Health Alert Concludes Consultation Meeting with CSOs, Youth & Health Sector Stakeholders on GFF

Health Alert Sierra Leone, a local civil society organization specialized in health development advocacy and accountability programming in the country, with funds from Population Action International (PAI) USA, has on Tuesday 25th July, 2023 concluded a one-day consultation meeting with RMNCAH+N CSOs & Youth Coalition members and health sector stakeholders on the Global Financing Facility activities in the country.

The one-day consultation meeting which was geared towards  strengthening advocacy efforts for women, children  and adolescent health in the country was held at the Civil Service Training College on Tower Hill in Freetown.

The consultation meeting is a start of the implementation of a one-year project titled: “Promoting Social Accountability for Improved Health Service Delivery in Sierra Leone”, which is supported by Population Action International (PAI) and will be implemented by Health Alert Sierra Leone in the country.

Speaking during the ceremony, the Executive Director of Health Alert Sierra Leone, Victor Lansana Koroma, said the project is geared towards increasing investment in health in order to provide quality health service delivery and promote social accountability for the improvement of women, children and adolescents health through the implementation of the GFF investment case and the RMINCAH strategy for the attainment of universal health coverage in Sierra Leone.

He said that the Global Financing Facility (GFF) is a multi-stakeholder partnership established to accelerate progress towards achieving the Sustainable Development Goals (SDGs), particularly SDG 3: Ensure healthy lives and promote well-being for all at all ages.

According to him, the GFF operates in 36 countries with high maternal and child mortality rates and aims to strengthen health systems and improve the health and well-being of women, children, and adolescents.

The Executive Director said the project will be implemented in collaboration with the Ministry of Health, adding that the project came about when various civil society organizations came together to look at how the Global Financing Facility will positively impact health service delivering in the country.

He stated that Population Action International (PAI) is a US based organization that is also looking at Civil Society Organizations around the world that are promoting social accountability and  decided to support Health Alert Sierra Leone in order to implement the project.

Victor Lansana Koroma maintained that promoting social accountability in the health sector is very important and that through the project they will engage stakeholders in the various districts where the project will be implemented and these districts include Bonthe, Falaba, Kailahun, Western Rural and Tonkolili in order to look at health service delivery.

He stated that as part of the activities of the project they will be training 50 RMNCAH-CSOs and youth on SAMT to monitor the WB/GFF funding process and also organize meetings with World Bank and GFF focal points to update on the funding priorities.

He concluded by stating that one of the key approaches of the project is to strengthen service delivery systems, particularly primary health care, to save lives and achieve universal health coverage as well as sustainable development goals.

The Senior Public Sister, National Secretariat for the Reduction of Teenage Pregnancy at the Ministry of Health, Adama Conteh, commended Health Alert Sierra Leone for their tremendous work over the years towards enhancing social accountability within the health sector in the country.

She said that during the Ebola outbreak in 2014 there was an increase in teenage pregnancy which resulted to the establishment of the National Secretariat for the Reduction of Teenage Pregnancy in the country.

Adama Conteh said that it is evident that there are challenges especially with regards service delivery within the health sector in the country and that she is with the strong conviction that with the implementation of the project in the country some of the issues relating to service delivering will be mitigated.

The Grant Officer at the Integrated Health Project Administration Unit, (IHPAU), Mohamed Jalloh, said that IHAPAU is a unit within the Ministry of Health that is managing funds for the Ministry.

He said that the Integrated Health Project Administration Unit has five donors including the  World Bank, Islamic Development Bank, Global fund, CDC etc.

Mohamed Jalloh also commended Health Alert Sierra Leone for holding the one-day consultation meeting with RMNCAH+N CSOs & Youth Coalition members and health sector stakeholders on the Global Financing Facility activities in the country which he described as very important towards enhancing social accountability within the health sector in the country.

He assured of IHAPAU’s support towards the implementation of the “Promoting Social Accountability for Improved Health Service Delivery in Sierra Leone” Project.

BlueCrest College Holds Free Boot Camp for High School Leavers

One of the leading Information, Computer and Technology Colleges in the country, Bluecrest College, has organized a one day free tutorial known as a Boot Camp for over 20 High School leavers on the introduction of Information Technology and on how to choose a career.  The tutorial was held on the 29th of July, 2023 at the College which is situated on Wilkinson Road.

