Government Remains Committed to Engage in Dialogue with United States Press Secretary

By Amin Kef (Ranger)

The Government of Sierra Leone has reiterated that it is committed to engage in dialogue with the United States Government on the issue of the slamming of visa restrictions on persons that the US believes undermined the democratic process in Sierra Leone.

This comes against the backdrop of the State Department spokeswoman, Sarah Van Horne,  Head of Public Affairs at the US Embassy in Freetown, commenting on the 1st September, 2023  that the United States is contemplating additional actions beyond visa restrictions in response to allegations of electoral malpractice in Sierra Leone. She further emphasized the US commitment to upholding democracy in Sierra Leone.

Both developments came on the heels of a recent policy announcement by US Secretary of State, Anthony Blinken, targeting officials suspected of manipulating the results of the June 2023 elections and engaging in voter intimidation and threats against Election Observers and Civil Society activists.

Van Horne clarified that the US Government’s position remains consistent, expressing concerns about the electoral process and vote tabulation. She stated that the new actions are in line with their commitment to ensuring transparency in the electoral process.

It could be recalled that the June 24 elections witnessed a closely contested race between the incumbent Sierra Leone People’s Party (SLPP) and the main opposition All People’s Congress (APC). The APC alleges election rigging and accused the Electoral Commission for Sierra Leone (ECSL) Chairman, Mohamed Konneh, of collusion with incumbent President Bio to declare him the winner.

In response, the APC called for international sanctions on the President and his Government. Therefore, the recent US announcement has been welcomed by opposition supporters, who view it as a response to their appeal.

However, the spokesperson did not disclose the names of individuals targeted by the sanctions, citing the US Government’s policy of not revealing the visa status of individuals. Questions regarding whether the sanctions would extend to Government officials or opposition supporters involved in violence and intimidation were also left unanswered.

Van Horne stressed that these measures were not aimed at the Sierra Leonean people themselves, highlighting the US’s continued commitment to supporting democracy in the country.

In a related development, the United States of America Millennium Challenge Corporation (MCC) has confirmed delays in its compact development program with Sierra Leone. These delays are attributed to concerns about the credibility of Sierra Leone’s June 24, 2023, elections.

The MCC, which had previously designated Sierra Leone as eligible for a $450 million grant to support the nation’s development, expressed apprehensions about the integrity of the electoral process. This delay in compact development is contingent upon Sierra Leone’s ability to demonstrate a commitment to democratic governance, transparency, and fair elections. Delayed timeline for compact negotiations and approval is said to be due to concerns about the electoral process’s transparency and the protection of fundamental freedoms and civil liberties.

On his part, President Bio had emphasized the importance of the MCC Compact during his campaign, promising substantial support for energy and water sectors. However, recent events have raised doubts about Sierra Leone’s commitment to these criteria.

However, the President , in response to international concerns, emphasized the constitution’s role in election processes and defended Sierra Leone’s sovereignty adding that his Government has initiated an electoral systems review committee to address those concerns.

In response to the visa restrictions, the Government of has indicated its intention to engage with the US Government regarding these measures.

On behalf of the Government, the Press Secretary, Solomon Jamiru, conveyed their concern and disagreement with what they deemed an unfair characterization.

He emphasized that significant efforts have been made to enhance governance and ensure the protection of civil and political liberties, as well as the delivery of essential services to the people.

Solomon Jamiru pointed out that the recently held multi-tier elections on June 24 were widely acclaimed as the most peaceful in the post-conflict history of the country, further asserting that the polls were free, fair, and transparent.

He said the information was not specific enough, making it challenging to properly evaluate the allegations expressing a desire for clarification on areas that need further understanding, such as instances of electoral fraud, subversion of the democratic process, and threats to Sierra Leone’s peace and democracy.

The Press Secretary pointed out that the election outcome, in which the President won with 56% of the total valid votes cast, was deemed legitimate according to the constitution and relevant electoral regulations.

He reiterated that the Government remains committed to engaging in dialogue with the United States Government to address concerns, seek clarification, and resolve any misunderstandings.

“The upcoming United Nations General Assembly provides a promising opportunity for both sides to engage in productive discussions and find common ground toward a mutually beneficial solution,” he concluded.

Damning Report on Greenbelt & Forest Reserve Encroachment Presented to Pres. Bio

By Alpha Good Kamara

A Committee, established in 2022 to investigate the dire encroachment situation plaguing the Western Area Peninsula National Park (WAPNP) has, on the 1st September, 2023, handed a comprehensive report with recommendations to President Dr Julius Maada Bio

The Chief Minister, Dr. David Moinina Sengeh, briefed President Bio, revealing shocking findings of human encroachment on the vital forest reserve surrounding the Guma Valley Dam.

The greenbelt, originally established in 1916 and reviewed in 2013, has fallen victim to relentless human activities, posing a grave threat to the environment and human safety.

Presenting the report, Dr. Isata Mahoi, Co-Chair of the Committee, recalled the devastating fire outbreak in April 2022 within the Mile 13 Guma catchment area, which resulted in a significant loss of forest cover in proximity to the Guma Dam and its treatment facility.

