ACC Czar Vows Fiercer Fight Against Corruption in Sierra Leone

Commissioner for the Anti-Corruption Commission (ACC), Francis Ben Kaifala Esq., has pledged to intensify and strengthen the fight against corruption over the next five years. Speaking at a Management Retreat held at The Place Resort in Tokeh, Western Rural District, on July 20, 2023, the Commissioner emphasized the need for strategic planning and efficiency in combating corruption.

Addressing the Management Team of the ACC, Commissioner Kaifala likened them to Generals in a military operation, highlighting their crucial role in developing winning strategies. He stressed that their goal should be to ensure the success of the Government in building a prosperous Sierra Leone. “Our plan is to make massive improvement, far more than we have done in the last five years,” the Commissioner asserted.

Currently ranked 110 in the Transparency International Index, Commissioner Kaifala set a target to bring Sierra Leone to double digits in the Index during his tenure. To achieve this, he urged the team to be open to innovation and embrace new approaches in the fight against corruption.

Dr. Modupeh Taylor-Pearce, the Lead Facilitator for the Retreat, shared the objective of enhancing the ACC as an institution with a focus on disciplined leadership.

The three-day Retreat, set to conclude on July 22, 2023, includes presentations from all ACC Directors and Regional Managers on innovative strategies for combating corruption over the next five years.

Solomon Jamiru Vows to Connect the Presidency with the People

The newly appointed Press Secretary in the Office of the President, Solomon Jamiru Esq, has assured all that during his tenure he will bring His Excellency President Julius Maada Bio to the people through the media. He made that disclosure during an exclusive interview on Radio Democracy “Gud Morning Salone” program on Thursday 20th July, 2023.

In his submission during the program, he started by paying tribute to His Excellency President Julius Maada Bio for appointing him as Press Secretary in his second term of office.

Solomon Jamiru Esq said that upon assuming office he has met with members of staff in the office in order to continue what has been started and to also discuss ideas and strategies that will contribute in enhancing the visibility of His Excellency President Julius Maada Bio.

“It is important for the media to understand that the Office of the Press Secretary is existing for the media and my role is to serve as an anchor for Press and Press Relations and to ensure that what the President does is out in the public domain. Through the media we can reach out to the people of Sierra Leone and the wider world in order to achieve our ultimate objective of ensuring that visibility,” he revealed.

The Press Secretary pointed out that because the activities and programs of Government are very dynamic and emerge faster, therefore, Government also need to be very creative and innovative, of which he stated that as Government they are aware that communication is a very specialized field and that it is vast, expansive and transforming very fast maintaining how plans are on the way to tap into those dynamics.

“The Press Secretary’s Office sits at the Presidency and now we are taking about relationship with the Press and from time to time we will be convening Press Conferences at State House for members of the Press to interface with the President,” he said adding how they also believe that news editors are very important in the newsrooms as editorial contents are very vital also stating that they are looking at having Editors’ roundtable discussions from time to time.

Solomon Jamiru Esq said that the President cares for the media and has demonstrated that by doing much to enhance Freedom of Expression referencing the Repeal of the 55-year-old Part 5 of the infamous Public Order Act of 1965 that criminalizes free speech and the work of the media, increase of subvention to the Sierra Leone Association of Journalists (SLAJ) and the enactment of a New IMC Bill 2020 which seeks to regulate same.

On behalf of the Office of the Press Secretary, he assured the media ecosystem in the country that President Bio will always like to meet with the Press as he is a friend of the press, adding that the President believes in transparency and accountability as well as holding the view that it is the media that will promote the good image of the country.

“Whatever are the past experiences let us now turn to a new page and look into the future with optimism,” he enjoined adding that as the Press Secretary  together with colleagues at State House and other stakeholders in different departments in the same communications field they will do everything to ensure that  access is provided for the media,” he promised.

With this commitment to transparency and open communication, President Bio’s accessibility to the media and the people is expected to strengthen Sierra Leone’s democratic values and promote accountability in governance.