The Marketer for Bluecrest College, Iba Quiwa, intimated that the Boot Camp was organized for High School leavers in order for them to get acquainted with I.T. According to her, some of the pupils have little or no idea on how to use or operate a computer further disclosing that organizing a boot camp of the nature of the one that was held recently will help them to know the basics about computer.

She maintained that the beneficiaries were drawn from different Secondary Schools in the country, disclosing  how some applied through their Online Application Portal, while on the other hand, letters were also sent to various schools for them to attend.

Iba Quiwa noted that, the Boot Camp was also geared towards getting the school leavers  choosing   careers in IT, and how it would be a good decision if they do so  as it is a very marketable area of study.

According to her, the College offers Bsc in Information Technology, Diploma in Information Technology, Graphic Design, Data Analytics, and Microsoft Office programmes amongst others.

“We are the best IT College in the country, because we focus more on the practical aspect than theory .Some of the pupils want to have careers in IT and this is the perfect place for them,” Iba Quiwa stated.

She pointed out that anyone who wants to have a career in IT should only call any of their numbers they see on billboards, flyers and so on, for application.

One of the participants, Fatima I. Marah, said she has learnt a lot from the training. According to her, prior to this time, she had little or no idea about how to use a computer, but how with the training she can now type from a computer and how she would go home and teach her friends.

Another participant, Boston Munda, also said he now knows how to operate a computer and how to use basic software applications like Microsoft Word, Excel and others.

The pupils commended the College for conducting the Boot Camp for them which, according to them, has imparted their lives.

Climaxing activities during the Boot Camp was the awarding of certificates to the participants.

SLAJ President Warns of Journalism Crisis and Press Freedom Threats in West Africa

Ahmed Sahid Nasralla, the President of the Sierra Leone Association of Journalists (SLAJ), has sounded the alarm on the dire state of journalism in West Africa. During the inaugural West Africa Journalism Innovation Conference 2023 (#WAJIC 2023) held in Abuja, Nigeria from 24th to 27th July 2023, Nasralla called for urgent action to safeguard press freedom and address emerging threats faced by journalists in the region.

Nasralla expressed deep concern over the impact of digital and social media on traditional journalism, which has led to the loss of three essential functions of the media: content creation and dissemination, gate-keeping, and setting the agenda for public debate. He pointed out that the rise of citizen journalism has raised credibility and reliability concerns regarding information sharing.

One of the major threats highlighted by Nasralla is the increasing hostility faced by journalists from political supporters and traditional authorities in local communities. He cited instances where journalists, critical of either ruling or opposition parties, were subjected to threats and labeled to discredit their work in the eyes of the public.

The SLAJ President also raised alarm about the growing trend of journalists aligning themselves with political interests instead of prioritizing public interest journalism. This, he said, undermines media solidarity on important national issues and weakens accountability journalism.

Nasralla lamented that journalists’ associations, such as SLAJ, are facing challenges in acting as moral guarantors due to internal divisions along political lines. He explained how the association’s members pressure them to take opposing stances on various issues, making it difficult to maintain a unified position.

Moreover, Nasralla highlighted the threat posed by new regulations and legislation aimed at restricting media and civic space in West African countries. He pointed out examples of cyber security laws in Sierra Leone and Nigeria, which have been used to curb free speech and limit press freedom.

The SLAJ President also drew attention to the economic struggles faced by media outlets in the region. The decline in trust in traditional media, coupled with the spread of disinformation and misinformation, has contributed to the vulnerability of media organizations to political and corporate interests. Nasralla emphasized the need to address the issue of media ownership and ensure independence, professionalism, and credibility within the industry.

Another worrisome trend highlighted by Nasralla is the rise of influencers who are employed by politicians to spread propaganda and discredit critical journalists and civil society activists during elections.

In light of these challenges, Nasralla stressed the importance of embracing innovation in journalism to address the crisis effectively. He called for collaborative efforts between media development bodies, journalists’ unions, relevant institutions, and Governments to safeguard press freedom, ensure the safety of journalists, and promote democracy, rule of law, and human rights in West Africa.

