Chinese Medical Team Saves Sierra Leonean Woman from Severe Anemia Due to Placenta Residue

By Foday Moriba Conteh

In a remarkable medical intervention, Chinese gynecological expert, Liu Qiuhong, a member of the 24th Batch of China’s Medical Team in Sierra Leone and Deputy Chief Physician at the Hunan Provincial Maternal and Child Health Care Hospital in China, performed a critical uterine evacuation procedure at the China-Sierra Leone Friendship Hospital on August 31, 2023. This life-saving procedure effectively relieved a Sierra Leonean patient suffering from severe anemia due to residual placenta tissue, alleviating the patient’s pain and discomfort.

The 23-year-old Sierra Leonean woman had been pregnant for over three months when she experienced a tragic miscarriage, followed by continuous vaginal bleeding for four months. Unaware of the gravity of her condition, she sought medical attention only recently when she arrived at the China-Sierra Leone Friendship Hospital, complaining of abdominal pain and weakness.

The Deputy Chief Physician, Liu Qiuhong, carefully assessed the patient’s medical history, conducted a thorough physical examination, and ordered laboratory tests. Her findings revealed that the patient was severely anemic and had developed an infection due to prolonged blood loss.

Acting swiftly, Dr. Liu Qiuhong admitted the patient to the hospital, initiated anti-infection treatment, and administered a blood transfusion to correct the anemia. After successfully addressing the anemia and controlling the infection, Dr. Liu Qiuhong proceeded with the uterine evacuation.

During the surgical procedure, Dr. Liu Qiuhong discovered that the placenta tissue was deeply adhered to the uterine muscle wall. She performed the operation delicately, ensuring the protection of the endometrium to preserve the patient’s fertility while removing the residual tissue. In less than an hour, nearly 200 grams of calcified placenta tissue were safely removed by Dr. Liu Qiuhong. Following the removal of the residual tissue, the patient’s uterus contracted effectively, and vaginal bleeding ceased, putting an end to the patient’s suffering from the debilitating condition.

The Deputy Chief Physician, Liu Qiuhong, introduces that in Sierra Leonean culture, motherhood is highly valued, and women are encouraged to have as many children as possible. Consequently, fertility rates are notably high, leading to an increased incidence of fertility-related conditions such as miscarriages, infections, and retained products of conception.

She emphasized the importance of seeking prompt medical attention and following doctors’ advice for timely treatment to prevent the progression of these conditions. Delaying treatment not only affects the individual’s quality of life and fertility but also places a significant economic burden on families and communities.

By Millicent Senava Mannah

The Sierra Leone Urban Research Centre ,in collaboration with Freetown City Council, has held its sixth meeting on the City Learning Platform (CiLP) Project, on the theme, ‘’Charting A Pathway To Inclusive Urban Sanitation’. This event was held on the 31st August, 2023, at the Freetown City Council, 3rd Floor on17 Wallace Johnson Street in Freetown.

This Sixth Meeting was funded by two of SLURC’s major projects: OVERDUE Project, funded by the Global Challenges Research Fund(GCRF), and Beyond the Networked City Project, funded by the Economic and Social Research Council ( ESRC).

The city Learning Platform seeks to facilitate and coordinate knowledge sharing, bringing together all sets of stakeholders that are involved in addressing critical urban challenges and how to address them.

Giving the opening statement, Joseph McCarthy, Executive Director, SLURC, intimated that the meeting aims to engage different actors and stakeholders in discussing sanitation issues in the informal settlements of Freetown.

According to him, this is to build on the knowledge and learnings from SLURC sanitation projects, and other initiative solutions by different sanitation providers in Freetown, and how to ultimately feed into the development of a city-wide Inclusive Sanitation Strategy.

McCarthy noted that the three major elements of the City Learning Platform are to create a democratic platform for policy dialogue, debate and discussions, and also to create a feedback chain from community to the city level, and vice versa, allowing a scaling- up of practices from particular communities to more informal settlements within the city.

Furthering, he intimated that they are to institutionalize and disseminate participatory planning methodologies that foster pathways to urban equality.  And lastly, to provide concrete solutions on how participatory processes can shape and solve developmental challenges in Freetown.

The Freetown City Council Representative, Mariama Whitmore, said as the population of the city increases, so does the demand for sanitation increases. According to her, only few people have access to proper toilet facilities in the city, more especially in the hard to reach areas.

She assured everyone that the suggestions made by everyone would be taken into consideration by the Council, and how they are the voices of the people.

Prof. Michael Templeton, ICL, giving his plenary pointed out that when constructing toilet, there must be provision for pregnant women and disable persons to comfortably have access to it.