Dr. Memunatu Pratt’s Legacies in Transforming Tourism Will Not Be Forgotten in a Hurry

If there is one person, in recent times, that gave an apt description of the status and perception held of Sierra Leone’s tourism sector of yesteryears and contemporary times, it is the controversial Statesman, newspaper Columnist, the octogenarian, Dr. Sama Banya, who is popularly known as Puawi.

He gave a graphic and comparative analysis of how the Ministry of Tourism was negatively perceived and treated compared to the significant transformation seen when President Bio, during his first tenure, appointed Dr. Memunatu Pratt as Minister to head that Ministry against the backdrop that it has the potential of being a game changer and a vital contributor to socio-economic development.

Quoting Dr Sama Banya, he said: “The Ministry of Tourism and Cultural Affairs is no longer a Cinderella Ministry but a vibrant, proactive organization that has put Sierra Leone in the international arena as one of 50 countries, not just in Africa but in the global system.”

He was totally right when he averred that Dr. Memunatu Pratt was constantly in the news for the right reasons including taking the once Cinderella-like Ministry to one of prominence.

Compliments of such nature were, on several occasions, heaped on the result oriented former Minister of Tourism and Cultural Affairs, Dr Memunatu Pratt, while she was in office and even after, for the sterling initiatives she introduced and implemented as well as for her incessant passion to transform a once moribund Ministry and make it become a prominent and key Government institution that, in recent times, did so much in generating  much needed revenue as well as advancing development in areas related to the  tourism and hospitality industry.

Even after successfully transforming that Ministry within the five years she was in control, appreciation for her diligent work has been pouring in from various quarters with the latest one expressed by the Grassroots of the SLPP, in a letter sent to her, bearing the signature of  the leader of the group, Henry Lambert.

The SLPP Grassroots expressed profound thanks and appreciation to her for the outstanding job she did while serving the nation as the then Minister of Tourism and Cultural Affairs and went on to catalogue the many positive things she did and how they positively impacted lives and the nation as a whole.

Indisputably, there is no gainsaying that during her tenure as Tourism Minister there were many positive transformations that transpired under her leadership in concert with one of the Ministry’s Agencies, the National Tourist Board headed by its General Manager, Fatmata Mida Carew.

In her few months in office (2018), the tourism industry experienced the highest growth rate in leisure visitors since the aftermath of the war.

Her unique leadership style and competency rendered Sierra Leone to be quoted by the most popular online publisher, ETurbo News as the must-visit emerging tourist destination.

Also, it was during her time in August of 2021 that Air Senegal was welcomed to the shores of the country by the Government of Sierra Leone through the efforts of the Ministries of Tourism as well as the Transport and Aviation Ministry and other line MDAs on airlines inaugural flight operation at the Freetown International Airport.

She maintained at that time how the operation of the flight will greatly boost the tourism sector as Air Senegal offers exotic and attractive prices in linking Sierra Leone to over twenty global destinations.

“The coming of Air Senegal to Sierra Leone is very timely and the hospitality industry is delighted and looking forward to working with them in developing tour packages and having an arrangement for prospective visitors to Sierra Leone to use Air Senegal,” she averred at going further to say that the sustainability of the airlines operations is highly dependent on tourism, hence the need to grow  regional tourism and  then presented the tourism ‘traveltainment’ magazine to the CEO of Air Senegal.

In June of 2022, Dr. Memunatu Pratt, was appointed by the United Nations World Tourism Organization (UNWTO) as Global Chairperson for Women in Tourism. It must be noted that the UNWTO is the specialized UN agency in the field of tourism that is committed to enhancing the positive impact of tourism development on women’s lives and, in so doing, contribute to the development of the fifth sustainable development goal, “achieve gender equality and empower all women and girls”.

The 2020 Budapest-Bamako-Freetown Rally used this country to serve as the finishing line a feat that was repeated in 2022  due to her effective networking.

Other positive strides included keeping the tourism sector alert and proactive as she introduced nation-wide sustainable beach cleaning exercises, Adopt the Beach Theory in order to keep the beaches clean, safe, established an entertainment foundation, enhanced massive ministerial support extended to entertainers, pioneered tourism diagnosis trips to Bonthe & Sherbro Islands, introduced the Bonthe Agro- Cultural and Tourism Festival and Kabala Fest, rebranded and positioned Sierra Leone in the tourist generating regions, ensured a review of the Tourism Act and other related acts, provided strong advocacy for Visa Free and Visa on landing, strong and timely advocacy on reduction on Air tickets and negotiated Tourism studies program at Universities in Sierra Leone.