Nasralla urged the revival of regional journalist associations like the West Africa Journalists Association (WAJA) to foster cooperation, share successes, and address common threats faced by media professionals in the region.

In conclusion, Nasralla called for a collective commitment to support the media and uphold the fundamental right to free expression. He emphasized that journalism should serve as a watchdog, holding leaders and institutions accountable, but also stressed the need for media organizations to be transparent and accountable in their own operations.

Choithram Hospital to Conduct Two Day Workshop & Offer Free Expert Consultation

Choithram Memorial Hospital, situated on Hill Station in Freetown, will be rolling out ,at the hospital premises, two important events on the 5th and 6th August, 2023. One of the events has to do with the introduction of “Minimally Invasive Laparoscopic Surgery” in the country which will be fused with the hospital convening of a two-day workshop targeting surgeons and aspiring students from various Government medical facilities, teaching hospitals and private practitioners.

The second event has to do with the provision of free expert consultation sessions in Oncology/Hematology and Orthopaedics targeting individuals suffering from various malignancies and those with joint problems and spine disorders.

Both events are to be conducted by Choithram Memorial Hospital, in partnership with Max Healthcare in India and in association with the Ministry of Health in Sierra Leone.

Worthy of note is that the workshop aims at training and transferring knowledge to surgeons and aspiring medical students from various Government medical facilities, teaching institutions and private practitioners.

During the two days, the targeted beneficiaries will learn how to effectively utilize the laparoscopic equipment for diagnosing and performing surgical procedures.

The workshop will also feature live surgeries performed by Dr. Atul Wadhwa, a Laparoscopic General Surgeon from Max Healthcare, India, and Dr. Mustapha S. Kabba, Consultant & General Surgeon at the Connaught Government Hospital and Choithram Memorial Hospital and for their convenience and benefit, the surgeries will be streamed live in the Conference Room of Choithram Memorial Hospital.

Additionally, Dr. Atul will provide consultations to pre-screened patients during the workshop, and all surgeries performed during the event will be entirely free of cost, covered by the hospital Management.

The other event, scheduled to take place on the aforementioned dates, will be the offering free expert consultation sessions in Oncology/Hematology and Orthopaedics. Simultaneously, the Orthopaedic Consultation will focus on joint problems and spine disorders, catering to individuals seeking specialized medical advice.

Dr. Nagender Sharma and Dr. Akshay Kumar Saxena, from MAX Super Specialty Hospital who are  renowned specialists will lead the free consultation sessions for Oncology & Hematology and Orthopaedics, respectively.

Francis Ben Kaifala Esq Vows to Intensify Anti-Corruption Drive in his Second Term

In a resounding decision, Parliament granted renewed tenure to Francis Ben Kaifala Esq, as Commissioner of the Anti-Corruption Commission (ACC) for a second term, commending his exceptional achievements in the battle against corruption.

His re-appointment was endorsed on July 27, 2023, in accordance with the Anti-Corruption Act of 2008 as Amended in 2019.

Renewal of his mandate by President Bio on July 19, 2023 came in the wake of his outstanding performance and significant strides made in the fight against corruption during his initial five-year term.

During a parliamentary session, predominantly geared towards the vetting of the recent Presidential appointees, Hon. Mathew Sahr Nyuma, Leader of Government Business, praised the Commissioner for his groundbreaking efforts in tackling corruption in Sierra Leone.

During his interview by the Appointments Committee, Francis Ben Kaifala Esq. expressed his commitment to intensify the anti-corruption crusade, stating, “Corruption is very serious and we will treat any information we receive with confidence and seriously so that people making reports to the ACC will believe that no one will go unpunished for acts of corruption.”

It must be noted that during his first tenure as ACC Commissioner, Francis Ben Kaifala Esq. achieved significant progress in the fight against corruption, leading to outstanding scores in the ‘Control of Corruption’ indicator in the Millennium Challenge Corporation Scorecard.

Additionally, Sierra Leone ranked 110 out of 180 countries in the 2022 Transparency International Corruption Perception Index (CPI), scoring 34 points above the Sub-Saharan average.