He furthered that, there are several innovative ways by which human excretion can be used to generate income, and how these models can also improve sanity in the city as well. According to him, these wastes can be used as manure for agriculture, and how it can also be exported to generate income.

One of the presenters,  Pius Nishimwe from GOAL, stated that some of the benefits of faecal wastes include creating alternative livelihoods and jobs, use for land management, agricultural purposes, improved sanitation, and so on. According to him, they created the first faecal sludge treatment plant in the country.

The waste Management providers also presented on the procedures and processes they use to manage wastes and so on. Community members of those hard to reach communities, like the slums who were in attendance also made their suggestions known on how to improve sanitation in their communities.

SLURC has been working effortlessly to increase the quantity and quality of knowledge about informal settlements and urban issues in the country and to build capacity amongst city stakeholders to enable a better understanding and application of research to practical situations.

The event was climaxed with group discussions and a question and answer session.

By Amin Kef (Ranger)

In a Press Statement dated 31st August, 2023, the US Government Secretary of State, Antony J. Blinken, has stated that the  United States is committed to supporting and advancing democracy in Sierra Leone and around the world.

He continued by adding that on the date of  the release of the aforementioned  Press Statement, he is  announcing a new visa restriction policy under Section 212(a)(3)C) of the Immigration and Nationality Act for undermining the democratic process in the June 2023 Sierra Leone election.

According to him, under that policy, the United States will pursue visa restrictions for those believed to be responsible for, or complicit in, undermining democracy in Sierra Leone, including through the manipulation or rigging of the electoral process; intimidation of voters, election observers, or civil society organizations through threats or acts of physical violence; or the abuse or violation of related human rights in Sierra Leone.

The US Secretary of State categorically pointed out that family members of such persons may also be subject to those restrictions.  He stressed that persons who undermine the democratic process in Sierra Leone—including in the lead-up to, during, and following Sierra Leone’s 2023 elections—may be found ineligible for U.S. visas under the policy.

He also clarified that the visa restriction policy announced  will apply to specific individuals and is not directed at the Sierra Leonean people.

Will Chief Minister Succeed Where President Bio Failed?

By Foday Moriba Conteh

In the early morning of Wednesday 30th August, 2023, the Chief Minister, Dr. David Moinina Sengeh was sported on a direct assessment of the sign-in registers across Ministries at Youyi Building in Freetown. This initiative, according to him, underscores the Government’s commitment to realizing its ‘Big Five’ agenda and is a cornerstone of fostering public sector reforms and reshaping the mindsets of public officials regarding punctuality and commitment.

During his engagement, he urged all public servants to consistently log in their attendance and departure times in the weekly staff attendance book, emphasizing that individuals arriving for duty after the stipulated Government time would be subjected to a query letter.

He stated that a series of query letters for repeated lateness or unexplained departures will ultimately lead to the suspension of the offending individual, accompanied by a halt in salary disbursement. Additionally, Dr. Sengeh underscored the importance of transparency by requiring that both the respective Minister and himself be copied on all query letters.

Dr. Sengeh articulated the motivation behind this rigorous approach, highlighting the nexus between public responsibility, accountability, and national development. He underscored the significance of streamlining Government service delivery, encapsulated by punctuality, preparedness and diligent commitment.

Citing the pressing need for public sector reform and efficiency, Dr. Sengeh initiated this comprehensive assessment to bridge gaps between perception and reality. He revealed plans to introduce a digitized query system utilizing individualized pin codes for each public servant. This real-time approach will enable immediate query issuance when an individual is absent from work. By doing so, the Government aims to eliminate delays in query issuance and address concerns of selectivity or inconsistency.

The Chief Minister affirmed that this move aims to underscore the fundamental commitment made by public officials to uphold punctuality. This paradigm shift places the onus on public servants to adhere to their contractual responsibilities, emphasizing the critical role each individual plays in shaping a responsive and accountable public sector.

This approach by the Chief Minister resonates with President Julius Maada Bio’s earlier efforts after his electoral victory in 2018.President Julius Maada Bio’s ambitious bid in 2018 to foster discipline and instil strong work ethics across the country’s public sector experienced a significant setback. The key promise, made during his initial week as Head of State, aimed to enhance accountability and punctuality, particularly in attendance within Ministries, Departments and Agencies (MDAs). The President’s commitment was reflected in his spot checks on Ministries at Youyi Building in Freetown. Regrettably, over the years, the laudable initiative faltered due to the non-continuation of the spot checks, resulting in an unfulfilled pledge to cultivate discipline.

