a Press Release issued by the U.S. Embassy in Freetown it was stated that the United States Government, through the U.S. Agency for International Development (USAID), congratulated the Government of Sierra Leone for adopting a strategic, sustainable plan designed to aid the country in its fight against neglected tropical diseases (NTDs).

This complimentary message was disclosed by the U.S. Ambassador to Sierra Leone, David Reimer, who commended the achievement stating, “The Government of Sierra Leone has made significant progress to date in fighting neglected tropical diseases. I would like to congratulate the dedication and partnership of everyone engaged in the adoption of this intra-governmental plan. This strategy demonstrates real commitment to ending preventable diseases and the results of this plan will ultimately help make life better for the people of Sierra Leone.”

The newly adopted sustainability plan emphasizes the Government’s key priorities, strategies and benchmarks to ensure high-quality health services are available to persons living with or at-risk of NTDs long-term. The Ministry of Health and Sanitation led the development of the sustainability plan with support from other Government sectors and external stakeholders.

Sierra Leone has made significant progress against NTDs by implementing large-scale treatment programs, monitoring disease and managing chronic morbidities. USAID has provided support in Sierra Leone to help end four of the most common and burdensome NTDs since 2008.

NTDs are a group of parasitic, bacterial and viral diseases that disproportionately affect people in areas with less financial resources for health or limited access to high-quality health services. The diseases are debilitating, stigmatizing, and can cause life-long disability. Many NTDs are also preventable and treatable with safe and effective interventions to control and ultimately eliminate the disease.

WADEMOS Ends Pre-Election Solidarity Mission, Raises Concerns & Observations

By Amin Kef (Ranger)

In the wake  of  a pre-election solidarity mission undertaken in Sierra Leone by the West Africa Democracy Solidarity Network (WADEMOS), Kojo Asante, the Acting Network Coordinator of the organization expressed concerns and shared observations during a press conference held at Radisson Blu Hotel in Aberdeen  on the ….. .

The mission, conducted from May 15 to 18,2023,  aimed at supporting democratic processes and enhancing the credibility of the upcoming presidential, parliamentary, mayoral, and local council elections scheduled for June 24, 2023.

WADEMOS engaged with various stakeholders throughout the mission, including the Human Rights Commission, the Office of National Security (ONS), the Sierra Leone Police (SLP), the Political Parties Regulations Commission (PPRC), political parties, the Electoral Commission of Sierra Leone (ECSL), and the Independent Commission for Peace and National Cohesion (ICPNC). These engagements provided valuable insights into the socio-political and electoral landscape, as well as the level of preparedness for the upcoming elections.

While recognizing Sierra Leone’s democratic achievements in the past 21 years since the end of the civil war in 2002, WADEMOS commended the comprehensive electoral reforms implemented, including the passage of the Political Parties Regulations Commission Act and the Public Elections Act of 2022, which have played a vital role in strengthening the democratic process.

The mission also acknowledged the commendable efforts of various organizations at the national, regional, and international levels in promoting peace and national cohesion in Sierra Leone, encouraging them to continue their initiatives during and after the elections.

Furthermore, WADEMOS recognized the progress made in enhancing gender equality and women’s empowerment through the implementation of the Gender Equality and Women Empowerment (GEWE) Act of 2021, which mandates a minimum of one-third female candidates nominated by political parties to increase women’s participation in politics.

Regarding security preparations, Asante highlighted the mission’s appreciation for the comprehensive measures undertaken to ensure a secure electoral process. The Office of National Security (ONS) coordinated election security through the Integrated Election Security Committee, conducted thorough threat assessments, and implemented strategies to combat misinformation and disinformation. The training of security personnel was also acknowledged as a crucial investment in maintaining a safe environment on election day.

However, the mission identified several challenges and concerns that need to be addressed to ensure a smooth electoral process. These challenges include a high level of political mistrust among key actors, the growing use of hate speech in political discourse, particularly on social media platforms, difficulties in compiling the voter register, concerns regarding results management, communication gaps between the ECSL and political parties, compliance with the GEWE Act, security arrangements impacting voter participation, and the need for enhanced voter education on the proportional representation (PR) system and other electoral processes.

WADEMOS also expressed concern about the timing of the elections coinciding with the rainy season. This could pose logistical challenges and potentially impact voter turnout, particularly for individuals with disabilities and the elderly.

In response to the challenges highlighted by WADEMOS, the stakeholders in Sierra Leone must come together and address these concerns to ensure the success of the upcoming elections. Political actors should prioritize building trust and fostering a constructive political environment that encourages healthy dialogue and discourages hate speech.