Under his leadership, the ACC successfully recovered public funds amounting to over 45 Billion (Old) Leones, along with a two-storey building and two Toyota Land Cruiser vehicles through its Non-Conviction based Asset Recovery approach.

The Commission also conducted thorough reviews of systems and processes in Ministries, Departments, and Agencies (MDAs), established effective Integrity Management Committees in MDAs and conducted robust nationwide public education and awareness campaigns.

Expressing his gratitude upon his re-appointment, Ben Kaifala stated, “I thank His Excellency President Bio for the confidence reposed in me again, and promise that the fight against corruption will be fiercer and stronger in Sierra Leone.”

Francis Ben Kaifala Esq. is a highly qualified legal professional with a Bachelor of Laws (LL.B) Degree with Honors from Fourah Bay College, University of Sierra Leone. He was called to the Sierra Leone Bar in 2007 after passing the Sierra Leone Law School’s Bar Examinations. He holds LL.M degrees in International Financial Law and Economics from Queen Mary University of London, as well as Comparative Constitutional Law, Administrative Law, and International Human Rights Law from the University of Texas at Austin.

He was also recognized with numerous local and international awards, including being honored as one of 12 Global “International Anti-Corruption Champions” by the Department of State of the United States of America in 2021.

His exceptional leadership and results earned him recognition as an Obama Africa Leader in 2019 and an Arch-Bishop Desmond Tutu Fellow in 2022.

Augustine Sorie-Sengbe Marrah Esq.  Requests Certified & Verified District Level Election Results from ECSL

Prominent public interest advocate and democracy activist, Augustine Sorie-Sengbe Marrah Esq., in his attempt to address concerns raised by political parties and ensure transparency in the electoral process, has formally requested the Electoral Commission of Sierra Leone (ECSL) to provide information on the certified and verified district-level results of the Presidential, Parliamentary and Local Council elections held on June 24, 2023.

In a letter addressed to the Chief Electoral Commissioner, Marrah, who is also a citizen of Sierra Leone and a registered voter in the recently concluded general elections, cited Section 2(1) of the Right to Access Information Act 2013 as the basis for his request. The Act allows citizens to seek confirmation on specific information from public institutions.

The letter specifically seeks confirmation regarding the custody and possession of all sixteen districts’ certified summary results by the respective District Returning Officers, as required under Section 92(1) of the Public Elections Act 2022.

Additionally, Marrah’s request inquires whether the district certified summary results were duly verified by counting agents, representing various political parties, and if they were made available to counting agents and observers at the respective offices of the District Returning Officers, as mandated by Section 92(2) of the Public Elections Act 2022.

Marrah, in his letter, also emphasized the importance of transparency and openness in electoral processes, particularly in light of concerns raised by both the ruling Sierra Leone People’s Party and the opposition All Peoples Congress Party regarding the announced election results. These concerns have led to doubts over the credibility of the results and have raised questions about ECSL’s electoral integrity.

As a prominent institution with transparency as one of its cardinal values, the release of all certified and verified district-level election results could help address the mistrust and dispel misinformation surrounding the electoral process and its outcome, as carried out by ECSL.

While awaiting the response from the Electoral Commission, Marrah expressed hope that the request would be met within the timeframe provided by law, further demonstrating the Commission’s commitment to transparency and the democratic principles upheld by Sierra Leone.

In addition to addressing the letter to the Chief Electoral Commissioner, copies have been sent to the Executive Secretary of ECSL and the Commissioner of the Right to Access Information Commission.

As citizens and political stakeholders eagerly await the release of the requested information, the spotlight remains on the Electoral Commission of Sierra Leone’s commitment to ensuring a fair and credible electoral process in the country.