Her tenure witnessed the return of many African-Americans who traced their roots back to Sierra Leone and claimed Sierra Leonean citizenship.

With supports from development partners such as the UNDP and World Bank the Tourism Ministry, under her leadership, provided skills training for women living in coastal areas as a way of giving them alternative sources of income in order to make the sector relevant to development.

At the Akwaaba African Travel Market held in Lagos, Nigeria on the 31st October, 2022 the former Minister of Tourism and Cultural Affairs, Dr. Memunatu Pratt, officially received an award as the best West Africa Tourism Minister, which she dedicated to President Bio, the tourism industry and the people of Sierra Leone.

Shout Climate Change Africa, a non- governmental organization that has high stock of professional mix of expert in various field ranging from climate change to other environmental and development issues, awarded the former Minister of Tourism and Cultural Affairs, Dr. Memunatu Pratt, the “Minister of the year” award, which was handed over to her by His Excellency Simon Mustard, British High Commissioner to Sierra Leone during the National 2019 Environmental Care Award 2019, held on the 23th November 2019 at the Miatta Conference Hall in Freetown.

The Ministry, under her watch, gained the support and confidence of donor partners, UNDP, EIF, and the World Bank who have been very instrumental in the implementation of the activities of the Ministry and its agencies.

Furthermore, the Jamaican High Commissioner accredited to the Federal Republic of Nigeria, Ghana, Sierra Leone, Cameroon and Senegal, Esmond St. C. Reid engaged the former Minister of Tourism and Cultural Affairs, Dr. Memunatu Pratt at the Ministry’s head office in Freetown and during the engagement, he recommended the establishment of a joint commission for the two countries.

Chronicling all her accomplishments during her tenure will be an endless exercise and this space will not accommodate all as she did so much in enhancing the Ministry to one that helped in rebranding the image of country and positioning it as a strategic entity.

Without any iota of doubt, the name of Dr. Memunatu Pratt will indeed go down the political history of this country as an instrumental personality and one of the greatest public officials that translated the development aspiration of President Julius Maada Bio related to changing the dynamics of a moribund Ministry to become a very significant game changer.

A summary of his achievements could be summarized in a nutshell as stated below:

In improving the image of Sierra Leone marketing and promotion, the country actively participated in key targeted international market such as; United Kingdom, France, Germany, Spain, Scandinavia, USA, Russia and West African Sub-Regions with different activities including: Trade Fairs And Exhibitions, Promotion In Internationally Renowned TV Channels, Road Shows, Marketing Representatives, International Networking, Promotional Materials and Domestic Tourism.

The Ministry also facilitated the fast-tracked the introduction of Visa on Arrival ratified by government to help the tourism industry.

Produced Tourism Promotional Materials namely: Traveltainment Magazine ( 1st Issue published, 2nd Issue in progress),Tourism Inflight Magazine and the Tourism Information Register.

Attained International Recognition with Active Participation Globally by settling dues and attaining full-fledged updated Membership with UNWTO with active participation at global stage.

Attracted Host of International Tourists: Hosted 700 tourists with 227 Vehicles  in Budapest Bamako-Freetown Rally ,300 Danes for research and related tourism activities, provided home and naturalization to host of African Americans tracing their DNA back to Sierra Leone and attracted Idris Elba a renown international activist; actor, writer, artist, model, etc. in root tourism with huge investment interest at Bonthe.

Organized Workshop Training on Marketing & Rebranding for:Embassies and Diplomatic Missions and appointed Press Attaché.

In terms of improving the policy and Legal Framework the following Policy Documents are in the process of completion supported by the Government of Sierra Leone, World Bank and Enhanced Integrated Framework Project: Review of Tourism Development Act-1990, Tourism Governance and Financial Management strategy – Completed, Tourism Marketing and Branding Strategy – Completed, E-Tourism Finance ,Review/upgrade of National Tourism Policy  and Ecotourism Development Plan, Tourism Master Plan, Tourism Wildlife Policy, National Heritage Bill – Draft currently at the Law Officers’ Department, National Entertainment Policy-Draft developed.