President Bio’s endeavour to bring discipline and robust work ethics to the public sector was marked by a proactive step of conducting on the spot checks on MDAs. This initiative, initiated during his first year in office, aimed to cultivate a culture of accountability, punctuality, and diligence among public servants. However, the absence of consistent follow-up undermined the progress initially achieved.

Despite the President’s earnest attempt to drive change, the inability to sustain the practice of spot checks proved to be a significant impediment. As the years passed, the momentum waned, raising concerns about the enduring commitment to the important objective of strengthening work ethics and attendance.

The discontinuation of the spot checks meant that the momentum gained was short-lived, resulting in a gap between intention and action. The lack of sustained monitoring deprived the initiative of the opportunity to embed lasting change in the public sector’s work culture.

The unfulfilled promise to instil discipline in MDAs and promote consistent work ethics, particularly in the realm of attendance, underscores the importance of continuity and steadfast commitment. While the initial steps were commendable, the failure to carry them forward showcased the challenges of instituting long-lasting transformation.

This setback serves as a lesson in the necessity of consistent follow-through to transform intentions into tangible results. The unfulfilled pledge to establish discipline within MDAs reminds us that creating lasting change requires more than initial efforts as it demands an enduring dedication to realizing the intended outcomes.

As Sierra Leone continues its journey towards progress and development, the need for accountability, punctuality, and strong work ethics remains undiminished. With the President Julius Maada Bio failure to foster discipline and instil strong work ethics across the country’s public sector, can the Chief Minister, Dr. David Moinina Sengeh succeed?

Cabinet Resolution on Celebrating the Historic Success of the Chandrayaan-3 Mission

29 Aug, 2023, the Union Cabinet joins the Nation in celebrating the historic success of the Chandrayaan-3 Mission to the Moon. The Cabinet also appreciates the monumental achievement of our scientists. This is not just a victory for our space agency but is a bright symbol of India’s progress and ascent on the global stage. The Cabinet welcomes that 23rd August would be celebrated as the “National Space Day”.

The Cabinet congratulates the Indian Space Research Organisation (ISRO) for its efforts. Thanks to our scientists, India is the first country to land near the Moon’s south pole. Landing on the moon, with predicted accuracy, in itself is a momentous achievement.

Landing near the South Pole of the Moon, overcoming the arduous conditions, is a testament to the spirit of our scientists, who since centuries have sought to push the boundaries of human knowledge. The wealth of information being sent by ‘Pragyan’ rover from the Moon will advance knowledge and pave the way for ground-breaking discoveries and insights into the mysteries of the moon and beyond.

The Cabinet firmly believes that in an era defined by rapid technological advancements and the quest for innovation, India’s scientists stand as shining beacons of knowledge, dedication and expertise. Their analytical prowess, combined with a fervent commitment to inquiry and exploration, has constantly propelled the nation into the forefront of global scientific achievements. Their relentless pursuit of excellence, unyielding curiosity, and indomitable spirit to overcome challenges have not only cemented their reputation on the international stage but have also inspired countless others to dream big and contribute to the vast tapestry of global knowledge.

The Cabinet is proud to see that a large number of women scientists have contributed to the success of Chandrayaan-3 and India’s space programme in general. This will motivate several aspiring women scientists in the years to come.

The Cabinet also congratulates Prime Minister Shri Narendra Modi for his visionary and exemplary leadership, and his unwavering commitment to India’s space programme for human welfare and scientific progress. His faith in the capabilities of our scientists and his constant encouragement have always fortified their spirit.

In his 22 long years as the head of a Government, first in the state of Gujarat and later as Prime Minister Shri Narendra Modi has an emotional attachment with all Chandrayaan Missions. He was serving as Chief Minister when the idea of such a mission was announced by former Prime Minister Shri Atal Bihari Vajpayee Ji. When Chandrayaan-1 was successfully launched in 2008, he went to ISRO and personally congratulated the scientists. In the case of Chandrayaan-2 in 2019, when India was just a hair breadth’s distance, in Space terms, from the moon’s surface, Prime Minister’s sagacious leadership and human touch lifted the scientists’ spirits, steeled their resolve and inspired them to pursue the mission with greater purpose.

Prime Minister Narendra Modi has always encouraged science and innovation. In the last 9 years, a series of reforms have been ushered which have made research and innovation easier. For the space sector, Prime Minister Modi ensured that the private sector and our StartUps got more opportunities in India. The establishment of IN-SPACe as an autonomous body under Department of Space, to create an eco-system of industry, academia and start-ups and to attract major share in the global space economy was launched in June 2020. It has become an instrument for enhancing India’s strides in the world of space. The emphasis on Hackathons has opened up many opportunities for young Indians.