RE: REQUEST FOR INFORMATION REGARDING CERTIFIED & VERIFIED DISTRICT LEVEL RESULTS OF THE PRESIDENTIAL, LOCAL AND GENERAL ELECTIONS HELD ON 24TH JUNE 2023

I write to you as a citizen of Sierra Leone, a registered voter in the last general elections and a public interest advocate/democracy activist. I request pursuant to section 2(1) of the Right to Access Information Act 2013 confirmation on whether the Electoral Commission Sierra Leone (ECSL) has in its custody and/or possession all sixteen districts’ certified summary results by the respective District Returning Officers pursuant to Section 92(1) of the Public Elections Act 2022 for the presidential, parliamentary, and local council elections held on 24th June 2023. If available, may I further request information on whether the said district certified summary results were verified by counting agents (political parties’ agents) and/or made available to counting agents and observers present at the respective offices of the District Returning Officers pursuant to section 92(2) of the Public Elections Act 2022? If the answer to my foregoing enquiries is in the affirmative, I request that legible hard or electronic copies of the said certified district level results be dispatched to my address (above) as appropriate.

Sir, as you might be aware, certain concerns, legitimate or otherwise, have been raised by both the ruling, Sierra Leone People’s Party and the opposition, All Peoples Congress Party regarding the results announced by ECSL. These concerns, whether in the process or the outcome, have hung doubts over the credibility of the results announced by ECSL and to a large extent ECSL’s electoral integrity. As an institution, one of whose cardinal values is transparency/openness, releasing all sixteen districts’ certified and verified results of the last general elections would to some extent address the mistrust and dispel misinformation regarding the electoral process and outcome as undertaken by ECSL.

NRA Welcomes New Commissioner General to Spearhead Revenue Growth

It was a momentous event on Thursday, July 27, 2023, as the National Revenue Authority (NRA) formally welcomed its newly appointed Commissioner General, Ibrahim Swaray. The ceremony, held at the NRA headquarters on Gloucester Street, Freetown, was presided over by Tuma Adama Gento-Kamara, the Board Chairperson, who expressed gratitude to the outgoing Commissioner General, Dr. Samuel S. Jibao, for his five years of exemplary service in revenue mobilization.

In her opening remarks, Tuma Gento-Kamara referred to the NRA as the “breadbasket of Sierra Leone,” emphasizing the critical role it plays in revenue collection for the nation. She extended a warm welcome to Ibrahim Swaray, highlighting that revenue optimization remains the most cherished asset for the institution. The Board Chairperson assured the new Commissioner General of unwavering support from the Board, pledging to assist him in every possible way.

In his farewell address, Dr. Samuel Jibao expressed gratitude to President H.E. Dr. Julius Maada Bio for the opportunity to serve as Commissioner General. He commended the Board and Management for their professionalism throughout his tenure. Dr. Jibao recounted the significant achievements during his administration, which included restructuring the NRA, implementing measures to enhance staff integrity, improving tax compliance and revenue growth, ensuring timely payment of salaries, asset acquisition and protection, and implementing revenue administration reforms.

Regarding revenue mobilization, Dr. Jibao highlighted the steady increase in domestic revenue over the years, with the fiscal year of 2021 recording the highest gains despite the challenges posed by the COVID-19 pandemic in 2020. He also acknowledged that domestic revenue in the first quarter of 2023 was 41% higher than previous years.

The outgoing Commissioner General acknowledged the challenges faced by the Authority, such as implementing multiple reforms, managing change and dealing with weak national ICT infrastructure. However, he expressed confidence in the capability of the NRA to overcome those hurdles and continue making progress under the leadership of the new Commissioner General.

In his brief address, Ibrahim Swaray praised Dr. Jibao for his exemplary work and dedication to the NRA emphasizing his belief in the institution’s strength and promised to surpass revenue targets. He acknowledged that success would be achieved through teamwork, relying on the experience and support of his predecessor and the entire NRA staff.

Drawing from his experience as the former head of the National Public Procurement Authority (NPPA), Swaray emphasized that administration was not new to him. He expressed his commitment to building on the successes of the NRA, utilizing his expertise to drive further growth and efficiency within the organization.

It is the expectation that with the appointment of  Ibrahim Swaray as the new Commissioner General, the NRA and Sierra Leone look forward to a continued trajectory of enhanced revenue mobilization and fiscal growth under his capable leadership.

The institution, it is said, remains steadfast in its mission to contribute significantly to the nation’s development and economic prosperity.