  1. PROMOTE COMPETITION IN THE SECTOR TO REDUCE COSTS AND IMPROVE VALUE FOR MONEY
  2. Collaborated with NRA to Reduced GST Charges on travelling cost and across tourism value chain.
  3. Collaborated with Ministry of Foreign Affairs and Immigration Departments on Introducing Visa on Arrival Regulation.
  4. Collaboration with EPA & NPAA to Review Environmental Social Health Impact Assessment Charges(ESHIA) for tourism and hospitality industry operators and separating them from mining and Agricultural  industry  activities

ECSL Boss Hands Over Certificate of Return & 2022 Annual Report to President Bio

President Julius Maada Bio was awarded the Certificate of Return by the Electoral Commission of Sierra Leone (ECSL) Chairman, Mohamed Konneh, in State House, Freetown, on July 19, 2023. The Commissioner praised the peaceful and credible nature of the June 24 elections, affirming that the results truly reflected the will of Sierra Leonean voters.

During the ceremony, the Chief Electoral Commissioner also presented the ECSL’s 2022 Annual Report to the President congratulating him on his re-election as President of Sierra Leone. The report highlighted significant milestones achieved by the Commission, including the conduct of elections for Paramount Chiefs and successful voter registration.

President Bio expressed his gratitude for receiving the Annual Report and the Certificate of Presidential Election, acknowledging the Commission’s dedication and hard work during the multi-tier elections. He emphasized the importance of democracy as an ongoing process and called for national unity.

Re-Elected Speaker of Parliament Calls for Unity & Determination among MPs

During a momentous occasion, on the 18th of July 2023, Dr. Abass Chernor Bundu was re-elected as the Speaker of the Sixth Parliament of Sierra Leone. His acceptance speech highlighted the solemn responsibility of Parliament and its members to uphold the Constitution and serve the nation faithfully.

In his speech, Dr. Bundu emphasized the significant power vested in the Parliament to make laws for the peace, security, and good governance of Sierra Leone. He reminded MPs of their duty to defend and protect this power diligently, as any attempt to alter or remove it requires approval by at least two-thirds of Parliament and the public through a referendum.

The Speaker acknowledged the accomplishments of the previous Parliament, notably passing groundbreaking legislation, including the abolition of the death penalty and the Gender Equality and Women’s Empowerment Act (GEWE Act). He praised President Julius Maada Bio’s initiatives to boost agriculture, develop human capital, create job opportunities for the youth, and invest in technology and infrastructure for sustainable economic growth.

APRIES and CenHTRO New Research Reveals High Rates of Child Trafficking & Labour in Kambia

A study conducted by the African Programming & Research Initiative to End Slavery (APRIES) and the Center on Human Trafficking Research & Outreach (CenHTRO) at the University of Georgia has revealed alarming statistics on child trafficking and child labor in Sierra Leone’s Kambia District. According to the research, an estimated 34% of children aged 5 to 17 in the district have experienced child trafficking, while 40% have been subjected to child labor.

The report, funded by the U.S. Department of State Office to Monitor and Combat Trafficking in Persons, sheds light on the vulnerabilities that make children susceptible to trafficking and offers new recommendations to combat this issue not only in Kambia but across the country.

The research found that trafficked children were often forced to work as domestic servants, in agriculture, or as street vendors, with little or no pay. Additionally, they were subjected to hazardous labor activities and exploited in informal foster care placements known as menpikin.

The study highlights key risk factors, such as age, economic status, educational enrollment, and gender, which play a role in making children more vulnerable to trafficking. Boys were found to have a 34% higher likelihood of being trafficked than girls.

To address the crisis, the report suggests strengthening and expanding developmental programs, raising awareness about informal foster care placements, encouraging the reporting of child trafficking and abuse, and implementing laws to combat trafficking effectively. Furthermore, financial and resource support for struggling families is recommended, including cash support and aid to farmers.