Efforts should be made to streamline the process of compiling the voter register, ensuring its accuracy and inclusivity. Transparent and efficient results management systems need to be implemented to maintain the integrity of the electoral process. Close coordination between the Electoral Commission of Sierra Leone (ECSL) and political parties is essential to address any communication gaps and ensure a smooth flow of information.

Moreover, compliance with the Gender Equality and Women Empowerment (GEWE) Act should be emphasized to increase the participation of women in politics. This can be achieved by supporting female candidates and promoting their visibility and leadership within political parties.

Security arrangements must be meticulously planned and implemented to create a safe and secure environment for voters on election day. Adequate training and resources should be provided to security personnel to ensure they are well-prepared to handle any challenges that may arise.

Additionally, voter education programs should be enhanced to familiarize citizens with the proportional representation (PR) system and other electoral processes. This will empower voters to make informed choices and actively participate in shaping the country’s future.

The concerns raised by WADEMOS regarding the timing of the elections coinciding with the rainy season should not be overlooked. Contingency plans and logistical arrangements should be put in place to mitigate any adverse effects, ensuring that individuals with disabilities and the elderly are not disadvantaged and can exercise their right to vote.

As the June 24 elections approach, the commitment of all stakeholders is paramount. Political leaders, civil society organizations, and citizens must collaborate to create an environment that upholds democratic values, fosters inclusivity, and guarantees a transparent electoral process.

Sierra Leone has made significant strides in its democratic journey since the end of the civil war, and it is crucial to build upon these achievements. By addressing the challenges highlighted by WADEMOS and working together, Sierra Leone can reinforce its commitment to democracy and ensure that the upcoming elections are free, fair, and peaceful.

The West Africa Democracy Solidarity Network (WADEMOS) stands ready to support Sierra Leone in its democratic processes and reaffirms its commitment to promoting democracy and supporting civil society in the country. With concerted efforts, Sierra Leone can overcome these challenges and continue on its path of progress and development.

Sierra Leone Launches Roadmap to Sustainably Tackle Neglected Tropical Diseases

Sierra Leone, on the 18th May, 2023 adopted and launched a plan to tackle neglected tropical diseases (NTDs) sustainably, marking a milestone in the country’s efforts to eliminate or control four life-threatening diseases that affect more than 8 million of the country’s poorest and most marginalized people.

The plan described by health experts as the first of its kind was launched on Thursday18th May, 2023 at the New Brookfields Hotel in Freetown, Sierra Leone’s capital.

Sierra Leone’s sustainability plan is an important step towards achieving national and global benchmarks, including the National Health Sector Strategy Plan (2021-2025) and WHO’s roadmap targets and milestones for NTDs prevention, elimination and/or control (2021-2030) and for ensuring a healthy population.

Deputy Chief Medical Officer Clinical in the Minister of Health and Sanitation (MoHS), Dr. Musa Kabba, described the launch as epoch-making and community-driven. He expressed optimism that the plan would strengthen and integrate NTD services into the country’s national health system to a level that propels progress toward disease elimination and/or control in accordance with national health goals. “The plan ensures that all NTDs activities are well coordinated, resources are utilized effectively and efficiently to deliver life-saving interventions to all communities where NTD activities will be implemented,” affirmed Dr. Kabba.

Helen Keller Intl Chief Program Officer, Shawn Baker praised the Country’s national NTD program for its success over the past years citing the elimination of lymphatic filariasis in 15 out of the 16 districts – a success she attributed to the determination and resilience of community health workers, religious and traditional leaders and the community. “This is a huge win for the national program and the country as the sustainability framework would enhance strategies that will sustain the progress made so far in the country’s efforts to eliminate and/or control NTDs,” he emphasized.

United States Agency for International Development (USAID) Acting Director of Health in Sierra Leone, Dayo Spencer-Walter, said that the launch of the plan shows that the country is on the right track to providing lasting solutions to end the suffering caused by NTDs. She expressed USAID’s readiness to work with the people and government of Sierra Leone to sustain the gains made in the fight to control and eliminate NTDs.”This is a very critical piece of the puzzle. For Sierra Leone to continue on the path of elimination/control of NTDs, the sustainability needs to be thought through and planned for.”

The launch of Sierra Leone’s five-year NTD Sustainability Plan, which spans from 2023 to 2027, was attended by USAID Sierra Leone’s Acting Director of Health, Dayo Spencer-Walter, Sierra Leone’s Deputy Chief Medical Officer Clinical, Hon Dr. Musa Kabba, Helen Keller Intl Chief Program Officer, Shawn Baker, Helen Keller’s Sierra Leone Country Director, Sugandh Juneja and a host of representatives from relevant government authorities, civil society organizations, local and traditional authorities, academic institutions, students, grassroots activists and the media.