Actions Say More than Words – Illustrations of the EU-Africa Partnership

In a recent joint statement, signed by the Ambassador of the European Union to Sierra Leone, the Ambassador of Germany to Sierra Leone, the Chargé d’Affaires of the Embassy of France, and the Chargé d’Affaires of the Embassy of Ireland, the European Union Delegation in Sierra Leone  has highlighted that in showcasing the strength of EU-Africa Partnership, Actions Speak Louder than Words.

The EU Ambassador to Sierra Leone, along with Ambassadors from other EU Member States, came together to emphasize the strong and fruitful partnership between the European Union and Africa..

The EU Ambassador and Ambassadors of EU Member States in Sierra Leone expressed their unwavering dedication to fostering a robust EU-Africa relationship.

Highlighting their shared vision of peace, security, solidarity and prosperity, it was pointed out that both continents are actively collaborating to address global challenges and forge a sustainable and inclusive future.

The statement maintains that every day the European Union (EU) and its 27 Member States are working together with the African Union (AU) to make the EU-Africa partnership stronger and closer to the people of Africa and Europe.

It was furthered how the relationship between Europe and Africa is made of unparalleled human, cultural, geographical and economic links, not incantations, promises and affirmations.

Stated was that at the 6th European Union (EU) – African Union (AU) Summit in February 2022, over 80 leaders from Africa and Europe met in Brussels to adopt an ambitious agenda and to sustain a partnership of peace, security, solidarity and prosperity based on equality, respect and mutual understanding.

Also highlighted was that Europe and Africa need each other to build a solid and lasting response to global and common challenges, from climate change to peace and security or economic development that affect many adding that the partnership between the EU and the AU, rooted in dialogue and multilateralism, is solution-oriented and forward-looking underscoring that Europe and Africa are joint stakeholders in a multilateral and a rules-based international system.

It was mentioned that the EU and its Member States were among the first to express full support for the integration of the AU within the G20 and that the EU supports Africa in its ambition to become a key global player.  The statement also pointed out that together, the AU and the EU can be pillars in the defence of a rules-based world, where sovereignty, territorial integrity and the right to self-determination are safeguarded.

Mentioned was that the EU is deeply committed to the safety and prosperity of its neighbours, as it is also a condition for their own security and prosperity and will strive to be a reliable and predictable partner.

Also, it was pointed out that in times of rising global food insecurity, the EU stands by its commitment to facilitate the export of grain and other agricultural products from Ukraine stating how from day one, the EU has exempted food and agricultural inputs (including fertilisers) from its sanctions imposed on the Russian Federation.

It was mentioned that complementary to the Black Sea Grain Initiative, the EU has set up the EU-Ukraine Solidarity Lanes through which almost 61 million tonnes of cereals leave Ukraine by land.

According to the statement, while it is often quoted that only a minor percentage of agricultural products exported from Ukraine has reached African consumers directly, the combined economic effects of the Black Sea Grain Initiative and the Solidarity Lanes have resulted in a 23% decrease in the price index for grain on the global market.

It was said that looking beyond the immediate need to mitigate price volatility for foodstuffs on the global market, the EU will mobilize by 2024 almost 7 billion Euro to improve food security in Africa; more than 3 billion Euro has already been disbursed andiIt includes the EU’s contributions to the IMF’s Poverty Reduction and Growth Trust.

Other initiatives, such as the Alliance on Sustainable Cocoa (EU, Côte d’Ivoire, and Ghana), it was said, are enhancing the resilience of food systems and the sustainability of agri-value chains.

In Sierra Leone,it was revealed that the European Union has invested more than 100 million Euro in crop diversification, supporting a magnitude of value chains, such as cocoa, cassava, cashew nut, palm oil, onions, etc.

As agreed at the 6th EU-AU Summit, to strengthen quality infrastructure, the statement disclosed that nearly 150 billion Euro of investments will be mobilized by 2027 in Africa as part of the “Global Gateway Investment” strategy.

These investments, it was mentioned, are already taking place today and the European Union is translating commitments made at the Summit into reality.

According to what was stated, in Sierra Leone, the EU financed major road infrastructure, such as the Masiaka-Guinea highway with the important Magbele Bridge, the Masiaka-Bo highway, the Bandajuma to Liberia road including the Sewa, Waanje and Moa bridges.