APRIES and CenHTRO work in collaboration with the Government of Sierra Leone, district leadership, and community groups, along with partners such as World Hope International, the United Nations Office on Drugs and Crime, and Antobert Consultancy, to prevent trafficking, protect survivors, and prosecute traffickers in the country.

The findings underscore the urgent need for action to protect the rights and well-being of children in Sierra Leone, and it is hoped that the recommended interventions will help curb the prevalence of child trafficking and labor in the region.

Trafficked children were commonly forced to work as domestic servants, in agriculture, or as street vendors, often for little or no pay, according to the study, “Child Trafficking and the Worst Forms of Child Labor in Kambia, Sierra Leone,” funded by the U.S. Department of State Office to Monitor and Combat Trafficking in Persons.

Children were also made to engage in hazardous labor activities, like carrying heavy loads or being exposed to extreme heat, cold, or humidity.

Survivors described being exploited in informal foster care placements, known as menpikin, where they were made to perform domestic duties outside their home. They were forced to sell water on the street for lengthy hours and without compensation, while other children in the household were allowed to attend school. Some children were forced to work to pay for school fees.

“I was always the first to be woken up by 6 a.m. I was the one doing all the household chores while her children were still in bed. We started fish balls for sale, which was all for her benefit,” a female survivor said.

Household surveys, key informant interviews, and focus group discussions contributed to the research in Kambia, a district in the northwest of Sierra Leone that borders Guinea. This new report extends research published by APRIES in 2022 that measured child trafficking and child labor in Sierra Leone’s Eastern Province, demonstrating that both are prevalent across much of the country.

In terms of children that are vulnerable those aged 12-17  contribute  to the expenses of the household, are not enrolled in a formal school, those who are enrolled in a Koranic school, and those who are orphans have higher odds of being trafficked.

Also, Male children had 34% higher odds of being trafficked than female children.

Furthermore, there are structural factors, such as the lack of secondary schools lead to a family decision to send their child to a bigger town with a family friend or relative in order to attend school. However, when the child arrived, they were trafficked, rather than allowed to attend school as promised.

With regards recommendations, it was admonished to strengthen and expand developmental programs, especially in rural towns, through building more and improving access to secondary and primary schools, investing in qualified teachers, and expanding social and community centers for youth.

To safeguard children through awareness raising and monitoring informal foster care placements.

Encourage community members to speak up about child trafficking and child abuse by further expansion of the freedom hotline 134 and education of national and local anti-trafficking laws.

Increase efforts into implementing laws that fight against trafficking, such as through supporting the enforcement of by-laws in local communities and as well increase financial and resource support for families, including cash support for struggling families through microcredit and providing seeds to farmers.

Sierra Leone Police Warn Against Social Media Death Threats, Vow to Enforce Cybersecurity Act

The Sierra Leone Police (SLP) on Wednesday, July 19, 2023 issued a stern warning regarding an alarming rise in death threats on social media. These threats, directed at citizens and state functionaries, are believed to be attempts to cause insecurity, discomfort, and fear, potentially disrupting national services and development efforts.

The SLP is deeply troubled by the fact that some of these threats originate from Sierra Leoneans living abroad. However, the amplification of these messages is conducted by bloggers within the nation using various social media platforms.

According to the Cybersecurity and Crime Act of 2021, sharing information that jeopardizes national security is viewed as a severe offense, equivalent to the original authoring of such information. The SLP is urging the public to understand that this type of behavior is not protected under the rights to freedom of speech or human rights, and those guilty of the same will be met with severe legal consequences.

The SLP has reiterated its commitment to tracking, detecting, and exposing those involved in creating and disseminating harmful social media content, including death threats. The police force is equipped with the necessary resources to handle these cyber threats and ensure the security of all citizens.

The SLP assures the public of its continued vigilance and dedication to maintaining safety in Sierra Leone. The police force urges citizens to conduct their usual activities within the bounds of the law and refrain from any form of lawlessness or indiscipline.

According to them this information should serve as a warning to all involved in such malicious activities, advising them to desist immediately or face the full force of the law.