The Cabinet welcomes the naming of two points on the moon as Tiranga Point (footprint of Chandrayaan-2) and ShivShakti Point (Chandrayaan-3’s landing spot). These names beautifully capture the essence of our past while embracing the spirit of modernity. These names are more than just titles. They establish a thread that intricately links our millennia-old heritage with our scientific ambitions.

The success of Chandrayaan-3 is one of the greatest testimonies to Prime Minister Shri Narendra Modi’s clarion call of “Jai Vigyan, Jai Anusandhan.” The space sector will now further open up to Indian home-grown start-ups and MSMEs and generate lakhs of job and give scope for new inventions. It will open up a world of possibilities for the youth of India.

By unequivocally stating that the knowledge that will come from the success of the Chandrayaan-3 mission will be used for the benefit and progress of humanity, especially the countries of the global south, Prime Minister Shri Narendra Modi has once more manifested the spirit of our timeless belief in Vasudhaiva Kutumbakam. The flame of progress in India will always seek to light up the lives of people elsewhere.

The Cabinet believes that India’s advancements in the space sector are more than just monumental scientific achievements. They represent a vision of progress, self-reliance, and global leadership. This is also a symbol of rising New India. We urge our fellow citizens to leverage these strides to create more opportunities across industries, from satellite communication and meteorology to agriculture and disaster management. We should work to ensure that our innovations have direct applications on the ground, enhancing our infrastructure, boosting our digital economy, and providing critical data to various sectors.

In this era of science, technology and innovation, the Cabinet specially appeals to those associated with the world of education to inspire more youngsters towards science. The success of Chandrayaan-3 has given a monumental chance to ignite the spark of interest in these fields and also leverage the window of opportunities in our nation.

This Cabinet commends and appreciates every individual who has contributed to this landmark mission, acknowledging that Chandrayaan-3 is a glowing testament to what India can achieve with passion, perseverance and unwavering dedication. The Cabinet also expresses its confidence that the people of the country, their hearts brimming with joy and pride, shall rededicate themselves to build Bharat into a Developed Nation by 2047.

Strengthening Diplomatic Ties with Israel: A Call for Upgraded Relations -Francis Gabbidon Esq

By Amin Kef (Ranger)

In a recent statement, legal expert Francis Gabbidon Esq., who also serves as a Law Lecturer at Fourah Bay College, emphasized the historical significance of Sierra Leone’s diplomatic relationship with Israel. Dating back to Sierra Leone’s attainment of independence in 1961, Israel emerged as one of the earliest nations to establish diplomatic connections with the West African nation.

During this period, Israel solidified its presence through an Embassy situated in Freetown, along with diplomatic residences strategically located at Signal Hill and Hill Station. Beyond diplomatic ties, Israel made noteworthy contributions to Sierra Leone’s post-independence infrastructure development, facilitated by prominent construction companies such as National Construction Company Ltd., Solel Bonem, and Dizen Goff.

The Israeli construction firms were instrumental in the creation of essential structures in Sierra Leone, including the iconic Parliament Building, which was completed in time for the nation’s Independence celebrations. Other notable accomplishments encompassed the Bank of Sierra Leone, Sierra Leone Post Office, Oil Refinery, Kingtom Power Station, Cape Sierra Hotel, vital parliamentary and Regent-to-Hill-Station roadways, and the Benguema Military Training Barracks and Training School.

A significant aspect of Israel’s engagement was the provision of scholarships to Sierra Leonean students, enabling them to pursue diverse fields of study at renowned institutions in Tel Aviv. Programs ranged from medicine and teacher training to trade unionism, military intelligence, and security.

Advocating for a reciprocal enhancement of diplomatic relations, Gabbidon proposed that Sierra Leone should establish its own Embassy in Israel, encouraging the Israeli Government to re-establish its previous Embassy in Sierra Leone. This renewed cooperation, he asserted, could yield mutual benefits in sectors such as agriculture, horticulture, medicine, technology, and information technology. Of particular importance was the prospect of collaborating with Israel’s world-renowned intelligence organization to bolster Sierra Leone’s own Intelligence and Security Agency.

The historical connection between the two nations has also seen notable Israeli figures visiting Sierra Leone in the past, including Abba Eban, the Foreign Minister; Golda Meir, the Prime Minister; and David Kimche, Director of Foreign Affairs.

In a contemporary context, other countries that have recently established diplomatic relations with Israel include the United Arab Emirates (UAE), Bahrain, Morocco, Oman, Brunei, and Sudan. As Sierra Leone contemplates the road ahead, the call to rejuvenate its diplomatic rapport with Israel opens up avenues for shared growth and development across various sectors.