Further, the EU financed the Makene-Kabala highway and the Moyamba-Moyamba Junction road, the Mabang Bridge as well as the rehabilitation of 175 Km of feeder roads in Koinadugu, Tonkolili and Bombali.

Many of those stretches, it was indicated, lie on the Praïa/Dakar/Abidjan strategic corridor, which is supported by EU’s Global Gateway initiative. Electric interconnectivity, it was said in the statement, is another Global Gateway objective that shall help to deepen West Africa’s economic integration further saying that the EU co-finances the West African Power Pool, which improves availability and reliability of electricity in Sierra Leone.

The concrete and tangible results are here, it was pointed out, confirming the EU as Africa’s prime partner at all levels, on trade, investments and development.

Europe, it was claimed, has been and will remain a long-standing partner of Africa – the recent renewal of the agreement with African, Caribbean and Pacific countries, in existence since 1975, is just one more demonstration of that commitment.

On peace and security, it was revealed that notwithstanding multiple crises across the globe, the EU has sustained its support to AU and African-led peace support operations which translates commitments made at the 6th EU-AU Summit into action.

For the period 2022–24, 600 million Euros was said to have been allocated to these missions via the European Peace Facility (EPF), complementing support under other development instruments.

Giving an example was EU’s support to the African transition mission in Somalia (AMISOM/ATMIS) amounting to 2.7 billion Euros since 2007. Another testimony given of EU’s support to African partners’ peace and security objectives is the eleven training and assistance missions on the continent with commitment that Africa has and will continue to remain a key area of operations with EPF support.

While others seek to divide, the EU stated that its partnership with Africa seeks to deliver and foster cooperation. It was maintained that the EU and its Member States have consistently invested in Africa and facilitated the duty free access of African exports in the EU.

As a tangible sign of the EU’s willingness to engage in a partnership that concretely benefits Africa, it was underscored that 33 of the least developed African countries including Sierra Leone have benefitted from the most favourable customs regime, removing tariffs and quotas for all imports of goods to the EU – except arms and ammunition.

The EU, as stated, is by far the main trade partner of the African continent, with a total volume of 268 billion Euro in 2021 and 90% of African exports entering the European Union duty free with the EU being encouraged by the potential of the AfCFTA which it has been supporting  since the beginning, contributing, under a Team Europe approach, with expertise, institutional capacity and exchanges on lessons learned.

According to the joint statement, the EU has its share of responsibility in global warming and is investing heavily to curb emissions in Europe, it also stands by the side of the countries that are victims of or are suffering from the consequences of global warming and need support in their climate transition.

It was also disclosed how it is supporting the AU’s Great Green Wall initiative for climate adaptation with 700 million Euro and driving forces behind the decision to allocate 100 billion USD in special drawing rights (or equivalent contributions) to the most vulnerable countries, particularly in Africa.

The Summit for a new global financial pact held in Paris at the end of June, it was stated, to which 25 African Heads of States participated along with both AU and EU leadership, effectively contributed to reach that target and paved the way to the next Africa Climate Summit to be held in Kenya in September.

In Sierra Leone, it was maintained that the EU will support renewable energy generation and has already been strongly supporting programmes aiming at the protection of national parks and protected areas. By financed research into more climate resilient and yield-bringing crops, the EU claims that it has been helping to reduce Sierra Leone’s vulnerability to Climate Change.

In all those developments, it is maintained that Europe is delivering as the overall funding for development cooperation by Team Europe went up by almost 30% in 2022 worldwide, with EU assistance to Africa increasing by 11% for the period 2021–2027, when compared to 2014–2020.

For Sierra Leone, the EU committed in 2021 for the period 2021-2024 more than 245 million Euro in grants which means that Team Europe, which includes EU and its Member States, committed to invest more than 500 million Euro in Sierra Leone.

Stated was that while the African Union and the European Union are working on the organisation of the next Ministerial meeting where they will take stock of joint achievements to date.

The European Union pointed out that it wishes to reaffirm its continued determination and commitment to strengthen the partnership in solidarity with Africa, with a view to contribute together to global peace, security and prosperity.