It could be recalled that President Bio’s subsequent visit to the site prompted the formation of the investigative committee.

Dr. Mahoi informed the President that despite submitting the Committee’s findings to the Inter-Ministerial Committee, leading to the deployment of security personnel across the greenbelt area, deforestation and wild bushfires have surged exponentially, endangering both the Guma Dam and human lives.

The greenbelt, spanning 18,337 hectares, has seen 24% of its territory, between Mile 13 and Tokeh, encroached upon, with over 900 structures identified within this area.

Amongst the Committee’s recommendations include an immediate ban on all activities within the greenbelt, quarry mining, unauthorized structures, and illegal activities. Moreover, they proposed the establishment of a physical boundary around the greenbelt area.

After receiving the Report, President Bio expressed his gratitude to the Committee for their dedication to the task. He emphasized the urgency of addressing the crisis, recognizing the vital role of water availability in human survival. The President condemned the involvement of individuals in high positions, including Government agencies, in the forest reserve encroachment.

President Bio pledged swift action and the implementation of necessary measures, such as deploying satellite technology, to combat this existential threat. He urged all citizens to unite in protecting their invaluable natural resources and lamented the silence of those residing in affected communities, who have witnessed the encroachment but have remained passive.

This Report underscores the gravity of the situation, as the President mobilizes to tackle the encroachment issue head-on, ensuring the preservation of Sierra Leone’s vital greenbelt and the sustainability of its water resources.

His Excellency Ambassador Wang Qing, the Chinese Ambassador to Sierra Leone, presided over a significant ceremony held, on the 1st September, 2023, at the Ministry of Health Conference Room. The event marked the commencement of a new outreach service tour for the Mobile Medical Clinics in Sierra Leone.

Among the distinguished guests present at the ceremony were Dr. Anthony Augustine Sandi, Deputy Minister of Health and Sanitation; the Permanent Secretary, Prince Cole  and Dr. Yeabu Kargbo, the Medical Superintendent of Hospitals on Wheels Project, along with dedicated team members of the Hospitals on Wheels Project.

Ambassador Wang Qing expressed his delight at being invited to attend the ceremony, which initiated a groundbreaking tour for the Mobile Medical Clinics, aimed at delivering healthcare services to remote areas in Sierra Leone.

The Mobile Medical Clinics were graciously bestowed as gifts from His Excellency President Xi Jinping during the inaugural ceremony of President Julius Maada Bio in 2018.

In 2022, President Julius Maada Bio officially launched the “Hospitals on Wheels” project, which is based on these Mobile Clinics. Since its inception, with the strong leadership of the Ministry of Health  (MOH), the relentless efforts of the operation team, local health departments, and the close collaboration between China and Sierra Leone, this project has evolved into the flagship program of MOH.

It also stands as a testament to the remarkable progress that can be achieved through collaboration. President Julius Maada Bio commended it as “one of the best initiatives Sierra Leone has ever had.”

Ambassador Wang Qing noted that the Mobile Clinics have traveled to 13 districts in Sierra Leone, serving more than 37,000 people, detecting severe cases, and saving lives, particularly among vulnerable populations such as infants, pregnant women, and the elderly who struggle to access quality healthcare.

The Mobile Clinics have not only improved health outcomes but have also supported crucial initiatives like the COVID-19 vaccination campaign and H.E First, Lady Fatima Bio’s free sanitary pads program. These accomplishments demonstrate the innovative and efficient solutions that Mobile Clinics can provide when integrated into the existing healthcare system.

Acknowledging the challenges faced by the project, Ambassador Wang Qing emphasized his Embassy’s unwavering commitment to its support. He announced a generous contribution of $20,000 USD to facilitate the Mobile Clinics’ future tours, in addition to a previous sponsorship of $100,000 USD. He also extended an invitation to the Chinese Medical Team to participate in the outreach tour, ensuring continuous technical support and cooperation with the MOH to expand the Mobile Clinics’ services further.

Ambassador Wang Qing underscored the significance of health and medical cooperation in the fruitful practical cooperation between China and Sierra Leone, spanning 52 years.

Sierra Leone holds a unique distinction as the only country to which China has dispatched three medical or public health teams. The year 2023 marks the 50th Anniversary of the dispatching of Chinese Medical Teams to Sierra Leone. Over the last five decades, these teams have treated over 800,000 patients, performed more than 100,000 surgeries, and trained over 5,000 local medical staff.

They have stood shoulder to shoulder with Sierra Leone in battling diseases such as Ebola, COVID-19, hepatitis, and cervical cancer, contributing to the well-being of the Sierra Leonean people and fostering conditions for social and economic development.

Ambassador Wang Qing concluded by highlighting the new opportunities for cooperation between China and Sierra Leone, with President Xi Jinping and  President Julius Maada Bio reaffirming their commitment to enhancing mutual cooperation across various sectors. The Ambassador expressed confidence that closer collaboration in the health and medical sector, including the Mobile Clinics project, will strengthen the traditional friendship between the two nations and contribute to President Bio’s vision, particularly the Human Capital Development agenda. He emphasized that China’s ongoing medical and health cooperation will yield more fruitful results and benefit a greater number of Sierra Leonean citizens in the future.
